In this new year, it’s exciting to look to the future and plan for new opportunities in Highlands Ranch. During these challenging times, it’s reassuring to know the Metro District’s healthy financial condition gives our organization the opportunity to both maintain our assets and to enhance services as we move forward.

The Metro District has a healthy fund balance and our strong finances put us in a position to expand services for our community without increasing property tax rates or fees. This includes expansion of senior services, new and enhanced facilities, and most importantly reinvestment in our current facilities.

The benefit to the community of such sound financial management will be realized later this year when we will retire the Metro District’s debt four years early, enabling the Metro District to devote even greater resources to our ongoing operations and programs.

The Highlands Ranch Metro District Board of Directors has selected Mike Renshaw as the organization’s new general manager, replacing Terry Nolan, who is retiring after 24 years of service to Highlands Ranch. Renshaw is only the third general manager to lead the local government in its 40-year history of providing municipal services to the unincorporated community of Highlands Ranch.

“I want to express my gratitude for the trust and confidence that the board of directors has placed in me. Over the course of my recent trips, I’ve absolutely fallen in love with the Highlands Ranch community!

Although I have very large shoes to fill following Mr. Nolan’s fantastic career with the Metro District, I’m excited about the opportunity to be a part of such a talented management team and dedicated staff,” Renshaw said. “I’m eager to roll my sleeves up and begin meeting and working with the board, residents, Centennial Water & Sanitation District, the Highlands Ranch Community Association, and the business community to further enhance the quality of life within the Highlands Ranch Metro District.”

Renshaw has more than 27 years of experience in local government leadership and management. He has served as the county manager in Barrow County, Georgia since 2016.

A proud veteran of the United States Navy and Persian Gulf War, Mike returned to school and completed his Bachelor of Science degree in Criminal Justice and Master of Public Administration at Arizona State University. Mike and his wife Judy are the proud parents of five children and they also have two grandchildren. They are active members of their church and enjoy spending time exploring state parks and recreating in the outdoors.

Increase to 2021 water rates Centennial Water and Sanitation District is the water and wastewater provider in Highlands Ranch. Centennial Water customers will see an increase in Customer Quick Facts their 2021 rates. A typical single family annual bill is estimated 30,800 single family homes to increase 4% from $1,026 to $1,068. This includes water, 7,550 multi-family units wastewater, stormwater and streetlight fees. Despite the 950 commercial customers increase, rates for Centennial Water customers remain among the lowest in the Denver Metro area.

Rates cover the cost of water and wastewater operations and maintenance, debt service and capital reinvestment. Staff annually analyzes rates for both the upcoming year and future years to ensure long-term financial stability and to avoid significant increases in any single year.

Proposed rates for the upcoming year are published on Centennial Water’s website on Oct. 15 each year. A public hearing on proposed rates is held at the November board meeting, which is the last Monday in November. The board votes on proposed rates at the December board meeting. New rates go into effect the first billing period beginning on or after Jan. 1.

All of the challenges of 2020 have highlighted how integral our outdoor amenities are to Highlands Ranch residents’ mental, physical and social wellbeing. Trails, parks and open space are an essential resource in our community that helps keep all ages active, healthy and engaged.

“Now, more than ever, our work is helping many people have a healthy outlet from the stresses we are all living with,” said Carrie Ward, director of parks, recreation and open space.

Park and trail usage in our community has been at record levels during the coronavirus pandemic. This falls in line with national trends. According to the National Recreation and Park Association: • 83% of U.S. adults agree that visiting their local parks, trails and open spaces is essential for their mental and physical well-being during the pandemic.

• The most popular activities have been walking, jogging, hiking and biking.

We appreciate everyone who has enjoyed the outdoors responsibly while following public health guidelines.

It takes a lot of work both out in the field and behind the scenes to keep up with the increased demand. The Metro District strives to provide exceptional service to our residents and all of our staff members play a part.

Thirty-four years ago this past December, the Metro District hired an employee who would have an important role in the development of the masterplanned community of Highlands Ranch.

Forrest Dykstra began his career as a project manager for a growing community. “We were building a lot of infrastructure at the time to serve the new and growing community,” Dykstra said. “95% of the projects at the time involved paving roads or adding stormwater lines.”

Fast forward to 2021 and Forrest is Manager of Engineering in a public works department that has seen its focus transition from helping build a community, to helping maintain a community of 98,000 people. Stormwater management, facilities projects, transportation projects, and water quality issues are just a sampling of the work that occupies his time.

While working on the varied projects that come his way, partnerships and collaboration became a common theme. This includes working with the Colorado Department of Transportation (CDOT) for the development of the C-470/Lucent Boulevard interchange, coordinating with Douglas County staff on infrastructure maintenance, planning

Leaving a mark on projects throughout Highlands Ranch with Mile Hi Flood Control District on stormwater management, and working with Centennial Water on water quality issues. Dykstra quickly became a valued resource for regional and local partners.

“I am proud of every project I’ve worked on,” Dykstra said. “The Mansion renovation was a great project. The challenges of developing that within a limited budget and having it turn out as well as it did for the community to enjoy it as much as they do has meant a lot. But every project meant a lot from channel stabilization to transportation.”

In addition to supporting the public works function of Highlands Ranch, Forrest has taken the time to partner with local schools, overseeing many volunteer wetlands projects with student groups and managing his department’s high school engineering internship program.

“Mountain Vista High School has been lucky to partner with Forrest Dykstra for 15 years as an internship mentor who provides students with authentic experiences that leave the students motivated, trained, and inspired,” said Kimberly Cox, internship coordinator at MVHS. “Forrest not only teaches students the skills they will need as future engineers, but also trusts students with portions of real projects students can design, present, and implement for the Highlands Ranch Metro District. Forrest is the absolute best!”

Dykstra and his family have lived in Highlands Ranch since 1982. They have seen the community change significantly, following the master plan and vision set forth from the beginning. Outside of work, Forrest enjoys the outdoors, fishing, hunting and spending time with family.

New pickleball facility proposed Planning has begun for a new Metro District pickleball facility. Goals for the future location include building 10-12 courts for the rapidly expanding sport.

“There is growing interest in the community for more outdoor courts, lessons and organized leagues,” said Carrie Ward, Metro District director of parks, recreation and open space.

For those who have never played, pickleball is a racquet sport that incorporates elements of badminton, tennis and ping-pong. It is easy for beginners to learn and is a great athletic outlet for experienced or competitive players of all ages.

There are currently four outdoor courts at Tanks Park, 10371 S. Broadway that were funded by the Highlands Ranch Park & Recreation Foundation. Since being added in 2014, these courts have seen a steady increase in usage. The courts are available for reservations or first-come first-served use. Improvements to these courts such as fencing or permanent nets, are not an option at the current location.

The planning phase for the new facility is currently underway. As possible locations are examined, more details will be shared and opportunities for public feedback will be available.

New skate ramps to be installed at Tanks Park “Many residents and riders mentioned at our public meeting the importance of designing good flow between the skate ramps and the desire for a ‘funbox’ and half pipe,” said Ken Standen, construction and facilities maintenance manager.

The need to replace the ramps, which were installed in 2001, was first identified in 2018. The replacement was temporarily delayed by the special requirements of the site. The skate ramps sit on top of one of two Centennial Water & Sanitation District water storage tanks in the park. The replacement skate equipment was selected and approved because it will not damage the integrity of the concrete tank lids.

Celebrating the 40th anniversary of Highlands Ranch What were you doing 40 years ago – in 1981? If you were in the south Denver metro area, you were likely hearing about the new community of Highlands Ranch, which would be built on 20,000 acres of prairie land in Douglas County.

Four decades later, our award-winning community is home to nearly 98,000 people. Many people who were raised in Highlands Ranch are now second-generation residents, choosing to live here with their young families.

All year long, we’ll be celebrating our community’s 40th anniversary, together with our community partners. Highlands Ranch Mansion celebrates milestone anniversary

While the modern community of Highlands Ranch is 40 years old, the ranching history and name date back much further.

This year the Highlands Ranch Mansion staff is excited to celebrate the Mansion’s 130th anniversary. The building we know as the Mansion today actually started as a small stone farmhouse built in the late 1800s. The building has undergone many renovations and expansions during its 13-decade history, but it still bears an “1891” carving from its original owner on the façade.

From the time our portion of Douglas County was originally homesteaded, the size of the historic property varied as portions were acquired or sold. Under different ownership, it also had different names including: • Rotherwood, 1884-1893 • Springer Cross Country Horse & Cattle Ranch, 1897-1913 • Sunland Ranch, 1913-1918 • Diamond K Ranch, 1926-1937 However, from 1920-1926, owner Waite Phillips increased the size of the property and named it Phillips Highland Ranch – with no “s”. Sources have not yet been found that explain a reason for the name, but he was raising Highland Hereford cattle on the sprawling ranchland.

When Lawrence Phipps, Jr. purchased the land in 1937 he reverted the name from Diamond K Ranch to Highlands Ranch, but this time spelled it as we know it today. He owned the property until his death in 1976.

In 1978 Mission Viejo Company purchased the land and embarked on the development of our modern community. Tying in the area’s history, they named their new community Highlands Ranch.

“We are always striving to learn more about our historic building,” said Susie Appleby, Mansion historic programs and volunteer coordinator. “I often use the analogy of a jigsaw puzzle when I talk about the Mansion’s history, its construction and our research process.”

Appleby said so much has been discovered in the past few years, including more information about Samuel Allen Long, the original owner of the Mansion.

In 1884, Pittsburgh native Samuel Allen Long joined thousands of Colorado residents when he filed a homestead claim for a parcel of land for himself and his wife, Henrietta. The Homestead Act, signed into law by President Abraham Lincoln in 1862, intended to increase U.S. agricultural prosperity by providing free land to settlers of the western United States who agreed to build a home and improve the land through farming. While the law was in effect, the United States granted more than 270 million acres of land to homesteaders like Long. In Colorado, these homesteads represented 33% of the state’s total acreage.

How Highlands Ranch got its name

By 1891, Long completed all requirements of the Homestead Act, officially “proving” up his homestead in northern Douglas County and becoming the legal owner. He commemorated the culmination of years of hard work, by carving the year “1891” under an upstairs window of the small stone farmhouse he and Henrietta called home. Today, this portion of the home still stands, as the oldest part of the current 27,000-square-foot Highlands Ranch Mansion. Long also left behind two other carvings: “Rotherwood,” the name bestowed upon the farm, and “S. Allen Long”.

Appleby said there is still more to learn about Long, including more details of his early homestead. “We’re dedicated to following the trail of our historic research and adding the missing puzzle pieces as they are discovered,” she said.

The Highlands Ranch Library celebrates its grand opening. The Chamber of Commerce of Highlands Ranch is founded. The 55-acre Redstone Park, the community’s largest, opens.

Central Park opens. The 100-acre Central Park development by Shea Homes and Shea Properties includes more than 250 apartments, 200 single-family homes, the UC Health extension campus and an assortment of shops, restaurants and fitness studios.

Due to COVID-19 restrictions and construction at our office, we’re asking customers to request shelter reservations through one of three methods available: 1. Visit highlandsranch.org/reservations to submit an online request.

2. Email pmoisey@highlandsranch.org and provide your name, address, event date, event time, requested shelter location, type of event and expected attendance.

3. Call our reservation specialist, Pam Moisey at 720-240-5932.

• Make sure the park shelter you would like to reserve will accommodate the size of your party. An event of more than 100 people requires special permitting. All reservations will be subject to current public health orders.

Planning for early 2021 programs has been a challenge as each day brings evolving guidelines to help keep everyone healthy and safe. Do you use private video surveillance at your home or business that records video? If so, the Douglas County Sheriff’s Office (DCSO) would like to partner with you to help solve crime.

Video surveillance is one of the best methods for apprehending criminals and convicting suspects who are caught in the act of committing a crime.

The DCSO’s Community Camera Partnership is a great example of community-police partnerships and is highly valued by law enforcement.

How Does It Work?

The Community Camera Partnership allows residents and business owners to share locations and capabilities of their security camera systems with the DCSO. Using this information, when a crime occurs, the DCSO will know the locations of nearby video cameras and be able to collect video evidence and follow up on leads.

The Community Camera Partnership program is completely voluntary, and you can withdraw from the program at any time. Please contact the DCSO at ccp@dcsheriff.net.

When the level increases above one percent, unconsciousness and death can occur quickly.

Most carbon monoxide poisonings outside of firefighting situations occur while people are sleeping and not aware of feeling sick. Install a detector in the hallway outside bedrooms. Kitchens are not good sites because grease and smoke accumulations can clog the sensing elements. Steam and water vapor can damage the sensing elements of detectors placed in bathrooms, saunas and greenhouses. The volume of exhaust from most vehicles makes garages unsuitable for detectors.

If a carbon monoxide alarm activates in your home, go outside and call 911. It is an emergency. South Metro Fire Rescue’s firefighters will respond, treat any patients, and try to determine the source.

Construction is moving along on Fire Station 20, located at Wildcat Reserve Parkway and Summit View Parkway. South Metro Fire Rescue, fire and emergency services provider to Highlands Ranch, anticipates opening the new station in March.

Think twice!

Each year, South Metro Fire Rescue personnel respond to ponds for pets and people who have walked onto and fallen through ice. Pond ice can be fragile and vulnerable to breaking under the weight of pets or people.

If you see a pet or person fall through the ice, think twice. Stay on shore and call 911. Show police and firefighters the location of the fall.

If you fall through, be calm and kick hard to push your body onto the ice.

Stay flat on the ice and roll toward shore.
