SHORT-TERM RENTAL ORDINANCE CHEROKEE COUNTY, GEORGIA
Cherokee County, Georgia has recently adopted an ordinance regarding short-term rentals. The full ordinance is available at ShortTermRentalOrdinanceCherokeeCounty20210806.pdf (cherokeega.com), but we wanted to make each property owner aware of this ordinance and have highlighted a few of the key points in the ordinance.
1. The purpose of the ordinance is to establish standards for short-term rentals of privately-owned residential structures rented to transient occupants, minimize adverse effects of short-term rental uses on surrounding residential neighborhoods, and preserve the character of residential neighborhoods.
2. A certificate is required to lawfully rent, operate, or advertise any property for short-term rental.
a. Owners must apply to the Cherokee County Development Services Center on an annual basis for a certificate.
b. Certificates require an initial administration fee and annual renewal fees.
3. The Certificate number must be listed in any advertisement for the rental of the property.
4. No short-term rental shall offer more than five (5) bedrooms for rent.
5. The use of outdoor speakers by short-term rentals is prohibited.
6. The number of occupants shall not exceed two persons per bedroom plus two additional persons.
7. The short-term rental must have parking off the street sufficient for one car for each bedroom being rented. Parking shall only be on designated hard surfaced areas.
8. Quiet hours are 12:00 a.m. midnight to 7:00 a.m. daily, 12:00 a.m. midnight Saturday to 1:00 p.m. Sunday).

Narrows Marina Parking Permits have been mailed to Property Owners who currently lease a Narrows Boatslip. This permit must be placed on the inside windshield. Security looks for these yearly permits when checking the Narrows parking lot. Please register boats and trailers. See Boat Registration information below.

Proof of liability insurance with limits not less than $300,000 is required for all motorized boats. Please mail a boat registration form and insurance to: LAYCC 486 Arrowridge Waleska, GA 30183, email membership@ lakearrowheadga.com, use the property owner drop boxes located at both security gates, or bring your form to the South Gate and the Administration office. All items in Dry Storage MUST display the current decal to continue using Lake Arrowhead Dry Storage. As a reminder, it is a violation of the covenants to park or store the following: boats, vehicles, trailers, campers, RVs, etc. on your property. Agreements may be terminated at any time due to past due accounts.

SECURITY UPDATE
Happy New Year! The holidays have come and gone with very little incidence. Thank you for providing your guest lists to the security gates. This expedited wait times and was greatly appreciated by visitors and the security guards. Please continue to observe our 25 mph speed limit. This speed is to protect all drivers including our wildlife.
It’s that time of year to stop at either security gate and get the 2023 decal for your vehicles. All you need is proof of your car registration and member ID number. Security can look it up for you if you have forgotten it. Property Owners and Resident Guests are asked to stop and get the yearly decal. The decals are a good visual for the security guards and also patrol when driving around and checking on the amenities. PLEASE stop and get your decal!
ARCHITECTURAL EXTERIOR WORK POLICY When an Exterior Work Permit is approved, the owner will be sent an 8 ½ x 11 permit that shall be placed in a window on the first floor of the property. The blue permit sign indicates that work on the property was reviewed and approved by the Architectural Review Committee.
SHORT-TERM RENTAL GUIDELINES: PHASE I

In order to protect and preserve the residential character, property values, and enjoyment of all homeowners within the Lake Arrowhead community, please observe the following guidelines for relative to short-term property rentals of Lake Arrowhead Phase I units.
1. Short-term property rentals (less than 6 months) are strictly prohibited in both Phase II and Phase III of Lake Arrowhead. The maximum number of occupants should be restricted to no more than two individuals per bedroom.
2. Short-term rentals should be registered with LA Security gate they intend to enter, and identified as short-term rentals so that the appropriate identification may be provided at check-in
a. Amenity use cards, identifying renters and associated unit address
b. Vehicle “hang tag” for vehicles
3. All rental agreements should include an acknowledgement that renters have received and agree to abide by the Lake Arrowhead Rules and Regulations
a. If boat usage is included with the rental of the home, a printed copy of the lake rules and restrictions should be included with the rental agreement, a copy should be left in the home, and a laminated copy should be placed in the boat and/or attached to the boat key
b. Violations of the lake rules and regulations may result in revocation of the issued boat permit and result in suspension of lake access privileges
4. Homeowners are responsible for the actions of guests and renters of their home and violations of the Covenants or Rules and Regulations will typically be handled in the following manner:
a. 1st infraction – issuance of written warning to homeowner
b. 2nd infraction – 30-day suspension of common property access and privileges for homeowner, including any invited guests and renters
c. 3rd infraction – 12-month suspension of common amenity access and privileges for homeowner, including any invited guests and renters
d. 4th infraction – permanent loss of common amenity access and privileges for homeowner, including any invited guests and renters
e. Addition steps may be taken depending on the nature of the infraction, including contacting the Cherokee County Sheriff’s Department or taking additional legal to enforce the community governing documents
f. Common property damage by renters, if applicable, will be levied against the lot owner
g. Egregious infractions may result in immediate suspension of common property access and privileges or other sanctions
5. “Party Houses” are strictly prohibited and deemed a nuisance and violation of the Lake Arrowhead Covenants, Article III, Section 19. Party Houses are also prohibited by popular short-term rental companies (Airbnb and VRBO) and nuisance properties will be reported to the appropriate listing entity.

MARINA PAVILION RULES AND REGULATIONS:
HOURS OF OPERATION The Marina Pavilion will be open dawn to dusk or during sanctioned LAYCC events.
FOOD & BEVERAGE Food and beverages are allowed to be carried onto the Pavilion. No glass bottles or beer kegs are permitted. No grilling or preparation of food is allowed. All trash must be placed in the trash receptacles on the shore.
PERSONAL CHAIRS Property owners are allowed to bring their own folding chairs on to the Pavilion. They must be taken with you when you leave, i.e. chairs cannot be left behind.
ATTIRE Members and guests shall dress in attire befitting the surroundings of the community. Extremely revealing attire, such as a thong, is not suitable for the family atmosphere of the Marina Pavilion.
NO SWIMMING No swimming is permitted from the Marina Pavilion or docks anywhere in the “No Wake” zone. No running or diving is permitted from the Pavilion or docks.
NO FISHING No fishing is allowed from the Marina Pavilion or docks.
BOATS Boats can tie up on the side of the walkway only where there are cleats and cannot at any time tie up to the Pavilion. Maximum time at the walkway is 1 hour (or 15 minutes if others are waiting). These areas are intended for drop off and pickup.
PROHIBITED ACTIVITIES No grilling, skateboarding, bicycles, rollerblading, sunbathing, or feeding the wildlife is permitted on the Marina Pavilion or docks.
PETS Pets are not allowed on the Marina Pavilion.

WOMEN’S DAYTIME DOUBLES Organization begins upon advent of warmer weather and lasts through the early fall. The format for women’s tennis is regulation tennis, 2-3 full sets. The level of tennis played is B-5+ (ALTA) or 3.0-3.5 (USTA). It is played during the warmer months only (May/June through Oct. 1). Former ALTA or USTA newcomers are welcome. Want to learn the fastest growing sport in the USA? Come join us at the Red Cloud Pickleball and Tennis Center and LEARN TO PLAY PICKLEBALL!! No need to bring a paddle at first– just show up and we’ll help you learn! It’s great exercise, lots of fun and adults of all ages can play!
We currently have over 40 active LA Residents participating and 9 players just competed in the Pickleball USA Atlantic South Diamond Regional, winning a number of medals! You don’t need to have tennis or other sports experience to play this great game. We play in a doubles format and our current age range of players is from 25 to 90!
We love to compete with each other but the courts are filled with laughter as we support each other’s mistakes and cheer each other’s winning shots! So, give it a try! The only requirements are that you are 18 or older and live in Lake Arrowhead.
We have divided our players into two groups - Novice and Advanced. The Novice Players (beginners and intermediates) play on Mondays at 9:00am, Wednesdays at 5:00pm and Saturdays at 9:00am. The Advanced Players meet on Tuesdays, Thursdays and Sundays at 4pm. At Lake Arrowhead the common areas and public amenities are maintained by Lake Arrowhead Yacht & Country Club which collects Property Owner dues and other revenues to provide for maintenance, security, administration and the operations of Lake Arrowhead.
LAPOA, a non-profit, representing the interests of the property owners has no income source other than fund raisers (remember the Jim Bennett Christmas Ornaments?) to maintain our website and the expenses we incur in conjunction with our representative and advisory responsibilities.
This year’s major fundraiser is a Scramble Golf Tournament. If your New Year’s resolution included more exercise and personal interaction, we invite you to join your neighbors for a day of fun on the Highlands Course at Lake Arrowhead. Our Missing Hearts

The title of this book could be taken as a bit misleading. If you pick up a copy thinking you’re in for a romantic story, you would be wrong. The book is partly a Hero’s Journey, partly about the power of words. It’s the story of a dystopian future, which has many elements of our present and our collective past, so as one reviewer put it, it’s a “future five minutes away.” The title of the book actually refers to the last line of a poem in book that did not sell well when it was published, and as far as the author, Margaret Miu knows, has faded into obscurity.
Margaret is a Chinese-American, and in the years between the book’s publication and the time of the story, she has lived with her husband Ethan and son Noah (nicknamed Bird), through a time of the Crisis: a world-wide economic breakdown has occurred, allegedly caused by Chinese market manipulation. As a result of the Crisis, the U.S. government has enacted PACT -- Preserving American Culture and Traditions-- a law which is designed to uphold American ideals. For anyone who seems unpatriotic, the government will take action. The authorities are now allowed to relocate children of dissidents, especially those of Asian origin, and libraries have been forced to remove books seen as unpatriotic. Books are not even burned, they are pulped and turned into toilet paper. Library shelves are empty, as Bird notices every time he visits his father, a former linguist and now a book shelver with very little to do. Both Ethan and Margaret are keeping a very low profile, trying to avoid any suspicion that they are dissidents to keep their child from being “re-placed” in a foster home.
But then, one day, when a Black girl is shot and killed by a police officer, a protester holds up a sign with a big red heart on it and the words “Our missing hearts,” the last line of Margaret Miu’s poem. (A poem, which by the way is about a pomegranate)! The slogan and graphic go viral, and soon proliferate at protests and begin to show up in giant banners hanging from trees, painted on streets; seemingly everywhere. “Find our Missing Hearts.” “Return our missing hearts.” Obviously, the source of this phrase becomes known, putting Margaret in clear danger. And not only her. Bird is in imminent danger of being “re-placed,” so the family makes the painful decision to separate. Before they can remove Bird, Margaret removes herself, becoming a fugitive never in contact with her family.
Bird is twelve at the time of the story, and lives with his father in Cambridge, MA. He spends a lot of time with his father at the library, and does not understand why his mother is gone, or why he has to keep his head down. His
best friend Sadie spends time at the library with him, but one day she is gone, having been re-placed herself. And then, after receiving a mysterious letter in the mail, Bird decides to search for his mother. How that search happens, and the eventual climax of the book are yours for the reading. No spoilers. But what I can say is that it is beautifully written, and striking.
This book echoes much of present-day and past expression of repression and defiance. “The Handmaid’s Tale” comes to mind, but this book is quiet for the most part, serene even, so that the bursts of violence and horror that happen are that much more jarring. Also, the fact that the “story” is about things that have happened and are happening today makes it frightening. Indigenous children have been displaced from their families in large numbers, slavery was a fact of life in the U.S. and the power of words has been demonstrated often.
In the author’s note at the end of the book, Ng cites Vaclav Havel’s 1978 essay “The Power of the Powerless” in which he writes about the power of words as the vehicle for how an individual can undermine the machinery of an oppressive state. In our world, words and phrases have become shorthand for entire philosophies of life. “I can’t breathe,” for example. “Witch hunt,” “pro-life,” “Black lives matter” have the power to firm up a person’s thinking without them digging underneath to find meaning or understanding.
There is symbolism, also. How can anyone survive a broken world with our hearts intact? “Bird” embodies Emily Dickinson’s vision of “hope as a thing with feathers that perches on the soul.” And in the end, one can only conclude that the antidotes for fear and suspicion are empathy and love.
Celeste Ng is the author of “Everything I Never Told You,” published in 2014 and “Little Fires Everywhere,” published in 2017. Little Fires Everywhere became a limited series streaming on Hulu, and featured Reese Witherspoon and Kerry Washington, among others. Some critics have described “Our Missing Hearts” as weaker than Ng’s previous books, but I would rank it as her best, followed closely by “Everything I Never Told You.” The issues it takes on are larger and more encompassing. That having been said, however, all three books are excellent. I recommend them all.

The Women’s Activity Club (WAC) celebrated December with a luncheon and tour at Tate House. This fully restored mansion, built in the 1920s, is decorated for Christmas each year with an amazing array of ornaments, lights, and trees. Pictured here are some of the WAC’s members enjoying the day.

Welcome to 2023! Yes, January is traditionally one of the coldest months here in Georgia, but a little chill shouldn’t stop you from getting things done in the landscape. December saw unusually warm temperatures, so maybe the first month of the new year will surprise us too!
The colder months are the best time to plant new trees and shrubs, so get to digging! Most plants’ growth is halted by cooler temperatures, meaning they are less demanding for nutrients, so this time of year the focus is on root establishment and growth. When installing something new, it’s always best to surround the base of the plant with mulch, but never up against the trunk or main stem. Light pruning can be done on trees now. Do corrective and ‘clean up’ pruning on trees while you can see the branch structure, before they leaf back out. Start by pruning dead or diseased limbs, then ones that are crossing. And while some vegetative growth on the ground has died back, now is a good time to chop bamboo, English ivy and kudzu back while you can get to the main stems of the plant. Plant things with winter blooms, like pansies and hellebores! Pop them in garden beds, sprinkle a little Osmocote fertilizer around each one, and then cover each with a handful of mulch before watering them in. And there’s still time to plant bulbs, like daffodils and irises.
This is the month we’re likely to see our first “hard freeze” of the year. But what’s the difference between a frost and a freeze? Frost is visible on plants, windshields, etc. and can occur when temps are ABOVE freezing, and it all depends on dew point as well. If the dew point is below freezing, a frost is more likely. Freezing is when the air temperature is literally below 32 degrees. And a freeze can come without a frost. A “hard freeze” is when the temperature drops further, below 28 degrees, for a longer time. It will kill the top growth of most perennials and root crops, BUT a hard frost doesn’t mean plants are dead though. Even after your plants have died back to the ground, the soil may be warm enough, so the roots are still growing.
And finally, what to do with that live Christmas tree? I am fortunate to be able to throw ours in the woods behind our house, and I am delighted to see birds and deer nesting by it. Some local parks and usually Home Depot stores offer to chip your tree, producing usable mulch.

THE HOLIDAYS ARE OVER.
Whew! This is a good time to take a step back and look at your home security. It’s fairly easy to get a home security system installed, but you can do more without spending much.
5 things not to do and easy, inexpensive fixes to keep your home safer…
1. LEAVING YOUR GARAGE DOOR OPEN OR UNLOCKED.
Once inside the garage, a burglar can use any tools you haven’t locked away to break into your home, out of sight of the neighbors. Interior doors between the garage and your home often aren’t as strong as exterior doors and may not have deadbolt locks.
INSTEAD: Always close and lock the garage door. Make sure you get a garage-door opener with random codes that automatically reset. Better yet, get one that you can also control from your smart phone. They aren’t expensive and you can even program it to alert you if you forgot to close the door or if the door opens when you are away.
2. HIDING SPARE KEYS
Burglars know about fake rocks and leprechaun statues and will check under doormats, in mailboxes, and over doorways.
INSTEAD: Give a spare set to a neighbor or family member. Better yet, have a new security system installed in your home which also allows you to lock and unlock doors by using your smart phone.
3. DON’T LET LANDSCAPING GET OVERGROWN
Tall hedges and shrubs near the house create hiding spots for burglars who may even use overhanging branches to climb onto your roof.
INSTEAD: Keep the growth around your house trimmed back – shrubs, trees,
everything. It will help keep your house safe, plus it will help keep bugs and critters out of your house. Better yet, buy a smart phone that also does yard work… (Lemme know where you find that app.)
4. KEEPING YOUR HOUSE IN THE DARK.
Like overgrown landscaping, poor exterior lighting creates shadows in which burglars can work unobserved.
INSTEAD: Replace burned out bulbs promptly, add lighting where needed, and consider putting fixtures on motion sensors or light sensors so that they go on automatically. Also - that new security system I’ve been mentioning will also allow you to operate your inside and outside lighting from your phone. You really need to look into this. Seriously.
5. LEAVING “GOODY” BOXES BY THE CURB
Nothing screams “I just got a brand new flat-screen, stereo, or other big-ticket item” like their boxes by the curb with your garbage cans.
INSTEAD: Break down big boxes into small pieces and bundle them together so that you can’t tell what was inside. Better yet, break them down and recycle them.

Behind January, February is the second coldest month on average for Metro Atlanta.
In fact, the coldest temperature ever recorded in Atlanta occurred on February 13, 1899 when the thermometer dropped to -9 degrees Fahrenheit!
But February’s icy heart has thawed in recent years. Looking at the climatological data, thermometers climbed to 80 degrees in 2019, 79 degrees in 2018 and 2021, and 78 degrees in 2022.
The average rainfall for the month of February is 4.55 inches. The record highest
rainfall occurred in 1961, when 12.77 inches of rain fell within 28 days!
Recently, a total of 10.58 inches of rainfall fell in February 2020.
Snow lovers, rejoice! It does snow in February in Metro Atlanta. The last time measurable snowfall occurred in the city took place in February 2014, when 2 inches of snow blanketed the area.
But the record highest snowfall for Atlanta occurred in 1979, followed by 1934, when over 4 inches of snow fell across the region.
February marks the halfway mark between winter and spring, and for those searching for brighter days, take heart.
Between sunrise and sunset on February 1, the Atlanta area enjoys approximately 10 hours and 34 seconds of daylight.
By February 28, the amount of daylight between sunrise and sunset is approximately 11 hours and 25 seconds.
