It is a great honor and humbling experience to have served you for 25 years as your City Commissioner. I arrived in Hobbs in 1971 to teach for Hobbs Schools and retired in 2001 with 30 years working for the Hobbs Schools. I was out for 5 years and was still involved in the city and schools. During this time I enjoyed visiting different departments in the City and talking to employees. I also visited many classrooms in the schools. If given a chance, I asked if I would be allowed to teach a lesson. Teaching is my first love.

This is my 13th year on the Hobbs School Board. In 2006, I went to work for the Brownfield Schools for 9 years. Presently, I am teaching at New Hope Alternative School. This is my fourth year

and I have now taught for a total of 43 years.

The reason for this small history lesson is to show I have been here since 1971.

When I came to Hobbs it was a small, quiet town. Not much going on, or traffic in the streets. I enjoyed the smallness of Hobbs. Then like Rip Van Winkle, who slept for 20 years, Hobbs exploded. Yes, there were ups and downs with the oil industry.

I recalled the “Bust” in 1999-2000. I had never experienced anything like that.

Then the leaders of Hobbs got together and took their concerns to our legislators in Santa Fe. Our legislators listened and our citizens were able to go back to work.

At the time all this was going on, we didn’t forget our young people. Thanks to the generosity of the J. F Maddox Foundation and the City of Hobbs, the Hobbs Teen Center was built.

Good things continue to happen in Hobbs. New hotels, new businesses, restaurants on Joe Harvey Blvd., but most importantly new homes were added. To top off all of this good news, the CORE (Center of Recreational Excellence) opened in June 2018. Again, my thanks to the citizens of Hobbs who have supported me for all of these years.

A message from the Mayor of the City of Hobbs Greetings!

The CORE continues to receive accolades on its design and economic impact to our area. Recently, Parks and Recreation Director, Doug McDaniel, Commissioner Chris Mills and I had the privilege of receiving the “Leading Edge Award” on behalf of the city from the World Waterpark Association. This is a very prestigious award that is part of a very competitive category that waterparks around the world are nominated for. Also, the New Mexico Hospitality Association had the CORE as a finalist in our state as one of the best new tourist locations in the state.

Although, we did not win, the nomination further shows that the CORE is having an impact on bringing new dollars into Hobbs and Lea County. The City Commission has funded Quality of Life initiatives knowing that these projects will bring visitors to our community who will stay in our hotels, eat in our restaurants and shop in our retail establishments.

Rockwind Community Links continues to shine as an example of the “Model Municipal” as it was called by the United States Golf Association. Recently, Rockwind was named as the Sun County Amateur Golf Association’s Club of the Year. In May, the New Mexico High School Activities Association’s Class A, AA, and AAA State Golf Tournament will be played at Rockwind bringing hundreds of visitors to Hobbs for this event.

You’ve probably noticed that on various weekends throughout the year, our restaurants, hotels and retailers are packed with youth baseball, girl’s fastpitch, and adult slowpitch softball teams participating in various USSSA tournaments. These visitors have a large economic development impact on our community.

Most recently, Hobbs High School hosted the Tori’s Invite Dive and Swim Meets at the CORE. The swim meet brought participants, coaches and spectators from seven out of town teams to the CORE (see picture below) and many of these guests spent some of their discretionary income while in Hobbs.

I hope that you will get out and watch some of these events in the future and welcome our visitors from out of town to Hobbs. More importantly, please encourage them to come back again.

City Park Dedication On a beautiful fall day,Tuesday, September 18, 2018, Madalyn Valdez-Betsche, a fifth-grade student at Murray Elementary School, which is adjacent to City Park, cut the ribbon to officially open City Park to the public after a $4.2 million renovation.

The renovation was made possible by the partners on the project: City of Hobbs J. F Maddox Foundation Hobbs Municipal Schools Madalyn was surrounded by representatives from each of the partners as well as the design teams; Wilson & Company, and CDR Construction.

Hobbs’ Tree Lighting Ceremony The City of Hobbs held its first Tree Lighting Ceremony on Saturday, December 1, at the Shipp Street Plaza. The attendees were ecstatic to receive entertainment from dancers, carolers, and members of the Justin Kemp Band, as well as shopping with street vendors and food and beverages from local food trucks. The first 100 even received a free cup of hot chocolate and cookie! The event kicked off at 5:00 pm, the tree was lit at 6:00 pm, and the event concluded at 7:00 pm.

The City of Hobbs is grateful to all the partners, vendors, and attendees of this event which was a great success with approximately 800 in attendance. We’re already looking forward to next year’s event and plans have begun, so stay tuned and follow us on Facebook at City of Hobbs City Government!

Turf Titans & Gym Giants Youth co-ed recreational program designed for girls and boys to creatively introduce them to and learn the basic fundamentals of sports played on the turf and in the gym. Turf Titans (first 4 classes of the session) will be played on the turf and sports may include t-ball, flag football, and soccer.

Gym Giants (last 4 classes of the session) will be played in the gym and sports may include tennis, volleyball, basketball, and our Ultimate Ninja Warrior Course. The emphasis is to have fun in a safe, non-competitive environment. Parent participation is encouraged. Each session includes 8 classes instructed by CORE Sports Specialists. Hobbs High School Hosts the Tori Kleinsteuber Memorial Invitational at the CORE On Friday & Saturday, November 30 & December 1, 2018, Hobbs High School (HHS) hosted the Tori Kleinsteuber Memorial Invitational, the first dive and swim meets held at the CORE. HHS Dive Coach Cynthia Calderon said, “Hobbs Divers had a stellar performance. It was an exciting time for our team to compete in their first home meet for the 2018 2019 season at the CORE. Our kids were extremely excited to compete in this fantastic and high performance facility. We were the only team competing but that did not hinder our team from competing to improve on their skill and compete for their personal best performance. I would also like to add that the service the CORE staff provided to us was exceptional.”

Amanda Byers, HHS Swim Coach said, “We were very excited to host our first home meet, the Tori Invite, at the CORE. The Hobbs Eagles swam well with the Boys Team finishing in 2nd place and the Girls Team finishing in 4th place. All of the visiting teams were impressed with the facility and cannot wait to come back to the CORE. We are looking forward to hosting our remaining meets at the CORE.”

Sun County Amateur Golf Association Honors Rockwind Community Links with “Club of the Year” Award The Sun Country Amateur Golf Association (SCAGA) has named Rockwind Community Links as its 2018 “Club of the Year”. Rockwind, which SGAGA referred to as a “relatively young jewel in the southeastern corner of New Mexico which has been highly involved with SCAGA in recent years with a growing membership, playing host to multiple SCAGA amateur championships and other events from the local and regional golf world while also becoming a prime example of what role a golf course should play in its community.”

“We’re so lucky to have a club in our membership like Rockwind,” said SCAGA Executive Director, Dana Lehner.

“The facility is not only one of our best but is really how a golf operation should be run in the 21st Century with their immediate community in the forefront of their mission. You can now reserve Park Pavilions online! Once you have set up your household account in E-trak Plus, the Parks & Recreation Department’s new software, you can reserve Park Pavilions from your home, your office, or your favorite mobile device. You must come into the Parks & Recreation Office in City Hall, initially, to set up your account. See more information on page 4 about how to set-up your online account.

Designated group shelters are available for rental throughout our park system. For a small gathering, the damage/cleanup deposit is $25 and the rental fee is $25 for every 3 hours.

CEMETERIES

The City of Hobbs maintains four Cemeteries: Boone, Everglade, Prairie Haven, & Prairie Haven Memorial Park.

The City of Hobbs operates out of Prairie Haven and Prairie Haven Memorial Park and on occasion, by deed only, Everglade Cemetery. There are four, full-time staff located at Prairie Haven Memorial Park where you will find the office and the maintenance facility.

Please feel free to stop by during business hours and any of the staff will assist with any questions or concerns.

Dog Park

OPEN DAILY 6:00 a.m. - 11:00 p.m.

Located on the east side of Del Norte Park, the dog park is designed so that dogs can safely exercise and play off-leash in a controlled environment under the supervision of their owners. Off-leash dog areas, or dog parks, provide a community setting in which people can gather and socialize and where they can observe the interaction of groups of dogs at play.

Dog parks allow owners and their dogs to spend time together and offer dogs a space for play and companionship with other dogs.

Dog Park Usage Guidelines In order to provide a safe and friendly environment, the City of Hobbs urges all patrons to read and observe the following rules that are in accordance with established City ordinances: 1.

The dog park is for dogs, their handlers and those accompanying them.

No other use is permitted.

2.

All dogs must be legally licensed and vaccinated and shall wear a

visible dog license and rabies tag. (Ordinance 6.04.210) 3.

Dogs less than 4 months of age and female dogs that are in heat are prohibited.

4.

Dogs must be on a leash when entering or exiting the dog park.

5.

Dogs must be under the control of their handler and in view of their

handler at all times.

6.

Spiked collars are prohibited.

7.

Children 12 years and under must be accompanied by an adult.

8.

Handlers must be at least 16 years of age.

9.

Handlers must have possession of the dog leash at all times.

10.

Handler is limited to a maximum of two dogs.

11.

Handlers must “Scoop the Poop� and fill any holes dug by dogs under

their control.

12.

Food and drinks in glass containers are prohibited; treats are allowed

for training purposes only.

13.

Dogs must be removed from the dog park at first sign of aggression.

14.

No animals, other than dogs, shall be permitted in the dog park area.

15.

Handlers are responsible for any injuries caused by the dog(s) under

their control.

16.

Users of the facility do so at their own risk. The City of Hobbs shall not

be liable for any injury or damage caused by any dog in the dog park area.

17.

Small dog park is limited to dogs weighing 25 pounds, or less; Large

dog park is open to dogs over 25 pounds; communal area is open to all dogs.

18.

Gates must be closed after entering and exiting the park.

The Hobbs Senior Center is a recreational facility that offers a great variety of programs and services for people 60 years of age and older. The center was founded with the primary objective of assisting the City’s elderly citizens in adjusting to personal and social changes brought about by aging.

We offer a variety of programs, information, and outreach to our senior citizens.

HEALTH PROGRAMS Diabetes Classes are provided by the Nor-Lea Hospital Education Program. Hear On Earth Hearing provides hearing evaluations and ear cleaning once a month. We also have an annual health fair here at the Senior Center that is geared towards senior citizens. All of these activities and events can be found in our bi-monthly newsletter.

TRANSPORTATION – LOCAL Rides are provided free of charge to Senior Center members. These rides are non-assisted transportation. Rides for doctor’s appointments, beauty shop appointments, grocery store, etc., must be scheduled 24 hours in advance and are provided as schedules permit. The Senior Center shuttle operates between the hours of 8:00 am and 10:00 am and again in the afternoon from 1:30 pm - 3:00 pm.

Senior Center DAILY LUNCHROOM MEALS Meals are provided to Senior Center members daily Monday - Friday. The meals consist of a meat, two vegetables, a salad, dessert and milk. The suggested donation for meals is $2.00.

Lunch is served at approximately 12:00 pm.

HOME DELIVERED MEALS The Home Delivered Meal program is available to homebound senior citizens within an eight mile radius of the Senior Center. Our goal is to provide a hot meal to senior citizens 60 years of age or older, who are unable to prepare meals for themselves due to health problems or other needs. There are certain requirements needed for eligibility of home delivered meals. If you are interested in home delivered meals, please contact the office and our Nutrition Specialist will make an appointment with you to evaluate your needs and concerns.

VOLUNTEER INCOME TAX ASSISTANCE AARP Volunteers prepare simple tax returns for the public beginning the first week of February.

Clients are taken on a first-come, first-serve basis. The volunteers will prepare taxes every Monday and Tuesday from 1:00 pm - 4:00 pm until tax season is over.

BUILDING USE The Agnes Kastner Head Community Center may be reserved for use by educational, civic, cultural, governmental, and other non-profit groups depending on availability. It may NOT be reserved for private parties, rallies or fundraisers. Reservation requests must be submitted at least 48 hours in advance of your event.

Adoption Center

The Hobbs Animal Adoption Center strives to provide respectful and humane treatment to the animals in our care while providing the best service to the citizens of Hobbs. We strive to provide programs for the treatment/care of animals to the city residents, so we can accomplish our goal, which is to continue the reduction of unnecessary euthanasia due to pet overpopulation issues.

Did you know?

Your pet must be registered with a city license and there are multiple options for registration.

Registration is $10 per year or $20 per three years for tags, or you can choose to microchip your pet for $20.00 if not altered (spay or neutered) or $10.00 if altered.

The HAAC offers reduced cost spay or neuter for your pets to Hobbs residents that qualify.

There are two free shot clinics throughout the year.
