Hilbert Morales EL OBSERVADOR With all 'news happenings' these days which is worthy of commentary, an important one is to deal with the most significant local happening: “The next academic school year begins just before Labor Day Holiday, September 3, 2018. Teachers are preparing their lesson plans and classrooms. Soon many students will go back to school. Some will not because 'they want to make money now'. My observation is that individuals who have not completed their high school training end up being 'very low wage earners' who struggle through life. So, go back to school to give yourself a better future! My family wanted me to go to work after I was 16 years old and contribute my wage earnings to help the family meet its expenses. I joined the military at age 17 and sent home money. I soon began learning from my life's activities by being willing to admit to myself 'I did not know', learning how to ask questions, and learning to develop relationships with friends, associates, mentors and advisors. By age 26, I had earned a degree (Bachelor of Science, B.Sc.) in Chemistry and a master’s degree in Biological Sciences (M.Sc.); at age 46 I added my third degree (M.P.H.), Master's degree in Public Health. Also, I studied Business Administration (focus: organizational planning and systems analysis).
When my dad became ill, I was able to pay off their mortgage which ensured that the Morales family had a home as long as they paid property taxes, did required maintenance work, and kept up things. My point is that my advanced education allowed me to have the higher income and credit rating which enabled me to assist my parents and siblings to a level not possible otherwise. Looking back, my investment in my own education paid off. It would have been easy to write about Senator John McCain (RAZ), who just died, who was the son of an Admiral, and grandson of another Admiral. McCain attended the Naval Academy where he ended up being ranked at the bottom of his class. As an individual, John was a maverick who questioned everything and did not 'just go along to get along'. McCain became a pilot who was shot down over Hanoi, Vietnam; endured over 5 years of being a prisoner of war who survived torture and was repatriated when the Vietnam war ended. Then he was successfully elected as a U.S. Congressman, later a U.S. Senator. All in all, John McCain served 30 years in the military plus 30 years as an elected official who was highly respected for his personal character, integrity, honesty, and commitment to serve this American nation he loved. That is an achievement for an individual who ranked at the bottom of his graduation class! Now, why should students go back to school to earn a high school degree? Well, having a high school degree is the begin-
ning. The high school diploma is a certificate which lets others know that you know some math, are able to read, write, and communicate in English language (and even another language such as Spanish, Chinese, or a 'tribal language'). You can communicate with your friends and sustain interpersonal relationships. The most important individual with whom you will sustain a relationship will be your significant partner: your wife, husband, best friend, or role model. All of us use some math when dealing with our money. It is important to manage the money you earn because what many adolescents do not fully understand is that their parents and family plus society and government support their individual development by underwriting public schools whose purpose is to provide basic education (reading, writing, arithmetic, and social relationship skills). Laws establish that youth are required to attend school until they are 18 years of age. The assumption is that by that age you know enough to become 'an independent individual' who is able to manage his/her own personal business. A STUDENT'S JOB THEREFORE IS TO LEARN THIS BASIC SET OF SKILLS which will enable you to learn all you become interested in. If you find a discipline you really enjoy, then do develop that interest. Today, it is possible to learn a lot about many professions by taking advantage of 'coursework' available online (e.g., Khan Academy). Also, lots of knowledge
(information) is accessible at the local public library. Understand that a basic skill is your ability to read. Your reading ability will permit you to teach yourself quite a lot simply by looking up definitions. All basic courses in any discipline are really 'language courses' where you learn basic definitions. The most useful information provides you with truthful factual facts. I became a chemist even though I was from a low-income family and had 9 brothers and 3 sisters. It is your parents who have taught you language skills along with ‘do's and don’ts’ rules. The Decalogue (10 Commandments) are learned at catechism classes and are essential to being able to move around and about outside your family and in your community. The first four commandments deal with your relationship to GOD; the other six, beginning with 'Honor your father and mother' and ending with 'Do not covet your neighbor's goods', all deal with your relationships with other individuals, relatives, friends, business associates, and all others. All faiths have a similar set of rules. The Decalogue is basic to being civilized. It is important to develop and adopt a system of logic which enables you to make evidence based good decisions in your own best interests. Today's algorithms and paradigm are very useful especially when based upon the science involved. Do not be afraid of ‘science’, it is a Latin word which means 'knowledge'. One statement I like is very true: “Humankind succeeds when individuals conduct their activities by following the laws of nature'
and live up to established and accepted values. Senator John McCain achieved much through his being truthful, kind, generous to a fault; and being a leader who was concerned about promoting Democracy throughout the world. His life's journey is one of service to his nation with principals he believed and practiced, dedication to duty, and respecting both friends and opponents. “McCain's personal virtue--- his insistence on the importance of honor, resolute candor, his graciousness toward adversaries, his willingness to sacrifice, his ability to laugh at himself and admit to his failings---stand in stark contrast to our current leadership, particularly the President.” “McCain will loom large historically because he represented a way of doing politics that is in danger of being lost and stood for a capacious sense of the public interest and the common good that will have to be at the heart of any reconstruction of our democracy.”(Source: “John McCain Will Likely Join the Pantheon of Giants in U.S. History” - E.J. Dionne, Jr., San Jose Mercury News, 08.28.2018, page A7) I am certain Senator John McCain would tell all who are considering dropping out of school: GO BACK TO SCHOOL TO GIVE YOURSELF A FUTURE. A future that is your choice, not that imposed by an autocratic government. This happens in nations where, “WE THE PEOPLE” govern. It's called a DEMOCRACY.

San Jose, CA - "Dreamers" was selected into two film festivals, Big Ideas Film Festival in Antioch, CA, in which Angel Mendoza garnered a nomination for Best Editor. The second film festival for "Dreamers" is the upcoming Official Latino Film and Arts Festival in Coachella, CA from October 11 - 14, 2018. The film was selected among professional filmmakers across the country, a huge achievement and honor for a film created by high school students. The Official Latino Film and Arts Festival showcases films that are written, directed, and/ or produced by U.S. Latino filmmakers from across the country with a mission to support these emerging filmmakers with culturally inclusive films
and storylines. The film was created by three former Mt. Pleasant High School seniors during their participation in the school's award-winning Multimedia Academy. The Class of 2018 filmmakers include Luis Luna, Angel Mendoza, and Daniel Valderrama.

That’s why your Better Business Bureau encourages you to Start With Trust® by doing your research on bbb.org to find an accredited contractor. Every accredited contractor must meet BBB’s Eight Standards for Trust, which are “principles that summarize important elements of creating and maintain trust in business”. A contractor is anybody you hire to provide materials and labor to complete a job. Some contractors focus on a specific type of project, like plumbing, tiling, and painting; while others will work on any type of project. For larger projects, a general contractor may also serve as a project manager working with other vendors to get all the work done.
• Research and gather information. You can search for a contractor’s Business Profile at bbb.org to get free information on their history of complaints, read verified Customer Reviews, and check to make sure they’re an Accredited Business. In some Canadian provinces, there is a mandatory Builders Lien holdback, so ensure you understand any financial obligations you may be liable for. • Think about future service issues. Make sure you are aware of your warranty coverage and how to deal with service issues. • Arrange a payment schedule. Never pay in full up front. Stagger your payments so your final payment is not due until the work is complete and you have fully inspected it. Do not pay cash; make sure your check is written to a company, not an individual, or that you use a credit card. Paying with a credit card will provide some recourse should the job not be completed as stated in the contract. • Get a receipt. Request a receipt marked “Paid in Full” when the job is completed and your final payment made. • Keep your contract. Santa Clara County, CA - Due to their effect on the part of the brain which regulates breathing, opioids in high doses can cause respiratory depression and death. The distribution and use of naloxone (narcan) is one strategy being use to prevent additional opioid overdose deaths. As part of this effort, on Wednesday, August 29, 2019, SCCOPP handed out narcan kits at the SCVMC Farmer’s Market. From January 1, 2018 to August 13, 2018, there have been 27 confirmed opioid deaths in Santa Clara County. Of these, 15 were related to illicit drugs: 4 related to fentanyl and 11 from heroin. The Coroner’s Office currently has outstanding cases of drug deaths which have not been finalized as they are awaiting toxicology results. The fentanyl deaths were males with an average age of 26.5 years. “No part of our community is exempt from this epidemic—we all know a friend, family member, or loved one devastated by opioids,” said Bruce Copley, Deputy Director of the Behavioral Health Services Department. “Our health system is working together prevent deaths from overdoses, treat people with substanceuse disorders, and prevent people from starting using drugs in the first place.” The Santa Clara County Opioid Overdose Prevention Project (SCCOOPP) is a multidisciplinary, multiagency group led by the Behavioral Health Services Department (BHSD) to combat opioid use and overdose in our community. Their strategies are focused on prevention and treatment: • Fifteen law enforcement agencies throughout the county have been provided with overdose prevention education and narcan kits from BHSD, saving two lives. • Santa Clara Valley Medical Center
(SCVMC) pharmacies developed and implemented protocols to automatically dispense Narcan kits and education for anyone prescribed opioids above 50 mg. • The Public Health Department’s Syringe Access Program, began distributing narcan kits along with information on how to prevent, recognize and respond to an opioid overdose in August 2016. In response to the growing threat of fentanyl-contaminated street drugs, the program began distributing fentanyl test strips in August 2018. These strips allow people who use drugs to test drug supplies for the presence of fentanyl. • Medication Assisted Treatment (MAT) clinic capacity for treatment was expanded by hiring a full-time physician with 200 patient slots a month, specifically for opioid treatments. • Medication assisted treatment was launched for the inpatient units at SCVMC and at the hospital’s Emergency Department in July 2018. • Safe opioid prescribing guidelines on how to prescribe opioids, alternative medications and education were provided by BHSD to primary care clinicians and specialists throughout the county. • Narcan community education is available every Friday from 1-2 pm at each medication assistance treatment clinic site, and every participant is provided a narcan kit. • Educational information has been provided to schools (high-schools, colleges and universities) on how to prevent drug overdose and treatment options. Prevention information was also offered to high-school PTAs. • The campus police department at SJSU has been trained and narcan kits were provided. At Stanford University, opioid education seminars have been provided to medical students. • The Behavioral Health Services Department provided opioid education
Additional efforts are underway, such as SCCOOPP working to create opioid education programs at universities and protocols to place narcan kits on campuses for student access to lifesaving opioid overdose medication. About Fentanyl Laced Pills • Pills or other drugs purchased off the street may be laced with fentanyl and can be deadly. Fentanyl laced pills can look similar to other pharmaceutical drugs but are usually off color with the borders of the pills irregular. • Fentanyl can be found in opioid street drugs such as heroin and oxycodone but also in non-opioid street drugs such as methamphetamine, cocaine, and benzodiazepines (like Xanax). This means that people may be exposed to fentanyl without any knowledge that they might be taking an opioid. • Fentanyl is 80-100X more potent than morphine and 50X more potent than pure heroin. Information about Opioids • Opioids are psychoactive substances derived from the opium poppy, or their synthetic equivalents. Examples are morphine and heroin. • Worldwide, an estimated 69 000 people die from opioid overdose each year. • There are an estimated 15 million people who suffer from opioid dependence (i.e. an addiction to opioids). The majority of people dependent on opioids use illicitly cultivated and manufactured heroin, but an increasing proportion use prescription opioids. • There are effective treatments for opioid dependence yet only a fraction of people who need such treatment are receiving it. • The inexpensive medication naloxone can completely reverse the effects of opioid overdose and prevent deaths due to opioid overdose.

Scoop the ceviche from the container, draining and discarding excess liquid, and carefully place on top of the mousse. 9. Top the dish with Pickled Onions and serve immediately. Pickled Onions INGREDIENTS: • 1 red onion, peeled and shaved
• 1 tsp. salt • 1/3 cup sugar • 1/3 cup lemon juice Instructions: 1. Heat large sauté pan on low and add onions and salt. 2. When the onions become translucent, add sugar and lemon juice and mix to combine. 3. Cook for an additional 2-3 minutes until onions become bright pink. 4. Nguyen says there is a lot of talented artists in the area, but they don’t necessarily get the most attention. “For example, for our live art we’re working with a crew called Together We Create (TWC). It’s made up of Elba Raquel Martinez, Roberto Romo, Wisper Talamantes, and Mesngr.” A collection of educators and artists, TWC will be creating live works alongside the live music at the festival.
On the eve of the third annual festival, expansion and collaboration is key Arturo Hilario El Observador
The San Jose based music and art promoters Sonido Clash have upgraded their all-ages music festival in its third year by adding new events, panels and an added stage. It’s still all about the community and the tunes though. For 2018 the festival will again return to the School of Arts and Culture at Mexican Heritage Plaza, although this time around Sonido Clash says they will be curating more of the space with an expanded program and artist lineup. Roman Zepeda of Sonido Clash highlights one of the main focuses of this year’s festival. “We definitely decided to add more women to our lineup. We made that a point because last year we didn’t have that many.” Though the music collective has generally strived for diverse musical acts to their lineups, their Selenabration festival this year featured mostly women artists, this year was meant to highlight diversity even more so. “We were thoughtful in that aspect, we were inclusive. We also wanted to represent some [of ] San Jose for people that live in the East Side, just the style,” says Zepeda. From classic 80’s breakdancing groups to up and coming rappers, focus this year is also on the San Jose based artists. Many local DJ’s are in this year’s lineup, including Zepeda. Other notables from the area include, “Carlos Diaz who’s been around since the 80’s is really big in the high energy scene and has a store in the
Egyptian Lover, a seminal influence in the 80’s Los Angeles dance and rap scene will also be one of the highlights. Along with the “king of cumbia” Alberto Pedraza from Mexico City and local dance crew Playboyz Inc., there will be a lot of classic acts headlining the festival alongside the newer and up and coming acts. According to Zepeda, one he’s especially looking forward to is Jasper Bones, a Los Angeles based singer-songwriter that is described as “wavy soul”, and who has been steadily rising in popularity over the last few months. “We also have somebody from Mexico City that sings reggaetón, Rosa Pistola. She’s considered to be at the forefront of the new reggaetón scene coming out of Mexico. We have Los Blenders and E. Arenas from Chicano Batman who is experimenting with Banda Music. Ratas En Zelo is a punk band that is all-female and has an accordionist in the band. So, it’s just a mix of different sounds that we have this year,” says Zepeda. Quynh-Mai Nguyen is an executive producer for the festival this year and believes that the focus on local artists is much more prevalent within the poetry and art areas of the festival. “I think what makes the festival special compared to others is that there’s still that key element of partnership and collaboration with the community and different aspects of the community that
Jarvis Subia, a spoken word poet who teaches poetry at DMC studio at MACLA, will be bringing some of his students to the poetry stage at the festival where they will be performing for the first time. “It’s really nice presenting those artists who are emerging or well-known but also giving access to students that learn from under them. That’s what makes the festival special, providing the access for everyone,” says Nguyen. Among the newest edition to the festival, the panel discussions, Nguyen and Zepeda are both excited for what will come of this addition. Nguyen says that with these discussions they hope to, “bring the experience outside of music [by] taking artists, whether it’s Chulita Vinyl Club giving a

panel discussion on their history and their experiences of being an all women vinyl collective, to having a sonidero banda discussion.” Sonido Clash hopes for another successful festival this year, with emphasis on the community members attending to enjoy it alongside the artists in the intimate venue. Zepeda says, “It’s family oriented. We have a lot of activities for kids. It’s in a beautiful venue. It’s different than other festivals in that we’re not trying to promote just partying, we’re trying to promote also a cultural experience. You’re going to listen to different sounds you’ve never heard before.” Nguyen ends by saying, “This is our third year doing it and every year we seem to be growing more and more and what’s nice about it is that this year we’re seeing more support from outside of our usual organizing team, members of the community, they believe in what we’re doing. I think to be able to have that and have people come sit with us at the table to help make this experience into a reality is just a testament to the hard work and the love we have for San Jose, especially East San Jose.” More information can be found in our Sonido Clash Music Fest guide on pages 10-11.

Roddy Scheer & Doug Moss EarthTalk Ranchers and environmental advocates haven’t always seen eye-to-eye, but the differences between the two aren’t as extreme anymore, as more and more ranchers have come around to the understanding that taking good care of the land supports both economic stability and environmental health. “For some, ranching was pursued in the past with an emphasis on raising beef at the expense of everything else,” says Bill Bryan of the Montana-based Rural Landscape Institute in a recent Christian Science Monitor. “As a matter of necessity,
the old way of ranching is giving way to a new paradigm. Raising animals for the dinner table isn't an activity that has to be at odds with the environment.” According to the non-profit WWF, grazing—when done right—is key to maintaining biological diversity and ecosystem health across the Northern Great Plains, a 183-million-acre expanse of rangelands spanning five U.S. states and two Canadian provinces. “This vast landscape evolved in harmony with large herbivores such as bison and elk, and must be grazed in order to remain healthy,” reports WWF, which works with hundreds of ranchers across the region as part of its Sustainable Ranching Initiative. “Without grazing, woody vegetation such

as juniper and cedar creep in and choke out plants that threatened species such as grassland birds need to survive.” Not surprisingly, many of the ranchers that are following in the forebears’ footsteps have been utilizing what we now call “sustainable ranching” practices for decades already. One example is rotational grazing, that is, moving cattle herds more frequently to different pastures so they don’t overgraze any one particular patch of land. Another is utilizing buffer strips and grassed waterways away from hungry livestock to support soil and water quality. A newer “best practice” entails depositing a quarter to half inch of compost on grazed land to kickstart the soil chemistry below while also absorbing significant amounts of methane—the most potent greenhouse gas—before it can head for the atmosphere and exacerbate global warming. This technique, dubbed “range composting,” is now becoming more commonplace as today’s ranchers care about reducing their carbon footprints like no generation before them. Some ranchers are going a step further by adopting so-called “Holistic Resource Management” techniques based on traditional practices whereby they treat
cattle and livestock more like a wild herd. “Altering cattle grazing patterns and herd clustering to emulate those of their buffalo predecessors has a significant positive impact on the environment, including the health and diversity of the native grasses,” reports the non-profit Organic Consumers Association. “If this were really widely applied ... you could zero out the greenhouse gas contribution from areas that are grazed,” says John Hart, an environmental journalist and the author of An Island in Time, a retrospective look back on 50 years of tensions between ranchers and environmentalists in Northern California. “I think this is an example of the need simply to be smarter in everything we do with the land and look for things other than what seem like black-and-white choices.” CONTACTS: WWF, worldwildlife.org/ projects/sustainable-ranching-initiative; Organic Consumers Association, organicconsumers.org/usa; John Hart’s An Island in Time, amzn.to/2Pz50KR. There are dozens of companies offering free or close-to-free storage solutions for consumers. Here’s an overview of seven excellent cloud storage choices – at least one of them will certainly fit your needs. Importantly, while each of these organizations offers enterprise solutions that accommodate industrialstrength needs, this list compares services suitable for individuals and small businesses. 1. Microsoft oneDrive If you’re spending your day-to-day in Microsoft Office, coupling oneDrive with Office 365 makes a lot of sense. Dropbox’s free storage (2GB) is stingy, but Dropbox has a few tricks up its sleeve. It can automatically upload images from your smartphone or camera, and keeping files up-to-date across multiple computers is a breeze, even on the free plan. If you spring for the Professional plan (the $19.99/ month or $199/year option), that plan offers access to Smart Sync (which lets you access all of your Dropbox files from any connected device) and full text search (which lets you search the text content of all of your files, including documents you scan with the mobile Dropbox app). One other nice feature for paid Dropbox users is remote device wipe. Lose your phone? Purge your Dropbox data from it with a few clicks.

Box Outside of Google, the 10GB of free storage Box offers is top of its class. Its paid level, however, is one of the more expensive options, and it doesn’t come with a lot of pizzazz. While Box offers multiple plans for businesses and teams, none of its features are unique to the platform. If you have a vendetta against Google, Box’s free plan is worth a shot. Apple iCloud Aside from oneDrive (where comparisons are tricky because oneDrive’s paid plans also include Office

365 access), no other provider comes close to the bang for your buck that Apple’s iCloud storage offers. Like Google Drive, Apple’s paid iCloud plans let you share your iCloud storage with family or friends. While Apple’s OS updates have made iCloud (and all of its other apps) less intuitive to use over the years, anyone rocking a MacBook and iPhone will at least want to give iCloud a second look. Pro tip: the 50GB plan ($0.99/month) is a no-brainer option for anyone with an iPhone; if you enable auto-backup, then each night when you charge your phone, Apple will replace the backup with an updated copy. This makes upgrading or swapping to a new iPhone a snap. Of note: there’s no Android app for iCloud.
SpiderOak is a lesser-known (and more expensive) cloud storage option, but its apps (which are available for Mac, Windows, Linux, iOS, and Android) offer end-to-end encryption (for boosted security) and point in time recovery (to help you restore to a previous backup in the event of malware or ransomware).

Picking the right cloud storage provider comes down to what you’re looking for. • Want the most bang for your OS X/iOS buck? Go with iCloud. • Want the most free storage (or are invested in Google Apps)? Go with Google Drive.
• Looking for a suite of tools and cloud storage? Go with oneDrive. • Want to avoid file size limits? Go with Dropbox. • Want to primarily use cloud storage for photos? Go with Amazon Drive. • Want to rest easy with some of the most secure cloud storage? Go with SpiderOak. Ultimately, you need to decide which plan or plans make the most sense for how you work. I use a combination of Google Drive, Dropbox, Amazon, and iCloud, because each fills a particular need. ANNAPOLIS, Md. — While most families are eager to talk to eager teenagers about driving safely, a recent study shows 83 percent of older drivers are missing out on having similar conversations when the time comes to retire from behind the wheel. The study by the AAA Foundation for Traffic Safety showed of the families who talk with their senior drivers about safety, only 15 percent do so and it usually comes after an accident or other traffic violation. Ted Peterkin is an AARP driver safety instructor in Prince Georges County. He said there is no set age for a person to stop driving, so it's up to the family or caregiver to observe declining patterns of alertness and then talk objectively about alternatives to driving. "We really think that early discussion and proper planning will help actually perhaps extend the time that elderly drivers may be able to be on the road,” Averella said.
