i. Motion Seconded
ii. Motion Passed
b. Welcome Senate Guest, the Director of Commuting Student Services and Community Outreach Anita Ellis
i. Anita Ellis: I graduated in 1988. I brought the Panhellenic Council to campus. I became the undergraduate assistance for student activities and soon became the director. I have seen all aspects of student life. Thank you for helping with the flowers for Pride and Plant. I have been through many student governments. I am here to help commuters find their place. If there is anything I can do for commuters I am here. Big wins for commuters are the commuter lounge in Bits and Bytes and the parking on the south side. The other part of my work is student outreach. We have been making calls for Pride and Plant. I am championing bringing students to Arizona. We leave on Friday and I yield to make it affordable for students. We are doing community service every day, including food security, marine rescue, and working with veterans to build homes. I will find a way to always fit students into every program.
ii. Chair Iacobovici: I was wondering if there are ways to get commuter students MTA tickets?
1. Anita Ellis: I don’t understand why they give high school students discounts but not university students. I have gone to the extent of calling the MTA. I am trying to get another microwave here. A big win was the sleeping pods.
iii. Senator Smook: Recently it was decided residents cannot park on the South Side. That is probably inconvenient as many need to park their academic buildings?
1. Anita Ellis: They can park on the residential side. There will never be a perfect, happy medium. Many commuters drive long distances and then cannot find spots.
iv. Senator Vira: With the commuter lounge moving to Memorial Hall, what will happen to the lounge here in SC221?
1. Anita Ellis: My office will still be there. It is a good hangout spot.
v. Senator Araba: For Overnight @ Hofstra, how would you advertise it more as many commuters are unaware of this program? Many of my commuter friends did not know about it.
1. Anita Ellis: My colleague Novia oversees that program. I will do anything to assist Novia in getting the word out. I love Overnight @ Hofstra and have stayed there. It was a great convenience and more people need to utilize that.
vi. Senator Urban: As a commuter, thank you for the improvements to the parking on the South Side. Is there anyway to improve the sidewalk to CV Starr?
1. Anita Ellis: Put it in writing and I can take it and give it to Jessica. That is a valid point and is an easy fix.
vii. Senator Bokhari: Are there any updates on the commuter lounge and is the timeline still the Fall semester when it will be ready?
1. Anita Ellis: I am not privy to a lot of that, I am simply happy it is happening. It is for everybody.
viii. Senator Kurtz: On the community service side, I admire the community outreach. How do you get in contact with these opportunities?
1. Anita Ellis: I go to them. They come to me. I go to a lot of civic meetings, I do research, and I look at what other colleges do. I want to make it exciting for students. A lot of ideas come from students, and I am open to ideas.
ix. Senator Pierre: About the community service, I wanted to know if one of the plans was something like pride and plant or shake-a-rake, but something that brings the outside community together more?
1. Anita Ellis: What I was trying to do was get neighbours from the civics so we would combine and do a project together on Front
Street and also some things in Westbury. The weather stopped this from happening. We do food shares a lot. We work with neighbours to plant flowers with them already, and we do cleanups.
x. Senator Chacon: As a former commuter I loved my locker, are they coming to the new student lounge?
1. Anita Ellis: Brand new lockers will be in the lounge. They are also going to be digital so you don’t have to have your own lock. You also don’t have to register like you used to.
xi. Senator Dzaveluri: You mentioned community service, we have a Hofstra garden. I want to know if you have ties with the sustainability studies major?
1. Anita Ellis: You can come and be with me. A lot of sustainability majors sign up.
xii. Senator Araba: What are your plans to make events and classes commuterfriendly? Sometimes many classes are too late that I want to take. About the shuttles, can the frequency be improved? The bus stop at the student center has a bench and an overhead, can more stops have these?
1. Anita Ellis: I have a program called Meet the Provost at 1pm on the 23rd of March in the Dean suite. I advise students to come to that. I am partnering with Russ Smith. I have pop up stations a lot where I sit in the parking lot and I partner with another organization/office. I am going to do a pop up in Hagedorn. I had Giovanni sitting in the atrium so I could have students talk to him. You can send me an email. I have been trying to change the location of that stop.
xiii. Senator Pierre: A lot of your events on GIHU, I wanted to know how you promote them personally?
1. Anita Ellis: I am told to put everything on GIHU and the jumbotron. I can do more on social media. We also have a commuter groupme. I can do a barter job getting programs out there. The pool tournament was a success.
xiv. Senator Gillani: What plan is there for running for cabinet positions for CSA?
1. Anita Ellis: You should talk to Zachary because we will be having elections soon.
xv. Senator Urban: How do we get commuters to go to events on Fridays? It is a big frustration for me to get to campus on Fridays.
1. Anita Ellis: I think a lot more classes will be on Fridays so more students will be on campus. This goes back on to communication.
Maybe we can collaborate with campus dining to give commuter students a dollar off a cup of coffee, for example. I always tell commuters to reach out to leaders of clubs to get information.
c. Welcome, Senate Guest, the Executive Director, Office of Residence Life, Novia Ramsay
i. Novia Ramsay: I am Novia Ramsay and I am joined by Simran Jaswal who is the RD for Stuyvesant Hall. First, we have been listening to our students applying for housing and seeing what their preferences are. 80% of students are asking for single spaces. For Bill of Rights, we have made the decision to make that an all-singles space with regular singles and super singles. This will give us approximately 153 single spaces added to our inventory. A lot of students are also looking for singles with private bathrooms in suites we will never have enough of, but for now we have these single rooms coming. We are also introducing a new living option for juniors and seniors 21 and over. Many students leave because they are looking for that independent-style housing and want to see what it's like. We are starting a pilot program for these students in graduate resident life. There is no resident representative. They can arrive and depart as they wish. We are hoping they will enhance that community. The current students in those spaces are also wishing for academic focused students that also bring their own flavor. Those students participate in the same housing process. Students can also view a showroom in the graduate resident hall so they can see what it’s like. It is very different in that building. Bathroom renovations in Nassau-Suffolk will be started by facilities this summer. The only downside is that it will be a multi-year project. I am hoping they will be able to finish this work in at least 2-3 summer max. We have seen 90% occupancy over the years. I want to thank RHA because they have partnered with Residence life to have a charging station in the Netherlands and colonial square. You should not be charging scooters in your room because of the fire hazard so this will fix that. We are hoping this will be done in the next few weeks. As for public safety opening doors, Residence life has taken over that process. Students can utilize a qr code and it will give them a number to help them with the lockout. Lockouts are not the first thing on public safety’s mind so now they can focus on more serious emergencies. The RD’s do it from 9am to 5pm. The housing rates were increased minimally for fall 2026. The max was 1.5%. We understand financial times are hard. We were creative in how we organized rates so students were getting benefits of being able to live on campus at less cost. I came here many years ago as an international student from Jamaica. I love this place and want students to love it as
much as I do. I had an amazing experience as a commuter student and enjoyed all the activities that were put on.
ii. Senator Pierre: I feel as if some of the RAs are not there and are just there for the free housing. It feels some only try because they are there and not because they want to be. When I had a situation next year, I felt the RA did not care when I called.
1. Novia Ramsay: I do not put up with bullshit like that. That is absolutely correct. There are students who are RAs for free housing. However, if you are here and this is not where you want to be, while you are here I expect you to be 100%. It is time to be introspective and move on if this is not where you want to be. For many, this is their first time in a professional scope. They may make mistakes and we all have to learn and grow but they need to be honest. If you are ever in a situation like this again, you need to tell me please. The challenge that my staff has as it relates to being available is they are pulled in so many directions, planning events and collabs. We are doing lockouts from 9-5. We want to be able to support our residents but that also means we are lacking in what you are looking for. I don't think some of my staff have the love for the position as they should. We try to hold them accountable for wanting to be in this space but if you have a bad interaction I want to know that cause that is how they will learn.
2. RD Simmi: I agree with much of what Novia said, it allows me to be the best at my job. Bosses have good intentions for us and the students. I am sorry that happened, but our peers keep us accountable. We can get burnt out sometimes, but we make sure we show up everyday for you all. I am DaeJa’s RD, I always say to her that this is my house and that I view everyone in the house as family.
iii. Chair Malhotra: I wanted to talk about policy for ESAs from an animal rights perspective. I saw on Fizz a description asking if they know of any ESAs on campus and 550 said yes. There were comments about houses that reek of cat litter. I want to ask what does the university or residence hall to make sure the animal lives in safe conditions and is taken care of? I am giving an anecdote, someone came up to me and said they saw a german shepherd living in a campus dorm. What do you guys do to weed out the approval of such large animals and how do you guys actively enforce sanitary conditions for animals to be healthy and live in? If ResLife has limited power, if a person has not moved in yet and they have
demonstrated to an RA or an RD they have an issue with dogs, can action be taken to move that student?
1. Novia Ramsay: All of that is out of our hands. Residence life does not approve ESAs. We just get notified that a student has it, and we just have to do the necessary to put into place. We don’t have anything with the background information. That doesn’t mean that when we are notified of something we don’t take action. When we are made aware we first outreach to SAS and then they meet with the students to talk about the necessary. I know that my staff does this work and we have had ESA removed. It is harder when the animal is in a single occupancy space. Typically what we do is we reassign the student, knowing that the student can only be in a double occupancy room for financial reasons. If we do not have another option, then the student gets first dibs. But we first attempt to find somewhere else to put that student.
iv. Senator Kurtz: I am an RA in Nassau/Suffolk and have been there my whole time at Hofstra. We have chronic leaking issues in the bathroom, is there plan to work on the pipes when there are bathroom reservations?
1. Novia Ramsay: That is why they have to do it in parts. Otherwise we would have to take Nassau/Suffolk online and we don’t have anywhere to put over 600 students. We are starting with the bathrooms and pipes.
v. Chair Iacobovici: On the RA application process, regarding both mid-year hires and mid-semester hires, is there training that goes into those hired after winter/summer training? In RA training, we are instilled in the fact that this job is a privilege and it is not guaranteed to renew next year. Is it genuinely serious or a scare tactic?
1. Novia Ramsay: We had 2 people that did not return this Spring, because I am serious about people doing their work. They fell below the GPA requirements for 2 semesters in a row. You are here for academics and we would be doing you a disservice if we keep you on staff. RAs could benefit from some online modules
2. RD Simmi: It is on the RD to train that new hire. We have winter training. RD is supposed to assign a buddy to an RA who is usually a returner RA.
vi. Senator Smook: For Alliance, you can only pick up packages from 6-9pm. Could the hours be expanded and why are these the hours? Since you mentioned there are going to be singles, how would we be able to fit as many people on campus as we currently have?
1. Novia Ramsay: We have been carrying vacancies that’s why enterprise hall has been taken offline. We are about to launch a few floors for faculty and staff. We will absolutely have room for everyone we have on campus for fall 2026. Staff are only on duty from 6-9 pm. We recognize our student workers are also students and need to focus on academics. RA’s are planning programs and doing things at other hours. We do recognize that this is an issue and we are in talks with a company for lockers, where students would get notifications and codes. The hope is with these lockers is that we would get rid of that system, and instead you punch in your student ID number.
vii. Senator Pierre: What buildings are going to be ready this summer? There is some mold in the communal bathrooms and the shower curtains do not look as if they are washed regularly. You cannot clean mold with bleach, so it can be difficult.
1. Novia Ramsay: It is absolutely the custodians responsibility for them to replace the curtains if need be. You should reach out to your RD. I will be calling Roger tomorrow to get a better sense of their schedule and have his staff look around. This summer we will be finished with Bill of Rights. Enterprise is going to be renovated next summer so we can improve overnight @ hofstra. After this all high rises would have been renovated.
viii. Senator Chacon: As a mid-year hire RA and having to miss the first day of training, doing the next 3 days of training was a lot at once. I have a great RD and coach and they all help me. I know we tried talking about having water fountains on every floor in the towers, any update on those?
1. Novia Ramsay: I can certainly ask if there is an update, but I don't have anything on that right now. I think the online modules will be helpful. Training is intense. Come visit me.
2. RD Simmi: We also have an RA group site that you can use.
ix. VP Young: Favorite residence hall?
1. Novia Ramsay: Graduate Residence Hall.
x. Senator Smook: As someone who lives on campus, I can smell things in alliance and I have talked to my RA about it. On the south side of campus, residents cannot park there and I think they should be able to.
1. Novia Ramsay: While someone on campus could pick up a parking spot. I get the logic behind it. I know that Jerry and her team will have a more robust system in place, timing buses is necessary. You should go to your RAs or RDs if you see drugs or smell anything that is not supposed to be on campus. It will then be discarded.
Everyone here is an adult and young adults tend to live their best life, we have to help them understand they can live their best life while being respectful.
xi. Senator Pierre: I applied to be an RSR and many have not heard back on whether they were accepted or not. Is the position still available and how long will it take to hear back?
1. Novia Ramsay: Right now we are fully staffed for the spring semester so we would only reach out if someone leaves. The person in charge is on leave, so I will find out tomorrow where the list of prospective staff is so I can let you know.
d. 5 minute recess
e. Quorum set to 24
f. S.A.2026.90.26
i. Presented by Chair Dzaveluri
ii. Chair Dzaveluri: This senatorial action will serve as a guide for future academic affairs chairs. The bulletin board is something we have not done. We are doing newsletters and all the events. It specifies events, advocacy, departmental outreach and academic resources. Instead of frequently meeting I said once per week at first and people thought that was vague. If a chair is working with various departments and meets with one per week, I think that is the minimum chairs should be doing.
1. Chair Dzaveluri moves to propose action to subsection A number 1: “The academic affairs committee chair shall meet with representatives from academic departments, schools, or relevant administrative offices once per operational week during the academic semester.”
a. Motion seconded
b. Motion passed
iii. Chair Iacobovici moves to pass SA.2026.90.26

g. Mid-Semester Report
i. Presented by Comptroller Skeldon
1. Comptroller Skeldon: Our total budget is $359,800 based on the students activity fee. Rollover was $188,894. This is broken up into internal, external and contingency. Externally we allocate to gold, blue, pride and club sports. Percentage spent was 44.32% for gold, 16.39% for blue, and 5.73% for pride. Internal allocations are divided into the committees, and leadership and miscellaneous expenses. A lot of the expenses haven't been recorded because Sev
doesn’t submit paperwork until the end of the semester usually. Most of the internal budget has already been spent. We have about $228,000 left externally. $421,000 would be rolled over if clubs would stop spending but they won’t until May. The final paperwork deadline is May 6th. We remain in a strong financial standing.
