2019-2020 IOGAWV Leadership Team Set J. Kevin Ellis has been elected as 2019-2020 President of the Independent Oil and Gas Association of West Virginia, Inc. (IOGAWV). He will be joined by Vice President Ben Sullivan and Secretary/Treasurer Maribeth Anderson. Brett Loflin will continue for one year as Immediate Past President. These officers will assume their duties following the Summer Meeting.

J. Kevin Ellis has recently joined Cow Run Energy. Previously, he served as Antero’s Vice President of Government Relations. He was Antero’s Director of Business De-

velopment and Governmental Affairs from 2014 to 2015 and Manager, Administrative and Legal from 2011 through 2014. Prior to joining Antero, Ellis served as inhouse counsel to Bluestone Energy Partners and practiced law at Steptoe & Johnson PLLC as a member of the firm’s energy practice group.

Ellis is a past president of WVONGA, past board member of

the Harrison County Chamber of Commerce, member of the board of trustees for the West Virginia Chapter of The Nature Conservancy and formerly served on the WVU College of Law Campaign Committee.

Many Thanks!

It has been a pleasure serving on the Board of Directors for IOGAWV the past three years, as well as being asked to serve as president this year. I want to sincerely thank the membership for electing me and for providing the support for everything our organization accomplishes. IOGAWV truly is a member- driven organization.

Without the efforts of our members, we would not be the effective association that we are.

In addition to our members, I want to thank the board members.

It is amazing to me the amount of work and dedication our board puts forth. We all have our day jobs, but always find time to deal with all of the issues we as an organization face. I would also like to thank my friend and boss, Mike John, for his understanding of the time commitment it takes to serve on the board and allowing me the flexibility to serve. Our Commerce, Government Affairs and Environmental and Safety Committees are constantly dealing with new and time-consuming matters. Our Producers’ Issues Committee has been a huge success and provides for the transfer of information between our members and the board. The Communication and Education Committee is to be commended for spreading the news and educating West Virginia’s citizens that the oil and natural gas industry is the best hope for economic development in our state and we conduct our business in a safe and environmentally sound manner. The Safety Committee has put on several highly successful seminars and is working

closely with the DEP on several issues that affect our industry. The Membership Committee is always beating the bushes to find prospects and explain the benefits of being a member of IOGAWV. I believe it has been a highly successful year for signing new members. If you have interest in serving on any of the above-mentioned committees, please contact Charlie or the committee chair.

I also want to thank our lobby team of Phil Reale, Jimmy Fealy, Daniel Hall and Charlie Burd for doing a great job and working tirelessly to further our legislative agenda. Thanks go out to the law firms that keep us updated on all of the legal issues that affect the oil and gas industry and for writing legal briefs, comments to proposed rules and laws and drafting legislation. Mark Clark, Dave Youssey and Jim Elliott of Spillman Thomas & Battle provide invaluable expertise on oil and gas issues. Thanks to Randy Rich at Pierce Atwood for providing timely FERC information. Stormwater Settlement, Deep Well Spacing and AST Compliance

Stormwater General Permit Resolution As we previously reported in IOGA News, the West Virginia Department of Environmental Protection (“WVDEP”) issued General Water Pollution Control Permit No. WV0116815 for stormwater discharges associated with oil and gas-related construction activities (“2019 Permit”) which proposed to replace a general permit issued in May 2013 (“2013 Permit). As also reported, IOGAWV, along with the West Virginia Oil and Natural Gas Association (“WVONGA”) appealed many of the unnecessary and unreasonable terms of the 2019 Permit to the West Virginia Environmental Quality Board (“EQB”) on February 28, 2019 (the “Appeal”) and filed a motion to stay the March 1, 2019 effective date of the 2019 Permit. Then on May 3, 2019, the EQB issued an order staying the 2019 Permit from its March 1, 2019 effective date through July 2, 2019. Because the parties had still not reached a final resolution of the Appeal, the EQB entered another order on June 26, 2019 extending the stay of the 2019 permit an additional 30 days.

On July 23, 2019, just days before the extended stay was scheduled to expire the EQB entered an Agreed Order resolving the Appeal. The Agreed Order effectively terminates the proposed 2019 Permit as of its effective date on March 1, 2019.

Instead, the 2019 Permit will be replaced by a new yet to be drafted stormwater general permit for oil and gas related construction activities. The new general permit will

be drafted by WVDEP and then subject to a new notice and public comment period. We can expect the new general permit to be published in the next 30-60 days.

In the meantime, the terms and conditions of the 2013 Permit (which is incorporated into the Agreed Order as Appendix A) will continue to “apply to all projects currently approved, or approved in the future, until the Permit is re-issued, and to all applications for registration that are pending as of the date of the entry of the Board’s order, or will be submitted to the DEP, until re-issuance of the Permit.” Pursuant to the terms of the Agreed Order, the 2013 Permit will continue to available for existing projects until at least March 1, 2020, subject to a single extension of up to 9 months (December 1, 2010) to complete all work and obtain termination of the 2013 Permit. If needed, an extension will require a written request for no later than 45 days prior to March 1, 2020 (which is January 16, 2020).

The resolution of the other appeal issues as included in the Agreed Order will be reflected in the new general permit. Only after the new general permit goes through public comment and is finalized by WVDEP and becomes effective will those terms and conditions apply to new projects. The incorporation of the negotiated language in the Agreed Order into the new general permit will result in a more manageable general permit for the oil and gas industry. We will report on the new general permit soon after it is published for public

comment.

Deep Well Spacing Rulemaking 39 C.S.R. 1 As we reported last month, the Oil and Gas Conservation Commission (“OGCC”) filed two rules on June 14, 2019. The first was an Emergency Rule, 39 C.S.R. 1, addressing horizontal deep well spacing. The second was a Legislative Rule (containing the same terms as the Emergency Rule) which was subject to the public comment.

IOGAWV and WVONGA filed joint comments to the proposed Legislative Rule and participated in the public hearing on July 16, 2019.

The Emergency Rule was not subject to public comment and was expected to become effective on July 26, 2019 (42 days after the filing date). However, on July 24, 2019, in an unexpected development, the OGCC filed a notice of withdrawal of the Emergency Rule. As a result no changes to the deep well spacing rule will occur until after the West Virginia Legislature approves the Legislative Rule or passes other legislation addressing the issue.

On July 25, 2019, OGCC filed its agency-approved Legislative Rule following consideration of the comments and public hearing. The only written comments filed were the joint IOGAWV and WVONGA comments. The OGCC made few revisions to the proposed Legislative Rule, but very few of the joint comments were accepted.

From the Burd’s Nest: Welcome the Incoming, Honor the Outgoing As you read in the July IOGAWV News, the association is pleased to welcome our four new (two new and two experienced) Board Members with terms ending as the conclusion of the 2022 Summer Meeting. But as we celebrate the new…let’s also take a moment to reflect on those whose terms are ending.

The level of commitment attached to being elected as a Board of Director is something to not be taken lightly. The hours spent in Board meetings, committee meetings, on conference calls, doing media work and participating in regulatory, environmental and legislative issues may only be overshadowed by the hours spent preparing for these tasks! No matter how you look at it, it is a major thirty-six-month commitment.

That is why I take the time to honor those outgoing Board members in my column. After thirty-six months of interaction, you tend to develop pretty close relationships.

Brett Loflin. This is Brett’s second term on the IOGAWV Board and when you’ve been Governmental Affairs (GA) Chair and president, you’ve been through the war.

Brett is battle tested!! That first go around, Brett served as GA Chair for two years because IOGAWV was so involved in a couple issues crucial to all producers. First, under Brett’s leadership, IOGAWV was an integral player in the passage of SB-423 that resulted in major reforms in the AST Act. The second legislative issue was HB-2688—the Fair Pooling Bill—which failed on the last night of the legislative session by a vote of 49-49-2. Today, many legislators confess that bill should have passed!!

Brett’s second term started with

him resuming his chairmanship of the GA committee—a smart decision as, once again, he lead IOGAWV’s efforts to get passage of HB-2811, the AST Act reform bill that exempted tanks 210 barrels and smaller, that contained brine and/ or other produced fluids, EXCEPT those located in a Zone of Critical Concern. This was the Association’s top priority for the 2017 Legislative session!! Brett finished out his last two years as the Association VP and Program Chair and then, this year, as your President.

Brett will be with the Board one more year as Immediate Past President—thus providing service to IOGAWV seven of his last eight years!! All told, very few have been asked to do more than Brett has done. I can say, without hesitation, that it has been a privilege working for and with Brett–and I thank Mike John and NNE for allowing IOGAWV to benefit from Brett’s service. And, Beth, I thank you tolerating the phone calls, the meetings,

the extensive travel and time spent alone while Brett was doing the work of the Association.

Mike McCown. Mike is completing his third three-year Board term.

Mike was first elected in 2002-2006, again in 2008-2011 and finally in 2016-2019. Mike has served in nearly every capacity possible. President, Vice President and several committee chair positions. As such, Mike enjoys a full breadth of knowledge about the Association and its operations and issues.

Mike has been part of intense gathering agreement negotiations; legislative matters that included passage of the 2011 Horizontal Well Control Act; and the WVDOH road bonding policy that is still in place today. But a real pat on the back is awarded him for rolling out the “Just Beneath the Surface Alliance” (now called Energy Speaks) and the countless miles he drove, the dozens of meetings attended and the hundreds, if not thousands, of students, parBurd’s Nest Continued on page 17

One Small Step for Man – A Giant Lesson for Us

Fifty (50) years ago on July 20, 1969, I was sitting in the living room with my parents and five brothers watching Walter Cronkite and the first moon landing on our black and white TV. There was a lot of excitement, tension and pride to be an American. We were glued to the TV set. It was almost hard to believe that we were watching live pictures from another world. I remember going outside looking up at the moon and thinking, “Wow, there are Americans walking around up there.” We weren’t sure at the time if they could get back off the moon when it was time to leave. The astronauts were a long way from home and there wasn’t room for error. They succeeded!

The 1960s was a very challenging time for our nation. We were divided over the Vietnam War. We were in the middle of the Cold War with Russia. The USA started the Space Race way behind Russia who had more powerful rockets than we did.

Russia was the first country to put a satellite into orbit. In April1961 they put the first man in orbit. The USA did 2 sub-orbital flights right after that and in August 1961 a Russian cosmonaut was in space for 17 orbits. Finally, on February 20, 1962 John Glenn became the first American to orbit the earth. He completed three orbits before returning safely to earth.

On September 12, 1962 at Rice University in Houston, Texas, President John F. Kennedy inspired us when he said, “We choose to go to the moon in this decade and do the other things, not because they are easy, but because they are hard, be-

cause that goal will serve to organize and measure the best of our energies and skills.” He acknowledged we were behind the Russians. President Kennedy had a challenging positive vision of the future and set high goal to land on the moon before the end of the decade and return home safely.

It became a national passion. The USA was focused on success. When we were getting started at Shale Crescent USA we knew our target market was the 100 largest energy users in the world. Occasionally we would get off track. Mr. K from our Executive Committee would tell us, “I believe we are chasing bright shiny objects.”

He was right. We would refocus and get back on track.

For the moon landing, we had to develop materials and technology that didn’t exist in 1962. There were major set-backs like losing three astronauts in a space capsule fire.

Quitting wasn’t an option and failure wasn’t an option. Finally, on July 20th 1969, Neil Armstrong became the first person to set foot on the moon and said, “That’s one small step for man, one giant leap for mankind.”

Willey Jolley, Hall of Fame Speaker, author, entertainer and my friend says, “Success isn’t about hocus-pocus it is about focus-focus.” The human mind can hold only one thought at a time. I encourage you to keep yours positive. The late Earl Nightingale, radio host, speaker and author said, “The greatest secret is…

We become what we think about.”

Bringing in high wage jobs that raise people’s standard of living and allow young people to stay in the Region if they choose is non-partisan.

So are giving people hope, improving the environment and making our Region more prosperous. Hope is one of our best weapons in the war on drugs.

Unfortunately, the focus in Washington is on investigations not infrastructure. I know this frustrates our own elected representatives who understand our needs and those of our country. We need infrastructure.

There is a lot we can do and are doing without the help of Washington, DC. One thing we can control is our own thoughts and actions. Maybe it is time to speak as a Region and send a message to Washington.

What does this all mean for you, your organization and our industry?

• Our industry is facing challenges today. Our country faced bigger challenges in the 1960s and overcame them. You can too.

Do you believe you can?

• To reach the moon we needed a leader with a vision. He set a goal with a specific time frame.

Everyone knew what the goal was. We need to do the same.

Do you have a vision of success?

• The USA had a plan. We need to do the same.

• The leader had passion for achieving his goal and the belief it could be accomplished. We must have a passion for our dreams.

• The leader took action. Following the goal setting portion of the speech, President Kennedy had very specific action steps.

The first part of the hurricane season has been uneventful with the exception of heavy rainfall from Barry in mid-July.

WeatherBell has been expecting and continues to expect a near normal season in terms of overall activity. The waters off the Atlantic Coast are very warm, which will give extra fuel for any storms that travel up the East Coast.

However, conditions in the Deep Tropics appear to be somewhat hostile, with wind shear and African dust expected to persist later than normal.

Altogether, expect some storms to come out of the Deep Tropics, and if they hold together they can take

advantage of the very warm water off the East Coast to rapidly intensify.

PHMSA Considers Options, WOTUS Repeal At a late June meeting of the Gas Pipeline Advisory Committee (GPAC), GPAC members chose to recommend that PHMSA regulate gathering lines down to 8.625”, rather than the 12.75” that PHMSA had put forth for consideration.

Members from the Public Sector of GPAC, representing the Pipeline Safety Trust and the Environmental Defense Fund, steered the discussion, picking up support from state regulators on the Government Sector, and even from members of the Industry Sector, representing gas utilities and interstate pipelines.

GPAC voted 11-1 for PHMSA to consider setting “a minimum set of requirements (for example, damage prevention; line markers; public awareness; leak surveys and repairs; design, installation, construction, and initial inspection and testing for new lines; and emergency plans) for pipelines 8.625 inches in diameter and greater. GPAC also recommended that PHMSA “ensure that composite pipe is adequately addressed to minimize the impact of its continued use.” Former IPAA member Jon Airey, who serves on the Public Sector, cast the lone dissenting vote.

GPAC’s recommendation goes well beyond PHMSA’s proposed

scope. PHMSA does not have to accept the GPAC’s recommendation but must justify any departure. A number of the proposed requirements are unlikely to pass a cost/ benefit analysis. Industry continues work on an API Recommended Practice (RP 1182) that currently deals with pipelines 12.75” and greater. With modifications, this RP could encompass industry practices for 8” lines (i.e., line markers, participation in one-call). Meanwhile, the House congressional committees with jurisdiction over reauthorization of the Pipeline Safety Act have included in draft language a mandate to regulate 8” gathering lines and eliminate cost benefit and risk assessments associated with rulemakings. To gain consensus, even within the House, these more far-reaching proposals may not be included in the bill eventually marked up. In fact, the push for greater regulation from GPAC may prompt Congress to allow the regulatory process to proceed at PHMSA. However, the draft language demonstrates the growing focus on pipeline safety and the effort to encompass even the smaller diameter, lower pressure rural gathering lines.

EPA sends WOTUS repeal rule to the White House EPA has sent its final rule to repeal the Obama administration’s Waters of the U.S. rule to the White House for interagency review.

The rule is the first step in the two-step repeal-and-replace process undertaken by the Trump administration, which it hopes to have completed by December. (IPAA submitted comments on the “replacement proposal,” the proposed revised definition of WOTUS, in April).

EPA originally proposed the repeal rule two years ago, but significantly reworked it after EPA water chief David Ross arrived. The agency issued a supplemental proposal a year ago.

Legal battles are waging in courts across the country over the validity of the 2015 rule, which increased the number of streams and wetlands that receive automatic Clean Water Act protection, with roughly half the country covered by preliminary injunctions blocking the rule’s implementation.

The Trump administration’s proposal for replacing it would greatly shrink the number of creeks, bogs and marshes that fall under federal authority.

From the aforementioned comments, “Our industry has great interest and supports the proposed rule to narrow and clarify WOTUS, because it can impact our industry regarding several sections of the CWA, including Section 404 permitting, Spill Prevention, Control, and Countermeasure (SPCC) planning, stormwater permitting, and oil spill reporting.

The definition of WOTUS also impacts the surface owners we work with to develop oil and natural gas, including family farmers and ranchers.”

Greylock Energy Announces Executive Changes to COO and General Counsel Officials with Greylock Energy recently announced strategic changes within their executive leadership team.

According to Greylock CEO Kyle Mork, Ryan Deaderick has been promoted to executive vice president and chief operating officer. In this role, he will oversee the production, midstream, operations, reservoir, and asset development functions of the company.

New Rules Continued from page 3 fault spacing for horizontal unconventional deep wells, but rather than using 1,000 feet as IOGAWV requested the OGCC used 3,000 feet spacing between wells and 400 feet from a lease or unit boundary. This is the same spacing applied to conventional deep wells and is of no assistance.

2. Section 4.2.2.a deleted the language “or to prevent substantial harm to the public interest” which was a vague and undefined standard. This is a positive change.

3. Section 4.2.2.e the Commission added new language “The commission will also define setbacks where in order to conform to the location of other wells and to prevent waste, a wellbore may be drilled but not completed/ stimulated in a section of that wellbore. The entire length of the wellbore from the surface to the toe shall be included in the unit. However, the minimum spacing shall not apply to any portion of the wellbore from the surface to the first completed/stimulated part of the wellbore beyond the heel in the target formation unless either the Department of Environmental Protection Office of Oil and Gas or the Commission believes there is a safety concern with the drilling plan.” This new language requires more analysis the impact on developing unit boundaries and other planning issues.

4. Section 4.2.2.h was amended by deleting the words “or by the Commission to prevent substantial harm to the public interest by hearing as defined in this rule.” This is language we requested by deleted. However, the Commission retained

the language in §4.2.2.d - “The Operational Order may be amended from time to time by the Commission in the public interest after notice and public hearing.” The §4.2.2.d language undermines the confidence that operators must have in order to make long term investment decisions.

AST Compliance Deadlines On a topic that you may not have heard about for a while relates to aboveground storage tank regulatory requirements. As a reminder a couple of deadlines are coming toward the end of this year. The first is December 3, 2019, which is the date by which updates to spill prevention and response plans (“SPRP”) are due, if you filed your SPRP by the original December 3, 2014 deadline.

Otherwise, SPRP updates are due 5 years after the initial filing date or the last update.

The second deadline is January 1, 2020 and relates to “Fit for Service” certifications by a “qualified

individual” for Level 1 ASTs. This deadline applies to Level 1 ASTs that were certified by January 1, 2015 in accordance with the Interpretive Rule, 47 C.S.R. 62, or by January 27, 2017 in accordance with the AST Rule 47 C.S.R. 63 that became effective on August 1, 2016. As a reminder qualified individuals are: (i) a qualified professional engineer, (ii) a qualified person working under the direct supervision of a professional engineer, (iii) an individual certified to perform tank inspections by the American Petroleum Institute or the Steel Tank Institute, or (iv) a person holding certification under another program approved by the Secretary.

The Interpretive Rule authorized owners/operators to certify the AST, so this may be the first time that your AST inspection will need to be by a “qualified individual.”

The USA formed a diverse Team of experts to achieve the goal. Everyone believed the dream could be achieved. It was a Team effort. We must do likewise. A diverse Team of experts going after a goal they believe in is powerful.

Our nation stayed focused on the dream. Are you focused on what is really important or are

As a Nation, we persevered.

President Kennedy did not live to see his goal accomplished. It could easily have died with him.

He was able to inspire a Nation.

The dream became bigger than one man. Our dream should be the same. There were many challenges and set-backs but we worked through them to land a man on the moon. The nation believed in the dream. We must do the same. We will be faced with challenges maybe even failures. We must learn from them and get back up and go after the dream. Big dreams are hard.

We are Americans. We can do anything we put our mind and efforts to. We put a man on the moon. This industry took our country from energy crisis and energy poverty to the greatest energy producing nation on the planet with the cleanest environment in my lifetime in less than 10 years. We can create a more prosperous, profitable industry. We can overcome the challenges of the antis. We have truth on our side.

“Success isn’t about hocus-pocus it is about focus-focus.” We need to focus the things that move us closer to the goal. Stay focused on your dream and the life you want to live.

Keep your thoughts positive. Smile.

Don’t let the small and unimportant distract you. Maybe we can teach Washington a few things. Thoughts to ponder.

Prior to joining Diversified, Mr. Sullivan worked with Greylock Energy, Energy Corporation of America, EQT Corporation and had a private law practice. He is a member of the Board of Directors of the West Virginia Chamber of Commerce and is a former past Vice President of IOGAWV, current Trustee and former Executive Committee member of the Energy and Mineral Law Foundation, past member of the Legislative and Legal Committees of the Marcellus Shale Coalition, and previously served as Legal Committee chairman for the West Virginia Oil and Natural Gas Association and as a member of the Legal Committee of the Virginia Oil and Gas Association. Mr. Sullivan graduated from the University of Kentucky and received a Doctor of Jurisprudence degree from the West Virginia University College of Law. He and his wife Stephanie live in Charleston, West Virginia with their two children, Hannah and Liam.

Maribeth Anderson, a native and lifelong West Virginian, is the Director of Government Relations for Antero Resources. She came to Antero at the end of 2017, after serving in similar roles for Southwestern Energy and Chesapeake Energy since 2007. Prior to entering the energy sector, she was a consultant for Charles Ryan Associates and the news director for WSAZ Television.

Maribeth is currently on the Executive Committee for the West Virginia Chamber of Commerce, and is the past board chair for the Huntington Regional Chamber of Commerce. She has served in industry leadership roles across four states, having been elected as the Board President for the WV Oil and Natural Gas Association, recently appointed to the board of the Ohio Oil and Gas Association, and in former roles served on the boards of the Kentucky Oil and Gas Association and the Virginia Oil and Gas Association. She is also currently on the board of directors for the

WV Manufacturers Association and the West Virginia United Methodist Foundation.

A graduate of Marshall University, Maribeth earned degrees in Journalism and Economics. She lives in Huntington with her husband and daughter, and has one son in college.

Brett Loflin is the Vice President of Regulatory Affairs for Northeast Natural Energy LLC based in Charleston, W. Va. Prior to joining Northeast in August of 2010 he served as Director of Regulatory Compliance for Atlas Energy and Manager of Regulatory Compliance for Chesapeake Energy. Loflin also worked for over 20 years as the staff engineer and director of the West Virginia Oil and Gas Conservation Commission. Loflin is a West Virginia native and a 1982 graduate of West Virginia University with a degree in Petroleum Engineering. He resides in Charleston with his wife Beth and has two children Evan and Katherine, both attending WVU.

True to his dedication to IOGAWV, he is currently wrapping up a two-year stint as Communication & Education Committee chair, where he has supported the effort to get science and STEM teachers engaged in two annual workshops and a natural gas curriculum established in all West Virginia schools. His legacy will live on in these accomplishments.

Mike will also be remembered for his dry sense of humor that leaves all of us IOGAWV staffers, Board members and others scratching our heads from time to time. But that said, thank you Mike for your diligence, patience and friendship.

After taking his first year to get his feet under him, Sam McKown hit the floor running. In the second year (2017-18) of his first term as a Board member, Sam co-chaired the Producers’ Issues Committee, conducting two very well attended meetings. The first was in Septem-

ber 2017 at Lakeview Resort and was tied to the IOGAWV Sports Weekend outing; the second was a breakfast meeting held in March 2018 at the WACO Center in Glenville.

Both meetings showcased the regulatory and environmental activities of the association and was conducted jointly with Commerce Committee meetings. Sam then did an outstanding job as Membership Chair for 2018-19. Under Sam’s guidance, the Association added a net 59 members and an increase of nearly $42,000 in dues.

In addition, Sam was elected as a trustee to the IOGAWV Insurance Trust Fund. While Sam is a man of quiet resolve, he takes his responsibility as a Board member very seriously and has rarely missed a monthly meeting. I suspect we will see Sam’s name back up for consideration on a future board of directors ballot. It has been a pleasure to get to know and learn from Sam—a guy that chose his own nickname— who devotes a great deal of time to humanitarian efforts and, among other things, climbs mountains for fun!!

the mid 1980’s as an outstanding student, then graduating cum laude from WVU with a BS in Petroleum Engineering. Likewise, Rick grabbed the attention of the IOGAWV Board in 2016 and he was soon nominated and then elected by the membership to the Board. Rick has held positions with several outstanding oil and gas exploration and producing companies and has presented at numerous technical forums in the US and abroad, is author of several technical papers and holds a US patent. Rick also serves on the Industry Advisory Board for the Department of Petroleum and Natural Gas Engineering at West Virginia University.

Rick brought this full breadth of knowledge and experience with him to IOGAWV where, for his first two years on the board, he co-chaired the Producers’ Issues Committee then this past year co-chaired the Safety Committee. Rick, along with co-chair Todd Tetrick, have been instrumental in getting IOGAWV much more engaged and actively participating with the Appalachian STEPS Network, Brickstreet and others promoting industry safety.

While Rick can be the most serious of the serious on business and safety-related matters, many witnessed his most light-hearted side when photo bombing everyone while on the dance floor at the 2017 IOGAWV Summer Meeting—a face for radio!!

As I close, please allow me to thank each board member for their dedicated service to IOGAWV. In addition, I want to also thank my staff for their long hours and fine work, and most of all, thanks to Leone and Nathan for tolerating all the late night dinners, early morning meetings, out of town stays and understanding my love for my second family—IOGAWV!!
