Bring the family and join your friends for the 2022 GO-WV Summer Meeting at The Greenbrier in White Sulphur Springs, West Virginia. You won’t want to miss the excellent lineup of speakers during the industry presentations on Monday and Tuesday. The fun of GO-WV’s Annual Summer Meeting takes place August 7-9 and you won’t want to miss the good times awaiting you!

Golf tee times are available Sunday morning from 11:07 a.m. to 12:37 p.m. on the Greenbrier Course.

Sunday evening is the western-themed welcome reception and banquet atop Kate’s Mountain.

Come enjoy our traditional buffet of lobster and filet mignon. The Josh Stewart Band will be providing entertainment for this popular comfortable and casual event.

Industry presentations and business session begin on Monday from 9:00 a.m. to 11:00 a.m. in the Eisenhower Room. Guest speakers will include leaders from both industry and government.

Monday is filled with sporting events, as well, with something Jeff Isner for everyone.

GO-WV awards $15,000 in scholarships The Gas and Oil Association of WV (GO-WV) has awarded scholarships to 13 outstanding high school seniors this spring. Eligibility was based on the student having at least one parent employed by a GO-WV member company and will be attending a West Virginia college or university. Since 1997, a total of $206,500 in scholarships has been invested in deserving high school students.

Emma Plymale has been named to receive the Lori Miller Smith Scholarship given to a female student who exhibits a passion for education. Plymale is graduating from Hurricane High School and will be attending West Virginia University.

Her father, Michael Plymale, is employed by Mountaineer Gas Company.

Evan McClure has been named to receive the Jim Gehr Scholarship given annually to the student who exhibits the greatest commitment to community service. McClure is graduating from Greenbrier East High School and will be attending West Virginia University. His mother, Amelia McClure, is employed by LA Gates.

Henry Ford is attributed with the famous quote, “Coming together is a beginning, staying together is progress, and working together is success."

If that’s the stick by which we measure the success of the merger between IOGA and WVONGA and the development of GO-WV, then we’ve, at least in the short term, attained it.

Internally, GO-WV is running like a finely tuned engine. The Board of Directors and the various organizational committees are operating collaboratively, effectively, and producing results.

Externally, the fruits of our labors are visible all around us.

The State of West Virginia is on track to record the largest budget surplus in state history, and severance taxes produced by our industry are helping drive these record numbers.

Through the end of March and for the fiscal year that runs July 1, 2021 through June 30, 2022, natural gas generated $256 million in severance taxes, oil $36.7 million, and natural gas liquids $65.7 million. That’s $358 million in taxes derived by our industry and we still have three months to go in the fiscal year!

For comparison, natural gas and oil severances taxes amounted to $125 million (FY 2020), $200 million (FY 2019), and $138 million (FY 2018) respectively.

Our industry has also made significant policy gains as it relates to pooling and tax legislation, while growing and strengthening relationships with lawmakers and regulators.

Much of this is all due to the hard work, focused attention and dedication of GO-WV members.

I am grateful for the effort and engagement by our entire membership in helping make this transition and merger a smooth one.

To the members of the Board of Directors who have spent countless hours overseeing the combination of the two organizations, I say thank you! We would not be in as strong and unified a position if not for your unwavering support, tireless efforts, and true-north guidance.

As we approach our Summer Meeting and the election of a new Board of Directors, I believe that the table has been set for future success and I look forward to contributing in any way I can.

From the Burd’s Nest: Yep, Dad, you were right - as always “When a father gives to his son, both laugh.

When a son gives to his father, both cry.” While there can be debate as to the originality of this quote, credit seems directed to William Shakespeare. Regardless, it is very powerful and appropriate for this June Burd’s Nest dedicated to Dad. As one ponders just what this saying means or what Shakespeare meant it to mean, I reflect back to when I was young and how excited I was when I received a gift from my Dad. It didn’t matter what, from the smallest trinket to that new bicycle I got when I was ten. As I grew into adulthood and started a family of my own, the reality of how hard he worked and the sacrifices he made to provide for all of us came into full and clear view.

Thus, laughter as a child, and deep appreciation as an adult.

Over the course of my 20 years of writing monthly articles, and this is my 240th, I have mentioned my father on numerous occasions. He taught me to hunt, how to build a proper campfire, how to use tools, how to drive, how to be respectful to women, a love for history and math, that a good gin and tonic makes a filet taste better and many other life lessons. Like all in his generation, he faced many challenges like growing up during the Great Depression, the loss of his first wife and daughter to a rare liver disease then, later, the loss of his son (my older brother) to a car accident.

Though he passed in 1983, I think of him every day. He was a good man who had his own style on teaching life’s lessons--many times he would pull little quotes out of the air at just the right time. Of course, I find myself using these same “life lessons” techniques and quotes, such as: 1. “Abraham Lincoln once said there has never been a man born smart enough to be a successful liar, do you think you’re smarter than President Lincoln?” He once caught me in a lie (at about age 9). I anticipated the worst!

As he sat me down in front of him, he looked at me and recited the quote above. (While the actual quote is recorded as, “No man has a

good enough memory to be a successful liar”, I give my Dad the benefit of the doubt.) In the end, no punishment but a humbling and important lesson learned then and remembered to this day. Dad, you were right.

2. Don’t become an umpire with two strikes.

This was an interesting discussion I had at the dinner table right after a little league baseball game. I stood and watched a pitch go by for a called third strike. We lost, I was upset and blamed the umpire…Dad set me straight with that statement! Later in life, as a 23-year veteran collegiate and minor league baseball umpire…I recalled that “Dad at the dinner table conversation” dozens of time as I stood in judgment of pitches being delivered that sent players to the dugout! Again, Dad, you were right.

3. “You can disagree, but you can’t be disagreeable.” While disagreeing the wrong way with Dad could get you in trouble, he did entertain a good discussion at times. Make a point, defend a point but gracefully concede when you’re not going to win. Way back then, there were four of us kids seeking some level of attention and generally wanting to do something different or fussing over who had something first and not wanting to share with others.

Dad always had a way to be the final judge in those situations. Today, I have sometimes been accused of being too nice--but that was Dad’s way and how I was raised. Dad, you’re still right.

4. “You can’t spend someone else’s paycheck, so don’t worry about what they make.” That advice was given to me on Sunday, April 1, 1973, as we sat at our kitchen table discussing my first real job on the very day before I started what was to become a 29-year career with Hope Gas, Inc. Fight for freedom My father was a U.S. Marine who fought in the Pacific during WWII. Shortly after Pearl Harbor he enlisted. Dad never talked about combat.

He told my brothers and me about crossing the equator and his trip to New Zealand for R and R. When I was about 12, Dad told me a little about the battle of Tarawa. He said he was part of the second wave to hit the beach. Then added, “If I had been in the first wave, you wouldn’t be here because the entire first wave was wiped out.” Dad died in 1973 still carrying grenade fragments.

I got a better understanding of what Dad experienced years later. I saw historic footage of the Marines leaving their landing crafts and wading in waist deep water to the beach under enemy fire.

There was no place to hide. I wondered how many of his friends were in the first wave who died.

that day? I can’t imagine what it was like. Dad never regretted or second-guessed enlisting. He was proud to be a U.S. Marine. I concluded it had to be love of family, love of country and love of liberty that motivated them. They could see what was happening in Europe and knew the threat to life and liberty was real. It was better to fight it overseas than wait until it reached our shores.

We have a unique country. From its very beginning, people have been willing to fight and die to protect our freedoms and save the lives of others. Stories of heroism in battle are common, like soldiers putting themselves in mortal danger to rescue a wounded comrade or jumping on top of a live grenade to save the lives of their others in their platoon. West Virginia Chapter of WDIA launched Workforce Development Industry Alliance (WDIA), and industry alliance to advocate for career readiness, is pleased to announce the launch of its state chapter in West Virginia. WDIA's chapter in the Mountain State is anchored by four powerhouse industry groups, each representing thousands of hardworking West Virginia innovators and job creators.

By investing in career prep and workforce development programs, hiring companies can invest in talent for the long term and emerging professionals can get the training they’ll need to enter and succeed in high-demand jobs.

Tuesday begins with our second set of industry presentations from 9:00 a.m. to 11:00 a.m. in the Eisenhower Room. Guest speakers will again include industry and government leaders.

The festivities then move back outdoors for more sporting fun. The Trap & Skeet Tournament

enjoys its second day of competition from 9:30 a.m. to 3:30 p.m.

For those who aren’t golfing, we have a special membership event. Learn about the art of making chocolate from the candy makers at The Greenbrier. Your Summer Meeting adventure concludes Tuesday evening with an awards reception at the Outdoor Pool from 7:00 p.m. to 8:00 p.m.

A luau dinner will follow the awards reception, also at the Outdoor Pool, from 8:00 p.m. to 10:00 p.m. This special evening will conclude with music, dancing and fireworks!

As a reminder, GO-WV will be adhering to all COVID-19 guidelines in place at the time of the meeting as shared by the CDC, the State of West Virginia and The Greenbrier.

not be discussed with co-workers. Worrying about what someone else makes can only lead to no good. Dad, you were absolutely right.

5. "While it’s nice to be important, it’s more important to be nice.” To dad, this was way more than some quote. This was THE “life lesson” and he expected it followed. This was how I was raised, to simply be nice and do not allow your own perceived greatness or importance or the accumulation of materials things make you something you are not--stay true to you! Throughout my entire career, I have strived to meet my dad’s expectation for me to treat everyone at the same level and to not put myself above anyone. Thanks, dad for being so right on this one!

My dad was not perfect and nor am I. In fact, I readily admit I have made EVERY mistake a father (parent) can make. But I have always tried to be the best dad I could be. This is best illustrated by some very sound advice I got from my friend George O’Malley. George was the seated IOGA treasurer, and we were returning to my office from a meeting. As I was getting out of the car, I started to explain that I was headed straight to Nathan’s soccer practice and not back to the office. He waited until I was finished then very politely reminded me that your children are only young once, that you only get one chance to watch them grow and to never miss their school and athletic events. What great fatherly advice. Patrick’s Dad...you, too, were right!

For those who may not know, I am the very proud father of two wonderful sons. Charlie, aged 46 (A Bicentennial Baby!!), lives in New Delhi, India. As a teenager, Charlie was very musically inclined, and we shared many concerts together. He was a foreign exchange student and spent eleven months in Argentina where he had the opportunity to integrate with students from around the world. He worked for the United Nations in New York City, speaks several languages, is very entrepreneurial and has had a varied and successful business career that has taken him around the world and back. He is very learned.

Nathan, aged 23, is a May 2022 graduate from the WVU Statler College of Engineering and Mineral Resources - Lane Department of Computer

Science and Electrical Engineering. Nathan is extremely athletic, shares my love for mathematics (where he is scary smart, but dislikes history) and hit the ground running right out of college acquiring a job with a West Virginia-based computer programming company. He recently thanked me for being so engaged in his athletic successes (of which there were many), for showing him how to bunt and teaching him about the stars! How very nice.

However, it is just if not more important and luckier for them, they had Leone (Mom) to steer them when I was off galivanting in the oil patch-something I still do!!

As I complete my 20th year as executive director of the Association, I reflect on a career steeped in the traditions of Family!! We all take a sense of pride and accomplishment when a friend or co-worker’s child succeeds. This industry is a family, and I am proud to be part of it.

On this June 19, I say how lucky I was to have William Edward Burd as my father, and Charlie and Nathan as my sons!!! This is my parting thought: A father is someone you look up to, no matter how tall you grow. Now, hopefully, THIS dad has it right!

Russia’s invasion of Ukraine shows us the world is still a dangerous place. The Ukrainians are fighting for their freedom. Our TVs and computers give us a first-hand look at the death and suffering of innocent people. In WWII, the USA was the primary source of fuel and equipment for the Allies in Europe. The USA had the resources and manufacturing capability. It was difficult for Germany or Japan to attack mainland USA. At that time, the USA had 60% of the world’s crude oil. Germany had limited domestic production.

Over 75 years later we find ourselves in a similar position with a slight difference. Europe has manufacturing capability but lacks energy and feedstock. Russia has almost as much oil and natural gas as the USA. Russia may be Europe’s enemy but Europe is buying 25% of their oil and 40% of their natural gas from Russia. This gives Russia the revenue they need to fight the Ukrainian war.

Imagine England buying oil from Germany and Hitler in WWII. The USA had a challenge in WWII. Most of the oil was in Texas and Oklahoma. Most of the refining and manufacturing was in or close to the Shale Crescent USA. At that time within the USA 95% of petroleum products were transported by ocean-going tankers from the Gulf Coast. When WWII started, German U boats quickly sank 12 U.S. tankers, shutting down ocean transportation from the Gulf Coast. The U.S. still used tankers to ship fuel to Europe from the east coast in easier-to-defend convoys. East coast refiners were receiving 300,000 barrels per day by boat. When oil had to be shipped overland by rail and river barge only 140,000 barrels per day could be shipped.

To maintain oil flow, the U.S. government funded the construction of the largest pipeline ever built up to that time. It passed through 10 states connecting Baytown, Texas to Linden, New Jersey. It was actually two pipelines running parallel along the same route, one 24-inch carrying crude oil and one 20-inch carrying refined petroleum products. They were called the “Big Inch” and the “Little Big Inch.” Construction started in June 1942 and was completed exactly one year later in 1943. construction accomplishment. Today it would take years just to get permits. The pipelines delivered more than 500,000 barrels of oil per day for the war effort. Historians claim WWII could not have been won without these pipelines. The pipelines are still in use today and were the first of many pipelines from the northeast to the Gulf Coast.

One of the best hopes to end the Ukraine conflict and move to serious negotiations may be to reduce Russian’s oil and gas revenue which makes up 45% of their federal budget. Increasing U.S. oil and gas in world markets may even reduce world oil prices while cutting Russian revenue.

According to EIA, the USA and Russia together make up 43% of world natural gas production. Russia produces 18% of world production.

This isn’t easily replaced. Europe is planning a combination of cutting demand and attempting to increase LNG imports from other countries.

The USA has the capability to increase natural gas production by increasing drilling. To get any increased U.S. LNG to Europe will require additional pipelines and LNG facilities. One thing we don’t see in any of Europe’s Russian gas replace-

ment plans is increased land and off-shore drilling thanks to the “green” movement. This movement created European dependency on Russia and is responsible for restrictions on the U.S. oil and gas industry raising oil prices. All of this generates revenue for Russia. I can’t help but wonder how much of the “green” movement’s funding is Russian-based?

Abundant affordable domestic energy is required for freedom. Europe lost some of theirs when they became dependent on Russia for much of their energy. We can’t afford to follow Europe’s example. Like in WWII the American gas and oil industry is needed now to help our European allies and to keep America free. Europe can’t wait for five or more years of delays. The public needs to know what is at stake.

It is time to do what we did during WWII, build infrastructure and increase manufacturing. Maybe it’s also time to make sure “Green” is really about the environment and not support for enemies.

Americans favor manufacturing, affordable abundant energy, a clean environment and freedom.

This scholarship, funded by Steve Rubin, honors Dan, Sam and Stan Rubin, for their contributions to the oil and gas industry in West Virginia. E) Application Information 1. Anyone is eligible to apply for a Gas & Oil Association of WV license plate.

2. A vehicle must be Class A and have a West Virginia title and license plate in the name of the applicant before a special plate can be issued.

3. The current license plate must be returned to the Division of Motor Vehicles after the special plate is received. After issuance of the special plate, the exchanged plate is canceled and cannot be transferred to another vehicle. There are no refunds.

4. A $91.50 fee will cover the cost of the license plate for the 1st year or a portion of the 1st year. This is a flat fee for all applicants and is not prorated. This plate will expire on July 1st every year and have a renewal fee of $66.50.

5. Send the application and the $91.50 check or money order payable to Gas & Oil Association of WV at the address listed below. Please include your personal property tax receipt or an affidavit from the assessor if your registartion is expiring within 60 days of your application.
