Reunification is often the first goal when a child is placed in foster care. Families may receive support and services designed to help parents address the concerns that led to the child’s removal. These services can include counseling, parenting education, substance abuse treatment, housing assistance, or other forms of support. However, sometimes reunification does not happen. When a child cannot safely return home, the court may consider a Termination of Parental Rights, commonly known as TPR, as explained by Holly DeNeve.
