Entrepreneurs, executives, and thought leaders from Houston’s leading industries engage in spirited conversations, share business insights and discuss topics that impact and drive today’s supplier diversity and supply chain efforts.

Government Spot Bid Fair - 9:00am - 5:00pm - Townhall A, B, and C | Energy 1 Building The State of Texas Spot Bid Fair sponsored by State Senators Carol Alvarado and Borris Miles puts a focus on state agencies that are looking to do business with historically underutilized businesses (HUBs). The inclusion of the Spot Bid Fair as part of EXPO provides opportunities for smaller entrepreneurs that are interested in doing business with state agencies to be considered for contracts. All interested general attendees will have an opportunity to compete for bid awards and network with state agencies and educational institutions. State Agencies will provide bid opportunities between $1,000-$50,000 with no extensions. Many opportunities will not need to be competitively bid.

Power Hour Networking Luncheon - 12:00pm - 1:00pm - Sizzle Restaurant (ExxonMobil) Step into a high-energy, open networking luncheon allowing EXPO attendees to connect in a relaxed environment while sampling a variety of food at the on-premises Sizzle Restaurant! Set against a casual backdrop, luncheon attendees can share connections and insights from the morning trade show. This atmosphere is sure to drive an exchange of ideas, foster collaborations, and kindle partnerships that take root in a shared passion of growing MBEs!

Biz Talk with the Houston Business Journal - 1:30pm - 3:00pm - Horizon Auditorium | Energy 1 Building This year’s BizTalk session, sponsored by the Houston Business Journal stands as a beacon of insight, delving into the future of affirmative action, supplier diversity, and minority business inclusion initiatives designed to level the playing field for minority business enterprises (MBEs). Amidst a climate marked by challenges to affirmative action, this session will allow for thoughtful discourse and exploration on the role of advocacy in maintaining these vital programs.

Attendees will hear from experts in the trenches redefining the evolving landscape of diversity, equity, and inclusion (DEI) initiatives.

The Office of the Attorney General is composed of Legal, Crime Victim Services, Medical Fraud Control, and Child Support Enforcement programs. The Medicaid Fraud Control and Child Support programs receive federal funding and must meet federal procurement guidelines, in addition to state requirements. The Texas A&M Forest Service was created in 1915 out of a need for a conservation plan and state forester for Texas. The mission of the Texas Commission on Law Enforcement, as a regulatory State agency, is to establish and enforce standards to ensure that the people of Texas are served by highly trained and ethical law enforcement, corrections, and telecommunications personnel.

The Texas Commission on Law Enforcement (Commission) is a state agency created by an act of the 59th Legislature. Senate Bill (SB) 236, which became effective on August 30, 1965, did not appropriate any funds for the operations of the Commission. Original funding was provided from private foundations and federal grants. This act provided for a voluntary program to improve law enforcement proficiency. In 1967, the 60th Legislature included the Commission in the Appropriations Act and funded an executive director and three staff members. Since then, the Commission has grown in staff and responsibilities.

The Sunset Commission, in 2008-2009, reviewed the Commission, and House Bill (HB) 3389 was passed in the 81st Legislature to continue the Commission until 2021.

The composition of the Commission is defined by Section 1701.051. The Commission is governed by nine commissioners. The governor appoints the commissioners, who are separated into three categories. Three must be chief administrators of law enforcement agencies, which include sheriffs, constables and chiefs of police. Three must be persons licensed by the Commission and two of whom must be peace officers in non-supervisory positions with a law enforcement agency when appointed by the governor. Three must be private citizens with no direct connection with the field of law enforcement. These nine members are voting members of the Commission. The members are appointed for sixyear terms with one member from each category going off the Commission each two-year period. The appointment of these members is subject to the review and consent of the Senate.

The Texas Division of Emergency Management (TDEM) coordinates the state emergency management program, which is intended to ensure the state and its local governments respond to and recover from emergencies and disasters and implement plans and programs to help prevent or lessen the impact of emergencies and disasters. TDEM implements programs to increase public awareness about threats and hazards, coordinates emergency planning, provides an extensive array of specialized training for emergency responders and local officials, and administers disaster recovery and hazard mitigation programs in the State of Texas.

TDEM is charged with carrying out a comprehensive all-hazard emergency management program for the State and for assisting cities, counties, and state agencies in planning and implementing their emergency management programs. A comprehensive emergency management program includes pre and post-disaster mitigation of known hazards to reduce their impact; preparedness activities, such as emergency planning, training, and exercises; provisions for effective response to emergency situations; and recovery programs for major disasters. Chapter 418 of the Texas Government Code lays out an extensive set of specific responsibilities assigned to the Division.

In 2019, the 86th Texas Legislature passed legislation signed by Governor Abbott which transferred the Texas Division of Emergency Management from the Texas Department of Public Safety to The Texas A&M University System.

The Railroad Commission of Texas was established in 1891 under a constitutional and legislative mandate to prevent discrimination in railroad charges and establish reasonable tariffs. It is the oldest regulatory agency in the state and one of the oldest of its kind in the nation. The Railroad Commission of Texas no longer has any jurisdiction or authority over railroads in Texas, a duty which was transferred to other agencies, with the last of the rail functions transferred to the Texas Department of Transportation in 2005.
