CALIFORNIA'S WATERFIX PROJECT NEEDS TO INCLUDE DESALINATION FACILITIES Hilbert Morales EL OBSERVADOR The current “California Water Fix and Eco Restore proposal needs to include desalination facilities which would ADD POTABLE WATER PRODUCED FROM Pacific Ocean using electrical power produced by solar and wind technology. The current plan, whose advocate is Governor Jerry Brown, should not be supported by CA's voters because there is a need to anticipate the potable water needs of Agriculture, business and CA residents projected for 2050. The current proposed plan does not add a single drop of additional potable water to that produced by unreliable natural weather systems. Global climate changes already have delivered six years of drought. Up to the present time, it has been reasonable to divert potable water from the Colorado River, Owens Valley, San Joaquin River and its tributaries, etc....but the proposed diversion of all that Sacramento River water to meet agricultural needs of

San Joaquin agribusinesses and the urban population of Southern California may not be necessary. Today, desalination processes are used to supply potable water to urban centers such as Israel and Dubai. While the initial investment in desalination is anticipated to be too high today, the reality is that the technology exists to use solar energy and Pacific Ocean waters, which are both available in sufficient quantities at no cost from now on. Instead, imagine using the $15 billion (plus $8 billion for habitat restoration) to fund many desalination facilities all along the Pacific Coast from San Francisco down to San Diego. These desalination plants would ADD RELIABLE POTABLE WATER PRODUCED to whatever natural weather makes available. It is possible to make CA's agribusiness and urban potable water needs become very reliably produced by use of the best desalinization practices whose technology already exists and is being used in the Mid-East. EO recommends to VOTE NO until the current California Water Fix and Eco Restore project proposed today includes the future production

of potable water using the best desalinization practices extant today. It may be that the $15 billion Delta Twin Tunnel need not be built. There is no doubt that the proposed twin diversion tunnels will result in major negative ecosystem impact (especially massive amounts of salt water intrusion into the Delta via San Francisco Bay). For decades farming operations have extracted irrigation water from the aquifers causing the topography to become several feet lower due to irreversible subsidence. Already areas of Alviso are below sea level and areas east of Fresno have dropped 13 feet or so causing the existing aqueducts to have 'choke points' which reduce capacity to move water southward using traditional gravitational flow. Do google “California Water Fix and Eco Restore”, formerly known as the Bay Delta Conservation Plan.” You will learn it is a $15 billion plan proposed by Governor Jerry Brown and the California Department of Water Resources to build two large, four-story tall tunnels to carry fresh water from the Sacramento River under the Sacramento-San Joaquin Delta toward the intake stations for

the State Water Project and the Central Valley Project.

Each tunnel would be 150 feet (46 m) below ground, 40 feet (12 m) in diameter and 30 miles (48 km) in length. The tunnel project is as big or bigger than the English Channel Tunnel and Boston's Big Dig. The project would also include three new intakes with a capacity of 9000 cubic feet per second (approx. 255 kiloliters per second) each, and a total annual yield of 4.9 million acre-feet. The proposed cost for the tunnels is $15 billion, with $8 billion additional devoted to habitat restoration. The project was to be funded by revenue bonds created by the agencies who benefit, and paid by the farmers and urban water users who benefit from the project, not taxpayers as a whole, and thus not requiring legislative or voter approval. However, an audit by the U.S. Department of the Interior released in September 2017 revealed that $50 million of the taxpayers' money was funneled into the project.”

It seems prudent at this time to add the use of desalination technology to support the continued social and commercial growth of CA's economy.

If $50 million of CA's taxpayers' money was funneled into the project, then I would insist that the CA electorate be given an opportunity to vote YEA

It is time to add desalinization technology to the traditional diversion practices. The inclusion of desalinization technology will add potable water production capacity which can be built one increment at a time; is feasible and sustainable; and can be managed effectively. Moreover, this additional approach will create local jobs at each production site. Any environmental impact issue encountered can be resolved or mitigated at each site. The ability to have adequate and reliable potable water supplies will eliminate the need for any future 'CA water wars' because these legal conflicts will become moot. A desirable outcome will result: CA's economy, which is already the sixth largest global economy, can continue to be supported and sustained. Its diverse population demographics will continue to thrive. Truly, this is a win/win outcome.

THE PROACTIVE PARENT'S CHECKLIST FOR BACK-TO-SCHOOL SUCCESS

Vision Checks Important as Kids Head Back to School Katherine Davis-Young Public News Service

PHOENIX – Many Arizona kids are heading back to school this month, and doctors say when they return to the classroom it's important to make sure they can see well. About 80 percent of what a child learns at school happens visually. When children have undetected vision problems, said Dr. Amy Davis, a pediatric optometrist, they can miss out on major portions of their education. "One in four school-aged children have vision problems," she said. "So it's a huge, huge issue to make sure that little people see well when they're in school."

A new school year is quickly approaching, and while you probably have supply lists and bus schedules in hand, there are a few other things parents should tackle to get a head start on the back-to-school season. Prepare kids for the best school year yet by handling these important tasks that sometimes are overlooked during the hectic summer. Routines Before the school year starts, begin building a routine so children can adjust properly. This means structuring activities so kids know what to expect, including healthy meals at the same time each day and a regular bedtime. Getting enough sleep is critical to students' wellbeing and ability to learn, says Dr. Suresh Kotagal, pediatric sleep expert at Mayo Clinic Children's Center. He suggests establishing a bedtime routine before school starts to help children fall asleep and get a good night's rest. He adds that children rest better if they skip caffeine after dinner, get regular exercise, turn off electronic devices an hour before bedtime, and silence phones so text messages or alerts don't disrupt sleep. Vaccinations Dr. Robert Jacobson, Mayo Clinic Children's Center pediatrician and vaccine specialist, advises parents to ensure their child has recommended vaccinations and to be aware of changes to those recommendations. He suggests parents contact their family physician or visit the Centers for Disease Control and Prevention's online registry to stay informed of the recommended school admission vaccine requirements for their child. For example, children can now be vaccinated for human papillomavirus (HPV), at age 11, rather than having to wait until they are 16 years of age. What's more, some vaccines are now more easily administered. Jacobson says, "We've combined the measles-mumps-rubella vaccine with the chickenpox vaccine so a single dose will cover all four of those diseases." Medical records If your child is starting a new school or after-school

program, you may be required to supply medical records or vaccination forms. Doctor's offices should be able to supply this to you at no charge simply by calling or stopping by and filling out a request, just make sure to allow a week or more for processing. By reviewing this record you can also verify if your child is up-to-date on vaccinations and wellness visits. "It's very easy to fall behind and a simple phone call to your primary care practitioner will assure you that your children are up-to-date or whether you need to make an appointment," says Jacobson.

Children who qualify for Medicaid or the Arizona Health Care Cost Containment System are covered for vision exams and glasses up to age 21. For children who don't qualify for Medicaid and don't have vision insurance, a number of community programs offer free or lowcost vision screenings, including the Lion's Club's Kidsight program. More

information for Arizona parents is online at eyesonlearning.org. The American Optometric Association recommends children get their eyes checked starting at six months of age, then again at age 3. For schoolchildren, eye exams are recommended before first grade, then every two years after that. According to Dr. Kelly Varney, an assistant professor at the Arizona College of Optometry at Midwestern University, those checks are important, even if a child isn't showing any obvious signs of poor vision. "Kids can complain of things like headaches when they read, or they get really sleepy, and a lot of times you have no idea that the root of that could be vision," Varney said. "A lot of the issues that kids will struggle with in school don't appear to be a vision thing, because the kids won't always say, 'it's blurry when I look at something.' " Varney added that children can have a number of vision issues beyond just nearsightedness or farsightedness. She said vision exams will test for astigmatism, eye-tracking issues and eye health.

Anxiety Heading back to school is exciting and a little nervewracking. For some children, it can fuel anxiety, which parents can help get ahead of by taking proactive measures. "Some kids are more anxious than others, and transitions like going back to school can be more difficult for them," says Dr. Stephen Whiteside, psychiatrist with the Mayo Clinic Children's Center. "Talking to them and preparing them ahead of time by doing things such as visiting the schools and meeting teachers can be beneficial." Bullying One reason a child may have anxiety about heading back to school is he or she experienced bullying previously. Mayo Clinic Children's Center psychologist Dr. Bridget Biggs says bullying comes in many forms: physical, verbal, emotional, social and online. Biggs says creating a culture of respect in and out of the classroom is key to bullying prevention. Before school starts, ask your child about their concerns. Learn about what happened and discuss how to respond if it happens again in the new school year (for example, walk away or get help from a trusted adult or peer). Build up your child's selfesteem so they have confidence to handle difficult situations. Finally, reach out to teachers to build a team mentality. By taking a few proactive steps now, both parents and children can be well prepared for the start of a great new school year. Just as it’s easy for scammers to create a fake website, they can also fake the BBB Dynamic Seal. Authentic apparel will always have the correct fonts, colors and spelling, attached tags will usually have hologram stickers, and there won’t be any loose threads or other signs of poor quality. The long hiatus without football is almost over as both college and professional football teams begin to ramp-up their training for the upcoming season. In just a few short weeks, fans will be packing stadiums to watch their favorite teams and players on the gridiron. Whether you’re planning a family outing to see a game or you’ve gathered a group of your closest buddies for a rivalry showdown; buying from a safe and reliable source can make all the difference. In 2017, Better Business Bureau’s (BBB) Scam Tracker received more than 35,000 inquiries nationwide about event ticket sales. Consumers have filed nearly 200 complaints about problems with ticket brokers. The most common complaints were issues with refunds and exchanges, followed by poor customer service, as well as guarantees or warranties not being met. You may also be interested in buying some new gear to represent your favorite team. Unfortunately, scammers also target fans buying team apparel, as BBB received almost 900 counterfeit product scams last year alone. Make sure you get the most of this year’s football season with BBB’s playbook of how to purchase safely: • Be careful buying tickets. The best way to buy tickets to professional football games is through the National Football League’s (NFL) website and the official websites of NFL teams. For college football tickets, make sure you’re buying from a legitimate company or from the school’s box office

This is the first time a non-founding RIMPAC nation (Chile) will hold a component commander leadership position.

Twenty-six nations, 46 surface ships, five submarines, and more than 200 aircraft and 25,000 personnel will participate in the biennial Rim of the Pacific Exercise. This year's exercise includes forces from Australia, Brunei, Canada, Chile, Colombia, France, Germany, India, Indonesia, Israel, Japan, Malaysia, Mexico, Netherlands, New Zealand, Peru, the Republic of Korea, the Republic of the Philippines, Singapore, Sri Lanka, Thailand, Tonga, the United Kingdom, the United States and Vietnam. With this unlawful command, the County faced the threatened loss of over $1.7 billion in federal funding that it relies on each year to provide essential services and safety-net assistance to its residents. The County of Santa Clara was the first jurisdiction to seek emergency relief from the Executive Order. In November 2017, the U.S. District Court for the District of Northern California issued an injunction permanently blocking implementation of the Executive Order’s key provision. The Trump Administration appealed, and counsel from the County of Santa Clara argued the appeal before the Ninth Circuit on April 11, 2018.

construction of this complex which will provide housing for 83 formerly homeless individuals and one on-site manager in downtown San Jose. The 6-story LEEDs Gold Standard project located one block from Saint James Park on the east side of North 2nd Street, is expected to be completed in December 2019. “We are committed to extend the support our

The Villas on the Park development will offer individualized services to improve housing stability for its residents who have experienced homelessness and will include a street level parking garage, outdoor landscaped courtyard, and a roof-top deck with a resident gardening area and view of the St. James Park. People Assisting the Homeless (PATH), a state-wide agency assisting people to find permanent housing and providing case management, will help new residents transition to living in a supportive community by providing on-site

services such as resident engagement activities, orientation and needs assessment, behavioral health services, and life skills education. “We have very effective City and County administrations working with outstanding community organizations that will provide the necessary services to make this housing development a success and something we can all be proud of,” said Ky Le, Director of the Office of Supportive Housing. The Complex will have an on-site property manager, laundry facilities on each floor, space for visiting medical staff to provide health services, and a dedicated community room. Since County voters approved the Housing Bond, $111 million in funding has been approved for 10 housing developments in six cities within the county. Increased funding and support for permanent supportive housing for people experiencing chronic homelessness has led to an 18%reduction in this population from 2011 to 2017. “Villas on the Park is now under construction with the support of numerous individuals and design professionals. COLORADO ICE ENCAMPMENT ISSUES THREE DEMANDS

SACRAMENTO, Calif. — The Trump administration is restarting a part of the Affordable Care Act that it had slashed two weeks ago, much to the relief of insurers and health care advocacy groups.

CENTENNIAL, Colo. – Coloradans are joining protesters in California, Florida, Kentucky, Michigan, Oregon, Pennsylvania and Texas against actions taken by Immigration and Customs Enforcement, or ICE. Nearly a dozen tents have been set up outside ICE's Denver field office in Centennial, and demonstrators say they plan to be there for at least a week. Organizer Jeanette Vizguerra says the group has three demands. "The first demand is the urgent reunification of the children who've been separated from their families at the border,” she states. “The 26th of July was the deadline to reunify families, and the government did not comply." The group also wants ICE to stop targeting families already living in the U.S. who have not committed crimes, and are calling for just and humane treatment of people being held in detention centers. Supporters of the Trump administration's

zero-tolerance immigration policies say people who want to enter the U.S. should do so legally. Vizguerra, a Colorado resident and mother of four, spent nearly three months in sanctuary in Denver churches last year and won a stay of deportation. She says the encampment is meant for families that have not been so lucky. "We are not illegals,” she insists. “We are undocumented immigrants who crossed the border, and it's just an administrative oversight, not a crime.” Mecie Delffs, who drove from Fort Collins to support the effort, volunteers with the group Food Not Bombs, and is preparing meals for the encampment. The feds announced Tuesday that they will allow risk-adjustment payments from 2017 to go through, after blocking them in early July. The program collects money from health plans that have mostly healthy patients, and distributes it to health plans that take on older, sicker patients. Shawn Gremminger, senior director of federal relations with the nonprofit Families USA, said it is crucial to ensure access to health care for everyone. "It's critical that this was put in place and that it stays in place, because it really is the mechanism that allows health plans to provide coverage to people with preexisting conditions,” Gremminger said.

Earlier this year, a judge in New Mexico questioned the fairness of the program's formulas and asked for clarification. Now the Center for Medicare and Medicaid Services has released an interim final rule that rectifies the problems raised in that case. Gremminger said he thinks the administration may have reversed course after taking some heat from both sides of the aisle. "Even Republicans on the Hill, I think, were very worried that going into the midterms in 2018, they would be faced with consumers who couldn't afford, couldn't find, any health-care plan,” he said. “And Democrats would be able to point very specifically at this rule and say it's the Trump administration's fault." Gremminger noted that if the risk adjustments are stopped in the future, many insurance companies would likely pull out of the ACA marketplace. That would leave many counties without a single plan on the health care exchange - plans that come with subsidies to make premiums more affordable.

Many companies talk the talk when it comes to going green and do the minimum possible so as not to look bad (e.g. install recycling bins), but fewer actually walk the talk by actively investing in sustainability initiatives, let alone empower staffers to take action on behalf of the planet. But as employees start to demand more of their employers, some companies have begun to leverage corporate resources to help their people cut carbon footprints—both at home and at work—in various ways. To wit, WeWork, a startup that runs some 200 “co-working” shared workspace facilities around the world with 200,000 customers, announced recently that it would no longer allow any of its own 6,000 employees to get reimbursed for meat meals (red meat, poultry and pork) on their expense reports—and will no longer serve any meat at company events. “As a company, WeWork can save an estimated 16.7 billion gallons of water, 445.1 million pounds of CO2 emissions and over 15 million animals by 2023 by eliminating meat at our events,” says WeWork co-founder Miguel McKelvey. Another way companies can cut their employees’ collective carbon footprint is by encouraging them to live close enough to work so they can walk or bike. Facebook reportedly compensates employees who buy or rent a home within 10 miles of its Menlo Park, California campus up to $15,000 to discourage long fossil-fuel-spewing commutes. Energy bar manufacturer Clif Bar offers employees $500 toward the purchase of a “commuter bike” as an eco-friendly alternative to driving to work. Baltimore’s Live Near Your Work program matches employer grants to help employees purchase homes close enough to their jobs so they can walk or bike to work. And Make Collective, an advertising agency in Christchurch, New Zealand, recently started paying its employees who use their bikes to

commute a $5/day bonus. And for workers who keep up the bicycle commuting for more than six months, the benefit doubles to $10/ day, paid out at the end of the year as a bonus. Helping employees go green on the home front is another way some companies are stepping up in terms of promoting sustainability. Bank of America offers employees $500 off the installation of solar panels on their home rooftops, as well as a $3,000 reimbursement incentive for those staffers who buy a hybrid, compressed natural gas or “highway-capable” electric vehicle. Reinsurance giant Swiss Re’s COyou2 initiative grants employees up to half of the costs associated with shrinking their personal carbon footprints. The company makes upwards of 2,000 employee grants a year accordingly to help staffers replace aging appliances with newer energy-efficient models, beef up the insulation in their homes and switch over to hybrid and electric cars. Likewise, staffers at the Vermont Energy Investment Corporation (VEIC) can access company funds to help defray costs associated with the purchase of energy-efficient appliances, hybrid or electric cars, home energy assessments, CSA (Community Supported Agriculture) memberships, composting supplies or anything else that will serve to cut their own household environmental impacts. Suzanne Potter California News Service SACRAMENTO, Calif. - A new bill in the U.S. House would add to the Golden State's protected wilderness and promote tourism. It also would authorize thinning forests to help prevent large forest fires. The Northwest California Wilderness, Recreation, and Working Forests Act, introduced by Rep. Jared Huffman, would establish a 729,000-acre South Fork Trinity, Mad River Special Restoration Area, where crews would thin individual trees to reduce fuel for wildfires. Ryan Henson, policy director of the California Wilderness Coalition, or CalWild, says the bill would also create a commission working to restore sites scarred by illegal cannabis grows. "They just take the processed marijuana and their weapons and they leave all their garbage, even all their tools, and they've often ditched creeks and diverted creeks," he states. "And there's literally thousands of sites on our public land in northwest California alone." The bill also would add wilderness protection to 313,000 acres of federal public land in Del Norte, Humboldt, Mendocino and Trinity counties. It would encourage creation of new trails to improve public access, build two new visitor centers, and designate 379 miles of wild and scenic rivers at

headwaters that support fishing. Opponents argue the government should be freeing up more public land for commercial purposes. But Gregg Foster, executive director of the Redwood Regions Economic Development Commission, supports the bill. He says it would be good for the growing tourism economy. "We'll actually see improvements in trails and designations so that the public can get access to these wilderness areas, which are really unique," he states. "And so for our tourism industry, that's something that we can really market going forward." Kendall Smith, a former Mendocino County supervisor, says the bill takes a balanced approach to land management, and calls it a win-win. "By bringing together all of the various constituencies in the district, the pristine places will be able to be maintained, and it'll help pull together problem solving on the ground in the various communities where these public lands are," she points out. The bill also would establish the Horse Mountain Special Management Area in a popular spot for snow play, hiking and mountain biking. And it would direct a study for a possible new Bigfoot National Recreation Trail to highlight the ancient forests in and around Trinity County.

My parents had just had my older brother and were on the market to buy a truck—one that could get them around but also help my father with his side job of property maintenance. An elderly couple who was selling a silver and black 1980 Chevy Cheyenne instantly fell in love with my parents and their baby boy, promising my parents the truck and giving them time to allow them to gather up a bit more money, even refusing other sellers. Although my parents both owned an Impala and a Malibu back in their “single days”, this was the first automobile that they bought as a family. This truck is fondly remembered as the “Raider Truck”, in honor of the Oakland Raiders’ color scheme. It took us on many trips around California, it allowed my father to teach his son about hard work and respect, and it allowed my sister and I to create countless imaginary adventures in the truck bed with our Barbie dolls. This truck was awesome. With the opportunity to test the new 2019 Chevy Equinox on a drive through the Rocky Mountains in Colorado to the beautiful town of Glenwood Springs, I knew that this could not and would not be an opportunity to pass. I called my best friend of 22 years to join me on a #girlstrip and we were off! Upon our arrival to Denver, we were briefed on the features of the car. I could easily open the trunk with a double click on the remote to place our luggage in the spacious trunk and close it with a simple touch of button on the trunk door. Had we stayed longer than the two days planned, I could have easily pulled on the latches on the side of the compact SUV to kneel the seats flat, creating a flat loading space of 63.6 cubic feet. This would have been large enough to move me out of my college

apartment. I then just placed the remote in the middle console (which has been redesigned to create storage space in between and all power controls placed back on the doors) and started the car with the touch of button. No keys! For a person like myself, who always seems to mix up the keys, get stuck with too many items in my hand, and drop everything while trying to multitask- this made everything seamless! The touch screen in the front of the dashboard is simple to use. The new software also allows for more seamless connections with both iPhones and Androids (my best friend has an iPhone and I an Android), turning your dash into apps that are more familiar to what you see on the screen of your cellular device. We inputted the first stop, The Hangar, located in the Stanley Marketplace about 20 minutes away from the airport. The car came equipped with a SiriusXM radio, but we opted for using the Bluetooth features to stream some of our own music with Pandora, utilizing the Wi-Fi feature to save us some cellular data. After spending some time in the Stanley Marketplace, which is filled with breweries, eats, treats and some shopping, we began our three-hour journey to Glenwood Springs, located in the Rocky Mountains at an elevation of 5,761 feet. The 1.5L turbo engine is seamless, giving power without giving one a jolt. In combination with the fact that this version of the Equinox is 400 pounds lighter than its predecessor, I did not have to worry about my friend spilling her water while I ascended through the mountains. Chevy has also implemented some great safety features including: Side Blind Zone Alert to warn drivers of vehicles in blind spots, Lane Keep Assist to keep you from drifting, and Forward Collision Alert to make the car auto stop for the close calls during sudden traffic stops. The alerts are also coordinated with a Safety Alert

Seat, which vibrates to catch your attention. Not only was the drive comfortable, it also made us feel safe and secure, so we could appreciate the natural beauty of the drive through the Rockies. For those who doubt navigation programs that come with vehicles and prefer to use apps such as Google Maps or Waze (like me), I will say that the Chevy Equinox put me in my place. Like California, Colorado has been suffering from wildfires that have been threatening homes and national forests in addition to closing down roadways. On our drive, the navigation system kept telling us to turn around but because Waze did not mention this, we decided to ignore the directions from the car. Turns out, another wildfire had broken out closing down the freeway for a section, which our cell phone apps did not update but the Equinox had. I was impressed with how fast the update of our route was on the car and decided that next time, I’ll listen to the SUV. We arrived to Glenwood Springs, checked in our hotel and got ready for dinner at The Pullman, an American eatery wherein the Pierogies were the highlight for my friend and I. Beforehand we needed to parallel park our vehicle in a tight space, but this was no challenge. In addition to the rear facing and front facing cameras, the Equinox is also equipped with an aerial view of the car to show exactly what position I was in while parking so the embarrassment of pulling in and out repeatedly was avoided with the help of these features. Filled with excitement from the Equinox’s

great parking skills, we walked out of the car, but upon closing the side door, the SUV reminded me with two quick beeps that the remote was left inside. I will admit this happened repeatedly throughout the trip, so for those who always forget your keys in the car, Chevy has your back! The next day, we decided to explore along the Colorado River, renting bikes and following the Canyon Trail (which leads through the Glenwood Canyon along the Colorado River) and River Trail (which stays close to the Colorado River and Roaring Fork River). The weather was well into the 90s, so upon our return the Equinox, we were grateful for the cooling seat feature and fast working air conditioning system. We later ventured to Casey Brewing and Blending, where we tasted beers that had been aged in oak barrels, and ended the trip spending some time relaxing at Iron Mountain Hot Springs, soaking in the naturally heated pools while taking in the surrounding scenery. Chevy has yet again, created another everlasting memory and in our case, #girlstrip was a success. Its comfort and strength make it easier to enjoy the scenery and quality time with loved ones. It is well made vehicles like this and our “Raider Truck” that continue to make my family a “Chevy familia” - and I cannot wait to see what more Chevy can bring in future years. CAN TWITTER BE FIXED?

Twitter account should be as frictionless as possible. In theory this would make it easier for the service to grow. I disagree. Low-friction onboarding of practically unverified users, millions of bots and tens of millions of fake followers do nothing to improve the quality of the service. What is the value of a tweet or a retweet that is predominantly seen by bots and fake accounts? Or, worse, not seen at all because of the law of large numbers or user apathy? Another definition for being frictionless is “ease of use.” Twitter is not easy for a non-Twitter user to learn to use, or even understand. As many others have clearly stated, Twitter has a significant product problem. Management can no longer talk about it (that’s a job for armchair quarterbacks and pundits). It’s time to fix it. Twitter had a bad week. Its share price took a huge hit and investors are running for the hills. This should surprise no one. Twitter’s problems are easy to articulate and incredibly hard to fix (or they would have been fixed already).

If Twitter did not exist, someone would have to invent it. It is open, amazing and awe inspiring in every way. But my love for the bright side of Twitter is matched by my loathing and disdain for its dark side. At its worst, Twitter is an instrument of terror, a powerful tool for bullies and a breeding ground for misunderstanding – by definition, every tweet is out of context.

Thinking about how much of Twitter’s value evaporated this past week, I wanted to write something insightful and thought-provoking. But then I read my article Twitter Is In Real Trouble from February 2016 and realized Twitter’s management has been sitting on their hands since June 2015, when Chris Sacca got in Jack Dorsey’s face. So, rather than trying to reframe the issue, here is my take (from 2016) on the specific questions Twitter’s management still needs to answer. February 13, 2016 — All successful social media businesses have one thing in common: they are constantly growing their user bases. Sadly, Twitter reported 320 million users in the December quarter, flat with the previous quarter and up 9% YoY, missing analysts’ expectations by 5 million users. And to make matters worse, the service lost over 2 million active users during the period. In a world that is becoming more and more connected every day, Twitter has done the unthinkable: it has shrunk. Twitter Is Important Before we get into what’s right and what’s wrong with Twitter, I want to make it clear that I believe that Twitter is very, very important. At its best, it amplifies voices that would otherwise be silent and it empowers everyone with a connected

That said, there are far more good uses for Twitter than bad, and even though it’s in deep trouble, Twitter is worth fighting for! Twitter’s Product Woes In June 2015, when Chris Sacca was taking Twitter out to the woodshed, I wrote an article entitled “Twitter: Maybe TV Advertising Doesn’t Work,” which explored the idea that Twitter gets more free TV advertising than almost any other product or service and therefore there are two possibilities: (1) TV advertising does not work. (2) People don’t like the product. Then and now, I’ll go with number 2.

Twitter does not seem to know what it is; therefore, consumers don’t know either. What is Twitter’s CVP? Is Twitter a newsfeed? If so, is it the best newsfeed in the world? Because if it’s not, it should not be in the newsfeed business. Is Twitter a one-to-one communications platform (messaging)? One-to-many (broadcast)? Many-to-one (email)? Many-to-many (viral)? Can it be the best tool for all of these methodologies? If not, what is Twitter best in the world at? What would compel the average consumer to tweet their message and forsake every other communications platform? When Twitter answers that question, it will be way down the road toward renewed user growth. Marketers and Broadcasters Love Twitter

While I don’t consider myself an “idiot,” there is not much I can (or would want to) do about being called out on a social media network. And it’s true: there are hundreds of millions of people on Twitter every day. The problem is, there should be many hundreds of millions more.

Practically every show, newsreader, star, commentator, guest, athlete, advertised product, and even a few celebrity pets have Twitter accounts. It is almost impossible to watch television without being directly told to tweet about what you are watching. I’ve seen estimates from various media clipping services that put the value of Twitter’s domestic free advertising in a range between $1.5 and $2.5 billion per year. I don’t have a way to verify these estimates, but if you are watching local television news broadcasts, talk shows, morning shows, reality shows, pretty much every unscripted show on TV, try to ignore the beg-o-tweet messaging on the lower third of the screen. In most cases, you will also be directly asked to tweet, or a voice over the graphic will instruct you to do so. Should Twitter charge commercial accounts to use the service? Would that reduce the amount of pure marketing shrouded as altruism and benefit consumer users?

concept of “Freedom of Speech” does not apply. Twitter is free to limit or moderate or otherwise govern every word on its service. It is a slippery slope, and I would not like to be responsible for what can and cannot be tweeted, but – like child pornography or identifiable hate speech – some things just don’t belong on a massmarketed, for profit, consumer service owned by public shareholders. I will leave it to you to decide what those things are, but as an experiment, type in the most violent, hateful, distasteful hashtag you can think of (in any language, use Google translate to get it close) and you will be stopped in your tracks. (Here’s a vivid example.) Twitter is free and open in the extreme. Some think it should be, others do not. Twitter’s management must decide what is and is not acceptable – or, to put it another way, conducive to growing a mass consumer business. Consumer Permission What does Twitter have its consumers’ permission to evolve into? This is perhaps the most important question regarding Twitter’s future. Does Twitter have the right to be a small broadcasting platform for short messages, pics and videos? At its current size (adjusting for all the bots and fake accounts) Twitter is still about the size of an average global television network. Does it have consumer permission to charge differently for its services, or change the mix of free and paid services? Does it have consumer permission to allow tweets of unlimited length? Mass consumers dispassionately vote with their checkbooks, so to avoid existential issues, it’s always a good idea to understand whether or not you have consumer permission to do anything. I’m Hopeful Like so many of you, I love Twitter and use it every day. It is an important community building tool, and when used skillfully, it can be your most important emergent newsfeed. That said, normal people (who just want their technology to work) have demonstrated by their absence that Twitter is at a fork in the road. One path requires big, bold changes. Maybe getting smaller to eventually get bigger. Using consumer data to evolve the product and emerge stronger than ever. The other path is easier: Stay the course and turn into Yahoo! in five years. Without a strong CVP and true identity, Twitter may end up as a feature in someone else’s tech stack, which would be unfortunate. With some hard choices and real changes, Twitter can evolve into “the” voice of the people. The job it was destined to fill. Author’s note: This is not a sponsored post.
