SEAN WEBB WINS 2024 LA MASTERS CHAMPIONSHIP!
Sean Webb won the coveted LA Masters Green Jacket with a net score of 71 and his professional partner’s score of 73 for a total of 144 to edge out Jeff Howell and Scott Hall by one shot.
If you are unfamiliar with Lake Arrowhead’s version of the Masters, the tournament rules require each Lake Arrowhead golfer to select a professional playing partner from the Masters Tournament in Augusta. The combined Saturday scores of the two are then used to determine the winners.
Several spots were determined by a score card playoff. 115 participants won gift certificates. The ties were broken by using each player’s net score starting on the 18th and working backwards until the tie was broken. The winners were: Place LA Golfer

Congratulations to all the winners and a special thanks to all of the Lake Arrowhead golfers who participated in what has become one of the more popular tournaments at the Highlands Course. If you would like to join in the fun and shoot for a chance to earn your own “Green Jacket” next year, be advised that you do not have to be a member of the Golf Club. However, you must have an established handicap. For handicap information, check with either Uel or Kevin at the Pro Shop. It’s easy to get started.


LGA SPRING MEETING
What a start! The LGA is starting the season with 56 members. Of those, 47 (a record) attended our Spring Meeting; 37 were already members, and 10 joined that evening. Also 2 guests brought the total present to 49. What a great start to the season.
As we’ve come to expect, Grace Kreft had the room skillfully decorated with Azalea centerpieces in Easter themed pots with ribbons, bunny rabbits and carrots. Chocolate bunnies completed the theme. Natalie Teuton had thoughtfully made informative laminated cards One card listed play days, events, times and contact information. The other listed the women’s club distance chart by beginner, average and good. I wish I could hit my driver as “good” but I’ve learned accuracy is as important as distance.
Paula Hall and I worked as quickly as possible to check everyone in. Callaway provided a trunk show. Several people, myself included , ordered the latest fashions. Once all were seated and the roar of chatter subsided, Arra welcomed everyone and introduced Uel Kemp, who spoke about updates to the handicap system, a few new PGA rules and some new terminology. Examples: We can post an uncompleted round, hole by hole, and the handicap system will adjust the score based on handicap. One is to drop where the ball crosses into a penalty area not where it stops. “Ground under repair” is now “abnormal course conditions”. Every golfer knows there are too many rules to cover in an evening let alone 15 minutes. Uel urged everyone to read last month’s LGA article on Pace of Play.
Paula graciously offered a prayer prior to the meal. Jason and Staff prepared a fine dinner of Chicken Caprese, Wild Rice, Broccolini, Salad and cookies. Additionally, Christy Stewart made Rum Cake, Arra Bolding made Pound Cake and Jan Benefield made pink frosted cake with golf theme decorations. Plus there were chocolates available in case you needed more sugar!
Caroline and her team kept the drinks flowing, from Diet Cokes to Martinis.
To start the Meeting’s business, Arra introduced the LGA Officers: President Arra Bolding, Vice President Natalie Teuton, Secretary Ruth Nunes, Treasurer Paula Hall, Events Chairs Grace Kreft and Mindy McCutcheon. Arra recognized Eleanor Gibbons who started the LGA over14 years ago. Eleanor acknowledged she had the help of Ellen Cahill, Suzi Champitto (both still LGA members) Charlotte Duggan and Kathy Gross.
There was discussion about establishing a memorial bench in remembrance of deceased LGA members. Cost and needed LAYCC approvals will be researched and a location voted on. Cynthia Samuels was introduced as the Facebook administrator. She encouraged everyone to take pictures, share the fun and follow the Association Facebook page.
New Members welcomed were: Alice Beach, Amy Bevan, Cerena Coleman, Jamie Driscoll, Kristi Farmer, Gail Haines, Lynn Hale, Sandra Issac and Rebecca Mohandiss. Carol Burton and Doris Matter rejoined after an absence. Fall Meeting Minutes were approved. Paula showcased golf items she had from previous meetings and encouraged everyone to purchase something, prior to presenting the budget. Natalie reviewed information on laminated cards she provided and the LGA web page she maintains. Arra, Natalie and Paula explained Play Days, Play Day Events, Birdie Tree, and Ringer Board. Coming Events were summarized. Calculating a handicap is encouraged, but not mandatory. The final item was a drawing for the bouquet centerpieces. Winners: Andrea Cupak, Janice Cash, Kristy Farmer, Carol Burton, Heather Gass, Linda Reynolds, Lynn Hale and lucky me! Meeting Adjourned.





SHORT-TERM RENTAL ORDINANCE CHEROKEE COUNTY, GEORGIA
Cherokee County, Georgia has recently adopted an ordinance regarding short-term rentals. The full ordinance is available at ShortTermRentalOrdinanceCherokeeCounty20210806.pdf (cherokeega.com), but we wanted to make each property owner aware of this ordinance and have highlighted a few of the key points in the ordinance.
1. The purpose of the ordinance is to establish standards for short-term rentals of privately-owned residential structures rented to transient occupants, minimize adverse effects of short-term rental uses on surrounding residential neighborhoods, and preserve the character of residential neighborhoods.
2. A certificate is required to lawfully rent, operate, or advertise any property for short-term rental.
a. Owners must apply to the Cherokee County Development Services Center on an annual basis for a certificate. b. Certificates require an initial administration fee and annual renewal fees.
3. The Certificate number must be listed in any advertisement for the rental of the property.
4. No short-term rental shall offer more than five (5) bedrooms for rent.
5. The use of outdoor speakers by short-term rentals is prohibited.
6. The number of occupants shall not exceed two persons per bedroom plus two additional persons.
7. The short-term rental must have parking off the street sufficient for one car for each bedroom being rented. Parking shall only be on designated hard surfaced areas.
8. Quiet hours are 12:00 a.m. midnight to 7:00 a.m. daily, 12:00 a.m. midnight Saturday to 1:00 p.m. Sunday).
9. The Cherokee County Marshal’s office (678.493.4080) is tasked with enforcement of the ordinance
BOAT AND TRAILER REGISTRATION
ATTENTION PROPERTY OWNERS WHO RENT OUT YOUR HOME:
Please notify your tenants that all Resident Guests (all those who rent, lease, or otherwise occupy a home which they do not legally own) are required to renew.
$50 PER ADULT ON THE LEASE Call Member Services at 770.721.7912 Mon-Fri 9:00am to 5:00pm for an appointment. Resident Guests must provide a current lease.
BOAT SLIP AND DRY STORAGE
Boat registration forms may be downloaded from the website at lakearrowheadclub.net. Proof of liability insurance with limits not less than $300,000 is required for all motorized boats. Please mail a boat registration form and insurance to: LAYCC 486 Arrowridge, Waleska, GA 30183, email membership@lakearrowheadga.com, use the property owner drop boxes located at both security gates, or bring your form to the South Gate and the Administration office.
ARCHITECTURAL EXTERIOR
WORK POLICY When an Exterior Work Permit is approved, the owner will be sent an 8 ½ x 11 permit that shall be placed in a window on the first floor of the property. The blue permit sign indicates that work on the property was reviewed and approved by the Architectural Review Committee.
Renewal contracts have been mailed to Property Owners who currently lease a space. All items MUST display a current decal to continue using a Lake Arrowhead Dry Storage and Boat Slip. As a reminder, it is a violation of the covenants to park or store the following: boats, vehicles, trailers, campers, RVs, etc. on your property. Agreements may be terminated at any time due to past due accounts.
SHORT-TERM RENTAL GUIDELINES: PHASE I

In order to protect and preserve the residential character, property values, and enjoyment of all homeowners within the Lake Arrowhead community, please observe the following guidelines for relative to short-term property rentals of Lake Arrowhead Phase I units.
1. Short-term property rentals (less than 6 months) are strictly prohibited in both Phase II and Phase III of Lake Arrowhead. The maximum number of occupants should be restricted to no more than two individuals per bedroom.
2. Short-term rentals should be registered with LA Security gate they intend to enter, and identified as short-term rentals so that the appropriate identification may be provided at check-in
a. Amenity use cards, identifying renters and associated unit address
b. Vehicle “hang tag” for vehicles
3. All rental agreements should include an acknowledgement that renters have received and agree to abide by the Lake Arrowhead Rules and Regulations
a. If boat usage is included with the rental of the home, a printed copy of the lake rules and restrictions should be included with the rental agreement, a copy should be left in the home, and a laminated copy should be placed in the boat and/or attached to the boat key
b. Violations of the lake rules and regulations may result in revocation of the issued boat permit and result in suspension of lake access privileges
4. Homeowners are responsible for the actions of guests and renters of their home and violations of the Covenants or Rules and Regulations will typically be handled in the following manner:
a. 1st infraction – issuance of written warning to homeowner
b. 2nd infraction – 30-day suspension of common property access and privileges for homeowner, including any invited guests and renters
c. 3rd infraction – 12-month suspension of common amenity access and privileges for homeowner, including any invited guests and renters
d. 4th infraction – permanent loss of common amenity access and privileges for homeowner, including any invited guests and renters
e. Addition steps may be taken depending on the nature of the infraction, including contacting the Cherokee County Sheriff’s Department or taking additional legal to enforce the community governing documents
f. Common property damage by renters, if applicable, will be levied against the lot owner
g. Egregious infractions may result in immediate suspension of common property access and privileges or other sanctions
5. “Party Houses” are strictly prohibited and deemed a nuisance and violation of the Lake Arrowhead Covenants, Article III, Section 19. Party Houses are also prohibited by popular short-term rental companies (Airbnb and VRBO) and nuisance properties will be reported to the appropriate listing entity.


MARINA PAVILION RULES AND REGULATIONS:
HOURS OF OPERATION The Marina Pavilion will be open dawn to dusk or during sanctioned LAYCC events.
FOOD & BEVERAGE Food and beverages are allowed to be carried onto the Pavilion. No glass bottles or beer kegs are permitted. No grilling or preparation of food is allowed. All trash must be placed in the trash receptacles on the shore.
PERSONAL CHAIRS Property owners are allowed to bring their own folding chairs on to the Pavilion. They must be taken with you when you leave, i.e. chairs cannot be left behind.
ATTIRE Members and guests shall dress in attire befitting the surroundings of the community. Extremely revealing attire, such as a thong, is not suitable for the family atmosphere of the Marina Pavilion.
NO SWIMMING No swimming is permitted from the Marina Pavilion or docks anywhere in the “No Wake” zone. No running or diving is permitted from the Pavilion or docks.
NO FISHING No fishing is allowed from the Marina Pavilion or docks.
BOATS Boats can tie up on the side of the walkway only where there are cleats and cannot at any time tie up to the Pavilion. Maximum time at the walkway is 1 hour (or 15 minutes if others are waiting). These areas are intended for drop off and pickup.
PROHIBITED ACTIVITIES No grilling, skateboarding, bicycles, rollerblading, sunbathing, or feeding the wildlife is permitted on the Marina Pavilion or docks.
PETS Pets are not allowed on the Marina Pavilion.

HOMELESS VETERANS GOLF EVENT— PROGRAM GUIDE
10th Annual Homeless Veteran Charity Golf Event set for Friday May 17th at Lake Arrowhead Highlands Course
The 10th annual Charity Homeless Veterans Golf Outing is set for this spring at the Lake Arrowhead Highlands Golf Course in Waleska, Ga. The shotgun start event will be held on Friday the 17th of May with a 4 person team scramble format.
The event is put on by the Cherokee County Homeless Veterans program (CCHVP) with support from local veterans and volunteers. 100% of the proceeds of the golf outing goes to support the various programs of the CCHVP and 100% of the monies raised stays here in Cherokee County.
Homeless Veteran Situation in Georgia today In the last Housing and Urban Development report to Congress dated December 2023, Veteran Homelessness increased by over 12% from 2022.
In 2023, there were 67,495 homeless veterans nationwide. Veterans comprise 10.6% of all homeless in the U.S. and are 2x as likely to become homeless versus those who didn ’t serve in the military
Veterans were less likely than all people experiencing homelessness to be in major cities (47% vs. 50%). Rural counties like Cherokee is where we are seeing more homeless Veterans coming to us as we have a viable program to help them.
Cherokee County is only one of 31 counties counting homeless of the 152 rural counties in Georgia. This is a 20% response rate which impacts our ability to obtain grant funding for programs
Cherokee County does not qualify for VASH or Per Diem housing support for Veterans. We do qualify for SSVF Grants for Veterans with families with children under 17. however, It typically takes up to 16 weeks to get into the SSVF program. .
40% of all homeless Veterans have some type of mental health need.
9% of homeless Veterans are females, some with children. They have at some time during their bout with homelessness thought of suicide.

READING FOR THE AGES

Memphis, 1939. Twelve-year-old Rill
Foss and her four younger siblings are river rats who live on the Mississippi River aboard their family’s shantyboat, The Arcadia. It is Kingdom Arcadia to them. But when their mother, Queenie, is in labor with twins and problems develop, their father Briny must rush her to the hospital. Rill is assured that they will send word when the babies are born. No message comes. Instead, Zede, a man who is known as the “grandpappy of the river” shows up. He brings the news that Queenie’s babies didn’t make it. Their parents will be home when Queenie has awakened and is feeling better enough to make the journey home.
So, Rill is in charge—until strangers arrive and take the children away, telling them they will just be kept safe until their parents arrive. In fact, they are thrown into the Tennessee Children’s Home Society orphanage. Quickly, Rill is re-named May, her three blonde siblings also receive different names and her dark-haired sister Camellia disappears from where the others are kept.
It is a cruel place. Georgia Tann, the woman in charge, is a brute who markets the children who come into her care with cold efficiency, showing off the little beauties when prospective adopters are nearby and keeping them in squalor the rest of the time. Menace is present at every turn, from the threat of the “closet’ to the clear and present danger of the janitor who grabs passersby and hauls them into his cellar with the offer of candy. Within those walls, events that are never spoken about transpire.
Saying more would be to spoil the reading of this historical novel, based on true events that are shameful to consider.
The novel’s other track follows Avery Stafford, a federal prosecutor with a wealthy and politically connected family in Aiken, South Carolina. This story-line takes place in the present day. Avery seems to have it all: a successful career, a handsome fiancé, and a lavish wedding on the horizon.
But when Avery returns home to help her father weather a health crisis, she goes to the retirement home there to visit her Grandma Judy and on the way meets a woman resident who grabs her wrist. A nurse comes to collect her, telling “May” to come along. But May resists the restraint and whispers, “Fern?”
As it turns out, May had grabbed a dragonfly bracelet from Avery’s wrist, an heirloom from Avery’s grandmother. Was it an accident, or deliberate? When the bracelet was found on May’s wrist it is returned to Avery. But what seemed like it could have been a chance encounter leaves her with uncomfortable questions and compels her to take a journey
through her family’s long-hidden history.

She learns that her Grandmother Judy has left her a series of date books, within which Avery finds an appointment with a realtor named Trent Turner. When she reaches out, she learns that the Trent in her grandmother’s datebook is the father of the person now manning the office. He is under strict instructions that the transactions with Judy are to remain secret until Judy herself shows up to recover the documents waiting for her there.
The two story-lines come together in a predictable way, with the truth about Judy and Avery’s relationship, but they are predictable only because this is historical fiction, and the author has a true story to illustrate through her words and characters.
Georgia Tann was a real-life opportunist, and director of the Tennessee Children’s Home Society. While there is little doubt that the organization rescued many children from deplorable, dangerous circumstances or simply accepted children who were unwanted and placed them in loving homes, she also stole countless children without cause or due process, lying to bereaved parent in the process.
For years, citizens watched for newspaper ads featuring photos of adorable babies and children, captioned with phrases like “Yours for the asking” “Want a real-life Christmas present?” and “George wants to play catch but he needs a daddy.”
Estimates as to the number of children who may have simply vanished under Gerogia Tann’s management range as high as five hundred.
The lesson to be learned is that babies and children, no matter what corner of the world they hail from, are not commodities or blank slates; they are human beings with histories, and needs, and hopes and dreams. In this case, we failed them.

MIXED DOUBLES TENNIS
Play year-round on Monday, Wednesday and Friday, weather permitting. 1:30pm during colder months (November through April) and 9:30am during the warmer months (May through October). Format: after 4 games, then teams rotate players. Otherwise ITF Rules of Tennis apply.
All players are welcome to join, level is approximately B5 ALTA and 3.0-3.5 USTA. Courts are reserved for this Doubles group during the times mentioned previously. If you would like to join, please send your name and CELL phone number to Jill Rose (770-3130073). You will be added to our telephone message list which goes out the night before each match and you will be able to see who has signed up to play for that day. This will also let you know if there are at least 4 people available for that day. Please come join the fun with us.
TENNIS PRIVATE PLAY is always encouraged; to help, we provide a roster of the known players who live in Lake Arrowhead. PICKLEBALL
If you love to play Pickleball or would like to learn, please read on. We have an active group of players at multiple levels, and play times for each group are listed below. We play at the Red Cloud Pickleball and Tennis Center near the Red Cloud Pool. The only requirement is that you are a Lake Arrowhead resident or registered guest.
If you are new to Pickleball or want to play for fun and exercise, please join our Recreational Group. The intermediate and advanced groups are for experienced players who want to advance their skills to compete in leagues and/or tournaments.
All Pickleball courts are considered Reserved for these play times:
RECREATIONAL: Monday, Wednesday, Friday at 9:00am and Saturday at 10.00am
INTERMEDIATE: Monday and Wednesday at 4:30pm and Saturday at 8:00am
ADVANCED: Sunday, Tuesday, and Thursday at 4:00pm
PLEASE READ: We want everyone to enjoy Pickleball and understand that play on the LA courts is ‘’at your own risk.” Players should come in athletic attire, wear court shoes (pickleball or tennis shoes) and bring a PB paddle, sunglasses/protective eyewear, visors and/or hats. Players should be aware that like any sport, warming up, having the proper gear, bringing water, towels, and stretching afterwards are all important components of a successful, injury free experience. As of now, balls are provided by the neighborhood.
