In the December 19, 1798 issue of the Baltimore Intelligencer, the artist, Joshua Johnson, describes himself as a “self-taught genius” who could “execute all commands with an effect, and in a style, which must give satisfaction.” Known as the earliest documented African-American painter active in the United States, Johnson was first listed as a portraitist in the Baltimore city directories in 1796. Long thought to be a slave belonging to the artist families Peale and Polk, he was in fact the son of a white man and a black slave, who was given his freedom in 1782 and whose independent career flourished until 1824.
The present pendant portraits were executed during Johnson’s period of greatest activity, from 18031814, when he became more assured in his painterly skills. Both Mr. Hilmer [Helmer] Schumacher and his wife, Rachel, are painted in three-quarter view and with straightforward gazes, typical techniques of the artist. The taupe background set against Mr. Schumacher’s vibrant yellow waistcoat and the intense green of the spandrels in both portraits signal the artist’s preference for the use of complimentary background colors.
The Schumacher’s portraits were first documented in the private collection of descendants in 1943 by the art historian and genealogist J. Hall Pleasants. Records show Hilmer Schumacher living in Baltimore as early as 1810, the year of his marriage to Rachel Cloberg; the couple had one son, Frederick, who was born in 1812. Baltimore city directories list Hilmer working as a sugar refiner and grocer until 1831.

The present work is a study for Rockwell’s painting, How Goes the War on Poverty, which appeared in Look Magazine on July 27, 1965. It accompanied an article on Lyndon B. Johnson’s legislation program to address the nation’s high poverty level. Lettered over the two symbolic clasping hands is a quote from a speech President Johnson delivered the year before: “Hope for the poor, achievement for yourself, greatness for your nation.”
The finished painting is currently in the collection of Look Magazine and is reproduced in Norman Rockwell: Artist and Illustrator, New York: Abrams, 1970, no. 592.
