he Robert A. Mathavious Memorial Trust has been established to continue the legacy of compassion and service exemplified by the late Dr. Robert A. Mathavious, OBE. Guided by his lifelong commitment to helping others, the Trust aims to provide support and resources for individuals and families affected by kidney disease.

Through community initiatives, educational programmes, and assistance for those undergoing treatment, the Trust seeks to bring hope and relief to those facing this challenging condition. It stands as a tribute to a man whose life was defined by integrity, service, and care for others.

For more than three decades, Dr. Robert Anderson Mathavious made international cooperation the central theme of the British Virgin Islands’ financial services strategy.

He believed, and proved, that credibility abroad begins with strong institutions at home, and that the BVI must be present, prepared, and principled wherever

standards are set. He consistently argued for cooperation to strengthen domestic and global financial services, while directing and lending support to efficient and effective law enforcement to protect the financial services perimeter.

He believed in the development of standards to curb the abuse and misuse of financial services vehicles and the occurrence of financial crimes as a mechanism to promote financial stability. In this process, he advocated a genuine level playing field, with established rules applied fairly to all jurisdictions globally.

Dr. Mathavious always strongly advocated and ensured the BVI’s presence at key global conferences where global standards were being discussed and developed to ensure that the BVI’s voice was heard. Continued on page 14

Understanding Robert A. Mathavious, The Early Years Robert was born second son of A lthough Arthur Mac and Vessie, of upper Road

Town in 1952, his position in the family was more nuanced. His brother Roger was a mere 15 months older, so they grew in childhood with the appearance and affections of twin brothers. But there were yet three older sisters and a strong, protective, troubled elder foster brother-likea-watchdog and guardian angel in that home.

It may be that that is where Robert’s need for a” quiet retreat space” originated, because the home was also a way station for all travellers moving between the hill country to the west of Todman and the town. But do not be fooled by Robert’s “need for a quiet space”. Robert was also the family jokester, comedian, and one-man theatrical troupe!

Arthur and Vessie were exceptionally brilliant in their time. Educated by the Methodist Church, which had first come to the BVI to minister to the slave population, had begun the education of the children of slaves, and had worked toward the emancipation of slavery, they held Methodism in high regard. They were the product of this Methodist altruism.

Outstanding teachers at the Methodist School of their day had shaped their naturally brilliant minds. And with a nascent public library in their old schoolhouse, they found ways to continue learning. She read of the world in general. He read Mathematics and technical subjects, teaching himself skills as he went on.

The Methodist Church was thus held in highest respect and honour for its influence on the totality of their lives. And Methodist teaching ruled in their home.

They brought to family life both wisdom and naivete. They taught not to compete against others, but with your own potential, so, do

better every time. But measure against what you are capable of, not against another person’s achievement.

If it’s not your best, do it over.

They taught that we are not meant to be masters of everything. Sometimes you will fail.

Know when this is not your gift and be prepared to move on to other dreams. Be happy for those who succeed, especially when you tried but could not. Cheer a winner. They taught, build something, that takes skill. Anyone can destroy! It takes skill, creativity and time to build. They taught, leave everything better than you found it.

And then, there were the grandmothers.

Praying women. Wise. “Grannie Sal” prayed for an hour every day for her brood and the country, which she feared that the younger generations were unfit to manage. and then she prayed around the prayer clock for Robert, the beloved grandchild snatched back from the grave in his childhood she believed, by prayer, the Grandchild whom she had decided would be a Methodist Minister. “Granny Beck” prayed and wept for her family singing from Ira Sankey’s hymns continuously after she lost her sight. And a plethora of Uncles and Aunts, by blood and by grafting, influenced strongly and taught precious life lessons, like the necessity of contentment and humility.

They instilled strong ethics. Methodically.

Robert began school in the public school system, in Road Town Infant School at St Georges Anglican Church Hall at around four and a half. His “Nennie Iva”, a second mother, was on staff and kept him in order with her stern glance. And it was there he met two boys who would be his lifelong best friends, both cousins on distant branches of the family tree, maternal and paternal. What a joy it was for him to eventually discover that there were familial connections to Ronnie Skelton, and Garry Penn. Meeting and getting to know Ronnie may have taken him a while, but Garry was a Methodist Sunday School classmate. whom he had regularly encountered on Sundays only, but who was now a daily playmate as well, and a cousin too! School became a delight. Continued on page 15

He kept no list of them that can be found relying on his phenomenal memory. He knew and loved everyone, and each had his or her own particular story and place in his heart. He remembered every baptism, was given the privilege of naming many, and so had lovely stories about each one's birth. baptism, name, and progress. He would want them to remember that they were loved, thought of and prayed for.

Singing of Hymns that Anchored Robert’s Faith...........................................................................Dr. Angel Smith Robert loved to sing, he loved to sing hymns, and he loved to sing with others. At our Family-Sings he took the lead after our parents died, and he would usually be among the last to leave a graveside. So, thank you for remaining here with us to remember and sing some of his favorite hymns, in this place where he practiced so much of his singing with the choir.

The hymns we will sing will all be hymns of the ages, hymns Methodists have sung, hymns our parents sang with us. If you are not Methodist don't be put off by the "Thee"-s and "Thou"-s in the lines. That is no more than the language of the past, made familiar by the King James Bible, which is still used by many.

O Thou, in whose presence my soul takes delight, from the old Methodist Hymnal , was often sung in this church in times past, after moments like this one. It speaks of the comfort the Shepherd provides for the afflicted. Robert experienced and shared both the comfort and the delight of the presence of the Shepherd, in his affliction.

When Robert was received by this Church as an adult member, the dedication hymn was, O Thou who camest from above, The pure celestial fire to impart. It is a prayer that asks God to light our hearts afire with a love that is sacred. I have wondered if Robert's life was an example of the answer to that prayer.

The week before Robert's final episode of illness, he identified this hymn, which has meant a lot to our family and to the history of the Methodist Church in the BVI, as the one we would sing at our Sister's funeral in St. Thomas. We wanted to offer hope. It is one we sang routinely when visiting older family members as a family group. It carries a message of reassurance and faith.

We couldn't sing it then, our losses were too close.

Great God of wonders! All Thy ways (MHB 356) is one of Robert's most loved hymns. He loved to sing it. He delighted in riffing on the bass notes in the chorus, but I think, simply spoken, it was just an extension of the awe that he shared, that Jesus loves him...us all, in our failure, our brokenness, our lovelessness and our sinful unworthiness.

Finally, a tradition was established by Robert many,many years ago. At the end of every family funeral, Robert would gather the family to sing, This, This Is The God We Adore!

This, this is the God we adore, Our faithful, unchangeable Friend; Whose love is as great as His power, And neither knows measure nor end.

Tis Jesus, the first and the last, Whose Spirit shall guide us safe home; We'll praise Him for all that is past.

s I re f l e c t o n Robert’s service in the Road Town Congregation of the Methodist Church in the Caribbean and the Americas (MCCA), BVI Circuit, a primary aspect, which undergirded and governed every other aspect of his service, springs to mind. That aspect is as a worshiper, in keeping with the admonition of the writer to the Hebrews who, in 10:24, 25 addresses the Jews who had become Christians in the first century and may have been tempted to fall back into Judaism.

The writer encourages: “And let us consider how to provoke one another to love and good deeds, not neglecting to meet together, as is the habit of some, but encourage one another, and all the more as you see the Day [of the Lord] approaching.”

I highlight this aspect of Robert’s

service because it was so central to his life and was so obviously a joyful and voluntary act of giving honour to God, like whom there is no other (Isaiah 45:5; Exodus 15:11; Psalm 86:8).

Robert worshiped out of a heart of praise and adoration with eyes on God, not on himself, thereby having a firm faith in God which stood the test when trials came.

“I have never heard him complain,” said one of his closest friends. “Nor have I,” I replied. Robert worshiped because that God-given bass was a gift to be used not to be silenced and therefore resonated throughout the chapel as he encouraged others to “… hail the power of Jesus’ name/Let angels prostrate fall/Bring forth the royal diadem/And crown Him Lord of all…” Robert

worshiped whether the sun was shining or the rain was falling; he worshiped whether he was hale and hearty or unwell and weak; unaided or mobility-aided. The reality is that Robert took seriously the admonition of the writer to the Hebrews: he did not neglect to meet with other believers thereby provoking others to good deeds, doing so without fanfare and neither summoning nor expecting the praise of others.

Of course, his membership in the senior choir and of the Resources and Development Committee, and his office as Class Leader and Congregational Steward are not to be minimized, but for the Robert whom I knew, I would suggest that those offices were simply aspects of his service to God - behind the scenes - and had flowed from his deep and abiding commitment to worship, the giving to God what is His due.

Robert worshiped in his devoted giving generously, privately, in tithes and offerings, donations to causes unknown to others, and seasonal care of his dearest in the congregation.

It goes without saying that Methodists in the Road Town congregation of the BVI Circuit will miss him and will mourn him, but not without hope because, in the words of John Mason Neale, “No longer must the mourners weep/Nor call departed Christians dead/For death is hallowed into sleep/And every grave becomes a bed…”

Amen and amen.

In a storm, especially dust storms, a donkey has the capacity of exuding calm.

Ranchers know that horses and other more valued animals are disturbed by these storms and would scatter in terror, and could be lost, could suffer damage, or at least have to be rounded up over great distances at significant cost. A donkey in the storm becomes a centre of calm that influences all the other animals. They encircle the donkey, moving around this source of calm in their midst, until the storm ceases. In the presence of a donkey, they too are calm in the midst of storms. The lowly donkey is the source of security for the more valued and powerful animals.

They Don’t Teach Courage at Oxford

A

s I sat and reflected on what I should say about my dear friend Robert on his passing, my mind drifted back to my Opening Remarks penned for the Winter 2021/22 edition of Business BVI and our Special Section which featured: Dr. Robert A. Mathavious - NATION BUILDER and his deep, varied and consequential contributions made in his short time here with us, to the overall quality of life we enjoy in these Virgin Islands.

In my remarks, I stated that “We must develop and nurture BVI Alliances on the global economic playground to drive our future prosperity.

We must be agile as we face the transitional and disruptive challenges before us, as we navigate a green global economy.

We must resurrect the courage our courage that has always provided the thrust to create epochs of economic

changing direct financial contributions to our national treasury. Contributions, which today equate to approximately 60 cents of every dollar in the territory’s estimated $400M + annual budget. I am firmly of the view that only a very small handful of people may, and stress may, have directly contributed more to the economic wellbeing of these islands over the last two plus decades than Dr. Mathavious.

We need not look far for such inspiration. No one better epitomizes that courage, exercised with extraordinary prescience and deft precision over the last three decades in guiding the BVI’s economic growth, than Dr. Robert A. Mathavious.

Such courage is not taught at Oxford, Cambridge, Harvard nor at Davos or in Aspen as a summer tutorial, or for that matter at any of the leading global think tanks. It is “innate”.

It is impossible to fathom what the BVI Financial Services sector would have been like had there been no Robert. Above all else, it took courage.

So voluminous, varied and consequential were his contributions over the last two decades to the development of the sector. For a wider view, we need only redirect our minds and wonder what the quality of life in these Virgin Islands would be like today, without the sector’s game

But Robert’s economic contributions were not only at the local level. A glimpse into the BVI’s backstory as a facilitator of globalization via frictionless cross border investment and trade is today evident everywhere on the planet.

Such transactions helped to move hundreds of millions of people into the global middle class in China, the wider Asia community, India and in many African countries. The 350K registered right here in the BVI exemplifies the best of the BVI global Soft Power and Robert as our key influencer in the space.

Mr. Mac as he was respectfully and affectionately referred to, is nothing if not one of the most strategic minds ever cultivated right here in the BVI. He was always several steps ahead in any engagement he undertook. This innate ability, was on constant deployment like a radar when it came to advancing the BVI cause, be it in financial services, or in his overall mission of Nation Building. It is not an exaggeration to say that over the last two decades and for much of his life, Dr. Mathavious represented a substantial chunk of the BVI Soft Power on the global stage in his trademark unassuming manner. Here he leaves a deep void.

My first recollection of Robert was in 1979.

In those days I rode motorcycles, and I can still vividly remember riding behind a vehicle with Robert and some of his friends, when he shouted out my name. My next direct contact with Robert was when I was appointed Director of Tourism in 1989, when he at the time served as the BVI Financial Secretary. In those days we both saw the need to reposition tourism in the global marketplace and joined forces to confound and confuse much larger destinations at the time about our overall spending on tourism promotions. Robert played a decisive role not only in helping to advance our global tourism strategy, but also in repositioning our yachting sector with our novel “Yachtsmen Friendly” strategy. At heart, Robert was a marketer, always with a keen eye on global branding and product positioning be it in tourism or financial services.

Robert was the most well-read and informed person I knew. You could always count on his many daily messages and articles worthy of reading. Continued on page 16

How Many Loaves Have You? Robert Mathavious was familiar to T hemename before I arrived in the BVI in 1982.

Wendell A McClean, my wife’s first cousin, was the Senior Lecturer in Economics at the Cave Hill Campus of the University of the West Indies. When he learned that I was coming to the BVI to take up the post of Attorney General, he instructed me to locate a gentleman by the name of Robert Mathavious, find out how he was doing and give him his regards. Wendell went on to say that Robert was an outstanding student and one of the most remarkable that he ever encountered.

With that sort of introduction from a person like Wendell McClean, I had to meet this Robert Mathavious. He was, at the time, Deputy Financial Secretary and I soon found out that most of the progressive ideas coming from the Financial Secretary’s Office were Robert’s, although they were signed by the Financial Secretary.

In a matter of months, the International Business Companies Act, 1984 (IBC Act) was enacted. Robert, thereafter, became Financial Secretary and, after a while, went either on sabbatical or study leave. On his return, the Territory was searching for a competent person to administer the IBC Act. It was crucial that a competent person be found. Robert was such a person and, as is often said, the rest is history.

No import from the UK could have matched the marvellous work that Robert did. His legacy will live on and will be the subject of study and research by students for generations to come.

Wendell McClean clearly recognized a talent when he saw it.

I cannot but recall the question Jesus asked his apostles, just before the feeding of the Five Thousand. When they considered purchasing bread, he directed them to examine their resources by asking: “How many loaves have you?”

He was inviting the disciples to examine their resources before going abroad for aid. Robert’s expert use of his talents fed thousands.

Robert loved to sing. When I came to the BVI, I found him using it for the Glory of God. He was an excellent bass. May the choirs of Angels welcome him home.

A Tapestry of Leadership and Humanity years ago, I A few had the honor of

writing a piece for BVI Business Magazine when Mr. Mac was preparing to retire from the Commission. The article was titled “Building a Nation by Building People – Enhancing Capacity, Cultivating Competencies.”

It was a fitting theme for a man whose life's work was rooted in empowering others.

That same year, during reflections on his retirement, I told Mr. Mac: “Your leadership has molded and defined a generation of leaders— within the Commission, beyond it, and far outside the realm of financial services.

Above all else, this will be your legacy.”

At his retirement dinner, which I was proud to co-host, I spoke of his uncanny eye for talent and his unwavering commitment to mentoring

and creating opportunities for BVIslanders. A few years later, at an achievement ceremony at the Robert Mathavious Institute, I again reflected on his dedication to developing local capacity and how his mentorship—both personal and professional—shaped who I am, and who so many of us have become.

Just recently, after the heartbreaking news of his passing, the entire Commission staff gathered to pay tribute. The reflections shared echoed a common theme: Mr. Mac played a pivotal role in shaping not just careers, but lives. His influence was deeply personal and profoundly professional.

It’s no coincidence that every time I reflect on Mr. Mac, my thoughts align with those of others.

The essence of something truly pure can only reflect itself—without contradiction.

Mr. Mac’s professional legacy is unmatched.

But for me, it is his humanity that may never be duplicated in these Virgin Islands. He was a remarkable tapestry of virtues: Leader. Trailblazer.

Teacher. Nurturer. Jester. Mentor. Path Paver.

Friend of the Youth. He was the superlative of each.

I used to joke with him that in nearly 50 years of leading hundreds of people, he had never fired anyone. I came to understand that this was because he saw potential in everyone. He believed in giving us every chance to discover it—and to excel.

He blazed trails so we could walk with fewer hindrances. More importantly, he taught us to clear paths for those coming behind.

Honouring a Legacy of Friendship, Leadership, and Love Introduction: The First Encounter It was on the grounds of the Cave Hill Campus of University of the West Indies Barbados, that our paths first crossed. We were both first-year students in Economics, filled with dreams, searching for belonging in a new world. From the very first conversation, it was clear that he possessed a warmth and wisdom rare among those so young. Little did I know that this chance meeting would blossom into one of the most important relationships of my life.

Evolution of Relationship: Brothers by Choice What started as casual chats between lectures—exchanging notes, sharing meals, laughing at the little things—soon grew into a bond deeper than friendship. He became my brother—not by blood, but by the fierce loyalty, steady support, and genuine love he offered. In every season of our lives, he was the person I could trust without hesitation and whose advice I valued.

Character Traits: Wisdom and Humility His wisdom never came with arrogance. Rather, it was paired with a quiet humility that made everyone around him feel seen and heard. He was the one friends turned to for guidance, and he never failed to offer it with patience and understanding. Trustworthy and reliable, he kept confidences and fulfilled promises, always putting others before himself.

His leadership was not about authority, but about example. Whether in student groups, or the wider community, he led by showing us what it meant to care deeply, to listen, and to act with integrity. His humility made his achievements shine brighter, because he always shared his victories with those around him, lifting others as he climbed Heart and Faith: Resilience Amidst Challenges Perhaps the greatest testament to his character was the way he faced health challenges. Even when life tested him, his spirit remained unbroken.

His faith was strong and steadfast; in the darkest hours, he drew from a well of hope that inspired all who watched him persevere. He bore his struggles with grace, never losing his capacity for kindness, never letting adversity harden his heart. His resilience was a daily lesson in courage and trust in something greater than ourselves.

Transition from Grief: Gratitude and Hope It is never easy to say goodbye to someone so dearly loved. The ache of loss settles deep, especially when it is a soul as pure and generous as yours that departs. But as the days pass, what remains is gratitude— gratitude for the moments we shared, for the lessons you taught, for the light you brought into the lives of so many. In remembering you, we move from grief to celebration, honouring a life well-lived and a heart that never ceased to give.

Cultural Reflection: The Truth of the Heart Ancient African beliefs teach us that the heart is the seat of truth, the home of integrity and the spirit. In the final reckoning, it is not words or wealth, but the purity and weight of one’s heart that matters. Yours was a heart both light and true—overflowing with compassion, wisdom, and love.

As we send you forward on your journey, may this truth surround you, and may your legacy remain as a blessing to all who knew you.

Rest well, my brother. Your memory is a guiding star, your love an enduring gift, and your heart—pure and true—lives on in each of us.

Robert the Family Man R

obert Anderson Mathavious, my friend, shared with me that every time he heard the words from Luther Vandross’ hit song “Dance with Me”, he became nostalgic. His father, Mr. Arthur Mathavious, his rock, transitioned in 1975 the season of Robert’s university life, UWI, Cave Hill Barbados. He longed for the embrace of his dad and coveted his care and guidance during those formative years. In fact, so deep was that yearning that during his years as Financial Secretary he encouraged the Social Security Board to establish a research fund to study the etiology of illnesses such as that which had robbed him of his father at a relatively young age.

I came to appreciate and admire his deep and abiding love for family in the relationship he had with his dear mom, Mrs Vessilee Mathavious.

To me, that epitomized who he really was. After his return from UWI, having graduated with the highest of honors, he refused the opportunities and privileges of academic life that beckoned.

Along with the commitment to his homeland, the BVI, and above all else, he felt that it was his bounden duty to do his part in taking care of his dear mother. Miss Vess, as she was affectionately called, had her medical challenges, but none were too much for him to be involved with.

I saw firsthand, during my many visits to the family home in Lower Estate, where I went often to “catch up” with him because he couldn’t or simply wouldn’t leave Miss Vess alone, especially if no one else were physically present.

Miss Vess came to recognize me during those years as she admired the friendship Robert, and I shared. It was embedded in me during that period, that Robert acknowledged the biblical

imperative “To Honour Thy Father and Mother.” his care and commitment to his mom I am sure brought a smile from the angels.

His relationships with his siblings had similar qualities. Nothing was too hard for him to do for his immediate family, once it was in his power and abilities to do. The first of his siblings that I knew was Algernon (Algie). We met in high school, and he became like a brother to me. He was older, he was ‘town boy”, I was a ‘country boy’ and he became a protector, primarily because of my relationship with his brother Robert. One of the things I remember fondly about Algie, especially after Robert had gone off to university, was that Algie always seemed to have money so if I needed 25 cents, I could look him up. Roger, the eldest brother, became and has remained the patriarch of the family and I have been the beneficiary of much because of Robert. I couldn’t tell if he had a special sister because as I came to know them individually, he seemed as affectionate towards each one in similar ways. His instincts and behavior were consistent in all his mannerisms towards them individually and collectively.

Robert’s dedication to family was probably most evident in Alec, his youngest brother and Jaron, his nephew, the one that grew up around him. He once told me jokingly that Alec had said -‘that he Alec wasn’t going to university because Uncle Robert went the university and he never seemed to have money, but his brother Roger, who never went always seemed to have’—so he never saw the point to go anywhere.

However, Robert was still deeply invested in caring for family, despite Alec’s pronouncement for he knew that if he couldn’t give the thousands he could still give “the widow’s mite”. He loved all his nieces and nephews dearly, those he loved the most didn’t know whom he loved the least because he shared what he had and sometimes what he didn’t have equally to and amongst them all.

He was deeply invested in his friends and his friendships. None more so than his childhood buddy and best friend Ronnie W. Skelton. They

shared an unusual bond, they were each other’s confidant-and I will take the liberty to say this, that so close was their bond that Ronnie was never able to bear to see Robert in his sufferings. In fact, I think if Ronnie could have donated a kidney to Robert it would have happened a long time ago.

So confident was he in his own abilities of caring that the passage of time didn’t affect his genuine expression of compassion and caring that existed deep in his own spirit. He understood that family in the broader sense involved all whom you touched in one form or another.

Robert had the uncanny ability to connect with people he hadn’t seen or spoken to in years as if it was yesterday.

That spirit was best demonstrated during his recent illness. The Dialysis Unit at the Dr. D. Orlando Smith Hospital wasn’t burdensome to him, it became an oasis. All who were recipients of his daily postings can attest to that. But there was a more specific manifestation of his love for his fellow clients at that unit. They became family. Let us be real about it, he came from a different professional background than most of his dialysis colleagues, but you would never have known that if you didn’t know. He embraced everyone on his shift; he knew their names and their desires and shared in their hopes and dreams. He went out of his way and used his influence to gather help to all and sundry on dialysis especially those of difficult social circumstances. He truly “loved his neighbor as himself “and cared for “the least of these. The establishment of the Robert Mathavious Trust Fund to aid those with kidney disease is no coincidence.

At the retirement dinner held in his honor at Scrub Island Resort, in his response to all the accolades, he uttered the following words, “the wind beneath my wings”—These words were direct to his dear wife Prudence Mathavious and his beloved daughter, Jadyn Mathavious. In a colloquial expression - if you know, you know - no further explanation can express his love and commitment to his wife and daughter. Suffices to say, he was immensely proud and overjoyed that Jayden had completed high school, her first year at university and was now headed to a top ten law school in the UK. Robert understood relationships, the vertical and the horizontal. He knew that family was everything, both biological and nonbiological. He created family wherever he went, whether it was home, school, church or in the workplace. After all, as it is now, when it is all said and done you can’t love God whom you don’t see if you don’t love those whom you see and touch daily. He lived and answered the question, “Wo is my neighbor?” - his life manifested the principle - “Love God and Thy Neighbor as Thyself”.

That was Robert, the family man.

His mantra was “We needed to be at the table anywhere in the world where decisions that could have an adverse impact on us were being decided”. Guided by that conviction, he ensured the BVI aligned early with current and emerging global norms and standards, most notably by ensuring that the BVI moved ahead of the game by championing robust measures to protect the financial services sector.

One of Dr. Mathavious’ strong attributes was his belief that the BVI should be involved at every negotiating table concerning financial services.

He achieved this by securing BVI’s membership of key institutions like the International Organisation of Securities Commissions (IOSCO), International Association of Insurance Supervisors (IAIS), Caribbean Financial Action Task Force (CFATF), and FSB Regional Consultative Group of the Americas (FSB RGA). At the height of the OECD’s push on harmful taxation, Dr. Mathavious rallied smaller offshore centres (with the support of the Commonwealth Secretariat) to establish the International Tax and Investment Association. It was during that process that the Global Forum emerged of which the BVI is a member.

On the anti-money laundering front, Dr. Mathavious championed a zero tolerance for money laundering activity and consequently pushed for legislative and other measures for the BVI’s development of relevant frameworks to combat money laundering and other types of financial crimes. He was an active member (representing the BVI) of the CFATF, of which he became Chairman in 1999-2000. Dr. Mathavious initiated, along with the Cayman Islands, the establishment of an annual Overseas Territories Regulators meetings to foster greater cooperation and exchange of information and experience.

Under his stewardship, cooperation was never symbolic; it was systematic.

His mantra was simple and unyielding:

“Reputation, reputation, reputation. Reputable business will only go to reputable places,” he often said.

He pressed for the BVI to meet standards ahead of time and on terms the Territory could live with. As he said, “It was better for us to find out where the standards were going and get there before them, compatible with the standards and in a way we could live with, rather than have them imposed on us.” Under his watch, this foresight helped the BVI avoid being negatively listed and cemented a reputation for practical, effective compliance. He believed in compliance with established international standards as these, in his view, strengthened and protected the financial services industry. He recognised the ill-consequences of negative listing and often stated “I always felt it was better to make sure you were not on any blacklist than to fight to get off.” While he insisted that international standards should be pursued and enforced, he insisted that these must be placed on a level playing field, evenly and transparently.

Dr. Mathavious set the BVI on a course of collaboration and engagement across the globe. He believed the competition of global financial services was not a zero-sum game. As he once stated, “Your boat does not have to sink for my boat to rise; with a rising tide, we all make waves” which created the driving force in him to appreciate the value in cooperation and collaboration “with like-minded jurisdictions on matters of shared interest and concern.” He saw the aim of international standards and jurisdictions working together as clear: to ensure that those who insist on engaging in criminal activity are denied the breathing space to do so. In his words and actions, the “ethically challenged” would find no safe harbour in the BVI. Over time, his name, both at the domestic and international levels, became synonymous with standing firm against the ethically challenged. If taking a decisive action to promote and protect the BVI’s interest and reputation meant losing business, he was content with that result as, in his words, “flight from quality is better than a damaged reputation”.

Dr. Mathavious was widely sought after internationally as a keynote speaker and as a global adviser in financial services, invited to share the BVI’s experience and his pragmatic approach to regulation, cooperation, and institution-building. He engaged with governments, standard setters, other jurisdictions, and regulatory bodies across the Caribbean, Asia, Europe, Africa, the Middle East, and North and South America.

He matched cooperation with capacity. He advanced a modern regulatory architecture, strengthened information-exchange and mutual legal assistance regimes, and nurtured agencies dedicated to investigation, regulation, and international liaison, so that commitments made abroad could be delivered at home. As the Government and the Financial Services Commission reviewed and updated regimes, his north star held steady: keep

BVI tools and rules fit-for-purpose and attuned to global developments in relation to effectively combating crime and regulatory breaches. At a time (up until 2002) when the Financial Services Department and later the Financial Services Commission dealt with non-regulatory matters covering tax and promotional activities, Dr. Mathavious marketed the Territory with vigour, tact and resilience, which earned him respect globally as a person who understood his subject matter.

He believed it was a duty to reach out and help targeted or negatively listed jurisdictions and those struggling to find their footing. People trusted him because he listened without judgment, explained the complex plainly, and focused on solutions. In international negotiations, he knew how to strategize, marshal strengths, and pull the best from his team, steady, meticulous, and always with a clear vision and objective.

Around negotiation tables, he was revered and admired. For many years, he led the BVI’s negotiating team on tax information exchange agreements (TIEAs) with the United Kingdom, Australia, New Zealand, Sweden, Norway, Finland, Denmark, Greenland, The Faroes, and China. In the TIEA negotiations with China, he was affectionately referred to as “the Big Buddha” after putting up a solid front in the negotiations. He also led discussions with the US Treasury in the early years of the US FATCA to seek a BVI clear path for the implementation of FATCA locally.

Diplomacy was his constant method, but never at the expense of clarity. He would, without equivocation, put the best interests of the Virgin Islands, its people, and its future first. He could not be enticed to betray his country for personal gain.

“The system must fit its purpose and meet the standards,” he would say, effectively measuring success by the confidence those systems inspired. Today, the BVIs’ long record of international cooperation, embedded in mutual legal assistance, multi-lateral and bi-lateral agreements, active membership in international organizations, and continuously strengthened regimes, reflects the legacy of a nation-builder who understood that reputation, once earned, must be renewed every day.

Dr. Mathavious mentored a generation of professionals and insisted they gained international exposure so that the BVI’s credibility would be matched by the calibre of its people. He was, without a doubt, a steadfast ambassador of integrity, conscience and collaboration, whose example will continue to guide and illuminate the BVI’s engagement with the world.

School became a delight. Roger could be abandoned cheerfully. He had his own friends.

So, Robert, who would later be known for his gift of deep, loyal, lifetime friendships, began his life with bonds of friendship at infant school that have lasted and deepened beyond six decades. And those of us, familiar with the aspirations of a grandmother and an uncle who viewed him as the replacement of a baby lost in stillbirth just months before Robert’s birth, watch with wonder at the effects of a life bathed in the special, persistent prayers of these praying family members.

It has been 41 years since the prayers of Robert’s grandmothers ceased to be heard, and 32 years since the morning praise of his mother’s prayer time in the early hours went silent. The uncle, who insisted on seeing in Robert his stillborn son alive, his prayers also ended 16 years ago. And the prayers of the “second mother-like” figure in his life, was also stilled 11 years ago. A cousin asserts that prayers never die, they are like candles that burn forever. And still, Robert has a godmother, who is a cousin, still alive at 94, and was still praying for him, along with other family members, up to the morning of Sunday September 14th. How blessed he has been!

Yet, not free from suffering and pain.

So, If what has been said of Robert’s life, character, work and impact really is as stated, some siblings and cousins know why this man, fortunate in parents, but of humble and simple origin, not particularly, flamboyant or brilliant or ambitious, emerging from a home in crises of ongoing physical and mental illnesses and repeated life constraining accidents, has had the impact on his generation as is acclaimed.

It may be that Robert’s most important accomplishment will be that he demonstrated the power of devout family prayers on the scope of a person’s life, a people’s direction and a country’s destiny.

A Public Sector Role Model & Mentor Robert's leadership and enduring contribution to the development of the Virgin Islands generally, and the financial services sector in particular, has been hailed by many.

I would like to pay tribute to a man with whom I worked very closely for close to three decades.

Initially we met when I was an associate lawyer at Harneys and Robert was Deputy Financial Secretary, although we knew each other in a general way since he was a member of then Community Singers and I served as organist for several of their annual concerts. Robert was a committed singer and a true Christian.

We started a working relationship under supervision of my then partners, Neville Westwood and Michael Riegels, and Robert's then superior, Kenneth Bain, the then Financial Secretary. The tax treaty with the USA had been terminated and the Virgin Islands started the venture towards becoming a leading corporate domicile through the drafting of the then International Business Companies Ordinance. I was part of the very small committee responsible for drafting the new legislation and this included many meetings with Kenneth and Robert. After enactment of this new law there was soon a raft of regulatory legislation to be drafted with respect to which I was directly involved reporting to Robert.

Robert was a true role model for his mentoring of many persons, especially young Virgin Islanders. He certainly was a true mentor for me especially with respect to how to deal with persons in the public sector and the political

directorate. I have developed a very good working relationship with the BVI public sector, and this is largely due to Robert's mentoring in my early years in the BVI. He often gave very common sense advice, and in the few cases where I put a foot wrong, either in what I may have done or said, he was always there to guide me in the correction without any recriminations.

This close working relationship grew so strong that we would often work in tandem and communicate regularly. We became so entwined with our working relationship that on one joint public/private sector venture to Hong Kong one evening at a reception hosted by a firm in the private sector, I entered the reception room and was greeted as Robert! Robert was just behind me and was greeted as me! To both of us this was really quite amusing but not really all that surprising. Naturally it was quickly rectified.

To me Robert was the true role model for someone in the public sector. Of course, this changed somewhat when he became the first Managing Director of the Financial Services Commission. Our relationship with respect to work continued, but it then took on a new aspect as the Commission was run much more like a private sector business. I had become Managing Partner of Harneys, and both of us were managing the two largest institutions in the Virgin Islands financial services sector. It was only natural that we would consult each other on various management issues including those dealing with personnel. When I finally retired, Robert was one of the persons I missed the most, especially for the sage advice he often used to give.

They Don’t Teach Courage at Oxford cont'd He had a deep passion for the continued development of these islands and deeply believed that as a people we deserved nothing but the best, which comes with serious responsibility. Responsibility to always be concerned about our fellow citizens and their quality of life. This was never far from his mind, even as he battled his illness.

Robert’s optimism was undaunted and boundless. In our constant contact he never once complained about his plight but instead was always strategizing about how to focus greater attention and better care for his fellow colleagues, with whom he shared the need for dialysis.

Robert will be deeply missed by our community as a caring, compassionate citizen, the true hallmarks of a leader and forever, a Nation Builder.

A Tapestry of Leadership and Humanity cont'd He nurtured not just our professional ambitions, but our very being. I’ll never forget his booming voice: “Young man, did you PRAY this morning?”

He knew each of my daughters by name and nickname, and never failed to ask about them— every single time we spoke.

He made education and training the cornerstone of his people-building philosophy. He inspired us to seize every opportunity for growth and stood behind us as we did.

His thoughtfulness influenced decisions at the highest levels of the Commission, always with the goal of delivering the best outcomes for BVIslanders in the private sector.

Though his legacy is firmly rooted in financial services, it transcended industries. Public servants, architects, engineers, sailors, teachers, cleaners—you name it—everyone sought his counsel.

I remember, early in my career, watching Mr. Mac quietly hand out checks to help people save their homes, pay bills, or cover school fees. At first, I thought he was being taken advantage of. But then I found myself doing the same. He taught us that when you’ve been given much, you have a sacred responsibility to give back. As Luke 12:48 reminds us: “For unto whomsoever much is given, of him shall much be required.”

Bosses aren’t supposed to be your friend. But Mr. Mac tore up that playbook and rewrote it: “Why Bosses Must Befriend Their Employees.”

I’m proud to say Mr. Mac was my friend.

I shared with my colleagues—and with Jayden—that Mr. Mac was many things to many people. Now, it’s our turn to channel our inner Mr. Mac. We must each strive to be somebody to anybody—better yet, to everybody.

We must pay it forward. What he gave us, what he taught us—if each of us could lead, trailblaze, teach, nurture, jest, mentor, pave paths, and befriend others—the BVI and the world would be in good stead.

Mr. Mac would want us to remember: “Every mortal will taste death, but only some will taste life.” And while he has gone on to his eternal wedding, he left us with all we need to live fully and give generously and taught us to:

“Be a lamp, or a lifeboat, or a ladder.”

Memories of Robert’s Involvement in Sports A

s one of the Territory’s leading cricketers of the 1940’s and 1950’s it was perhaps inevitable that his sons would have developed a shared interest in sports although, except for his third son, Algie, none gravitated to the sport in which “Arthur Mac’ had built a reputation, most notably for his outstanding fielding.

My first acquaintance with Robert as a participant in sports came in early 1969, when I began my teaching career at the Virgin Islands High School. He suited up with a team called the “Young Gents” which though not lacking in talent fell short of the experience of their opponents who had been playing in the local league for years.

Shortly thereafter came the High School’s Inter-House Sports Day. Competition was held on the “Old Recreation Ground” and the 3-teams (Houses) of Aggrey, Bronte and Cavell had ballooned to eight and many of the students were unsure which house they were members of. For the record there were (Lettsome, Flemming, Carlisle, Sherlock, Hamilton, Thornton and Francisco) but except for Robert, few could name them all, On Sports Day Robert won the 100 and 220 yard events (pre metric), as well as both the high and long jump.

At the beginning of the 1970-71 school year the unwieldy eight houses were reduced to four with the balance of power shifting somewhat. Robert became the captain of House 4(Carlisle) and its chief organizer. Houses 1(Lettsome) and 2(Lincoln) both had formidable softball teams with several players who would go on to represent national teams. House 3 (Flemming) was reasonably good across the board without being really dominant. It was in track and field, however, that Robert’s gold-clad House 4 led the way. Their female athletes had a few stars but also several “spear-carriers” who were good enough to ensure their dominant position for several years.

Robert led by example, equaling the long-held record in the long jump and setting a new mark in the high jump while also winning the 100 and 200 meters.

Late in 1978 a BVI team competed for the first time in a track and field meet outside our shores, finishing second in an Inter-Virgin Islands meet in St. Croix. Surprisingly Robert only finished fourth.

Robert remained active in sports, especially in an administrative capacity in 1974. His encouragement often made the difference between success and failure, among athletes who were very talented but lacked confidence.

Besides being an active sportsperson, he was in recent years one of Tortola’s most avid sports fans with an amazing recollection of names of players in a variety of sports. In our last conversation three days before his passing, I kidded him that 2025 would be another near miss for his beloved New York Yankees and he pointed out that my Giants wouldn’t get that far.

Robert Mathavious Reflects on His Athletics Career say I was a star, but I was okay in Softball. I didn’t like Cricket at all. The ball was too hard.

But I was a sports nut.”

ong before he began accumulating a myriad of lifetime accolades Dr. Robert Mathavious, OBE, or Robert as we in the track and field circles knew him, had been carting off laurels in the sport at the BVI High School.

He was the first athlete to Long Jump over 20 feet with a leap of 20 feet 1 inch, (6.12m) and the first to clear the High Jump bar over 6 feet (1.85m).

In his last year at the BVI High School, he led Carlisle, House 4, to their first of five successive titles. He was the Division champ and won the Victor Ludorum in the process. He also played Softball.

In July 2024, I had a chance to sit with him and reflect on his athletics career.

“I became an accidental athlete in High School. My brother Roger (the 1967 Virgin Islands Secondary School Victor Ludorum—representing Bronte House, and Leopold “Big Leo” Douglas, the 1968 Victor Ludorum, Aggrey House, and 1969 Buxton House—there were eight houses in at the start of the BVI High School) were by far the top athletes of my time at the school,” he noted. “They would come and show off, by putting the High Jump bar above where everyone could jump. One day, I decided to put an end to it and I’d go and break the pole. I went and I turned off and I leapt and the next thing I knew, I was in the sand looking up at the pole. I had crossed the bar. Everybody from the school came running and hugged me up, as they now had a new High Jump champion. That’s what started me jumping.”

He described his talent as being ‘hidden.’ “I used to look after my father’s cattle, so sometimes when the bull chased me, I had to jump over the fence,” he reflected. “That’s why my style was unorthodox. I could jump and land on hard land and nothing happened to me, because I would end on all fours. So that was my technique. Ugly, but effective.”

He mastered the Long Jump from training he pointed out. “In the late 60s, I was one of the few High School athletes that joined the fledgling, BVI Amateur Athletics Association, so I was training in running and jumping. In fact, they brought a trainer from Jamaica—Horace Sailsman—(who eventually became the first association president)—and he saw me running and said: ‘perfect 400 man’ but you know the 400 is a killer, so I refused to take him on,” he said. “I’d run the 100m and 200m, High Jump and Long Jump, win them and that was (the points for) Victor Ludorum.”

In Softball, Robert said he played First Base, but they placed him in Centerfield one day. “Someone hit a line drive and I came running in, and it went way over my head,” he remembered with a deep laugh. “I wouldn’t

“I went to St. Croix as part of another team and we were doing extremely well. Surprisingly, I did not win the High Jump. Elmore Connor did and I was second,” he recalled. “When the people saw the team that went over—people like Gene Hodge, Mario Todman, they asked if we came for a weight lifting competition. We won that competition. They wanted me to run the 4x400m Relay and I refused, so they put Boss Hodge to run the third leg. We were way out in front winning. Boss turned off on that third leg like a champion. And when he reached the 300 mark he just fell down. They almost killed me because they said: ‘all you had to do, was to do exactly as you practiced in your warmup and we would have won.’”

What is his greatest memory from his involvement in sports? “To tell you the truth, it was House 4, Carlisle House. For several years, Carlisle House won the athletics (sports day) competition in school,” he noted. “Why that was my greatest accomplishment was, we had a strategy that the other houses did not understand. I used to go around and make every house member promise to give us at least one standard point—just one point—so by time sports day came, we would be so far ahead, our athletes who would be competing, we had Rose Phillips, Jackie Richardson, we’d be so far ahead that there was no contest. That was the secret. We made sure that not only the athletes were giving the House points, but every member of the house was pledging to give us a point.”

(For standard points, each event had a set height, distance or time and if an athlete achieved that mark the house got a point).

During my tenure as President of the BVI Athletics Association, I introduced the Athletes Awards Gala. A feature of the celebration, was to dole out Lifetime Achievement Awards to those who have contributed to the early development of the association, serving in various capacities, from fundraising to the presidency. In December 2010, all former association Presidents were presented with an award. Robert served as the association’s President, 1977-1978.

While studying at UWI in Barbados, he looked out his room one day and saw people gathering for an athletic competition. “So, I got out of bed, went out and asked what was going on and they said that they were selecting people to go to Trinidad for the University of the West Indies, Inter Campus Games,” he recalled. “I just went in my pants—the bar had reached some level and only two people were there jumping—so I asked if I could enter and they said ‘yes.’ I went and jumped over the bar and they said ‘what the hell is going on here?’ It was not the straddle.

I was not the western roll. They just saw this fellow come and walk over the stick and they thought it was crazy.”

He added: “Another time in Barbados at the National Stadium, when the (High Jump) bar went to six feet, I came into the competition.

I just went and jumped over the bar and the whole stadium roared because they’d never seen anybody jump like that. I won the competition jumping either 6’4” or 6’5” that day.”

After the formation of the Amateur Athletics Association, athletes from the U.S. Virgin Islands were invited to compete in the BVI. They brought in athletes like Carl Plaskett, Mel Pender—athletes who had just competed at the Central American and Caribbean Games.

“It was the first time that people were seeing runners with the proper running technique,” he noted. “I was the only BVIslander that made the finals. All the other guys who could beat me were eliminated. After making the finals, I knew I couldn’t beat these guys, so I decided to pull off a show. When the gun flared, I got out before them. When they started coming to me, I grabbed my hamstring. When everybody passed me, the crowd said ‘if he didn’t pull a muscle, he would have won.’”

He described the development of BVI Track and Field since his time as ‘unbelievable’ in what has been accomplished. “I love to think that if I was finishing school now, I would not have gone on an academic scholarship. I probably would have gone on an athletic scholarship,” he said.

“It’s funny how life would have been so different.”

Your struggles, they were so mighty. Your influence on us was great. The burdens you’ve carried were so heavy, yet you have run your race with a great measure of faith.

You possessed a great volume of genuine love with compassion that equally joined. You’ve uplifted the spirit and soul of everyone whom your eyes had ever behold.

The great God whom you’ve always been serving saw you in a peculiar position and he decided that something special had to be done. So, he sent a few special angels to be with you for a season.

You lamented so much about Jesus saying to others all that he has done.

You’ve prayed for each and every one regardless of where they came from.

You bore your pains and your sorrows, you were strong throughout your fight, the God took all your tomorrows and ended your unfathomable plight.

Go, in peace forever be, out of the world’s problems, but the good that you have done for all will never be forgotten. You have taught us enough to know Jesus, so we know he is all we need. His Father who giveth and taketh says who the Son sets free, is free indeed. Wherever he leads we shall all follow.

JAA & IICH'S What can be said about Uncle Robert, that hasn't already been said?

His death has opened a wound that has never really healed, as we again relive the loss and heartbreak we experienced when our Uncle Alec tragically died 21 years ago.

I often wondered how we would fill or walk in the path that Uncle Robert has paved for us to follow. After all he was a giant, a financial guru, respected and renowned internationally. The Virgin Islands, as we know today, were built in part on his shoulders and we are all beneficiaries of his sacrifice and relentless effort.

After his retirement, I shared with him my concern about how we were going to fulfil the task of walking in his path, he chuckled and responded that we can, and we must. He was confident that we would follow the path of not necessarily his professional accomplishments and accolades, but his example that not only he exhibited, but also the examples that our parents, grandparents and generations past, have set for us.

At the 2024 inaugural Virgin Islands Icon Awards, we witnessed Uncle Robert accept the Lifetime Achievement Award. We sat in the audience in awe beaming with pride. As he took the stage, I asked my ‘sister-cousin’ Channiece, how we as his nieces and nephews were going to follow his greatness, and how we could compare? It almost seemed so intimidating, but then I offered a quick prayer asking God to help us to make our own unique strides in making our family proud and to build on the foundation that is already in place. Snapping back to the current moment, with tears in our eyes, we joined the audience to give Uncle Robert the standing ovation he truly deserved. Little did I know, God would begin to answer that prayer, as in less than 25 minutes later Leon, Channiece, Dominic and I would be

on the very same stage accepting the Commerce Award for Supa Valu Ltd. As we stood on stage, I lost myself emotionally for a moment, I don’t even remember what Leon said on our behalf in the acceptance speech.

For me, the place went quiet as my eyes again, filled with tears, this time locked in focus on Uncle. It was as if there was a spotlight where he sat in the front row. At that moment, he was the only person in attendance. He sat there beaming like a proud daddy with the biggest smile on his face, giving the loudest and most animated applause. In that moment, I saw my dad, Roger, I saw my grandmother, ‘Ms. Vessie’, I saw Peppe Charles (Hodge) ….. and I had the revelation we were indeed, already following Uncle Robert’s Path! What a full-circle moment!

Mr. Godson Robert and I enjoyed a special relationship from boyhood. In addition to being cousins, he was also my godson. He was also highly regarded by the wider Adams family, who honored him with a plaque upon his retirement in 2020. He will be greatly missed by us all. May he continue to rest until the resurrection.

Our family is built on a legacy of unwavering faith, love, impeccable work ethic and integrity. We have had many mountain top and valley experiences. These valley experiences have shown how we band together in crisis. It’s truly amazing! And while we may not interact with each other every day, our love for one another is unchanged. Through it all and even now, we are reminded that God remains our refuge, and he is faithful even in our grief.

We recall ardently the time we spent with you, remembering the warm, deep, booming bass in your voice as you entered the front door with a “Hello, Hello, Hello,” we knew Uncle Robert was home. We will miss the hours we spent chatting and learning from you, as your depth of knowledge and experience was so vast, especially on Queen Show. You were more than an Uncle, you were also a mentor and role model supporting our dreams, ambitions, and goals. You saw and supported our visions, no matter how complex and lofty, always encouraging us to be the best we could be and to be the change to make the change.

For my siblings and cousins, we still have an opportunity to gain from the wisdom of our aunts and uncles who are still with us today. Each of them in their own way all have piece of a puzzle that we need to pass on to the next generation. The baton has passed; the continuation of our family’s legacy lies in our hands. This is a baton that Uncle Robert believed we are very capable of carrying. More importantly, he desired for all of us to live a life of faith, so that like him, we can “boldly approach the eternal throne, to claim the crown of Christ our own.” The Mathavious/Hodge legacy and its rich heritage is ours to carry on. The generations currently looking up to us and those still yet to come are depending on us. We most certainly can, we absolutely must, and by God’s grace we will!

Uncle Robert fought the good fight, he persevered through his struggles, he finished his race faithfully, and through it all he never once lost his ability to praise. For him, and for those of us who have received Jesus Christ as our Lord and Savior, we know that death is not the end, for there is a promise of eternal life and a reunion with Christ.

To the world he was Dr. Robert A. Mathavious OBE, to his family he was simply, Robert, Uncle and Daddy. He will forever be in our hearts!

We cannot begin to express how grateful we are to have had you in our lives. We love and miss you.

Angelle, Angelique (Lique), Angelo (Lo), and Angelico (Lico) Uncle Robert: There are some people in life who leave a mark so deep that words can never fully capture their impact. For us, that person was our godfather, Uncle Robert.

He was given the title of godfather, but he lived the role as if it were his sacred calling. He was not just a mentor, not just a supporter, he was our second father. He stepped in with love where love was needed, with wisdom where guidance was required, and with strength whenever life felt too heavy for us to carry alone.

He showed us what it means to be steady in faith, generous in spirit, and strong in character.

He taught us lessons not only through words, but through the way he lived his life—through kindness, integrity, and a heart that never stopped loving.

When I look back on our journey, his fingerprints are everywhere. In our values, in our courage, in the way we try to treat others. His presence was a gift, his love a blessing, and his example is a legacy we will carry forward for the rest of our days. Through our hearts aches with the weight of your passing, we stand proud and grateful. Because we were given the privilege of calling you godfather, but instead we called you Uncle Robert, and more importantly, you were our second father.

us, and we will honor you by living with the same strength, generosity, and love that you so freely gave.

Your Children, Javier and Javiola Hodge Robert was a little 6-year-old boy when I left Tortola to live in New York, and so I missed out on the childhood experiences of all my siblings.

When I visited every few years, it was all about having a good time, and as a member of the festival committee, Robert introduced me to many firsts - my first fish fry, my first queen show, my first visit to Virgin Gorda. At that time, he was the fun brother.

I later returned to Tortola as an adult with a family. As an Uncle, I credit him with the love my daughters have for books and reading. Robert set the standard of higher learning and pursuing a career that makes a positive change in the community for his siblings and their children. He was a source of encouragement and wisdom.

Chandi’s relationship with Uncle Robert was one of long conversations about life, faith, and the unexpected paths we walk. He shared his stories, and in return listened to hers, offering a perspective that felt less like advice and more like a thoughtful exchange between kindred spirits.

Deanna’s relationship with Uncle Robert was one of vegan and vegetarian recipe sharing.

They often traded food substitutions, nutritional tips, and ideas for herbal healing. Their conversations were full of creativity, laughter, and a shared curiosity for wellness.

Haley’s relationship with Uncle Robert was built on her preparing the best drinks for him.

His favorite was sorrel. Something simple, yet a ritual they both enjoyed, and one that showed his ability to make ordinary moments feel extraordinary and meaningful.

I referred to him as “A Tower Of Strength” and loved and admired him for his unwavering faith in God Almighty. I believe that he shared that strength with Prudence and Jadyn as they remain resilient despite their grief and pain. God bless them both.

The outpouring of love, care, and messages of condolence our family has received is a testament to the man that he was. We thank you all.

May Robert forever rest in peace.

Uncle Robert was a source of encouragement, wisdom, and support throughout our lives. He saw the unique strengths in each of us and inspired us with his resilience and steady guidance, helping shape the paths we have taken and encouraging us to strive for excellence.

We hold great pride in his significant achieve-

ments, especially his vital contributions to the growth of the Virgin Islands’ Financial Services sector. He played a crucial role in establishing the Territory’s reputation as a globally respected financial hub, an enduring legacy that will live on through many generations.

But it wasn’t just his professional success that defined him. It was the way he showed up for us. He had a knack for making appearances at our events, big or small. You might not hear him before you saw him, but once you spotted him in the crowd, you knew he was there—steady, supportive, and paying attention. Our children, too, looked forward to weekends with him. They always came home with smiles, laughter, and at least one of his legendary “When I was your age…” stories. According to Uncle Robert, he grew up tougher, smarter, and faster than all of us put together.

He had a gift for taking a genuine interest in our lives and the lives of our children, making each of us feel seen and valued. He knew how to mix encouragement with humor, advice with warmth, and wisdom with just the right amount of storytelling.

Beyond his wit, it was his character and bravery that left the deepest impression on us. Despite the challenges of illness, he maintained remarkable positivity and grace. His unwavering faith and determination taught us that true strength is measured not by the absence of hardship, but by the courage to keep moving forward.

We will always remember Uncle Robert for his compassionate heart, intellect, ambitious nature, and his ability to leave us laughing even as he taught us lessons. His devotion to family remained steadfast, and his commitment to education, discipline, and integrity continues to inspire us all.

We are grateful for his life. One lived with purpose, love, humor, and generosity.

His memory will forever remain alive in our hearts.

Uncle Robert and I developed a relationship in recent years, and though our time together was short, it was lasting. I am so glad we shared what would be our first Thanksgiving together in November 2024, and sadly, our last. Despite his many treatments in Florida, he and Aunty Prudence made time to attend my transition to practice ceremony in December of 2024. I am grateful for the time spent with him during this period. I know he was proud of me and supported me throughout my journey. I am thankful to him for playing a part in the final steps as I completed my Doctorate in Occupational Therapy; his legacy will live on.

Love your Great Niece, Dr. Kyrah Maduro, OTD Our family is deeply saddened by the passing of Dr. Robert Anderson Mathavious, OBE, a man whose legacy will live on forever in the hearts of his family, friends, and the people of the British Virgin Islands.

To the world, Uncle Robert was a visionary — a pioneer in financial services, a nation builder, and a leader whose steady hand helped guide the BVI into global prominence. His work laid the foundation for the Territory’s financial stability and success. His influence can be seen in every institution and policy shaped under his guidance.

But to us, his nieces and nephews, he was so much more than a public figure — he was our great, kind uncle. A family man with a gentle spirit, a warm smile, and a heart full of love. He was humble and soft-spoken, yet carried a quiet strength that inspired everyone around him.

We remember his laughter, his stories of world travels and government service, and how his eyes lit up when he spoke of the islands he loved so dearly. The last time many of us saw him was around the time of our father’s funeral. He sat in the kitchen, reminiscing about his years in public service, his meetings with world leaders, and his unwavering love for the British Virgin Islands. Even in sorrow, he found ways to lift our spirits — that was his gift.

Uncle Robert walked softly but carried a big stick. He led with wisdom, humility, and grace. His contributions to the BVI will endure for generations — but for us, the Wallace family, his greatest legacy will always be the love, dignity, and example he showed in his everyday life.

With love and gratitude, The Wallace Family Mr Mac: The Voice That Steadied Us I still don’t know where to begin with Mr Mac, whether to start with when I first noticed him or when he first noticed me. I first knew of him as Cousin Algie’s brother when he would visit Mom around Christmas, and then by his awesome baritone in the BVI Community Singers when I tagged along to rehearsals with my mother. Later, sitting at the reception desk in the Chief Minister’s Office, I watched him pass each day to the Ministry of Finance.

He would stop, smile, and give me a new word to learn for the day, anchors he tucked into my pocket.

Years later, he remembered everything that mattered about the BVI, and about me, even things I had forgotten: the disenfranchised voters, the political campaigns and protests, and the young girl at GIS I once was. Up close, I observed the patience and steel required in negotiations, where courtesy became a strategic tool. In those rooms, I saw what national service looks like: principled, prepared, unflinching. Although the light often

shone on him, he never sought the spotlight, as humility was his signature.

In the quiet evenings, when everyone else had gone, I would go and sit in his offi,;ce and gather counsel like pearls: wear more bright colors, don’t get emotionally entangled, stay professional no matter what, remember that you are needed, tithe, keep your feet on the ground, your head above water, and your faith in Jesus. I went to him for BVI history and the global context of life.

He could have been a preacher. He loved to share a good sermon, and I can hear him now, voice rolling like the sea, preaching to the angels.

He was always available and accessible. Even when Jadyn called in those evenings to say, “Come home,” he would humor her and then beam with a father’s pride that his “boss” was calling, happily accountable to his love.

When talking to him, sometimes I pressed record because the stories were too rich to trust to memory alone. I wish I had pressed record more, and I wish I’d had the chance to have that one last conversation. Shakespeare wrote that “the good … is oft interred with their bones.” Not so here. Mr Mac’s good refuses burial. It lives in institutions he built, in people he mentored, and in the small BVI he taught to punch above its weight.

His patriotism was unmatched, his brilliance incandescent. His shoes are too large to fill, and his shoulders so broad that an entire country stands upon them. We are because he was here and because he gave us his everything.

As I sat remembering him, remorseful, tears welling, I turned on the radio and heard the song, “Alright, everything is going to be alright.” I know without a doubt that is what he would have said to me.

Mr Mac, your voice still steadies us. Your legacy will live on to generations yet unborn.

Elise A Life Tribute to My Dear Friend and Brother, Dr. Robert Mathavious Growing up in Lower Estate, our homes stood side by side, but more than neighbors, we were family. I spent most of my days in the Mathavious home, and from as early as I can remember, Robert was more than just a friend; he was my brother. Even when Robert was away at school, he returned home and shared his experiences with all of us.

As the older brother, he was stern when he needed to be, but always patient and kind. He set the pace and the standard for the rest of us, showing what it meant to be disciplined, dependable, and driven. His example guided not only his siblings, but all of us who had the privilege of growing up alongside him.

Through the years, I watched with admiration as Robert carried those same values into his life through his studies and his career. Yet despite his many accomplishments and honours, he never lost that humility and warmth that defined him from his youthful days.

To me, he will always be that same brotherly figure from Lower Estate. The one who led the way, not just with words, but with a life welllived. His legacy will continue to inspire, and though he is no longer with us in body, his spirit and example remain deeply etched in our minds and hearts.

Under Robert’s leadership, the BVI became known worldwide for incorporations, fiduciary services, funds, insolvency, and more. But what mattered most to him was preparing BVIslanders to lead. Today, the FSC is 99% run by our own people; a direct reflection of his vision.

Later, when negotiating with the OECD and other international organizations, he would repeat his timeless phrase: “It’s better to be at the table than to be on the menu.” That wisdom guided us through countless challenges and helped secure the BVI’s reputation as a trusted, respected international financial centre.

Rest well, my brother. You’ve run your race with grace and strength, and we who knew you best will forever be grateful for the gift of your life.

Tributes: Service to Country Sunday, 14th September 2025, will forever remain etched in my memory as a day of deep sorrow. That morning, I awoke to the devastating news that Robert my friend, my mentor, my confidant, my advisor had left us. Caribbean people will understand when I say, in the words of his best friend whom I called after speaking to his wife Prudence, “Lorna, he gone leave us.”

Those words carried the full weight of finality.

Yes, we knew Robert was on dialysis while awaiting a kidney transplant. But in recent months, he had returned to us in full strength—the Robert of old: sharp, clear in thought, determined, funny, and ever resolute. His passing has left an emptiness that words cannot truly fill.

Robert and I grew up together. He split his childhood between Huntums Ghut, where he lived with his beloved grandmother Gordie Sal, our neighbor, and Lower Estate, with his family. From those early years, our lives were intertwined.

He later became the person who introduced me to the world of financial services, a field that would define so much of both our lives. But he also introduced me to other joys: The West End in London, where we took in theatre after business concluded, including unforgettable nights at shows like The Lion King. Since his passing, the song 'He Lives in You, He Lives in Me' has stayed with me. It is a reminder that Robert’s presence will never truly leave us.

In financial services, Robert was a giant. He was always carving the path forward. I can still picture his calm presence during our engagement with “Red Dawn” over the EU Savings Directive. As Cherno Jallow and I grew tense, Robert’s gentle hand on our knees reminded us to stay calm. For Robert, it was never about the

Truth be told, I saw Robert at his most creative in the aftermath of Hurricanes Irma and Maria. With our tourism economy crippled, it was financial services that sustained us. Robert had the foresight to instruct staff abroad on FSC business to stay put, continuing operations from London and Hong Kong, which meant temporarily opening VIRGIN at overseas bases. That innovation carried our Territory through its darkest days.

Moreover when FSC premises were about to lose the ability to operate through power failure, we had to make a very tough call!

Robert was also a true regionalist. It was under his guidance that the International Trade and Investment Association was formed to strengthen finance centres across the Caribbean. His legacy was never just local, it was global.

But if you ask me what I will remember most, it is Robert the man. He was complex, yet warm; private, yet open when it mattered most. Above all, he was a peacemaker. Whenever conflict arose, he would begin with his gentle “Wait, wait…” I can see him now, pouring oil over troubled waters, reminding us of our shared beauty and culture, and suddenly all was well.

Robert was deeply rooted in his Methodist faith. He was patient, steadfast, and loved music that lifted the spirit. At Christmastime, his gifts often included music chorales and spirituals that seemed to come straight from heaven itself. Sharing them with us was his way of spreading joy and faith.

Robert’s passing is not only a loss to our Territory, but to me personally. He was my colleague, my guide, and above all, my friend. The hugs I’ve shared with his close circle in these days since his passing say more than words ever could.

To his beloved wife Prudence, his cherished daughter Jadyn who kept him “cool,” his sisters Cheryl, Vessilie, and Erminie, his brothers Roger and Algie, his nieces, nephews, and close friends I extend my deepest and most heartfelt sympathy. Orlando and I pray that God will fold you in His loving arms and bring you comfort in the days ahead.

Robert’s soul is surely resting in eternal peace. And though he is gone from us physically, I am comforted by the words of The Lion King: (His spirit) lives in you, (his spirit) lives in me.

All of the Partners and the Appleby Team as a whole, both in the British Virgin Islands and globally, have been deeply saddened by the passing of Dr Mathavious OBE. We wish to express our deepest condolences to his family, friends, and former colleagues.

Dr. Mathavious was a founding father and champion of the BVI financial services industry. Accordingly, all of us in the sector owe him a deep debt of gratitude for his tireless and principled work in giving fruition to BVI financial services.

His positive influence on the Territory and the Community expanded well beyond his guidance and trusteeship of the FSC and the industry. As a leading participant and supporter of philanthropic and charitable causes, his generosity and kindness were renowned.

On a personal note, I fondly recall my interactions with Dr Mathavious, whether discussing financial services generally, but also in-depth discussions on (re)insurance and other specialist topics. His expertise and knowledge were encyclopaedic, but coupled with his patience and humanity, meant that these discussions were always informative and very pleasant. Every time I met with him, I learned something new.

We will miss him and we thank him for his energy, humanity, intelligence, kindness, and contribution.

Our thoughts and prayers are with Dr. Mathavious’ family at this difficult time.

Among the “so much” could be that the territory considers him a nation builder, his having contributed so much to the financial services sector and the wider development of the Virgin Islands, including his early leadership of the Ministry of Finance and, later, his strategic mentoring of the team of “soldiers” he’d nurtured at the British Virgin Islands Financial Services Commission.

Regionally, among the “so much” could be the description which the University of the West Indies had given to him on conferring on him the Doctor of Laws (LLD) at their Open Campus, St George’s, Grenada. That institution had described him as standing “tall and tenacious as the legendary and imposing ‘Rock of Gibraltar’ in the British Virgin Islands” for keeping the territory’s financial services industry above all evaluative reproach.

Internationally, among the “so much” could be what I called “the helper,” as I watched him field questions at an Egmont Conference in Yerevan, Armenia, from fellow delegates. They had lined themselves up, some with translators, into a formation of about ten to fifteen feet as he sat under a rough-hewn gazebo with sides, his body language betraying his heart’s feeling, not out of unwillingness but out of his habit of shunning the limelight.

Personally, among the “so much” could be his appearing, unannounced, at the door of my pre-op room at Emory University Hospital in Atlanta, sitting in a rather cramped space and placing his right hand on my left shoulder with the simple admonition “Go with God” as attendants wheeled me out to the operating room. Doctors were about to replace the portion of my skull they had removed weeks before in order to accommodate the consequent brain swell after brain surgery.

I do not believe that anyone who knew Robert, even tangentially, would contest the commendability of the “so much” I have mentioned, with yet so much left unmentioned; but I believe Robert would. And I probably would agree. For I believe that, among the most important “so much” that mark the measure of the man could be his mother’s influence in unconsciously waking up her closest neighbours in Lower Estate with her melodious voice singing hymns from the 1933 British Methodist hymnbook (MHB) before the cock crow.” She seemed to have favoured Charles Wesley’s “Arise, my soul arise/Shake off thy guilty fears/The bleeding Sacrifice/In my behalf appears/Before the throne my Surety stands/My name is written on His hands…”

Robert had imbibed deeply the message of that hymn, particularly so as he was the last of his siblings to move out of his parents’ home. And then that message had become his ethos, taking him all the way from Methodist Sunday School to Methodist Inspirations. In the interim, on the second floor reception room of Robert’s then sprawling British Virgin Islands Financial Services Commission suite of offices, there was a coffee table. On that coffee table lay a single book: a Bible.

That said everything about Robert. That marked the measure of the man.

To Sister Pru and Jadyn, to Cynthie’s sons and daughters, to my sisters, Cheryl, Vessilie, Erminie and my brothers Roger and Algie and their families, to Alec’s sons, and to Robert’s friends and other brothers and sisters in the Virgin Islands and in the faith, Daddy and Dianna and Elenette and I extend to you all the peace of the Lord. In the words of a well-known hymn, “Be not dismayed WHATE’ER betide God will take care of you.”

May we all take example from Robert’s walk of faith and may he rest in peace and rise in glory.

V Inez Archibald CBE Robert was a 'giant' in the Virgin Islands, and irreplaceable in my view. A man respected by everybody who knew him. I was privileged to work alongside him on many occasions, whilst undertaking my responsibilities as Police Commissioner. From the first day I met him, he was kind, thoughtful, engaging, and not without a sense of humour. I think I will always remember his kindness the most, and his willingness to provide his experience, expertise, and guidance in local matters, especially in my early days in post. He welcomed me in from the 'outside' and openly supported me. He will be missed by many, for many reasons, and I will always feel privileged to have known him and call him my friend. Michael Matthews Retired Police Commissioner RVIPF I am Mr. Maurice Wheatley, a former Regulatory Cadet from the British Virgin Islands Financial Services Commission. I met Dr. Robert A. Mathavious PhD, OBE, when I interviewed him for a school project when I was a student of H. Lavity Stoutt Community College 1998-2000, and I worked for him after graduating University, starting in 2005 when he was the Managing Director/ CEO of the British Virgin Islands Financial Services Commission. He was always friendly to me. He was my boss, friend, and mentor when I was in the Virgin Islands. He was friendly, wise, kind, honest, and treated everyone with respect. He tried to help me in a number of ways. I am sorry I was not more functioning so he could have seen me being rich and powerful as Warren Buffet and Bill Cosby as my mentor. I am sure a lot of people feel this way I think he is the B.V.I.'s Warren Buffet. I wish my condolences to his family. A lot of people loved him. May He Rest In Peace.

Many of these were articles and reports highlighting developments in governments across the Caribbean and the wider world, initiatives that had succeeded elsewhere, and ideas that could serve as examples for us here in the Virgin Islands. Through these daily exchanges, Mr. Mathavious became a mentor, generously sharing his knowledge and insights.

Beyond his intellectual contributions, what stood out most was his humanity. Although known as a man of great esteem, education, and global respect, he possessed a remarkable sense of humour. I will never forget the first light-hearted message he sent—it was unexpected, but it revealed another side of him. His “joke of the day” or the humorous videos he shared often brightened my spirit, reminding me of the importance of joy even amidst life’s challenges.

The wisdom of Mr Mathavious and the vision he imparted, will remain with us. His tireless efforts helped position the Virgin Islands as a thriving financial services centre, and his impact on our community cannot be overstated.

On behalf of all who benefited from his guidance, I again offer my deepest condolences to his family. The Virgin Islands has lost a true hero, but his legacy of service, wisdom, and humanity will endure for generations to come.

Mrs. Shereen Flax-Charles Former Member of the House of Assembly of the Virgin Islands "And they overcame him (Satan) by the blood of the Lamb and by the word of their testimony, for they loved not their lives even unto death. (Rev 12:11) We can appropriately apply this verse to our Brother, Dr. Mathavious, OBE. The verse states that believers triumph over the enemy, Satan, through the sacrifice of Jesus (the blood of the Lamb) and by sharing their personal experiences (testimonies) of God's work in their lives.

Bro Mac usually greeted me with a big smile and a testimony; and for me, one of his most profound testimonies was given at a revival service a few years ago. The congregation was asked to give a one-line testimony of the goodness of God. Dr. Robert Mathavious, our Bro Mac, was confident: “God makes a way where there is no way,” he testified. No doubt he was reflecting on his personal experience with the launch and development of the Financial Services Industry, at a time when the BVI economy was extremely low, compared with today’s progressive economy, with the Financial Services in the lead. It illustrated Bro Mac’s acquaintance with Isaiah 43:16-19 and his profound faith in God. I had the privilege of working with Bro Mac and Staff for several weeks during the 1990s, organising the Financial Services'

Library. There was always a little time to reflect on ideals for the BVI. Bro Mac just loved Country and people! I will miss him tremendously as someone with whom I could always constructively discuss issues that pained my heart.

Bro Mac eagerly reviewed the 'Methodist Local Preachers in the BVI' book 2014, where he attributed as rich heritage, the work of those humble "sons and daughters of thunder."

Bro Mac's legacy will constantly remind us that God’s promises and provision could be applied to all barren aspects of our individual and national lives.

We believe that the soul of our Brother is sweetly resting in eternal peace.

In Christ, Verna (Penn Moll) It is with deep respect and heartfelt gratitude that I honor the life of my mentor, friend, and brother in Christ, Robert Mathavious. His passing leaves a profound void, yet his influence, wisdom, faith, and example remain deeply imprinted on my life.

Robert was the guiding force who encouraged me to pursue higher education after high school, and later, to pursue graduate studies, ensuring my career was grounded on a firm foundation. His confidence in me gave direction to my professional journey.

I looked forward to our unscheduled monthly meetings at his office, where we discussed life, politics, religion, and just about anything that prompted our conversation on that visit. Every visit, I would gift him with my signature homemade banana bread. His advice was sterling, and his inspiration remains indelibly etched in my life.

Beyond mentorship, Robert was a trusted friend. We shared scripture and prayer daily, strengthening each other in faith and drawing encouragement from God’s Word. He lived with humility, integrity, and grace, touching lives through both his words and his example.

Our friendship grew into family when Robert became godfather to my second daughter, Xhanae, a role that reflected the depth of trust and respect between us.

Robert’s legacy is one of faith, service to God and the Virgin Islands, and an unwavering commitment to uplifting others. Although he has finished his earthly journey, I take comfort in knowing that he fought the good fight, kept the faith, and now rests in eternal peace.

Tributes: Service to the Church “Through all the Changing Scenes of Life in Trouble or in Joy, the Praises of My God shall Still My Heart and Tongue Employ.”

The words of this hymn truly speak to Dr. Robert’s dedication and devotion to the work of God in the Methodist Church and in the BVI community.

He persevered despite the many struggles that he faced. We found in him a very loving and devoted family member; he was always willing to assist everyone who needed any kind of help. A man of many talents, yet so humble and kind.

For decades, Dr. Robert shared an unbreakable bond of friendship with our departed loved one, Brandtford Adams. Their friendship was a testament to God’s grace—built on shared faith, love of family, and a deep appreciation for music that lifted their spirits and glorified the Lord. Though we feel the weight of his absence, we take comfort knowing that these two faithful servants are reunited in glory, their earthly struggles behind them, their voices perhaps joined once more in eternal praise.

We know that Dr. Robert has fought the good fight and now God has called him home to rest. We pray God continues to provide comfort to his wife, Prudence, and their lovely daughter, Jadyn.

Patricia & Briana Adams Like Jeremiah, God selected him before birth, to ascend the heights like David, through complex challenges like Joseph, to champion Financial Services for his homeland.

His home, the first battle ground, the usual siblings’ rivalry as expressions of love, taught him resilience, fortitude, and caring to love with his back against the wall, to play, compete, and excel in a fair game of sports, to aspire beyond the “jetsam” and “flotsam” thrown in his path by other convictions.

He was a man with civic love that lives on, a trend setter in more ways than one.

He excelled even when in the right pew and the wrong seat, already being rooted in the Virgin Islands, and rugged individualism.

Coupled with God’s strength, his forebears survived.

The training grounds of primary and secondary schools helped him rise to unimaginable levels of insight, all designed and implemented by God. University was his mental refining fire; the road ahead would prove that refinement.

God prepared him for the leadership role.

The guru of financial services emerged.

The time was ripe and right as God said to him, Lead, inspire, and uplift my children; the field is ripe.

His sterling service is etched in the Territory’s history, and footprints in the regional and global sands of time.

When struck in his “Achilles Heel” he fought valiantly, boldly, cheerfully, and gracefully, inspiring, encouraging, admonishing, challenging, a light shining in dark human corners.

He was a cheerful giver, a faithful soldier discharged honourably to the realms above.

May he rest in eternal peace and glory.

We left school and went our separate ways for a time. A few years later, we linked up again when I travelled to Barbados to attend Erdiston Teacher’s Training College. He was attending The University of the West Indies, Cave Hill Campus. Because he felt that we were undernourished, he would arrive on our campus with a box of Kentucky Fried Chicken most Saturdays. That was the highlight of our week. He would also make sure that we were keeping up with news from home. He always had home in his heart.

With our educational pursuits behind us, we returned home, and our close relationship continued. I got married, and he was the godfather of my first son. They developed the same close relationship that we shared up to the time of his passing.

Our close relationship continued through the years. When I went through severe health challenges in 2014, he was there lending encouragement and moral support. In 2020, his challenges began. I watched him go through horrendous suffering, but he never complained. When I jokingly asked to change his middle name to Job he laughed heartily and assured me that he was confident that God would see him through. Throughout his time of suffering, he passed the time sending out prayers, hymns, sermons, and inspirational messages far and wide.

Reflections on Friendship To Robert -- A dear friend and beloved 'cousin'.

We will miss you.

Colleen and Jeffrey Cohen Through the Mud". That was between him and I. Every moment I shared with Robert is now treasured, serving as a reminder of his vibrant spirit, much like priceless stones.

Even though he is no longer in our direct line of sight, his influence is still felt in the stories we tell, the histories we have, and the friendships we cherish. Continue to rest, my lifelong friend.

If we do this, God will be glorified, and his living would not have been in vain. He was not a politician, but he did so much to build his country. He was not a preacher, but his whole life was a sermon, and his approach to facing challenges was incomparable.

As I reflect on his life, some words of this hymn come to mind: In shady green pastures so rich and so sweet, God leads His dear children along. Some thru the water, some thru the flood, some thru the fire, but all thru the blood. Some thru great sorrow but God gives a song. In the night season and all the day long.

May his soul rest in peace.

Fondly remembered, Sylvia & Edwin Adams & Family It is with great sadness and an even deeper sense of gratitude that I write this tribute in honour of Mr. Robert Mathavious, “Mr. Mac” as I respectfully called him. To the world, he was a visionary and a leader. To me, he was all that and more; he was like a big brother. I have known Robert since I was a little girl, through my brother Ronnie. From early on, he was a steady and encouraging presence, warm, watchful, always looking out for those around him. Little did I know then just how pivotal a role he would later play in shaping my life and career.

After graduating from the BVI High School, now known as the Elmore Stoutt High School, I worked at Smiths Gore Real Estate for a very short period. One Friday afternoon, as I walked home from work, I passed JR O’Neal Hardware Store and saw Robert chatting with Ronnie outside. He called me over and said, “I heard you are very good at math and can type fast. Do you want to work for the government?” Without hesitation, I said yes!! He gave me that warm, signature smile and told me, “On Monday, go up to the Human Resources Department during your lunch break. They will be expecting you.” I felt over the moon. I followed his instructions and went to the HR Department, and was immediately called into an interview.

The next day, I received a call to report to the Statistics Department, now called the Central Statistics Office, on the first of the following month.

That opportunity meant everything to me. At that time, getting into the public service was not easy, because only a select few were chosen. I will never forget that Mr. Mac saw something in me and gave me that chance.

Three years later, my father passed away suddenly. I was emotionally shaken. Sensing how deeply I was affected, Robert and Ronnie gently

encouraged me to go abroad and study computers, something I knew absolutely nothing about. Back then, I was only familiar with typewriters. But they were persistent, saying my love for math and problem-solving would help me. They urged me to visit the library, do my research, and explore this unfamiliar field.

I followed their advice, became excited about the possibilities, and told them I was interested and ready.

Without hesitation, Robert and Ronnie arranged for me to get a student loan through the Development Bank, now the National Bank of the Virgin Islands. That summer, I was off to school.

Even while I was away, Mr. Mac’s support never wavered. He checked in regularly, reminded me to keep my grades up, and encouraged me to send them into the government. He was quietly but consistently invested in my success, even when I could not yet see the full picture and understand what his plans were for me.

After graduating, I was offered a job at Nintendo, as my field was in programming. I excitedly shared the news with him. His response was gentle but firm, “I understand, but I think you need to come home.” I did not ask questions, as I trusted him and Ronnie completely. So, I returned home. That is when he revealed his plan, saying that he had created a new Unit under the Ministry of Finance, called the Information Systems Unit, and he wanted me to lead it. I was stunned and deeply honoured. It was then I realized that this man had not only believed in me, but he had been quietly shaping a future for me all along.

That small unit eventually grew into what is now the Department of Information Technology. I was determined to build something he would be proud of, a legacy that reflected his vision, foresight, and unwavering belief in me. A year after I started managing the Unit, because of my drive, determination, or whatever he saw in me, I was informed that my student loan was turned into an academic scholarship. Mr. Mac was more than a mentor; he was a guide, and a champion for young people in this Territory. He truly believed in nurturing talent and creating opportunities, often long before we saw them for ourselves.

I am eternally grateful for his encouragement, his belief in me, and the path he helped me walk. Because of Mr. Mac’s mentorship, it has helped shape my professional journey to where it is today. His legacy lives in me and in so many others he guided along the way.

To Prudence, Jadyn, and the entire family, we love you, and you are forever in our hearts.

Robert was truly one of a kind. He will never be forgotten.

Robert A. Mathavious was a man whose vision, integrity, and leadership left an indelible mark on the Virgin Islands, the wider Caribbean, and beyond. A pioneer in the development of financial services in the British Virgin Islands, he played the leading role in the transformation of the British Virgin Islands into one of the world’s premier international business and finance centres, laying the foundation for an industry that continues to serve, sustain, and uplift the people of the Territory.

Many paying tribute to this outstanding man, will recount the details of his professional achievements, of which there are many, but beyond and perhaps above his professional achievements, Robert Mathavious will be remembered as a mentor, colleague, and friend to many. He carried himself with dignity and humility, never seeking the spotlight, but always commanding respect through his character. Even in his professional dealings, witnessed personally firsthand over many years, his essential humanity shaped decision-making and policy.

Robert Mathavious will also be remembered as one of the great nation-builders of the British Virgin Islands: a man of vision and intellect, foresight, discipline, faith, and deep love for his country. His dedication to his community bears the hallmark of a genuine patriot. His life reminds us that true leadership is measured not only in personal achievement, but in the lasting good one leaves behind.

Colin & Selina O’Neal Over 40 years ago, I arrived in the BVI from Nevis. I soon met Robert Mathavious, who in time became my Friend, my Brother, my Confidant, and eventually also my Spiritual Advisor.

There is a passage of scripture that always comes to mind when I think of Robert: 1Corinthians 3: 5-7: “Who then is Paul, and who is Apollos, but ministers by whom ye believed, even as the Lord gave to every man? I have planted, Apollos watered; but God gave the increase. So then neither is he that planteth anything, neither he that watered; but God that giveth the increase.”

My grandparents raised me in Nevis in a church-going family, but on arrival in Tortola, I was not as regular as I had been brought up to be. However, I eventually attended a church service in Road Town one Sunday morning as part of a Baptism Ceremony. In the face of the discomfort of other people at the altar during the Baptism, I helped them all to find the relevant pages in the Prayer Book and Hymnal. After the Service, a gentleman and a lady approached me and asked, “Why are you not in church?” I replied, “But I just came out of church!” The Lady said, “You know what I mean!

We have not seen you here before. Where are you from?” I said “Nevis” and they immediately invited me home to lunch. I became immersed in the Mathavious Family. I could have gone to that home in Lower Estate at any time of the day or night and been made welcome, so much so that I felt like I was at home in Nevis.

If it were not for the Mathavious Family, I don’t know what would have become of me here in Tortola. Robert, in particular, took me to be his friend – all that was good that he was involved with, he made sure I joined him.

I joined three choirs: Road Town Methodist Church Choir, BVI Community Choir, and Foggy Mountain Boys. By this time, he was more than a friend - he became my brother. He was tired of driving me around and insisted I learn to drive, so I learned at night and after several months, eventually acquired a driver's license. We shared a keen interest in sports, and Robert read widely, most especially Sports Illustrated. He knew my favourite sport, cricket, but he was a reference library about baseball, softball, American football and basketball, and he shared his encyclopedic knowledge with me on Sunday afternoons.

Everyone in BVI, whom Robert considered to be his friend, became my friend too: Ronnie Skelton, Kedrick Pickering, Inez Archibald, and Eileen Parsons of blessed memory – just to name a few. So much so that when Hélène and I got married in Trinidad, because he had a final exam in Wash-

ington DC that very day – he instructed Ronnie to stand in for him as Best Man “because Zankie has to have somebody stand with him”. Whenever I had to leave the BVI, he would give me a number to call - no matter which country. Typically, I would call, and the person would respond warmly.

In fact, one guy in Barbados responded, “If you are Robert’s friend, then you’re my friend.” That was the nature of the man – at home and abroad.

He became my advisor. I could speak to him about anything. Every important decision I ran through Robert first. I would go to him for advice, and without fail, he would say, “Let me think about it.” He would come back in short order, and invariably, he would give sound and appropriate advice. Ninety-nine-point nine percent of the time, he was absolutely right. Robert took his friendship and brotherhood very seriously. A group of us decided one year to throw him a surprise birthday party. I was the one chosen to get him to the party, because I was the most likely to get him to the venue. It turned out to be a nightmare for me. He was surprised. He looked at me “cut-eye” but said nothing to me all evening. In fact, he said nothing to me for almost six months. I thought I had lost him as a friend. Eventually, he called me and said, “Look! You set me up! If you are my friend. I must be able to trust you! But you set me up.” To my great relief, he forgave me, and our friendship was renewed and grew deeper.

To this day, I don’t like surprises.

I valued him as a spiritual mentor and advisor because he shared his knowledge of his Faith with me at every opportunity. Throughout our friendship, he shared books, sermons, and music with me regularly, and in the last few years, when I have been living in Nevis, he messaged me daily.

When he became busy with his role at the FSC, he disengaged from all the choirs he had taken me to, but because of his encouragement and support – sometimes through difficult organizational situations - I remained faithful to all of them.

All my relatives knew Robert, and he asked about them whenever we spoke. His family remains my family. His friends remain my friends. And “through all the changing storms of life”, Robert remained Robert to me.

Even though in the last eight years he was not the man I had known for so long, he never ever complained and would always reply “I’m alright” when asked how he was doing. In the last five years, while I have been away from Tortola, we became even closer through his Music Ministry in sharing hymns and music videos daily. This has given me so much encouragement and strengthened me in my spiritual walk Robert honoured me by asking me to become Jadyn’s godfather, and as she grew up, Jadyn and I have developed a special bond. In his last conversation, he asked me to “Speak to Jadyn!” Jadyn, I will not ever try to replace your Daddy, but I will always be available to you. Call me any time! Prudence, you have been a wonderful companion and caregiver to my friend, my brother, particularly during these last very trying years. I am deeply grateful to you for accepting me as your friend as well. I pray that you will continue to enjoy God’s Grace and Favour in the days and years ahead. I am only a phone call away for you and Jadyn.

When I think of my life in terms of Paul’s message to the Corinthians, I think of it this way Nevis planted the seed in me, the BVI watered that seed, and the person I have become today is because of my friend, my brother, my confidant, my spiritual advisor who has given me the increase.

I pray that I can remain worthy of his friendship. Sleep on my brother. See you on the other side!

Anthony “Zankie” Lewis and Family Robert was my husband's dearest and best friend, but even before I was granted admission to their circle, I came to know Robert professionally.

As a newly arrived lawyer in the BVI in January 1990, the then Managing Partner of "The Firm" (as Robert called it), took me to meet the then Financial Secretary. A month later, another friend with whom I'm sure he's chatting right now, took me to the BVI Community Choir, where I met Robert and his friend "Zankie". One thing led to another, and as Tony has

already recounted, Robert was meant to be our Best Man. My career in financial services in the BVI brought me into frequent contact with Robert. I may have been the first to describe him as our "North Star", and many others have since done so. I need not recount his many achievements and his pivotal role in that sphere; suffice it to say that he meant as much to Tony and me privately as he meant to the BVI publicly. As Tony's brother, he was very present in our family life. He was Hashim's godfather and a beloved "brother-in-law" who could be counted on to pour oil on troubled waters when needed!

He was a protective and caring presence both here and abroad as we travelled to represent the BVI in Europe and Asia. One Saturday morning, when our children were very young, on a day trip to San Juan, I happened to be on the same flight as the "Three Musketeers," as I called Robert, Ronnie, and Kedrick. Immigration chose to pull me aside and question me for an hour. Robert noticed, and I was more than relieved to find them waiting for me at the foot of the escalator when I was released. He said, "I would have to give an account to my brother if anything happened to you!" I always felt included in his friendship with Tony, notwithstanding my Trini Catholic persona. He talked Trinidad politics, and Catholic Church politics with me and enjoyed chatting with my parents when they visited. He was always a gracious and charming host who made them feel welcome in the BVI and in his home.

His passing leaves a void in our hearts that will take a long time to heal, but we share with Robert the Joyful Hope of the Resurrection. Rest in Peace, Dear Friend.

Helene Anne Lewis It is with a deep sense of gratitude that we remember our late brother and friend, Robert Macthavious. We recall that on the first Sunday, Franklyn preached at Road Town, Robert was the steward on duty. Hyacinth remembers remarking- “ A giant of a man, with a gentle voice”.

As we got to know Robert better, the picture of a devoted family man (and doting father) emerged. We were also to learn of his outstanding contribution as a public servant, and in spite of all this, he remained remarkably humble.

What stands out for us, therefore, as we remember him, is the picture of a devoted family man, a faithful churchman, and an outstanding public servant.

Well may it be said of him: “His life was noble, and the elements so mixed in him, that nature might stand up and say to all the world, this was a man” Julius Caesar, Act 5, Sc. 5

As for his legacy to us, the poet Rudyard Kipling says it best: “If you can talk with crowds and keep your virtue, Or walk with kings, nor lose the common touch, Yours is the earth and everything that is in it, And which is more - you’ll be a man my son”.

Franklyn and Hyacinth Manners Although our paths didn’t cross often, whenever we met you always gave me words of wisdom and encouragement along with a bit of humor. It was a pleasure to have known you personally, and thanks for all you have done for me, particularly in my formative years. Wishing God's comfort to your family, friends, former colleagues, and mentees during this difficult time.

Rest in Paradise Big Man Respectfully, Your Godson and Cousin Kevon "KB" Baronville Robert was a wonderful friend to my (Broome) family members. I have known Robert for over 50 years, as we first met at the University of the West Indies back in 1973. Robert was very friendly and genuine person from the time we met. He introduced me to many of his friends who were also attending university. Robert encouraged me to get involved in many of the student activities, academic, social, and political.

I had never gotten involved in campus carnival, and I remember Robert encouraging me to get involved in helping his team from Tortola come up with ideas for building a costume for a young lady from Tortola who was entering the Carnival queen contest. This was an exciting experience as we were competing with some of our friends, and we had to keep all our plans, designs, and materials in secret. Our costume ended up coming in third place in the 1974 Campus Carnival Queen contest.

After this experience, we ended up helping other groups to build costumes for the students entering the Carnival competitions in the next couple of years.

Robert also encouraged me to get involved in politics on campus. As a result, Robert ran for First Vice President of the Guild of Undergraduates, and I ran for Treasurer of the Guild. We both won our seats and served for an exciting year where there were disruptions on Cave Hill Campus, where our President Herbert Volney had to leave campus on a short-term basis, and Robert, the second Vice President, Vincent Teekah, and myself were left as the triumvirate to run the matters for the Guild. This was a valuable experience for us as we had to interact with the members of the University Executive on Cave Hill Campus, as well as St Augustine (Trinidad) and Mona (Jamaica) campuses.

Robert was a real leader who was always willing to listen to your ideas, and he would then add any comments he had. We worked well together and ended up doing the majority of courses in Economics and Management together, then ended up switching into the new Social Sciences faculty and were included in the first group of students from UWI Cave Hill to graduate from the Social Sciences faculty in 1977.

Robert had a real big heart and was always ready to help or share any knowledge with his teammates as we studied together.

During Robert’s tenure at UWI Cave Hill, he met all of my family in Barbados and enjoyed many of our family outings, which created a great bond of friendship. As a result, when Robert graduated and left Barbados, we kept in touch despite our very busy schedules with our various jobs. I immigrated to Canada in 1981 and ended up working for the Bank of Nova Scotia in Toronto, and Tortola was one of the countries that we supported. Although I was not able to visit the island, Robert and I kept in touch directly as well as through a mutual friend of ours, Mrs. Icis Malone, who worked with the Bank of Nova Scotia BVI. In 1986, when I got married to Betty Pennyfeather in Toronto, Robert came to our wedding.

As the very friendly type of person Robert was, he knew Betty from our days at University and as such, said he had to come to our wedding. We exchanged pictures of the birth of our children, as well as their growing years and accomplishments.

I must say that Robert and I kept in touch. Although I did not come to Tortola for his wedding due to job-related travel, the bond of friendship between Robert and myself and family was great, and we celebrated all his achievements as well as ours with a phone call and sharing of pictures.

In the past few years, when Robert was experiencing his health challenges, he and I exchanged WhatsApp messages and prayers nearly every day, even up to the Friday before he was taken away. He became philosophical and so mellow.

He will always be remembered; his friendship and those memories we shared/created will remain etched in our minds.

I wish his wife Prudence, his daughter Jadyn, and all his family sincerest condolences, our thoughts are with them at this difficult time. May his soul Rest in Eternal Peace and rise in glory.

Betty and Phil Broome & Family The lion has laid down and taken his final rest. The conqueror has been conquered by death but death did not conquer his faith. On Sunday, September 14th, 2025, Robert Mathavious' spirit said the words of 1 Corinthians chapter 15 verses 53 to 57, “O death where is your sting; O grave where is your victory”, for in life and now in death, Mr. Mathavious is the Lord’s.

As he lived, he lived the words of Romans chapter 8, verses 37 to 39. For neither cancer, kidney disease, nor dialysis separated him from the love of his LORD. His honesty and openness about his struggles were inspirational, humbling, and a blueprint for how to truly live out Philippians chapter 4 verse 4 and Habakkuk chapter 3 verses 17 to 19.

His lion qualities were his infectious laugh, his booming bass voice, and his fierce protective spirit for family, friends, neighbors, mentors, and mentees. He conquered the world of financial services, surpassed the books on local history, and amassed a religious following with his daily sharing of the scriptures, religious quotes, and soul-uplifting stories. The lion has laid down, and his paws shall not make footprints on the soils of this pathway again.

During his life of receiving many accolades, Mr. Mathavious' testimony was the words of verse 19 of Habakkuk chapter 3, “The LORD is my strength”. And during the years when his body betrayed him, his testimony was the same, “YHWH Adonai.” The Lord was his love, and knowing and repeating the scriptures was his life. Mr. Mathavious would say of his present state, “To be absent from the body is to be present with the Lord.”

If Mr. Mathavious lived in the Motherland, he would have been a wise elder, dispensing sound advice based on well-researched sources. Alas, his abode was in the British Virgin Islands, where he was my friend. The lion has laid down and entered into his eternal rest.

Rest on the lion. Rest on the conqueror. Rest on the wise elder. Rest on my friend.

Rest on until we meet again, Dr. Bernadette McKelly I first met Robert in 1973 during my undergraduate studies at the University of the West Indies, Cave Hill Campus, Barbados.

I got to know him quite well, as he was part of a small group of students, including myself, who met weekly to brainstorm and discuss issues related to our programme of studies.

Robert was a no-nonsense student. He was serious about his studies - always well prepared, and willingly shared his knowledge with the group. There was no selfishness in him. He wanted everyone to succeed - and we all did.

Over the years our relationship deepened, as we developed a familial bond. My husband, Victor Williams, became his friend and later when he got married to Prudence, we regarded her as family. I was impressed by his choice of Prudence, as his wife, as she is such a beautiful woman inside and out. Her devotion to Robert, as she stood unwaveringly by his side, while he battled with his illness over the last few years, is testament to this.

Robert has left an impressive legacy. He has touched the lives of many in the Financial Services sector in the British Virgin Islands and beyond, and contributed greatly to the economic development of countries in the Caribbean.

Our deepest sympathy is extended to his wife, Prudence, and daughter, Jadyn.

“To live in hearts, we leave behind is not to die.” (by Thomas Campbell). Robert, you will be forever in our hearts. May your soul rest in eternal peace.

Victor & Sheila Williams (St. Kitts) During the summer of 1968, eligible children within the BVI became the first cohort of students to enter the then BVI HIGH SCHOOL. We began at Form 3 and ended at Form 5, the highest form at that time. With a heavenly blessing, we were sent to face the world of work. No grand finale (graduation ceremony, ball, or a school leaving certificate). Interestingly, that huddle did not prevent us from equipping ourselves with various educational disciplines, and we became meaningful contributors to our country and its people in various fields of employment.

The name Robert Mathavious is reflected on the roster of the Class of 1971 of the BVI High School. Robert, called Big Mac by the members of the Class of 1971, advanced himself to become Dr. Robert A. Mathavious, Ph.D, OBE. His earthly journey enabled him to be appointed a longstanding public officer with the Central Government, advancing to the position of Financial Secretary. He was the founder of the BVI Financial Services Commission and appointed the Territory’s First Managing and Chief Executive Officer of this Statutory Body.

Additionally, he founded the Financial Services Learning Institute at the H. Lavity Stoutt Community College. This institution bears his name. Big Mac works speak of his love for the country and its people. We are so proud of him!! God has ways of working situations out for our good and ultimate blessing. When he was busy, very busy, executing his various secular tasks/ duties, we desired his physical presence and guiding advice more often than he was able to give. After his retirement, his presence on our social media chat was a daily ritual with posting spiritual and motivational words of encouragement, scriptures to guide the day, health nuggets, jokes to relax the facial muscles, and more. Sometimes, he would post 2-3 times a day. His daily interaction with us is MISSED. Based on his electronic communication with us, we are comforted to realize that God granted him time to draw closer to him, and by Big Mac’s verbal words of God’s grace, love, and mercy towards him, ALL IS WELL. We extend condolences to his wife, Prudence, daughter Jadyn, siblings, and extended family members and friends. May his soul continue to rest in peace and be victorious in the Resurrection.

Reflections on Mentorship It is with deep respect and heartfelt appreciation that we honor the life and legacy of Dr. Robert A. Mathavious, PhD, OBE. A distinguished leader, mentor, and my friend, Mr. Mac, who exemplified integrity, wisdom, and generosity throughout his life and career.

I'll never forget my first impression of him. Before we ever met, his reputation preceded him—this towering figure of influence, visionary leader, and of accomplishment. The intimidating figure I'd built up in my mind melted away, and in his place sat... a person—a kind one. We didn't talk about work, strategy, or business. We talked about our marriages. About how God walked with us through our days. Then, his face lit up as he spoke about his beloved Yankees and the Cathedral—Yankee Stadium. I wasn’t a baseball fan, but I took an interest because he cared.

From that day forward, Robert became a consistent source of encouragement. Our conversations would lead to book recommendations, each one a lesson in character, faith, and purpose. The first among them was Crumbled Small by Ronald Sanders, and later, What Would Martin Say? by Clarence B. Jones. One line from the latter continues to resonate: “We tend to select top men for their character and capacity, then overload them according to their willingness.”

Mr. Mac was more than a mentor; he was a trusted friend. He had a rare ability to truly see people, offering guidance that extended far beyond professional matters. He believed in potential where others saw uncertainty, and with patience and conviction, he helped that potential flourish.

With enduring respect, we honor Dr. Mathavious’s legacy—a legacy defined not only by professional excellence but by the lives he uplifted through compassion, wisdom, and unwavering belief in others. May his memory continue to inspire integrity, humility, and purpose in all who had the privilege to know him.

You will never be forgotten, my dear friend and mentor.

L. Larry Kibler Robert was honoured for one of his major achievements, The FinancialServices Industry, which was so appropriately called, “The House that Robert Built”. As a Territory, we all have to thank him for that accomplishment, but he built so much more during his earthly walk in this life.

Those who knew Mr. Mathavious know that, at the core, he was a staunch Methodist and a true Virgin Islander. He was a voracious reader of content relating to a wide array of subject matters. He also loved music, particularly hymns. Mr. Mathavious was also generous beyond measure – generous with his time, his resources, and his great wisdom curated from a life well lived. He always had a nugget of wisdom to share and memorable stories filled with rich details. Mr. Mathavious demonstrated an unwavering strength of character, even during his declining health. His indefatigable spirit in coping with his illness until the end was truly admirable.

To Mrs. Mathavious, Jadyn, and the rest of the family, please accept my sincere condolences on your profound loss. I pray that you will find comfort in God, the life that Mr. Mathavious lived and the legacy – both professionally and personally – that he left behind. May his soul rest in eternal peace.

Khiayah Doward I became acquainted with Dr. Robert Mathavious, “Mr. Mac” when he returned to the BVI from his studies in 1977. Like other students returning from studies, he was anxious to find employment in Government. At that time, I was the personal assistant to the Deputy Governor. Mr. Mac and I interacted on many occasions during his job-seeking process. These initial interactions were, for the most part, not too pleasant.

However, as time went by, he gained an appreciation for my approach and was heard saying, on many occasions, that he wished he could get me as a member of his staff.

His wish came to fruition in November 1980 when I took up an appointment in the Ministry of Finance as Senior Executive Officer (Office Supervisor). At that time, the Ministry only had a staff complement of seven, the Financial Secretary, Deputy Financial Secretary, Budget Officer, Office Supervisor, Personal Assistant to the Financial Secretary, Clerical Officer (Receptionist/Filing Clerk), and Clerical Officer/Typist.

In those days, there were no computers, only typewriters. No photocopying machines, but a stencil machine that used black ink. I remained in the Ministry of Finance until May 1987 when I was informed that my services were needed in the Deputy Governor’s Office (Personnel Division), and that I had to return.

I first met Mr. Mathavious (as I called him) when I became his assistant in 2013. Inworking with him, I came to know of the attributes, achievements, and accolades that define his professional legacy. However, I also had the privilege of discerning many of Mr. Mathavious’ distinguishable aspects and traits that transcend his professional legacy. It is these things that

Robert built lives; He was a giant who walked softly, a visionary and educator who saw and brought out the best in others, he was a mentor and a friend who always greeted you with a smile. He also enjoyed some good laughter and Robert believed in God. If you were fortunate to work under him, or call him friend, you were always on a positive journey; failure was not an option, you knew it was unacceptable. Robert was a pilot light that always kept burning and lighted so many lives. I was privileged to have received a beam of that light and I am grateful.

His work here is done, and God has called him home. His life, his legacy, and his friendship will remain in so many hearts. May his soul rest in peace and rise in glory.

We worked well into the night on many nights, with Mr. Mac working alongside us and seeing to it that we were fed and taken care of.

Working in the Ministry of Finance with Mr. Mac was a pleasure and a learning experience. He ensured that staff members were given an opportunity to learn the different functions of the Ministry so that when someone was absent, there was no need to get a substitute.

Mr. Mac was who you would call a super boss!

He was caring, compassionate, and had the best interest of the staff and the Ministry at heart. The feeling among the staff was mutual.

We got along so well that we became somewhat of a little family. His and my working interaction blossomed into a life-long relationship. He was my second daughter’s godfather, and he named my last daughter. He is someone who will not be forgotten. His name will remain a part of my household, and I will cherish the fond memories I have of him.

To Aunty Pru and Jadyn, we love you and will always be there for you.

Keturah Crabbe & Family Dr. Robert Mathavious, my esteemed mentor and dear friend, left an indelible mark on my career and my life. From our very first meeting on July 7, 1982, at the Ministry of Finance, he became more than just a boss—he became a confidant, a father figure, and a guiding light.

Affectionately known as “Mr. Mac,” his leadership, wisdom, and mentorship shaped my journey in public service and continued to influence me long after our professional paths diverged.

He would often check in, offer advice, and show a genuine interest in my well-being.

One of my fondest memories is when my daughter, Altisha, was born, and without hesitation, he lovingly claimed her as his godchild.

His presence in our lives was a blessing—both professionally and personally. He was a true unsung hero, whose quiet strength and selfless service will continue to inspire generations to come.

I am forever grateful for the time we shared.

My deepest condolences go out to his beloved wife, Prudence, his daughter, Jada, his godchildren, his family, and to the Territory he served with unwavering dedication.

It is never easy to say goodbye to someone who has played such an integral role in shaping the person I am today. Over thirty years ago, Mr. Mathavious (Mr. Mac) took me under his wing as I began my career, working closely with him in what was then the Financial Services Department.

He became my teacher, mentor, motivator, ‘godfather,’ and boss. Even after his retirement from the BVI Financial Services Commission, I would often ask his wife, “How is my boss doing?” or send him a message with the same greeting—a reflection of the lasting impact he had on my life.

He provided opportunities for growth and learning that extended beyond formal education and ensured that I was well-equipped for the position I now hold within the Financial Services Commission. Mr. Mac continuously encouraged professional development for all his staff.

Many can attest that wherever our business travels took us, once people learned we were from the British Virgin Islands, they would always send warm regards to Mr. Mathavious—a testament to the respect and admiration he commanded both locally and abroad.

I believe Mr. Mac was divinely positioned to expand the financial services sector and to open doors of opportunity for many. Even during his illness, he maintained his friendships and continued to inspire those whose lives he touched.

Mr. Mac will forever be remembered for his leadership, humility, friendship, and lasting impact.

- Horatio Spafford, 1873 From time to time, an extraordinary soul graces this world, leaving a lasting mark on the lives of those they encounter. Dr. Robert Anderson Mathavious, OBE, affectionately known to many as “Mr. Mac”, was such a man. Towering not only in stature but also in vision and accomplishments, he helped shape the destiny of our Territory and the many professionals who flourished under his guidance.

To his beloved wife Prudence, his rock, his daughter Jadyn, the diamond in his eye, his brothers, sisters, extended family, friends, and to the wider community here and abroad, the Board of Commissioners, Management and staff of the BVI Financial Services Commission (the “Commission”) share deeply in your sorrow. Our hearts are heavy, for we continue to work in the main house that Mathavious built.

From his early career in the Ministry of Finance, through his pivotal role in the Department of Financial Services, to becoming the first Managing Director and Chief Executive Officer of the Commission, Mr. Mac charted the course of the financial services industry with excellence, foresight, selflessness, goodwill, faithfulness, and integrity.

He had an uncanny ability to recognise talent and an irresistible way of persuading individuals present and past members of staff - sometimes without them even realising it, that their place was within the Commission. What began as a casual conversation often ended with lives redirected and careers transformed. His leadership was never aloof. He led with humility, an open door, and a listening ear. He guided not only in matters of work, but also in personal challenges. He became an adviser to many, and at times even an adopted father figure to some.

Mr. Mac’s vision extended beyond financial services. He believed that true success meant preparing the next generation of leaders. He constantly sought out bright Virgin Islanders, recruiting, training, and enabling them to take their place at the highest levels, whether at the Commission, the Financial Investigation Agency, BVI Finance, the International Tax Authority, or elsewhere in Government and the private sector.

Education and training were central to his philosophy. If local expertise was lacking, he brought in the best from abroad, but with the firm expectation that they would prepare Virgin Islanders to take over in short order. For him, the measure of success was always how many locals could be advanced, prepared, and positioned to lead.

Though his work was demanding, Mr. Mac never limited his influence to financial services. He connected with colleagues and community members alike through his love for God, his sense of humour, his passion for cooking, and his homemade Guavaberry wine, which he readily shared during the Christmas season. He delighted in returning with gifts from his international travels, shared his enthusiasm for sports, and even spearheaded small initiatives at the Commission. One such initiative was a DVD borrowing club, which allowed staff to enjoy films over the weekend and reflected both his love of cinema and his desire to share it with others. An avid reader, his office was filled to the brim with books, from fiction to nonfiction, politics to crime thrillers, providing a variety of literature for employees to borrow at their leisure.

His wit was memorable, whether reminding Commission employees that “the tail don’t wag the dog” or cautioning young men that their arms were “too short to box with God”. He was serious about his faith, encouraging others to attend church, sharing scripture, and often raising a song to lift the spirit.

Despite the toll that years of hard work and extensive travel took on his health, Mr. Mac never complained. He pressed on with resilience, dedication, and optimism. Even after his retirement in 2020, he remained in close contact with staff as both mentor and friend.

To the international community, he was a respected ambassador of the Virgin Islands, a leader, visionary, innovator, and steady hand in financial services legislation. To the Territory, he was a brilliant son of the soil whose influence reached far beyond these shores; his name became synonymous with financial services, and he paved the way for many to succeed. To his family and friends, he was a mentor, protector, confidante, and guide. To his church, he was a proud Methodist man, a devoted member, a model Christian and a gifted singer. His voice, his vision, and his example will continue to echo in the work we do and in the lives he touched.

Mr. Mac fought the good fight and ran his race with distinction. He has left behind a financial services industry respected around the globe, and more importantly, generations of well-trained, competent, and confident leaders who will carry his vision forward.

We at the BVI Financial Services Commission are grateful to have walked this journey with him, and we will continue to uphold the standards and principles he so firmly believed in, being centurions on the wall and gatekeepers of the financial services industry.

To Prudence, who stood faithfully by his side, and to Jadyn, the jewel of his heart, we extend our deepest sympathy and love. May you find strength in knowing that his legacy is not only preserved in the history of these Virgin Islands but also lives on in the countless lives he inspired, the institutions he built, and the values he instilled.

We are deeply saddened by the passing of Dr. Robert A. Mathavious, OBE; a steward of the financial services industry, a tireless mentor, and a sincere champion of compliance, professionalism, and integrity in the British Virgin Islands.

Dr. Mathavious was more than a public servant; he was a visionary. He supported the BVI Association of Compliance Officers & Practitioners (BVIACO), invested in the growth of compliance as a profession, and emphasized the vital importance of ethics, reputation, and resilience in our sector. The profession has lost a guiding light, but his legacy will continue to inspire generations of compliance professionals.

“The BVI has always sought to be a resilient, vibrant, top tier, cooperative, competitive, clean and wellregulated financial center. It’s a dream shared by the Board of Directors, by Compliance Officers and by the FSC. Yet today, it is an embattled dream and at risk more than ever.” Dr. Robert A. Mathavious, speaking to the BVI Association of Compliance Officers, April 20, 2016.

This quote captures so much of what he stood for: that doing what is right, even when difficult, is not optional but essential; that reputation matters; and that compliance isn’t a burden — it is foundational to success.

Dr. Mathavious leaves us with many profound lessons: • That reputation is fragile but invaluable!

MATHAVIOUS, OBE The Board of Directors and Staff of the BVI Tourist Board & Film Commission join the Virgin Islands community in mourning the passing of a national icon, the incomparable Dr. Robert A. Mathavious, OBE. A visionary leader, Dr. Mathavious, was a pillar of stability and progress whose wisdom, integrity, and quiet strength helped shape the destiny of these islands.

The story of the BVI economy cannot be told without acknowledging the twin pillars of Financial Services and Tourism. Dr. Mathavious, often described as the architect of the modern financial services industry in the Virgin Islands, understood perhaps more clearly than anyone the interconnectedness of these two industries. He recognised that the prosperity generated by financial services strengthened tourism and vice versa. Under his leadership, financial services helped to provide resources and confidence to invest in infrastructure, services, and development that directly enhanced the visitor experience. He demonstrated that these two sectors, though distinct, were inseparably bound in ensuring the growth, stability, and resilience of our beloved Virgin Islands.

Dr. Mathavious commanded respect regardless of which party was in power. His stewardship of the Financial Services Authority exemplified independence, credibility, and strength of purpose. In this, the Tourist Board found inspiration: a reminder of the power of principled institutions to shape our future and to speak with a voice that transcended politics.

Dr. Mathavious’ contributions extended beyond numbers and regulations. His work helped to secure the livelihoods of Virgin Islanders, expanded opportunities for businesses, and reinforced the foundations on which our society thrives. He was a guardian of our economy and a steady hand in turbulent times, particularly when global challenges threatened our survival as an international financial services jurisdiction. His wisdom and advocacy ensured that the BVI not only endured but flourished on the world stage.

The British Virgin Islands Tourist Board & Film Commission is proud to pay tribute to Dr. Robert A. Mathavious, OBE, for his monumental role in preserving and strengthening the economic balance that sustains our Territory.

Friend, Husband and Father

Robert, ‘my beloved is mine and I am his’.

We were destined by God to be more than friends and for over twenty five years we have been life partners.

Robert was first and foremost a loyal, generous, compassionate friend. With a zest for life, an elephantic memory and sense of humour, he could sometimes be classified as comedian. His wise counsel encouraged one to rise beyond circumstances and seek the higher good. Often he would quip the proverb, ‘It’s better to light a candle than to curse the darkness.’ Or quoting ‘ships were not built to stay in the harbor but to sail the high seas.’

As a husband, Robert was the spiritual leader of our home. Regular devotions, singing of hymns and gospel songs and praying together, listening to sermons were staple. Corporate worship was a must. Valuing integrity, respect and honesty, our home was an oasis at the end of the day. He was also a protective, generous, compassionate, and supportive spouse as well as a consummate provider.

When fatherhood came along, Robert became a loving, doting father on one hand and an exemplary guide on the other. This was not always an easy balancing act. For nineteen years, next to me, Jadyn our daughter became the apple of his eye. He was so proud of her and her accomplishments. Sharing her milestones with family, godparents and friends was a given. His love for us and ours for him was affirmed regularly.

Robert’s illness was a difficult, yet joyous journey for him, for us and extended family – bringing us closer together and closer to God. Through it all, his faith never wavered. His trust remained grounded in God. His determination to fight to the end, while holding on to God is legendary and a legacy for those of us left behind.

The strife is over, the battle won, Hallelujah!
