Greetings! It is my honor to write to you in another edition of The Guide. This edition means the CORE was opened over a year ago, and we could not be more proud to have shared this year with you! This state-of-the-art facility is serving our citizens well, providing programs and amenities which were not previously readily available in our community. Numerous conferences have been able to utilize the CORE as part of their scheduling this last year, including the EnergyPlex Conference hosted by the Lea County Economic Development Corporation, National Junior College Outdoor Track and Field Championship hosted by the New Mexico Junior College, the New Mexico Recreation and Parks Association State Conference hosted by the City of Hobbs, and countless more to come. In fact, 364,775 people entered the CORE from June 2, 2018, through June 30, 2019, and the CORE now has 8,904 members. Those are astounding numbers for a facility of its type anywhere in the country. It is our hope this Autumn that you find yourself active, healthy, and happy. Every year, new initiatives are being undertaken by residents and community leaders to improve wellness, mindfulness, and a state of well-being for all of Lea County. We hope you each find opportunities to involve yourself in these events. As you enjoy this autumn weather, I encourage you to take notice in both the firsts and repeat events and activities members of Lea County work hard to provide for all residents. In August, the Hobbs Fire Department will have hosted its first annual Firefighter Combat Challenge in the Lea County Event Center parking lot, the Lea County Fair and Rodeo will have completed its 84th year, the second annual City of Hobbs Tree Lighting Ceremony will be in December, and many non-profits will have set new records for their fundraising efforts. No community comes together like Lea County. I am proud to represent the citizens of Hobbs. Whatever may be your reason, idea, or motivation, please do not hesitate to reach out to our City Staff, one of the Commissioners, or myself, who are always ready to serve you. Veterans Memorial Complex
National Club Baseball Association Rocky Mountain Lone Star Regional Tournament May 3 & 4, 2019 For the first time ever, the Veterans Memorial Complex played host to a National Club Baseball Association (NCBA) Regional Tournament. The NCBA has more than 300 colleges and universities whose club sports teams compete for National Championships in NCAA Divisions I, II, and III, in the sports of Baseball, Football and Fastpitch Softball. Teams participating in Hobbs were: Air Force Academy, Metro State University, Texas A & M University Corp of Cadets, and University of Houston-Downtown. The Air Force Academy (pictured above) defeated University of Houston-Downtown for the Regional Championship and went on to finish in 2nd Place at the NCBA’s Division III World Series which was played in Pittsburg, Kansas.

For the first time ever, the New Mexico Recreation and Parks Association (NMRPA) State Conference, presented by ExerPlay, is coming to Hobbs, August 20 - 23. The City of Hobbs is sponsoring this event and there will be Parks and Recreation professionals from throughout New Mexico and west Texas in attendance. There will be numerous opportunities for learning, networking, and fun! The CORE will serve as the primary conference location with the Certified Playground Safety Inspector (CPSI) and Certified Pool Operator (CPO) courses taking place at the New Mexico Junior College Training and Outreach Center. This will also be the first time that a CPSI course has been hosted in Hobbs. As of press time, a total of 94 Parks and Recreation professionals had registered for the conference. There are 42 more who have registered for the CPSI and CPO courses. With speakers, presenters, co-presenters, sponsors and exhibitors, total attendance currently stands at 190!

The Hobbs Senior Center is a recreational facility that offers a great variety of programs and services for people 60 years of age and older. The center was founded with the primary objective of assisting the City’s elderly citizens in adjusting to personal and social changes brought about by aging.

HEALTH PROGRAMS Diabetes Classes are provided by the Nor-Lea Hospital Education Program. Hear on Earth Hearing provides free hearing evaluations and ear cleaning once a month. There is also an annual health fair at the Senior Center that is geared towards senior citizens. Del Associates Nurses are available during lunch time most Thursdays for free blood pressure checks. All of these activities and events can be found in our bi-monthly newsletter. TRANSPORTATION – LOCAL Rides for are provided free of charge to Senior Center members. These rides are non-assisted transportation. Rides for doctor’s appointments, beauty shop appointments, grocery store, etc., must be scheduled 24 hours in advance and are provided as schedules permit. The senior center shuttle operates between the hours of 8:00 am - 10:00 am and again in the afternoon from 1:30 pm - 3:00 pm, Monday - Friday.

Senior Center DAILY LUNCHROOM MEALS Meals are provided to Senior Center members daily Monday - Friday. The meals consist of a meat, two vegetables, a salad, dessert and milk. The suggested donation for meals is $2.00. Lunch is served at approximately 12:00 pm. HOME DELIVERED MEALS The Home Delivered Meal program is available to homebound senior citizens within a five mile radius of the Senior Center. Our goal is to provide a hot meal to senior citizens 60 years of age or older, who are unable to prepare meals for themselves due to health problems or other needs. There are certain requirements needed for eligibility of home delivered meals. If you are interested in home delivered meals, please contact the office and our Nutrition Specialist will make an appointment with you to evaluate your needs and concerns.

You can now reserve Park Pavilions online! Once you have set up your household account in E-trak Plus, the Parks & Recreation Department’s new software, you can reserve Park Pavilions from your home, your office, or your favorite mobile device. You must come into the Parks & Recreation Office in City Hall, initially, to set up your account. See more information on page 4 about how to set-up your online account. Designated group shelters are available for rental throughout our park system. For a small gathering, the damage/cleanup deposit is $25 and the rental fee is $25 for every 3 hours. Pavilions are available for rental, and renters may reserve for multiple 3 hour periods, as follows:

Reservations can be made online, or at the Parks & Recreation Office in City Hall, 200 E. Broadway, on a first-come, first-serve basis. W. A lt o The Teen Center provides recreational and educational activities for the teens of Hobbs. We believe that our teens are the future of this community, and we believe that this center gives them a safe place to interact and enjoy each other’s company.
Teen Center staff provides leadership and direction, maintains harmony and resolves grievances among participants, while promoting interest in the planned games and activities. Activities are planned, organized, and coordinated by staff, with input of the Teens. The Teen Center has something for everyone, including a gym with a rock climbing wall, basketball courts, volleyball, skate park, game room, and video game room.

Entries may be received from November 13th to December 9th, 2019, and are open to all homes in the community of Hobbs. Nominations can be made by anyone and are not limited to the resident of the home. Judging will take place in mid-December. The ‘Most Festive Neighborhood’ category requires at least 3 homes on the same street. That prize will be shared among the households and is NOT a cash prize. Homes should remain decorated through December 25th. A $250 cash award, sponsored by Xcel Energy, will be given to the winner of each category. The Hobbs Animal Adoption Center strives to provide respectful and humane treatment to the animals in our care while providing the best service to the citizens of Hobbs. We strive to provide programs for the treatment/care of animals to the city residents, so we can accomplish our goal, which is to continue the reduction of unnecessary euthanasia due to pet overpopulation issues.
Did you know? Your pet must be registered with a city license and there are multiple options for registration. Registration is $10 per year or $20 per three years for tags, or you can choose to microchip your pet for $20.00 if not altered (spay or neutered) or $10.00 if altered. The HAAC offers reduced cost spay or neuter for your pets to Hobbs residents that qualify. There are two free shot clinics throughout the year. Hobbs Dog Park OPEN DAILY 6:00 a.m. - 11:00 p.m. Located on the east side of Del Norte Park, the dog park is designed so that dogs can safely exercise and play offleash in a controlled environment under the supervision of their owners. Off-leash dog areas, or dog parks, provide a community setting in which people can gather and socialize and where they can observe the interaction of groups of dogs at play. Dog parks allow owners and their dogs to spend time together and offer dogs a space for play and companionship with other dogs.

The dog park is for dogs, their handlers and those 17. accompanying them. No other use is permitted. All dogs must be legally licensed and vaccinated and shall wear a visible dog license and rabies tag. (Ordinance 6.04.210) 18. Dogs less than 4 months of age and female dogs that are in heat are prohibited. Dogs must be on a leash when entering or exiting the dog park. Dogs must be under the control of their handler and in view of their handler at all times. Spiked collars are prohibited. Children 12 years and under must be accompanied by an adult. Handlers must be at least 16 years of age. Handlers must have possession of the dog leash at all times. Handler is limited to a maximum of two dogs. Handlers must “Scoop the Poop� and fill any holes dug by dogs under their control. Food and drinks in glass containers are prohibited; treats are allowed for training purposes only. Dogs must be removed from the dog park at first sign of aggression. No animals, other than dogs, shall be permitted in the dog park area. Handlers are responsible for any injuries caused by the dog(s) under their control. Users of the facility do so at their own risk. The City of Hobbs shall not be liable for any injury or damage caused by any dog in the dog park area.
Small dog park is limited to dogs weighing 25 pounds, or less; Large dog park is open to dogs over 25 pounds; communal area is open to all dogs. Gates must be closed after entering and exiting the park.

GUEST SERVICES CLASSIFICATIONS Residents are defined as those persons that can provide proof of residency within Lea County. Non-Residents are defined as those persons not living in Lea County, or unable to show proof of residency. • Adult (18-61) - Any person between the ages of 18 and 61. • Adult Couple - Two persons between the ages of 18 and 61, residing at the same address. • Youth (under 1) - Any person under the age of 1. • Youth (1-12) - Any person between the ages of 1 and 12. Children 12 and under must be accompanied by a parent or guardian in the facility. Sports SPECIAL EVENTS (continued) Wild Turkey Bowl Join us for a wild take on the classic Thanksgiving tradition of playing football! Players will register as a pair to compete. Each game, pairs will combine to form 4-on-4 teams. Every game, pairs will play with and against a different pair. Overall win/loss record by pair will determine the winner. Individual awards will be given to 1st and 2nd place team. You could even go home with a Thanksgiving Turkey!!
