APPROPRIATIONS COMMITTEE B. COMMITTEE GUIDELINES 3. Allocation Policies j. Budget Appeals: In the event that a club or organization finds the allocated funds to be unsatisfactory unfair, they may file an appeal to be presented to the Senate. i. Weekly Meetings: If a club or organization wishes to appeal an allocation from a weekly meeting, the club must email the Appropriations Chair within 24 hours after the start of the Appropriations meeting stating their reason for appeal. The Appropriations Chair must notify the Vice President that a club wishes to appeal twelve (12) hours prior to the Senate meeting. The club may present their appeal at Senate during the presentation of the weekly Appropriations report. ii. Budget Weekend: If a club or organization wishes to appeal an allocation from budget weekend, the club must email the Appropriations within the time allotted time specified at the discretion of the Chair requesting a time for the meeting. The Appropriations Chair shall email the Vice President the list of clubs that are scheduled to appeal twelve (12) hours before the Senate meeting. iii. Clubs or organization shall not bring additional information to Budget Appeals.

CLUB RELATIONS COMMITTEE A. OFFICE SPACE PROCEDURES: 4. Club Hours for Office Spaces: a. The organizations occupying an office space shall have their Executive Board members serve eight (8)two (2) open office hours per operational week in totality. i. An office hour is defined as a minimum of thirty (30) consecutive minutes where an Executive Board member is available in their office. b. Office hours shall be submitted to the Club Relations Chair by 11:59 PM on Sunday for the upcoming week 6:30pm on Mondays. c. If an organization fails to use its office, the organization shall first receive a written warning. If the behavior persists, the Club Relations Committee shall take corrective measures.

Meeting called to order by VP Dimes at 6:36 pm b. Quorum is set at 28 B. Special Business a. Facilities (Vice President Barkwill & Dom Lavin) i. Renovations of CV Starr, the new Business Building and Gallon Wing ii. Dining changes shall be coming, reaction is very positive iii. Student Center was renovated, Dom Lavin was in charge of that iv. School of Comm has been renovated v. Townhouses were completed this summer, this has been a 6 year project vi. Upcoming projects: Renovating the center of the student center food court, addition of more items, Moving the Career Center to Weller Hall as well as INTO Program vii. Eight proposals for nursing building, will be narrowed down and voted on viii. Nursing and PT Program will be housed in Hagedorn ix. Wireless has been enhanced, Charging stations next to benches x. Bird Sanctuary was built 20 years ago, the boardwalk there would flood every time heavy rain would occur xi. Boardwalk has been rebuilt to avoid this, Accessibility has been increased for this, in the next 10 days, the rails should be there b. Senator Stark and Chair Alameda i. Renovations to the library ii. A bigger survey on just the library is being created, regarding several factors which may need renovation, the team hopes to eventually get it to the President’s desk iii. Senator Stark and Chair Alameda’s Team is working with the Library Subcommittee of USenate and they’d like to devote a week to administering the survey iv. Wifi and Study Rooms on the upper floors, concerns are expressed about the lack of study spaces on the basement and main floors, lighting also needs renovating v. VP Barkwill has been involved in renovations several times, believes that a master plan approach should be utilized to renovate this.

First, Second and Third floors have been consolidated previously No bathrooms on the third floor and the elevators are only in one location Know what students might like but what are the opinions of the library staff Putting in cubicles might help on some floors but must also have space to store the books Make a master plan together and possibly do one step at a time, focus on one floor or renovate just the study rooms xi. Wifi does not work as well on floors like the eighth one because it was intended for books and not a study space xii. Senator Stark says it is very exciting to work with them xiii. VP Barkwill mentions that we have to look 10 years ahead to what we want in the future and is ready to start this process and work with the students xiv. Library falls under the Provost Office, it would be integral to go through them to address issues Questions i. Senator Fletcher 1. Does your office do temperature in dorms, it has been extremely hot at night, things are falling off the walls due to humidity, sickness is going around, and feels very unsafe? This is a concern that comes up every year, and we feel has not been addressed? a. VP Barkwill says the system and power are different, we can provide air conditioning, or heated water, but not both. Townhouses have regulated heating, which means that you can control the temperature, but towers cannot control that 2. Senator Fletcher asks what the criteria are for switching from hot air to cold air? a. VP Barwill says it is up to his department and Res Life based on how they feel the weather is and what the forecast temperature is ii. Senator Stark 1. An SGA committee existed for facilities and renovations, would a committee like that help your department? a. VP Barkwill believes that having students there will help, always want students, especially for facilities such as the student center. If you think a committee would work best then that would be great iii. Senator Khalaf 1. Would there be a way to put more outlets in academic buildings such as Barnard? a. VP Barkwill says older buildings present a problem, any new designs we do, weâ€™re always looking at outlets and power, however buildings built earlier cannot be completely reoutfitted, might add outlets to rooms but depends on the use of that room which is what has already been done in other areas iv. Senator Rose 1. Weâ€™ve mentioned accessibility a couple of times, do we have any plans for increasing it outside of the bird sanctuary a. VP Barkwill says that one of the most important things we do is provide ADA for almost every building, Hauser Hall will be getting an elevator, ramp had been added to the student center, Towers present a difficulty, towers are very narrow, however, Stuyvesant and newer buildings have been retrofitted, townhouses are much better, however

students in wheelchairs cannot get to the 2nd floors due to the lack of elevators. All large scale projects done are made with ADA services 2. Senator Rose has been working with Bill Caniano for several initiatives regarding accessibility, would like to work with Facilities a. VP Barkwill says that if anyone is having trouble with facilities and they are able to change them then the university will make that change v. Senator McCluskey 1. I was just curious to see if anyone was considering switching to just a traditional key rather than just the ID card a. Extremely expensive to do that and once a system is changed everything must be changed to that system, it’s an IT issues because the physical key would be easy to change but not the technical aspect, cost would be in the millions, has been talked about but price is main issue vi. Senator DeBiso 1. Vents are not working and mold has started to grow in the Netherlands and was wondering if there is something else that can be done other than work orders a. VP Barkwill says that last year was the worst year that every university experienced for mold, some of the corrective actions we made have been extremely useful, however if the vents are not working, then we will need to look into it, will immediately fix any lack of ventilation, Dom Levin will look into that vii. Senator Ortiz 1. Many students as well as staff have expressed concerns about Gittleson and it seems it is being left out of the renovations, are there any plans for that building a. VP Barwill responds that we did renovate Gittleson 6 or 7 years ago, and we got a grant for it. Gittleson is an older building, the physical layout is what it is, but the furniture, fume hoods, the equipment and the greenhouse are all comparatively new. Everyone sees the new buildings, and everyone wants a completely new building, but Gittleson was renovated in the 2012-2014 time period. It may not have been to the degree the faculty would have liked, but it was done. Decided that the new business school needed to be visible and other buildings need to be the same but the problem is the amount of space on the south side of campus. Plans to renovate split South Campus into “East” and “West” portions, depending on which side of California Avenue they sit on, most plans for new renovations are now on the “East” side. Original design is based off a Spirit Rock, which are painted rocks to support organizations and teams on campus 2. Purpose of Pride Blocks is to increase school spirit and advertise for clubs and organizations, SGA will be in charge so it will connect us with clubs that reach out

Hofstra’s version of Spirit Rocks would be a cube structure, a block would be much more portable than a massive rock, 4 sides available for painting, rock would cost too much 4. Previous idea for the 4 block goal, for clubs and organization’s advertisements, general school spirit, athletics messages, and tribute to seniors 5. Plans to start with just one at first and see how it would work out 6. Location- originally wanted on the south side of campus, specifically in front of Bits and Bites, very difficult to get things an academic side so best spot on north side would be in front of Hof USA, Pride Park right outside the Student Center where the new Gazebo is has a physical spot reserved for the pride block 7. Application process for clubs, approved through Spirit and OSLE, any changes have to be overviewed, the goal was to have a link in GetInvolvedHU to sign up, programming deputy would review it and design would be approved through OSLE and there would be reservation made for it, painting would take place on the weekends and clubs and organizations would be asked what time during the day they would want to paint, would be up for one week, during interim period there wouldn’t be anything up there, no profane language 8. Met with Dom Lavin, Joseph Fitzpatrick and Denise to pitch in 2019 and they all loved the idea, a lot of turnover and took a lot of time to be approved but was finally completely approved in all departments necessary 9. Gaby came in and Joseph left, proposal was approved by OSLE in April 2019 10. Will be built by the Plant Department itself, an estimated cost will be $2, 400 at most, but it might be considerable less, in contact with George Mason on how they did their cubes and they gave blueprints and plans on how they executed it 11. Alpha Theta Beta, Professional Fraternity Council, South Asian Students Association, The Hofstra Chronicle, Hofstra Ballroom & Latin Dance, Women’s Ultimate Frisbee, Biology Club and Hofstra Powerlifting all indicated that they would be likely to use it 12. Asked all organization if they would use would the block? Yes or no, almost everyone responded yes and why they would use it or wouldn’t use it, powerlifting has many off-campus events so they would likely not use it, would like to do more polling but seems to have a good sense of if people would use it Questions 1. Senator Fletcher a. Who would be paying for the block? i. Associate Tommasso says that it would come out of the Spirit budget, paint could be provided at first but eventually would advise clubs to go through appropriations for their own paint and supplies 2. Chair Osner a. Could it be used in the winter? i. Associate Tomasso believes that it can still be used in the winter 3. Chair Alameda a. Have you written any potential legislation to write this into the Spirit Committee’s duties?

It is in the policy series that it’s Spirit’s job to take care of this, programming deputy in charge of it and Spirit is just approving design and planning the time slots for painting

Senator Surajbali a. How are you going to decide who gets to put their stuff up? i. It will be on a rolling basis or first come first serve, application should include multiple weeks of availability so that it can be planned ahead 5. Senator Ortiz a. Will this be available only for SGA recognized clubs, or for anyone? i. Chair Firooz says that will be up to Senate to decide but it’s better to open it to the entire student body to get more involvement and we already work closely with athletics which do not get SGA recognition 6. Senator McCluskey a. What’s the difference between this and HofCast? i. Chair Firooz says people don’t pay attention to HofCast, but this would be much more noticable, is an art piece and if there isn’t a lot of foot traffic it is changed from week to week 7. Senator McDonough a. In the Policy Series, it says that clubs will be responsible for any damage and defacement of the property, is that true? i. Associate Tomasso states that Denise wanted that statement there, SGA is responsible to cover profanity as soon as possible but any other damage is the clubs responsibility, OSLE specifically had wording that is required to start this b. Is it for sure you want it to go over there? i. Associate Tomasso says no, it could go there, or in front of HofUSA. Chair Firooz believes it might be best to do it in front of bits, and that it might be more feasible to do that now. 8. Comptroller Bathija a. What would the budget would be like and any other fees for things like matinence? i. Associate Tomasso and Chair Firooz do not see there being a large cost associated with the pride blocks b. Most structures do require insurance, would SGA provide insurance? i. Associate Tomasso believes either Dom Levin has included it in the cost or there is none. Likes the spirit of this, however she does not see the use of this in the winter months, outdoor paint is super expensive Senator Fletcher a. An umbrella could be placed over it, but this isn’t really feasible Chair Alameda a. Advocating for students, would like more student support for it directly Senator Hotaling a. When the resolution was brought, it was up in the air who could do it, and this allows us to interact with them more, and show them that we support them. There is a lack of school spirit on campus, and this would help promote the school Senator Cady a. Would be cool to put our name on something this year Comptroller Bathija a. It is too much financial responsibility , need more financial data, yearly basis, how much would we be spending on supplies as well as insurance for this project, $2, 400 is just too much money to spend without knowing what the exact breakdown of that is, too much responsibility for SGA in general, difficult enough to get people to table so painting on the weekends would be even harder Vote a. Looking for an answer from the university about these issues 2. Dining a. The University has to cover for packaging and inflation, however it is far too expensive b. Research the average cost of a meal and compare with meal plan calendar and see what is feasible and realistic c. Violation of SGAâ€™s powers by changing the hours without regard to student needs or notification to SGA, would like to write a resolution demanding that the time goes back to 10 pm 3. Housing a. Room and board is extremely overpriced b. A breakdown of the different housing styles and cost of amenities is not provided

A single in the towers cost $16,000 per year A/C units have been written off as just a problem with the buildings being old but if the issues pursue the rooms should be redone especially since it could be a hazard e. Regulations are extremely unreasonable, Reslife and the Fire Marshall need to come to a compromise regarding things such as Humidifiers, which cause no harm and yet are banned 4. ID Violations a. If a student is able to produce a valid form of ID then it should not be difficult for the RSR to recognize that it is the correct resolution, will talk to Public Safety, Res Life, and Resident Safety 5. Online Reporting System a. Last year, the Jefferson’s Gotta Go (JGG) campaign demanded the university create a reporting system, this was supposed to come to the students in June, and yet it has not gone through yet. We’d like an update on the development of this. 6. Registration a. Its unacceptable that it took some students an hour and a half to register for their classes, and the university needs to be held accountable 7. Club Office Hours a. Per SGA policy, the Club Relations committee is responsible to ensure that clubs complete their 8 office hours each week, this should be changed to maybe 1-3 hours per club or sharing them 8. Appeals Process for budgets a. Appeals are for clubs who did not get funding can meet with SGA and get more funding but clubs cannot bring new information to the appeals process but that just seems like a secondary review, change it so that clubs can bring new information or change name to Budget Review Review because that’s what it is at this point Questions 1. Chair Firooz a. Brought the resolution for the Online Reporting System i. VP Dimes says the hold up is that IT is trying to figure out how to have receipts online while still protecting privacy, still trying to work on it ii. President Harley says they have a meeting with President Rabinuitz soon and can mention this 2. Chair Alameda a. Do the decisions about what is allowed in residential rooms and the rules come from a higher power than the university? i. Comptroller Bathija says that a lot of them are NYS Fire Law and Bill Solan b. If tapestries and other objects that are flammable but there are no heating factors like candles then they should be safe i. Senator Kh says there was a rule that allowed for kettles and such to be in the rooms but was contradicted 3. Senator Surajbali a. Why did everything else close?

Comptroller Bathija says that pricing for housing depends on how manys students live on campus 3. Chair Alameda says in the definition of the appeals you are not able to bring new information in the justice system but we are not the justice system and can change that if we would like 4. Senator Fletcher is not sure how he’s going to split these up, but due to high interest in this, he’ll try to organize something F. Executive Board Report a. President - K.Harley i. INTO Program has a writers workshop with HerStory, called Crossing Borders, on Saturday 10/26 at 9:00-3:00 in the Greenhouse, great way to get to know international peers and there was interest expressed by people to include international students more ii. Important to know when to bring things to SGA to get approved for things like formal surveys and polls, needs to be approved and looked over by everyone before it is sent out iii. Its flu season, wash your hands, cleaning services are being preventative in high traffic areas to help, if a student approaches you about it they do this every year and it is a good thing vi. If you ever want to FaceTime with Kaylor and I or face to face contact like getting coffee they would love to just reach out, always available for SGA and personal things as well. b. Vice President - K.Dimes i. Associates in SGA have an important purpose here so engage them in conversation and they are good people just like us, everyone has a place on this campus and they are just as important as anyone else ii. Student Affairs Committee (SAC) is run by David Harb, and is open and you can attend as a delegate. If you’re interested, meetings are Tuesdays at 3pm iii. On Tuesdays President Harley and VP Diems have a meeting with Gabby who is the Dean of Students and Houston as well as Rabinowitz so if anyone has anything they would like them to bring up they should let her and President Harley know iv. The President’s Task Force on Representation in Public Spaces which talks about social justice issues on campus and how to change them to make Hofstra better, haven’t met yet but will report any new information on what they do c. Take a half hour on Tuesdays to get an idea of how appropriations works so that everyone will be prepared for approving the budget, if you cannot just reach out, might be slower if people don’t know how it works so this will allow it to go quicker so everyone knows what motions to make iv. Pres & VP Updates A. Club Interactions 1. President Harley would like to make it clear to treat all clubs with respect and to talk about them in an appropriate manner. Be mindful of those who are in clubs that you are talking about. This will be addressed at senate because clubs pay attention to what we say and do. Clubs are upset about things that have been said about them but we can still talk about the clubs just be careful and mindful. B. SGA Energy 1. President Harley says we are now in the thick of everything right now in the semester and SGA should be a positive thing. SGA is a club and should not way down on anyone in a negative way. Donâ€™t stress out or get caught up in the negativity because this is our free time that we are using to benefit the school. 2. Comptroller Batija says it can be stressful for the E-Board too so if anyone needs to divide their work let it be known 3. VP Dimes says she put initiatives on the agenda and wants the presentations to focus on how to start initiatives and not about complaints. If the discussion turns where senate wants to do something regarding an initiative then it should be talked about at the table and posed as to how to move forward a) Comptroller Batija asks will there be a particular senator leading the discussion on Thursday? (1) There wonâ€™t be a presentation this week but at least for now we can add an initiative subheading to agenda so senators can update on different initiative progress and keeping everyone in the loop can help with having more people b) Does anyone feel like they need associates right now on their committee? (1) Chair Osner says she has two so she can take more

c) Mid Semester reports are coming on Halloween they should just be like your minutes and should be what you’ve done so far and your plans for the future. Don’t want them to go over 7 minutes and right now 4 or 5 admin will be attending. There will be food from 6-6:30 and hopefully, reports go to 7:15 at the latest. Just make sure to send her the reports like they do the minutes. 4. President Harley says she gathered the judicial panel for the first time and they elected the Chief Justice who is Ariana Farajollah. Ariana will be taken initiative and making sure the J-panel has things to do. 5. VP Dimes says the Cornell Craig (Chief Diversity and Inclusion Officer) meeting will be October 29th we have has 2 people respond. 6. President Harley says her and VP Dimes met with Houston and the student worker wages were brought up. He said two years ago there was a protest at the business school opening ceremony and the wage was raised but there is a fixed budget for student worker wage so increasing the wage then the number of jobs would be reduced. Gave contacts about pursuing it if anyone would like to. (1) Chair Alameda says Federal Work-Study should be addressed. b) The online reporting system was also addressed with Houston and he said they ran into problems with technology but it has been figured out and it should go live next month and will definitely be up before Town Hall. (1) VP Dimes said they talked about the reporting system at the board of trustees. Houston confirmed that Cornell Craig, Gaby St. Leger are all still trying to fine-tune the way that anonymous reports on the reporting system will work. c) Library renovations mentioned but there wasn’t any news. Comptroller Updates A. Comptroller Batija says the reallocation process has been going well and all advisors can know when there is reallocation and the form is available. Processed every two weeks on Tuesdays. 1. Thinking of having a deputy comptroller and talked to Denise about it and she says we don’t need a whole new position but can delegate duties.

Chair Cote a) Says he pushed the number of clubs seen each week to 6 instead of 5 because of the number of requests for funds b) Budget weekend was 30 hours in one weekend which wasnâ€™t fun so this year it will be two weekends so he will do 15 each week. 10-3:30 on Saturday and Sunday for both weekends. (1) Comptroller says thinking about legislation they want to bring to senate. B. Club Relations 1. Chair Alameda a)

says this week on Monday sat in the club storage space and not many clubs came so him and Denise have set up a meeting to decide what to do with everything. Probably will not discard what is left because there is a lot left and some stuff is valuable

b) Senators Stark, Ortiz, and Colon did fire safety checks and there was only one violation. c) Try to get back about the packet by Friday. d) More restructure talk and everyone was shared with the old proposal from last year with anything that was added to change. Will look at the comments tonight so if you want to add something do it tonight because it will be presented tomorrow. (1) Chair Osner asks what the rules about chairs in committee is? (a) They would operate like chairs now. C. Public Relations 1. Chair Firooz a) Pride Unleashed Week (1) There is an issue with the tailgate and bringing alcohol to a school event but it is organizations putting this on not Hofstra. But we will not be bringing alcohol. If there is no DJ someone will bring speakers. (2) Senators worked on trivia (3) Mike Neely will be coming tomorrow to senate and possibly the coaches as well (4) Excited for giveaways because they are cute!
