Entre la ilegalidad y la violencia

José López Zamorano La Red Hispana Es imposible no sentirse desconsolado por las imágenes de gases lacrimógenos lanzados por agentes de la Oficina de Aduanas y Protección Fronteriza (CBP) contra los miembros de las caravanas de migrantes centroamericanos en la frontera entre Tijuana y San Diego. Pero la desesperación de miles de personas que huyen de

la inseguridad y de la violencia tampoco puede ser excusa para violentar la integridad territorial de un país, menos aún lanzando proyectiles contra agentes del orden. De la misma forma que todos las migrantes tienen que ser tratados con pleno respeto a sus derechos humanos y a su dignidad personal, no es posible escudarse en la angustia personal para tratar de irrumpir ilegalmente en las fronteras nacionales de otro país. Peor aún es el hecho que las acciones de unos cuantos, manchan la causa de las mayorías. El punto de equilibrio entre la salvaguarda de la integridad y seguridad territorial, y el trato humanitario a los solicitantes de asilo es extremadamente difícil de alcanzar cuando contingentes integrados por miles de personas llegan a un mismo punto de cruce casi de manera simultánea en busca de alivio. Para complicar este balance delicado

se suma el hecho de que el tema de la migración y la seguridad fronteriza no sólo ha estado politizado durante los últimos años, sino que en está siendo utilizado por el presidente Donald Trump como divisa de cambio para las negociaciones presupuestales que podrían llevar a un cierre del gobierno federal el 7 de diciembre, menos que hay un acuerdo entre republicanos como demócratas la Casa Blanca. El presidente de los Estados Unidos ha sugerido que podría estar a favor tanto del cierre permanente de las fronteras, como del cierre de la burocracia federal de Estados Unidos, si no encuentra una respuesta presupuestal satisfactoria a su demanda de 5,000 millones de dólares para la construcción de un muro en la frontera con México. Tiene razón el senador demócrata de Maryland, Ben Cardín cuando afirma que una parte de la responsabilidad del actual estado de cosas es responsabilidad en parte de la

decisión del presidente Trump de limitar las opciones de asilo a los puntos de cruce, una decisión que choca con la legislación federal vigente. Aunque un tribunal de California falló en contra de la Casa Blanca, el incidente con los migrantes centroamericanos en la frontera subraya la urgencia de que el nuevo Congreso se aboque de manera urgente al tema de la reforma migratoria, incluida la situación de los jóvenes Dreamers, TPS y los ajustes al proceso de asilo. Pero también es necesaria una visión integral y regional que se enfoque en la solución del problema migratorio desde su raíz, desde las causas que provocan los éxodos cíclicos de migrantes del Triángulo del Norte y ponga sobre la mesa un ambicioso plan de desarrollo regional y de procesamiento de asilo que ponga fin a esas crisis periódicas que no podrán ser contenidas con gases lacrimógenos.

Listen to kids without judgement: Let kids do the talking and follow their lead. Discuss their experiences with an open mind and open heart. Then discuss their ideas on how they want to handle the situation and let them know that you're there for them and will help no matter what.

Fostering regular, meaningful conversation with your child helps build trust so that you can hear all about their experiences, both the good and the bad, and can weigh in with your loving support. Share common experiences: To show empathy and help your child to understand they aren't alone, Brackett suggests that if you have ever experienced something similar to what your child is going through, such as if you were ever bullied, share that experience with your child. If you're a parent, you bring your kids to their annual checkups, get their teeth cleaned twice a year and help them eat well and get enough sleep. You do this to keep them physically healthy, but what about their mental health? For parents, it can sometimes seem difficult to monitor and gauge a child's emotional wellbeing, which is affected by a number of things that parents and children may not discuss. Having conversations around these issues is the best way to keep them in check. One issue that is of particular concern is bullying. Bullying is a big problem today - fueled even more in the age of the internet. Often, troubles with classmates are hidden from parents' view, whether they take

place in the classroom, on the bus or online. Nearly half (47 percent) of parents confess that one of their greatest fears is that their child will be bullied, according to a survey by Planet Fitness. And while nearly one-quarter (24 percent) of parents admit their child has been the victim of bullying, only 8 percent have children that talk to them regularly about it. This is why it's important for parents to stay in tune to their children's behaviors and talk to them openly. If you notice your child acting differently, it may be because something is happening to them at school or a different setting. You can use your observations as an opportunity to start an important conversation about what's going on. "Be careful with how you perceive your child's behavior, as the way they are feeling on the

It's important not to dictate, but suggest solutions and encourage them to come up with their own ways of dealing with the situation. Be aware of being bullied and being the bully: Sometimes if a child is being bullied, they are more likely to replicate that behavior elsewhere. First, recognize that children bully for many reasons. Next, help them understand how that behavior affects others and encourage positive solutions. Encourage kindness: Help your child understand the importance of showing support and being kind to everyone, especially others who might be victims of bullying. During the holiday shopping season, the last thing consumers want to be worried about is if their packages will get stolen or not. Unfortunately however, package theft is a main concern for those waiting to receive their online orders, especially here in the Bay Area.

• Beware of phishing. Phishing emails can look like a message from a well-known brand, but clicking on unfamiliar links can place you at risk for malware and/or identity theft. One popular scam claims to be from a packagedelivery company with links to “tracking information” on an order you don’t remember making.

According to a recent report from Shorr, an Illinois packaging business, San Francisco ranked as the No.1 city per capita of Google searches for “Amazon package stolen”. In fact, that specific Google search of “Amazon package stolen”, is executed an average of 210 times per month in San Francisco. Protect your packages from thieves and other criminals so you can deliver this holiday season by following these BBB tips: • Track your packages. Follow shipments from the seller to your front door with online, text message or phone call tracking offered through the delivery company. Sign up for alerts to be notified of delays or exceptions and when the package has been delivered. • Request a signature. This package delivery feature will likely come with a fee, but without a recipient’s signature, the delivery service won’t be able to leave a package exposed on a doorstep.

• Ask your neighbors. If you know people that work out of their home or stay at home that live near you, ask them to look out for your deliveries. Spread the word to those in your community on how they can protect themselves as well, you never know who could use some tips on package protection.

• Use your credit card. When making purchases online, use your credit card rather than a debit card or another form of payment. Credit card companies are more likely to offer refunds in the event of theft. • Insure valuable items. Purchase delivery insurance to protect merchandise against loss or damage. Las sobredosis relacionadas con los opiáceos han alcanzado proporciones epidémicas, llevándose más de 42,000 vidas en los Estados Unidos sólo en 2016. Los médicos que están en el frente de combate están trabajando en sus comunidades con sus pacientes para revertir esta crisis de salud pública. La Asociación Médica Estadounidense (AMA, American Medical Association) creó un grupo de trabajo sobre opiáceos en 2014, reuniendo a organizaciones médicas nacionales y estatales a fin de desarrollar formas en que los médicos practicantes podrían desempeñar un papel en la finalización de la epidemia. Por ejemplo, el grupo de trabajo instó a los médicos a mejorar su educación. El último informe de la AMA muestra una respuesta destacada. El año pasado, más de medio millón de médicos y otros proveedores de atención a la salud tomaron cursos relacionados con la prescripción de opiáceos, el manejo del dolor, el tratamiento y áreas afines. La prescripción de opiáceos disminuyó en 22 por ciento entre 2013 y 2017. A pesar de este avance, las muertes relacionadas con los opiáceos siguen aumentando. ¿Por qué? Los expertos dicen que ningún enfoque de política por sí mismo puede detener la epidemia. Los médicos reducen el suministro de opiáceos recetados.

Pero las políticas también deben orientarse a la prevención y el tratamiento. Alrededor del 90 por ciento de quienes necesitan tratamiento contra la adicción son incapaces de obtenerlo. La ciencia demuestra lo que funciona: algunos medicamentos recetados por un médico o administrados en programas de tratamiento de opiáceos con certificación federal. La combinación de ese tratamiento con la atención médica, la asesoría y otros servicios puede ayudar a que los pacientes con trastorno de uso de sustancias lleven vidas satisfactorias y productivas. “Los números hablan de una tragedia nacional. Nuestros pacientes diagnosticados con un trastorno de uso de sustancias no merecen menos”, dice la Presidenta electa de la AMA, la Dra. Patrice A. RICHMOND, Va. – What are you grateful for this holiday season? The answer could be good for your health. An array of studies shows expressing gratitude can reduce levels of stress and feelings of loneliness, which can in turn improve physical health by leading to more sleep and energy or even reducing blood pressure. Dr. Susanna Block, a pediatrician with Kaiser Permanente, says focusing on gratitude during what can be a stressful time of year is a great idea. She says a study of people who discussed stressful experiences compared with those who spoke about what they were grateful for

"Those who focused on gratitude really showed decreased anxiety and a more positive mindset,” Block relates. “It's interesting that health and gratitude really go hand in hand.

Yet these gatherings also can be stressful, and Lambert says one expression of gratitude that people can incorporate is a simple daily reminder about the positives in one's life.

“I think if you feel more grateful and more positive, you sleep better. You have better relationships. It's an important health tool."

"It may be a family member who visits, a phone call, a personal connection,” she explains. “Even though someone has tended to dwell on the negative, there are ways to change that."

Block suggests discussing gratitude with children. She says getting them involved in an activity of generosity, such as cooking for a sick friend or volunteering, helps them appreciate this idea. Dr. Mary Jane Lambert, a Kaiser Permanente physician who specializes in geriatrics, notes the holidays can be especially hard for people who have lost a loved one. But she says it can be tough for everyone because expectations are high that families will feel connected and

EFE Tokio se convirtió un año más en la ciudad con el mayor número de estrellas Michelín -308 otorgadas a 230 restaurantes-, según se informó hoy al presentarse en esta capital la nueva edición de la guía gastronómica Michelín Tokio La edición de 2019 de la guía para la capital nipona incluye famosas marcas de la gastronomía local, pero también un lugar donde se vende Onigiri, una bola de arroz que es utilizada por como la comida más recurrida para llevarse a la oficina o la escuela. La conocida guía roja otorgó a 13 restaurantes tokiotas tres estrellas (categoría excepcional para la guía francesa), uno más que el año pasado. Además, 52 locales han recibido 2 estrellas (excelentes) y 165 una estrella (muy bueno). En total hay 230 restaurantes con estrellas Michelín, frente a los 118 de París, por ejemplo. Éste es el octavo año consecutivo en el que Tokio, con sus 37 millones de habitantes, se convierte en la ciudad con el mayor número de estrellas Michelín. La edición de 2019 de la guía Michelín Tokio, que recoge la lista de 519 sitios de la ciudad (484 restaurantes y 35 hoteles), saldrá a la venta este viernes en Tokio. La Guía Michelin de Tokio 2019 incluye por quinto año consecutivo una sección dedicada a restaurantes con buena relación calidad/precio, sin estrellas Michelín, una lista en la que se menciona a 254 establecimientos. Siete de ellos son españoles, uno menos que el año pasado. Dentro de esa lista se incorporan este año La Panza y Los Reyes Magos, así como dos representantes de la cocina vasca, Txiki Plaka y LANBRoA. Dentro de esa misma categoría de restaurantes con buena relación calidad/ precio hay también dos peruanos, Arai Shoten y Bepocah, y dos portugueses, Cristiano's y Mar de Cristiano, que ya figuraban en la edición anterior. Como novedad en la lista de buena relación calidad/precio figura este año un establecimiento de Onigiri, Onigiri Asakusa Yadorou. Al presentar la guía, el director internacional de la firma responsable, Gwendal Poullennec, calificó a Tokio como "La ciudad líder de la gastronomía del mundo". La cocina japonesa, agregó, está expandiéndose en el mundo, pero su técnica influye mucho sobre toda la gastronomía, entre otras razones por el respeto a los ingredientes que se utilizan para cocinar. Tokyo has once again been crowned as the city with the most Michelin-starred restaurants, a hallmark of fine dining, according to the latest Michelin guide released Tuesday. The 2019 guide includes famous eateries and also a store selling onigiri, a rice ball dish that is the preferred lunch in schools and offices. The well-known French guide awarded three stars (exceptional) to 13 Tokyo restaurants one more than last year. In addition, 52 eateries have received two stars (excellent) and 165 one star (very good), making it a total of 230 restaurants, ahead of 118 in Paris. This is the eighth consecutive year for Tokyo, home to 37 million people, to have the highest number of Michelin-starred restaurants.

The 2019 edition, which includes a list of 519 places (484 restaurants and 35 hotels) in the city, will go on sale Friday in Tokyo. Of the 13 three-starred restaurants in the last edition, 12 feature again in the 2019 list. The Tokyo Michelin Guide 2019 includes for the fifth consecutive year a section dedicated to restaurants with good value for money without Michelin stars. New on this list is the onigiri store Asakusa Yadoroku. Releasing the 2019 guide, International Director of the Michelin Guides Gwendal Poullennec described Tokyo as the leading city of global gastronomy. He said Japanese cuisine was expanding in the world with a technique that has great influence on all. Tokyo has its own edition of the guide which started 12 years ago, highlighting the best among the 160,000 restaurants in the city.

States from Virginia northward represent the most densely populated region in the United States, and the multi-agency federal report predicted that unusual changes in seasons will adversely affect tourism, farming and forestry. Vermont State Climatologist Lesley-Ann Dupigny-Giroux, who served as the lead scientist on the Northeast portion of the assessment, said both urban and rural livelihoods will be at risk.

SANTA CLARA COUNTY, CALIF. - Sacred Heart Community Service (SHCS) has partnered with the County of Santa Clara Department of Family and Children’s Services (DFCS), to provide parent education, strengthen nurturing parenting of young children and promote family health and wellness. The Safe, Secure and Loved©, parent education program was created by Dr. Barbara Burns, a professor of Child Studies at Santa Clara University. The program is based on scientific evidence about ways to promote resilience in young children and families facing early adversities. Safe, Secure and Loved© has been previously offered to hundreds of parents at SHCS during the last six years, and has been adopted by many diverse communities across the United States. “We embrace proactive strategies that promote the development of healthy relationships between parents and children,” said County of Santa Clara Supervisor Cindy Chavez, Chair of the Board’s Children, Seniors and Families Committee. “Healthy families make healthy communities.” “We are very excited about the implementation of this parent education program. The fact that it is led by county champions makes it unique and provides a sense of ownership to participants, at no cost to them,” said County of Santa Clara Supervisor Mike Wasserman. “We want as many parents, caregivers and children as possible to benefit and grow from this remarkable effort.” The community partnership and parent education program are part of a larger prevention strategy by DFCS to strengthen family functioning and to support child safety, permanency, and well-being in the family and larger community. The neighborto-neighbor workshop approach enable parents to strengthen their nurturing parenting skills and promote a healthy sense of attachment between parents and children. “We are excited to partner with Sacred Heart Community Service to support prevention efforts in the community and to help families thrive and be well,” said Francesca LeRúe, Director of the Santa Clara County Department of Family and Children’s Services. “A wonderful aspect of this program is that parents are learning from other parents about

BEYOND THE GLASS SLIPPERS: Q&A WITH “CINDERELLA” PERFORMER MANDY MCDONELL Stage Version Changes up the Classic Story for Its Broadway Production

from the other versions that are known of, whether the original story, or the Walt Disney animated film for example? So, it’s a new and updated version but still has all the classic Rodgers and Hammerstein songs that people know from the TV version, the one that I would really know is the 97’ version with Brandy and Whitney Houston. So, it’s an updated version of that so there are twists in the story that make it more modern and just I guess more relatable to what’s going on in our world today. But there’s still the same songs that we know and love and fun magic for all ages really. What role(s) do you play and have for this production of “Cinderella”?

Mandy McDonell is a theater performer and a San Jose native who is coming back home with the touring Broadway production of Rodgers and Hammerstein’s “Cinderella”. It will be at the Center for the Performing Arts from November 30 to December 2. McDonell got her start at the age of three, and ever since she has continued to devote herself to the stage. A graduate of Archbishop Mitty here in San Jose and an undergraduate of the University of Utah in Salt Lake City, this tour is her first ‘career gig’ out of college. In the following conversation, McDonell breaks down what influences led her into the arts, as well as what she’s doing in this revamped “Cinderella” production which according to her, is updated as a relevant story in our contemporary times. Mandy could you tell us about your earliest memories of the performing arts and how that influenced your career? When I was three my mom put me in dance classes at our local studio called The Dance Affair and I started dancing and actually my first dance recital when I was three was at the San Jose Center for Performing Arts which is where the tour will be performing, so I get to go back to the first stage that I performed on. I was sent tickets at a show at Children’s Musical Theater in San Jose by my aunt when I was six, and we saw the show and I expressed interest in wanting to do that but it didn’t come to fruition until I was eight and I started doing musicals at CMT and all growing up there was just something that I saw that sparked interest and I really wanted to try it. And I stuck with it all this time. Can you tell me a bit about what’s going on in this version of Cinderella and how it differs

I’m in the ensemble and I also understudy Cinderella and one of the stepsisters, Gabrielle. What does that entail? What sort of training and practice goes into being able to switch off at a moment’s notice? For the show we’ve rehearsed for about three weeks total and so that’s when I was honing in my ensemble role and still kind of watching what was going on with Ella and Gabrielle. Now that we’re in performances I have more time to focus and learn what [they] are doing. And we’ll have rehearsals specifically for understudies, so I’ll get to practice then, but you just have to do a lot of work on your own, it’s like taking an online class - and be ready at any moment to go on. Have you gotten the chance to play either of your understudy roles yet? I have not yet. Is it something you are excited to try, or is it a mix of nerve-wracking emotion in there as well? Yeah it would be a little bit of everything. It would be amazing but also, I’m sure a little stressful because you don’t have as much rehearsal and you’re expected to give the same level of performance. It can be nervewracking but what we’ve trained for - it really puts our professionalism to the test and that’s exciting. How has your first national tour been? Do you have any interesting experiences or memories thus far? It’s been amazing, I didn’t really know what to expect. You know, we travel on a bus, or the airplane and we stay at hotels and you’re with the cast and crew and orchestra 24/7 and we’re all working towards one common goal. That’s been really fun. And seeing parts of the country that I don’t think I ever would have come across or visited has been really awesome seeing. Seeing what each little town

is known for and getting to meet the people there, that’s probably the best part of tour besides performing in the show. When we go to all these different places the nature of the show is such that kids are seeing their first musical when they come see us and that has just been the best part. Knowing that I’m inspiring someone like I was inspired. Because that’s how I got into theater, just seeing a production and just seeing people on stage. Just looking out in the audience during bows every night and seeing the little girls and boys with their Cinderella toys or dressed up in their princess dresses. That’s probably been the best part so far, I didn’t realize how much that would affect me. Bouncing off of that, what was your first production that you saw as a kid? Well the very first one that I saw was at Monroe Middle School and that was “Annie.” That was when I was four, but the first one I saw at Children’s Musical Theater was “Starmites”. Could you tell me about some of the things people will see and experience at “Cinderella”? There is definitely magic that happens and that’s something that [is] different on stage then in a film or a movie. I think

it’s more impressive when you see it going on stage because you still don’t know how it’s happening. And it seems like there’s something when there was nothing before, that’s really special about our version. There’s a message of kindness that is very important in this version and I think that’s what people need right now. There’s messages of democracy and politics that are also relevant, that aren’t as prominent in other versions. But they should still expect to see glass slippers, a prince and a princess, horse and carriage, a marvelous ball, all that is still there. Do you have a favorite specific moment in the show? I would say performing the ball. There’s a beautiful dance number at the ball and I just think it’s so beautiful and magical and that’s my favorite thing to do every night. Finally, would you recommend watching any version of “Cinderella” beforehand? I’d say it’s fine going in cold turkey, open mind, just not expecting any certain thing. It’s definitely going to give you a new perspective on this story. “Cinderella” opens up at the San Jose Center for the Performing Arts on November 30 and runs until December 2. 5 THINGS 5G SHOULD MAKE YOU THINK ABOUT – UPDATED

Earlier this year, a leaked internal White House memo outlined plans for a centralized, nationwide 5G network to be rolled out within 3 years. It’s unclear how this would work or who would pay for it. But it’s a possible future worth thinking about (for a second or two). 5. Super-Low Latency (That’s a Technical Term, but Don’t Be Scared – Read This Part Too) Shifting from 4G to 5G will yield super-low latency. That means there will be significantly less friction between you and the content you’re trying to access. 4G networks have a delay of about 70ms; 5G aims to deliver data with less than 1ms of delay. For applications that require real-time control (such as remote-control drones), this represents a paradigm shift. 5G’s low latency will propel the advancement of self-driving cars, as vehicle-to-vehicle communication tests using technologies like 5G get underway. Statista predicts that there will be 190M connected cars on the road by 2021, and Juniper Research predicts that half of new vehicles will have vehicle-to-vehicle communications by 2022.

Known simply as 5G, the next-generation wireless network has been touted as “worldchanging” and a quantum leap in the evolution of communication. There’s a good reason: it will be. If you’re wondering how and why, here are 5 things 5G should make you think about. 1. Fixed Wireless, No Cables Imagine hooking up a huge, paper-thin, 5G-compatible flat screen and just plugging in the power cable. No other cables required. You won’t need a cable box; you’ll just login to your various video accounts and start watching video. The high speed of 5G will enable the complete disruption of the current wired cable television distribution model and will wreak havoc with content licensing agreements of every kind. Every 5G device will have the ability to display extremely emotionally satisfying, high-resolution video. Even if someone starts delivering video in 8K, 5G will present it to you perfectly – no buffering, no degradation in video quality. 5G will challenge the walled garden of cable boxes and create opportunities for new sponsorship models, new ways to reduce the price of content, and even new ways to reduce the cost of accessing the 5G network. 2. Incredible Speed 5G will offer speeds that far exceed those of 4G. Currently, 4G offers download speeds of up to 100Mbps, about five times the speed of 3G. LTE-A, an advanced version of LTE that’s compatible with most modern phones, can deliver wireless speeds of 225 to 300Mbps; it’s currently being offered by Verizon at no additional cost to Verizon customers. By comparison, 5G promises speeds of up to 10Gbps. That’s up to 33x faster than LTE-A, up to 100x faster than traditional LTE, and up to 500x faster than 3G. To put that into context, the best commonly available wired home internet connections (through ISPs like Comcast or Verizon FiOS) usually cap out at about 1Gbps, which is somewhere between 10 and 20% of the speed of 5G.

If you want to go even deeper on the different technologies that the industry’s biggest players are using to create 5G, check out IEEE Spectrum’s terrific, in-depth primer on millimeter waves, small cells, massive MIMO, beamforming, and full duplex. 5G is only a semi-agreed-upon standard. For example, while Verizon will deploy commercial fixed wireless 5G in test cities later this year, its 5G service will initially run on Verizon’s V5GTF standard, which deviates slightly from the 5G standard released by the 3GPP (the 3rd Generation Partnership Project) late last year. 3. Wireless Providers Will Have More Data than Facebook and Google Combined Mark Zuckerberg, Facebook’s CEO, recently testified before Congress to answer questions about how Facebook user data found its way into the hands of “bad actors.” Facebook does track, store, and analyze a great deal of the data generated when users interact with its various platforms (Facebook, Instagram, WhatsApp, Facebook Messenger, etc.). So does every other website and app you ever signed up for or believe that you use free of charge. Unless you have gone to great lengths to prevent it, Google has stored and analyzed almost every keystroke you’ve ever pressed and smartphone or connected touchscreen you’ve ever tapped while logged into one of its services.

Improving self-driving cars is only the start. When 5G technology becomes standard, its possibilities will be limited only by our imaginations. It will open doors to revolutionary smart cities and connected devices the likes of which we’ve seen only in science-fiction movies. Rolling Out Now, Sort Of While 5G isn’t expected to be widely available

until 2020, Verizon, T-Mobile, and AT&T have all announced plans to begin rolling out 5G networks later this year, and Sprint has plans to follow sometime in the first half of 2019. Expect these networks to be found in major cities first (for specifics, check the carrier links earlier in this paragraph) before spreading to more rural areas. According to VB, Nokia and T-Mobile say that they successfully completed 600MHz testing using standards-compliant 5G in Spokane, Washington and expect that the service will provide superior 5G building penetration, access to rural areas, and support for internet of things devices. The carrier has already installed 600MHz hardware in 37 states and Puerto Rico, covering over 1,500 cities and towns, where it’s debuting as “Extended Range LTE.” In other words, not real 5G. As for 5G consumer tech, the first 5G smartphones have started rolling out (Moto5g). Companies like Qualcomm and Samsung are working on 5G modems and routers. Meanwhile, companies like Nokia and Ericsson are working on 5G platforms for mobile carriers. Ericsson has been testing 5G since 2015 and rolled out the first 5G radio system earlier this year. I’m truly looking forward to the awesome opportunities and the challenges of a high-speed connected 5G world. Right now, it’s time to get your 5G strategy together.
