The pointman of a patrol spotted something sticking out of the ground.

He immediately identified it as an improvised explosive device (IED), the number one killer of coalition forces in Afghanistan.

Lance Cpl. Andrew J. Rodriguez, the lead man in the patrol, had to clear a safe path for the explosive ordinance disposal team to respond to the device.

Using his metal detector, he swept the area until he heard the beep – a signal that confirmed there was metal buried in the dirt.

When the EOD team arrived, they confirmed a second IED on the spot.

“It was pretty nerveracking,” said Rodriguez, a mortarman by trade with Weapons Company, 3rd Battalion, 7th Marine Regiment. “I’m usually very relaxed, but I was

definitely nervous standing right on top of an IED.” He said the pointman has one of the most dangerous jobs in the platoon.

His job is to select a safe path for the patrol, visually inspecting every step he takes while still on the lookout for the enemy.

“His job is primarily just to safeguard his force by using his brain, his experience, his insight, and his intuition to figure out where the IEDs are most likely and then avoiding those areas,” said Capt. David T. Russell, Weapons Company commander. “The metal detector is a backup to doublecheck what his brain and his eyes are telling him.”

To make his job harder, insurgents began constructing IEDs to circumvent the metal detector. Some IEDs contain rudimentary materials: wooden boards and blocks, trash and plastic containers. The finished product contains very little metal,

The pointman searches for subtle clues to visually detect IEDs, explained Rodriguez, a 19-year-old native of San Jose, Calif.

After the pointman scans the area with his eyes and sweeps the ground with his metal detector, he keeps walking.

Despite the IED threat, Rodriguez said he doesn’t feel much fear when he leads patrols, because after months of being a pointman, he gained confidence in his abilities.

ITS ABOUT IMPOVERISHED PEOPLE

The current batch of elected officials have and are missing the main point about today’s social and economic matters. The current Repubican leadership is focused upon the replacement of President Obama. Their objective is to elect a Republican as the next President.

Their partisan leaders keep telling us to focus on what is wrong with the economy which is reputedly the worst our nation ever experienced.

The present incumbent, President Obama, was elccted overwhemingly in 2008 by presenting and developing the theme “Change you can believe in.” Today, many who voted for him are not emotionally content with the current performance.

Applied intellectual logic confirms that the Obama Administration had to deal with a collapsing world economy first or watch it fail along with the American domestic economy.

The Democratic leaders, especially President Obama, are reluctantly being quiet because their turn will come once they know who has been chosen to try to depose our current President. Their public policy forums have been about demeaning their competition.

Not addressed is what to do to re-establish the middle class whose incomes have been decimated by the trend to outsource jobs. That trend has been practiced since 1975…it is not new.

Today’s great political public policy issue must be about impoverished people.

Statisticians deal with their

plight in terms of numbers: The unemployed (and do not count those who have stopped job hunting). Another index used is income levels. Recent data reveal that more people have slipped from middle class down to poverty levels in numbers which exceeds those experienced during the Great Deression of the 1930’s. Another index used is the number of home foreclosures. Our local community has been ravaged by the legal but inhumae behavior of those ‘who follow and apply contract law’.

Too many families have been displaced from their mortgaged homes because, through no fault of their own, the new global economy enticed corporations to seek higher profit margins by outsourcing jobs to those global locals where cheaper skilled labor is available.

The current mortgage crisis is an opportunity for our nation to adopt a new national policy which does more that protect the real estate agent, the broker, the banks and other lenders, but also includes legal provisions which provide for a period when the home buyer can continue to occupy the dwelling by payment of ‘interest only’, property taxes, and homeowners insurance. The current situation permits certain predators to choose to foreclose on family homes whose ‘built up equity’ represent the only wealth of that family. New mortgage contracts must permit that ‘paid up’ equity to be retained for use to fund the next home or retirement.

This is another change to be incorporated into the ‘new home mortgage purchase contract’. Today, the only right a home buyer has is to make the monthly payment due over a 15 or 30 year period. Much can and does happen during such a protracted time in society, the global and domestic econ-

omy, and local governance.

In fact, even ethos changes (ethics, morals, and religious dogma which provides the 10 commandments.)

TODAY CHALLENGE IS ABOUT PEOPLE’S NEEDS. Can our government, through its legislative acts and governance, meet the needs of people on national scales as well as global scales? Let’s logically begin with the current plight of many Americans.

The unemployed need jobs; the the poor need both public and private assistance; the homeless need a home, and those who suffered through foreclosure, need to be assisted in their recovery of some place they can call ‘home’. The undocumented need to be provided an honorable way to become legal residents. The disabled and handicapped need appropriate levels of assistance. The national infrastructure and security need just enough to maintain America as the world power it is today and not much more than that.

The various legislative programs which the U.S. Congress can enact soon, need to be coordinated so as to not improperly encumber the possible levels of tax revenues to be realized. Past Congressional, executive and administrative actions have resulted in too much deficit spending. Let’s begin to deal with greed, avarice, profiteering, and predatory actions. Let’s begin to care for the needy rather than the greedy.

Today America needs both a national and global integrated, collaborative and coordinated approach which addresses the needs of the people….all the people, not just the 99% or the 1%, but the entire globe.

This election year’s political discourse must become about meeting the needs of the impoverished people.

Every motorist in Santa Clara County knows that Highway 101 is a difficult road to navigate. I am happy to announce that the last piece of funding puzzle has been secure to alleviate one of the largest bottlenecks in the County—the Highway 101 interchanges at Capitol and Yerba Buena!

While the California Transportation Commission approved our original funding request of $24 million, they were hesitant to provide the additional $4.2 million needed to complete the project. We were so close to the finish line that I knew we could not let this hurdle stop us. Therefore I asked the Valley Transportation Authority to help.

The VTA identified the needed $4.2 million within their budget. By securing the entire funding, our

As you know, I have been fighting to fix this bottleneck since I was elected to the San Jose City Council in 2000 and the fight has continued to my time on the County Board of Supervisors.

I worked quickly with the VTA to come up with a plan wherein the City of San Jose would contribute funding for engineering studies of the proposed improvements. I was able to convince the City to hold aside $300,000 for the studies.

This seed money started the ball rolling and the Highway 101 project became a rising star, skyrocketing to the number one priority for both the VTA and the City.

In 2006, the voters of California passed Proposition 1B. This $19 billion bond included funds for highway improvements. Every transportation agency in the state began building their case for why they should get a portion of this funding. The agency

in charge of recommending which projects in Santa Clara County and the Bay Area gets funding is the Metropolitan Transportation Commission (MTC).

As a member of MTC, I used this position to advocate for Santa Clara County projects – the Highway 101 project in particular.

By working with the VTA and state elected officials, we were successful in securing the Prop. 1B funding for the first phase – the Tully Road interchange – that is under construction now and scheduled to be completed ahead of time and under budget.

But we did not give up the fight. I continued to promote the rest of the project for additional funding.

Now with this last piece of the funding secured, I am very relieved that this project will be completed so we can all enjoy a free flowing, safe commute along Highway 101.

Flores that weaves together the story of three generations of a family who lived through the El Salvadoran civil war, their subsequent migration to the United States, and the resulting formation of immigrant gangs in California’s inner cities. PLACAS will be directed by Sean San José, Director of Theatre for San Francisco’s Intersection for the Arts,and will star Ricardo Salinas of Culture Clash. Additionally, this presentation will feature Cristina Frias, Ricky Saenz, Sarita Ocon, and Luis Santiago Juarez.

PLACAS was developed as a pro-active community response to the issue of gang violence. The piece seeks to use the tools of professional drama to create a high quality performance that resonates with a theatre audience, but that is also carefully structured to encourage young people to avoid gang life, to offer an alternative to the public hysteria about Central American immigrants and to shed light on the geo-political realities that created gangs.

The term placas is barrio slang: a code word for graffiti tags, a nickname or body tattoos. In street culture tattoos signify an individual member’s unswerving loyalty to the gang and also serve as a mechanism

It is especially risky for ex-gang members, as their former comrades see it as betrayal and may target those who seek treatment. Because of this risk, gang prevention workers, police, probation officers, judges and case workers see tattoo removal as a serious and legitimate step gang members can take toward becoming inactive, and reintegrating into civil society.

As Fausto receives treatment he enters the laser room and directly addresses the audience to recall the meaning, memories and stories attached to each tattoo being burned off his skin. A red laser descends.

The effect is to reawaken Faustus’ childhood experiences of the civil war in El Salvador and barrio warfare in California; the scenes of which are played out as dance, spoken word, video or acted out on-stage as a series of flashbacks.

Synopsis: After nine years ex-gang member FaustoCarbajal is released from prison. As a requirement of his parole he must remove the tattoos that mark him as a member of his gang. Wearied by what has been a lifetime of violence, Fausto sees a sliver of hope and accepts the terms.

He is determined to reunite his family, traumatized by three decades of war, forced migrations and street crime.

He returns to San Francisco to live with his mother, a war refugee, and harbors hopes of re-uniting with his expartner, Claudia and their now teenaged son, Edgar.

Fausto realizes that his son is in danger of being initiated into a rival gang when Edgar is arrested for carrying a gun to school and placed on probationary home arrest.Fausto tries to disuade him from joining a gang, but Edgar runs away. Fausto must find Edgar before the police do. As he weighs the cost of being a hero to his son, Fausto attempts to emerge from an old skin based on false truths and mangled socialization. The process of transformation is both physically and emotionally painful. But is it too late?

Fairgrounds names new executive director

Delana Romero Interim Executive Director San Jose, CA

With the announced retirement of longtime Executive Director Raymond Lueckeman, the board of the Santa Clara County Fairgrounds Management Corporation (SCCFMC) has elevated current Santa Clara County Fair Manager Delana Romero into the role of Interim Executive Director. The change in title reflects her new responsibility for operation of the entire 158 acre facility.

SCCFMC Board President Mike Donohoe spoke

for the board when he noted the great progress made in the past two years as the facility has moved into profitability and increased community use. “I would really hate for us to lose any of the momentum we are now enjoying” he concluded. Board member Don Silacci agreed by observing “This past year has seen more progress than most of the years I have served on the board. We have a good team in place.”

While Lueckeman will officially retire at the end of May he isn’t going far. “I have agreed to stick around for a few years to serve as a mentor to Delana and finish up some of the exciting projects we now have under way” he said. Romero will serve in an interim role through the end of 2013 with the board reserving the option of initiating a nationwide search for a permanent Executive Director.

Conjuntamente estas medidas estimularán la creación de nuevos puestos de trabajo y ayudarán a las familias en aprietos.

Y en una victoria crucial para la comunidad hispana, los legisladores acordaron no incluir en el acuerdo la restricción al crédito tributario por hijos, que hubiera afectado gravemente a millones de familias traba-

jadoras latinas, y a sus hijos, que pagan impuestos.

“En el Capitolio se escuchó un mensaje fuerte y claro que nuestra comunidad no tolerará que se utilice a los niños latinos para regatear en este amplio debate fiscal”, dijo Janet Murguía, presidenta y directora general del NCLR. “Nos anima ver a ambos partidos trabajar juntos para aprobar un paquete fiscal que pone más dinero en manos de los trabajadores y ayuda a estimular la creación de empleos, sin incluir provisiones perjudiciales” El crédito tributario por hijos mantiene a millones de niños fuera de la pobreza. El Departamento de Control de Sustancias Tóxicas de California (DTSC, por sus siglas en inglés) anuncia que se ha fijado un plazo de 30 días para comentarios públicos y le invita a que usted que presente sus comentarios respecto a un documento de limpieza denominado Anteproyecto del Plan de Trabajo de la Acción de Remoción (RAW, por sus siglas en inglés) para la urbanización de 3rd Street (Sitio). El Sitio está ubicado en 1010 South 3rd Street en San Jose, California. DTSC determinó que se requiere una limpieza después de que los análisis efectuados revelaron que existían niveles elevados de hidrocarburos totales derivados de petróleo en el suelo y en el agua subterránea del Sitio. Las operaciones históricas realizadas en el pasado en el Sitio son la fuente de esta contaminación.

El anteproyecto RAW trata con las actividades de investigación en el Sitio, los objetivos y las alternativas de limpieza, y la acción de limpieza que se recomienda para el Sitio.

The federal agencies that regulate America’s financial industry don’t come close to matching the nation’s diversity, a new study released by The Greenlining Institute shows. The report, “Government That Looks Like America? Racial and Eth-

“These findings tell us that the Offices of Women and Minority Inclusion have their work cut out for them,” said co-author Divya Sundar, Greenlining Community Reinvestment fellow.

“There is a lot of literature showing that diverse organizations are more attentive to the needs of diverse consumers. We know that during the housing bubble these regulatory agencies missed dangerous increases in predatory lending that surfaced first in communities of color, and you can’t help but wonder whether regulators from a wider variety of backgrounds might have seen the warning signals sooner.”

Parents Warned to Monitor Teens and Young Adults for “Bath Salts” Possession or Use Trying to keep up with the changing landscape of illicit drug manufacture and use is a daunting task for a drug education professional, much less a parent. But it is something that must be attempted if children and young adults are to be kept educated and safe from dangerous, even life-threatening drugs.

They may be named something like Red Dove, Purple, Cloud Nine, Lunar Wave or Pure Ivory. The packaging will state that it is “not for consumption” and that it is just for use in a “refreshing” bath. But smoke it, snort it or shoot it and you will get a hallucinogenic, dissociative high that can be dangerous, even fatal.

The psychoactive ingredient in Bath Salts may be Mephedrone , 3,4 methyl e n e d i ox y p y r o v a l e r on e (MDPV) or Methylone.

In chemical composition and effect, these drugs mimic the action of khat, a plant-based drug grown in East Africa and frequently smuggled into Europe and North America.

One of the tactics used by unscrupulous drug manufacturers is to make a new formula that shifts the chemical composition of a banned drug just enough to circumvent the law. It takes awhile for law enforcement agencies to catch up and in the meantime, lives are threatened.

Young people going to shops, parties or raves may be offered the new drug.

At its worst, the drugs in Bath Salts have resulted in extremely high fevers that can cause organ breakdown and death, suicide, homicide and a psychotic state that can only be subdued with a general anesthetic or powerful anti-psychotic drugs.

When talking about Bath Salts, parents can report the following results that have come from emergency room or police reports:

El 22 de febrero, el Senador de California Leland Yee (D-San Francisco/San Mateo), la Asociación de Facultad de California y los estudiantes de la Universidad Estatal de California (CSU) anunciaron la legislación para reformar el Consejo Directivo de la Universidad Estatal de California, designando a 9 de los 25 miembros a estudiantes, profesores, o trabajadores parte del sistema de la Universidad.

The church serves the newly created parish of Our Lady of Refuge which embraces a multi-cultural and multi-ethnic part of the city which has a dense population, largely in the Santee area of San Jose.

At the dedication ceremony, Bishop Patrick J. McGrath blessed the building and officially opened its doors, followed by the entrance procession into the church.

The newest parish in the Diocese of San Jose was announced in August 2011. It had been over a decade since a new parish had been established in the now 31-yearold Diocese of San Jose.

Kind, resourceful and “fighter” are only a few words that truly describe Christina Rodriguez.

Rodriguez was born and raised by Texans in San Jose. She admits to being an Elvis admirer and is an Oakland Raiders fan. She has one daughter and one granddaughter.

Rodriguez, also known as ‘Chris’ since the fourth grade, is currently a nurse at Kaiser Permanente as well as a volunteer.

She coordinates the volunteer group that not only assists Spanish speakers, but also Filipino, Vietnamese and Samoan. Groups where diabetes, high blood pressure and obesity are some of the chronic illnesses. Over 10% of Latinos aged 20 and older have been diagnosed type 2 diabetes.

“She always prepares ahead and you can tell she loves what she does,” said Ha Dinh, recent nurse graduate and volunteer.

Rodriguez has worked tirelessly for almost 20 years to provide clinical services and advice about healthful living and nutrition to members of the low-income Latino community of San Jose. She has bought the supplies she needs “out of pocket”.

In 2010, the lead nurse of the health ministry at Most Holy Trinity retired. As a dedicated volunteer, and having worked with Sister Mary Peter for many years, Rodriguez decided to keep the program alive.

She spoke from the heart about her experience with diabetes. Her disorder was so out of control she was on insulin and taking tablets.

At one point, she thought her time was over and became depressed.

Once she began her weight lost journey, there was no stopping her. It just didn’t make sense to her that she’s a nurse advocating healthy eating and exercise, but there she was facing diabetes herself. She got the courage to start by going on small walks and now she participates in marathons with friends and family.

Master of the glass half full Rodriguez recognizes that the work the health ministry does isn’t something she can do on her own. She counts on a group of recent nurse graduates, family, and the church for assistance.

“I’ve kept the weight off now for three years and I’ve also not taken medication in three years,” said Rodriguez.

Recently Rodriguez was one of three winners out of 70 entries nominated statewide for their efforts in the community. Nominated by Marjorie Freedman, PhD, professor of nutrition from San Jose State University, the award recognized the work she does in the community.

She is an example to the parishioners and others that

With a graduate student from San Jose Sate University, she is organizing a health class. She would like to have classes on healthy cooking as well.

“I’m glad she got this recognition,” said her daughter, Sandra. “She’s a force to be reckoned with.”

Mamas Latinas: first website targeted to Latina mothers

MamasLatinas, an online bilingual community website launched January 26, 2011 to become the first website of its kind aimed at Latina mothers.

The idea for MamasLatinas, came from the parent site, CafeMom. Launched in 2006, CafeMom is the number one online destination for mothers, receiving 9 million visitors per day.

Sponsors for CaféMom inquired about creating a website targeting Latina mothers. CaféMom has an established community of Latina mothers due to a user created group.

“92 percent of Hispanic moms said no website clearly served them culturally,” said Co-Founder and Executive Director of MamasLatinas Lucia Ballas-Traynor. “Everything we do is powered by a community of moms.”

After registering for the website, users can join up to 25 different groups to connect with other mothers.

The website also features a variety of topics from health, parenting and entertainment. There are also featured columns from established Latina celebrities and writers.

One of the most popular aspects of the website are the challenges. The mothers are given different assign-

ments to complete and they must post their experiences.

Earlier this month, the mothers were given a “Love Challenge.” Assignments included posting ten positive characteristics about their spouse and posting the most common household arguments.

The next challenge is aimed toward health and fitness. For one month, users will be asked to do something to change their

lifestyle such as drinking water or exercising for 15 minutes. The website will offer prizes to its users.

Fans of the cult film Napoleon Dynamite have been wanting more of Napoleon and his friends for several years now. They got their wish earlier this year with the premiere of the Napoleon Dynamite cartoon on Fox. One of the films more iconic characters was “Pedro”, who was played by Efren Ramirez. Ramirez took some time to talk about the new cartoon as well as his career with El Observador.

Q: How did the idea for the Napoleon Dynamite cartoon come about?

A. After the movie blew up, people just wanted more.

They wanted a sequel. After some years, the creators of the show decided to create an animated version, which would include all the original cast members. We all jumped on board with the project because we truly do enjoy working and hanging out with each other. We feed off each other.

Q: How has the show been received by fans of the original movie?

A. The reception has been great. Many of us have been

A. I’m fine just being an actor right now. I can get into writing and maybe producing but not directing. I also like to spend more time DJing.
