The uneven impact of COVID-19 for Latinos extends across the country, even in states relatively depopulated and traditionally non-Latino. The worst thing is that it is also a undercount, as deaths of Latinos who did not seek medical attention have been documented for lacking health insurance or for being undocumented and fearing their deportation.

Sad paradox: For doing essential, high-risk jobs, like in the fields, meat packers, emergency services, cleaning… Latinos are falling at disproportionately tragic rates.

It is absolutely understandable that the federal authorities are focused on serving and seek to resolve the complexity of an unusual pandemic, but a fundamental part of that effort is to have an inclusive, generous rescue plan and deploy an urgent strategy of outreach communication to the most vulnerable and needy communities such as occurred during the spread of HIV. The message should be that individual health is collective health and encourage communities to fearlessly approach the medical resources at your fingertips, including community clinics and hospitals, and raise awareness of the importance of good personal protection practices and social distancing. In other words, make it clear that public policies must reflect an evident reality: that we all need each other more than ever.

"Right now, the Postal Service is obviously mandated to serve every mailbox in the United States," she states. "But what would happen if there was no post office, and that mandate went away? I have no idea. There probably isn't much of a plan, except to sell the profitable part."

ACRAMENTO, Calif. - Student leaders are calling on college administrators to coordinate a COVID-19 plan to help students across the state.

The California Students Higher Education Advocacy Roundtable, or 'HEART,' outlined its priorities in a letter this week to leaders of the University of California, California State University and community college systems.

The group is asking that campus services remain open whenever possible for students who have nowhere else to go. Carolyn Tinoco, CalFresh Food coordinator and Associated Students Incorporated director of legislative affairs at California State University Dominguez Hills, says many need emergency cash grants.

"I think students are really having a tough time meeting their basic needs," says Tinoco. "Especially in the CSU, we already know that one out of every four students is food insecure, and one out of every ten is housing insecure."

HEART is asking campuses to waive fees for breaking on-campus leases and work with local landlords to allow students ample time to handle missed rent payments. The group also wants a break on certain college deadlines and help for students who don't have laptops or Wi-Fi. Valerie Johnson, transfer student affairs officer with the UC Student Association and a student at UC Berkeley,

says lawmakers should make sure the federal CARES Act money goes to actually help students - and then, to protect college and university budgets going forward.

"One thing that the Legislature can do is continue to fund our colleges at the highest capacity possible," says Johnson. "So that students aren't seeing what they saw during the last time there was an economic downturn and the cost of colleges doubling or tripling."

The group also asks that campuses provide paid leave to students with on-campus jobs, keep undocumented students updated on the types of aid available to them, and make sure that uninsured students can still access oncampus health services.

s a result of the coronavirus pandemic, many people are staying in their homes to help prevent the spread of the disease. Feeling lonely from time to time is natural, but this unprecedented time of social distancing could lead to increased loneliness.

There are some easy ways to feel connected to others, even when you are not seeing them in person. Consider these tips from Dr. Doug Nemecek, Cigna chief medical officer for behavioral health.

• Use technology… but not too much.

Social media is a favorite and easy way to stay connected to family and friends, but too much use can leave you feeling lonely. Cigna’s 2020 U.S. Loneliness Index found that 72 percent of very heavy social media users identify themselves as lonely. Balance technology use with disconnecting and taking time for yourself.

Use real-time interactions with others, like video chats, to build meaningful connections and limit time spent passively scrolling social media. Read a book, take a walk or do a puzzle after screen time. It may help you feel more connected when you spend time online.

• Join a virtual club or group. There are plenty of resources available to find virtual book clubs, craft communities or even fitness challenges. You can start a new hobby, learn a skill or find others who are interested in the same things as you, remotely. Once the guidelines for social distancing are lifted, you will have new friends you can meet in person.

• Spend time outdoors. Simply leaving

your house to take a jog around your neighborhood or to walk your dog a few blocks could improve your spirits, refreshing you for the next time you virtually connect with others.

• Ask those you reach out to how they’re really doing. How you connect with those in your network makes a significant difference in how lonely you feel. People tend to feel less lonely when connecting on a deeper level. Cigna’s study found that those who do not feel they have close relationships that give them emotional security and well-being have an average loneliness score of nearly 15 points higher than those that do. When video chatting with friends, ask them for their most honest response when you ask how they’re doing. Everyone will likely feel better for it.

• Rethink working hours. We spend approximately 90,000 hours at work over our lifetime, so how we spend that time will play an important role in how we feel overall. Improving your work-life balance and connecting with colleagues can reduce loneliness. Your employer may also benefit from you feeling less lonely. Lonely employees are less productive, produce lower quality work and miss more days of work. So, talk to your boss about slight changes you can make to how you spend your working hours. This could help you feel less lonely and benefit your company.

Being unable to spend time with others in-person will likely cause many of us to feel lonely, but there are ways to help lessen those feelings during this challenging time.

ACRAMENTO, Calif. -- More than 1 million older Californians are receiving postcards in the mail chock full of information about COVID-19.

AARP has teamed up with the California Department of Aging and Gov. Gavin Newsom to offer tips on how to get basics, like food and medicine, delivered if needed. Patricia Perez, state president of AARP California, said the printed cards are targeted at seniors who may not be comfortable accessing information online.

"It has been verified and it's simple, and it also includes phone numbers," Perez said. "So yes, websites if you have access to them. But if you don't, phone numbers where you can call, leave a message or speak to someone."

The stay-at-home orders have forced the cancellation of family visits, volunteer jobs, exercise classes and social gatherings. So the postcards encourage older Californians to stay socially connected in order to combat loneliness, anxiety and depression.

Kim McCoy Wade, director of the California Department of Aging, said the cards also tell people how to report elder abuse or suspected fraud - and they encourage everyone to reach out

and make sure parents, grandparents and older friends are hanging in there during the lockdown.

"So, we want to encourage folks to make check-in calls, to know about warm lines and hot lines to reach out to and frankly, to stay safe," Wade said. "If wellness checks are needed or if fraud is suspected, we want people to know how to get that information."

The cards also include numbers for the California COVID information line, the Alzheimer's Association, the counties' local services hotline, and the state Department of Aging. Information is also available online at AARP.org/coronavirus.

ECONOMIC IMPACT PAYMENTS CONTINUE TO BE SENT, CHECK IRS.GOV FOR ANSWERS TO COMMON QUESTIONS Internal Revenue Service

ASHINGTON – As Economic Impact Payments continue to be successfully delivered, the Internal Revenue Service today reminds taxpayers that IRS.gov includes answers to many common questions, including help to use two recently launched Economic Impact Payment tools.

The IRS is regularly updating the Economic Impact Payment and the Get My Payment tool frequently asked questions pages on IRS.gov as more information becomes available.

Get My Payment shows the projected date when a deposit has been scheduled. Information is updated once daily, usually overnight, so people only need to enter information once a day. Those who did not use direct deposit on their 2018 or 2019 tax return can use the tool to input information to receive the payment by direct deposit into their bank account, so that they can get their money faster.

The Non-Filers Enter Payment Info tool is helping millions of taxpayers successfully submit basic information to receive Economic Impact Payments quickly to their bank accounts. This tool is designed only for people who are not required to submit a tax return. It is available in English through Free File Fillable Forms and in Spanish through ezTaxReturn.

Frequently asked questions continually updated on IRS.gov Taxpayers should check the FAQs often for the latest additions; many common questions are answered on IRS.gov already, and more are being developed. Here are answers to some of the top questions people are asking.

Get My Payment says that my Economic Impact Payment was sent to an account I don’t recognize. Why is that, and how do I get my payment?

When some taxpayers file their tax return, they may choose an option available from their tax preparer

or software provider to help them pay their fees, get their refund more immediately or even load the refund onto a direct debit card. This group of different products is referred to as refund settlement products. In these situations, taxpayers may: • Use a banking product to help them complete the tax filing transaction, sometimes referred to as a Refund Anticipation Loan (RAL) or a Refund Anticipation Check (RAC).

• Choose to have their tax refund loaded onto a debit card provided by a variety of groups in the tax and financial communities.

When you filed your tax return, if you chose a refund settlement product for direct deposit purposes, you may have received a prepaid debit card. In some cases, your Economic Impact Payment may have been directed to the bank account associated with the refund settlement product or prepaid debit card.

If the refund settlement product or the associated account is closed or no longer active, the bank is required to reject the deposit and return it to the IRS. Once the returned payment to the IRS is processed, the “Get My Payment” app will be updated.

Once the returned payment is processed by the IRS, the payment will automatically be mailed to the address on the 2019 or 2018 tax return, or the address on file with the U.S. Postal Service – whichever is more current. The status in Get My Payment will update accordingly. Timing of this process depends on several variables, including when and how the payments are rejected and returned to the IRS, when “Get My Payment” updates, and when taxpayers check the tool.

The IRS also noted that it has resolved a reporting error that some taxpayers may have experienced, which inaccurately indicated rejected payments were being sent back to the same taxpayer account a second time. They are actually being mailed to the taxpayers. The IRS has quickly taken steps to

correct this reporting error. “Get My Payment” was updated starting Tuesday, April 21 to reflect that the taxpayer’s payment has actually been mailed, and not rerouted to a closed bank account.

To ensure the information is entered correctly, please use the help tips provided when entering the information requested to verify your identity. If the information you enter does not match our records, you will receive an error message. Check the information requested to ensure you entered it accurately.

You may want to check your most recent tax return or consider if there is a different way to enter your street address (for example, 123 N Main St vs 123 North Main St). You may also verify how your address is formatted with the US Postal Service (USPS) by entering your address in the USPS ZIP Lookup tool, and then enter your address into Get My Payment exactly as it appears on file with USPS. If you receive an error when entering your Adjusted Gross Income (AGI), refund amount, or amount you owed, make sure you are entering the numbers exactly as they appear on your Form 1040 or tax transcript. If the numbers from your 2019 tax return are not accepted, try the numbers from your 2018 tax return instead.

If the information you enter does not match our records three times within 24 hours, you will be locked out of Get My Payment for 24 hours for security reasons. You will be able to access the application again after 24 hours. There is no need to contact the IRS. I think the amount of my Economic Impact Payment is incorrect. What can I do?

Básicamente viven sin permiso en México, y por eso no quieren que se les identifique y, por lo mismo nadie sabe cuántos son.

“Es delicado, porque si ellos declaran que viven aquí en México, tendrían que tener la calidad migratoria para estar viviendo en México y no la tienen”, explica a la Opinión la doctora Nora Bringas, especialista del Colegio de la Frontera Norte (Colef) en Baja California.

Dice que no hay una cifra confiable y además es un número que varía, “pero definitivamente ha ido en aumento últimamente porque mucha gente se muda” especialmente a Baja California, “por el alto costo de la carestía de la vida, en particular de la vivienda, en Estados Unidos”.

La oficina del Instituto Nacional de Estadística y Geografía (Inegi) en Baja California, la encargada de hacer el conteo del censo en México, confirmó por su parte a La Opinión que carece de cifras respecto a esa población.

e hecho, el 22 de abril, el Día de la Tierra celebró su 50 aniversario. En 1970, unos 20 millones de estadounidenses salieron a las calles, parques y auditorios para manifestarse contra la contaminación y otros males ambientales derivados de 150 años de desarrollo industrial.

ndeed, on April 22, Earth Day celebrated its 50th anniversary. Back in 1970, some 20 million Americans took to the streets, parks and auditoriums to demonstrate against pollution and other environmental ills stemming from 150 years of industrial development.

The idea for that first Earth Day sprung from Wisconsin Senator Gaylord Nelson, who was troubled by the environmental deterioration he witnessed around the country and thought he could borrow some of the organizing tactics from the studentled anti-Vietnam War movement to infuse youth energy into raising public consciousness about air and water pollution. Nelson brought on a young lawyer/activist named Denis Hayes to make it happen. At first the idea was to hold a nationwide “teach-in” on college campuses but it soon morphed into a nationwide celebration that all Americans could join, with thousands of rallies happening simultaneously within communities and on college campuses coast-to-coast.

Earth Day continued to be celebrated across the country throughout the 1970s and 1980s and in 1990 went global. Hayes and company mobilized leaders on every continent, with some 200 million people in 141 countries taking part in the festivities.

Environmentalists credit the 1990 celebration with giving a huge boost to recycling efforts worldwide and helping pave the way for 1992’s Earth Summit in Brazil.

While organizers of this year’s 50th anniversary of Earth Day had big plans for mass global events focusing on reducing waste, fighting climate change and transitioning to clean energy, the global Coronavirus lockdown led them down a different path. Instead of getting together and locking hands in person to show popular support for strong environmental protections,

activists and sympathizers gathered virtually all week, tuning into live talks and other streaming and interactive online programming curated by Earth Day Network and its partner Exponential Roadmap.

Although it’s too early to tell, just because green-minded people all over the world couldn’t get together physically to celebrate doesn’t mean this year’s Earth Day will be less impactful. For one, we’ve all now gotten a taste of how clean our environment could be if we kept up just some of the restraint on resource use that the lockdown has caused. Covid-19 may also be helping more of us to contemplate other aspects of our human relationship with our environment, especially since the virus was brought on in part by human-induced climate change and by dangerous forms of animal agribusiness.

As we enjoy cleaner air, more birdsong and parades of wildlife in our own backyards, not to mention the huge uptick in multigenerational residential gardening efforts.

Earth Day has provided all of us with at least one day to focus our daily activities— even in quarantine—through the lens of the planet and what we can do to leave it better than we found it. Quarantine or not, the annual celebration of Earth Day serves as a reminder that Earth Day is every day. So if you didn’t plant a tree, re-think your household waste stream, or resolve to start biking to work once the office opens back up, maybe now is the time?

ily—even if virtually. During the pandemic, some in her community have even written songs about coronavirus and shared them with others as a way of providing information on how to stay safe while offering a message of hope.

G

ermaine Omish-Lucero’s ancestors were taken from their homes and forced to build California’s Mission San Luis Rey de Francia—a mission in what is now Oceanside—about 200 years ago.

There, they were exposed to diseases such as measles, to which they had no immunity.

“I think they find any little ray of goodness, and the first thing they want to do is make sure they share it with others who are struggling,” Ramos says. “It’s getting us through it.”

Thousands died—and there is no escaping this tragic piece of California history.

Yet Omish-Lucero, her children, and the children in her tribe stand. Despite inequities that continue to this day, the Rincon Band of Luiseno Indians, to which she belongs, has endured.

As a new tragedy—the coronavirus pandemic—grips the globe, what can we learn from indigenous leaders like Omish-Lucero about resilience?

“Every day it’s a battle,” says Omish-Lucero, who serves on the advisory boards of the Strong Hearted Native Women’s Coalition and the California Health Report. “It’s not something that is history. It’s not something that is in the past. It’s current events. This happens every single day.”

Omish-Lucero explains that for tribal people the fight is continuous. “We’ve been fighting it since contact (with colonialists), and we’ll continue with it, and our babies and grandbabies and great-grandbabies will continue the fight.

“And that is part of the resiliency.”

Practice Collectivism Arcenio Lopez, executive director of the Mixteco/Indigena Community Organizing Project in Ventura County, says the indigenous ethic of collective living can be instructive during the pandemic. This means rejecting selfishness, individualism and caring only for oneself.

“People in this culture say, ‘my family,’ and they’re only thinking about their parents and their children,” says Lopez. “But for us, ‘our family’ is anyone who is part of our communities.”

Sarai Ramos, a community worker for the Binational Center for the Development of the Oaxacan Indigenous Communities, a social services organization in the Central Valley, agrees.

“When we talk about indigenous models, it’s a symbiotic relationship where people learn from each other and share resources, versus the profit motive,” Ramos says.

This means sharing food and other necessities — instead of hoarding — and checking in on others to make sure they have what they need.

“We are known for being a resilient people,” Ramos says. “We’ve found ways that we’re all moving forward with each other as a community.”

Stay Connected Staying connected to family and community has long been a source of indigenous resilience, explains Daniel Dickerson, an associate research psychiatrist with UCLA’s Integrated Substance Abuse Programs who is Inupiaq, which means a member of northern Alaska’s native people. Repeated forced relocations have taught native peoples the dangers of disconnection, he says.

Now, when many people are physically

“The elders are very important for our families,” he says. “They’re the people we learn from and where we get our wisdom.”

Since older people are especially susceptible to the coronavirus, the pandemic offers the chance to live out these values, whether it’s calling parents, grandparents and neighbors on the phone; getting groceries for them; or making sure they have

“This communal approach is what sustains people,” he continues. “And the opposite — being isolated or feeling left out, not being connected with your community or ethnic or racial support groups — leads more towards feeling disconnected, isolated and being more prone toward depression and substance abuse.”

Protect the Vulnerable A key practice for many indigenous communities, according to Lopez, is to care for

all the supplies they need, Lopez says.

“Right now it’s an opportunity to bring this way of living (with respect for our elders).

And get connected and make a stronger bond among ourselves.”

Find Goodness, No Matter How Small — And Share It In difficult times, Ramos says she sees many indigenous people focus on the things they can control—and the things that bring them joy, however small they may be.

Some of those things include activities such as gardening, writing or performing music. Or simply spending time with fam-

“This experience helps build your own cultural identity, builds your self-esteem, and strengthens your connections with other Native people,” he says.

“And all of this contributes to resilience.”

Others can look to their own ethnic, religious or cultural traditions for similar benefits, Dickerson adds.

Take the Long View For many indigenous people, resilience means persistence and doing whatever is needed to survive, explains Omish-Lucero, who assists tribes in creating resolutions to identify, mediate and reduce crimes covered under the Violence Against Women Act. Some struggles are long-lasting and may take generations to win.

But Omish-Lucero is intent on passing down her ancestors’—and her own—resiliency. She believes that if her children know the story of their past, it can serve as a roadmap to their future.

“Our original name for the Luiseno people,” she tells them, “is Payomkawichum, meaning ‘People of the West.’”
