2020 Scholarship Deadline is March 20, 2020 In 1997, the Independent Oil and Gas Association of West Virginia, Inc. (IOGAWV) established its Scholarship Program in an effort to become more involved in higher education in West Virginia. The Scholarship Program was specifically created to reward the outstanding scholastic achievements of high school seniors whose parents work in the oil and natural gas industry for IOGAWV membership companies. The Association also awards deserving high school “student employees” who have completed a required number of working hours at an IOGAWV member company.

Since the Scholarship Program’s inception, IOGAWV has awarded

a total of $160,000 in scholarships to these very deserving students.

Complete eligibility rules can be found on our web site at http:// iogawv.com/about/scholarship. aspx and will be sent to all member companies. Here is a quick glance at those rules: 1. Applicant must be a West Virginia high school senior.

2. Applicant must be a dependent of an employee/retiree of an IOGAWV Company in good standing OR be employed by an IOGAWV Company in good standing (Student employee must have worked a minimum of 400 hours is the past calendar year. Validation

of hours worked and a letter of recommendation from the employer must be provided).

3. Applicant must enroll Chris Weikle in a four-year Communication & West Virginia Education Chair college or university.

4. Applicant must compose a 300-500 word essay answering the question: “Describe your community’s perception of the oil and gas industry and explain ‘20 Scholarships Continued on page 16

The Power of Savings Recently, Shale Crescent USA and the Ohio Oil and Gas Energy Education Program (OOGEEP) released the results of a study highlighting the real dollars saved by consumers of the region’s natural gas resources. The report, Natural Gas Savings to End-Users: 2008-2018, A Technical Briefing Paper , released

by Shale Crescent USA and the Ohio Oil & Gas Energy Education Program (OOGEEP), available at OneTrillionSaved.org, finds that the substantial growth in domestic natural gas production resulted in more than $4,000 in savings per household over the ten-year period for those that use natural gas. These savings for households in the region amount to real dollars that have been put to work in the broader economy. Notably, high energy costs disproportionately impact families at the lower end of the socio-economic spectrum.

Through the unprecedented growth of natural gas supply in the region, the industry has made it possible to lessen that impact on our disadvantaged communities. And, we should be proud of that outcome!

The report makes several key findings: • Increased production of U.S. natural gas, led by growth in the Shale Crescent Region (Ohio, Pennsylvania and West Virginia), has led to $1.1 trillion in energy savings nationwide.

• Over $90 billion in savings for all natural gas users in the Shale Crescent Region.

• Nearly $25 billion in savings for Shale Crescent Region manufacturers and industrial users.

• U.S. households have realized an average of $4,000 in natural gas savings over the 10-year period and consumers in the Shale Crescent region have realized savings approximately 30% higher than the national average.

• Energy savings amount to a 2.7% raise for low-income families.

The impacts from these savings are dramatic. For example, it allows families greater flexibility to make discretionary spending decisions, and businesses can expand operations and create new jobs. Both outcomes result new wages and taxes to support vital services from fire and police protection to education.

These results are undeniable.

As participants in the upstream, midstream and downstream components of West Virginia’s natural gas and oil industry, we know that our state must remain competitive in terms of policies to promote and foster growth in the industry. We also know that continued growth will be challenging in the future due to difficult market conditions. We must remain vigilant and assertive about the need for, and content of, pro-growth and pro-investment policies in our state for our fellow citizens to continue to reap the benefits of all that our proud industry has to offer. We must ensure our policy makers look beyond the well head to understand the critical importance our production industry plays in the prospects for prosperity for all West Virginians. And, for all the hard work by IOGAWV members and their employees, we

Freshwater Family Scholarship Leaves Lasting Impact on Glenville State College Students

The Glenville State College Foundation is pleased to announce the formation of the Freshwater Family Scholarship. The scholarship is designed to support students from Roane and Calhoun Counties attending Glenville State College who wish to teach in a STEM-related field or in the oil and gas industry.

The fund has been established by David and Scott Freshwater, named in honor of the Freshwater family who understand the importance of education and the opportunities it can provide.

In 1970, David A. Freshwater founded D.A. Freshwater Well Service Company to provide oil and gas well servicing, trucking, pipeline construction and roustabout services to oil and gas production companies in central West Virginia.

In 1993, D.A. Freshwater Company changed its legal name to Contractor Services Inc. of West Virginia.

In 1998 the company principals, J. Scott Freshwater and David A. Freshwater, co-founded Reserve Oil & Gas, Inc. and later two other independently owned and managed companies, and began further diversifying their client base and service offerings. The Freshwaters said, “The West Virginia oil and gas industry has been good to our family and enabled us to provide

employment to hundreds of central West Virginians over the last 50 years. It is important that we give back to the communities in which we operate and do all we can to get the next generation ready to be future leaders.�

From the Burd’s Nest: I’d Love to Change the World Being a “teen” of the 1960’s, I consider myself fortunate to have witnessed and been part of the decade of revolution. It was the decade that took a time of innocence and hope to a time of anger, violence, rebellion, protest and civil disobedience--and was directed to social, political, economic and environmental change, and particularly reflected in the music of the time.

On August 15–18, 1969, on a dairy farm, 43 miles southwest of Woodstock, New York, arose a music festival attended by an estimated 500,000 people--mostly young. The best and most popular musicians of the time took the stage: Jimmy Hendrix, CCR, Jefferson Airplane, The Who, Santana, Janis Joplin and many others. Woodstock became a symbol of the young peoples’ rebellion against traditional values.

Of those who performed, there was a rather obscure group named “Ten Years After” (TYA) that caught the attention of the attendees (of which I was not one, dang it!!). Formed in early 1960’s under different names, it was in 1966 the members of this group changed the name to TYA because they believed it was 10 years after the birth of rock and roll. “I’d Love to Change the World” was by far their biggest and most enduring hit song. This was a time in history where change was be demanded from every front.

The chorus of this hit song opined, “I’d love to change the world, but I don’t know what to do, so I’ll leave it up to you.” According to writer and guitarist Alvin Lee, “the song is a good look at what were considered the big problems in the world: overpopulation, economic inequality,

pollution, and war.” These themes are still being debated in 2019.

Today, 50 years after Woodstock, we remain a country in turmoil.

Many would say the protesters of the 1960’s pale in comparison to those of 2019. Today, there are hundreds of well-funded and organized groups composed of tens of thousands of individuals who protest many things including the development of oil, natural gas and all fossil fuels. It would be impossible to list all the groups that protest our industry. Many of these groups seek to stop all oil and natural gas exploration, drilling, production, pipeline construction and even downstream users of energy in the name of advancing their agendas on water, air, mountains, forests and global climate change. Many portray the industry as one running rampant to destroy the earth.

Throughout my career, it has been my observation that environmental stewardship is a matter upon which this industry places a high value. As a long-time member of the Interstate Oil and Gas Compact Commission, it’s been my privilege and honor to be part of the Chairman’s Stewardship Awards, which represent the Commission’s highest honor for exemplary efforts in environmental stewardship.

These annual awards, which recognize achievement and challenge organizations, companies and individuals nationwide to demonstrate innovation, dedication and passion for our environment, are bestowed upon a very select group of deserving companies and organizations which strive to make a significant difference in the communities in

which they live and operate.

Ironically however, many protest groups and individual protesters jet all across the globe, drive gasoline-fueled vehicles built with the use of forged steel and complimented with hundreds of pounds of plastic niceties, wear clothing and walk on plush carpeting made from synthetics, rely on fertilizers and various other products made from natural gas and petroleum-based fossil fuels, have homes full of all varieties plastic-related products and a cell phone stuck in their pockets.

From my vantage point of watching this anti fossil fuel global warming debate played out on the nightly news, those advocates and politicians voicing that we need to make immediate lifestyle changes have done little to nothing to curtail their own carbon-producing travel and buying activities.

According to the National Academy of Sciences, the United States gets 81% of its total energy from fossil fuels (oil, coal and natural gas). Those fuels are relied upon to heat our homes, run our vehicles, power industry and manufacturing, and provide us with electricity. In addition, in the United States oil accounts for 92% of all consumption in the transportation sector and 26% in the industrial sector.

When IOGAWV gets an opportunity to speak publicly about energy, we are proud to say we embrace all energy forms. But wind and solar alone cannot get it done alone.

Ed Ireland of the Texas Christian University’s Energy Institute sums it up very clearly. “Wind and solar are dependent on fossil fuels. They canBurd’s Nest Continued on page 16

Is a ZCC Coming to a Tank Near You? If you think your production tanks are excluded from the definition of "aboveground storage tank" because it has "a capacity of 210 barrels or less, containing brine water or other fluids produced in connection with hydrocarbon production activities" and it is not located in a zone of critical concern, then you could get some bad news. In a undated link titled "2019 ZONE Coverage Update for ASTs" on the West Virginia Department of Environmental Protection's ("WVDEP") aboveground storage tank web site, the WVDEP has announced that West Virginia Department of Health and Human Resources ("WVDHHR") "has provided mapping information to WVDEP concerning changes to the Zones of Critical Concern (ZCCs), Zones of Peripheral Concern (ZPCs), and Wellhead Protection Areas (WPAs) which includes the conjunctive delineation as defined in 64 CSR 3."

WVDEP indicates that the updated mapping information will be

used in the assignment of "levels" to regulated ASTs that are affected by the "updated mapping." The specific changes include "the addition of the Preston County PSC 1 ZCC, the addition of the WPA for Seneca Rocks RV Resort, Camp Hidden Meadows, Yew Mountain Center, and Sugar Grove Research Station, and the expansion of WPA for Fountain PSD, Summit Point, Organ Cave Dollar General, and Ravencliff McGraw's Saulsville PSD.� The statement indicates that the "map of new coverage areas provided by DHHR will be available on WVDEP's website on or about October 10, 2019."

The WVDEP further explained that the information is "intended to assist AST owners as they make AST management decisions. However, it is not final and considered 'draft' information prior to November 1, 2019. The information is subject to change and may be incomplete."

(which cannot be determined from reviewing the web site) and November 1, 2019 when the new "level" determinations may take effect is simply inadequate to make meaningful management decisions. Specifically, if an owner has a tank that is exempt from the definition of aboveground storage tank (§22-303(1)(m)) and is subject only to registration and signage requirements, the owner may decide to remove or relocate the tank before it becomes a "regulated AST" which imposes the full array of regulatory requirements, including closure rules.

This WVDEP announcement highlights a significant problem with the designation of new ZCCs by the WVDHHR that may significantly affect tank owners without any real prior notice or opportunity to modify operations to avoid additional regulatory costs. As new or revised ZCCs are developed by WVDHHR, which is likely to occur routinely, tank owners should be given enough advance notice to make operational modifications to minimize expenses by, for example, removing tanks from areas that will become ZCCs. WVDEP should be notifying tank owners by e-mail if your tank is newly a Level 1 AST. Of course, that will be too late to do much of anything about it. While it appears that only one new ZCC has been added this year, we are reminded that "WVDEP anticipates annual updates to coverage zones will continue as water intakes are added or deleted." IOGCC Renews MOU Agreement with EPA North Dakota Governor Doug Burgum, Chairman of the Interstate Oil and Gas Compact Commission (IOGCC), signed a Memorandum of Understanding (MOU) with U.S. Environmental Protection Agency (EPA) Administrator Andrew Wheeler. The MOU renews a longstanding task force, which is made up of IOGCC and EPA representatives, regarding communication and cooperation related to environmental regulation of oil and natural gas exploration and production activities.

Together, IOGCC and EPA leadership will continue to promote protection of human health and the environment, while recognizing each other’s missions, responsibilities and authorities, increasing efficiencies and facilitating the exchange of information and expertise.

Governor Burgum expressed his gratitude to EPA and Administrator Wheeler “…for signing the MOU renewing the EPA’s commitment to this longstanding partnership between the states and federal government.” He added, “[n]o one cares

After a warm early October, our earlier research of a 2-3 week cold stretch occurring sometime from October to early November was accurate. This will likely be considered a false start to winter, as warmth should resume for at least a few weeks after that prior to Thanksgiving.

For winter, we are expecting a warm start, but arctic air intrusions will become increasingly common as the winter progresses, especially over the Great Lakes. The East Coast should see really warm temperatures early on, with increasingly cold and snowy weather for a time in January and February.

$1.1 Trillion in Savings - Thank You! I remember one of the Sunday evening phone calls I had with my mother in Pittsburgh after “fracking” became a hot topic. Her comment was, “My gas bill is down $100 a month.” To a 90-year-old woman on a fixed income, that was a lot of money. In addition, her air and water were the cleanest she had seen in her entire life.

A few years ago, I was complaining about my winter electric bill. My son from Maryland, whose house is bigger than mine and who has four kids, responded, “Dad, my electric and gas bills together are only $180 a month.” I told him, “You said the magic word. You have natural gas.”

Our house was built in the 1980s when the USA was running out of natural gas. New natural gas hookups were not permitted. Even though we live on top of a large natural gas storage field, we still can’t get natural gas to our home.

During the years of the energy crisis almost everything we bought had a fuel surcharge on it. In my former life as a manager, we added a fuel surcharge to every invoice. We also saw a fuel surcharge from most of our vendors. My home electric bill had a fuel adjustment added to it every month. The surcharges went away after the Shale Revolution started. Now over ten years later most people have forgotten what the energy crisis was like.

During Hurricane Katrina in 2005 our natural gas and gasoline prices went up literally overnight. Hurricane Harvey in 2017 had no impact on natural gas prices. My local gasoline price actually dropped $0.15/ per gallon. Energy prices have become a non-issue in most places

except California and New England.

Most people have taken energy for granted.

We may have sensed that we have saved money because of lower natural gas prices. This week a new report found American end-users had $1.1 Trillion in energy savings due to significant natural gas production in the Shale Crescent USA region. The report, Natural Gas Savings to End-Users: 2008-2018, A Technical Briefing Paper, was released

by Shale Crescent USA (SCUSA) and the Ohio Oil & Gas Energy Education Program (OOGEEP).

Key Findings of the Report were: • Increased production of U.S. natural gas, led by growth in the Shale Crescent Region (Ohio, Pennsylvania and West Virginia), has led to $1.1 trillion in energy savings nationwide.

• Over $90 billion in savings for all natural gas users in the Shale Crescent Region.

• Nearly $25 billion in savings for Shale Crescent Region manufacturers and industrial users.

• When allocating the $1.1 trillion savings from lower natural gas costs over the last ten years from every sector to each household in America (roughly 125 million households), equates to an average savings of $9,000 per household.

• Energy savings amount to a 2.7% raise for low-income families.

This report is an important tool we can use to provide hard data

to companies interested in coming to the Region. It fits in nicely with Shale Crescent USA’s IHSMarkit studies that the show the Shale Crescent USA Region is the most profitable place in the world to build a petrochemical plant. The IHSMarkit studies predict what future profitability will be. This Report is important because it quantifies savings that have actually occurred over a 10-year period and can be expected to continue. Just this week we had meetings with two foreign companies interested in coming to the Shale Crescent USA Region.

Since we have had this massive increase in natural gas production and use in the last 10 years what has been the impact on the environment?

Major pollutants like nitrogen oxides, sulfur dioxide, volatile organic compounds, carbon monoxide and even carbon dioxide have continued to decline according to a recent report by the Consumer Energy Alliance.

The International Energy Agency (IEA) said the United States (despite not being a party to a formal treaty) has reduced CO2 emissions more than any other country. World CO2 emissions, led

by China, continue to increase. US natural gas could be a global solution to Asia’s pollution problems. Thanks to America’s natural gas industry and producers from the Shale Crescent USA, the United States has cheaper energy and lower air emissions like CO2 down 14%. What a deal!

U.S. natural gas producers, employing advanced technologies, have made the U.S. the top natural gas producing country in the world, with 85 percent of that growth coming $1.1 Trillion Continued on page 14

Glenville State to Host Fourth Annual IOGA Classic The Fourth Annual “IOGA Classic” high school basketball tournament, hosted by the Independent Oil and Gas Association of West Virginia, will take place at the Waco Center at Glenville State College (GSC), Monday, December 16, through Saturday, December 21, 2019. IOGAWV representatives will be attending all games and distributing information about the oil and natural gas industry in addition to providing free give-aways to the students in attendance.

Schools scheduled to participate are shown on page 13 and “AA Girls’” squads, “AA Boys’” squads and “A Boys” squads will be participating.

The student participants of the tournament are eligible to apply for a Glenville State College scholarship that is being funded by IOGAWV. The six available scholarships will be awarded to qualified seniors who will attend GSC and pursue a degree in relation to the support and development of the oil and gas industry.

Tickets can be purchased at the door for $5 general admission price or $3 student ticket (with a valid school ID). Concessions will be available and there will be a nightly fan competition. Attendees are also encouraged to bring new or gently used shoes as part of a shoe drive.

Two and three-mile-long horizontal laterals have become common. If Shale Crescent USA were a country we would be the #3 natural gas producer in the world with only the rest of the USA without Shale Crescent USA is #1 and Russia #2 are ahead of it. With 26.5 BCF/D of the increase coming from here and only a 2.3 BCF/D increase coming from Texas the Shale Crescent USA’s production increase was the major reason for lower gas prices and increased end user savings.

This Report focuses on savings.

Imagine what our energy prices would be and what our consumer products would cost if there wasn’t a Shale Revolution. What if those 16 planned LNG import terminals had been built and our natural gas was coming from our “friends” in Russia, Iran and other OPEC nations. We can’t predict what prices would have been.

I do know we would be talking about cost increases not savings.

We would have seen immediate natural gas and oil price increases after the drone attack on the Saudi oil fields. We would also be paying more because of the current Middle East unrest. Because of natural gas production from the Shale Crescent USA natural gas prices to the consumer and feedstock costs have been stable.

Our life style would be much different today without the Shale Revolution.

We still have the “keep it in the ground” folks to deal with.

We continue to hear about the evils of fossil fuels like natural gas and oil from the Washington DC and the Hollywood elite.

These people don’t like to talk about savings. The plans they propose using renewables all have increased pricing for consumers

and sacrifice as part of the plan.

The Green New Deal if ever implemented can’t guarantee us 24/7 electricity. They don’t like to talk about that either.

The USA has the one and maybe only energy plan that can reduce CO2 and save consumers money at the same time. Using US natural gas is the only plan that could be implemented quickly to lower CO2 emissions and would be accepted in Asia where most of the pollution is coming

from because of its lower cost.

The USA can’t lower its CO2 emissions enough to make up from China’s increases.

The Washington DC and Hollywood elite have plenty of money for the energy bills on their mansions and yachts. Living paycheck to paycheck is something they don’t understand. It reminds me of the French Revolution when a certain queen said, “Let them eat cake.” Thoughts to ponder.

Wind turbines and solar panels cannot be made solely from other wind turbines and solar panels. Fossil fuels are also required to provide backup electricity when the wind isn’t blowing, and the sun isn’t shining. Finally, solar and wind facilities require massive quantities of steel and concrete, both of which require oil and natural gas in their manufacturing processes.

In fact, the amount of steel required for wind and solar to replace fossil fuels exceeds the world’s capability to produce it for decades.”

Ireland concludes, “Renewables such as wind and solar-generated electricity cannot replace fossil fuel-generated electricity and, in fact, require almost equal amounts of them. More importantly, the millions of products that are manufactured with oil and gas derivatives certainly cannot be replaced with renewables.

Instead of deluding ourselves thinking wind and solar can replace fossil fuels, we need to recognize that wind and solar are dependent on fossil fuels. Wind and solar facilities cannot be manufactured or used to generate electricity without fossil fuels.”

In 1966, I was thirteen years old and I was sixteen when Ten Years After performed at Woodstock. Fifty years later, at sixty-six, I find I am still in some state of self-imposed rebellion on energy issues as related to the effective use of oil and

natural gas. And the statement of “I’d love to change the world, but I don’t know what to do, so I’ll leave it up to you” can, for me, finally be addressed from an energy perspective: I still want to change the world, and I do know what to do, I’ll leave it up to the learned scholars like Ed Ireland who have discovered and can articulate the importance of fossil fuels to alternative fuels in the overall balance in our national energy policy and portfolio.
