SPRING 2021 ADVOCATE

President's Message

We can all agree that 2020 was a tough year for many, including the Hollywood business community. As the COVID-19 pandemic spread, businesses large and small were subject to a patchwork of local, state, and federal mandates that often changed from day to day. Many of those regulations have carried over into 2021. Restaurants and hotels have been among the hardest hit, but scores of other businesses have faced severe challenges as well. It has been a tough time for all, but the Hollywood Chamber of Commerce has worked hard during the pandemic to help you and your fellow Chamber members meet the challenges, while also keeping you connected to the community. I wanted to take a moment to provide you with a brief overview of some of the things the Chamber accomplished this past year. Since the stay at home order was issued in March 2020, we held over 40 virtual events. Through our town hall series, we engaged in conversations with our elected officials. We also pivoted to host our special events virtually. The Economic Development Summit and Entertainment Industry Conference were very successful and generated a great deal of engagement with our members. Overall, these events attracted over 2400 attendees. In March 2020, the Chamber launched Hollywood Unites to address the emerging needs of our most vulnerable residents and businesses, alleviate the detrimental economic impact on local employers and their employees, and provide vital resources to our community to help them through these uncertain times created by the COVID-19 pandemic The Foundation launched its Room for Success pilot program at the Heroes of Hollywood event. Room for Success is a program designed to empower the lives of local college students experiencing homelessness by providing them with a safe place to live and connecting them with local partners that provide support services and resources. The Chamber continued to monitor local, state and federal legislation that impacts the Hollywood business community. We sent out a total of 26 advocacy alerts to Chamber members, which fueled action - more than 6,800 emails were sent to elected officials as a result. Beyond that, the Chamber’s Legislative Action and Economic Development committees held their first meetings of 2021, and we hosted the Chamber’s inaugural Homelessness Summit. It was an incredible 2-day summit with difficult, but very much needed conversations that brought us together as a community. Let’s face it, 2020 was the kind of year we would all like to forget. The health crisis is not over yet, but with vaccines now in distribution throughout Southern California, our economy is sure to recover. And our team at the Hollywood Chamber is here to help you move forward!

Legislative Update

L

egislative Session 2019-2020 was historic, dramatic and unlike any we have ever experienced in the past. Amid a global pandemic, leadership had to quickly enact regulations for virtual voting, proxy voting and a shortened session due to concerns about coronavirus. California Lawmakers worked to vote on the hundreds of bills before them prior to the midnight deadline on August 31, 2020. The Governor then was tasked with acting on bills that were sent to his desk by his deadline of September 30, 2020. The 2021-2022 Legislative session has already hit the ground running, promising that this legislative year will bring numerous bills that will dramatically affect the business community.

SB 939 (Wiener) did not pass the legislature. The Hollywood Chamber strongly opposed this bill as it would have placed an eviction moratorium on commercial leases in addition to allowing tenants to renegotiate their lease terms or terminate their lease without any penalty. We are incredibly disappointed in the Governor for signing AB 1383 (Jackson) into law which will now require a mandatory 12-week leave of absence on any employer with five or more employees, allow a private right-of-action, and will overwhelmingly hurt small businesses. Under previous law, employers with 50 or less employees were not subject to paid family leave requirements but now must comply with the full 12-week leave policy.

The Hollywood Chamber of Commerce worked diligently throughout the entire 2019-2020 session to ensure lawmakers heard from the business community during these times of peril. Through the combined advocacy efforts of our staff and member companies, we were able to elevate the voice of business and ensure critical bills were not passed which would harm recovery and have a negative effect on businesses which are already struggling to survive.

The Hollywood Chamber of Commerce is committed to working with our members and our Board of Directors to ensure we are advocating on critical policies which will enhance the economic prosperity of Hollywood and our region. Through our policy work, we can ensure the voice of business has a seat at the table and fair policies are adopted with all stakeholders in mind. Thank you to all our members that engaged throughout the advocacy process including attending meetings, voicing business concerns, and sending letters through our action alerts; with your support, our legislators received over 3,000 advocacy emails. Here is a full list of bills the Hollywood Chamber advocated on:

One of our largest victories was the veto of AB 3216 (Kalra) which would have required employers in specific industries (including the hospitality and retail industry) to offer to recall employees previously laid off and allow a generous response time before offering to another former employee. We thank Governor Newsom for vetoing this bill. Employers are struggling to survive during these unprecedented times and need flexibility and control over their hiring practices.

s the end of 2020 draws near, the President signed an additional economic stimulus package into law providing $900 billion in economic relief to businesses and people across the nation struggling to make ends resulting from

the ongoing coronavirus pandemic. The 5,600-page bill continues measures enacted through the stimulus package approved earlier this year, such as unemployment benefits and stimulus checks to qualifying individuals, and establishes new benefits to help working families. The Paycheck Protection Program for small businesses has also been continued, providing $285 billion in loans for small businesses, but this time restricts the benefits to companies with 300 employees or less who have seen at least a 25 percent reduction in sales and are not a publicly traded company. The bill also provides billions for K-12 and higher education assistance, increased broadband infrastructure, and childcare assistance programs. The moratorium on evictions has been extended until January 31st, 2021 while the Department of Housing and Urban Development released a similar moratorium protecting homeowners from foreclosures. Congress is currently negotiating a bill to increase the $600 stimulus payments to $2,000 for each qualifying individual, a move that President Trump will support if passed by both the House and Senate.

HOLLYWOOD CHAMBER

BEACONS ECONOMICS STUDY

A

s COVID-19 plagued the world, the business community was hit with not only the dangers of the virus, but also changing regulations from multiple levels of government. Businesses have had to make increasingly difficult decisions in order to comply with regulations, keep their employees and customers safe and keep their doors open. The Hollywood Chamber of Commerce commissioned Beacon Economics, an independent research and consulting firm dedicated to delivering accurate, insightful, and objectively based economic analysis, for a report titled Economic Analysis and COVID-19 Recovery Framework. This analysis took months of research as well as analysis looking at businesses in Hollywood and Los Angeles and the impacts of the pandemic. Executive Summary: “Hollywood occupies a unique space in the Los Angeles economic landscape. One of the most enduring symbols of inspiration, innovation, and prosperity around the world, it is the cultural heart of the City as well as a burgeoning technology hub. In addition to serving as a growth engine for the local and regional economies, Hollywood is also home to a vibrant residential community that supports neighborhood retail outlets and relies on local healthcare services. Still, its iconic status has not

inoculated the district from the devasting effects of the novel coronavirus pandemic (COVID-19) and subsequent public health mitigation measures. Indeed, as the center of the Los Angeles creative ecosystem — as well as the tourism industry associated with it — many sectors have been disproportionately affected. The COVID-19 crisis has brought issues that existed before the pandemic into sharper relief— homelessness, how public space is used, competing visions for the future, and others —that may impede both immediate recovery efforts and longer-term economic development. Conversely, the current moment may also serve as an inflection point in which planners, businesses, and residents alike consider “recovery” not as a path back to the pre-pandemic conditions but as a step toward a more resilient Hollywood that is prepared to meet unanticipated challenges and leverage new opportunities. This report provides insights into the Hollywood economy and a framework for stakeholders to consider as recovery efforts transition to planning initiatives prompted by new economic realities.”

Workforce Development Planners, policy makers, and members from the business community should pursue public-private efforts with public education institutions and nonprofit organizations to build a local talent pipeline Professional Collaboration, Community Building, & Social Cohesion Deeper awareness, cooperation, and integration between the business community and residential communities is more likely to yield equitable outcomes, foster greater social stability, and ultimately strengthen Hollywood’s economic resilience. ROOM 4 SUCCESS

T

wenty percent or more of Los Angeles City College (LACC) students are homeless. In addition to dealing with the pressure of coursework and exams, these students struggle to find shelter, warmth, and a place to sleep. In addition, they may be unable to find safe and legal access to bathrooms, showers, and laundry facilities. To assist this population of students, the Hollywood Chamber Community Foundation has launched its Room for Success Pilot Program. Room for Success is designed to empower the lives of local college students experiencing homelessness by providing them with a safe place to live and connecting them with local partners that provide support services and resources. We are currently accepting applications from Hollywood college students.

Your sponsorship/donation provides a local college student experiencing homelessness housing in their own pod at a local pod share. A pod is a hand built, high end bunk bed complete with their own flat screen tv, personal outlets and night light. The space provides each student a safe, warm place to sleep, relax and store their belongings. This co-living concept is similar to a dorm space and gives students the opportunity to make new friends, study partners or potential future roommates. WALK PUBLIC OFPOLICY FAME

The Walk of Fame Goes Virtual

T

he Hollywood Chamber of Commerce honored Emmy nominated actor and new Walk of Famer Actor Anthony Anderson with the first virtual Walk of Fame star ceremony in the history of the prestigious boulevard. The decision to resume the Walk of Fame ceremonies was not made lightly and the Hollywood Chamber of Commerce followed strict filming guidelines set forth by the County of Los Angeles. The county of Los Angeles adopted a staged approach, supported by science and public health expertise, to allow Music, Television and Film production to resume as of June 12, 2020. Safety guidelines included: COVID-19 testing for each participant, sanitizing the production area, maintaining social distancing, wearing proper personal protective equipment and closing the ceremony to the public. In-person participants were limited and the ceremony is available to the public on the Walk of Fame website. Anthony was inducted into the Walk of Fame Class in 2018, but he elected to hold off on his ceremony so he could celebrate alongside another great milestone, his 50th birthday which falls on August 15, 2020. As a native Angeleno, Anthony attended Hollywood High School’s Performing Arts classes and has played an active part in the Hollywood community, as an advocate and philanthropist, for more than 35 years. In response to the COVID-19 pandemic, Anthony decided to move forward with his ceremony as previously scheduled by partnering with Hollywood UNITES to help support the LEFT IMAGE: Anthony Anderson poses next to his Hollywood Walk of Fame star

vulnerable members within the Hollywood community. *Hollywood UNITES, an initiative from the Hollywood Chamber Community Foundation, provides meals and vital resources to those in need to help alleviate the detrimental impact on our community through these uncertain times. Anthony’s donation to Hollywood UNITES will expand the Foundation’s reach and provide more resources to the Hollywood community. Six-time Emmy and two-time Golden Globe nominated actor, Anthony Anderson is the star and executive producer of ABC’s multi-award nominated sitcom “black-ish.” The show will begin its seventh season this fall. Anderson also hosts the ABC game show “To Tell the Truth,” now in its fifth season. He produces “grown-ish” for Freeform and “mixed-ish” for ABC, both “Blackish” spin offs. He is also executive producing “Road Trippin” with Rickey Thompson and Denzel Dion which just began airing on SnapChat. Last year, Anthony appeared in the Emmy award winning ABC live television special, “Live in Front of a Studio Audience” as Henry Jefferson in the All in the Family” portion. Following the success of Anthony Anderson's ceremony, the Walk of Fame geared itself for its very first virtual double -star ceremony in history. Love Story stars Ryan O'Neal and Ali MacGraw revieved their stars on the Hollywood Walk of Fame in honor of the movie's 50th anniversary. for their starring roles in the timeless, unmatched tale from the heart, LOVE STORY. Based on Erich Segal’s best-selling novel, LOVE STORY was nominated for seven Academy Awards®, including Best Picture, and became a cultural phenomenon, earning over $100 million at the domestic box office. The film spent 15 weeks at #1 in the U.S., continuing to expand to more theaters because of its popularity and ultimately becoming the top-grossing movie of the year. In 2002, the AFI named it as #9 on its list of the 100 greatest love stories of all time.

Carter has worked with legendary directors such as Steven Spielberg and John Singleton, and has dressed actors from Denzel Washington to Josh Brolin, and actresses from Angela Bassett to Oprah.

A timeless classic about the highs and lows of young love, the film remains as impactful as ever, 50 years after its original release. Not long after history making costume designer Ruth E. Carter was honored with her star on the Walk of Fame. Carter is the second costume designer to be honored with a star on the Walk of Fame following Edith Head who was honored when the Walk of Fame was created in 1960. Ruth E. Carter began her career working as an intern in her hometown of Springfield, Massachusetts and at the Santa Fe Opera. She moved to Los Angeles in 1986. While working at the Los Angeles Theater Center, Carter met director Spike Lee, who hired her for his second film, ‘SCHOOL DAZE”, and with whom she worked on a number of films thereafter, including “DO THE RIGHT THING,” “MO’ BETTER BLUES,” “JUNGLE FEVER” and “MALCOLM X”. Carter has continued to work on films for Spike Lee, including “OLDBOY,” “ DA SWEET BLOOD OF JESUS.” In addition to designing costumes for the films of Spike Lee,

Food on Foot Food on Foot is a Hollywood based nonprofit that has been helping our homeless and low-income neighbors since 1996 with food, full-time jobs, permanent housing, and lifeskills education. We distribute meals to approximately 200 homeless and low-income people every Sunday. In addition to distributing food, we have a successful jobs & housing program for high-functioning (low acuity) homeless men and women. Each of our participants must perform a random act of kindness to enter the Work for Food program each week. This way, our clients learn that giving back is more powerful than receiving. Additionally, participants clean the streets of Hollywood, and before COVID-19, they were also cleaning the Hollywood Farmers' Market weekly. Several of the jobs we place our participants in are in the Hollywood area as well. Graduates from this program leave the streets with a full-time job, a fully furnished apartment, and a lifeskills education. Equally important, they leave with the confidence of knowing they CAN make it on their own. 85% of the people we find jobs for are still in those jobs one year later.
