DEALING WITH CORONAVIRUS REQUIRES HIGH AWARENESS LEVELS associated with the flu. A high temperature may also happen.

F

or the containment of the coronavirus respiratory disease, which is highly virulent and infectious, it is necessary for more ordinary folks to learn more about levels of cleanliness. More individuals must understand that this particular respiratory disease is easily transmitted from an infectious individual who may display no symptoms of having any respiratory illness.

While it may be related to and compared with the common flu virus, it is much more virulent and infectious. In addition, it has caused more deaths than the ordinary flu (which causes an average 12,000 deaths nationally per annual flu season.

The typical symptoms of having traditional flu are having “general malaise” (feeling poorly) and lethargy. A drippy nose and sore throat are also common.

Like the traditional flu, the respiratory disease caused by the coronavirus is not very responsive to ordinary and customary flu therapy. No clinical laboratory tests which specifically identify it currently exist. It will take about three years to develop diagnostic tests which are approved and endorsed by the FDA (Food & Drug Administration) in the US. The general public needs to understand that this particular coronavirus is a very recent happening, which began in China in December 2019.

At this juncture, clinical laboratories have not developed tests which are specific and essential to the development of “differential diagnostic ability”.

This week President Trump introduced several experts who are developing the high capacity testing systems. That system was at a capacity in the hundreds of tests per day. Now that testing system can process reliably and accurately 8,000 to 9,000 tests per day. That is the sort of testing capacity which is necessary if public health issues are to be realized.

The general public is currently being asked to do the simple things which helped our nation to deal with traditional flu: Isolation and quarantine practices are being promoted because there is no established and verified

base of knowledge at present. In addition, there are no prescription drugs which are known and tested. All that is happening and being accumulated as the community copes with this respiratory disease.

prescription medications which directly address it. To kill a virus, a prescription medication usually is also very damaging to the host cell. The host cell's metabolism is entirely redirected towards the replication of the virus.

The most important thing is to become proactive about not being exposed to infection. Any individual who has any form of respiratory disease needs to wear a face mask when dealing with others. The best thing to do may be to just avoid social and business contacts that are “too close and too personal”.

If all of us begin to personally function at a high alert level for the next few weeks, it will minimize the transfer of the coronavirus.

Then we will begin to constrain and contain its distribution. The outcome will be positive and beneficial for each of us, our family members, and colleagues.

THIS EFFORT LEVEL MAY BE REQUIRED FOR AT LEAST THREE MONTHS! There will be a reduction in social and economic outcomes because schools, restaurants, and retail outlets will all need to conduct their affairs without allowing too many groups to comingle.

The coronavirus can be and must be constrained and contained.

That will happen when more than 85% of us do what needs to be done. We must limit the opportunities which allow this viral disease to replicate, and the elimination of favorable replication sites will achieve that goal. You can be a difference maker.

OS ANGELES - The 2020 census forms can be filled out online as of Monday - and experts are warning that California is at serious risk of an undercount, particularly of children under age five.

In the 2010 census, it's estimated that California missed counting one million children. Jessica Berthold, communications director with the First Five Association of California, says the state could lose out on a huge amount of federal money if families ignore their census forms.

Rights Project, says census workers also face severe penalties for privacy violations.

"It is a confidentiality pledge that you have to take, that you're sworn for life to protect any information you might see during the course of your employment," says Brannon. "And it is punishable up to five years in prison and a fine of $250,000, or both. So, it is a very serious pledge that they take."

The current Ryan/ Khanna plan, the Emergency Money for the People Act, would provide a monthly check for between $1,000 and $2,000 to every American who earned less than $130,000 last year.

In a statement at the White House Coronavirus Task Force briefing today,

“Americans need emergency cash, now,” said Rep. Ro Khanna. “Our economy has to get the stimulus from immediate spending. While we are glad to see that the Trump administration now supports our approach, we can’t wait any longer to see the Secretary’s words translate to action. The Trump Administration needs to adopt Rep. Ryan’s and my proposal in full and get this country on the road to recovery.”

“Many Americans have begun to follow our recommendations to stay home and avoid the spread of coronavirus,” said Rep. Ryan. “Unfortunately, that means many are now missing paychecks or losing their jobs. Our country is already hurting under these unprecedented times and we should take swift, broad-sweeping action to keep working-class Americans on stable footing. I’m heartened to hear that this Administration has joined Congressman Khanna and me to move forward with putting cash in the pockets of the American people. Time is of the essence, so let’s work together and get Americans the help they need.”

Under the Ryan/Khanna plan, the vast majority of working-class Americans would qualify for this tax relief. Every American adult making up to $130k would receive at least $1k and up to $2k per month for 6 months. Congress could then renew this again for another 6 month period. This would operate as a temporary, emergency Earned Income Tax Credit (EITC), allowing the IRS to access 2019 Tax Return Information in order to ease the cutting and sending of the checks.

Additionally, those who earned $0, were unemployed, or who are currently unemployed will be also be eligible, and the payments would not count as income in order to protect eligibility for any of the income-based state or federal government assistance programs (eg. Medicaid/SNAP).

Congressmen Tim Ryan and Ro Khanna have urged leadership to consider their proposal for the third package of COVID-19 response legislation in the coming weeks.

State Sen. Richard Pan, who also is a pediatrician, said Senate Bill 65 would cap health insurance premiums and copays at a percentage of people's income.

"We need to provide some limits on cost sharing so that people don't just have coverage but they can actually afford to get the care," Pan said.

Another bill would have the state of California start manufacturing generic drugs so no company could gouge consumers.

Assemblyman Joaquin Arambula, also a doctor, has sponsored Assembly Bill 4, which would open up Medi-Cal to all income-eligible adults, regardless of immigration status. He said we can't stop the spread of disease while hundreds of thousands remain uninsured.

"Health care is a human right," Arambula said. "Our undocumented Californians should be treated with the same dignity and given this right."

In 2019, California expanded Medi-Cal to include undocumented low-income young adults. State Sen. Maria Elena Durazo said the next step is to include undocumented seniors.

"The health care safety net system has

always been the smartest thing to do, and that's even more important right now," Durazo said.

The Health 4 All coalition also supports a bill to establish a state office of health care affordability, and one to raise the assets limit for seniors so they don't lose access to Medi-Cal for having small amounts of savings.

"Estamos estudiando enviar cheques a los estadounidenses de manera inmediata (...) Los estadounidenses necesitan efectivo ahora", aseguró Steven Mnuchin, secretario del Tesoro de EE.UU., en una rueda de prensa en la Casa Blanca, al delinear algunas de las propuestas del multimillonario plan de estímulo fiscal que presentará hoy al Congreso.

"Y (con ello) quiero decir en las próximas dos semanas", afirmó Mnuchin, aunque evitó dar una cifra concreta acerca del monto.

El lunes 16 de marzo, el senador y excandidato republicano a la presidencia Mitt Romney había presentado una propuesta similar con respecto al envío de efectivo a los estadounidenses en una economía en picada. Su enfoque fue un cheque único de $ 1,000 a cada adulto para contrarrestar los efectos de la epidemia.

Esta propuesta, sin embargo, aún no ha sido entregada al Senado para su consideración.
