C OMMU N I T Y I N T E RE ST HAVE YOUR DREAMS COME TRUE? by Capt. Rob James Have your dreams ever come true? On October 6th, 2025, Judy and I stood at Riverfront Park along the Erie Canal in Brewerton, New York, watching people celebrate a dream that had been two hundred years in the making. Long ago, a New York governor had imagined connecting the Atlantic Ocean to the Great Lakes. It was an enormous challenge, a bold risk, and, in time, a dream fulfilled. Yet while the ceremony honored boats, water, and vision, we were not aboard our own boat. We were standing on land, sleeping in a motel, while our new dream boat sat in the repair shop. That is where this story really begins. The irony was hard to miss. We had bought that boat because we wanted to keep moving, keep exploring, and keep chasing the dream. In the spring of 2025, after I received my disability check from the VA, Judy and I bought a small 25-foot tugboat to explore the upper part of “the Loop.” The “Great Loop” is an inland water route that travels up the East Coast, crosses the Great Lakes, follows the Mississippi River south, and ends in Florida. Some people complete the 6,000-mile journey in one year. A few have done it in two weeks. After almost 40 years, Judy and I are still working our way around it. That may sound slow, but dreams do not always move on a schedule. Sometimes they wait for money, health, family, weather, work, or repairs. We go when we can and when we can afford to
be away. The Loop may never be something we finish in the ordinary sense, but carrying the dream has still changed our lives. It gives hope to ordinary days. It gives us purpose. It helps us face the challenges of aging. It puts a spring in our step. Our dream did not begin with this tugboat. It began in 1989, when our children were 4 and 7 years old and we set out on my dad’s 29-foot twin-gas engine cabin cruiser. That first looper boat carried us from Chattanooga, Tennessee, to Destin, Florida. Later came a 25-foot outboard sailboat up the East Coast, a 23-foot inboard diesel-powered sailboat in Florida, a 27-foot chartered sailboat in Chesapeake Bay, and a ride with friends on their 35-foot sailboat along the New Jersey Shore. Now, decades later, we are on a 25-foot diesel-powered tugboat in the canals of New York State. We have not followed the Loop in a straight line. We have followed it the way life has allowed. One of my favorite chapters came on the Tombigbee Canal in 1989. Judy had packed games and surprises to keep our young children entertained as the miles slipped by. Among those surprises was a borrowed video camera from the college where I taught business courses. Our 4-year-old son insisted on using it. Today, he loves taking pictures and making videos. At the time, we only saw a child fascinated by a camera. Looking back, it feels as if we were watching the first small spark of his own dream. That same trip gave my dad a dream of his own. He joined us about halfway down the Tombigbee Canal, at 75 years old, newly retired from Lockheed. He had spent his life working, raising five children, and helping launch each of us into the world. Now he was finally standing aboard his own boat with family around him. For him, that was not just a trip. It was a dream come true. After that beginning, the journey continued in pieces, pausing when life required us to pause and starting again when a new opening appeared. We were 10 years ahead of the AGLCA, which Kim Russo formed in 1999. She has done a remarkable job bringing loopers together through route suggestions and gatherings. Before all of that existed, we were simply learning by doing, building our boating experience one stretch of water at a time. Those stretches became a lifetime. Over the next 40 plus years, we trailered boats, chartered boats, and crewed boats of friends, family, and clients. We were on many different boats and looper segments from Destin, Florida, to New York, New York. We also took non-looper trips to the Caribbean Islands, where Captain Judy taught sailing lessons for 15 years. We even helped to deliver a friend’s sailboat from Nova Scotia to Maine. Through every boat and every route, one thing remained constant: we love being on and in the water. That love has kept us motivated, fresh, and willing to begin again.

That love is what brought us, at this stage of life, to the rivers, lakes, and canal systems of New York State. New York, along with 40 other states, requires a boating course or license to navigate its waters. The canals and rivers may look peaceful, but the locks and currents demand respect. The canal system itself feels almost European in design, with 524 miles winding through cities and small towns. Along the way, boaters can often tie up to a city seawall on a first-come-first-served basis, for free. Electricity, water, and showers are usually available, and the charge is usually less than a modest $25 a night.

As more people discover boating, safety becomes part of the dream. Boating has grown more expensive, so renting and co-ownership have become popular ways to make it more accessible. But when people rent, insurance companies want to know that the renter can handle the boat. Safe boating courses help, though many have lacked on-the-water training because of liability concerns. Recently, the American Boating organization
So, there we were, back at the beginning of this story: our new boat dry-docked on the Erie Canal at Winter Harbor Marina on Lake Oneida in New York. At first, it seemed like a setback. But maybe dreams are not proven only when everything goes smoothly. Maybe they are proven when we keep showing up, even from a motel room, even with the boat in the shop, still believing there is more water ahead.
That is where our own dream has grown into something we can pass along. Because we love the water and want to help others make their own water dreams come true, we became a certified American Boating facility with five certified instructors. The process was intense: four days, 12 hours each day, before master American Boating instructor Craig Walker certified us. It was hard work, but it felt like the next natural step in a life shaped by boats, water, family, and hope.

RULES OF THE LAKE
HOURS OF OPERATION The Marina Pavilion will be open dawn to dusk or during sanctioned LAYCC events.
1. All requirements set forth in the Georgia Boating Safety Act shall apply on Lake Arrowhead lakes (Lake Arrowhead and Lake Chickasaw). This includes carrying life preservers for passengers and crew. 2. Only registered watercraft displaying a current Lake Arrowhead registration decal are permitted on Lake Arrowhead lakes. 3. All watercraft operating in the northern part of Lake Arrowhead, as well as other areas with NO WAKE buoys, must use a speed that generates no wake. 4. The body of water viewed from the Marina area (a.k.a. main lake) is an all sports area. All motorized watercraft are to follow a COUNTER CLOCKWISE direction. 5. At slow speeds, traffic can go in either direction on the lake ONLY in these locations: Within 100 ft North of the dam, within 100 ft South of the Narrows "No Wake Buoys", and in the middle on an East/West straight line to/from "Honeymoon Cove." 6. All watercraft pulling people (i.e. skier, tuber, etc.) must have either two (2) persons aboard (one driver and one safety observer at least 12 years of age) or the watercraft MUST be equipped with a wide angle rear view mirror so the driver is aware of the location of the person being pulled at all times. All people being pulled MUST wear approved U.S Coast Guard life vests. 7. The number of skiers is limited to two (2) per boat at the same time. As soon as one skier drops the second skier must drop immediately thereafter. Skiers should raise one (1) ski, wakeboard, or kneeboard while in water with a slack towline to warn other boats in the area. 8. All occupants of canoes, rowboats, hydrobikes, paddle-boats, SUPs, kayaks, etc., should wear appropriate life vests. These vessels should stay close to a shore (Georgia law requires children 10 and under to wear a life jacket at all times on a boat unless the child is in an enclosed cabin). 9. All watercraft must use running lights after sundown. Use docking lights when approaching a docking area only, they can be blinding to other boaters. 10. Swimming in the lake is not permitted in and around the Marina area other than in the designated Swimming Area. All children, below a responsible age, swimming in the lake must wear a life vest and be supervised by an adult 18 years of age or older. 11. Personal watercraft (i.e. Jet Skis, Wave Runners, SeaDoos, and eFoils) are PROHIBITED on Lake Arrowhead. 12. Drunkenness, drug use, rowdy behavior, obscene language and littering are not permitted on the lakes. 13. All powered watercraft users should slow down when passing close to anglers, nonmotorized watercraft and swimmers on rafts/tubes and minimize their wakes in coves as well. Ski boats or other high speed watercraft running parallel to NO WAKE areas should move farther out from the NO WAKE buoys so that they do not produce a potentially dangerous wake in the designated NO WAKE areas.
FOOD & BEVERAGE Food and beverages are allowed to be carried onto the Pavilion. No glass bottles or beer kegs are permitted. No grilling or preparation of food is allowed. All trash must be placed in the trash receptacles on the shore. PERSONAL CHAIRS Property owners are allowed to bring their own folding chairs on to the Pavilion. They must be taken with you when you leave, i.e. chairs cannot be left behind. ATTIRE Members and guests shall dress in attire befitting the surroundings of the community. Extremely revealing attire, such as a thong, is not suitable for the family atmosphere of the Marina Pavilion. NO SWIMMING No swimming is permitted from the Marina Pavilion or docks anywhere in the “No Wake” zone. No running or diving is permitted from the Pavilion or docks. NO FISHING No fishing is allowed from the Marina Pavilion or docks. BOATS Boats can tie up on the side of the walkway only where there are cleats and cannot at any time tie up to the Pavilion. Maximum time at the walkway is 1 hour (or 15 minutes if others are waiting). These areas are intended for drop off and pickup. PROHIBITED ACTIVITIES No grilling, skateboarding, bicycles, rollerblading, sunbathing, or feeding the wildlife is permitted on the Marina Pavilion or docks. PETS Pets are not allowed on the Marina Pavilion.
DRY STORAGE A free dry storage decal has been mailed to those who rent a space. This decal must be visible and placed on an item. In addition each trailer, camper, RV, motorhome and watercraft must also display a current decal. If you drive it, you need a vehicle decal. If you have a trailer/camper, you need a trailer/other decal. Vehicle decals ARE available at the South Gate and all others at the Administration office. All items MUST display a current decal to continue using a Lake Arrowhead Dry Storage and Boat Slip. As a reminder, it is a violation of the covenants to park or store the following: boats, vehicles, trailers, campers, RVs, etc. on your property. Agreements may be terminated at any time due to past due accounts. page 14
The Lake Arrowhead Lake Committee, a group of resident volunteers working under the direction of Mike Ludden (committee chairman) and Kim Jordan (LAPOA Board Member), have assembled some important lake topics: LAKE RULES / NO WAKE ZONES Rules regarding the safe operation of watercraft on Lake Arrowhead can be found in a number of different places - this magazine, Club Rules and Regulations, the LAPOA website, and finally in "Lake Information" brochures which are widely available. Our lake is small and boat traffic is growing so it is critical that all boat operators familiarize themselves with these rules. As excessive speed in NO WAKE areas remains the #1 reported concern, a modification to our "no wake" guidance has been implemented for 2026: All watercraft operating in the northern part of Lake Arrowhead, in any cove, as well as in other areas designated with NO WAKE buoys, must operate at a speed of less than 5 MPH and which generates no wake for the protection of people and property. Additionally, in accordance with Georgia Law, boats must operate at idle (slowest forward) speed within 100 feet of any shoreline, dock, other vessel, or persons in the water. Boat operators are reminded that they are responsible for any damage caused by their wakes. SHORELINE EROSION Boats travelling at excessive speed too close to the eastern shore of Lake Arrowhead are contributing to shoreline erosion. Operators are reminded to maintain a safe minimum distance from shoreline (at least 100' per Georgia Law) while underway. Towing especially results in boat wakes that are larger and more destructive. Boat drivers are reminded to operate their boats as close to the center of the lake as possible to minimize shoreline damage in accordance with Lake Arrowhead policy.
BOAT & TRAILER REGISTRATION ALL boats and ALL watercraft (kayaks, canoes, paddle boats, paddleboards, waterbikes, etc), as well as trailers, are required to have a current registration sticker which must be posted on the vessel or on the paddle of an inflatable craft. Operators of motorized boats are required to provide proof of liability insurance with limits not less than $300,000 in support of their registration requests. Registration forms can be accessed on-line at lakearrowheadclub. net, or in-person at either security gate, or from the Administration office. Compliance with boat/ watercraft/trailer registration policy has been lacking in recent years. Residents are reminded that these fees, while nominal, are mandatory and help care for our most valuable community amenity. And the insurance verification required for ALL motorized boats is in place for everyone's protection.
LAYC BOAT CLUB The LAYC Pontoon Club offers an exclusive opportunity for Lake Arrowhead residents to enjoy the lake without the hassle of boat ownership. Homeowners may join the club with an annual membership commitment of $120 for the year. Membership does not renew automatically. Enrollment is open to all property owners in good standing, providing a cost-effective way to access our fleet of well-maintained pontoon boats. The boathouse operates 4 new / nearly-new pontoon boats for exclusive use by boat club members. Do you like to fish but are frustrated with the limited areas to fish from the shore? Join the boat club and chase the big ones out in the deep water. Do you enjoy swimming in the crystal clear water of Lake Arrowhead but don't care for the crowds at the swim area? BOATHOUSE SERVICES / KAYAK RACKS Capt Rob's staff is available to assist with boat rentals as well as powerboat, sailboat, and kayak instruction. The boathouse is open from mid April to mid November (by rental appointment and weather permitting). And for 2026, the boathouse is modifying their hours of operation to accept rentals from 10 AM to 7 PM seven days a week - opening earlier on Sunday in response to resident requests.

C LU B BU SI N E S S SHORT-TERM RENTAL GUIDELINES: PHASE I https://library.municode.com/ga/cherokee_county/ordinances/code_of_ordinances?nodeId=1106313 In order to protect and preserve the residential character, property values, and enjoyment of all homeowners within the Lake Arrowhead community, please observe the following guidelines for relative to short-term property rentals of Lake Arrowhead Phase I units. 1. Short-term property rentals (less than 6 months) are strictly prohibited in both Phase II and Phase III of Lake Arrowhead. The maximum number of occupants should be restricted to no more than two individuals per bedroom. 2. Short-term rentals should be registered with LA Security gate they intend to enter, and identified as short-term rentals so that the appropriate identification may be provided at check-in a. Amenity use cards, identifying renters and associated unit address b. Vehicle “hang tag” for vehicles 3. All rental agreements should include an acknowledgement that renters have received and agree to abide by the Lake Arrowhead Rules and Regulations a. If boat usage is included with the rental of the home, a printed copy of the lake rules and restrictions should be included with the rental agreement, a copy should be left in the home, and a laminated copy should be placed in the boat and/or attached to the boat key b. Violations of the lake rules and regulations may result in revocation of the issued boat permit and result in suspension of lake access privileges 4. Homeowners are responsible for the actions of guests and renters of their home and violations of the Covenants or Rules and Regulations will typically be handled in the following manner: a. 1st infraction – issuance of written warning to homeowner b. 2nd infraction – 30-day suspension of common property access and privileges for homeowner, including any invited guests and renters c. 3rd infraction – 12-month suspension of common amenity access and privileges for homeowner, including any invited guests and renters d. 4th infraction – permanent loss of common amenity access and privileges for homeowner, including any invited guests and renters e. Addition steps may be taken depending on the nature of the infraction, including contacting the Cherokee County Sheriff’s Department or taking additional legal to enforce the community governing documents f. Common property damage by renters, if applicable, will be levied against the lot owner g. Egregious infractions may result in immediate suspension of common property access and privileges or other sanctions 5. “Party Houses” are strictly prohibited and deemed a nuisance and violation of the Lake Arrowhead Covenants, Article III, Section 19. Party Houses are also prohibited by popular short-term rental companies (Airbnb and VRBO) and nuisance properties will be reported to the appropriate listing entity.

SHORT-TERM RENTAL ORDINANCE CHEROKEE COUNTY, GEORGIA Cherokee County, Georgia has recently adopted an ordinance regarding short-term rentals. The full ordinance is available at cherokeega.com/ ShortTermRentalOrdinanceCherokeeCounty20210806.pdf, but we wanted to make each property owner aware of this ordinance and have highlighted a few of the key points in the ordinance. 1. The purpose of the ordinance is to establish standards for short-term rentals of privately-owned residential structures rented to transient occupants, minimize adverse effects of short-term rental uses on surrounding residential neighborhoods, and preserve the character of residential neighborhoods. 2. A certificate is required to lawfully rent, operate, or advertise any property for short-term rental. a. Owners must apply to the Cherokee County Development Services Center on an annual basis for a certificate. b. Certificates require an initial administration fee and annual renewal fees. 3. The Certificate number must be listed in any advertisement for the rental of the property. 4. No short-term rental shall offer more than five (5) bedrooms for rent. 5. The use of outdoor speakers by short-term rentals is prohibited. 6. The number of occupants shall not exceed two persons per bedroom plus two additional persons. 7. The short-term rental must have parking off the street sufficient for one car for each bedroom being rented. Parking shall only be on designated hard surfaced areas. 8. Quiet hours are 12:00 a.m. midnight to 7:00 a.m. daily, 12:00 a.m. midnight Saturday to 1:00 p.m. Sunday). 9. The Cherokee County Marshal’s office (678.493.4080) is tasked with enforcement of the ordinance.
ARCHITECTURAL EXTERIOR WORK POLICY
CREDIT CARD PROCESSING FEES On November 11, 2025, we upgraded our credit card processing system. This change was necessary to offer you an additional, more convenient payment method: ACH withdrawals directly from your bank account. As part of the transition, all previously stored credit card information has been deleted from the old processor’s secure servers. CRITICAL ACTION REQUIRED: If you use a credit card for recurring monthly payments, you must visit or call the Administration Office at 770-721-7912 so we can re-enter your credit card information or assist you in selecting a different payment method. We would also like to inform you of an important upcoming change: beginning January 1, 2026, a 2.95% convenience fee will be applied to all charges on accounts paid with a credit card. This fee will not appear until your account is charged on January 30, 2026. Please note that payments made by check or through the new ACH option will not incur this fee. Additionally, the convenience fee will not apply to purchases made in the Pro Shop or Grill when you pay as you go by credit card. The fee will only apply to maintenance fees and items charged to your account that are paid by credit card at the end of the month. Please be aware that any maintenance fees paid by credit card, regardless of when the payment is made, will incur the convenience fee. After extensive review, the LAPOA Board and LAYCC management determined that this change is necessary. The Club currently absorbs all credit card processing fees, which are projected to exceed $200,000 this year alone. Redirecting these costs will allow us to allocate more funds back into the community—most significantly toward infrastructure improvements.
Any exterior change to an existing structure requires approval from the ARC before commencing with work. All exterior changes or renovations shall be submitted to the ARC for approval. The Exterior Modification form may be picked up at the Administrative Office or uploaded from the lakearrowheadclub.net website. Projects initiated without proper approval are subject to modifications at the owner’s expense.
ATTENTION PROPERTY OWNERS WHO RENT OUT YOUR HOME: Please notify your tenants that all Resident Guests (all those who rent, lease, or otherwise occupy a home which they do not legally own) are required to renew. $50 PER ADULT ON THE LEASE Call Member Services at 770.721.7912 Mon-Fri 9:00am to 5:00pm for an appointment. We have an active group of players at multiple levels, and play times for each group are listed below. We play at the Red Cloud Pickleball and Tennis Center near the Red Cloud Pool. The only requirement is that you are a Lake Arrowhead resident or registered guest. If you are new to Pickleball or want to play for fun and exercise, please join our Recreational Group. The intermediate and advanced groups are for experienced players who want to advance their skills to compete in leagues and/or tournaments. We want everyone to enjoy Pickleball and understand that play on the LA courts is ‘’at your own risk.” Players should come in athletic attire, wear court shoes (pickleball or tennis shoes) and bring a PB paddle, sunglasses/protective eyewear, visors and/or hats. Players should be aware that like any sport, warming up, having the proper gear, bringing water, towels, and stretching afterwards are all important components of a successful, injury free experience.

READING FOR THE AGES by Jeanne Schwartz Whistler | Patchett | Harper Fifty-three- year old Daphne Fuller and her 70 year- old husband Jonathon are wandering through the Metropolitan Museum of Art, when Jonathon says, “Don’t look now, but there is an old man following us and staring at you.” He speeds up and switches galleries, and sure enough the man keeps following, Eventually Jonathon heads over to confront him, while Daphne is staring at a sculpture of two horses she has always loved: one substantial and in the foreground, and the other behind and almost ghostly in appearance. This very early metaphor gives the book it’s bones: the present and the past, linked together by a horse. Jonathan returns with the old man, and with news Daphne would never have conjured – even in her imagination. The man is Eddie Triplett, her step-father from the years she was a child; one of three fathers she has known: her birth father, Buddy Zabriskie, and her mother Abigail divorced when the girls were very young before Abigail went into publishing. Abigail then forged her own path into Boston's publishing community in the 1970s, working as a publicist at Houghton Mifflin — where she later met Eddie Triplett, who became her second husband and Daphne's stepfather for less than two years. Buddy and Abigail divorced because, as Daphne remembers it: “Buddy decided he'd spend his best life as a fisherman, "sitting in a shed somewhere mending lobster traps, his phone long disconnected for nonpayment." Abigal and Eddie met working at the same publishing house, and they married, but Abigail divorced him when Daphne was nine. Her second step-father was Lucas Ekker, with whom she was never close, as he and her mother had two sons together, which occupied her mother from that point on. Eddie is still a book editor and Daphne is an English teacher. They shared a love of stories from the time Daphne was born. That shared love not only bound them together, but saved their lives. When Leda, Daphne’s little sister, developed appendicitis and was rushed to the hospital by her mother, Eddie took nine- year -old Daphne to a raspberry farm up the mountain to look at the stars. Somehow, he drove off the side of the road and the car tumbled partway down the mountain, landing on its side. Both were injured, Eddie more seriously, but they are well and truly stuck on the side of a mountain in the winter in the dark. Daphne remembered that her father Buddy had outfitted the car with an emergency kit, and kept it fresh even after the divorce. It was a treasure trove: flashlight, batteries, first aid supplies, flares, and a radio. But the best find was a space blanket. They huddled underneath it, and Eddie told Daphne a story while they shivered - a story from a book proposal page 28
submitted to his publisher by and about a woman named Mary and her horse Whistler. The tale of the accident is told in interstitial chapters throughout the main narrative; it was the defining moment of both of their lives. In the present day, Jonathon’s mother passes away in Wisconsin, and Jonathon goes to help his sister Bea empty the house, a task made enormous because his mother never got rid of anything in her life. Jonathon says upon arriving at the house: “Everything in my bedroom is still there, all the stuff in the desk drawers the closet, under the bed. It’s like Pompeii. I feel like I’m going to get stuck here, like I’m going to fall into the past and it’s never going to let go of me.” Daphne doesn’t fly – ever – so declines to go with him to help. Instead, she stays home and reunites with Eddie, who sweeps her under his wing and invites her as his plus one to his college roommates 50th wedding anniversary party, among many other occasions. She experiences the same sort of disorientation as her husband: “How interesting to think of two married people falling into their own separate pasts so far away from one another, but at the same time.” Eddie is re-introduced to Leda and her family, also, and they reminisce together. When learning of Abigail’s third marriage, Eddie shakes his head: “I shudder to imagine the through line between Buddy Zabriskie, myself, and Lucas Ekker.” 1 of 1
Every character in this book is fully developed, and relatable. It would be wrong to spoil the wonderful coincidences, mysteries and discoveries. But the philosophies of life are plentiful. When Daphne thinks about the fact that she didn’t join her husband in the clean-out of his mother’s house, she muses about how a weekday trip to a museum with her husband plunged her back into childhood at the age of 53. She says that she knows what Leda would say. “She would say it was because childhood never leaves us. We seal the room up and cover it in sheetrock. We dry and sand and paint, but the pocket of history remains, and sooner or later someone always winds up tapping on the wall, commenting on the way it sounds strangely hollow in there, and then the whole thing comes tumbling down.” Kirkus Reviews said: Whistler is an evocative and moving tribute to the death-defying, heart-opening, infinitely redemptive power of storytelling. I agree.
