Could someone tell me, why the entry to some of the premises at Pialba, namely the Banking Area is so “disabled unfriendly”? There is an entry near the Bank of Queensland, however it is very steep and has no rails for support for anyone to hold onto. I never realised it until I found myself in a situation where I needed support to walk up any sort of ramp into the premises. All that is needed is a set of rails on either side of the walkway to make it safer for anyone

with a disability to be able to walk into the banks or use the ATM.

It is an exciting project which will create 1,100 jobs during the construction phase and a further 250 ongoing jobs generated within the community when it is operating. While Hervey Bay is currently experiencing an

influx of new residents, it is also expected to become an even bigger tourism hotspot in the coming years and, simply put, there needs to be accommodation and services to support them. The Hervey Bay Esplanade Resort has been designed to blend harmoniously with the natural beauty which draws new residents and tourists to the area while establishing the benchmark for future developments which blends residential and short-term tourism accommodation. In the twenty odd years I have lived in Torquay high rise in the Bay has come to the fore three times to my knowledge! On all three occasions, the public have opposed it. On

this I’ll say no more. Let’s look at the impact should this proposal get off the ground. Is the Esplanade capable of handling the extra traffic and parking? If not, who will pay for whatever needs to be done? Can our current water, electricity and sewerage cope with the increase this development will create? Again, if not will, the developer or the ratepayer cover the cost of upgrading? Question; in this day and age, does Torquay or anywhere for that matter require two pubs within two hundred metres of each other? Lastly, remember, if this development gets off the

Have you been to the Gold Coast area? I have and that is why we are here. Have been concerned at the hundred plus new houses being erected on all that tree covered land, dislodging some kangaroos. WE the ratepayers like the Hervey Bay we were born in or moved to or we would have moved. Please, follow some other money. Would be great to be reassured before Christmas. ‘’money isn’t everything’, ask your conscience .

The Advertiser Publisher’s Point has hit the 21-storey whale tale nail right on the head. Approval by the present council of this development will make it impossible for future councillors to reject similar applications. The result will be the Torquay beachfront becoming identical to Mooloolaba or Caloundra: An endless traffic jam surrounded by a steel, glass and concrete multi-storey jungle. Being located right at sea level, this project is on a flood and erosion prone sandy waterfront strip where the cost of future road maintenance, sewerage and beach protection will be a noose around the council’s bank account forever. Our eleven true council members, all facing the electors early in the year, have a huge task ahead of them when assessing this application. Such is the joy of being in public life.

Two Towers I am not in the habit of writing to the newspapers but, on this occasion I feel that I may be able to suggest a solution to the Three towers/ No Three towers problem. The decision, in my humble

f opinion, is one far to great to be placed on the shoulders of the few persons making up our council, the responsibility too onerous to bear. Therefore why not have an early council election with each candidate making his feelings about the matter clear to the voting rate payers. That way we could all make our feelings known to the final decision makers before they have to make any terrible mistakes that will be a blot on our way of life forever. It may pay to ponder for a while the infrastructure. We currently are subject to water restrictions every so often. With hundreds of visitors, not skilled in conservation, enjoying prolonged showers etc, using our precious supply with no thought for tomorrow where are council going to find the extra supply necessary? Personally I am getting on in years and doubt if I will see the final outcome, but I must say that I like the Bay the way it is. And surely one “Gold Coast” in Queensland is enough.

Boundary Road extension entering final stages

A MAJOR new east-west road connection through Hervey Bay is entering its final stages. Fraser Coast Deputy Mayor Denis Chapman said the Boundary Road extension would set up the rapidly growing Fraser Coast region for the future, reducing traffic congestion and taking the pressure off Boat Harbour Drive. “The Boundary Road extension will provide alternative and improved access to the Hervey Bay city centre, major shopping centres, tourist destinations and the medical precinct,” he said. “Work on this project began in November 2021, and while wet weather slowed progress in the early stages, the construction site has been a hive of activity this year. “Construction works in Denmans Camp Road began in July 2023 and will continue until mid-2024 with the existing traffic arrangements to remain in place until the project is completed. “A four-week closure of the Ironbark Street and Denmans Camp Road intersection is planned in early January for works in that area, while there will also be a two-week closure of Richard Charles Drive in

February for the construction of a raised priority crossing. “We urge motorists to be patient and follow the traffic control advice while this important work to deliver a major new road connection in Hervey Bay is underway.” The Boundary Road extension includes the construction of a dual-lane two-way road along the vacant road reserve between the roundabout at the Urraween Road and Kawungan Way intersection, connecting to the intersection at Boundary Road and Denmans Camp Road. It will include new traffic lights at the Boundary Road intersections at Grevillea Street

and Denmans Camp Road, with concrete shared pathways and on-road cycle lanes. The $32 million Boundary Road extension project is being funded by the Australian Government ($9.625 million) as part of the Hinkler Regional Deal initiative, the Queensland Government through the Transport Infrastructure Development Scheme ($3.272 million) and Fraser Coast Regional Council. WITH the weather heating up, Fraser Coast homeowners and occupiers are being urged to ensure they know the pool rules to stay safe this summer. Cr Paul Truscott said Queensland laws defined a swimming pool as any structure that can be filled with water to a depth of 300 millimetres (30cm) or more. “Pools and spas can be a lot of fun, but with great fun comes great responsibility,” he said. “Put the phone away and ensure you are always supervising your kids. “Check your pool fence and gate meet current safety standards. Learn CPR and have a compliant CPR sign displayed. Never leave your pool gate propped open and

move anything that is easy to climb away from your fence. “By following simple tips and abiding by the law, we can ensure every poolside is enjoyable and secure. Safe pools save little lives.” Cr Truscott said residents must inspect and maintain an existing swimming pool or spa to ensure it meets Queensland Pool Safety Standards requirements. “There is no room for complacency when it comes to pool safety,” he said. “If you have recently moved to a property with a pool and are unsure if the fencing complies, please engage a Queensland Building and Construction Commission (QBCC) licensed pool safety inspector to ensure your barrier

is safe. “All residential swimming pools must have a building approval for the pool and safety barrier and they must be registered with the QBCC.” The Royal Life Saving National Drowning Report 2023 found that 61 people drowned in Queensland waterways in 2022/23 with 13 per cent of the deaths occurring in a swimming pool. Regional Queensland leads the nation with nearly one in four regional Queenslanders living in a house with a swimming pool or spa. Scarness Caravan Park stage one completed

THE FIRST stage of the Scarness caravan park upgrade has been completed with guests being relocated from the eastern side to the newly developed western side. Fraser Coast Regional Councillor David Lee said various works had been carried out on the park’s western side throughout last year, with work to shift to the eastern side in 2024. “The first stage of the redevelopment on the western side has seen new roads built, underground power, water and sewerage systems installed, along with the construction of a new manager’s office and residence, camp kitchen and barbecues,” he said. “The park managers have moved into the new residence and reception office. The shade cloth and temporary fencing has been removed to allow for final grounds preparations.

“Guests have been relocated from the eastern side to the western side with temporary fencing installed on the eastern side ahead of the final stage of the redevelopment. “It is anticipated that all remaining bookings for the next 12 months will be available online with more details available at https:// beachfronttouristparks.com. au/” Council received $200,000 from the Queensland Government’s Department of Tourism, Innovation and Sport towards the $5 million Scarness caravan park redevelopment. Cr Jade Wellings said Council owned four caravan parks on the beachfront in Scarness, Burrum Heads, Torquay and Pialba, which will all be refurbished over the next few years to ensure the parks meet current standards and

expectations. “The existing infrastructure in the parks is aging and the parks need upgrading to suit modern vans, especially RVs,” she said. “Master plans have been prepared for all four parks. “We apologise for the inconvenience caused while the work is carried out, but the end result will be more modern caravan parks, catering for the needs of today’s tourists. “A key focus for Council is to plan for the future, and to effectively manage and maintain our assets, and these projects are an example of how we are working to achieve both those outcomes for our community.” For more information about the redevelopment of the four Council-owned caravan parks, go to https://frasercoast. engagementhub.com.au/ caravan-parks

Upgrades to improve Eli Waters intersection THE FINAL design for the MaryboroughHervey Bay Road and Pialba-Burrum Heads Road intersection upgrade is now complete. The design, which incorporates feedback from impacted stakeholders and the community, includes traffic signals at the intersection to improve traffic flow and road safety, and improvements to pedestrian and bike riding facilities. Maryborough-Hervey Bay Road on the southern approach to the intersection and PialbaBurrum Heads Road west of the intersection will increase to four lanes to accommodate major traffic movements and support current and future growth needs. In 2021, the Australian and Queensland governments announced a $44.1 million commitment to improve the safety and efficiency for all road users at the intersection. The upgrade of the Maryborough - Hervey Bay Road and Pialba - Burrum Heads Road intersection in Eli Waters will improve traffic movement and the safety of motorists, pedestrians and bike riders.

Inspections for dog registration set to start

FRASER Coast dog owners have been encouraged to ensure their dogs are registered ahead of an inspection program starting early this year. Cr Jan Hegge said dogs were required to be registered annually under Queensland Government laws. “Having a dog can provide a lot of enjoyment and companionship but also comes with commitments and responsibilities,” she said. “Council officers visited more than 11,000 properties as part of this year’s dog registration inspection program, which resulted in an extra 2646 dogs being registered and updated details provided for 680 dogs whose ownership had changed or who were no longer alive. “The 2023 inspection program also led to $215,941 in fines being issued for animal offences. “Council issued over 22,500 dog registration renewal notices in early October 2023 and there are still about 3500 owners who are yet to respond. We encourage those dog owners to get in touch with Council as soon as possible to register their dogs and/or update their details.” At its meeting today, Council

leash areas and responsible pet care programs.” Council offers free first-time dog registration to encourage residents to register their animals. It is compulsory for dogs to be registered with Council from twelve weeks of age and within 14 days of owners moving to the Fraser Coast region. Fraser Coast Regional Councillor David Lewis said the intersection of Nissen Street and Islander Road in Hervey Bay was being upgraded to make it safer for motorists and pedestrians. “This intersection is in a busy business district used by thousands of vehicles daily, including many trucks,” he said. “Several crashes have occurred at this intersection

in recent years, some of which have led to hospitalisations, mostly due to motorists failing to give way from Islander Road. “This upgrade should improve traffic flow, reduce crashes and make it easier for pedestrians to cross the road, particularly during peak times. “There will be traffic management arrangements in place during the works, and Council thanks everyone in advance for their patience while this important project is completed.” The project includes the installation of traffic lights, the

widening of Nissen Street to allow for additional marked on-street parking spaces, new kerb ramps, upgrades to sections of the footpaths, new kerb and channel, road surfacing and new pavement marking. Local contractors Jac Civil have been awarded the $1.3 million contract to deliver the works, which is mainly funded by the Australian Government’s Black Spot Program. Work is due to be completed by mid-2024.

STUDENTS from TAFE Queensland’s Fraser Coast campuses were all smiles, as they donned caps and gowns in celebration of their graduation. Over 60 students graduating with qualifications in study areas ranging from nursing and early childhood education and care to automotive and beauty, descended on the Beach House Hotel on Wednesday 6 December with their nearest and dearest to mark the culmination of all their hard work, and the beginning of their new careers. TAFE Queensland General Manager for the East Coast region Mark Reilly said the ceremony was an opportunity for students who had completed their studies in 2023 to reflect on their accomplishments. “Graduation is about celebrating not only everything our graduates have achieved throughout the duration of their studies, but all the doors that they have opened by investing in their future,” Mr Reilly said. “We congratulate all our Fraser Coast graduates who have studied with us this year, and can’t wait to

see where their journeys lead them.” The ceremony was a particularly proud moment for 20-year-old Diploma of Nursing student Jacob Brassington, who was awarded the 2023 Fraser Coast Student of the Year for his dedication to his studies.

Mr Brassington said he was pleasantly surprised when his name was announced. “It wasn’t until I was on the stage and looking at my family and teachers that I was able to feel just how much I’ve achieved and how far I’ve come,” Mr Brassington

said. “It was a pretty emotional moment – my nana, grandad and mum were all there and crying – but for me, I was just so happy to be able to share this with them because they’ve been so supportive throughout my studies.” At just 18-years-old, he packed up his life in Canberra, leaving behind his family and friends, and moved in with his grandparents with the goal of kickstarting his own career caring for others and one day working in mental health nursing. “I’ve always been a caring person, and I had great grandparents and teachers who recognised that and supported me in that direction,” Mr Brassington said. “Starting out so young, I found it all a bit daunting at first, but I wanted to prove to myself I could do it, and during the course I got to really find myself and build my confidence and strength. “I’d now like to work as an enrolled nurse for at least a year to gain more practical experience before doing a Bachelor part-time, and obtaining my Masters in mental health nursing.”

Recycling tours offered 21 storeys - Should

FRASER Coast residents wanting to learn more about what happens to what goes in their yellow recycling bin can sign up for a free tour of the region’s recycling centre in January. Cr Zane O’Keefe said about 10,000 tonnes of mixed recyclables from the kerbside collection of yellow-lid recycling bins were processed annually at the Materials Recovery Facility (Recycling Centre). “The tours of the recycling centre will give residents a better understanding of what they can put in their recycling bin and where it ends up,” he said. “On the tour, residents will learn tips and tricks to make recycling easier at home and

help cut contamination. “Items like packaging glass jars and bottles, paper/ cardboard, hard plastics, steel and aluminium cans and containers can go in your yellow recycling bin, whereas clothing, batteries and green waste can’t, to name just a few examples. “Council has an A – Z Recycling Guide on its website with a comprehensive list of what goes where. “Recycling is good for the environment, good for the economy and good for the local community. “The top three recycling rules to remember are – never bag it, take the lids off jars and bottles, and rinse your containers.” The upcoming free tours at

the Materials Recovery Facility in Dundowran include one tailored for school children on Tuesday 16 January 2024 from 10am to 11.30am and one tailored for adults on Monday 22 January 2024 from 10am to 11.30am. Bookings for the tours are essential as places are limited, and attendees must wear closed-in shoes with access via stairs. To book a spot, call Council on 1300 79 49 29. THIS is the question raging around Hervey Bay at the moment. There are also a lot of mistruths and scare campaigns going on around the 21-storey application and the idea of going higher. FCPIA don’t advocate on individual applications, and I would like to throw some facts into the argument about going up. This is not necessarily specific to this development or height but to the benefit behind changing our thinking as a community. • Council has planned infrastructure for a minimum of 100 persons per hectare in high density nodes and we currently achieve nowhere near these figures on the Esplanade. Therefore, there would be no real cost of infrastructure upgrades. • There hasn’t been a new 6-storey building built since the GFC in 2008. The reason for this is that the current height limits are unviable for developers and high-end hotel chains to be sustainable. • Council already has 20-storey limits near the Marina and has passed 16 storeys in the CBD. So

going up is not new and it will probably be part of Council’s new Town Planning Scheme.

• Housing is an issue and people moving here come for the water. So, we need diversity in apartment living for people to live, and high end, safe accommodation is needed in a variety of options.

• Tourism is one of our biggest employers and attractions, and we are getting left behind the rest of Queensland. We haven’t had anything new of any

Let’s stop with the Facebook “the world is going to end” emotional campaigns and just look at the facts, benefits and issues and make reasonable urban town planning decisions on every application.

The ConeX Model of Care has been a beacon of hope for new junior doctors, addressing workforce challenges, and delivering significant improvements in patient care. Dr Matthys Kleynhans, Clinical Director for Hervey Bay Hospital recognises the importance of this innovative approach, and its role in delivering a more holistic approach to patient care and satisfaction. “New doctors entering the Australian healthcare system are often unfamiliar with the programs, services and post-discharge support that is available outside the hospital. Construction of new community hub to commence

CONSTRUCTION of a new Hervey Bay City Centre community hub will start within weeks following the completion of the detailed design and the undergrounding of power around the site. Fraser Coast Deputy Mayor Denis Chapman said the Australian Government was partnering with Council through the Hinkler Regional Deal to revitalise the Hervey Bay City Centre, and the cornerstone was the development of a new Library and Council Administration Centre. “This is a once-in-ageneration opportunity to transform the city centre, create jobs and drive business investment,” he said. “More than three-quarters of this development will be community space with the new hub to be the one-stop spot for learning, socialising and accessing Council services. “There’ll be an expanded library over two levels, a new outdoor public plaza and flexible spaces that could be booked for meetings and community events day and night. “Bringing hundreds of workers together into the city centre will also boost nearby businesses. It will mean better collaboration between staff and ultimately more efficient services for the community.” Cr Jade Wellings said undergrounding power around the site had been completed in recent weeks, which visually

enhanced the area and paved the way for the building’s construction to start. “Council awarded the tender to national construction company Hansen Yuncken in July 2023 to develop the new community hub, and with the detailed design now complete, site mobilisation and construction can start within weeks,” she said. “This is a massive project that will be built over a twoand-a-half-year period, with an independent economic analysis by the AEC Group estimating the new building will support $146 million in industry output for local businesses during construction. “Any local tradies or subbies wanting to find out more about how they can get involved in this project are encouraged to contact Hansen Yuncken directly at FCLAB@ hansenyuncken.com.au “While there will be some disruption during construction, the end result will be a major transformation of a key part of the Hervey Bay City Centre that will set the standard for other developments and stimulate business investment into our growing city.” Cr David Lee said the AEC Group’s analysis found that constructing a new library and Council administration centre was between $42.5 million and $53.6 million cheaper than upgrading the existing library and existing Council offices. “The relocation of Council’s administration centre has

been on the drawing board for decades, local business groups support it as the number one project to grow the economy, and the Hinkler Regional Deal funding means it can finally become a reality,” he said. “The sale of Council’s Tavistock Street site, which is in a residential area in Torquay, will help offset the costs of the new city centre community hub and potentially help address the housing availability crisis in our region. “About 50 residential housing blocks, up to 200 units or about 120 homes in an over-50s lifestyle community development could be built on the Tavistock Street site.” The Hervey Bay Library and Council Administration Centre (incorporating a Disaster Resilience Centre) is a commitment under the Hinkler Regional Deal. The construction contract has been awarded for a price of $108.7 million, and is funded by a $40 million Australian Government commitment, Council’s general revenue and land sales. Construction is due to start early this year and be completed in mid-2026. The Seven Year Itch A potential reform to marriage laws

IN 2007, political hopeful Gabriel Pauli took a bold position when contending the leadership of the Barvarian Christian Social Union in Munich. She put forward an idea to reform marriage law to make marriage lapse after seven years rather than until death (or divorce), unless the parties take active steps to renew their vows. This position was shunned by the conservative party at the time because it was against their beliefs of what marriage as an institution is. According to Gillin and Gillin, “Marriage is a socially approved way of establishing a family of procreation.” Westermarck says that marriage is rooted in the family rather than the

family in the marriage. Given the evolution of marriage in Australia to include civil partnerships, de facto marriages, prenuptial agreements and the recent amendments to the Act, perhaps there may be some merit in looking at the institution of marriage as a whole and what it means to society today. Murray Silberling explored the concept of contracts within marriages in his book titled The Seven Year Contract: Fixing the Institution of Marriage. The book was published in 2013, but instead of focusing on marriage reform, it was intended to be more of a guide to implementing contracts into the relationship for review and renewal every seven years – a little like vowel

renewal but in the form of a written agreement. Ultimately, both Pauli and Silberling explored the overarching theme that marriage should be a contract – an enforceable promise to each other with clear guidelines as to expectations and obligations of each party, contemplating roles and responsibilities, agreed for a period of time, with a termination clause and a review date for renewal. Perhaps it doesn’t require a complete reform of the Marriage Act, but maybe a formal record of the agreement the parties have before they enter into a Lifelong agreement as an annexe to the vows and marriage certificate? Or maybe there is merit in putting a timeline on marriage and giving both parties the option to renew after a period of time as they each evolve. What do you think?

Zac Shaw Behind the lens By Kim Parnell

from What’s On Fraser Coast FILMMAKER Zac Shaw exudes passion in every aspect of his work, and this shows in every word and expression. His eyes light up and he becomes animated when he is talking about anything to do with a camera, lighting, or lenses. Zac lives and breathes his passion at almost every waking moment and always has a camera at the ready. Born in Hervey Bay, twenty-two years ago, Zacariah Mackay Shaw has always had a creative flair from as far back as he can remember. His mum and dad parted ways before he was born so he was brought up by his mum and stepdad, Brad. They lived in various places around the country until settling in Port Stephens in New South Wales. Despite being a self-proclaimed

nerd during his school days, with a penchant for Star Wars and superheroes, Zac also harboured a keen interest in acting and drawing. His creative spark ignited at the age of eight or nine when he downloaded a video editing app on his iPod for fun. This marked the beginning of Zac’s venture into filmmaking, creating mini skits that quickly earned him the reputation of the “kid who was always making videos” around school. While still in school, Zac did a Certificate III in Screen and Media at TAFE, delving into every aspect of filmmaking. It was during the cinematography segment that he fell in love with the technical intricacies. Learning the nuances of working with cameras, understanding lighting, and exploring

the impact of different lenses on an image fascinated him. This newfound passion led him to apply for a Port Stephens Council Mayoral Scholarship, which he won, securing funds to purchase his first camera, a Sony A73. That same council employed him to do a video for them, this was his first videographer job of many. Post-high school, Zac continued his education at TAFE, pursuing a Diploma in Screen and Media, and made some lifelong friends along the way. Over time Zac’s skills developed and he eventually moved out of his mum and stepdad’s place and moved to Sydney, where he lived for just over a year, but he wasn’t happy living in the city as he didn’t have any family or friends there. So, in March of last year, Zac

reached out to his dad in Eli Waters and ended up moving in with him for a bit. This was a good period together and Zac spent the time setting up his own videography business. Zac’s dad, Robert Mackay, is well-known and respected within the music scene and has recorded many artists over the years. Following the move to Hervey Bay, Zac is already making a name for himself. After sending in his showreel to Fraser Coast Films Zac was invited to shoot the behind-the-scenes photos of the premiere of the film The 13th Summer. They must have liked his work as he secured the job of filming the behindthe-scenes footage and photos for their next movie He Loves Me Not. Zac loved the experience and looks

forward to many more. Never one to sit still, Zac has diversified his portfolio by engaging in real estate videography, showing his diversity. Looking ahead, he would like to see his business grow and work on some larger, high-end projects, Cinematography remains his primary passion. Reflecting on his life so far, Zac emphasizes the importance of persistence. He debunks the notion that starting a business or achieving personal goals is not easy, emphasizing the need to persevere. As he continues making diverse videos, from music videos to wedding videos and everything in between, Zac Shaw looks forward to a future of continuous growth and creative fulfillment wherever that may take him.

Hervey Bay – The Inclusive Community HERVEY Bay regularly gains national recognition for the popular tourism attractions and commentary on our “older demographic” but it can be the minority groups that are so often forgotten in the understanding of what makes our city unique and its own identity. The indications are the Fraser Coast is making strides in fostering inclusivity for the disability sector within the greater community. As communities strive for diversity and accessibility, our region stands out as a beacon of progress in ensuring that individuals with disabilities have equal opportunities and support. As a nation, we have been progressive in the 21st century with the disabled community as The National Disability Insurance Scheme (NDIS) represents a transformative milestone in Australia’s commitment to supporting individuals with disabilities. Envisioned as a groundbreaking initiative to enhance the lives of people living with disabilities, the NDIS has a rich history that reflects the nation’s dedication to fostering inclusivity and providing comprehensive support to those in need. The NDIS was officially trialed on July 1, 2013, in selected sites across Australia. These trial sites allowed participants to experience firsthand the shift from a rationed support system to one that focused on individual needs, goals, and aspirations. This led to further regions in Queensland to be included in October 2016. By 2020, the scheme covered all eligible Australians under the age of 65. The NDIS Quarterly Report for 30th September 2022 shows more than 550,000 people are receiving NDIS support with over 300,000 for the first time that year. A staggering 94% of parents and carers of children aged 0 to before starting school believed the NDIS improved their child’s development at their most recent plan assessment. Another 73% of parents and carers of children starting school to 14 years felt their child had become more independent as a result of the NDIS. In 2021, 11,996 people (or 10.8% of the population) in Fraser Coast Regional Council reported needing help in their day-today lives due to disability compared to the Regional Queensland overall percentage of 6.3%. This was an increase on the previous ABS survey (2016) of 2,190 people. In Hervey Bay, 7,230 carers were providing unpaid assistance to a person with a disability, long term illness or old age in 2021. This represents 14.3% of the population aged 15+. The numbers are quite clear that our community is highly populated with a community either disabled or connected as a carer. Efforts have been made to ensure that public events, festivals, and cultural activities are accessible to all residents, regardless of their abilities. This commitment extends to providing adaptive sports programs, ensuring that individuals with disabilities can participate in recreational activities that promote

physical well-being and social interaction. Fraser Coast’s dedication to inclusivity in the disability sector is commendable, if not celebrated. The Fraser Coast Regional Council has led an acknowledge pathway to improving infrastructure and recognising the disabled community as an important element of our culture and population. Our proactive council is creating an environment that accommodates individuals with disabilities. Public spaces, recreational areas such as the All Abilities playground, and transportation services have undergone significant upgrades to ensure wheelchair accessibility and ease of navigation for those with mobility challenges. The Seafront All Abilities Playground is one of 16 developed as part of the state government’s Queensland All Abilities Playground Project – enabling participation in play. The playground features a wide variety of accessible, inclusive play equipment and experiences, including a Wheelchair accessible trampoline, seesaw, tai chi wheel, hand water pump and sand digger. The playground is set on the edge of Pialba Beach and includes a Changing Places accessible toilet facility. Local businesses have also followed this lead by implementing inclusive practices, such as accessible entrances, parking spaces, and amenities. Jess Lane, Innovation Manager for Community Lifestyle says the council has to be congratulated in the progress in supporting our disabled community. “It’s about building inclusion into everyday life” says Jess. “The Fraser Coast Regional Council has an incredible consultation process that truly defines inclusion”. Cr Zane O’Keefe was very impressed at the recent Fraser Coast Ability Awards and mentioned the importance of inclusiveness for the council. “A key focus for Council is creating connected, inclusive communities through our places, spaces and people, and that’s what these awards are all about.” Cr O’Keefe is also a member of the Fraser Coast Inclusive Access Advisory Committee that provides strategic advice on policy and practice to Council with the feedback to assist in responding to the needs and aspirations of people of all abilities in our region. The Committee’s objectives include to advocate for solutions to the issues that impact on life opportunities of people of all abilities and to assist the Council to become a leader in delivering infrastructure and services for people of all abilities. They will also advise on “best practice” in universal access planning and assist the Fraser Coast Regional Council to become a leader in delivering infrastructure and services for people of all abilities. The disability sector has also seen a positive shift in terms of

employment opportunities in the region. Businesses are recognising the importance of a diverse workforce and are actively working towards creating inclusive workplaces. Local initiatives and partnerships between the government, non-profit organisations, and businesses have been instrumental in fostering an environment where individuals with disabilities can thrive professionally. Education also plays a pivotal role in empowering individuals with disabilities. The Fraser Coast is home to educational institutions, such as Hervey Bay Special School, that are committed to providing inclusive learning environments. Additionally, vocational training programs are available to equip individuals with disabilities with the skills needed to enter the workforce. These initiatives not only contribute to personal development but also promote economic independence within the disabled community. A key industry for Hervey Bay in Tourism has also embraced inclusiveness. The tourism industry locally offers adaptive and inclusive activities to ensure that individuals with disabilities can participate in a variety of experiences. Tour operators and recreational facilities provide adaptive equipment and trained staff to facilitate activities such as whale watching. Fraser Coast Tourism & Events (FCTE) released a Fraser Coast Accessible Destination Guide in 2022 that highlights many of the popular tourism options that support accessibility include K’gari tours and Whale Watching boats. “We are doing work in this space and have recently had an independent audit completed in Hervey Bay and Maryborough of accessible product,” says a spokesperson. “FCTE also recently purchased two beach wheelchairs (all terrain) that we will book out from the Hervey Bay Visitor Information Centre. All content and listings will be uploaded onto our website, which will also have its own landing page.” By embracing the disability community through these initiatives, Hervey Bay’s tourism industry aims to ensure that all visitors, regardless of their abilities, can enjoy the beauty and experiences that our destination has to offer. The town’s commitment to inclusivity contributes to creating a more accessible and welcoming environment for individuals with disabilities. This approach ensures that Hervey Bay remains responsive to the evolving needs of individuals with disabilities. By implementing these measures, Hervey Bay aims to create an environment where individuals with disabilities can enjoy the town’s offerings and participate fully in community life. Ongoing efforts toward inclusivity contribute to making Hervey Bay a more accessible and welcoming destination for everyone.

Sea Breeze Café - Tourism bringing passions embracing accessibility for into hospitality

Isaiah and Jai in the café SEA BREEZE Cafe not only provides delectable breakfast and lunches to their customers but also is recognised for its commitment to inclusivity. One of the remarkable aspects of Sea Breeze Cafe is its dedication to employing disabled individuals, creating a workplace that values diversity and fosters a sense of community. Their recognition was formally announced at the recent Fraser Coast Ability Awards, held by the Fraser Coast Regional Council for the 25th year, where the Café was announced as the “Employment Provider” award. The award was presented to owner Shami Kedasseri for their support with NDIS participants in providing paid employment with now four NDIS employees. Shami, along with his wife Sneha Patil, bought the business in June 2022 that included Isaiah Tori working on a work experience basis. After successfully transitioning him to part-time paid employment as a young NDIS participant giving him his first taste of paid work, They continue to recruit NDIS participants for their business. Shami and Sneha know they are offering them more than just jobs, but a renewed sense of purpose and dignity. Shami says their principle is simple, “everyone deserves a chance to shine, no matter their abilities. This recent award is not just a win for us but a step towards setting an example for others.” Isaiah is still thriving in his role at the café. “I love making milkshakes. I can make special ones with two flavours”, says Isaiah. Shami hopes to release the new combinations on the menu soon. Sea Breeze Cafe embraces the belief that everyone, regardless of ability, deserves equal opportunities in the workforce. By actively seeking out and hiring disabled individuals, the cafe is not only adhering to ethical business practices but is also making a positive impact on the lives of those who

might face barriers to employment in other settings. They work with several NDIS providers including Mylestones Employment and Tropical Transformations. The cafe’s commitment to diversity sends a powerful message about embracing differences and breaking down societal stereotypes. Jai Lovekin is another NDIS based employee that has an obvious smile when he talks about his role. Jai started six months ago and only wanted to clean dishes initially. Now, his skills have taken on so much more that includes customer service. “I just love the people”, says Jai. “It’s making me learn more and about showing respect. I work on nice manners.” Jai has set some personal goals due to his employment that includes overseas travel, with his dream to visit Time Square in New York. Employing disabled individuals at Sea Breeze Cafe goes beyond just offering jobs; it fosters a supportive community within the workplace. The cafe has implemented initiatives to ensure that employees with disabilities feel valued and included. From supportive training programs to accessible work environments, Sea Breeze Cafe is dedicated to creating a workplace where everyone can thrive, irrespective of their abilities. The inclusive approach of Sea Breeze Cafe contributes significantly to the overall customer experience. Visitors to the cafe often commend the welcoming atmosphere created by the diverse and friendly staff. Shami also has another business that combines community support with delicious meals. TOURISM has been a key industry for the Fraser Coast for many decades and gains world recognition for Whale Watching and K’gari. In recent years, there has been a notable shift in the region’s approach to tourism, with a strong commitment to embracing accessibility for individuals with disabilities. This transformation not only reflects a dedication to inclusivity but also opens new avenues for people of all abilities to experience the beauty and natural richness of the Fraser Coast. 2023 was the Year of Accessible Tourism in Queensland with the aim to “ignite change and create opportunities for Queensland tourism businesses. Fraser Coast Tourism businesses have certainly embraced the focus. The accessible accommodation leads the sector in Hervey Bay, from beachside caravan parks to many hotels, resorts, and holiday parks have undertaken significant renovations to provide accessible rooms equipped with features such as ramps, widened doorways, and modified bathrooms. Public transport, tour buses, and ferries have been adapted to accommodate wheelchair users, and staff members receive training to assist passengers with special needs. K’gari now offers improved accessibility with boardwalks and ramps, making it easier for wheelchair users and those with limited mobility to explore the island’s unique landscapes. Whale watching boats, such as Whalesong, are specifically allowing for wheelchair access, with ramps provided to their lower deck, saloon, accessible toilet and unobstructed viewing platforms for the best views of

humpbacks. There is also a designated lowsensory space should it be needed, the crew can ensure low-vision travellers have a safe environment. The Fraser Coast’s inclusion as one of six regions assessed by Get Skilled Access to better understand accessible tourism opportunities in Queensland in the leadup to the 2032 Olympics was the catalyst to a successful $40,000 contestable grant application to Tourism Events 0ueensland, matched with $40,000 of council funding. An accessible audit of public and private infrastructure on the Fraser Coast was commissioned by the Department of Tourism, Innovation and Sport in 2022 and led to the publication of an accessible guide for the region. Fraser Coast Tourism and Events (FCTE) have recently purchased two beach wheelchairs (all terrain) that will be available to book from the Hervey Bay Visitor Information Centre. A spokesperson for FCTE says “content and listings will be available on their website very soon, which will also have its own landing page.” The aim of FCTE’s marketing campaign is to showcase accessible experiences and services to encourage those with a travel disability to consider holidaying in the region. “The primary market for the push has been South-East Queensland, housing 70% of Queensland’s 5.2m population. The campaign includes web site development, a separate audit of accessible Maryborough infrastructure, live weather crosses on Channel 9’s Today Show and the purchase of two beach wheelchairs.”

Inclusive ‘Changing Places’ facilities transform two major playgrounds on the Fraser Coast A REMARKABLE transformation has taken place at the All Abilities Playground in Hervey Bay and Anzac Park in Maryborough, having completed ‘Changing Places’ facilities in both locations and takes centre stage, creating a more inclusive environment for individuals with disabilities. These facilities mark a significant stride toward fostering community engagement and active participation for residents of the Fraser Coast. The ‘Changing Places’ initiative, designed to enhance facilities for individuals with disabilities, aligns with the broader mission of making the Fraser Coast a more accessible and inclusive region. Changing Places facilities provides a height-adjustable adultsized change table with a constant-charging ceiling track hoist system, a centrally-located peninsula toilet that includes an automatic door with a clear opening with a privacy screen. While many of these features may sound to be an extravagant toilet facility, they are rare to find in regional towns and an absolute “gift” for the disabled community that typically struggle to find suitable facilities such as these offerings. Cr Jade Wellings highlighted the importance of this facility, which caters to a diverse range of individuals who access the popular Fraser Coast attractions at the Seafront Oval, Pialba and adventure playground, the All-Abilities Playground itself and Anzac Park. These facilities address the unique needs of people who cannot

use standard accessible toilets, offering features such as a motorized adult-sized change table, ceiling hoist, peninsular toilet, privacy screen, and a shower with hot and cold water. The design also incorporates additional circulation space to meet the requirements of individuals with complex disabilities and their caregivers. “The Changing Places facility plays a crucial role in ensuring that individuals with conditions such as cerebral palsy, multiple sclerosis, spina bifida, motor neurone disease, and various other disabilities have access to facilities that accommodate their specific needs,” emphasised Cr. Wellings. According to Australian Census data, the Fraser Coast has a higher number of residents with disabilities compared to the Queensland average. The ‘Changing Places’ facility aims to bridge this gap, providing an accessible and inclusive space for everyone. When the facilities were approved by the council in 2021, Councillor Jade Wellings felt there was a strong need for the project. “A recent study by KPMG found that the Fraser Coast has double the number of residents living with a disability than the Queensland average,” she said. The motorized entrance doors further enhance accessibility, ensuring ease of use for individuals with mobility challenges. The Fraser Coast commitment to inclusivity extends

beyond infrastructure development, with a focus on fostering a community where everyone, regardless of ability, can actively participate and enjoy the facilities offered.

Changing places accessible bathroom

A Café that is created for training CLOUD 129 is more than just a special café. It is a training centre, a social enterprise, a community hub and a feel-good movement – they produce a coffee with purpose. Located at 129 Adelaide Street in Maryborough, the concept of the café is for individuals who want to build confidence, participate and become an active member of the community. Their Barista Coffee course provides a real work environment for their clients to learn real world employment skills. Jess Lane, Innovation Manager for Community Lifestyles Agency who have set up this initiative, says the background to this forming is a heartwarming story. “The cafe came about when we were approached by a young man with a disability- he had a goal to work in a cafe, but kept getting knocked back,” says Jess. “Time after time, they would ask him to complete an unpaid trial, but it never

APPROVED INSPECTION PROGRAM 2024

Fraser Coast Regional Council will start an Approved Inspection Program under section 134 of the Local Government Act 2009 to monitor compliance with the Water Supply (Safety and Reliability) Act 2008. This applies to premises in Burrum Heads, Parklands Estate in Hervey Bay and sewer catchments in Tinana. The program will start on 5 February 2024 and continue until 26 April 2024. The reason for the inspection program is to monitor compliance with the Water Supply (Safety and Reliability) Act 2008 and in particular identify the illegal discharge of stormwater into the sewerage system. Council will issue notices to property owners for illegal stormwater discharge to sewer. New app takes kids on a Botanic Gardens mission

FRASER Coast families looking for a free fun activity this school holidays can now download the ‘Agents of Discovery’ app and complete a mission at the Hervey Bay Botanic Gardens. Mayor George Seymour said Agents of Discovery was a place-based app that used smartphone technology and augmented reality to encourage children to get active and learn about the world around them. “The Hervey Bay Botanic Gardens is one of the most beautiful outdoor spaces on the Fraser Coast, boasting a wide variety of established plants, walking tracks, an Australian bush tucker garden, a Chinese garden, a labyrinth, the Orchid House and a natural playground,” he said. “We are excited that a Hervey Bay Botanic Gardens mission is now part of the Agents of Discovery app, creating an innovative and
