MATT PRICE, PE

Florida CEI Office Leader, Senior Project Engineer

Matt leads HNTB’s construction services office in Florida. He has more than 25 years of engineering experience, specializing in construction and maintenance operations, and is an expert in program, project and construction management. He also is highly experienced in contract administration, quality assurance, design-build delivery, public-private partnership delivery, claims analysis, issue resolution, toll infrastructure construction and emergency response operations.

North Florida Regional Leader, Senior Project Engineer

Thomas brings over 30 years of experience in the transportation industry, serving as a consultant to the FDOT since 1997. His experience has been integral to numerous projects throughout Florida and includes engineering and management of highway construction and improvement projects, intelligent transportation systems, lighting and signals, and the construction or replacement of steel and concrete bridges. Most recently Thomas has worked on the First Coast Expressway from SR 21 to SR 16 and Shands Bridge Replacement.

JIM MOULTON, PE

Senior Project Engineer

Jim is a highly experienced construction manager and engineer holding several different roles in his 30 years with FDOT Districts 1, 7, and Turnpike including construction engineer and Director of Transportation Operations. Jim oversaw construction, maintenance, intelligent transportation systems, traffic operations and safety, and was a key driver of the district’s Emergency Operations Center. Jim’s recent project experience is on the I-4 Ultimate project and the I-4 & Sand Lake Road Interchange Design-Build project.

MICHAEL GWYNNE, PE

Senior Project Engineer

Mike has served as a contractor, design engineer and construction engineering and inspection consultant on horizontal and vertical construction projects during his 28-year career. His experience encompasses both new highway construction and widening or rehabilitation, as well as multi-phase projects, alternative delivery methods and demanding, compressed schedules. His most recent experience includes serving as project manager on FDOT’s I-4 Ultimate PPP project, and the I-595 Roadway Improvements Design-Build project.

MARTY SANCHEZ, PE

West Florida Regional Leader, Senior Project Engineer

Marty has more than 35 years of experience in construction engineering, inspection, design and field operations. Marty has worked a on a wide range of projects including many extensive urban arterial reconstruction projects in FDOT District 7, major interstate interchanges and bridges of all types including steel plate girders, post-tensioned segmental, bascule and major marine crossings.

MARIO ROJAS, PE

Senior Project Engineer

Mario has been managing complex highway, bridge and toll plaza projects for nearly 40 years. He has provided project management, engineering and inspection for a range of successful projects, including the Homestead Extension of Florida’s Turnpike and the Sawgrass Expressway, as well as projects in FDOT District 4.

STEVE KRAMER, PE

Senior Project Engineer

Steve has successfully delivered multiple heavy civil and transportation projects on time and on budget over his 25-year career. His experience includes the management and oversight of rail and transit projects, highways, county roads and city streets, including signalization, intelligent transportation systems, tolling systems, multi-span bridges and supporting infrastructure throughout Florida, Colorado, Wyoming, California and Arizona. Steve has been an integral part of coordinating and tracking storm damage and response with FDOT.

MAURICIO CASTILLO, M.CS., PE

Senior Project Engineer

Mauricio is an accomplished construction engineering and inspection bridge and roadway senior project engineer with more than 25 years of construction experience and more than two decades of experience on major highway and bridge projects for FDOT in South Florida. Mauricio serves as a trainer for CEI personnel and supervises CEI field operations activities.

MATTHEW BURRELL, PE

Senior Project Engineer

Matt provides construction engineering, oversight and inspection services for vital highway and bridge projects. A multi-certified inspector and experienced project engineer and administrator, Matt has worked closely with FDOT and other public agencies on innovative projects that improve mobility and accessibility and ease traffic congestion throughout the state.

TRENT CARMICHAEL, PE, CGC, CCM

Senior Project Engineer

Trent, a former U.S. Navy Civil Engineer Corps officer, has managed a variety of major vertical construction and large infrastructure projects at both the federal and state levels. Some of his 30 years of project experience includes the I-4 Ultimate project and the SunRail Phase project. Trent is a licensed certified general contractor and a certified construction manager.

MIGUEL TORRES, PE

Senior Project Engineer

Miguel’s 25-year career spans construction, testing and commissioning, and operation and maintenance of small to large scale transportation projects. He has worked on numerous projects including Tren Urbano in Puerto Rico, the Miami Dade Airport Extension, SunRail Phases I and II and the South Dade Bus Rapid Transit System. He specializes in overseeing and directing construction projects from conception to completion, including in-depth project reviews and onsite/offsite compliance monitoring.

DANIEL OSMOLSKI, PE

Senior Project Engineer

Daniel has delivered successful highway and bridge projects for FDOT, Florida’s Turnpike Enterprise and Reedy Creek Improvement District for two decades. His experience includes SunRail Phase II North, the I-4 Ultimate project and FTE’s Seminole Expressway Lake Jessup Toll Plaza project.

JOHN BLAINE

Construction Program Manager

John has nearly three decades of experience in managing multimillion dollar transportation projects — specializing in rail construction. He has directed, coordinated and managed commuter rail, freight rail and light rail project, involving new or existing operating systems, in locations throughout the U.S. Currently, John is managing the highly visible Brightline project to bring high-speed passenger rail service to eastern and central Florida.

HNTB has provided constructions services for all facets of rail, highway and roadway, bridge, aviation and emergency repair programs throughout Florida.

I-4 Ultimate Improvement P3, FDOT District 5 — A 2015 North American P3 Award winner and ACEC Outstanding Design Build Award Winner, the project enhances safety and relieves congestion in one of the heavily populated areas of the state. HNTB provided construction oversight services, which included development of innovative methods of assessing and limiting risk, facilitating collaboration and cooperation to successfully deliver this project covering 21 miles in Central Florida.

I-595 Express Corridor Roadway Improvements DesignBuild P3, FDOT District 4 — Named People’s Choice Award by AASHTO, AAA and the U.S. Chamber of Commerce, this project relieved traffic congestion and created a multimodal transportation network along I-595 in South Florida. HNTB provided comprehensive CEI services for the concessionaire on this 10.5-mile project. Through a public-private partnership, design and construction teams completed the project $275M below the originally estimated cost.

SunRail Phases I and II, FDOT District 5 — Running from Deland in the north, through Orlando, and to the Poinciana area in the south, this 60-mile rail project includes major rail construction and coordination, utilities, bridge and station construction, maintenance facility parking garage and more. HNTB has provided CEI services for Phase I and Phase II South. HNTB is currently providing CEI services for Phase II North.

South Corridor Bus Rapid Transit, Miami-Dade County — One of five bus rapid transit corridors of the Strategic Miami Area Rapid Transit (SMART) Program, the corridor runs 20-miles in length and connects municipalities in the fastgrowing communities in Miami-Dade County. HNTB is providing CEI services for this project.

Brightline — Brightline is currently developing a 235-mile intercity passenger railroad system that will connect Orlando and Miami with intermediate stops in Ft. Lauderdale and West Palm Beach. The project is composed of two connected corridors: (1) a north-south corridor of approximately 195 miles from Cocoa to Miami, within the existing rail right-ofway along Florida’s east coast and (2) an east-west corridor of approximately 40 miles from Cocoa to the Orlando International Airport. HNTB is providing design, project management, and construction oversight services.

Miami Intermodal Center Rental Car Facility at Miami International Airport, FDOT District 6 — Construction of at-grade and elevated roadways and railways around the facility and the Central Station, the project features multiple concurrent integrated construction activities and a congested work area. HNTB provided CEI services.

Mathews Bridge Damage Assessment and Repair, FDOT District 2 — Selected as one of the American Public Works Association’s Public Works Projects of the Year for 2014, HNTB provided immediate crisis response CEI services for a 40-day repair to the Mathews Bridge in Jacksonville.

First Coast Expressway, FDOT District 2 — Construction of 18 miles of a new limited access expressway will utilize openroad tolling and includes new diverging diamond interchanges, varied roadway work, lighting and toll facilities, and design. HNTB is providing CEI services for this project.

Shands Bridge, FDOT District 2 — A continuation of the First Coast Expressway (SR 23) limited-access toll facility, this is the largest project in FDOT District 2 history, stretching 6.5 miles from Clay to St. Johns counties. The new bridge will provide four lanes instead of two across the St. Johns River. HNTB is providing CEI services on this signature project..

Overpass Road Interchange, FDOT District 7 — Construction of a new interchange along I-75 in Pasco County, the project provides congestion relief to adjacent interchanges at SR 54 to the south and SR 52 to the north in an area experiencing significant development. HNTB provided CEI services including quality inspection, schedule management, contract change analysis and negotiation, dispute defense and public coordination.

US-19 Reconstruction, FDOT District 7 — Reconstruction and conversion of the primary north-south corridor in Pinellas County from an arterial collector to a limited-access facility with frontage roads and a new interchange. HNTB is providing CEI services for this project that includes significant stakeholder and coordination needs.
