THE IMPORTANCE OF MENTAL HEALTH AWARENESS cur in the business community. Basic to all these inter-relationships is communication as a very essential skill that each and every one of us must practice.

M

y daughter Mary suggested that this nation needed to discuss mental health during this month of September which happens to be Mental Health Awareness Month. Closely coupled with mental health is the fact that suicide prevention is the second leading cause of death amongst youthful folks, ages 10 to 26. In addition, our community recently experienced its first mass shooting at Gilroy. San Jose's Mayor Sam Liccardo stated that this nation has 390 million firearms in its communities. This existing reservoir makes a handgun (or other firearm) easily available to any individual with the impulse to shoot another individual or commit suicide. Suicides would be sharply curtailed if each of us made it a point to talk to a friend, acquaintance or neighbor occasionally. Caring human inter-relationships and friendships are the best way to prevent suicide. The family unit is the basic supportive infrastructure which transfers values, traditions, and resources which are essential to nurturing practices which transfer information and feelings from one individual to another. It is here that parental and sibling relationships are learned and practiced first. There are traditions and social contacts that oc-

The recent mass shootings at Gilroy, CA; El Paso, TX; Midland, TX and Odessa, TX were all undertaken by individuals who may be characterized as follows: White Anglo-Saxon Male, age 18 to 30, each very angry and disturbed about something; each decided to express (release) that anger by shooting someone and/or a certain targeted group. In one case, the perpetrator decided to drive hundreds of miles to enable targeting Mexican American individuals. Definitely a very racist white superiority expression of that individuals basic core personal values. What did a Mexican American do to merit this? This may be the consequence of values and attitudes learned from parents who were prejudicial biased bigots in the home. This may indicate a prejudicial perspective that those individuals just immigrated from Mexico when historical fact conveys the reality that in SouthWestern America, the residents were citizens of Mexico who became citizens of America after the Treaty of Guadalupe Hidalgo agreement was signed (1846). A reality is that history documents the migration of Northern Europeans (Anglo-Saxons) who just took over land ownership (land formerly owned by tribes and communities rather than individuals who had been awarded title to the lands by European Royalty. It is time to realize that the best lands were simply taken away from tribal communities which

did not have recorded titles but had resided on those lands for lengthy historical times. All this created much mental health stress which was the basis of stratification of our American society. Native Americans were sequestered in reservations to get them off their tribal lands which were then parceled out as farmlands owned by aggressive and assertive Whites. This is the basis for a certain level of mental health stress which was carried forward from one generation to the next. In one recent case, the perpetrator had just been fired so he went home to get his weapons; and then went out to begin killing whoever happened to be in the wrong place at the wrong time. His was not a mental health issue. Rather his anger motivated the killing of others as an outcome of deranged mental processes. In each and every case recently, the perpetrator (shooter) was an angry WASP male who decided to express his anger by shooting someone. And having access to a military high-performance weapon, such as an AK-15 military rifle, each perpetrator was able to kill at least 20 victims during the first 40 seconds of active shooting. This simple functional feature is why any and all military high-performance rifles must be licensed, and their owners must become licensed, so the community knows where these weapons exist and who owns them. Where do these deranged individuals get the notion that killing others will help resolve the issue

troubling them? Could it be all those video games wherein one shoots to kill the enemy? Recall that Japan has many youths playing video games wherein one shoots to kill, and as a nation of 130 million residents experiences less than 10-gun shootings per year! In contrast, here in America, our national community experiences almost 40,000-gun killings per year and about 30,000 suicides per year (all fatal gun shootings of oneself). Most certainly, mental health issues which impact personal temperament are involved. And most assuredly, perpetrators of shootings have lost their self-control and especially their sense of civil behavior which does no harm to others. In several cases, white supremacist ideology was the basis of the action taken (the shooting of an unarmed American Black youth who was a pedestrian in a white neighborhood (a case in Florida wherein the perpetrator (shooter) was acquitted by a jury based upon Florida's Stand your Ground laws recently enacted into law. The current sitting President often speaks in pejorative racist terms - and acts them out, all of which have encouraged those biased, prejudiced and bigoted elements of our community to come out of the shadows. Prior to this current sitting President, these individuals kept their thoughts to themselves. Today, since they have a President who openly is racist; this element of our society feels they have received permission to come out into the open with their biases, bigotries, prejudiced

laced racism. Unfortunately, this sort of public behavior is not what our youth need to see and emulate. As a people we must consistently keep in mind that our youth learn from adults by what they see us do, say, and act out. The MENTAL HEALTH of our community is always on display and always seen by our vigilant youth. If we are to have a civil society wherein each of us treats others with respect, acceptance and dignity, then we collectively need to always practice the discipline which displays those sentiments. The result is the mitigation of inter-relationship stress which improves our collective mental health. We feel very good when we practice those habits and express values which establish peace, security and safety in our homes and communities. Our Mental Health is always on display. Each of us must resolve to be disciplined enough to establish those environments of safety and security which enable us to enjoy the pleasures of life anywhere, especially at home, with our friends in the community and where we work. We must understand that by sharing resources, discussing issues, and making the effort to be involved in this diverse community, we have the capability of establishment of excellent mental health levels throughout. Let's resolve to do what it takes to have that sort of positive ambiance. Become aware of Mental Health in yourself and others. That is what is required

It is true that it is only a part of the 25,000 million dollars of the total fund of FEMA resources and that the authorities assure that in no way will their central responsibilities be affected, but the unpredictability of the hurricane season calls into question the convenience of eroding FEMA resources.

lmost two years after the scourge of the powerful and destructive hurricane Maria, which left a balance of more than 5,700 dead before and after the storm in Puerto Rico, the Dominican Republic and the US Virgin Islands, the equally intense hurricane Dorian forces to ask if the United States learned the lesson of that tragedy announced. Although Maria's catastrophic impact - the most lethal hurricane since Mitch in 1998 - can be attributed a portion of the unusually high number of fatalities, especially in Puerto Rico, it is documented that many deaths were the result of insufficient access to appropriate medical care, a situation complicated by the lack of electricity for weeks. Although the Federal Emergency Management Administration (FEMA) has allegedly sought to address these deficiencies through the strengthening of the island's health system, starting with the need for electricity generators in hospitals and clinics, the controversy is striking Trump's decision to divert $ 155 million from the FEMA Disaster Fund budget for the Office of Immigra-

ome certainly do consider it science fiction, or worry that it could end up doing more environmental harm than good. Yet others—including Bill Gates and a team of leading Harvard scientists—think it could be the solution to our planetary climate woes. What we’re talking about is a form of geo-engineering that entails sending up some 800 jumbo planes to sprinkle their payload of millions of tons of chalk dust in the stratosphere 12 miles above the Earth’s surface in an effort to reflect some of the sun’s heat back into space to turn the tide on climate change. The so-called Stratospheric Controlled Perturbation Experiment (SCoPEx) was developed by chemist James Anderson and physicist David Keith, both of Harvard—with funding from Bill Gates—“to advance understanding of stratospheric aerosols that could be relevant to solar geoengineering.” The researchers want to test their hypothesis with a $3 million experiment 12 miles above the Southwestern United States where they would steer remote controlled balloons to disperse small plumes of calcium carbonate. The balloons would then turn around and observe any differences in the amount of solar radiation getting through. This system is adapted from a similar design the researchers used in groundbreaking research analyzing the composition of the stratospheric ozone layer. But the test plan, initially slated for early 2019, has received some pushback from scientists and environmentalists, who worry that such tinkering could cause negative chain reactions and unforeseen irreversible consequences.

Given such concerns, Anderson and Keith are erring on the side of caution, setting up an external advisory committee to review the project and point out potential safety concerns to head off negative side effects. “Getting it done right is far more important than getting it done quickly,” says Peter Frumhoff of the Union of Concerned Scientists. If they can pull off a successful test and then scale the idea, the good news is it might even be something the governments of the world— and/or some rich benefactors—can afford. An October 2018 report from the Intergovernmental Panel on Climate Change found that dispersing enough sulfur in the stratosphere with a similar (cooling) intent could be done for less than $10 billion/year—and possibly for as little as $1 billion/year. While that might seem like a lot, it’s a bargain if it can save our environment, our civilization, and our very existence on the planet.

IAMI – Ice-cream maker Ben & Jerry's says everyone deserves the sweet taste of justice, and wants its new flavor to call attention to what the company founders see as "structural racism" in the criminal legal system. The Vermont-based company announced the "Justice ReMix'd" flavor on Tuesday September 3, along with plans to give a portion of the sale proceeds to support the Advancement Project national office. It's a multi-racial civil rights group that works with local grassroots organizers on racial-justice issues. Judith Browne Dianis, executive director of the Advancement Project National Office, said the partnership represents thinking "outside the box" about what justice could be – and driving the conversation with a treat. "And its got cinnamon and chocolate and vanilla ice cream," she said, "and so it really is a totally re-imagining of the kind of sweet treats that people want, bringing them together and blending them." Youth members at the Power U Center for Social Change will attend tonight's Miami-Dade School Board meeting, where they'll call for restorative-justice practices in schools to help curb what's known as the "school-to-prison pipeline." They'll also share free samples of the ice cream. According to a report from the American Civil Liberties Union of Florida, although 20% of Miami-Dade students are black,

black students account for more than half of all arrests within the district. Dianis said young Floridians are calling for change. "The young people realize that the schoolto-prison pipeline is cutting off their opportunities," she said, "and that is unfair, that black and brown students are being criminalized in the school system." In response to critics of Miami-Dade School District plans to hire more school resource officers over its need for counselors, Superintendent Alberto Carvalho said, "People need to understand – it is not in the hands of this board. It is a legal requirement in the state of Florida, in the aftermath of Marjory Stoneman Douglas." Seventeen people were killed in a Feb. 14, 2018, mass shooting at Marjory Stoneman Douglas High School in Parkland.

Create an email address, Facebook account, and Twitter profile. Use FaceApp to age the photo up 30 years, 60 years. Photoshop the character’s likeness into his or her (real) family photos. Do the same in other photos.

It’s been less than a year since I wrote that article, and the technology has advanced in ways that make last year’s fakes look primitive. Here’s a roundup of the advancements and uses in the past year.

Use AI-assisted software to generate tweets and Facebook posts. Use procedural generation to make the character’s posts seem real, and not scheduled. Have the character retweet things. Reply to things. Like things. Interact with the world. It’s like the “Yahoo Boys” military scam, but automated and amplified to the nth degree, powered by technology and by machine learning.

Already Illegal: DeepNudes Revenge porn has been outlawed in many jurisdictions around the globe. In July, Virginia became one of the first states to outlaw the sharing of computer-generated pornography aka deepfakes. It did so by amending an existing law which criminalizes revenge porn, making clear that the category now includes “falsely-created” material. Scary: DNC Deepfake The Democratic Party deepfaked its own chairman to highlight 2020 concerns. In early August at DEF CON – one of the world’s biggest conventions for hackers – attendees were told DNC Chair Tom Perez couldn’t make it for the DNC’s presentation. In lieu of that, he “Skyped in” and chatted. Except he didn’t. Do you know what Perez’s voice sounds like? Neither did those in attendance. Bob Lord, the DNC’s chief security officer, led the exercise (with the help of experts in the field of AI) as a way to demonstrate the art-of-thepossible. This is what’s coming leading up to the 2020 election. The video speaks for itself. Fun: “Fixing” The Lion King It’s important to remember that not all deepfakes are malicious. After Disney purists didn’t like the (stunning) computer graphics in this summer’s release of The Lion King, they “fixed” the trailer by melding the original (animated) version’s character faces onto the new version’s animals. The resulting footage is so well done that it takes a second to realize what you’re looking at. Somewhere In Between: FaceApp In case you’ve been living under a rock this summer, or simply took a vacation from the Internet, FaceApp is an app on Android and iOS that uses AI to “generate highly realistic transformations of faces in photographs.” Basically, FaceApp puts the power of deepfakes into your hand, making it a snap to make a person in a photo look older, look younger, or change genders. Aside from the mild controversy – Fast Company discovered that every photo uploaded to the app was sent to FaceApp’s cloud servers, (which you agreed to when you accepted the app’s terms and conditions, but clearly did not read) – the tech here is remarkable. FaceApp has been offering its photo effects since early 2017, but the results have gotten much better in the years since it launched. While FaceApp has limited features, it’s one of the easiest and most popular deepfake creators available to the masses. Its speed and impressive results make it fun … and also dangerous. What Does This All Mean? The technology behind deepfakes was already

Did Elizabeth Warren really say that? Was that footage of Bernie Sanders in that attack ad real, or was it a deepfake? As political advertisements already twist candidates’ words and manipulate the truth for the perfect soundbite, can you believe anything you hear when it can all be manufactured on any laptop you can find at Best Buy? It Gets Worse While news cycle after news cycle covered

allegations of possible social media manipulation prior to the 2016 election, is anyone ready for what comes next? Let’s quickly imagine how an AI-assisted system will exacerbate the problem. Go to ThisPersonDoesNotExist.com. See that face? That lifelike photo? That’s not a real person. The site “showcases fully automated human image synthesis by endlessly generating images that look like facial portraits of human faces.” Fun! Right? Only until you think about the possible ramifications. How much work would it take to build an entire history and lifetime for this

Build a generative adversarial network (GAN) to create retinal scans and fingerprints (the same way fake faces are generated on thispersondoesnotexist.com). Snag some social security numbers off the dark web, and … Poof! We’ve created a virtual person that is practically indistinguishable from a real person. It would take quite a bit of research to figure out that this fabrication was not a living, breathing person. Use headless chrome to create a few thousand accounts per day (I’m not going to tell you how to mask your network connection, but you’d easily do that). Bias the AI “red” or “blue.” Or, if you choose, “anarchist” or “union organizer,” or make your created person appear sympathetic to whatever cause serves your purpose. Train the AI to follow “real” accounts (or fake ones that you’ve created). The AI-generated tweets and retweets or Facebook posts and shares are going to look (and be) real. They just won’t be from humans. Activate your influencer network of a half-million accounts. And wait for November 3, 2020 and see how you did. You may not like this game, but it is not going to be played by you or me. It’s going to be played by nation-states with unlimited resources. Buckle your seat belt. This is going to be a rough ride. Año fiscal 2018 de la Medida A 2000

VTA ofrece soluciones de transporte que son esenciales para la vitalidad, prosperidad y calidad de vida de todos los que residen, trabajan, estudian o se divierten en el Condado de Santa Clara. En noviembre de 2000, los votantes del Condado de Santa Clara aprobaron la Medida A, que es un impuesto de medio centavo a las ventas por 30 años, dedicado a proyectos y operaciones específicas de mejora estructurales para el transporte público. Se completó la construcción de las dos estaciones y estructuras de estacionamiento para la Fase I de BART Silicon Valley y se están realizando las pruebas de integración de sistemas. El Servicio de pagos se proyecta para fines de 2019. En el año fiscal 2018, la Junta Directiva de VTA certificó el subsecuente Informe de Impacto Ambiental de la Fase II, aprobó una metodología de túneles de un solo orificio y aprobó dos alternativas de estación: Downtown San Jose West y Diridon Station North. La Fase II también recibió el Registro de Decisión de la Administración Federal de Transporte Público, el primer paso requerido para buscar fondos federales. • Mejora del servicio de autobuses en los principales corredores. El sistema de autobuses de transporte rápido “Alum Rock de Santa Clara” tuvo su primer año completo de operaciones en el año fiscal 2018 y alcanzó los estándares de rendimiento esperados.
