Mr. Armentano is well-versed in all aspects of land use, SEQRA and environmental rules and regulations, including Brownfields and Green Buildings regulations. He has represented clients before various municipal boards, the Pine Barrens Commission and New York State Department of Environmental Conservation. Mr. Armentano serves as environmental counsel to the Peconic River Sportsman's Club, is counsel to the Captain James Corrigan Memorial Foundation, and is counsel to the Village of Hewlett Neck Board of Zoning Appeals. He is on the advisory board for Touro Law School's Institute on Land Use & Sustainable Development Law and is a member of the Touro Law Center Alumni Council. Kevin J. Crean Biographical Sketch

Kevin Crean is the Deputy Director of the Nassau County Office of Housing & Community Development (OHCD), a position he has held since late 2002. The Nassau County OHCD is administrator of the U.S. Department of Housing and Urban Development (HUD)'s Consolidated Programs which include the Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), and the Emergency Solutions Grants (ESG) Programs.

At OHCD Kevin works with the thirty-two municipal members of the urban county consortium and numerous non-profit service providers and housing developers to address the many community development and housing needs in the County.

Prior to obtaining his cunent position Kevin worked for almost fifteen years with the U.S. Department of Housing and Urban Development's Office of Community Planning and Development in the New York Field Office. There he first held the position of Community Planning and Development Representative and later was a Program Manager. He is a HUD-Certified HOME Program Specialist.

Kevin holds both a B.A. and an M.A. in Government and Politics from St. John's University in Jamaica, Queens, NY. He is a life-long resident of Nassau County.

Martha Krisel is the Immediate Past President of the Nassau County Bar Association (NCBA). She is employed as a Deputy County Attorney for the Office of the Nassau County Attorney. Martha coordinates the Nassau County Legislature's calendars for the County Attorney and serves as the FOIL Officer for the County Executive and the Sheriff. She also co-chairs the Nassau County Executive's Task Force on Family Violence.

As a member of the NCBA, she has chaired the Municipal and Environmental Law Committees and has also served as editor of the Nassau Lawyer. Sarah Oral, P.E., LEED AP BD+C

Sarah has over fourteen years of experience in traffic and transportation engineering, and sustainability planning, design and analysis . She has been responsible for computer aided traffic flow modeling, the preparation and review of traffic impact studies, parking studies, traffic calming studies and signal warrant studies including data collection and engineering analysis. Ms. Oral has designed parking layouts and various roadway improvements incorporating road diets, Complete Streets design elements, Smart Growth concept integration, bicycle and pedestrian facilities, and maintenance and protection of traffic plans.

She has performed access management and design, as well as Transit Oriented Development (TOD) design and analysis.

Sarah has expanded her planning expertise in the fields of climate change mitigation and adaptation.

She is currently serving as Long Island coordinator for the Clean Energy Communities program for the New York State Energy Research and Development Authority (NYSERDA), in which she assists local governments in completing high-impact actions items that reduce energy reliance, save money, foster a vibrant economy and improve the environment. Under Climate Smart Communities (a previous NYSERDA program), Sarah helped municipalities across Long Island create Climate Action Plans that provide a roadmap for future climate change mitigation measures. Ms. Oral also organized the creation of the Long Island CRS Users Group to help support and educate communities about FEMA's National Flood Insurance Program Community Rating System, which meets quarterly.

Sarah graduated from Tulane University with a Bachelors of Science degree in Civil Engineering and completed Accident Construction Training at the Traffic Institute of Northwestern University. She has served as a Village Trustee in the Village of Roslyn since 2013, and was previously a member of the Village of Roslyn Planning Board {2012-2013), and the Roslyn Gardens Board of Directors {2010-2013).

Gwen O'Shea President & CEO Gwen O'Shea is the President and CEO of CDCLI. She joined the organization in March 2017 after seNing on its Board of Directors since 2013. She oversees the organization's annual budget of $85 million, assets of $30 million , and a workforce of more than 85 employees. She is instrumental to its growth and expansion, and advocates for policies and programs that advance the corporation's mission and vision.

Prior to her appointment at CDCLI, Ms. O'Shea seNed as the President/CEO of the Health & Welfare Council of Long Island (HWCLI). She was appointed CEO in 2007, was the fifth executive in the organization's history, and its first female executive. In her role , Ms. O'Shea was responsible for the organization's four focus areas: regional planning , access to health care , nutritional security, and economic stability.

This included the development of collaborative planning among hundreds of health and human service providers and spearheading the organization's research and advocacy on public policy and legislative issues as they pertain to Long Island's at-risk populations.

This collaborative planning was most critical under the economic stability component. HWCLI facilitates the Long Island Voluntary Organizations Active in Disaster (LIVOAD) which has actively prepared , planned for, and responded to disasters since 9/11 . Through the LIVOAD, HWCLI established the Long Island Long Term Recovery Group, a collaboration of over 150 non-profit voluntary agencies committed to helping those most vulnerable as they navigate the complex and daunting

recovery process. Collectively, over $10 million in private funds were raised to assist those most vulnerable with their recovery.

Ms. O'Shea has served as an adjunct professor at LIU Post in the Health Care and Public Administration and Social Work graduate departments. She is an Advisory Board Member of the Energeia Partnership at Molloy College and a Board Member of the Long Island Federally Qualified Health Clinics.

Ms. O'Shea is a graduate of the Energeia Partnership at Molloy College, as well as a graduate of the Columbia Institute for Nonprofit Management programs. She received her MS from The New School's Robert J. Milano Graduate School for Nonprofit Management and Urban Policy, and a BS in Cultural Anthropology from the University of Massachusetts at Amherst.

Biography Professor Ostrow teaches courses in Property, State and Local Government Law, Land Use and Federalism. Her research focuses on federalism , with an emphasis on the interaction between federal laws and local land use policies. She has received a number of awards and honors for her scholarship.

Process Preemption in Federal Siting Regimes, 48 Harv. J. Legis. 289 (20 I I) was selected as the 2011 Winner of the American Association of Law School ' s Scholarly Paper Competition and was published as one of the 5 best a11icles in land use in the Land Use and Environmental Law Review.

Land Law Federalism, 61 Emory L.J. (2012) was selected for the 2012 Harvard/Stanford/Yale Junior Faculty forum , hosted by Harvard Law School.

Before joining the Hofstra faculty in January, 2007, Professor Ostrow worked as a real estate associate in Davis Polk & Wardwell's corporate depa11ment. Her practice included the representation of real estate investment funds , lenders, borrowers, landlords and tenants in sophisticated commercial real estate transactions. Professor Ostrow received her JD from Columbia Law School in 2003.

While at Columbia, Professor Ostrow was a James Kent Scholar and a Harlan Fiske Stone Scholar.

She served as a Notes Editor on the Columbia Law Review and published her Note, entitled Dual Resident Voting: Traditional Disenfranchisement and Prospects for Change, in the Columbia Law Review. In 1999, Professor Ostrow graduated, summa cum laude, from the University of Pennsylvania with a BA in political science and religion.

Partner Michael H. Sahn is the Managing Partner of the firm. He concentrates his practice in the areas of zoning and land use planning, real estate law and transactions, corporate, municipal and environmental law. He also represents the firm's clients in all facets of civil litigation.

Mr. Sahn is a Member of the Board of Overseers of No1thwell Health System, Inc. and a Member of the Community Board of Southside Hospital in Bay Shore, New York. He also serves as Chairman of the Board of Zoning Appeals of the Incorporated Village of Flower Hill. He is a Member of the Nassau County Bar Association and previously served as the co-chair of the Real Property Law Committee and as Chairman of the Administrative Agencies Committee of the Nassau County Bar Association from 1983 to 1985. Mr. Sahn is also a member of the Paralegal Studies Program Advisory Committee at Hofstra University's School of Continuing Education, where his focus is on ensuring the continued high quality of the program. Mr. Sahn began his legal career as a Deputy Town Attorney of the Town of North Hempstead, Nassau County, New York, in 1977. Atthe Town of North Hempstead, Mr. Sahn served as Counsel to the Board of Zoning and Appeals from 1978 through 1979, and as Senior Deputy Town Attorney in 1979. He then served as Commissioner of Planning and Research Development for the Town of North Hempstead from 1979 to 1981. In 1981, he joined the law firm of Margiotta & Ricigliano in Uniondale, New York, where he served as a partner of the firm. Additionally, from 1984 through 1997, Mr. Sahn served as Associate Counsel to New York State Senator Michael J. Tully, Jr. representing the Seventh Senate District in the New York State Senate. From 1997 to 1998, he served as Associate Counsel to New York State Senator Michael Balboni, also representing the Seventh Senate District in the New York State Senate.

Biography

Joseph T. Sanseverino

• Since 2010 Mr. Sanseverino has been an Assistant Vice President with the Long Island Housing Partnership a non-profit developer of affordable housing on Long Island. He is responsible for affordable housing developments, down payment assistance programs, home improvement programs, federal, state and local grants development and implementation, the Rebuild Long Island Super Storm Sandy Community Development Disaster Recovery Program and technical assistance to local municipalities.

• Prior to joining the Housing Partnership Mr. Sanseverino spent 30 years as the Community Development Director for Suffolk County, New York. At Suffolk County Mr. Sanseverino was responsible for the County's $4.2 million Community Development Block Grant Program, coordinating and monitoring the activities of 17 municipalities and various non-profit agencies in the development and implementation of neighborhood redevelopment projects, affordable and homeless housing developments and a variety of public services projects. He also administered the County's $2.2 million HOME Investment Partnership Program for the development of affordable and workforce housing. While at Suffolk County Mr. Sanseverino created and implemented the Suffolk County Down Payment Assistance Program and the Long Island Employer Assisted Housing Program, which uses federal, state and private funds to assist employees of local businesses purchase a home. He also co-authored the local law establishing the Suffolk County Housing Opportunities Program, which provides County funds for land acquisition and County surplus property for the development of affordable and workforce housing.

• Mr. Sanseverino began his career in community development with the City of Chula Vista California Redevelopment Agency responsible for the administration and implementation of the city's Community Development Block Grant Program and assisted with the implementation of the city's three redevelopment projects involving downtown revitalization, bay front redevelopment and retail mall development.

Mr. Sanseverino has a Masters of Public Administration from San Diego State University, a Bachelor's Degree in Finance from Bernard M. Baruch College in New York and a Fannie Mae Foundation Fellowship from Harvard University.

He is also a Past President of the National Association of Counties for Community and Economic Development, the New York State Association of Renewal and Housing Officials, the Long Island Community Development Directors Association and the Rocky Point School Board.

Judy Lynn Simoncic, Esq. Judy Lynn Simoncic (Hofstra University School of Law, 1992) started her legal career working in the Oyster Bay Town Attorney's office before joining the firm in 1992. She became the first woman named Partner by the Firm in 2003.

Ms. Simoncic concentrates her practice in the areas of zoning, land use, environmental, municipal, and real estate law. She represents national franchises, Fortune 500 companies, national corporations, large real estate development companies as well as individual real estate developers in the development of both residential and commercial properties throughout Nassau and Suffolk Counties.

She regularly appears on behalf of her clients before municipal boards on a diversity of zoning applications such as variances, special use permits, change of zones, site plan approval, and major and minor subdivisions. She has secured zoning approvals for Senior Housing Projects, Retail and Office Complexes, Multiple Dwelling Projects, Planned Unit Developments, Assisted Living Facilities, Equestrian facilities, Public Storage Facilities, Fitness Clubs, Public Utility Facilities, Restaurant Franchises, among others.

Her skills in land use and zoning matters have impacted a number of pivotal projects on Long Island, including the subdivision of the former Northrop Grumman Corporation campus involving 700 acres of land in Bethpage, the subdivision and redevelopment of approximately 65 acres of The Long Island Home/South Oaks Hospital Campus property in Massapequa, the subdivision of 108 acres of land known as the former Winthrop Estate in the Village of Old Westbury and the subdivision and preservation of the Smither's Estate in Mill Neck. Wesley is a planner in the Town of North Hempstead Dept. of Planning and Environmental Protection where his responsibilities include commercial and multi-family site plan review, modifications to the Town's Zoning Code and Zoning Map, and park master planning. Prior to this he worked for the Nassau County Planning Department's Land Use and Comprehensive Planning Division where he worked on both development review and long range plans. Wesley holds a master's degree in Urban Planning from The University of Kansas and bachelor's degree in Geography from The University of Tennessee.
