WHAT IS A FAIR RETURN ON INVESTMENTS?
A
Hilbert Morales EL OBSERVADOR
n EO reader communicated her belief that making a profits and/or ROI (return on investments made) as being un-ethical nor moral. Her view is that no one should make money when providing health care services. Her view is that, “It's not right...in fact it's not moral or ethical to take advantage of human misfortunes such as an unfortunate's illness.” Her family has experienced becoming impoverished as an outcome of a family member's long chronic illness which included extended hospitalization care-costs which were incurred during the dying and death process. The bills from hospitals and medical professionals were enormous. Several invoice charges were not easily understood nor covered by our insurance policies.” In this community, the Sisters of Charity, whose values reflected the teachings of St. Francis of Assisi, operated O’Connor Hospital, St. Louise Hospital and Seton Hospital (Daly City). Their application of Good Samaritan stewardship resulted in bankruptcy. The County of Santa Clara's Board of Supervisors recently voted to assume ownership of two of these hospitals. A consultant I know had examined these three hospitals. His conclusion was that these three hospitals were operated well, however, all three needed to establish an effective billing & collections section in their financial departments. Today, “Billings and Collections”
are essential in getting paid for health care services delivered. Payments from state, federal programs and commercial health insurances were not effectively collected. This resulted in cash flow shortages resulting in bankruptcy. Using the values of St. Francis of Assisi, the Sisters of Charity tried to keep these three hospitals open to serve the poor of this community. Today, health care must be operated as a business as first recommended by former President Ronald Reagan (1975). And today, it is the health care insurance industry which is trying to stay in business because if Comprehensive Health Care (Single Payor) or Medicare for All programs are established by the U.S. Congress, then the health insurance business is not necessary anymore. However, health care services, prescription drugs, needed medical equipment, etc. will need to develop standards of payment for the services provided by doctors, nurses and allied health professionals. These along with clinics, professional offices, hospitals, etc. will need to operate as non-profit businesses whose cash flow requirements need to include an allowance for costs resulting from theft, breakages, and the wearing out of equipment and buildings (called depreciations). These realities result in the requirement that any health care production and delivery service must be operated as a nonprofit which earns a surplus (i.e., a profit) which is re-invested in the same organization. Nothing, not even Good Samaritan stewardship may provide health care to anyone for free. Costs are incurred and must be underwritten. Some 2,600 health care professions exist today, and it behooves all of us
to look into becoming prepared to be employed in this sector of our domestic economy. Most of these jobs will ever go offshore (exceptions being fiscal and medical records where data bases may be electronically transferred offshore to locals where required expertise cost less. A major policy decision must be reached on What is a fair profit in the health care industry. Today the data processing capability exists to examine the cost of inputs. It is possible to determine a pricing policy especially if and when a uniform comprehensive health care national program (Federal) is ever undertaken. The health care business will become a publicly owned and operated business whose operations and costs can be documented, analyzed, and managed so as to cover all costs of operations. That is not possible today because all private sector medical professionals, clinics, hospitals, etc. do not release their proprietary information to the public. Any future public program such as Medicare for All (or today's Medicare/ Medicaid) must be operated as a transparent business operation meaning its data bases must be accessible for public scrutiny and monitoring. Today, health care services accounts for 19% of the Gross Domestic Product. I am convinced that if ever health care costs are to be controlled to reasonable direct operational expenses, then this nation must have a single comprehensive health care program. The prescription drug industry, including its Generic Drug Sector must be subjected to FDA monitoring to eliminate those alleged price fixing schemes recently the object of extensive examination by Connecticut's
Attorney General. There have been recent incidences of profiteering and price fixing. Reference is made to the EO Op-Ed published 05.17.2019 (available online). The challenge will continue to exist on the question What is a reasonable profit margin? When a national comprehensive health care program is established, it may be possible to use health care data bases to estimate a fair and reasonable profit margin. In my reasoned estimation, it must exceed 5% because the annual 3.5% Cost of Living Adjustment (Federal) happens annually. Then there is the cost of shrinkage (stuff stolen or borrowed by employees); breakage and physical loss of materials. By establishment of a National Comprehensive Health Care Program where “We, The People” are the guarantors who ensure that basic operational costs are paid, it will be possible to ensure control of health care costs. This proposed national program will eliminate the unknown profit margins; ultra-high executive salaries and stock options; and privileged access. These cost reductions are not possible as long as a private sector exists. This future program must also provide for medically essential abortions needed by women. The current legislative intrusion by several states (Alabama, Missouri, Mississippi, etc.) violates the natural right of each woman to be mistress of her own body. A public policy that prohibits abortions invariably has extreme negative consequences. Each individual woman must be allowed to do what is the best for her health and that resulting from family planning. A woman would be well advised to consult her partner; her pastor; and her personal gynecologist before making any decisions.
So, any comprehensive health care national program must include permission to allow a woman to make reproductive decisions in her own best interests. After all, a woman who begets a child is committing herself to a 9-month gestation period (during which incidents may happen); and 18 years of nurturing, educating, and being the mom. And a family unit which involves a committed father, mother, and the children is where the best outcomes of relationships, social skill training, and communication skills; compliance and discipline are first taught. Many good family memories happen in an established family unit. This weekend is Memorial Day weekend. At 3:00 PM Monday, take a silent moment of remembrance of all those individuals who died while serving in our military forces. This Memorial Day Holiday is very special because I would recommend that each of us communicate with our elected officials in the White House and U.S. Congress that the American ideals, especially the rule of Law and Order requires visible civil order, debates, negotiation and compromises which create the greatest common good for the greatest number. American ideals require establishment of world peace in which many resources used up in war may be reallocated towards taking care of people, their cultural values, and peaceful inclusion in a very diverse worldwide community. America's military-industrial complex must work towards establishment of world peace wherein all of us may live and prosper in safety and security. This is the desired fair return on investments (lives and materials) being made by, “We, The People”.

Es un buen momento para que los ciudadanos de todos los colores e ideologías hagan saber a sus representantes en el Congreso qué piensan del modelo Trump para la migración. chool vacations can be an excellent time for high school seniors and their parents to get a head start on the college application process—you can focus on finding the right college without balancing the responsibilities of schoolwork and extracurriculars. Fortunately, there is a new tool that serves as a free and simple college planning guide for all students, while giving them a chance to win scholarships for each step they take.
5. Complete the FAFSA—Fill out the free government form to apply for financial aid.
The College Board Opportunity Scholarships support students and families on the path to college by laying out six steps of what to do and when to do it. The program launched in December for the class of 2020. Completing each step will earn a chance for a scholarship; completing all six will earn students a chance to win $40,000 for their college education. Here’s what you can do now to save time later:
The College Board Opportunity Scholarships are about how much you grow, not how high you score. The program doesn’t require an essay, application, a minimum GPA or a minimum SAT score. Instead, the program rewards all students’ efforts and actions on their way to college. The more effort you put in and actions you complete, the more chances you have to earn a college scholarship.
1. Build Your College List—Get started by exploring colleges you’re interested in and create a list of at least six schools. 2. Practice for the SAT—Use Official SAT Practice on Khan Academy to get ready for test day. 3. Improve Your Score—Show how practice pays off by improving your SAT score. You can sign up to take the SAT on August 24 before school starts. 4. Strengthen Your College List—Add to your college list and make sure it’s a mix of academic
6. Apply to Colleges—Apply to the schools you want to attend. To be eligible for the $40,000 scholarships, students in the class of 2020 must sign up for the program and complete the Build Your College List steps by June 30.

The College Board is investing $25 million over five years. The class of 2020 will earn a total of 4,000 scholarships for $5 million by the time the program ends for them in March 2020. A total of 1,025 scholarships, amounting to $850,000, have been given to date. Winners have come from 42 states, D.C. and Puerto Rico.

on laws or punishments, but on the good exercise of common sense.

It is possible to do a long list of changes in the society of the United States - and the world that reflect a growing awareness of the public towards a culture of safety: the use of safety belts in automobiles, special seats for children or vaccination on time.
Eight out of 10 deaths in the water have a common denominator: The victims did not wear a lifejacket. And not because their boat did not have them: Surveys show that many people do not use them because they find them uncomfortable, expensive or because they simply do not allow them to sunbathe.
Civil rights leader Martin Luther King used to say that the arc of the moral universe is long, but it bends toward justice. We can say then that the curve of positive social change is equally extensive, but it leans toward the side of common sense, at least in most cases. Thousands of lives are saved every year by the proper use of seat belts and child safety seats in cars. In the same way, thousands of diseases, visits to hospitals and even deaths are avoided every year thanks to vaccination and preventive medical examinations. It is true that some of these changes have been accompanied, reinforced and forced by legal changes that contemplate sanctions or punishments. But those legal changes, approved in the state legislatures or in the federal Congress, would not have been possible without the support or, at least, the acceptance of the public. However, there are also preventive security measures of great value that do not depend
During a family vacation in the Mexican Caribbean last summer I was a judge and part of the problem. In our boat, as in others, all the minors had vests on, but not all adults. One of the parents commented that he did not wear it because it did not make him look skinny and another said he did not wear it because he knew how to swim very well. The reality is that a large proportion of Hispanics - especially children - cannot swim and that the new generation of life jackets are quite comfortable, affordable and, most importantly, save lives. It is proven. I have had the opportunity to participate for several years in a national campaign to promote the use of vests among Latino families. Hopefully I can see the day when wearing a vest in the water is as normal, routine, and routine as wearing a seatbelt in the car, infants in their seat, or brushing their teeth.

ACRAMENTO, Calif. - Immigrants' rights groups are speaking out against President Donald Trump's new immigration proposal - unveiled last Thursday - saying it betrays American values and ignores the thorniest issues that have thus far held up a comprehensive immigration deal in Congress. If the new proposal becomes law, migrants would have to take a civics test and demonstrate proficiency in English. They'd be judged on a point system that favors those who are younger, better educated or highly skilled, or who have a job offer waiting for them. Karina Martinez, communications director
According to the American Immigration Council, more than 25% of California residents are foreign-born, and 20% are native-born with at least one immigrant parent. The state also is home to 2.4 million undocumented immigrants, who are a big part of the labor force and contribute to the economy through spending and taxes. The Trump administration's new immigration system would prioritize well-educated, high-skill migrants over those with family ties to the United States.
Martinez notes that the proposal makes no mention of a path to citizenship for the 200,000 DACA recipients living in California. "They want to be able to use what they've learned and harness the skills that they have," says Martinez. "So, it's a real tragedy when President Trump is doing more to hurt people than to help people." Critics of the proposal also point out that it doesn't address the fate of the 450,000 holders of Temporary Protected Status, or the 11 million undocumented people currently living in the United States. ACRAMENTO, California.
Hiring the right contractor is an important piece in the process, but knowing where to start your search can make it much smoother. It’s important to do your research before you begin, according to BBB Scam Tracker’s Risk Report; home improvement scams were the fourth riskiest scam against consumers in 2018. Furthermore, consumers filed nearly 500 scam reports on home improvement contractors with average losses of $1,745. Common complaints for contractors include sales practices, followed by refunds. Consumers also submitted complaints related to contractors performing work and being unable to reach customer service or get a refund. Check out these BBB tips for help on hiring your next home improvement company or contractor: • Find a contractor you can trust. Start with trust and find a contractor on bbb.org. There you can see their rating, complaint history, reviews from past customers, and whether they’re a trustworthy BBB Accredited Business. Ask for references from friends and family as well. • Research their track record. You can search for a contractor’s business profile at bbb.org to see if they are a BBB Accredited Business, get free information on their history of complaints, and read verified Customer Reviews. Also ask for local references, and speak with those customers about their experience with the vendor and the quality of work. If possible, inspect the contractor's work yourself. Ask if the contractor is a member of a professional association that has standards or a code of ethics. Watch out for contractors who have: high upfront payments, cash-only deals, high-pressure sales tactics, “handshake” deals without a contract, and on-site inspections. Learn more at go.bbb.org/ generalcontractors. • Always double check licensing and insurance. In California, any contractor working on a project that is valued at $500 or more for labor and materials must hold a license from the Contractors State License Board (CSLB). CSLB licenses contractors in 44 different classifications, so verify that the contractor holds a license for
the work you are having done. You can check the status of a license on CSLB’s website. It’s also important to verify that they’re insured – ask to see a copy of their Certificate of Insurance, or ask for the name of the insurance carrier and agency to verify independently. • Inquire about a lien waiver. A lien waiver is a statement from your contractor that says all suppliers and subcontractors have been paid for their work. • Get it in writing. Always get estimates in writing and never let any work begin without a written and signed contract. Do not be pressured into signing an agreement before you are ready, and make sure you read and understand everything before signing. The contract should include contact information, start and completion dates, and a detailed description of the exact work to be done, any material costs, payment arrangements, and warranty information. Specify who is to obtain necessary building permits and who is responsible for clean-up. Make sure all verbal promises are included in the contract. It’s also important to ask questions such as information on the subcontractors, how much work will be subcontracted, and any other questions you may not understand on the contract. Never sign an incomplete or partially blank contract. • Ask for multiple quotes. You should always shop around and get at least three quotes from different businesses. Make sure all bids consider the same set of criteria. Remember that the lowest bid may not necessarily be the best bid; if one bid is significantly lower than the others are, the contractor may be cutting corners or may not understand your work requirements. If you’re exposed to a home improvement scam, report it to BBB Scam Tracker at bbb.org/scamtracker to help warn others. Another option is filing a complaint directly with the BBB by visiting bbb.org/consumer-complaints. If you work with a great company on your home improvement project, leave them a Customer Review. And if you’re not satisfied with an outcome, you can file a complaint with BBB. You can also check the company information at CSLB.ca.gov or call 1-800-321CSLB (2752). You can reach your BBB at info@bbbemail.org or (510) 844-2000, or by visiting bbb.org

More Than One Million Mexican Children Will Have Access to the Bat-and-Ball Program, Which Currently Reaches Students in the United States and Puerto Rico Fun At Bat is part of the PLAY BALL initiative (www.PlayBall.org) – the sport's largest collective effort to encourage young people to participate in baseball- or softball-related activities, including formal and casual forms of play. Since the initiative’s launch in 2015, the Sports & Fitness Industry Association (SFIA) has reported a 52.8 percent increase in casual baseball participation in the United States.

Major League Baseball
MEXICO CITY, MEXICO – Major League Baseball and USA Baseball announced Wednesday May 22, that “Fun At Bat” (www. funatbat.org), the introductory and character building bat-and-ball program designed for use in physical education (P.E.) classes, will now be available to elementary school students throughout Mexico. The free program, which is currently reaching more than one million children in all 50 states, Washington D.C. and Puerto Rico, will be administered in Mexico by the Presidential Office for Baseball Development and Promotion in Mexico (PROBEIS), an initiative commissioned by President Andrés Manuel López Obrador to develop and promote
baseball in the country, with support from both MLB and USA Baseball. The Mexico Fun At Bat program will serve more than 1.3 million students throughout the country. Franklin Sports, a long-time MLB and USA Baseball partner, has created custom Fun At Bat Baseball equipment to help activate this program since its inception in 2016. A joint MLB and USA Baseball youth program, Fun At Bat promotes fun and active lifestyles for children, while also teaching the fundamental skills of bat-and-ball sports. The program, available in both English and Spanish, also includes a literacy component focusing on character development and teaching traits such as leadership, teamwork and responsibility.
“Baseball’s future in Mexico is a bright one, and this collaborative effort between MLB, USA Baseball and PROBEIS will contribute greatly toward that end,” said Tony Reagins, Executive Vice President of Baseball & Softball Development, Major League Baseball. “In line with our larger PLAY BALL initiative, Fun At Bat will give children in Mexico the opportunity to discover the game at its most basic levels, which we believe will be the beginning of a lifelong passion for baseball.” “We are thrilled to have the opportunity to deliver this program to students across Mexico,” said Rick Riccobono, USA Baseball’s Chief Development Officer. “Fun At Bat is the fastest growing bat-and-ball program in the world. With its comprehensive curriculum and fun-first approach, it is the ideal way to introduce kids from across the globe to our great game.” “We couldn’t be more thrilled about this historic opportunity to formally implement baseball in public grammar schools in Mexico as part of our strategy to develop and promote the sport, as instructed by President Lopez
Obrador,” said Edgar Gonzalez, Director of PROBEIS. “Teachers are the backbone of our social development and it is exciting to know they are participating in this amazing program designed exclusively for the purpose of teaching fundamental principles to children. Naturally, we are looking forward to implementing additional projects jointly with USA Baseball and Major League Baseball to continue furthering mission.” Adam Franklin, Vice President at Franklin Sports said: “Franklin Sports is proud to be the Official Equipment Partner of the Fun At Bat program. As long time partners of USA Baseball and Major League Baseball, we are committed to the collective goals of growing youth participation and creating young fans of the sport of baseball.” The expansion of Fun At Bat to Mexico is MLB’s latest efforts to grow the game among young people throughout the world. In addition to the multiple PLAY BALL events held in various parts of the United States as well as in Mexico, Brazil, and Panama, MLB has had a substantive imprint on the youth & amateur levels of the sport throughout the world. Over the last three years, the MLB CUP, MLB’s signature international youth league competition, has served nearly 10,000 kids in Japan, Taiwan and Mexico in tournament play.

DMV ENCOURAGED BY DISABLED PARKING PLACARD CRACKDOWN IN SAN JOSE High rate of compliance a positive sign public is heeding message to ‘Save the Space’
S
DMV
an Jose – Investigators with the California Department of Motor Vehicles (DMV) issued two citations to people fraudulently using a disabled parking placard during an enforcement operation today along six blocks of San Fernando Street in downtown San Jose. Offenders had their placard confiscated and face fines that range from $250 to $1,000. Working in partnership with San Jose Parking Enforcement, DMV investigators contacted 51 drivers during the two-hour operation and issued three warnings for questionable placard use. The high rate of compliance in the greater San Jose region is an encouraging sign that the DMV’s message to “Save the Space” is resonating with Californians. “We are seeing a slight decrease in the number of citations for disabled parking placard abuse,” DMV Chief of Investigations Tom Wilson said. “While it’s too early to say it’s a trend, it certainly is promising.” The DMV holds as many as 24 enforcement operations each
month throughout the state targeted at curbing disabled person parking placard abuse. Statewide, DMV investigators have issued 1,730 citations from July 1, 2018 to April 30, 2019. Anyone who suspects a person might be misusing a disabled person placard is urged to report it using an online complaint form at https://www.emailalert. dmv.ca.gov/DPPPP/Misuse.aspx
or by contacting a local DMV Investigations office. Submissions are confidential. It is important to note that some qualifying disabilities are not visually apparent and allegations of misuse might be unfounded. The DMV has a comprehensive public awareness campaign, which includes publicizing results of its monthly enforcement operations throughout the state. The public

Q& A W ITH M I S H E L PR A DA : AS Í ES L A “ V I DA” WE GET THE DETAILS ON THE NEW SEASON OF THE INCLUSIVE LATINX DRAMEDY SHOW
Arturo Hilario El Observador
are still kind of the same, which I find really cool.
“Vida” is a Starz original show that centers on the lives of two Mexican American sisters named Emma and Lyn and their struggles with dealing with the fallout of their Mother’s death and coming together to take on an apartment complex and bar she left behind in East Los Angeles.
Early in this new season there’s a scene where the two sisters are discussing their business plans and Emma remarks that they need to be more aspirational, to that Lyn says, “That requires a level of having our ‘shit togetherness’”. Could you talk about how that sister dynamic is evolving in this season? Will we see them get their “shit togetherness”, as they put it?
Recently we had a chance to chat with Mishel Prada, who plays the older sister Emma, and learned what it was like to work on a show that has a diverse cast, diverse crew and diverse mindset. Season one of the show had universal praise for its story and depth, also highlighted was their nearly 100% LGTBQ writer’s room and eclectic Latinx cast. Most recently the show won the GLAAD award for Outstanding Comedy Series. Season two starts this week on both the Starz channel and its companion streaming app. Without further ado, let’s get into season two of “Vida”. Hello Mishel! To start off, where do we find the sisters at the beginning of season two? Where is their mindset? Well, after season one, when Eddy is in the hospital, Emma feels really responsible for that, and in some ways, she is, and carries the guilt of that. She’s just trying to figure out health insurance, or this or that, how to fix things. We see Lyn really step it up and be there for her emotionally [as] things are falling apart and really be there for [Emma]. And then they decide to be business partners, and in a lot of ways decide to kind of be a family. So then, we carry that into the beginning of season two. Lyn has gone through this cleanse, limpia, with Doña Lupe, and she’s wanting to “really be good” as she says it. And as we start, we find her right back to where she said she was going to go away from, so it’s not working anymore. And that’s something that we see her realize, she can’t go back to where she was. Something has genuinely changed in her, and then with Emma, we see that she’s kind of back to where she was before, but she’s making very strong choices. Maybe even irresponsible choices in a way that she’s not used to. But she’s liquidated all her assets, except for her apartment, and we’re seeing what her relationships are like in Chicago. What’s the process behind getting back into form of your character of Emma on this second season? You know we finished season one, we shot season one almost to the date, a year. So, we went from right before Christmas eve, took off for break and then went for a week before shooting so yeah there’s a part where you’re like, “Oh, wow, do I know how to do this again? Is it something that I’ll understand?” Before I had done indie films, I had done a season of the “Fear the
Mishel Prada, (Left), stars as Emma in Starz’s original series, “Vida”. Season two premieres this week.
Walking Dead”, so I never really had to pick a character back up. [Emma] is a lot to take on. It was nice because it did feel that once we got back on set, it takes a few days to get back in that skin, but she was there, she was waiting for me when I needed her. Could you tell me what it’s like working within a cast and crew that’s so diverse? I mean, it feels exactly as it should be. It feels that I fully understand why this is so revolutionary and why it’s such a big deal, but when you’re actually filming, you’re like, “Why is this not more normal?” This Latinx story. This brown, gay story. Why not have brown queer people writing it? It doesn’t seem like it’s that crazy, but Starz
women what they’re capable of. Going off that, is there any specific moments or general times you relate to the show being Latinx? Things that relate to where you come from and your experiences and that represent where you come from? Well, the sets are so detailed and true to life, like even in season one we start with Emma making some leftover food and she’s emptying out an empty butter container that inside has like rice and beans. I mean, that’s the way it always was growing up. We used to have these little Danish cookie tins, and they never had cookies in them, it was always the sewing kit! You opened it hoping
This Latinx story. This brown, gay story. Why not have brown queer people writing it? It doesn’t seem like it’s that crazy, but Starz really took a chance in making something that wasn’t completely the status quo. really took a chance in making something that wasn’t completely the status quo. And I think it’s a really beautiful thing because we really are in a time where I think we need to really show people whether its new voices, or young women, show them they’re great, show them what they’re capable of. Because this show isn’t just about what you see in front of the camera, it’s behind the camera as well, it’s built from the bottom up and we need to really show other Latinx women and queer
there was cookies in there, and it was like a sewing kit or pens or something. And sure enough on set, there was that tin and we opened it up and there were no cookies in there. So, there was a lot of love brought into it, I wish the camera could pick up. I think that those things are really special and speaks specifically to the experience that I know. Even though I didn’t grow up around a Mexican American neighborhood, I grew up in Hialeah, which has more Caribbean and central Americans. But all those things
I mean, they’re going to try, but it’s not easy. Emma is not used to working with anybody truly. She does, but it’s people that operate in a very specific way, amongst very specific guidelines and everybody agrees that this is the way that things are done. Lyn does not operate by those rules and I think you know what Emma has also seen from Lyn, she mentions lending her money for a jewelry business, and that [she was] never following through. But the evolution that we get to experience between Lyn and Emma is that you start seeing that Emma needs Lyn. There really is a lot that Lyn will contribute but I think it’s going to be about them finding value in themselves and not waiting to find that value in a man, her sister, her mother, or anyone else. I think once she takes the reigns, we really start seeing things kind of get, the “shit togetherness” happening. Lastly, what should viewers expect to see with this new season of “Vida”? I think people should expect to see is that they’re going to see this neighborhood opening up more, we’re going to have more characters. We have Roberta Colindrez and Raúl Castillo, who are incredible actors. Adrian Gonzalez is also joining our cast. Tonatiuh, who had a few small scenes as Marcos in season one, is now going to be much more involved in this world. So, we’re really seeing this world open up and we’re seeing this neighborhood and the dynamic within it open up. In the broader picture I think people are going to be really excited to see that. And then each of these characters really kind of growing a new level of relationships [to each other]. We’re seeing how they interact in a different way and it’s exciting. It’s exciting to get to see that with all of these colors, with all of these flaws, stories and triumphs and fears; to really, really get to see something like this in hopes that other people can see themselves. Season two of “Vida” is streaming now on the Starz app, and premieres on the Starz channel May 25.
