It is our hope this guide will help you gain a better understanding of our new 158,000 square foot recreation facility and all pertinent information about the incredible parks & recreation activities and facilities that the City of Hobbs offers. A message from your City of Hobbs Parks & Recreation director

Webster defines "transformation" as an act, process, or instance of transforming or being transformed. As Summer 2018 approaches, there will be many instances of transformation in the Parks and Recreation Department.

Chances are, you are holding the first of these instances in your hands at this very moment as you read the first ever edition of The Guide.

Many of you relied on the Summer Activity Guide in the past to stay informed about activities from not only the Parks and Recreation Department but other City Departments, as well. This first edition of The Guide focuses on City of Hobbs' summer activities from a variety of Departments much like the Summer Activity Guide did.

However, The Guide will be published three times a year to include Summer, Fall, and Spring. The impetus of this was all of the programs, activities, events, and classes that will take place at the Center of Recreational Excellence (CORE) once it opens. You can read more about the CORE's Grand Opening Weekend on the inside front cover.

We hope you will find The Guide both useful and informative, as it morphs to include new information about Fall and Spring activities in those editions.

During the CORE's planning, programming and design phases, prior to construction starting, "transformation" was a key word that was discussed at length. The CORE will definitely lead to a positive transformation in our community, and it will also make a positive transformation on those patrons who come to visit from throughout Lea County, southeast New Mexico, west Texas, and points beyond. The opportunities for learning, fitness, and fun are very exciting to those of us who have been a part of making this amazing facility a reality. No discussion about the CORE can take place without mention of the stellar public/private partnership that may very well become a model for facilities around the country. The CORE's Partners (City of Hobbs, JF Maddox Foundation, New Mexico Junior College, Hobbs Municipal Schools, University of the Southwest, Lea County) have truly placed an emphasis on the health and wellbeing of all Lea County residents with their contributions.

Another transformation for the Parks & Recreation Department involves a change in recreation software to E-trak Plus. E-trak Plus was designed by parks and recreation professionals, and it is a very robust program that will allow our staff to perform all necessary transactions needed at the CORE. Etrak-Plus will also have a very positive impact on those of you who have stood in line in the past to make a reservation for a summer pool party at Humble, Heizer and Del Norte. For those of you who have experience with standing in this line, we have some great news for you: no more standing in line! Summer Pool Parties will now be become an on-line transaction for those of you who want to do so from the convenience of your home, office, or while you are out and about using your favorite mobile device. You will need to come into the Parks and Recreation Office to set up your new account in Etrak-Plus. Once you have done so, you can avoid the line on Tuesday, May 15, when Summer Pool Party reservations will begin. We encourage you to come in and set up your account.

You can find more information about this on page 3, and details about reserving park pavilions on-line on page 45.

Also, you may have noticed a transformation taking place at City Park! The City of Hobbs is partnering with the JF Maddox Foundation and the Hobbs Municipal Schools to renovate City Park.

Once complete, City Park will have a new splash pad, two new and separate sets of playground equipment, volleyball courts, additional parking, new landscaping, new lighting, a new trail/path that encompasses the park, and two new pavilions. The most majestic addition to City Park will be the covered basketball courts! This structure is already in place and will continue to transform until the project is complete, which is estimated to be late summer 2018. If you haven't driven by City Park lately, drive by and check it out!

Over a decade ago, leaders of Hobbs and Lea County set out to collectively determine the best ways to improve the “Quality of Life” for those living in Lea County and those visiting, be it for leisure or work.

The Quality of Life Committee helped to guide the process of creating the CORE, and after many years of research, including traveling to other facilities to get “best practice” testimony, hosting community input sessions and establishing the priorities for those amenities to be included in a multi-generational recreation facility of this kind, they were ready to create the CORE. This amazing combination of public and private partners allowed for the building of the CORE to be paid for in cash, with no debt being passed on to the citizens of Hobbs and Lea County for the construction of the CORE. The Hobbs Municipal Schools, New Mexico Junior College and the City of Hobbs are co-owners of the facility. The City of Hobbs s solely responsible for the operation of the CORE. These partners along with the JF Maddox Foundation, Lea County and the University of the Southwest have created a facility that will improve the quality of life in Hobbs and Lea County, and benefit thousands of people for decades to come.

TURF GYM TITANS GIANTS FOR 3-6 YEARS

Youth coed recreational programs designed for girls and boys to creatively introduce them to and learn the basic fundamentals of sports played on the turf or in the gym.

Turf Titans is played on the turf and sports include t-ball, flag football, and soccer.

Gym Giants is played in the gym and sports include tennis, volleyball, and basketball.

The emphasis is to have fun in a safe, non-competitive environment.

Each program includes 6 weeks of sessions . Sessions include 20 minutes of instruction and 20 minutes of game-like play.

Adult Swim Team (Masters)

Tsunami - Swim Team is a year round competitive swimming program, sanctioned

by USA Swimming. We offer coaching to help each individual member achieve realistic goals for their age and level of ability. Must be able to pass Tidal Waves swim lessons to be eligible for the team.

Our Masters program is perfect for all swimmers, age 19 and over, who are looking to improve their fitness through swimming.

Masters consists of structured lap swimming with on-deck instruction that will help participants improve their technique and endurance. The 2018 summer swim season at Heizer, Humble, and Del Norte pools will

kick off on Saturday, May 26.

Heizer, Humble and Del Norte pools are CLOSED on MONDAYS except for Monday, May 28 (Memorial Day) and Monday, September 4 (Labor Day).

Use of these pools by those aged under 4 & over 62 is FREE PLEASE NOTE THE FOLLOWING RESTRICTIONS FOR CHILDREN 10 & UNDER: • Children cannot be “dropped off” at any pool.

• Children must be accompanied into the pool by an adult and that adult must remain at the pool for the duration of the child’s stay.

• Children 7 years of age and younger, when in the water, MUST have an adult in the water with them at all times.

Teen Center staff provides leadership and direction, maintains harmony and resolves grievances among participants, while promoting interest in the planned games and activities. Activities are planned, organized, and coordinated by staff, with input of the Teens. Once you have set up your household account in E-trak Plus, the Parks & Recreation Department’s new software, you can reserve Park Pavilions from your home, your office, or your favorite mobile device. You must come into the Parks & Recreation Office in City Hall, initially, to set up your account. See more information on page 3 about how to set-up your online account.

Designated group shelters are available for rental throughout our park system. For a small gathering, the damage/cleanup deposit is $25 and the rental fee is $25 for every 3 hours.

HOOKED ON FISHING - July 28 The Parks & Recreation Department and New Mexico Game and Fish team up for a great day of fishing and education. The fishing derby begins at 8:00 AM and lasts until noon. Door prizes are ongoing throughout the day as guests fish, visit information booths, compete in contests and enjoy a free hotdog meal.

JULY 4TH - A COMMUNITY CELEBRATION Celebrate our nation’s freedom at the park! The City of Hobbs July 4th Celebration kicks off at Harry McAdams Park with a Grass Volleyball Tournament benefitting Hobbs High School Volleyball, time TBA. The annual Diaper Derby begins at 6:00 PM. Food vendors, games, and a special Movies Under the Stars and Stripes of Despicable Me 3 begins at dusk. Fireworks begin at 9:15 PM at the Hobbs Industrial Air Park (HIAP).

program Guidelines Hobbs High School, 800 N. Jefferson The sports program has been designed for the convenience of parents and programming.

Parents have the choice of bringing their child to participate in one sport, multiple sports, or all sports at no charge.

All sports programs will be held at Hobbs High School facilities, including Ralph Tasker Arena, accompanying gyms and weight room, tennis courts, Freshman High School, and James Richards Multi-Purpose facility on Sanger Street.

Weekly trips to Del Norte Pool or a local Splash Pad will be provided for children who return their permission slips, space is limited.

Located on the east side of Del Norte Park, the dog park is designed so that dogs can safely exercise and play off-leash in a controlled environment under the supervision of their owners. Off-leash dog areas, or dog parks, provide a community setting in which people can gather and socialize and where they can observe the interaction of groups of dogs at play.

Dog parks allow owners and their dogs to spend time together and offer dogs a space for play and companionship with other dogs.

Dog Park Usage Guidelines In order to provide a safe and friendly environment, the City of Hobbs urges all patrons to read and observe the following rules that are in accordance with established City ordinances: 1.

The dog park is for dogs, their handlers and those accompanying them.

No other use is permitted.

All dogs must be legally licensed and vaccinated and shall wear a visible dog license and rabies tag. (Ordinance 6.04.210) Dogs less than 4 months of age and female dogs that are in heat are prohibited.

Dogs must be on a leash when entering or exiting the dog park.

Dogs must be under the control of their handler and in view of their handler at all times.

Spiked collars are prohibited.

Children 12 years and under must be accompanied by an adult.

Handlers must be at least 16 years of age.

Handlers must have possession of the dog leash at all times.

Handler is limited to a maximum of two dogs.

Handlers must “Scoop the Poop� and fill any holes dug by dogs under their control.

Food and drinks in glass containers are prohibited; treats are allowed for training purposes only.

Dogs must be removed from the dog park at first sign of aggression.

No animals, other than dogs, shall be permitted in the dog park area.

Handlers are responsible for any injuries caused by the dog(s) under their control.

Users of the facility do so at their own risk. The City of Hobbs shall not be liable for any injury or damage caused by any dog in the dog park area.

Small dog park is limited to dogs weighing 25 pounds, or less; Large dog park is open to dogs over 25 pounds; communal area is open to all dogs.

Gates must be closed after entering and exiting the park.

Hobbs Express is a public transportation service operated by the City of Hobbs and available to all residents of the community. Hobbs Express operates fixed route bus service with 37 bus stops throughout the Hobbs area.

Complementary paratransit/demand response bus service is also available. All vehicles are fully ADA accessible and equipped with video surveillance cameras.

Schedule Hobbs Express operates from 7:00 am to 5:00 pm, Monday through Saturday.

Three fixed routes (Red, Blue and Green) operate at 60-minute intervals throughout the day stopping at designated bus stops. The Rapid Route (Yellow) operates Monday through Friday from 10:30 am to 4:00 pm at 30-minute intervals offering flexibility and more convenience for passengers at frequently used bus stops.

Fares Route fares are $1.00 per person for unlimited daily rides with multi-ride passes available. Student monthly bus passes are available for children ages 6 – 18 at a cost of $10.00 per calendar month for unlimited rides. Children under the age of 6 must be accompanied by a fare-paying adult.

Paratransit/Demand Response Service Complimentary Paratransit Bus Service is also available.

Demand Response is curb-to-curb service available Monday through Saturday by reservation only. All rides must be scheduled one day in advance by calling (575) 397-9290. Fares are $2.00 per one-way trip with multiride and monthly passes available.

Veterans Veterans ride free anytime on the bus routes and ride free on the demand response/paratransit service with a reservation in advance.

HEALTH PROGRAMS Diabetes Classes are provided by the Nor-Lea Hospital Education Program. Hear On Earth Hearing provides hearing evaluations and ear cleaning once a month. We also have an annual health fair at the Senior Center that is geared towards senior citizens. All of these activities and events can be found in our bi-monthly newsletter.

Senior Center TRANSPORTATION – LOCAL Rides for are provided free of charge to Senior Center members. These rides are non-assisted transportation. Rides for doctor’s appointments, beauty shop appointments, grocery store, etc., must be scheduled 24 hours in advance and are provided as schedules permit. The Senior Center shuttle operates between the hours of 8 a.m. and 10 a.m. and from 1:30 p.m. - 3:00 p.m.

DAILY LUNCHROOM MEALS Meals are provided to Senior Center members daily, Monday - Friday. The meals consist of a meat, two vegetables, a salad, dessert and milk. The suggested donation for meals is $2.00.

Lunch is served at approximately 12:00 p.m.

HOME DELIVERED MEALS The Home Delivered Meal program is available to homebound senior citizens within a five mile radius of the Senior Center. Our goal is to provide a hot meal to senior citizens 60 years of age or older who are unable to prepare meals for themselves due to health problems or other needs. There are certain requirements needed for eligibility of home delivered meals. If you are interested in home delivered meals, please contact the office and our Nutrition Specialist will make an appointment with you to evaluate your needs and concerns.

VOLUNTEER INCOME TAX ASSISTANCE AARP volunteers prepare simple tax returns for the public beginning the first week of February.

Clients are taken on a first come, first serve basis. The volunteers will prepare taxes every Monday and Tuesday from 1:00- 4:00 p.m. until tax season is over.

BUILDING USE The Agnes Kastner Head Community Center may be reserved for use by educational, civic, cultural, governmental, and other non-profit groups, depending on availability. The Hobbs Animal Adoption Center strives to provide respectful and humane treatment to the animals in our care while providing the best service to the citizens of Hobbs. We strive to provide programs for the treatment/care of animals to the city residents, so we can accomplish our goal, which is to continue the reduction of unnecessary euthanasia due to pet overpopulation issues.

Did you know?

Your pet must be registered with a city license and there are multiple options for registration.

Registration is $10 per year or $20 per three years for tags, or you can choose to microchip your pet for $20.00 if not altered (spay or neutered) or $10.00 if altered.

The HAAC offers reduced cost spay or neuter for your pets to Hobbs residents that qualify.

There are two free shot clinics throughout the year.
