FEDERAL COURT ISSUES WHICH IMPACT US ALL
Hilbert Morales EL OBSERVADOR Many ordinary citizens do not pay much attention to the U.S. Federal Court system, which is the judicial arm of governance authorized and established by the U.S. Constitution. The U.S. Supreme Court is the highest court of these United States of America with nine justices dealing with those cases selected for adjudication. The three (3) federal court levels are: 1) U.S. District Courts; 2) U.S. Court of Appeals; and 3) U.S. Supreme Court. Do google 'U.S. Federal Court System' to learn about these 3 levels, their structure and their organization. During President Obama's last year (2016) of his second term, to fill a vacant position, a U.S. Supreme Court nominee was sent to the U.S. Senate which has advise, consent and endorse responsibility. However, Republican Senate Majority leader (Mitch McConnell) effectively delayed consideration by the U.S. Senate; and after President Trump (a faux Republican) was installed (January 2017), Judge Neil Gorsuch was 'endorsed' by the U.S. Senate and seated as an “Associate Justice of the Supreme Court'. The former President's nominee was never considered as an outcome of the delaying tactics which may have become 'new' U.S. Senate rules for these 'lifetime appointments'. Recently (June 2018), Supreme Court Justice Anthony Kennedy decided to retire after 30 years of public service. This gave President Trump the opportunity to nominate Judge Brett Kavanaugh. The same U.S. Senate Majority Leader proclaimed this nominee would be considered by the U.S. Senate 'as soon as possible'.
Senator Chuck Schumer (Dem-N.Y.), as Minority Leader, indicated that the advising and consenting by Democratic Senators would be deferred until after the November 6, 2018 Midterm election in keeping with the new 'McConnell procedural standard. Meanwhile, Democratic Party hoped to have 'flipped' the U.S. Senate from Red to Blue (i.e., the majority may become Democratic after the midterm election of November 6, 2018). This is the tactic of the Democratic National Committee to establish some sort of 'check & balance' influence upon the ultra-conservative Senators and President Trump. What is the real issue? Simple: Should the U.S. Supreme Court have a majority of very conservative justices or progressive liberal justices? Many important cases are resolved (and adopted as the law of the land) by a 5-4 vote. A majority of very conservative justices would favor implementation of very conservative ideologies and practices in the future. Perhaps, certain cases such as 'Brown vs. Board of Education (segregation)' and 'Roe vs Wade (abortion)' would be reconsidered resulting in former liberal progressive decisions being set aside. In addition, there are several judicial issues which the current Trump Presidency has high-lighted as never being adjudicated heretofore. Has President Trump been elected to office 'fair & square' or did alleged collusion with a foreign power (Russia's Putin) assist Trump during the 2016 Presidential campaign? There are several legal issues resulting from Trump's actions which will be affected by having the U.S. Supreme Court justice have a majority of conservative ideologues. MSNBC moderator Rachel Maddow said (Friday, 07.20.2018): “(Trump's nominee) Judge Brett Kavanaugh supports strong
executive powers; hostility to administrative agencies; supports gun rights (2nd Amendment); and religious freedoms.” All these are conventional items, however, “Kavanaugh has one stance that sets him apart. It could not be more timely: His deep skepticism of the wisdom of forcing a sitting President to answer questions in criminal cases.” Maddow continues: “It is not at all far-fetched to think that questions of whether the President must respond to a subpoena could come before the U.S. Supreme Court shortly after the (Kavanaugh) confirmation process,” said Walter Dellinger, who served as Solicitor General for the Clinton Administration. “I do not know of any justice who has staked out as strong a position on presidential immunity even from questioning as Judge Kavanaugh.” THIS TRUMP SUPREME COURT CANDIDATE BELIEVES A PRESIDENT SHOULD NOT BE PROSECUTED WHILE IN OFFICE. Does this result in having a President who is immune to the existing laws of the land? Does this grant the President the status of 'being above the law of the land? Judge Kavanaugh has written: “We should not burden a sitting president with civil suits, criminal investigations, or criminal prosecutors. I believe that the President should be exempt from the burdens of ordinary citizens while in office. It would be appropriate for Congress to enact a statute (law) providing that any personal civil suit against the President be deferred while the President is in office.” “Congress should do the same, moreover, with respect to criminal investigation and prosecution of the President.” Kavanaugh continues: “Congress might consider a law exempting a President while in office from criminal pros-
ecution and investigation including from questioning by a criminal prosecutor or defense counsel. Even the lesser burden of criminal investigation including preparing for questioning by criminal investigators are time consuming and distracting. Like civil suits, criminal investigations take the President's focus from his or her responsibilities to the people. The indictment and trial of a sitting President, moreover, would cripple the Federal Government. Such an outcome would ill serve the Public Interest.” What all the above boils down to is “MAKING THE PRESIDENT OF THE UNITED STATES OF AMERICA TOTALLY ABOVE THE LAWS OF THIS LAND. INCREDIBLE! If Judge Kavanaugh is approved by the current Republican Senate Majority, then President Donald J. Trump will be able to introduce a fascist form of democratic governance. Trump would also not have to deal with current issues such as 'alleged obstruction of justice (dismissal of FBI Chief ); alleged treasonous actions (accepting Russian {Putin} assistance during 2016 presidential campaign; dealing with that Playgirl affair (in addition to that Stormy Daniels liaison) which deprived the American voter of that information just before 2016 elections; The Michael Cohen case; abuse of the emoluments clause in U.S. Constitution... and more. Currently the Trump Administration is filling all vacancies in the Federal Court system at all three levels. Some 40 conservative justices are being installed to vacancies not filled by the Obama Administration (the Clinton Administration also did not fill all U.S. Federal Court vacancies with justices vetted for their 'liberal ideologies').
The Democratic Party strategy to defer approval until after the Tuesday, November 6 Midterm election is the best hope to 'get the right thing done'. I encourage all registered voters to plan to vote on Tuesday, November 6, 2018... especially that silent majority who must express their values with their votes if a progressive judicial system is to be established. WHY? Two reasons: People of color make up 65% of all prison inmates; and Dark Money sources have delivered sufficient 'campaign contributions' to thwart the U.S. Congressional legislative process. In addition, the 32 Republican governors and state assemblies (i.e., the RED states) are all busy finding ways to hinder ordinary citizens who vote using gerrymandering and 'voter hinderance strategies; and the Establishments of both the Democratic and Republican Parties are into sustaining the status quo. Essential legislation is not being enacted (e.g., immigration reform; the IRS tax reform did more for corporate individuals and the top 0.1% than for 'We, The People” who work for less than a living wage). What will it take to get massive numbers of 'Silent Majority' to GOTV (get out to vote)? It's the best way to 'change things now’. Coaching to change adult behavior: What can home visiting and early care and education learn from each other? Photo Credit: Pixabay
Visit Rating Scales (HOVRS) to capture aspects of home visit quality, including responsiveness to parents, collaboration with the family, and facilitation of parent-child interaction. This research has found relationships between home visit quality and positive parent and child outcomes. ECE coaching research should explore whether this measure or others like it designed to capture quality could strengthen coaching. Coaches must build motivation, in addition to knowledge; some techniques used in home visiting may help ECE.
Kelly Maxwell & Lauren Supplee Child Trends Coaching is a strategy used in some early childhood programs to help an adult develop skills and improve the quality of their interactions with children. Coaching to support adult behavior change occurs in both home visiting (HV) and early care and education (ECE). Home visitors sometimes coach parents, and ECE technical assistance specialists coach providers. Research in both fields is emerging, and the fields can learn from each other given the similarities in their use of coaching to change adult behaviors with children. As we wrote in the first blog in this series (available at childtrends. o r g /s h a r i n g - r e s e a r c h - i n n o v a t i o n across-home-visiting-early-careeducation-can-better-serve-families), research and practice in the HV and ECE fields are often separate (e.g., many researchers work in one rather than both areas), and HV and ECE are often housed in separate state agencies. Although the execution of coaching may look different in HV and ECE, many similarities also exist. For example, staff in both fields work to establish good client relationships, set goals, and sometimes model new behaviors or practices. By conducting and reviewing siloed research on coaching, we miss opportunities to more effectively support important adult behavior change. The following areas are ripe for cross-field collaboration. Building the evidence base across both fields to identify and test key components of coaching may improve efficiency and effectiveness. Although
ECE
research
has
explored promising features of coaching, it has more often examined the overall effectiveness of coaching, rather than the importance of one or more components. HV research also focuses on the effectiveness of overall models (e.g., Parents as Teachers, Nurse Family Partnership) or some model enhancements (e.g., Moving Beyond Depression). Both fields must identify key components of coaching that drive changes in adults’ interactions with children. What essential components of coaching models make them effective? Where can there be flexibility? Examining research from both fields may help identify coaching components that are key to changing adult behavior.
Sharing knowledge is necessary— but often not sufficient—to changing behavior; motivation matters just as much. Home visitors sometimes struggle to engage families in home visits and sometimes report lacking the skills needed to keep families engaged. Many HV programs now use Motivational Interviewing to engage families, connect them with supports, and change behavior. ECE coaching would likely benefit from similar evidence-based techniques to improve provider engagement and readiness to change. The coaching provided for Virginia Preschool InitiativePlus is one example of an ECE coaching effort that includes Motivational Interviewing.
JULY 27 - AUGUST 2, 2018 Remote technologies may help coaching reach more individuals and be more cost-effective, but research is needed to ensure that remote coaching still achieves desired outcomes. Research on this topic in ECE might inform HV’s use of technology. Can remote coaching be effective? How can technology best be utilized to support successful coaching? Some ECE coaching models have been conducted remotely, and some studies have examined the effectiveness of web-based coaching and related resources in ECE. HV happens primarily in-person, although there is growing interest in “telehealth” to reach families, particularly in remote areas. The HV field can benefit from lessons learned in ECE when determining how technology can best support changes in parents’ behaviors. Researchers and practitioners in both ECE and HV are building their knowledge about how coaching can support young children and families. Studying one field without looking to the literature in the other creates unnecessary gaps and inefficiencies. Researchers, practitioners, and families will benefit if cross-field evidence and lessons learned can be applied to improve overall coaching practices.
We can improve coaching effectiveness by drawing on research from both fields about how the characteristics of the individual contribute to the success of coaching. While both ECE and HV literature note the importance of provider or parent characteristics (e.g., mental health, engagement) to the success of coaching, HV research also has explored characteristics of home visitors (e.g., alignment with families on goals) that might be improved through training. Both fields would benefit from a better understanding of how the characteristics of individuals in the coaching relationship affect the likelihood of changing adult behaviors to benefit young children. Both the quality and components of coaching are critical factors in achieving positive parent and child outcomes. HV has developed ways to measure quality coaching (i.e., home visitor and parent interaction) that could be useful for ECE. Some HV research uses the Home

MAKE YOUR SUMMER VACATION A BREEZE WITH THESE BBB TIPS Evan Arnold-Gordon Golden Gate Better Business Bureau
otherwise potential thieves will know your house is empty. Make sure to lock up any valuables in a safe when you’re not in your hotel room. Keep important items, like your passport and wallet, close to your body while out and about, and watch out for pickpockets.
Summer is here which means you’re probably counting down the days until you’re out of the office on your well-deserved vacation. Not only is it a time for rest and relaxation, but it’s also a chance to enjoy the fruits of your labor with your friends and family. The problem is, scammers know people are always looking for the best deals and rates for their summer vacation. In 2017, travel and vacation scams ranked as the eighth riskiest scam according to our BBB Scam Tracker with consumers losing an average of $1,100. Over 2,500 complaints were filed to BBB concerning travel and vacation scams, which is why knowing what to look for can help prevent you from getting caught in this pervasive scam. Follow these BBB tips to help make sure you have a memorable summer and not one to forget: • Avoid scams. If you receive an unsolicited email or call claiming you’ve won a free trip, it could be a scam. You’ll never have to pay to receive a free prize. Avoid click-bait ads for cheap vacations. These may lead you to fraudulent websites that will try to steal your personal or financial information. It’s also important to watch out for fake rentals when trying to find a place to stay. Phony landlords collect an advance deposit and avoid contact with renters, who may be left with nothing but a fake reservation or a rental. Only deal with rental companies you can trust – look them up on bbb.org first. Learn more at bbb.org/travelscam and bbb.org/rentalscam.

The leading causes of complaints were service and billing issues. Make sure to get car rental estimates from a few different companies, and do your homework. Look up car rental companies on bbb.org to see their rating, complaint history and reviews from past customers. Decide whether you need to buy additional insurance, and ask if there are any extra fees. You can find a BBB guide for renting a car at go.bbb.org/rentalcar. • Think about a travel agent. In 2017, consumers nationwide filed around 5,000 complaints against travel agents and bureaus with BBB. According

• Cross your T’s and dot your I’s. Be careful and pay attention to details when you make any purchase or sign any contract – before or during your trip. Read the fine print, ask about additional fees and get everything in writing. Before leaving, verify all of your reservations for lodging and activities by calling the hotel or company directly. Print out any confirmation emails and pages and take them with you in case you run in to any issues and don’t have Internet access. Always pay with a credit card, as they offer more protection than debit and prepaid cards, and let your bank know that you’re traveling beforehand.
• Evitar estafas.
to BBB’s Scam Tracker, the most common travel and vacation locations last year were Orlando, Disney, Cancun, and the Bahamas. Take the time to investigate every detail. It’s easy to put up a professional-looking website these days, but it’s much more difficult to register a domain. If you look close enough, you’ll find the red flags. Common complaints about travel agents involved difficulties getting refunds, poor customer service and confusing contracts. Look up businesses at bbb. org before making any decisions. • Safety first. Be careful connecting to public Wi-Fi, and never enter personal or financial information while using it. It’s also best to wait to post vacation pictures on social media until you return home, automóviles y leasing con BBB.
• Don’t automatically buy travel insurance. In case something goes wrong, travel insurance may be helpful. It’s designed to reimburse you if you have to cancel your trip. However, there are many different types of plans that cover different things. Ask a lot of questions, read the fine print, and do your research on bbb.org. According to Consumer Reports, a BBB Accredited Charity, “there has been a 20 percent increase in travel insurance policies purchased for vacations for this fall, compared to one year ago.” If you encounter a scam during the course of your vacation, make sure to report it to BBB Scam Tracker to help warn others. You can reach your BBB at info@bbbemail.org or (510) 844-2000, or by visiting bbb.org.
Combating Cancer In Young Women Online the country. African-American women are more likely to be diagnosed with breast cancer younger, and more likely to get a type of breast cancer that grows quickly and is hard to treat. Louisiana—especially the southern part of the state—has a large African-American population. Dr. Donna Williams, director of the Louisiana Cancer Prevention and Control Programs (LCP), says she was surprised to see the number of women under 50 in the area with breast cancer.
NAPS
Women from the ages of 18 to 50 are the most active group of adult Internet and social media users. And even though women in this age group are less likely to get breast cancer than older women, it does happen. Now, three southern states are making sure these women have reliable online resources. Tailored to the Territory The program could be lifesaving throughout
Many of these cancers were found through a program started by LCP and local partners. The program sponsors two mobile vans carrying equipment to give mammograms, the recommended screening test for breast cancer. Still, diagnosis is just the beginning of the breast cancer journey. Raising Awareness LCP searched for breast cancer resources for young women on the Gulf Coast but found only a handful. Practically none of them talked about fertility, early menopause or discussing cancer with kids—problems most older women with breast cancer don’t face. So, with a grant from the Centers for Disease Control and Prevention (CDC), LCP started
a series of workshops just for younger women with breast cancer. It held meetings all over southern Louisiana and set up a Facebook account.
JULY 27 - AUGUST 2, 2018 and facts. Individual states can add regional information such as meeting dates and support group contacts separately.
LCP called the project “SurviveDAT” after the rallying cry of New Orleans Saints football fans: “WHO DAT!”
All the websites share resources such as expert advice, survivor videos and frequently asked questions. Many conferences and other live events are also recorded or streamed live online.
Going Regional, Going Viral
Looking to the Future
When LCP applied for another CDC grant for the successful program, it had a big choice: keep SurviveDAT live or go totally online. While the in-person workshops drew only about 20 people at a time, the Facebook page had gained more than 2,000 followers statewide. The decision was easy from there: It was time to go virtual.
Dr. Williams and her partners want the project to keep growing. Already, cancer control programs in Arkansas and Florida have expressed interest.
All of Louisiana could be reached with the planned website. But why stop there? LCP also got in touch with cancer control programs in other states. Right away, Mississippi and Alabama signed on, creating SurviveMISS and SurviveAL. The goal of the “Gulf States Network” was to reach 7,000 users online in the first year. It took only 90 days to exceed that. Information Machine A single small team manages the websites. Each site has the same look and basic structure
And there are more issues to discuss. Women often have concerns about fertility, a good reason to talk to a doctor before beginning cancer treatment. Many are interested in genetic counseling, or speaking with a professional before genetic testing about possible test results and what they could mean. Learn More CDC has a nationwide campaign about breast cancer in young women called Bring Your Brave. To find out about your risk and steps you can take, visit www.cdc.gov/BringYourBrave. Several online programs offer young women vital information about dealing with breast cancer.

INDIVIDUAL HEALTH-INSURANCE RATES TO RISE 8.7% IN 2019 have paid much less had the Trump administration left the Affordable Care Act alone.
what point in time do I pull the plug on my business if I can't afford my insurance?'"
"This rate increase is about double what it should have been and could have been, but for federal policies," says Lee, "in particular the removal of the penalty for not having insurance coverage."
Anthony Wright, with the nonprofit Health Access, advises people to stay covered rather than risk financial ruin, take advantage of the subsidies if you're eligible, and shop around. "It's shocking that California Congress members have been part of lawsuits and have cheered on efforts to destabilize the insurance market," says Wright, "directly causing higher premium spikes for their own constituents." Wright adds he supports two bills in the state Legislature, Senate Bills 910 and 1375. They'd limit substandard policies that may become common now that the feds are allowing so-called "skinny" insurance plans that are cheaper but have much less coverage.

"CIVIL RIGHTS ADVOCATES URGE PUBLIC TO Green, of the National Urban League, a decadeslong partner with the U.S. Census. COMMENT ON 2020 CENSUS" "From severe underfunding to de-scaled and terminated critical research to the stillvacant two top leadership positions at the Census Bureau and now the political foisting of an untested, unjust and unconstitutional citizenship question on the backs of already vulnerable, historically undercounted populations ... the trickle down impact of an inaccurate 2020 census would be severe to the black population, whose inner city and rural communities risk losing the most in terms of federal funding, political representation and equal rights under the law." "Getting the census right is critical for Asian Americans," said John C. Yang, president and executive director of Asian Americans Advancing Justice. "Inclusion of this untested question will lead to an inaccurate and unfair count of the American population and would be a derogation of the Constitution. "We know the real motivation behind this decision," said Yang, who also cited Kobach’s role. "We want to make clear that our community's concerns will be heard, that our community will not be made invisible."

Civil rights leaders joined census policy experts July 17 in an urgent plea, particularly to communities of color, for a show of public activism and force to derail a fast-moving Trump administration effort to officially ignore them. The fight begins by taking full advantage of a narrow window of opportunity in which to speak out against it. That window closes on Aug. 7, the deadline for public comment on the administration’s lastminute plan to, as part of the 2020 census, ask every single person in the United States if they’re legal citizens. The plan is being sold as an effort to ensure voting accuracy, but is widely seen as obvious discrimination against communities of color and the poor by discouraging their participation in the census. Census data drives the allocation of political representation, business' investment and funding decisions for transportation and hundreds of other government and private programs. By adding the citizenship question to the 2020 census, along with cutting its funding and changing how the counting will be done, the government is on course to ensure that millions of people in the United States will not be counted. "The 2020 census is one of the most urgent civil rights issues facing the country," said Vanita Gupta, president and CEO of the Leadership Conference Education Fund. "And right now, every person in America has the opportunity to help ensure the count is fair and accurate for all communities.” Gupta, along with other representatives of Asian American, Latino, African American communities and census veteran Terri Ann Lowenthal, emphasized the importance of
reaching out the Census Bureau either through the website censuscounts.org or by writing, and to do so by 11:59 p.m. on Aug. 7 at the very latest. "There will be no extensions for submitting public comments," Lowenthal warned. “Historically, public comments, comments from stakeholders, has been influential,” she said. Lowenthal is policy advisor to the Leadership Conference Education Fund and former staff director for the House Census and Population Subcommittee. "We need the American people's help more than ever," said Arturo Vargas, of the National Association of Latino Elected and Appointed Officials. "Census Bureau and NALEO research shows that the citizenship question in the 2020 census will significantly depress response rates. This will lead to an inaccurate and unfair count.” The Census has been conducted every 10 years since 1790. It's mandated in the U.S. Constitution. Typically, changes in its questionnaire and collection method are carefully planned and field-tested for years before they're implemented. Not so during the Trump administration and the GOP-led Congress of recent years. Gupta credited the idea of asking people about their citizenship to the hard-line anti-immigrant positions of disgraced Trump advisor Steve Bannon and Kansas Secretary of State and gubernatorial candidate Kris Kobach. Kobach has made a name for himself purging tens of thousands of mostly non-white voters from registration rolls with his Interstate Voter Registration Crosscheck program -- not to be confused with ICE's Operation Cross Check arrest sweeps -- which targets people whose names can be confused with those of other voters, such as people named Lee, Jackson or Garcia, for instance. In more than 99 percent of those cases, the alleged fraud by the disenfranchised voters was unfounded. “We have never witnessed a more systematic and
“The American public must hold its government accountable,” Vargas said. “History is watching.” There are currently seven federal lawsuits filed by an array of cities, counties, states, challenging plans for census 2020, particularly over the citizenship question, Yang noted.

JULY 27 - AUGUST 2, 2018 But there will be other battles to come. Green also described “prison-based gerrymandering” whereby incarcerated people will be counted as residents of where they’re locked up, rather than of their communities, and the per-capita benefits will therefore accrue to the region of the jail or prison. There are also plans to rely more than ever on online responses for data collection, and away from mailed questionnaires with follow-up by census staff for non-respondents, thus creating a “digital divide” whereby those for whom computer access is more difficult are more likely to be left out. One strategy to help overcome that, Green said, is strengthening partnerships with libraries and librarians, “the most trusted institutions in grass-roots neighborhoods.” But in the short term, the emphasis is on convincing the Census Bureau and its Commerce Department overseer of the importance of dropping plans to query people on their or their co-habitants’ citizenship status. Censuscounts.org is sponsored by the Asian Americans Advancing Justice, NALEO and the Leadership Conference Education Fund. The census’ own web site claims to welcome comments, but the most recent news article posted there is from early March, before the citizenship question was proposed, and despite touting its presence on Twitter, Facebook, Youtube and “other social media channels” there is no easily accessible channel for discussion of any census processes or decision.

COUNTY OF SANTA CLARA INTERVENES IN CENSUS-RELATED Lawsuit In Order to Protect Principle that Undocumented Residents Are “Persons” Under the Constitution
SCC SANTA CLARA COUNTY, CALIF. – Last week the County of Santa Clara sought permission to intervene in a federal lawsuit to defend the U.S. Census Bureau’s longstanding practice of counting all people, regardless of immigration status, in the United States Census. The lawsuit filed by the State of Alabama takes the shocking position that undocumented community members are not “persons” under certain constitutional provisions and should not be counted in the 2020 decennial Census. The County’s motion to intervene, joined by the City of San José and other local governments, is designed to protect basic constitutional principles of equity and representative government, as well as the roughly $500 million in census-based funding that the County receives annually to serve all its residents. “People are people, regardless of their immigration status,” said County of Santa Clara Board of Supervisors President Joe Simitian. “We have to push back against efforts to deprive Santa Clara County and its residents of the state and federal funding to which we are entitled and political representation commensurate with our population—our entire population.” “The Constitution is absolutely clear— immigration status is irrelevant to whether our community members are ‘persons,’” said County Counsel James R. Williams. “Alabama’s claim that some

residents are not ‘people’ flies in the face of this nation’s founding principles and evokes a dark and immoral past. Santa Clara County will not stand idly by but will fight to ensure that every person is counted.” Alabama’s lawsuit, which was brought against the U.S. Census Bureau, seeks to prevent the Bureau from counting undocumented individuals in the 2020 decennial count of all individuals residing in the United States. Alabama claims that undocumented individuals should not be counted because they are not “persons” within the meaning of the constitutional provisions that govern political representation and the Census. Because the Census count is used for allocation of federal funding and political representation, including allocation of representatives in the Electoral College and United States House of Representatives, a failure to count all County residents could have a profound impact on the County and its communities. The Trump Administration has demonstrated through its policies and rhetoric that it cannot be trusted to adequately protect the rights of all people; the County’s participation therefore is essential to upholding the rights of undocumented people and the states and local jurisdictions they call home. The County’s motion seeks permission to intervene in the lawsuit to ensure that every community member who calls Santa Clara County home is counted in the critical 2020 decennial Census.
SCC

TRUMP'S TRADE WAR IS ECONOMIC SUICIDE the firm laid off 60 workers. And 200 more might lose their jobs by the end of July. If the tariff isn't lifted, the company could fold by September. Mid Continent and its employees are early victims of Trump's trade war. There will be many more if the president continues to raise import costs. Since the start of the year, President Trump has announced a string of new tariffs -- which penalize Americans who buy imports. Photo Credit: Unsplash
Don Boudreaux Special to El Observador When President Trump imposed a 25 percent tariff on steel imports America's largest nail manufacturer had little choice but to raise prices. Mid Continent Nail Corporation lost 50 percent of its orders as customers opted for cheaper suppliers. Within weeks,
In January, he imposed tariffs on solar panels and washing machines. In March, he directed the U.S. Trade Representative to levy $50 billion additional tariffs on Chinese imports. In June he applied tariffs of 25 percent on steel and 10 percent on aluminum. This escalation shows no sign of slowing. Trump just announced his administration is preparing to impose another $200 billion in tariffs on Chinese goods, on products ranging from pickles to refrigerators. American consumers -- not foreigners
-- will ultimately pay the bulk of the price for these trade obstructions. Consider cars. Trump has made clear that he wants higher prices for cars coming into the nation. On the campaign trail, he promised a tariff of 35 percent on "every car, every truck, and every part manufactured in Ford's Mexico plant that comes across the border." This past March, he threatened tariffs on Europe' automobile manufacturers. But even cars produced domestically will rise in price thanks to the president's trade interventions. As raw materials such as steel and aluminum rise in price, the cost of manufacturing vehicles will rise. Manufacturers pass those higher costs on to consumers. Even beer and soda manufacturers are fretting about aluminum costs! The damage extends beyond our wallets. As domestic manufacturing costs increase, the competitiveness of American producers decreases. Consider American Keg Company of Pennsylvania. Already, the company laid off a third of its workers due to rising steel costs. Or take General Motors. The automobile giant announced it might have to lower wages and cut jobs.
JULY 27 - AUGUST 2, 2018 The energy sector will also take a hit. Because American steel companies don't produce the specialty pipes needed for many pipelines, new infrastructure projects will cost more -- or be cancelled entirely. Tariffs aren't a one-way street -- trading partners will hit back, imposing their own taxes on American exports. China already announced retaliatory tariffs on more than a hundred U.S. products like beef and automobiles -- and has threatened to stop purchasing oil and natural gas from America. The European Union, Canada, and Mexico plan to hit American exports like whiskey and motorcycles. The U.S. economy is booming -- but it depends on trade. Exports support 10 million U.S. jobs, imports support 16 million, and every single one of us has a life that's full of items manufactured abroad. Trump’s trade war means higher prices for Americans, lower margins and less revenue for U.S. firms, and worse jobs for workers. It's economic suicide. Donald J. Boudreaux is a professor of economics and Getchell Chair at George Mason University.

RESEARCH REVEALS RECYCLING IS INCREASINGLY POPULAR last conducted two years ago. Nearly all—94 percent—think recycling is important and 74 percent believe recycling should be made a priority. People also have high environmental expectations for the brands they buy. Consumers overwhelmingly expect food and beverage brands to be committed to recycling. More than nine out of 10 said brands should take an active role in helping to increase the recycling of packages. And 56 per-cent said their loyalty to a food or beverage brand is affected by the brand’s engagement with environmental causes. NAPS Here, for a change, is good news about the environment: Americans are recycling their food and beverage cartons more than ever and continue to look to brands to actively help drive the recycling of their products’ packages, according to a new survey.

What The People Want
The survey showed that packaging remains the top source for determining recyclability, while friends and family as well as the news gained momentum. Nearly two-thirds of respondents said that if a package did not have a recycling symbol or language indicating the item is recyclable, they would assume it’s not.
The national study commissioned by the Carton Council of North America showed that 61 percent of respondents report they always recycle their food and beverage cartons, up 11 percentage points from when the survey was
One help is that now food and beverage cartons can carry the standard “Please Recycle’’ logo. The ability to use the label is based on the milestone that more than 60 percent of U.S. households have access
to carton recycling, a threshold set by the Federal Trade Commission green guidelines for packaging. However, just because a package doesn’t have a recycling symbol, doesn’t mean that it’s not recyclable. To find out, consumers should call their local community or visit its website. “The survey findings highlight that as more Americans have gained access to food and beverage carton recycling, awareness that cartons are recyclable has also increased,’’

TODOS SANTOS:
A TOURISTIC AND CULTURAL OASIS IN THE MIDDLE OF THE MEXICAN PACIFIC
Photo Credit: The Baja California Sur Tourism Board (FITUES)
FITUES
Baja California Sur has a Magic Town that is unique because of the mystical cuisine, touristic and cultural environment around it. Wandering through the picturesque cobbled streets, participating on artistic events and its closeness to the Pacific Ocean make it a unique location in the middle of the desert. Todos Santos is located on the foothill of the Sierra de la Laguna, 75 kilometers, about an hour drive north from Cabo San Lucas where crops and gardens with fruit tress guide your way to a unique location in the state. The average temperature throughout the year ranges between 18°C and 28°C (64.4°F 82.4°F), which contrasts with the climate in the peninsula which is mainly semi desertic. There the sea, desert and mountains make a contrast that is hard to find anywhere else in the state. This climate allows the production of a wide range of tropical fruits, such as mango, which is one of the most typical within the region. Every year there is a Festival where you can enjoy a wide range of local dishes made with this fruit, along with a varied program of cultural, artistic and sports activities that allow the craft makers and services providers to make their work well known. Todos Santos was nominated as a Magic Town in 2006, a place with colonial architecture that has great landmarks, such as its oldest building, the “Misión de Nuestra Señora del Pilar” was built by the Jesuits and inside has the “Virgen del Pilar”, which has been modified in the past years. There is also the picturesque theater “General. Manuel Marquez de Leon” with a peculiar Californian architecture, main location for the Film Festival that takes place every year in February.
The stroll around the Magic Town Todos Santos, must begin on the beautiful “Plaza de Armas” to start an artistic tour, since you will find over twenty art galleries well known because of the exhibitions that local, national and foreign artists present during several festivals along with the music and film shows. It is also important stressing the closeness to the Pacific Ocean, which invites to enjoy the oceanic beaches, perfect to practice surf and sports fishing, such as Punta Lobos, Batequito, Los Cerritos, La Pastora and Sand Pedrito. Thanks to its closeness to the foothill of the Sierra de la Laguna, the destination also offers ecotourism activities such as hiking, trekking, camping and the observation of the plants and wildlife, among others. The cuisine is mostly based on sea food, but it also includes fruits among its exquisite dishes, such as guava, papaya covered on syrup, pumpkin, grapefruit, sweet potato, lemon, plum and orange. The tomato and papaya jam, the “arepas” made of wheat flour and “piloncillo” and the “coyotas”, typical of this town. There is also great national and international cuisine that few can resist. Added to this, the magic of Todos Santos would not be such without the hospitality of its people and the relaxed atmosphere of the place, which guarantees an unforgettable experience. Come to this Magic Town, live Todos Santos! How to get there… You can fly to the La Paz airport. Then, you drive through the Transpeninsular highway or the Federal 19, or take a bus to Cabo San Lucas. The roads are quite easy to access and safe. You can also fly to the San Jose del Cabo airport and then drive to La Paz through Cabo San Lucas.

WEALTHIEST AMERICANS GET RICHER AS INCOME GAP WIDENS
Researchers say disproportionate wealth isn't just found on Wall Street and in Hollywood; inequality is growing across the U.S. Photo Credit: Flickr
Soundbite Services WASHINGTON – The gap between the richest and poorest Americans continues to widen, according to a new report from the Economic Policy Institute. It analyzes tax data going back to 1917 and shows that, since the 1970s, the majority of Americans have taken home an ever smaller portion of the nation's overall wealth. The richest 1 percent of Americans now makes, on average, 26 times what the other 99 percent of people in the country earn annually, says Mark Price, a labor economist at the Keystone Research Center and one of the report’s authors. "When incomes are growing much faster at the top, that means the total pot of income available in society is concentrating in a smaller and smaller group of people's hands," Price states. Price says a major factor contributing to the trend is the minimum wage,

which is shrinking. The federal minimum wage hasn't been raised since 2009 and, adjusted for inflation, it's now worth less than it was in the 1960s. Price notes the U.S. economy is looking better by some measures, such as a lower unemployment rate in recent years. He says as companies compete for people to fill jobs, they'd normally be offering higher wages, but that isn't happening, and the trend concerns many economists. "We're often quite surprised unemployment is as low as it is, and we're seeing very little wage growth," Price states. The report says declining union enrollment and policies that weaken workers' bargaining rights are also contributing to inequality. Price expects these trends to continue in the near future. He says the Trump administration's tax plan, which gives the bulk of tax breaks to wealthier people, could continue to exacerbate the divide.
