SR 836 Southwest Extension (Kendall Parkway Program)

Kevin Brown is a quality-focused engineer with over 22 years of experience in civil and transportation engineering design, PD&E studies and project management. He has a proven record of success with meeting project deadlines and exceeding expectations for clients including the Miami-Dade Expressway Authority (MDX), the Florida Department of Transportation (FDOT), the City of Miami and the Miami-Dade County Department of Transportation and Public Works (DTPW). Kevin joined HNTB in 2009 as a project manager assisting MDX with the planning and delivery of their projects and initiatives. Since then, through his broad experience, unique cross-functional team leadership and professionalism — his role has grown to program director.
The Kendall Parkway Program includes an extension of the SR 836 Mainline to create a 14-mile multimodal transportation link from the terminus of SR 836 to SW 136th Street. In addition to the mainline extension, the program includes improving connecting roadways, the addition of transit stations and Park & Ride lots and an 18 mile nonmotorized Multi-Use Recreational Trail. Kevin managed the project’s permitting phase which involved federal, state and local agency coordination and approvals. He was also responsible for developing the Master Project Plan and programming of the corridor's implementation phase.

MDX System Wide Infrastructure Modifications
As program director, Kevin is now responsible for providing MDX a wide range of services offered by HNTB including engineering, planning, design, environmental, project management, right of way, architecture, construction management, landscape architecture, and in-house support. In his more than 12 years serving MDX, Kevin has been a key resource in ensuring the delivery of several critical projects for the transportation authority. The following projects highlight his success.
MDX implemented Open Road Tolling (ORT) for the agency’s five expressway system in order to accommodate highway-speed and equitable toll collection for its customers. ORT required infrastructure
modifications including removing barrier toll plazas, toll gantry installation, roadside equipment shelter and cabinets, signage as well as roadway reconstruction. Kevin was responsible for the overall management, development and design-build delivery for the various projects. He also coordinated toll technology implementation for each MDX expressway corridor and prepared the design-build scope, criteria and procurement documents.
which was one of the first Project Environmental Impact Report (PEIR) projects in the State of Florida. Other responsibilities included management of public outreach, and preliminary engineering activities.

Systemwide Wrong Way Safety Program
Interchange and Infrastructure Improvements SR 836 Infrastructure Modifications
This program included the installation of "Wrong Way — Do Not Enter" and "One-Way" signs, pavement reconfiguration and radar/cameras for wrong way detection at 25 identified locations on the MDX System.
This project included SR 836 mainline and interchange modifications as well as structural and tunnel repurposing to accommodate highway-speed vehicle traffic for implementation of open road tolling. Kevin provided overall project management in addition to the preparation of design-build scope and criteria and procurement documents. He also coordinated toll technology implementation for each MDX expressway corridor.

Dolphin Station Park-and-Ride Transit Terminal Facility
Kevin was the project manager responsible for the research and development of wrong way countermeasure solutions for the MDX system. He also served as the design project manager and construction solicitation technical representative.
Over the course of his career at HNTB, Kevin has cultivated his leadership skills and expanded his industry influence through his participation in exclusive programs such as Leadership Miami and the Florida Engineering Leadership Institute.
Leading in Miami-Dade County
Leadership Miami - Greater Miami Chamber of Commerce Kevin is an alumni of Leadership Miami — a program developed and led by the Greater Miami Chamber of Commerce. Leadership Miami was designed to prepare future leaders to succeed in their professional spaces, by cultivating civic engagement and learning to identify and address vital issues affecting Miami-Dade County. While in the program, Kevin and his fellow emerging leaders conceptualized a project that had a significant impact on the South Florida community of Little Haiti. The concept drew praise and received a proclamation from the City of Miami.
Shaping Florida For this project, HNTB was asked to help fast track construction of a park-and-ride transit terminal facility which would support Miami-Dade County Transit’s SR 836 Express Bus Service. The terminal provides a stop for several local bus routes and will serve potential future east-west commuter rail service on the CSX line. Kevin was responsible for the project’s planning, permitting, criteria development and design-build delivery. He also provided overall project management for the project’s PD&E study,
Florida Engineering Leadership Institute (FELI) The Florida Engineering Leadership Institute focuses on transitioning engineering professionals into community leaders — specifically in the state of Florida. As a FELI member, Kevin participated in sessions centered around leadership, team building and understanding the legislative process. The latter provided a clear perspective on how effective collaboration and communication with legislators can advance engineering in the state.
