WHAT DO ‘WE, THE PEOPLE’ WANT FROM ALL OUR ELECTED OFFICIALS? blast happened. America, along with several other nations uses resources to sustain and maintain their ICBMs as deterrents. Hilbert Morales EL OBSERVADOR We, The People want a government that governs all of us fairly in the right way at all local, county, state and federal jurisdictions. We, The People expect all communications to us to be explicitly factual, truthful and useful. Many of us, especially former military service veterans (of which I am one who experienced incidents when this nation's elected leaders used fabrications which led this nation into war. Historical records reveal that former President Polk used a fabrication to initiate the Mexican- American war which ended with the Treaty of Guadalupe Hidalgo. President Lyndon B. Johnson used a fabricated incident (Gulf of Tonkin) to initiate military actions in Vietnam. President George W. Bush initiated the war on Iraq using untrue reports about weapons of mass destruction'. Recently, President Trump used abusive language in dealing with North Korea, which is developing long range ballistic misses. Trump also unilaterally withdrew America from the Nuclear Weapons Control Agreement which may have opened the path to continued development of nuclear weapons development by Iran. While serving in Japan, I and six buddies took a train ride from Yokahama down to Hiroshima to see for ourselves the devastation of a primitive atomic bomb which killed 125,000 humans with a single atomic warhead blast. The devastation was still quite evident two years after that initial atomic
Mr. Trump delivered a large $100,000,000 award to Saudi Arabia to underwrite its purchases of military weapons...some are being used against Yemen causing much civilian travail and suffering. I understand that America exports large quantities of bombs and small arms used by other national militia to conduct wars such as those against the Taliban and in Syria. We, The People do not know the extent to which our tax funds are used to conduct small wars elsewhere. Our past foreign policy supported dictators in El Salvador, Guatemala, and Honduras. All in the name of America's national security. We, The People are not informed because much of this information is classified' - but it detracts from our nation's capacity to promote world peace and prosperity. So, I am concerned about the military industrial complex about which President Dwight Eisenhower warned this nation. The Pentagon has distributed its contractual agreements in such a way that it has economic influence in every American jurisdiction. In addition, the CIA and the military have operations at many strategic worldwide locations. A Pax Americana has resulted since December 1946 when WW II's end was declared by U.S. Congress. America's Congress has given the President the authority to respond to any nuclear ICBM attack...which is why a military attaché is always close by the President carrying that RED BUTTON which initiates this nation's response. Under the Trump Administration, only the Department of
Defense's budget was increased; all other agencies budgets were curtailed. The 2017 IRS tax reform reduced taxes which the wealthy and corporations pay (which are permanent) while those tax reductions for wage earners were temporary. (An example of the double standard applied by this Republican Administration which favors the wealthy and corporations while neglecting the needs of the average American resident. The reason programs which underwrite Medicare, Medicaid, and Social Security are to be cut back to balance thenational budget on the backs of the middle class whose wages have been at the same level since 1975. My observations form the basis for the following question: “IS AMERICA PREPARING TO GO TO WAR?” Is that why CIC (commander in chief ) is emphasized by the Trump Administration while CEO (Chief Executive Officer) authority and responsibility is hardly ever mentioned. OUR U.S. CONSTITUTION CLEARLY ESTABLISHES THAT ONLY THE U.S. CONGRESS HAS THE AUTHORITY TO DECLARE WAR. It is time that the U.S. Congress re-establish itself as having that responsibility and authority. I bring this up, because Mr. Trump is the most unreliable, unstable and unpredictable CIC/ CEO this nation has ever had as its President. Trump has no prior public service experience and has no military service record at all. As America's CEO/CIC, Mr. Trump's actions and words, which matter, have undermined many established institutions. Examples are his demeaning fake news and the Press is the enemy'; his use of Alternative facts which have no scientific basis. One publication's
fact checking reporters established that Mr. Trump voices at least 9 lies per day. Truth, integrity, and honesty are the bedrock of trustful dialogue. There is much evidence to establish the very low level of humane behavior Mr. Trump has practiced. His targets have been women; persons of color; other nations and his inability to live up to any civilized standard of behavior which does not demean the integrity and character of other individuals. His capacity to avoid responsibility, facts and tradition is boundless. Trump uses character assassination to discredit those who are not loyal or subservient to him. He seeks appointees who declare loyalty to him before being loyal and patriotic to America. We, The People will have an opportunity to use our numerous individual votes as poison darts which convey our dis-like and dis-satisfaction with his Trump Administration. This coming Tuesday, November 6, 2018 is the Midterm Election where We, The People may demonstrate that a vote for the election of a Democratic Majority in both chambers (Senate and House) of the U.S. Congress is the outcome of the decisions made independently. These votes of ours, aggregated in very large numbers, will convey our values. They will form the base of the public opinions which redirect the goals and objectives of America's DEMOCRACY. WE ARE THE PEOPLE WHO MADE AMERICA GREAT. Democratic Leader Nancy Pelosi (D-San Francisco, CA) and her colleagues will use the first month to quickly re-establish the programs curtailed by Trump executive orders. Progressive program dealing
with health (Medicare & Medicaid) plus prescription drug high costs will be addressed; education and vocational training programs; strategies to increase available affordable housing; infra-structures will be repaired and improved to facilitate travel and commerce; etc. Pelosi will provide President Trump with an opportunity to govern all Americans effectively in accord with the Checks & Balances already detailed by the US Constitution which is the Law of this Land. Public policy will be debated openly. All individuals, both corporate and persons will be required to pay a fair share of taxes which will be transparently used to perform those services which government does best for the greater good. With a democratic majority in the house and hopefully in the senate, We The People will begin to receive governance implemented with honesty, truthfulness, and effective use of scientific knowledge. For this to be very successful each and every registered voter must deliver their ballot to their registrar of voters. Your ballot is the point of the spear which penetrates and puts an end to “Trumpism” evils. So be certain to vote this coming Tuesday, November 6, 2018. Know that collectively in solidarity We, The People will reclaim those ideals already embodied in the U.S. Constitution, and our kids’ future will be ensured; they will be proud, and we will feel a satisfaction that is good. GOD GAVE US ALL REASON AND MORAL PLUS ETHICAL STANDARDS WHICH ENSURE THAT OUR WORLD MAY YET ACHIEVE PEACE AND TRANQUILITY. Se trata indudablemente de la repetición de las mismas jugadas electoreras del 2016 donde hábilmente se utilizó una estrategia deliberada de prejuicios, chivos expiatorios, retórica xenofóbica, y soluciones simplistas para ofrecerle a una base conservadora guerras de identidad cultural y racial más que soluciones serias a los problemas de fondo del país.

Aunque pudiera interpretarse que durante los comicios presidenciales el señor Trump no pagó un costo político por su campaña de ofensas y humillaciones a la comunidad latina, especialmente a la mexicana, los latinos tienen una oportunidad de demostrar que aprendieron la lección. De allí que no sorprenda que esta renovada campaña de Trump busque también no sólo entusiasmar y animar a sus seguidores más radicales, sino también generar el efecto de
temor para evitar que la comunidad latina salga a votar, especialmente en aquellos distritos electorales donde puede hacer una diferencia significativa. Por eso tienen razón quienes aseguran, que en esta ocasión, no hay excusa ni pretexto para que los latinos no salgan a depositar su voto. Quienes prefieren quedarse en sus casas, a regar el jardín o ver un partido de fútbol, no tendrán la autoridad moral de quejarse después por las consecuencias de su abstencionismo político. Como ya lo experimentamos después de las elecciones presidenciales del 2016, el voto o el no-voto tienen consecuencias reales en la vida diaria de las personas. Los latinos tenemos ahora una oportunidad histórica para mostrar que nadie puede pisotear a nuestra comunidad sin pagar un alto costo político.

ADVANTAGES OF MULTILINGUAL KIDS involved children looking at things from someone else’s point of view, mono-linguistic children moved a mutually visible object only 50 percent of the time while the bilingual children did so 77 percent of the time. The scientists also found that just being around someone who speaks a second language has benefits. The kids who were exposed to more than one language also performed better on the task requiring them to understand someone else’s perspective, suggesting that just hearing another language can improve social communication skills. So those language lessons might be a win even if your child doesn’t pick up the lingo.

ORLANDO, Fla.— El ser humano ha estado expuesto a muchos idiomas a través de la historia. Hoy día, más de la mitad de la población mundial es multilingüe. Investigadores de la Universidad de Chicago realizaron un experimento en comunicación social, donde participaron 72 niños de edades entre los 4 y los 6 años. Determinaron que los niños que solo hablaban un idioma no entendían tan bien las intenciones de los adultos en un juego que requería que los niños examinaran algo desde el punto de vista ajeno. Los niños unilingües captaron que los adultos deseaban que movieran cierto objeto solo un 50 por ciento de las veces, mientras que los pequeños bilingües lo hicieron en un 77 por ciento de los casos.
Asimismo, los científicos determinaron que simplemente estar en contacto con una persona que habla un segundo idioma tiene ventajas. Los niños que solo oían en la casa más de un idioma también completaron mejor el experimento, algo que indica que el estar expuesto a un segundo idioma, mejora la capacidad de comunicación infantil. Examine the current state of your cybersecurity and protect yourself from identity theft with these BBB tips: • Protect your accounts and devices. Secure all of your online accounts with strong passwords. The National Cyber Security Alliance (NCSA) recommends using “a sentence that is at least 12 characters long” for your password. Make sure that unique accounts have unique passwords – don’t reuse them. To further protect your accounts, turn on multi-factor authentication, security keys, or biometrics tools. Write passwords down on a piece of paper and store it in your safe, don’t keep them on any device. You can also use a password manager to keep track of passwords. Dispose of devices properly; you can visit bbb. org to find a trustworthy computer business that can ensure your data is fully erased. Protecting your identity is more important than ever. According to the Federal Trade Commission (FTC), identity theft was the second biggest category of complaints they received in 2017, making up nearly 14 percent of all the consumer complaints. Thankfully, there are steps you can take to mitigate the risk of identity theft. According to
the FTC, it’s important to “shred receipts, credit offers, credit applications, insurance forms, physician statements, checks, bank statements, expired charge cards, and similar documents when you don’t need them any longer”. Unfortunately, securing your information offline is only half the battle. Identity theft is increasingly happening in the cyberworld. Fraudsters steal identities through data breaches, insecure websites and public WiFi, phishing and online scams, and hacking. Improving your personal cybersecurity is the best way to protect yourself

Ese mensaje fue reforzado en una teleconferencia con los medios de comunicación el 23 de octubre con las representantes de la Comisión Federal de Comercio (Federal Trade Commission, o “FTC”, por sus siglas en inglés): Mónica Vaca y Lois Greisman, y organizada por Ethnic Media Services. La FTC les pide a todas las personas que sean contactadas por alguien que quiere que se le pague usando una tarjeta de regalo ꟷ iTunes y Google Play son populares actualmente que cuelguen el teléfono, respiren hondo y llamen a la policía. Y es cierto: convencer a alguien que compre una tarjeta de regalo es una manera efectiva de robar su dinero, porque actualmente no hay manera de detener el pago, dijo Vaca, Directora Asociada de la División de Operaciones y Respuesta al Consumidor de la FTC. "Las tarjetas de regalo son para hacer regalos, no para hacer pagos", enfatizó.

“There is not a single legitimate merchant, government or agency that will ever ask for a payment in that way,” Greisman said. With people becoming more cautious about sending money via wire transfers, gift-card scams are the latest thing in stealing people’s money, they said. From an annual total of $20 million a few years ago, gift-card scams in the first nine months of this year already total $53.1 million (https://public. tableau.com/profile/federal.trade.commission#!/ vizhome/ConsumerSentinelNetwork/ AgeFraudLosses) and those are just the ones reported to the agency. That $53.1 million is the haul from 30,309 different crimes. African American and Latino people are disproportionately victimized, the FTC officers said, and also the least likely to report the crimes, Vaca and Greisman said. Often, when victims don’t report their losses, they said, it’s either out of shame and embarrassment or the belief that there’s nothing that can be done to help them anyway, so why bother?

Gift cards prepaid credit-card-like financial instruments are for gifts. Just ask the government. Use them, perhaps, to give your style-conscious niece who lives far away the chance to shop for something she’ll actually wear. But DON’T use a gift card to help rescue that niece, or anyone else, from sudden misfortune or a mishap, and especially not because you got an urgent call from someone with surprising news, needs or an offer. You’re only being robbed.
That message was reinforced in a media teleconference Oct. 23 with Federal Trade Commission representatives Monica Vaca and Lois Greisman organized by Ethnic Media Services. The FTC urges anyone contacted by a person who wants to be paid via a gift card iTunes and Google Play are popular just now to put down the phone, take a deep breath and call the law. “Anyone who demands payment by gift card is always a scammer,” the FTC’s website Consumer Sentinel Program (FTC.gov/giftcards) says. Greisman and Vaca urged people to check it out.

This sweeping study of more than 2,500 US Hispanics and Latinos aged 14 and olderfocuses on the Hispanic/ Latino community's outlookon such topics as the political landscape, business and education, and personal values. Participants were presented a series of 16 data points about positive developments and accomplishments by the Latino community. A surprising 77 percent of respondents expressed disbelief around six of these significant Latino achievements. The study was conducted by Zeno Group. "This study shows how much remains to be done for the Latino community in the U.S. to fully appreciate our own contributions to this country and to the American way of life," says Claudia Romo Edelman, founder of the We Are All Human Foundation. And it’s true, getting people to buy a gift card is an effective way to steal their money, because currently there is no way to stop the payment, Vaca, associate director of the FTC’s Division of Consumer Response and Operations, said. “Gift cards are for gifts, not payment,” she emphasized. “The money is gone, as soon as that pin number is provided,” Greisman, director of the Division of Marketing Practices, confirmed. But it’s still a good idea to reach out to the gift card company for help, or to call the FTC at (877) FTC-HELP (382-4357), if you’ve given a stranger money that way. The agency is trying to work with

gift-card sellers on ways to block frauds, she said, and the more they learn about the various ways people are being robbed, the more ability law enforcement may have to stop it. “We’re going to continue to work with the issuers Google Play, Amazon, Apple, Walgreen’s, CVS and others ꟷ to see what can be done to minimize the harm,” Greisman said. Vaca and Greisman steered listeners to the Consumer Sentinel Program on government web sites FTC.gov/giftcards and also FTC.gov/data, where there’s advice, a trove of data on various ways people have been cheated and statistics showing that people of all ages are targeted and fall victim to the scams. Younger people are statistically more likely to pay scammers, the speakers said. Older targets are more likely to blow the whistle. The FTC website also lists contact information for some of the biggest card issuers (https://www. consumer.ftc.gov/articles/paying-scammers-giftcards) for people to report suspicious transactions. People can report crimes anonymously, Greisman said, even though the more information someone provides, the more helpful it is to the FTC and the 2,500 law-enforcement staff nationwide who can access the information FTC gets from victims. The government is also working with law enforcement agencies overseas, such as in India, where many of these scams seem to originate, she said. The FTC is not itself an enforcement agency, the speakers pointed out, but nonetheless, it initiated a process by which millions of dollars were eventually returned to people victimized in recent years by wire-transfer ripoffs.

"Overwhelmingly, Latinos are saying that they're under-valued and that their contributions aren't fully appreciated," said Romo Edelman. "The political candidates who recognize this and work to give full voice to Latino achievements will surely be the ones who benefit from Latino support at the polls." MEASURE T AIMS TO AID EMERGENCY SITUATIONS Mayor Liccardo among advocates for a bond measure which would prepare and help after disasters
Mayor Sam Liccardo, as well as District 7 councilman Tam Nguyen and members of the Open Space Authority, the latter group said they were there on their own behalf as citizens of the community. Alice Kaufman, Advocacy Director at the nonprofit Committee for Green Foothills, was also there to promote the environmental aspects of the measure should it obtain enough votes. Measure T would require a ⅔ majority to successfully pass. One of the overlooked aspects of the measure, according to Kaufman, is the what she says are the environmental benefits. “When I talk to people about Measure T they know that it’s very important to protect our roads and repair our emergency facilities, to keep San Jose safe. But they're not always prepared to hear it’s actually an environmentally beneficial measure as well.” One of the pieces of the Measure T bond would benefit open spaces in Santa Clara including creating systems which would allow water to overflow in case another situation like last year’s flooding were to occur again.
Arturo Hilario El Observador On Thursday, October 25 there was a Measure T briefing at Rock Springs Park in the neighborhood of the same name. Last year it was there that became a ground zero for massive flooding which displaced hundreds from this particular community, as well as many more along the flood path of the overflowing Coyote Creek. Measure T is on the November 6 midterm elections in Santa Clara County. A “yes” vote
would authorize the city to collect up to $650 million through a tax rate of $0.0184 per $100 in assessed property value. (The assessed property value is determined by a city tax assessor and is generally less than the market value of a home) These funds collected through Measure T would be allocated to fund emergency preparedness, disaster responses and infrastructure repairs - this includes upgrading 9-1-1, police and firefighting response services, and preventing flooding and water quality contamination. Mayor Liccardo said, “We’re here at a site where I stood upon only twenty months ago when we were announcing how we were committing dollars to help residents who were devastated by a flood in this neighborhood. Those were very trying times you know, for thousands of families in our community.” The flooding in the area last year left as many as 14,000 households displaced from

necessary evacuations, and the following months left swaths of the neighborhood to clean up. “We recognize that there were lessons to be learned, most critical, lessons about preparation, about investment, that we need to make to keep our community safe. Our failure to invest, collectively in flood infrastructure and flood protection, and emergency response. Our residents paid the price for that, and I want to ensure that our residents never again pay the price for a lack of investment.” One of the sole oppositions to Measure T is the Silicon Valley Taxpayers Association. Mayor Liccardo reiterated that the necessity to help communities avoid a repeat of this incident is to put the money into the natural resources and invest in safety. “We are telling voters that we’ll commit up to 50 million dollars to buy land in the Coyote Valley. Why is this so critically important? Because we know that there is a creek that flooded and caused so much devastation in our community. We know that water comes from the Anderson Dam, that caused the inundation in many of our neighborhoods. We need to critically find a way to divert that and store it before it gets into our dense areas in our city. Coyote Valley offers us an opportunity to be able to retain water that is spilling over.” Mayor Liccardo added, “I think it’s a monumental investment. With Measure T, we’re moving forward with a $650 million-dollar investment in keeping our community safe.”

DEEPFAKES: THE DAWN OF THE POST-TRUTH ERA
video came from a redditor named “deepfakes,” who used open-source machine learning tools (like Google’s TensorFlow) to create the video. It’s far from the first time we’ve seen this sort of thing. We’ve seen deep learning used creatively in Hollywood when the movie Rogue One de-aged Carrie Fisher and the movie Captain America: Civil War de-aged Robert Downey, Jr. There’s an inherent difference, however, between de-aging an actor to play a younger version of a character they’re known for portraying and pasting a celebrity’s face on an adult actress’s body – but is there really a difference? To the untrained eye, both types of images look real. What does “real” mean?

Shelly Palmer For about 200,000 years, modern humans have relied on our eyes and ears to separate truth from lies and fact from fiction. Even if we ignore the rise of fake news (and how difficult it is to do anything about it), technology (like deep learning) is on the verge of making it impossible to know if what you are seeing and hearing is real or fake. What Is Deep Learning? Deep learning, a subset of machine learning, is loosely based on the way engineers and scientists believe biological brains work. The “deep” in deep learning refers to the number of layers (depth) of data transformation. If you want to go deep on the subject (pardon the pun), search “credit assignment path” and pick a scholarly article that meets your needs. Also known as hierarchical learning or neural networks, deep learning systems learn by trial and error. Said differently, as opposed to being explicitly programmed to recognize a particular object, a deep learning system will learn how to recognize an object after a number of attempts. Sort of the way a newborn baby picks up a rattle and tries to eat it, then bangs it on the floor, then tries to break it, then bangs it on its head, then shakes it. Each time, the baby is learning what the rattle is, and what it isn’t. (You can start learning how to build deep learning tools right now by checking out Google’s AI Education site. It’s just one of thousands of sites filled with free exercises and information.)
Driving Innovation and Productivity – The Light Side of Deep Learning Deep learning can be used to identify nearly anything, like determining cats from dogs in images or identifying whether a photo of a kitchen features a Kohler or Moen faucet. Companies like Instagram use deep learning to detect (and prevent) bullying in photos and captions. Stanford University used deep learning to parse 2 million medical records to predict when terminally ill patients will die (which it does with 90 percent accuracy). A neural network at MIT studied more than 60 hours of musicians playing various instruments and learned to identify more than 20 instruments that can be isolated with a mouse click. And Nvidia used deep learning to “fake” slo-mo videos and create the 210 necessary frames to slow a standard 30 fps video to a 240 fps slo-mo video. There are an unlimited number of good uses for deep learning systems. They have the power to truly change our world. But maybe not the way well-intentioned engineers intend … Deep Fakes – The Dark Side of Deep Learning Considering that one of the first artificial life forms created by human beings was a computer virus, it should not surprise you to learn that there are some seriously bad actors using deep learning. Last December, someone used a deep learning algorithm to take Gal Gadot’s face and paste it onto an adult actress’s body in a porn video. The resemblance is close, although not close enough to fool anyone looking, ahem, too closely. The
To be fair, deepfakes has also done some less offensive deep learning fakery, like putting Nicolas Cage in Raiders of the Lost Ark. Last week, someone inserted Harrison Ford into the movie Solo, as though swapping the lead actor in that movie would have made it any less of an insult to Star Wars fans. (I digress.) That video came from YouTuber “derpfakes,” who has been face swapping actors into movies for most of 2018. What’s Next? We’re rapidly approaching a point where actors will have a new source of revenue. Sooner than later, instead of offering Robert Downey, Jr. $50 million to play Iron Man, the movie studio will offer him a nominal licensing fee to use his likeness applied to an anonymous actor. Sound crazy? It was the plot of the film The Congress, which came out five years ago. As technology improves (and it is improving at an exponential pace), it will become harder for us to discern what is real and what is fake. There’s a difference, both in technical difficulty and in ethical responsibility, between making a public figure say whatever you want to them to say (remember Talk Obama To Me?) and swapping a celebrity’s face with an adult film actress’s face. Deep learning tools are becoming

easier to use and more readily available every day. It’s only a matter of time before this technology is as easy to apply as an Instagram filter. When everyone is one tap away from creating an alternate reality, we will be firmly living in the post-truth era. Was the video of that murder real or a deepfake? Was the person captured on that security camera actually the person? What if someone were to deepfake you into a revenge porn video? Sadly, there are an unlimited number of ways to use deepfake technology to change the arc of a story (and to alter the truth). Remember, deepfake technology works with both audio and video. No voice is safe. No image is safe. Incorporate AR (artificial reality) techniques into this “end of the truth” scenario, and we simply will not be able to tell reality from fiction. If you can’t believe your eyes and your ears, what can you believe? In 1984, George Orwell’s prescient novel about a dystopian world, the main character works at the Ministry of Truth. His job is to rewrite the daily news and then adjust historical records to support the goals of the state. When I first read the book, I thought it was written to scare me into supporting the cold war or just a brilliantly written hyperbolic view of life under totalitarian or authoritarian rule. I never imagined any of it was possible to do. Rewriting history, changing the pictures and the text, swapping out the audio, and manipulating the daily news were science fiction in Orwell’s day. Today, these capabilities are just over the horizon. What will happen when we weaponize alternate reality? Will it redefine what it means to be a superpower? Will it be used to manipulate the stock market? Wage psychological war on a global scale? In a world where we can’t tell the difference between reality and fantasy, what is truth? "The Legislature does not support expansion as a whole,” King explained. “They have been taking votes to take down or freeze the current Medicaid expansion. And Republican Gov. John Kasich has actually said, 'No, I don't want to roll back Medicaid expansion. I brought it to Ohio; I want to keep it.'" Kaiser polling shows Americans across the political spectrum support protections for pre-existing conditions. That includes 86 percent of Democrats, 75 percent of independents and 58 percent of Republicans.
