November is National Entrepreneur Month -By Harvey Mackay In a famous circus act a juggler starts one plate spinning on a stick, which he then puts the stick on a slot on a table, starts another plate spinning on another stick, and then he gets a third one started. By this time the first plate needs some help to keep going. Now he starts a fourth plate spinning and gives some needed attention to plates two and three. The juggler has to keep moving around, keeping all the plates spinning.

Entrepreneurs are like that. They need to keep moving to keep all the plates spinning.

Ever since I was a kid, I wanted to be an entrepreneur. I still have trouble spelling the word, but I didn’t let that stop me. I wanted to be my own boss and have a team around me.

November is National Entrepreneurship Month, an ideal time to recognize the unsung heroes of our economy. The third Tuesday of November (Nov. 16 this year) is recognized as National Entrepreneurs’ Day. There’s no big celebration or presents or even a Hallmark card selection.

I just like the idea that we can celebrate people who take risks to bring their ideas to the marketplace, because entrepreneurs are the ones who start the companies that create the majority of new jobs.

There are more than 31 million entrepreneurs in the U.S., according to the Global Entrepreneurship Monitor, and their businesses employ nearly half of all workers.

Approximately 55% of U.S. adults have started at least one business in their lifetime, and 26% have started two or more businesses.

Few entrepreneurs are successful the first time they try. If you can survive to fight again, you haven’t failed.

More and more working-age Americans are starting or running new businesses. Also, a growing number of people are considering

entrepreneurship as a career option, with 51 percent of the working population believing now is a good time to branch out on their own.

I have found that the most successful entrepreneurs – yours truly included – started working for an established company to gain some valuable experience. Starting one’s career as an entrepreneur is usually a bad way to spring off the starting block. Statistics show that 46% of small business entrepreneurs are between the ages of 41 and 56.

Entrepreneurs have to be risk-takers.

Mistakes are part of the process. They are not afraid to step out of their comfort zone. I have a saying that applies here – No risk, no success. Know risk, know success.

The founder of a highly successful company was asked what it took to succeed.

He answered, “The same thing it took to get started: a sense of urgency.” No matter how intelligent or able you may be, if you don’t have a sense of urgency you better start developing it now. The world is full of competent people who honestly intend to do things tomorrow; however, tomorrow seldom comes for them.

Many individuals with less talent are more successful because they understand the importance of urgency.

Entrepreneurs have a lot of I’s – instincts, impulse, inspiration and innovation. They know how to improvise with the best. Business, like the rest of life, rarely comes with an edited script. Mastering improvisation is a sure-fire way to become better at everything you do.

Entrepreneurs understand that you can’t examine every option. They limit every threat, analyze and eliminate every risk. They don’t

wait until everything is perfect.

Why do entrepreneurs succeed? It’s usually not just because they are chasing a pot of gold. It’s because they love doing something new. They love changing the rules of the game, and they know how to harness a team to tackle challenges.

It’s said that entrepreneurs often show themselves early. If that’s the case, starting at age 10, I was delivering newspapers and later setting pins in a bowling alley. I had a variety of jobs not just because I loved to make money, but also because I loved learning about success. A modest start, but the seeds were sown.

Entrepreneurs are often like a fire fighter running into a situation everyone else is trying to leave. But successful entrepreneurs know what they’re doing. They have a mission and a plan just like the fire fighter. They know what caused the fire and how to put it out.

Mackay’s Moral: Entrepreneurship is living a few years of your life like most people won’t, so you can spend the rest of your life like most people can’t.

“The Good Old Days” -By Tom Kuehne Catalogs

If you took time off from the farm work to go to town, there had to be a good reason. The best reason was “it's raining, so we can't work outside anyway.”

Other reasons of lesser importance include the need to take the eggs to the produce, do some banking, get some needed machinery parts or possibly a need for some supplements at the feed mill. If the lady of the house was going along, a trip to the grocery store was usually included. Reasons of less frequency included the annual trip to the dentist or doctor or the annual trip to the court house to pay the farm taxes.

When the trip to town was anticipated, it included a well planned method of accomplishment. For instance, “I will drop you off at the grocery store and then go to the produce and pick up some feed, by that time you should have purchased the groceries and we can head for home.” It was unacceptable to waste time while away from the farm work.

Since the trips were very regimented, there was no time to visit any store that was not a part of the planned trip. This saved money, since we were not tempted to buy things that were not an immediate need.

Our primary source of new fashion ideas and other items came from catalogs. Sears and Montgomery Ward catalogs came twice a year. Sale and Christmas Catalogs appeared at different times during the year. We would page through the catalogs and marvel at the attractive models attired with all kinds of new fashion items. We would usually pick out a few items that we would especially like to have, hoping that when the order was finally sent, the item would not have already been sold out.

The catalogs would ultimately find their way to the out-house. The blue colored index pages were the first to be ripped out. They were more soft and comfortable. The regular

Today we are able to go to a mall, a mega store or shop online. We buy things that are not actually needed, but the merchandisers cause us to buy on impulse. Some of these items are never used and are only taking up space in our storerooms, closets or garages. Hmmmm...

Some of us were brought up in households that had a strong recollection of the depression years and were very conservative. We assumed these feelings as a part of our thinking.

Sometimes we are thought of as being cheep or old fashioned. As the song says, “The future's not ours to see, Tey Surrah, Surrah.”

Stearns Co. Sheriff’s Office

Barn Fire: November 10, 2021: At approximately 1:15 a.m., received a call regarding an empty hog barn that was on fire located at 31238 Riverview Road in Oak Township.

This location is 2 miles northwest of the city of New Munich.

A Deputy arrived on scene and found a portion of the barn was on fire and flames were coming from the roof. The owner of the barn, Craig Viere, 48, New Munich, arrived on scene and notified deputies that the barn had been sprayed with formaldehyde on Monday, November 8th. Melrose Fire and Freeport Fire were able to extinguish the fire. The cause of the fire is under investigation by the Stearns County Sheriff’s Office.

changed Armistice Day to Veterans Day. Then something so “American” happened. The Uniform Holiday Bill was signed on June 28, 1968 and was intended to ensure three-day weekends for Federal employees by celebrating four national holidays on Mondays: Washington's Birthday, Memorial Day, Veterans Day, and Columbus Day. The reason for the change was so that families could take extended weekends and help the economy out by spending money and for recreation.

This was changed back a few years later when many people were confused and continued to remember those who lost their lives in the wars that we were involved in.

I would like to just say here, so many times as Christians, we do the same thing with our faith. We minimalize it, we make Sunday an extra day that we can do other things on.

God wants our worship, He also wants us to remember Him with everything we do, especially our time.

WW1, known at that time as “The Great War” officially ended with the treaty of Versailles on June 28, 1919. Pamela A. “Pam” Weber

Pamela A. “Pam” Weber, age 60 of Sauk Centre, passed away unexpectedly after a short battle with cancer on Tuesday, November 2, 2021 at the St. Cloud Hospital in St. Cloud, Minnesota.

A memorial service was held Monday, November 8 at the Sauk Centre United Methodist Church in Sauk Centre with Rev. Jacob Holck officiating. A private inurnment will be held at a later date.

Pamela Annette Martinson was born April 15, 1961 in Little Falls, Minnesota to Roy and Gladys (Covel) Martinson. She graduated from Little Falls High School in 1979 and furthered her education at the Regency Beauty College in St. Cloud, graduating in 1980. On January 15, 1983 she was united in marriage to James “Jim” Weber at Randall Presbyterian Church in Randall. Pam worked at the printing press at Camp Ripley. She was secretary for the United Church of Christ and United Methodist Churches in Sauk Centre for 39 years. Pam worked at local restaurants including Pizza Hut and Hardee’s, and for the past 14 years was in administration and a bookkeeper at McDonald’s.

She was a member of Sauk Centre United Methodist Church in Sauk Centre. Pam’s family was the most important thing in her life. She cherished the time they spent traveling, fishing, and just being together. Pam loved gardening and her flowers, enjoyed crocheting, scrapbooking and anything crafts, baking, and was recently learning how to quilt. Her grandchildren were her pride and joy; they meant the world to her.

Survivors include her husband, Jim Weber of Sauk Centre; children, Russ (Heather) Weber of Brook Park and Madolyn Weber of Sauk Centre; stepchildren, Janel Deel of Alexandria and Robbie (Jessica) Weber of Sauk Centre; six grandchildren, Kaitlin (C.J.), Paige, Tyler, Jaida, Alexia, and Matthew; great-grandchild, Quinn; brother, Curt (Jan) Martinson of Randall; and sister, Kathy Martinson of Sauk Centre.

She was preceded in death by her parents, Roy and Gladys Martinson; and brother, Jim Martinson.

Kathy I. Funk

Kathy I. Funk, age 73, of Sauk Centre, passed away peacefully, surrounded by her family on Wednesday, November 3, 2021, at the St. Cloud Hospital in St. Cloud, Minnesota.

A Memorial Mass of Christian Burial was held Monday, November 8 at Our Lady of the Angels Catholic Church in Sauk Centre with Rev. Rick Aubol officiating. Inurnment was in the parish cemetery.

Kathleen Irene Austing was born on March 23, 1948, to Bernard and Rogaria (Stoerman) Austing.

Kathy graduated from Melrose High School. After moving to the metro area with her former husband Jerry and having two children, Jason and Josh, they moved back to Melrose and opened Funky’s Bar and Restaurant. After getting divorced, Kathy moved to Sauk Centre and moved in with her current partner, Larry Marthaler. In 1986, Kathy and Larry opened the Mustang Bar. Over the next 18 years that she owned the Mustang, the bar patrons became her extended family, and Kathy became family to the patrons.

Kathy was truly a woman who loved and cared for everyone that she knew. She brought joy and kindness to everyone she encountered.

Through the very end, Kathy still enjoyed cheering for the Gophers, Vikings, & NASCAR. Other pastimes included reading, shopping on QVC, jewelry, camping, boating, and spoiling her four grandchildren!

Survivors include her significant other, Larry Marthaler of Sauk Centre; sons, Jason (Holly) Funk of Park Rapids and Josh (Sylena) Funk of Woodbury, grandchildren, Logan, Emily, Samantha, and Boston Funk; sisters and brothers, Carol (Maurie) Stangler of Melrose, Patty Klaphake of Albany, Linda (Bernie) Beuning of St. Cloud, Ron (Toni) Austing of St. Rosa, Marilyn (Jerry) Breth of St. Cloud, and Karen (Dave) Mueller of St. Rosa; sisters-in-law, Dorts Austing of Freeport, Carole Austing of Big Birch Lake, and Judy Austing of Inver Grove Heights; and ex-husband, Jerry (Susan) Funk of Grey Eagle.

A m b r o s e J. “Amby” Herdering, age 77 of St. Rosa, passed away peacefully, surrounded by his family on Sunday, November 7, 2021 at the St. Cloud Hospital in St. Cloud, Minnesota, due to Covid 19.

Ambrose Joseph Herdering was born April 6, 1944 in St. Rosa, Minnesota to August and Theresa (Stoermann) Herdering. He was united in marriage to Bertha Gerads on June 10, 1965 at St. Francis of Assisi Catholic Church in St. Francis, Minnesota.

Ambrose was a man on the move. He was proud of his family and U.S. Heavy Equipment Brokerage Company. He traveled many places and met many faces. That is what he loved, meeting people.

He was a member of St. Rose of Lima Catholic Church in St. Rosa.

Survivors include his soulmate and wife of 56 years, Bertha (Gerads) Herdering of St. Rosa; four children, Ken Herdering (DeAnna Anderson) of Big Lake, Linda (Dennis) Fuchs of St. Cloud, Shirley Herdering (Josh Arnold) of Avon, and Allen Herdering of Freeport; grandchildren, Mitchell (Lindsay) Herdering of Avon, Heidi (Cody) Roos of Buffalo, and Madison Fuchs; great-grandchildren, Elizabeth Tolefson, Aubree Roos, and Brantley Roos; brothers and sisters, Anna (Elmer) Hellermann of St. Rosa, Alvin (Carol) Herdering of St. Rosa, Joe (Kathy) Herdering of St. Rosa, Alfred (Marlene) Herdering of St. Rosa.

Theodore C. Kaminski

Theodore C. “Ted” Kaminski, age 82, of Sauk Centre, passed away peacefully, Thursday, November 4, 2021 at the St. Cloud Hospital in St. Cloud, Minnesota.

A Mass of Christian Burial was held Tuesday, November 9 at Our Lady of the Angels Catholic Church in Sauk Centre with Rev. Jeremy Theis officiating. Burial was held Wednesday, November 10 at Sunset Memorial Cemetery in Minneapolis.

Theodore Chad Kaminski was born November 7, 1938 in Minneapolis, Minnesota to Theodore and Marguerite (Lane) Kaminski. He married Barbara Gramhill on June 25, 1960 at St. Boniface Catholic Church in Minneapolis. In 1962, Ted enlisted in the National Guard, completing his term. He sold real estate for a few years before working as a tax assessor for the State of Minnesota and City of Anoka. Ted was involved in assessing farmland to make way for Highway 94. After retiring in 2000, Ted and Barbara purchased a farm near Padua and built a cabin on Little Sauk Lake.

Ted’s best quality was his stubbornness. He enjoyed fishing and was great at fixing things. He could fix anything and didn’t stop working on it until it was fixed. Ted was a member of Our Lady of the Angels Catholic Church and the National Rifle Association (NRA).

Survivors include his wife, Barbara Kaminski of Sauk Centre; sons, Dean (Patty) Kaminski of Columbia Heights, Jon Kaminski of Minneapolis, and Ted (Tracy) Kaminski of Brooklyn Park; grandchildren, Jenny (Joe) Tiemann, Tyler Kaminski, Jon Jon Kaminski, Anthony Kaminski, and Teresa Kaminski; sisters-in-law, Suzanne Kaminski of Minneapolis and Kimberly Kaminski of Columbia Heights; and many nieces and nephews.

Ted was preceded in death by his parents; sister and brothers, Joan Oglesbee, Timothy Kaminski, and Jaime Kaminski; and brother-in-law, Wesley Oglesbee.

Edward Stanley Kantor

Edward Stanley Kantor, 80, of Opole, Minnesota entered into eternal life on November 2, 2021.

A Mass of Christian Burial celebrating his life will be Thursday, November 11th at 11 AM with Visitation at 10 AM at Our Lady of Mount Carmel Catholic Church in Opole.

Ed was born August 1, 1941 in Holding Township to Thomas and Mary (Beam) Kantor. He was the youngest of ten children. He attended country school near Opole and graduated from Holdingford High School. After trade school, he was employed at Conlon Construction in St. Cloud and rose to the ranks of Construction Supervisor. Ed married Dolores Maslonkowski on September 6, 1965 in Foley, MN. They first settled in St. Cloud and then moved to the Kantor farm in 1976. They were blessed with three daughters. Ed worked numerous prestigious construction sites throughout the area.

Later, he worked as Head Maintenance Supervisor for the Crosier Seminary in Onamia until he retired in 2014.

Ed had a great love for the outdoors, especially farming and gardening. He took great pride in his groomed yard, his numerous gardens, his chickens and his dogs. He loved fishing all year around, hunting and Polka music. He often shared the bounty of his harvest with family, friends and neighbors. He was actively involved in the Opole parish as a server boy, lector, choir member, building maintenance and parish board.

Ed is survived by his two daughters, Roxanne (Joseph) Becker of Eagan, MN; Nancy Kantor, (Max Ferguson, fiancé) of Chatfield, MN; two granddaughters Katie, and Anna of Eagan MN, and brother Leo Kantor.

Ed was heartbroken when his eldest daughter Kerry died April 28th 2018 and then his wife Dolores, of 53 years, passed away on December 26th 2018. He is also preceded in death by his parents, his sisters Adella Bollig, Sophie Scepaniak, Rita Stangler, brothers Alois Kantor, Sylvester Kantor, Thomas Kantor Jr., and twins Viola and Vince Kantor.

Memorials preferred.

Leonard S. Dzieweczynski

Leonard S. Dzieweczynski, 95 year old resident of St. Cloud, MN formerly of Swanville, MN passed away Thursday, November 4, 2021 at the VA Medical Center in St. Cloud, MN. A Mass of Christian Burial was held Wednesday, November 10, 2021 at St. John the Baptist Catholic Church in Swanville, MN with Father Ron Dockendorf. Burial took place in the St. John's Parish Cemetery in Swanville, MN. Caring for Leonard and his family was the Shelley Funeral Chapel in Swanville, MN. Leonard was born on October 31, 1926, in Holdingford, MN to the late Anton and Anna (Kurtz) Dzieweczynski. After Leonard completed his schooling, he volunteered his service as a teenager to the United States Merchant Marines.

He served also in the U.S Coast Guard during World War II and was honorably discharged in 1946. Leonard was united in marriage to Romona Kardash on September 21, 1948, at Sacred Heart Catholic Church in Flensburg. Together Leonard and Romona owned and operated the 12 Mile Tavern in Swanville, MN for 27 years. He also owned and operated a coin amusement games business in the area from 1963 until 1997. Soon after selling the 12 Mile Tavern, Leonard began working for the Morrison County Sherriff’s Department as the transportation coordinator and special deputy retiring in 1994. In his free time, he enjoyed carving and painting spearing decoys as well as painting folk art. Leonard was a lifetime member of the Swanville VFW and St. John the Baptist Catholic Church in Swanville, MN. He was dearly loved and will be greatly missed.

Leonard is survived by children, Larry (Julie Opatz) Dzieweczynski, Roger Dzieweczynski, Robert (Marilyn Zylka) Dzieweczynski and Dennis (Paula Quinn) Dzieweczynski; brothers, David (Vicki) Dzieweczynski and Kenneth (Bernadine) Dzieweczynski; grandchildren, Paul (Chiaki) Dzieweczynski, Tony (Amy) Dzieweczynski, Katie Dzieweczynski, Anna (Marcus) Jobe, Bradley Dzieweczynski, Mark (Meggan) Dzieweczynski, Audrey (Brett) Witucki, Zachary Niedzielski and Molly Niedzielski; and 15 great-grandchildren.

Swanville students are hard at work in preparation to perform their fall play Murderous Night at the Museum by Kate Sparacio, Matt Steele, Mike Steele, and Melissa Stumbaugh. In this zany comedic murder mystery, local celebrities have gathered for the unveiling of the stuggling museum's new exhibit. The problem is celebrities start dropping dead. As the characters try to figure out

who's to blame, the mummy exhibit comes to life and the audience will be called on to aid in solving the case. Come ready to laugh and be a part of the show. The students will perform Friday and Saturday, November 19 and 20, at 7:30 p.m. in the Swanville High School auditorium. This show is produced by special arrangement with Pioneer Drama Service, Inc., Englewood, Colorado.

Swanville Senior High Student of the Month

Swanville Public School is pleased to announce the September Senior High Student of the Month, senior Mackenzie Morris.

She is the daughter of Kim and John Lindemann and Justin Morris.

Mac enjoys sports, spending time with friends and family and being outside.

She plans to get her Associate of Arts before graduating high school and then attending college to become a teacher.

She is a well-rounded athlete, participating in basketball, volleyball and softball since seventh grade. She has also been very active in student council, serving for multiple years, and is currently the student body president. Mackenzie is involved in her church Vacation Bible School and also helps where she can with the Swanville Athletic Boosters. Her achievements include being on the A Honor Roll since 9th grade. She has also been selected for all confer-

ence volleyball, all conference honorable mention in basketball, is on the CLC President’s list and represented Swanville as an ExCEL recipient. Mac’s favorite thing about school is making memories with friends and classmates. She advises other students that “Hard work pays off and to always believe in yourself.”

Elementary teacher Diane Schleicher says, “I am honored to be able to say a few words about Mackenzie Morris. She has been a teacher’s assistant in my classroom for the last two years. Mackenzie makes a favorable impression on the students and staff members and easily gains acceptance by others. She is always willing to go the extra mile to benefit the students. Mackenzie has earned the student’s respect by setting goals, limits and by being a positive role model.”

Physical education teacher and coach Chad Brever adds, “Mackenzie is a hard worker on and off the volleyball court. She is a leader that can make connections with others easily. Mackenzie motivates others through those connections and with her actions. It is a pleasure to be able to coach Mackenzie in multiple sports. Through her dedication and effort Mackenzie will be successful in whatever she chooses to do.”

Swanville Junior High Student of the Month

Swanville Public School is pleased to announce the September Junior High Student of the Month, ninth grade student Lily Peterson. Lily is the daughter of Kim and Luke Peterson. She enjoys sports and hanging out with friends.

Her future plans include going to college for elementary education. Lily has played volleyball, basketball and softball since sixth grade. She has been in band since fifth grade and has also served on student council as a seventh-grade student and is currently on the council. Outside of school, Lily is also very active. She volunteers at Vacation Bible School and for the Swanville Athletic Boosters Club. She is consistently on the A Honor Roll, has been selected for academic all-conference for volleyball, the music student of the year and most improved player in 2020 for volleyball. Her favorite thing about

school is playing sports and having fun and making memories with friends. Her advice to other students is “to work hard even when it is hard, because it will pay off in the end.”

Social studies instructor Tom Bzdok says, “Lily is an excellent choice for student of the month. Whether she is in the classroom or participating in an extracurricular activity, she will always give you her best effort.

She isn’t distracted by negative influence and makes good choices in her lifestyle. Lily possesses numerous attributes that will make her successful throughout life. Congratulations Lily!”

When Airman Linda Budde joined the United States Air Force in 1971, her only goal was to do her best at whatever she was asked to do.

On Dec. 3, 1971, she left for basic training at Lackland Air Force Base in San Antonio, Texas. She was headed for tech school at Sheppard Air Force Base in Wichita Falls, Texas.

A few years ago as she was working on her “bucket list,” she finally join the American Legion. The only goal she had was to work a fish fry. Recently, she was honored by being elected Commander, the first female Commander of Post 101, Melrose.

The Grey Eagle Library Association invites everyone to the library Nov. 20, for a book signing of its recently published book, A History of Grey Eagle, Minnesota.

Author Robert Kutter will be present from 10 a.m. to 1 p.m. to sign books. The book makes an excellent Christmas gift for family and friends.

Dear Justin, You can make this work, but you’ll both need to be careful. It’s going to take a lot of honesty and maturity from you both.

Doing business with friends always comes with the risk of running into a situation that can damage the relationship. Am I saying never do business with friends? Of course, not. I do a lot of business with friends. I just make sure all the specific requirements and expectations of the business relationship are laid out in clear detail, in writing, and fully understood by both parties before a deal is struck.

Sometimes friends have unrealistic expectations when it comes to doing business together. The friend who’s renting may think the friend who is the landlord will give him a pass if the rent is late, and on a dozen other things. The friend who is the landlord may think the renter will be a perfect tenant, because they’re friends,

Dear Motor Medics, I’ve been saving for my first brand new vehicle for over ten years, and I now have the money to purchase one. I really want a truck but with the miles I drive I’m leaning towards a car even though I could really use the cargo carrying capability of a truck. If I could get over twenty miles per gallon with a truck consistently and still have good power, I could probably go for that. I have been looking at the Ford Ecoboost equipped trucks. Do they really get the mileage they advertise and what is and Ecoboost engine that makes it so different from its regular counterparts?

EcoBoost is a family of direct injected, gasoline, turbocharged, engines made by Ford. EcoBoost engines are designed to deliver power and torque similar to larger displacement, naturally aspirated engines while getting about 20% better fuel economy and lower greenhouse emissions than these same engines. Ford sees a great future in the EcoBoost technology and intends on using it extensively in future applications. If I were to purchase a new truck today for use as a general commuter and use it for light hauling, I would be taking a close look at this model truck as one of my choices.

Is it true that you don’t use any kind of in-studio computers to reference during a show? My question is about recalls. I have been getting recall notices for my Dodge Caravan van for several years. At latest count I have five postcards with recalls on them about my van that say they are safety related but my vehicle is working just fine, and I don’t have time to take it in or want them to charge me for a bunch of other work they find. What happens if I don’t go in? Is it necessary to have it checked?

Upsala City • November 1, 2021 Call to Order/Attendance: The City Council meeting was called to order at Upsala City Hall by Mayor Rollie Johnson at 7:00 P.M. The pledge of allegiance was said.

On roll call members present were Mayor Rollie Johnson, Lana Bartells, Brian Lange and Mitch Lange.

Absent Crystal Benson.

Staff present: First Response Vice President Andrea Douvier, Public Works Director Mike Tschida, and City Clerk-Treasurer Michelle Stevens.

Minutes: Brian Lange moved to approve minutes from October 4, 2021, City Council Meeting, 2nd by Bartells. Motion carried unanimously.

Added agenda items: Brian Lange moved to approve the agenda as presented, 2nd by Mitch Lange.

Motion carried unanimously.

Department Reports: Fire Department Report: Brian Lange informed the Council about the Trick-OrTreat at the Firehall. Every Fireboard Entity approved the purchase of the SCBA equipment.

First Response Team: Douvier updated the Council on the First Response Team calls. The October 29 Business Trick-or-Treat was well attended.

Maintenance Report: Tschida handed in his report on water and sewer levels as well as the various tasks done throughout the city. The MPCA submitted their wastewater compliance evaluation inspection report.

One of their recommendations was to install a positive shut-off valve on the outside of the discharge structure to prevent any uncontrolled releases of wastewater resulting from leaking slide gates. A second recommendation was to have a ‘point of sale’ ordinance to prohibit property owners from discharging footing tile, sump pumps, roof drains and ground water into the sanitary sewer system.

City Office Report: Stevens reviewed the calendar and updated the Council on the month’s events and reminded the Council of the school referendum that will be held at City Hall November 2.

Planning & Zoning Commission: Brian Lange stated the Planning & Zoning Commission discussed the Walnut Ave extension and a potential manure pit.

New Business: Relocating City Hall: Bartells moved to approve 320 Walnut Avenue as the official site for City Hall and Office as of December 1, 2021, 2nd by Mitch Lange. Motion carried unanimously.

SAC & WAC for Upsala Senior Living: Strack Construction asked to waive the Sewer Access Charge and Water Access Charge for Upsala Senior Living.

The Council chose not to move on this issue.

ODUB Assessments to the County: Stevens presented the current list of overdue utility bills. Brian Lange moved to approve assessing any delinquent city utility bills to the property taxes as of November 16, 2021, via Morrison County, 2nd by Bartells. Motion carried unanimously.

2020 Census: The State Demographer notified the City that its new population as of April 1, 2020 is 487.

Schedule Performance Reviews: Bartells moved to hold performance reviews after the December 6 Council meeting, 2nd by Mitch Lange. Motion carried unanimously.

Accept Donation from Snappy Elmdalers 4-H Club: Bartells moved to approve Resolution 11-1-20211 accepting $250.00 from the Snappy Elmdalers 4-H Club to be put towards city park improvements, 2nd by Brian Lange. Motion carried unanimously.

Acknowledgements: Appreciation to all the businesses who participated in the First Annual Business Trick-or-Treat last Friday. Also to Garrett Doucette for coming up with the idea.

Congratulations to the Pumpkin Decorating Contest Winners. Youth: Ella Achmann (First Place),

Richelle Thompson (Second Place), Abigail Carlson (Third Place); Adult: Doris Lampert (First Place), Denise Gerads (Second Place), and Jodi Morrison (Third Place). Recognition to the three judges from the business community who volunteered their time to decide the winners!

Updates/FYI: The next Regular City Council Meeting will be December 6 at 7:00 p.m. at the new City Hall location in the Rec Building.

Michelle Stevens, Clerk/Treasurer Grey Eagle Township • November 1, 2021 Call to Order: Ron Frericks called the meeting to order at 8:00 pm. The pledge of allegiance was recited.

Members Present: Ron Frericks, Ray Bense, Mary Ann Primus, Mike Rohe and Erv Herdering.

Agenda Approval: A preliminary agenda was presented. Ron asked if there were additions to the agenda.

Ray made the motion to accept the agenda. Mike made the second. All in favor. Motion carried.

Approval of Minutes: The clerk provided copies of the October 4, 2021 minutes to the board. Mike made a motion to approve the minutes. Ray made the second.

All in favor, Motion carried.

Town Clerk’s Report: Clerk presented the claims list for October. Claims list included claims 3621-3629 for a total of $53,309.06. This included the 2nd half of the fire contract, crack filling and repairs as well as the BBL access update. Mike made the motion to pay the claims, Ray made the second. All in favor, Motion carried. Mail included advertising, census count, Notice of the Broadband meeting in Browerville and an auction poster for Breezy Drive property.

Road and Bridge Report: Ray reported that Scherping had done a good job on the trimming and mulching, BBL access looks good, and that Ron had done a good job on the clean up of branches after the storm.

Ron reported the ditch work was done on 337th.

Both Ray and Ron felt that after another major storm the cost to remove trees and branches not just from the road, but also out of the road ROW should be charged back to the property owners. Ray suggested for next year maybe renting a boom mower to clear brush further out than the normal mowing. An email from the weed inspector at Todd County offered some grant monies that are available to Townships for Noxious weed control. Supervisors questioned whether it could be used for mowing costs. Clerk will check this out.

Additional agenda item: Fire Board meeting will be held November 23 at 7:00, Mike will attend. An email was received from Greg Smith of Little Falls Township regarding a comprehensive plan for the Township. He will attend the December meeting.

Ron asked that board members start thinking about uses for the ARPA plan and whether the BBL access could be covered with those dollars. Also, how much of the brushing would fall under that COVID category.

Public Comment: Erv asked if the board would agree to wait until next spring to complete the work on 150th. All were ok with that, as it is getting late in the season.

Adjournment: Motion by Mike to adjourn the meeting. Ray made the second. Meeting adjourned at 8:55 pm.
