Executive Summary

CELAC and AURO: Strategic Convergence for a Renewed Hemisphere Context.

In a rapidly evolving global landscape, the Community of Latin American and Caribbean States (CELAC) has asserted itself as an autonomous platform for political dialogue, regional integration, and multilateral cooperation. The recent IX CELAC Summit (April 9, 2025, Tegucigalpa) emphasized sovereignty, sustainable development, and the need for balanced relations with global powers.

At the same time, the longstanding U.S. embargo on Cuba continues to isolate the United States diplomatically and economically, with estimated annual losses exceeding $6 billion. In contrast, major international actors including the EU, China, and Russia are strengthening their positions in Cuba and across the region.

The AURO Opportunity

The AURO Operation offers a strategic, legal, and non-confrontational pathway for the United States to:

 Restore bilateral trade with Cuba without full embargo repeal.

 Foster regional cooperation in energy, logistics, biotech, and food security.

 Generate $7–9 billion annually in economic opportunities.

 Reduce irregular migration and border costs.

 Reposition itself as a constructive, lawful actor in the Americas.
