NATIONAL HEALTH CARE SYSTEM MUST BE DEVELOPED, NOT COMPROMISED

Hilbert Morales EL OBSERVADOR According to a news release by Speaker Nancy Pelosi, the Trump Administration has filed a lawsuit which will declare the 2010 Affordable Care Act (aka: ObamaCare) unconstitutional. I cannot envision a more destructive act which targets the health care system which provides health care services to an estimated 25 million low-income working-class folks. One of the responsibilities of government is to do what is possible to sustain a healthy work force essential to business and manufacturing operations. America is the only developed nation which does not have a national comprehensive health care system already established providing health care services to its population.

Many insurance firms were cherry-picking clients so as to minimize payouts for required medical services. The Big Pharma prescription drug industry would have to disclose its current high pricing practices which result in high profits. A national Comprehensive Health Care system would also impact profits realized. Health care is today a business which contributes 19% to the Gross Domestic Product (GDP). Much of its basic research is subsidized by federal government agencies such as the National Science Foundation and National Institutes of Health - all administered by the Department of Health & Human Services. Standards need establishment for the “continuum of care” system needed to address health issues from “cradle to grave”. Use of the “profit decision making model” does not deal with those sectors resulting in very low or no profits. Therefore, government must fill that void.

Access to health care services, beginning with preventive care and health education, is of paramount importance in sustaining the nation's population.

President Trump needs a legislative victory to point to with pride as he progresses down the campaign road vying for a second term.

An opponent to the establishment of a national health care system is the health care insurance industry whose insurance revenues would be sharply curtailed whenever a comprehensive health care system is established. Its profits were reduced when the 2010 Affordable Care Act (aka: ObamaCare) decreed that those with existing health care issues could not be denied insurance coverage. In addition, children could remain insured on a parent's policy until age 26.

Folks will need to become ready to vote for their choice as the next President as the quickest way to stop the Trump Administration's dismantling of prior legislatively established governance and related regulations and oversight. The outcome of the 2020 election needs to result in having Democrats in control of the White House, Senate and House of Representatives. In addition to repairs and restorative actions to get things back in some order that benefits more than the top 0.1%.

I recommend the four legislative goals be: 1) Establishment of the Comprehensive National Health Care System (with single payor) and 2) Resolution of National Immigration Issues by, at the minimum, establishment of a legal status for those 11.5 million undocumented already here; 3) Address this nation's neglected infra-structures and 4) deal with the substantial influence of the Military-Industrial Complex because military power is so wasteful of resources which are better applied elsewhere. What has made “America Great” is its consumer economy which is not being nourished by the Trump Administration as evidenced by lack of middle-class growth. An economy must be nurtured that does not depend upon National Security Issues being resolved with military power. This nation needs to have better stewardship applied to its natural resources which must begin with taking care of its diverse peoples. We must take advantage of the reality that America's Constitution is based upon principles and ideals which serve everyone with equity under the laws of this land (which originated in Christian religious dogma). This nation must continue to have more elected officials who are women because the female of the species is more prone to nurture, negotiate and take care of others, not just themselves. As mothers, women must always consider what their young need and undertake efforts to fulfill those needs. Women use authority, power, and resources with different purposes in mind. Men tend to build empires and demand loyalty to themselves rather than

They naturally negotiate, cooperate, and plan ahead, especially when caring for their young or elders. Humanity would not survive without their efforts. The development of Information Technology (IT) has created opportunities to develop better distribution systems of essential resources and knowledge (know-how). This earth has enough resources to sustain humanity. The challenge today is to develop the appropriate distributions paradigms. The ones used and developed by men accumulate wealth, power, and authority amongst a small oligarchy which never will favor democracy as a governing process. As an electorate, We, the People must continue to be vigilant with monitoring and oversight efforts. And most importantly, vote in every election for those candidates who favor caring for the people and an economy which enables heads of households to support their families and communities. This means that each of us will take time to become informed enough so that we take care of our responsibilities. We, The People must support this democratic republic so that our kids can enjoy their future without a decrease in the quality of life which has been demonstrated in democracies wherein resources are distributed well and access to opportunity is open to all. The best of times are those where each of us may make choices we want to enjoy. Even work becomes joyful when we made the choice. Who is best prepared and suited to beat Trump? Speaker Nancy Pelosi, who has already demonstrated that skill. And Pelosi is committed to development of youthful leaders who will continue development of this American Democracy as the greatest national power. All she needs is your support and votes delivered when needed. Pelosi will deliver a developed national health care system despite efforts of those who refuse to recognize health care as a humane right. She is already prepared to defend health care for the people. That is a first step.

Tampoco presentó acusación alguna por obstrucción de la justicia, aunque dejó en claro que no era una exoneración, toda vez que había elementos en favor y en contra. Como era de esperarse, el presidente proclamó a todos los vientos una “TOTAL EXONERACION” a través de su cuenta de Twitter, donde tiene más de 56 millones de seguidores, no todos ellos sus partidarios. Es mi opinión que, más allá del efecto

personal sobre el presidente, el desenlace de la investigación fue bueno para los Estados Unidos. ¿Podemos imaginar el impacto que habría tenido que un presidente en funciones fuera acusado de conspirar no sólo con una potencia extranjera, sino con el rival histórico de los Estados Unidos para socavar el sistema política y electoral de los Estados Unidos? Estados Unidos habría entrado en una espiral descendiente de inestabilidad política y volatilidad financiera. Los demócratas habrían empezado a hablar de un juicio de destitución. Los mercados habrían reaccionado adversamente a la posible caída del presidente que llevó a los índices bursátiles a máximos históricos. Es lógico pensar que el desenlace

Estados Unidos padece serias carencias: una crisis sanitaria por el consumo de los derivados del opio que dejó más de

70,000 muertos el año pasado; una espiral de violencia por las armas de fuego que sigue dejando más de 30,000 muertes anualmente; una dramática situación migratoria para decenas de miles de familias procedentes de Centroamérica. Se trata de problemas enormes que requieren de la suma de voluntades y esfuerzos, pero no de una nueva etapa de desgastes y acusaciones. Lamentablemente la primera salva de la administración Trump después del informe Mueller, fue buscar la anulación de la Ley de Salud Asequible, que ha abierto la cobertura médica a millones, incluidas familias latinas. PHOENIX — A study of literacy programs for Arizona third-graders found that children who live in poverty or attend rural schools are at a disadvantage in learning to read. The report evaluated how effective reading instruction programs were for third-grade students based on a number of key metrics derived from AzMERIT, Arizona's statewide learning assessment test. Study author Robert Vagi is a researcher at the University of Minnesota; he said economic and geographic factors play a significant role in a student's ability to achieve age-appropriate literacy.

Vagi said the study found the location of the school had the greatest impact on literacy. "Even after we account for poverty, rural schools still were performing at a lower level,” he said. “I think what that shows is that rural communities face unique challenges. I think it is certainly worth diverting resources and energy into understanding how we can best serve students in those communities." Vagi added that he believes the report will give educators and lawmakers the information they need to improve literacy among Arizona students. "These are things that are happening very specifically in Arizona schools that provide policy makers, decision makers, stakeholders at every level to really take a look at these issues specifically as it relates to Arizona kids,” he said. The report was produced jointly by the Arizona Department of Education and Read On Arizona.

Suzanne Potter California News Service SACRAMENTO, Calif. - Seven million Californians get medical treatment at Community Health Centers each year, and those centers say funding issues for this crucial part of the safety net are throwing the system into chaos. Starting today, thousands of providers are gathering in Washington, D.C., to chart a path forward and fan out across Capitol Hill to meet with lawmakers. James Luisi, chief executive of NEW Health in Boston and board chair for the National Association of Community Health Centers, said he wants Congress to approve the Community Health Investment, Modernization and Excellence (CHIME) Act, which would approve funding in five-year blocks. "We want that funding extended, hopefully for at least another five years," he said, "so that we can have some stable funding; and so that health centers will be able to access capital and meet their needs without worrying about going back and advocating for that funding to be extended again."

According to the grocery industry, some stores depend on purchases made with SNAP benefits for as much as half of their sales.

Community health centers treat people even if they're uninsured or can't pay in full. But last fall, Congress let their funding run out and took several months to pass a temporary fix. Luisi noted that the health centers have bipartisan support, but in the past, a longer-term funding solution has been crowded out in Congress by other priorities. Andie Martinez Patterson, director of government affairs for the California Primary Care Association, a nonprofit that represents community health centers in California, said their success must be a priority because they're on the front lines in the fight against poverty, the opioid crisis and chronic diseases. "They provide access to anyone regardless of immigration status, regardless of ability to pay," she said. "They provide comprehensive services - so, besides just primary care, most of them have dental as well as behavioral health services." Across the country, community health centers serve 28 million patients per year, including more than 355,000 veterans and 8 million children, at more than 11,000 clinics.

Public News Service INDIANAPOLIS - A plan to put work requirements on the Supplemental Nutrition Assistance Program - formerly food stamps - would cost the American economy nearly $180,000 jobs, according to a new analysis. Language requiring that able-bodied adults prove they are working or moving toward jobs to get SNAP benefits was defeated when proposed for the last federal Farm Bill. The Trump administration now says it will enact the requirement by administrative order. Rebecca Vallas, vice president for antipoverty policy at the Center for American Progress, looked at its impact on grocery stores over a 10-year period. "If that one cut were to take effect, we would see 178,000 fewer jobs," she said. "When you cut programs like SNAP, you don't just make more families hungry. You also weaken local economies." The administration has argued that the move would push people into the workforce, but pilot projects in several states have found few have done so. The pilot projects did see higher demand at food banks. According to White House projections, about three-quarters of a million individuals

and households would lose SNAP benefits. The grocery industry has said that would translate into falling sales, especially in poor neighborhoods, where customers using SNAP benefits are a lifeline for the stores and their employees. "The grocery industry is strongly opposed to cuts to the SNAP program," said Jonathan Williams, communications director for the United Food and Commercial Workers Local 400, which covers six states and Washington, D.C. "Their businesses rely on these benefits being redeemed at their stores. It would be a major blow were any cuts to occur." Supporters of work requirements have argued that the reduced spending will help ease the federal budget deficit. However, Vallas said SNAP is a much more effective economic stimulus than the big tax cut that the SNAP cutback would help pay for. She added that people are more likely to get and keep a job when they can feed their families. "The dirty little secret about so-called 'work requirements' is that they don't create a single job and they don't raise anyone's wages," she said. "Making someone hungrier isn't going to help them find work any faster." The analysis is online at americanprogress. org.

SANTA CLARA COUNTY, CALIF.— Business and personal property taxpayers in Santa Clara County now have access to SCC DTAC, a new mobile app launched by the County of Santa Clara Department of Tax and Collections to provide more than 500,000 property owners with convenient access to pay the second installment of their annual secured property tax payments due no later than April 10, 2019. “There is no longer a need to spend time in traffic, finding parking or standing in line at the Department of Tax and Collections to pay property taxes in Santa Clara County,” said Margaret Olaiya, Director of the Department of Tax and Collections. “People can pay online, and even from their phones, because we now have the DTAC App that allows you to look up your bill and pay directly from your bank account with no additional fees.” The mobile app launched last month coincides with the collection of the second installment of the secured tax bill due February 1, 2019, with a delinquency date of April 10, 2019. The new SCC DTAC app, available for iOS (Apple’s App Store) and Android (Google’s Play Store) mobile devices, includes the following features: •Pay for one or more tax bills for secured or unsecured property. •Pay tax bills with Credit/Debit card, or eChecks; Payments made by eCheck are free of convenience fees. •Make partial payments on a tax bill (Note: Currently for secured properties only). •View list of tax bills due and/or past due, including the ability to view bill details and download bills. •Save properties as Favorites. •Save copies of tax bills.

“We encourage property taxpayers to transact business with the County using the new convenient option of their mobile and smart devices," added Olaiya. Once the app is downloaded, property owners will be presented with two options. The first option allows a search for real property by Assessor’s Parcel Number (APN) or by property address. Real property includes homes, buildings, or land (a.k.a. secured property). The second option provides property owners of businesses, boats, airplanes, etc. (a.k.a. unsecured property) the ability to search for their property tax obligation by its assessment number or property address. Property owners can use the shopping cart feature to pay for multiple secured and/or unsecured tax bills that are available for their properties. Second installment payments with stub, may be mailed to the Department of Tax and Collections, PO BOX 60534, City of Industry, CA 91716-0534. To avoid penalties, payments MUST be postmarked by April 10th or earlier. Late payments will be assessed penalties in accordance with the California Revenue and Taxation Code. EL COUNTY OF SANTA CLARA HEALTH SYSTEM ESTÁ EN PLENO CRECIMIENTO China, Australia, Pakistan, Brazil and other countries have undertaken massive reforestation campaigns, but the United States? Not so much. Roddy Scheer & Doug Moss EarthTalk A recent Boston University (BU) study tracking satellite data of vegetation coverage found that the world is indeed getting greener overall, largely thanks to an ambitious reforestation program underway in China. “China alone accounts for 25 percent of the global net increase in leaf area with only 6.6 percent of global vegetated area,” says lead researcher Chi Chen of BU’s Department of Earth and Environment. “This is equal to the net greening in the three largest countries, Russia, the United States and Canada, that together hold 31 percent of the global vegetated area.” China’s reforestation efforts date back to the 1970s when the government started requiring every citizen over age 11 to plant at least three saplings every year to augment official government-backed reforestation projects. The result has been the planting of some 66 billion trees across some 12,000 miles of Northern China over the last few decades, with the so-called “Great Green Wall of China” expected to snake along some 2,800 continuous miles by 2050. China isn’t the only country hell-bent on reforestation. Pakistan embarked on its Billion Tree Tsunami campaign in 2014 and is well on its way of achieving its goal of restoring healthy forests to some 350,000 hectares of degraded land. Meanwhile, Australia’s “20 Million Trees Program” aims to re-establish green corridors and urban forests across the country while mitigating climate impacts by facilitating the planting of 20 million trees by 2020. Another major reforestation effort with global impact is happening in Brazil, where the non-profit Conservation International is helping restore 30,000 of the hardest hit hectares across the so-called “arc of deforestation” in the Amazon rainforest as a key part of that country’s Paris climate

agreement goal of reforesting 12 million hectares by 2030. Here in the U.S., our forebears chopped down practically every tree they could until around 1920, but then we started to regain some of the lost tree cover over the next 40 years as abandoned farms reverted back to forest. Since then, we are barely net positive in forest cover as tree planting campaigns by the U.S. Forest Service and the non-profit Arbor Day Foundation have made up for losses from development and logging. That said, increased reforestation is not a major part of American efforts to meet climate mitigation targets given more practical ways we can achieve quicker overall emissions reductions. Beyond the U.S., though, there is still lots of “low-hanging fruit” around the world in the form of other areas that would be good candidates for reforestation. The nonprofit World Resources Institute (WRI) maintains the Atlas of Forest & Landscape Restoration Opportunities, which includes global overlay maps on current forest coverage, potential forest coverage, forest condition and human pressure on forest landscapes. According to WRI, upwards of two billion hectares of degraded or logged over forest lands around the world are ripe for restoration work if only we can muster the political will to make it happen. APPLE NEWS+, APPLE CARD, APPLE ARCADE, AND APPLE TV+: EVERYTHING YOU NEED TO KNOW Shelly Palmer The app offers curation — helping you find your next favorite show from any app you’ve authenticated — and a queue (that Apple calls “Up Next”) to keep everything straight. The app will update this May and (finally!) land on Mac, smart TVs, Roku devices, and Amazon Fire devices later this year.

At long last, Apple on Monday March 25, announced its new TV streaming service, Apple TV+, which will become a destination for some of the best and most exciting streaming video content when it launches later this year. Before Apple announced Apple TV+, it unveiled plans to continue eating the world, one industry at a time. Here’s everything you need to know about Apple News+, Apple Card, Apple Arcade, and Apple TV+.

Apple TV+ After unveiling its redesigned Apple TV app, Apple closed out its event by unveiling Apple TV+, the streaming service that seemingly everyone on Earth knew was coming.

Apple News+ Apple kicked off its event by announcing Apple News+, which brings more than 300 magazines (including The New Yorker, National Geographic, Sports Illustrated, and Vogue), newspapers (like The Wall Street Journal and The Los Angeles Times), and premium online publications (like Vulture and theSkimm) to the Apple News app. Note: The Verge reports that the Wall Street Journal will only provide “a specially curated collection of general interest news from The Wall Street Journal” to Apple News Plus subscribers, and seems to exclude the WSJ’s business reporting and analysis. The core functionality of the Apple News app — curated selections of the day’s top news by Apple’s editors — is not going away or changing. That will still be free. Access to the new publications will cost $9.99 per month. Apple noted that subscribing to every publication included in News+ would cost more than $8,000 per year, so if you love good writing and reporting, the value is there. The News+ features will be baked into the existing Apple News app and add new features, like live covers. An Apple News+ subscription can be shared with your entire family, and advertisers cannot track you based on what you read; Apple says, “What you read in Apple News will not follow you across the web.” Apple Card This is a big one. Apple has partnered with Goldman Sachs and Mastercard for Apple Card, a new credit card that Apple promises will be easy to use and will have

no fees, low interest rates, and better rewards (which Apple calls “Daily Cash”). You can sign up for the Apple Card on your phone (via Apple Wallet) and get approved to start using it anywhere that accepts Apple Pay “within minutes.” You can also get a physical titanium card, too, which will have no credit card number, CVV, expiration date, or need for a signature. All of that info is stored in Apple Wallet. Daily Cash (1% back on purchases made with the physical card, 2% back on purchases made via Apple Pay with the Apple Card, and 3% back on purchases from Apple) offers — you guessed it! — daily cash that you can use to pay down your balance, send to friends, and spend in stores. Apple said it wanted to simplify the credit card experience and make it easier for everyone to understand their credit card statement. By using Apple Maps to pinpoint a geographic location, your statement will read that you spent $7 at 7-Eleven, rather than at “123 West Main Street.” A minor improvement, but a useful one. The Apple Wallet app will allow you to view your statements, check your balance, and make payments. Just like with its Apple News+ pitch, Apple preached privacy above all else: the Apple Wallet app uses Touch ID and Face ID to verify every purchase you make and help protect against fraud, and Apple promises that it “doesn’t know what you bought, where you bought it, [or] how much you paid for it.”

Apple Arcade Apple said that iOS is the biggest gaming platform in the world, and it’s rolling out a new service to encourage you to spend even more time playing games. Similar to Microsoft’s Xbox Game Pass, Apple Arcade offers access to more than 100 games that can be installed (not streamed) on your iPhone, iPad, Mac, and Apple TV. You can view a list of Apple Arcade titles on Apple’s site. Apple says each of the games won’t be found on any other mobile platform or subscription service. Subscribing to Apple Arcade will offer access to the full version of each game, with no ads. There’s no price yet, and no specific launch date (other than “this fall”). A Redesigned Apple TV App Before Apple rolled out the red carpet an announced Apple TV+, it offered a look at a fully redesigned Apple TV app. The overhaul aims to make it easy for you to find your favorite shows and channels from many apps, all in a single place. Bounce from an HBO show to a CBS AllAccess show without having to juggle from one app to the next. The app unites standalone channels (like HBO, Epix, and CBS All-Access), movies you rent or buy from iTunes, streaming services (like Amazon Prime and Hulu… but no Netflix), live sports (like ESPN+ and MLB.tv), and TV subscriptions (like Spectrum and DirecTV Now).

Every original program on Apple TV+ will be ad-free and downloadable for offline viewing. The platform, launching this fall, will feature shows created by and starring some of Hollywood’s biggest names (many of whom got on stage) like Steven Spielberg, Jennifer Aniston, Reese Witherspoon, Jason Momoa, Kumail Nanjiani… and, oh yeah, “one more thing”: Oprah. Apple was light on details about Apple TV+. Rather than focus on specifics, it highlighted the names you know and the shows you’ll (hopefully) soon enjoy. Apple TV+ will be a part of the redesigned Apple TV app, and will cost some indeterminate amount of money when it launches later this year.
