S.A.2019.84.008 A Resolution to Detail Student Government Association’s Responsibilities Pertaining to the Pride Blocks

Whereas, the Student Government Association, hereafter referred to as SGA, remains responsible for funding the construction of the Pride Block(s) and all necessary supplies, such as paint and brushes; Whereas, SGA remains responsible for funding any possible future demolition of the Pride Block(s) as deemed appropriate by both SGA and the Office of Student Leadership and Engagement (OSLE); Whereas, SGA Programming Deputy shall collect applications for use of the Pride Block(s) and maintain a calendar of clubs that have reserved and been granted access to paint the Block(s); Whereas, SGA Spirit Committee, as well as OSLE, shall be held responsible for approving designs that clubs submit when seeking access to use the Block(s); Whereas, SGA shall be held responsible to paint over profane language or images swiftly if the issue so arises; Let it be resolved, that the Student Government Association is fully accountable for the fiscal responsibilities, maintenance, and organization of the Pride Block(s). Agenda of the 84th Senate Hofstra University Student Government Association October 3, 2019 Student Center Greenhouse A. Quorum Call a. Meeting called to order at 6:36 PM b. Quorum set at 30 B. Special Business a. INTO Program i. Steve Richman introduces INTO Hofstra ii. INTO welcomes International Students to Hofstra by offering academic English courses and the Pathway Program as well as academic support iii. Brought in over 120 new students to Hofstra iv. Majority of the students in INTO are graduate students but the program is focusing on increasing the diversity of its applicants and of the student body as a whole v. Anne from International Student Affairs helps prepare the immigration paperwork over the summer, which allows them to transition into the semester vi. Knows that students might be more or less uncomfortable based on their proficiency in English. They arenâ€™t just international students, theyâ€™re Hofstra students. vii. Associate Vice President of Student Affairs, Jean Piden Christodolou speaks about international students living on campus and that there are approximately 60 students from the INTO program. Majority of INTO students live in Colonial Square, They are going to and welcome to any and all events on campus viii. The only difference between INTO students and the rest of the student body is their route of arrival at Hofstra ix. Administrators are thinking about what students need but students, like student government, know what students need x. The more diversity there is on campus, the better the program can be xi. Questions:

1. Chairman Alameda a. What are the motivations for bringing this program to Hofstra? i. Steve answers that the motivation was that Hofstra is a great place, but not enough support was being offered to international students in regards to improving their academic English language 2. Chairwoman Osner a. Is there any aspect of the program that is encouraging students in the program to become more involved on campus? i. On top of the resources Hofstra has in general, International students come in with more hurdles, therefore INTO contains more support specifically for them ii. Located in Axinn on the 2nd floor near the Honors College iii. Increasing the diversity of campus will allow INTO students to become more integrated into the university community iv. All students that come in through the INTO program pay the student activity fee v. Going to a country where no one speaks the same language as you can be scary so domestic students need to be taking 1 step towards helping them get involved as well 3. Senator Rose a. 60 students or so living on Campus, how many students are actually in the program? i. 123 Students as a result of the INTO program, ~20 undergraduate 4. Senator Ortiz-Jimenez a. Do these students apply to Hofstra or are they picked by INTO to come here? i. The students apply to Hofstra and then are picked for INTO 5. Senator Monono a. How does increasing the proficiency of international students in English work? i. Pathway Program assumes you have a level of proficiency already ii. Work with specifically trained professionals who work in a specially designed curriculum specifically for ESL (English as a Second Language) students 6. Senator Stark 4

a. Where do you see the program going in the next 5 years, 10 years, 20 years, etc.? i. We want to see Hofstra’s global footprint increase and to help the University community go overseas Senator McCluskey a. How are you going to expand the undergraduate student base? i. A lot of students are looking to be in New York to study and they do international recruitment by going to various countries ii. Reputation factor regarding admissions, as Hofstra is more known outside, that is going to help recruit other students Senator Fletcher a. Do current international students join the program or does it only apply to new students? i. When you come to the university you are admitted to the INTO program specifically, you cannot move into the INTO program Comptroller Bathija a. Where do the pathway classes take place? i. Language classes take place on the 2nd floor of the library President Harley a. How best can SGA support these students and help get them involved on Campus? i. Be welcoming, Encourage INTO students to join events, come to INTO hosted events ii. If you know there is an International Student in your class, talk to them and interact with them, this means a tremendous amount to International students iii. Students are getting accustomed to many new things at the same time, so having a friendly face can always help iv. Because of SGA’s leadership, there might be a way to formalize some of ‘this’, and have International students practice English in an informal way Senator Stark a. Do you think any of the students would like to come to Senate and share their experiences? i. Yes, Mr. Richman can connect SGA to some students to try to begin this procedure, some students are willing to get super involved, others just want to remain alone

Some Global Mentors are international students, they have a lot of knowledge about how INTO students would adjust to life here 12. Senator Connolly-Sisk a. Is there any kind of liaison set up for international students? A lot of the time High Schools put in buddy programs, and could Hofstra do that? i. Currently the Global Mentors in the Peer Alliance program take on this responsibility and there are only about 23 of them 13. Senator Cady a. How can organizations better help students wanting to get involved? i. Making sure that your orgs can start advertising around the INTO office and specifically to these students 1. Come post in the INTO office and make sure the students are aware that all of these things exist on campus and maybe they might offer up new club ideas as well ii. HerStory Program about writing personal stories and moments and presenting that to a group, iii. On October 26, they will come to Hofstra to do an event called Crossing Borders, and do a writing workshop iv. Main goal is community building 14. Senator Greco a. Have you ever thought about doing a reverse buddy program where INTO students buddy up with upper level language students? (i.e. pairing French students with Junior and Senior French majors) i. INTO is talking with Romance Languages to do something similar, but likes this idea better ii. October 16th, HUHC and INTO will work together 1. “Conversation Partners” a. ‘Match-make’ students that have similar language to converse with each other b. Newman Club Presentation i. Chairman Alameda introduces 1. Newman is a faith-based club that are appealing to SGA about issues they have had in the past and they will be explaining their issues. Senators should expect feedback, not go into debate or questioning about potential misinformation. On of the issues they have experienced are budget allocations in terms of retreats not being funded by SGA. ii. Newman Club 6

1. The Newman club is the Catholic Club on Campus 2. Their biggest event during the Fall semester is their annual retreat. Since the club is faith-based, their retreats are different from leadership conferences and other similar events. 3. Essential for the Freshman to go to the club, two members who went to the retreat converted to Catholicism, and one is now a member of the E-board 4. Confused because SGA wasn’t funding a retreat but SGA themselves went on a retreat. Since SGA doesn’t fund retreats, SGA redefined Newman Club’s leadership conference as a retreat and denied funding again. a. No formalized definition for Retreat or Leadership Conference is so what is the distinction? b. They’d like to see a SA introducing that Questions 1. Senator McCluskey a. What do you during the retreat? i. We choose a certain aspect of the Catholic faith to study. Each E-board member discusses the topic in breakout sessions. 2. Senator Hotaling a. How much did you usually get in the past? i. Full funding, this year was supposed to $3,400, it has been less than $3,000 in the past but it has inflated over the years 3. Chairperson Alameda a. How do you fundraise? i. We have one fundraiser per month or at least aim to 1. Tabling 2. Events with other faith-based clubs ii. As a club we cannot fundraise over $3000 each year sustainably 1. We added an E-board position to focus on fundraising efforts 4. Senator Greco a. How have you been able to fundraise this much in the past and how can you say you won't be able to do that again? i. Last year, we had a donor that donated a substantial sum of money to attend the retreat ii. We also fundraise for other events, $3,400 is a lot of money to raise for a conference 5. Senator Connolly-Sisk a. What is the current active membership of your club? 7

What other events do you host that you would need funding for> i. We have meetings every Monday night and have events at least twice a semester and on Sundays we have Mass with the community. We also have a large luncheon which is our largest fundraiser 9. Senator Khandelwal a. Have you asked SGA for any money besides the retreat? i. We asked for money for the luncheon 1. Because there were a few alumni at the event, we did not get funding 10. Senator Fletcher a. Whatâ€™s the best way you expect SGA to be able to help you? i. We can definitely raise at least part of the funds for the retreat but for ii. Potentially change the policy 11. Senator Conolly-Sisk a. Do clubs charge dues and what are the guidelines for that? i. Most, although they all let us know if they cannot attend 3. Senator McDonough a. For your fashion shows, are you planning to charge an admission fee? i. No 4. Senator Monono 5. Senator Fletcher Senator Stark moves to recognize De Moda 1. Motion seconded a. By a vote of 29-0-1, that motion passes i. De Moda is now an SGA-Recognized Club 9

Senator McDonough moves to have an unmoderated caucus for 10 minutes about the Newman Club’s presentation and SGA’s policies 1. Motion seconded 2. Motion passes a. Unmoderated caucus i. Senator McDonough 1. Of the opinion that there isn’t a difference between conferences and retreats and that we should rewrite policy to reflect that. Policy should state something along the lines of $100 for up to 15 members ii. Senator Khandelwal 1. A retreat is meant for a large number of people, we should instead define both in policy. We might want to impose a limit on how much we can fund for retreats, but not one on how many members can go iii. Senator Rose 1. Went to Catholic school and went to many religious retreats and believes that faith-based retreats are different from leadership conference iv. Chair Alameda 1. There isn’t a policy to define them so we can’t apply a definition to it. We should come up with a definition but that sets up a barrier for future efforts. We don’t define retreats so why don’t we fund retreats? v. Senator McDonough 1. There isn’t a difference between conferences and retreats vi. Senator Khandelwal 1. Retreats are meant to be for the entire club and we should instead enforce an overall monetary limit vii. Senator Fletcher 1. T-Dance is a 90 member club and SGA would never fund a retreat for the entire club viii. Senator Cady 1. Would we be funding a certain amount? 10

Chairperson Alameda 1. Does not believe that there should be a personal limit, instead we should define what a retreat and what a conference is x. Senator McCluskey 1. You can’t really set a per person limit xi. Comptroller Bathija 1. There isn’t a per person basis for retreats as compared to conferences and we should instead have a monetary limit xii. Senator McDonough 1. So should we have a hard cap? xiii. Comptroller Bathija 1. Yes xiv. Senator Connolly-Sisk 1. You don’t need a tiered system so it’s already at the Appropriations Committee’s discretion xv. Senator Cady 1. Why do we want to have a monetary value at all? xvi. Senator Fletcher 1. Clubs won’t search for the cheapest option but would rather go for however expensive a retreat they can go on regardless of the size of their membership 2. We should cap it per the club’s active membership xvii. Chair Alameda 1. We recognize the need of different sized clubs and setting up a bracket would make it more fair. Larger clubs might have an issue with this xviii. Senator Khandelwal moves to extend the unmoderated caucus 1. Motion seconded a. By a vote of 5-24-1, that motion does not pass C. ii. Motion passes E. New Business a. SGA Restructure Presentation i. Chairman Alameda, Chairwoman Firooz, Senator Stark, Senator Fletcher, Senator Colon, and Senator Ortiz present 1. Last year there were many talks to restructure SGA to better address the needs of the student body. Many issues with these conversations were held without input from everyone in SGA. 2. Thoughts about the Box Restructure Plan a. What do we want SGA to be? How does that form help us get to that goal? b. Constraints of the current structure i. Each committee works as its own club as each has its own budget and there isnâ€™t too much collaboration between them ii. Majority of Senate is ill informed as to what the committees are doing iii. Rules goes through the constitutions of the clubs we recognize and the rest of Senate only gets a glimpse of that conversation rather than all of the context iv. Appropriations goes through the budgets, and yet Senate does not have the same background regarding their decisions as Appropriations does v. None of this allows SGA to be the advocating body that we needs to be vi. Initiatives are not the priority of Senate c. What we would like to see going forward? i. SGA as a governing body that makes advocacy, representation, and change for students as the main priority ii. SGA should be able to hold administrators accountable rather than just meeting with them 1. Not enough feedback given to administrators regarding their negative reactions 2. For example, the Pride Pavilion project was not worth the funding that went into it even though there were many other issues on campus 3. Admin come in and use SGA as a checkpoint, but in reality SGA does not have any way of keeping admin accountable iii. Want senators to be a true leadership position but improve the position so it has more impact than within SGA 12

1. Stemmed from the Library Project, where there are only a few available areas to discuss this in the current Senate Structure 2. Senate may be too busy working just in committee Implement a new structure to SGA so as to ensure that make SGA more effective and efficient We’ve been too comfortable with the current system so please have an open mind about impacting change within SGA and outside of SGA

Restructure Plan 1. No more committees 2. 2 major councils instead a. Logistics Council i. Combination of Rules, Appropriations, and Club Relations ii. Once a week, could see up to 8 clubs a week, soft division of approximately 4 clubs for budget allocations and 4 for constitutional review, however any extra spots can go to the other use iii. Would also see legislation iv. Overseen by Vice President and Comptroller and chaired by a “VP of Logistics”. This person would be organizing the council meetings so as to not fill up the VP and Comptroller’s schedules. v. Clubs also would only have to interact with one group of people rather than 3 separate committees. There are a lot of clubs that interact with SGA so streamlining this would allow us to work with more clubs. vi. The goal is to make all of this secondary work of SGA rather than the primary function. This would allow senators to do more initiative related work b. Programming Council i. Combination of Spirit, PR and Student Services ii. Would plan all SGA Sponsored events and programs iii. Would handle all PR and would be overseen by the President and chaired by the “VP of Programming” iv. The reason for the split between the President, VP, and Comptroller would allow the E-board to be more integrated with the rest of SGA membership v. Very Specific language would ensure that programming is still a large part of SGA and would this language would depict how SGA would participate in these 13

Just because these things would be secondary, it’s not to say that they aren’t important but to ensure that everything SGA is doing goes to serve a purpose 3. Thursday Senate Meetings a. Council de-briefs led by the VPs b. Club Recognitions, Budget Approval, Legislation Approval i. This would allow at least half of Senate to half context to all major decisions that SGA makes c. Initiative work i. We would go through one initiative at one time, led by a “point senator”, example Senator Stark on the Library Initiative ii. As Senate, we would be doing brainstorming and resolutions would be coming from all of Senate rather than just passed by Senate iii. Full Senate support would thereby be granted to any resolution, and every senator would have a say in every initiative iv. Chairs always have the ability to speak at Senate and it might be a little intimidating for new senators to speak. This would allow each individual to grow and find their place in senate v. We would also dedicate time to brainstorm new ideas to address existing issues vi. Student groups would also be invited so that they can offer feedback and also offer their own ideas vii. Open time for administrators and student groups to have a conversation with us viii. Approval of minutes, Announcements, For Good of the Order, Snap Cup 4. Roberts’ Rules a. We would have the parliamentary procedure but we would exist outside of it b. Most debate would happen in Unmoderated and Moderated Caucus c. VP would still call on people and we wouldn’t need motions to do every single thing, We could move through the process more organically d. Takes away the learning curve that is necessary for new senators e. Robert’s Rules would still exist, if things in the meeting become deadlocked, the VP would be able to transition into parliamentary procedure

Roberts’ Rules makes a space to debate about having debate ii. A senator could introduce Robert’s Rules through a ⅓ or ⅔ vote 5. Current structure of SGA a. What is SGA and what is our purpose? i. Are we here to put on events and give clubs funding? ii. Or are we here to advocate for the student body? iii. What does it mean to be SGA? Questions 1. Senator O’Brien a. If this is approved, would this transition happen between semesters or between academic years? i. Transition would happen next semester at the earliest at Chairperson Alameda’s suggestion 2. Comptroller Bathija a. Saying you would like this to go into effect next semester, would current leadership stay in place? i. Since Cabinet is dissolved, this isn’t a personal vendetta against other members of Cabinet members ii. Since the chairs were elected for an academic year, those individuals would become the “Point Senators” for the topics their former committees took on 3. Senator DeBiso a. What would associates look like? i. Associates wouldn’t go away but figuring out how they would fit into the new structure needs to be a conversation 4. Senator McDonough a. Would minutes be taken? i. Because minutes are public, therefore we would still have to approve minutes ii. We should have content related suggestions when looking at minutes, not format iii. This would also require taking a look at the secretary role 5. Comptroller Bathija a. Where do you see J-Panel in this structure? i. That was not really thought about, which is somewhat indicative of our involvement with J-Panel ii. Chairperson Farooqui says he has ideas 6. Senator Rose

a. Since these councils are half of senate, how does timing work? Would each meeting would essentially be 2 6-hour meetings? i. Will discuss further in an unmoderated caucus ii. The Club Relations Committee has been using committee time to take up talks about restructuring 7. Senator Cady a. Can you discuss a little more on how the specific committees would report to the senate as a whole? i. Underlying point would be that half of senate would have been already part of the conversation, not every detail would have to be known b. Chairperson Alameda moves to hold a 20 minute unmoderated caucus about restructuring i. Motion seconded ii. Motion passed 1. Senator Rose thanks to the Club Relations Committee for putting in the time to work on all of this 2. Senator Cady appreciates the efforts made 3. Senator Alameda asks if anyone hates it a. A few senators express concerns 4. Senator Monono discusses how we would condense all of the time we took in each of our meetings 5. Senator Ortiz-Jimenez a. Clubs take long like Rules which makes sense but there are certain committees that take long without structure. Office hours too can be reformed to 6. Senator Conolly-Sisk a. A merger may not allow more dedicated focus on intricate issues for clubs. The senate may not be able to properly focus on that 7. Chairperson Alameda a. That isn’t really the case because we don’t know what happens in Appropriations meetings except for Appropriations. We should have as many informed people as possible. Would rather have 25 people know than 8. 8. Senator Fletcher a. If we combine these things, a lot more overlap could happen which is not currently possible b. Example, as an event is being planned, PR can concurrently discuss, would reduce the amount of time and the amount of “middle men” c. A lot of Rules related stuff should just be something the J-Panel should take on as Justices are elected positions and they should be doing the work they signed up to do

9. Senator Rose discusses that shes doesn’t know how we would be able to combine the Logistics Committee, because Rules and Appropriations regularly run into over 3 hours each 10. Chairperson Alameda doesn’t feel that Rules and Approps related work shouldn’t be SGA work. We don’t know what all of these clubs are doing and what their purposes are. It is irresponsible to take on these things. 11. Senator Rose doesn’t feel that contributing so many hours for each meeting 12. Chairperson Cote says that approps sees 5 clubs a week and that takes 2-3 hours. It will be like budget appeals 13. Chairperson Alameda is the club relations chair and yet didn’t know which clubs were recognized until two weeks ago. 14. We need clubs to come to us as a whole senate and hear from them. It is a big responsibility to handle all this money. We need to make sure what were doing is informed and responsible. 15. Comptroller Bathija believes that Club Relations can do that job specifically, and see all these clubs on their committee time. 16. Chairperson Alameda says that sort of training can be down by one council 17. Comptroller Bathija says that we are seeing many clubs that are misinformed or are ignorant of SGA policy and we should not have to change SGA structure to effect that 18. Chairperson Alameda says that we aren’t making effective change and many of the clubs and students we represent don’t see that 19. Senator Fletcher states that Club Relations has tried to do this already 20. Chair Alameda could not plan these because he could not have the rooms in the proper time structure. We all have ideas and we should restructure to focus on representing the students and making change. Student groups know that SGA isn’t the place to go for making change because we are not prioritizing this. Students want renovations but we are only contributing a tenth of the amount of effort to see those changes through 21. Senator Greco speaks about how SGA isn’t something that students are aware of 22. Senator Connolly-Sisk mentions how her campaign to run worked, and how she had people ask her questions. Senator Connolly-Sisk was surprised that many people asked very basic questions. 23. Comptroller Bathija says we should get back on track, how should we inform students? Have internal initiatives 24. Chairperson Alameda says that this might be too much work in two councils and that form follows function. We have a great purpose and it is very well defined. c. Senator Stark moves to have a moderated caucus about restructuring for 10 minutes i. Motion seconded 17

Motion passed 1. Senator Rose a. We aren’t saying that we shouldn’t be advocating for us to be able to make change. Agrees with the previous point that Comptroller Bathija made. A senator might be interested in constitutions and not appropriations. 2. Chairperson Alameda a. We are not here for us, we are here to represent students, therefore we cannot just focus only on one thing 3. Senator Khandelwal a. Committees allow senators to focus on individual tasks and initiatives. Radical restructuring wouldn’t be conducive to the purpose of SGA but minor restructuring, such as adding a committee focusing on initiative 4. Senator Battipaglia a. The way Senate operates now is kind of selfish and the things we do affect only us. A lot of the legislation we pass only affects the people in this room. This structure would better suit the student body and not 5. Senator McDonough a. It’s worse that people don’t know what we do and it’s because we do not advocate for students b. There would be fewer documents that we would have to know and would be easier to know what SGA does and fewer things new senators would have to learn c. Sits on Rules and Approps because he sees Approps as Rules but with money 6. Senator Stark a. We’re not here to be puppets of OSLE, but rather we’re here to make our changes, and make changes to campus b. People have real issues and we should be focusing on that 7. Comptroller Bathija a. We should focus on senators running initiatives, and hold senators accountable for their initiatives 8. Senator Cady a. We can all agree that there are some issues with this. Chair Alameda doesnâ€™t want it to be an option to not advocate for certain people and just focus on internal affairs so if you are on a committee it has specific topics where senators must advocate for them and initiatives are only one part of advocacy

VP Dimes says thinking about what was going on last year and mentions that the committees are always able to change because some topics might not always be an issue and that was how it was pitched last year

k) President Harley says this is a good way to be proactive with these issues and not reactive so on slow weeks you could get ahead of the game and many people in SGA right now are very passionate about certain topics but what are we doing to get on top of issues before they happen because typically SGA deals with problems after they are raised not preventing it l)

Chair Alameda says incorporates many other aspects of other proposals form last year as well

m) Comptroller Bathija says things are always changing and the next senate might not be able to change something next year and SGA should collect more data so it is not the senators picking what they would like to focus on n) President Harley says we can tie the new proposal together really well with the restructure from last year. (1) We can tie PR into surveying and having more polling more often it would benefit us. Potentially remove the surveying from Student Services.
