Councillor resignation triggers unlikely pre-election anomaly
FRASER Coast Regional Councillor Darren Everard has unexpectantly cashed in his chips for a life in the private sector, closing the curtain on eleven years of local government.
The Cr Everard I have encountered over his tenure is an enigmatic figure and polarising in many circles, including amongst his peers.
He had a tendancy to be dogmatic with the positions he took and emphatically self-confident enough to bulldoze his case regardless of fashionable opinion or populist outcomes.

Council should be commended
As a long-term Fraser Coast resident and proud business owner for more than 30 years in this amazing region, I would like to commend the Fraser Coast Regional Council for their visionary foresight to develop our city centre.
The transformation of the Hervey Bay City Centre will not only be a vital piece of infrastructure for our burgeoning area but a signal that we are surging ahead as a community.
The additional developments that will flow into our region as a result will be substantial.

Fraser Coast Rate Notices
Recently I, amongst many others, received a new rates notice for 2023/24.
If I recall correctly, the Mayor went on the news stating the rate increase was 5.9% - less than inflation.
When I checked my rates bill, the total amount to be paid (excluding water usage) increased by 9.5% over the previous year. I also noted the land value had not changed.
I then reviewed the Rating Category Statement 2023/24
and noted the two most common differential rates – 0.8366 c/$ and 1.4222c/$, which probably cover the majority of properties, had increased by approximately 12% over the previous year.
Notwithstanding the $75.00 Infrastructure Levy has been dropped, as stated above my rates have risen by significantly more than the percentage amount claimed by Council.
I wrote to Council 11 July asking for an explanation and have at this time received no response.
If the Council cannot do simple math, how can they responsibly build a $140M Palace on Main St within cost?
If you live in Urangan, Wondunna, Booral, River Heads, a snippet of Kawungan, Torquay or over on the island, Darren was your man, and Division 7 is your area.
You won’t be choosing your next councillor, the current sitting councillors will.
Under the local government act, Fraser Coast Regional Council will call for nominations from the community to fill the vacancy.
Hoons in Hervey Bay

And PS I am of the opinion being an ex motor mechanic / aircraft maintenance engineer, that QLD should adapt the annual road safety inspections on all vehicles older than 5 years, my reason for that is not only to stop the illegal
modifications to vehicles but I know the majority of vehicle owners rarely get there vehicles checked unless something goes wrong, to me the regular inspections create more jobs and possibly save lives.

If we believe that not having the development will reduce rates, we again are making the wrong assumption.
The other debate of rates going towards important services also needs to consider our future – particularly for our next generation which is our children in many cases.
Hervey Bay will reach 100,000 residents before we know it and our current CBD is not going reflective of a City.
We are building for a future city that we have outgrown our 5 fishing villages.
This generation must make a sacrifice that provides a city that reduces the migration of our children and future leaders have a future here that provides opportunities with a central location of a professional image, rather than a current retirement village look.
I love the “sleepy town” as much as anyone but there will be more high rise apartments and hospitality on our esplanade.
This adds value to the region, it attracts more tourists and businesses can make a living rather than having a high failure rate which was evident during slower growth periods such as 10 years ago.
If the council was to propose
an alternative with lower rates, less tourists and a “not busy esplanade” – are we then prepared to have our homes revalued to pre covid prices……..I think not! We too often criticise developments because they are council funded rather than consider the project on its merits and the benefit to the community. Congratulations Fraser Coast Councillors for staying with the vision and putting our future first.

Well. They have started on the clearing of the Taj Mahal site, so all the letters, listing valid reasons for not continuing this project, or doing it elsewhere, achieved nothing and were a waste of time.
I am glad I will not be around to see its completion or help foot the bill, which will run way over what they are estimating.
I am having a guess, but I wouldn’t be surprised if it goes way over $200,000.
It’s time for some of the long term fuddy dudies in council, to get out their walking sticks and start using them.
Come the next elections. They can’t come fast enough.

Bins out too early
Don’t put your bins (sorrywaste containers) out too early or leave them out late (another of the Fraser Coast adopts amended local laws)
This is the new offence of leaving a waste container on the kerb, more than 24 hrs before, or after scheduled collection, to improve safety and prevent road hazards. I never thought I would experience the day, to read about this. How can my Waste Container be unsafe, or a road hazard, if it is neatly placed on the kerb? Maybe cars can drive up onto the footpath and play dodgems with the bins. GET REAL! Just another revenue raising idea. The next thing will probably be to make sure you sweep your gutters (if you have them) to remove leaves and rubbish, or to be fined for not picking up rubbish off your lawn that has been thrown there by a passing “yobbo” cars returning from a fast food venue.

Grab your free influenza vaccine
WIDE BAY Public Health
Unit (PHU) is urging community members to protect themselves and their loved ones by accessing free influenza vaccination.
Free influenza vaccinations are available to all Queenslanders at general practitioners and pharmacies until 31 August thanks to a state government initiative. This is in addition to vulnerable groups remaining eligible for free vaccination under the National Immunisation program.
Acting Wide Bay PHU Director Dr Margaret Young said influenza remained a constant presence in the region with 1991 lab-confirmed cases between January 1 and July 16 this year.
“There has been a significant
presence of influenza in the Wide Bay community since early April and each week the lab is confirming about 120 more positive cases,” Dr Young said.
“Considering these numbers are only the lab-confirmed cases, there’s clearly ongoing high transmission rates in the Wide Bay area and it’s important that we all take steps such as vaccination to limit the spread of infection.”
Dr Young said that low vaccination rates left influenza circulating in the Wide Bay region and put vulnerable community members at risk.
“We’re particularly concerned that only about one third of Wide Bay residents have been vaccinated against influenza. That leaves the vast majority of the community unvaccinated
and potentially passing the disease to vulnerable groups,” Dr Young said.
“While our seniors have fairly good vaccination rates of above 70%, other vulnerable groups including children and First Nations people have particularly low coverage. We urge people in these groups to be vaccinated. This is particularly important as we see high hospitalisation rates among children across Queensland this year.
“It’s time that we all step up and be vaccinated to protect not only ourselves, but also our loved ones and vulnerable members of our community. Vaccination is a well-proven safe and effective way to protect against influenza and its complications.”

Green light for Hervey Bay City Centre community hub
THE TRANSFORMATION of the Hervey Bay City Centre will start within months after Fraser Coast Regional Council awarded the tender to develop a new community hub to national construction company Hansen Yuncken.
Cr David Lee said the Australian Government was partnering with Council through the Hinkler Regional Deal to revitalise the Hervey Bay City Centre, and the cornerstone was the development of a new Library and Council Administration Centre.

BUSINESS and education groups have backed a new Hervey Bay Library and Fraser Coast Regional Council Administration Centre being built in Main Street in Pialba.
Hervey Bay Chamber of Commerce President Sandra Holebrook said a revitalized city centre would have “significant economic benefits for the community” and “attract businesses, entrepreneurs and investors”.
“This concentration of commercial activity would provide an opportunity for local businesses to thrive, resulting in increased employment opportunities for the region,” she said.
“The area would become a vibrant hub of activity, attracting people from all walks of life. This increased pedestrian and drive traffic
would create a demand for retail, dining and entertainment establishments, further enhancing the local economy.”
Urban Development Institute of Australia Fraser Coast Branch President Megan Kraft said the new building would provide a “catalyst for the revitalisation of the city centre, including connection to the existing City Park and Regional Gallery through to the Esplanade”.
“Council provides a service to the community and their employees’ ability to work in appropriate facilities is vital in achieving great outcomes for the community,” she said.
“It will also act as an attractor for talent to join Council, knowing that they will have a modern, state-ofthe-art workplace with a focus on community as well as the
ability to collaborate across the organisation.”
Fraser Coast Property Industry Association Vice President David Buckley said the Fraser Coast needed the development to go ahead for both the services that will be provided and the additional private infrastructure and investment that will flow from a centralized workforce and revitalised City Centre.
“This is a rare generational opportunity that our region has failed to grasp in the past,” he said.

“The proposed location of the new library and administration centre is strategically chosen as it is easily accessible, and its prime location will contribute to the rejuvenation of the city centre,” she said.
“This provides a key destination to attract residents and visitors, boosting economic growth and tourism opportunities on the Fraser Coast with potential to increase work

Independent report finds new building the cheapest option
BUILDING a new Hervey Bay Library and Fraser Coast Regional Council Administration Centre will cost less than upgrading existing facilities, a report by independent economic experts has found.
The report’s release comes as Council today officially gave the green light for the project to go ahead, awarding the contract to finalise the design and construct the new building to national construction company Hansen Yuncken.
Deputy Mayor Denis Chapman said Council had commissioned the AEC Group to examine the need for the new building and compare the costs, benefits and economic impacts with other options.
“AEC Group found that doing nothing was not an option,” he said.
“The current library is less than half the size it should be to meet Queensland and Australian library building standards, while the Hervey Bay Council Administration Centre is at the end of its useful working life and cannot meet the organisation’s operational needs.
“AEC Group found that bringing Council teams together would lead to better strategic planning, operational
efficiencies and improved service delivery for the Fraser Coast community.”
Cr David Lewis said AEC Group used Queensland Treasury long-term financial modelling and a ‘net present value’ analysis to compare the costs of building a new library and administration centre with the costs of upgrading existing facilities.
“Their analysis highlighted that building a new library and administration centre was between $42.5 million and $53.6 million cheaper than the
alternative option,” he said.

Council seeks proposals to develop on prime land
A NEW hotel or apartments could be built on vacant land across from Seafront Oval in Hervey Bay, with Fraser Coast Regional Council seeking expressions of interest to buy and develop the prime site.
Cr Darren Everard said Council was looking to sell the land it owned at 7 – 19 Hillyard Street in Pialba with proposals sought that would contribute to the revitalisation of the Hervey Bay City Centre and deliver an iconic development that met community aspirations.
“Council is partnering with the Australian Government to build a better lifestyle for the Fraser Coast by creating a world-class city centre and civic hub in Hervey Bay,” he said.
“Council bought land in Hillyard Street in Pialba in
2019 as a potential site for a new administration centre but subsequently decided to colocate the new administration centre with a new library on the corner of Main Street and Torquay Road.
“As we no longer need the Hillyard Street site, Council will invite expressions of interest to buy and develop the land to provide maximum social and economic benefits for the Fraser Coast.
“It provides an opportunity to develop a greenfield, mixed-use commercial building providing high-density permanent residential living or tourist accommodation in the form of short-stay apartments or a hotel.
“One scenario is for an integrated hotel and conference/meeting/event
facility, while there is also an opportunity to establish a public pedestrian overpass or walkway to Seafront Oval.
“This type of development would not only boost the city centre’s tourism and event venue offerings but also provide a valuable asset for a growing business community through high-quality accommodation and business facilities for intercity and interstate business travellers.”
Cr Everard said proposals would be assessed on their ability to ensure the urban renewal of this site supported an attractive and functional Hervey Bay City Centre.
“To realise the full potential of this site, Council will engage the services of a commercial real estate firm to market the site on our behalf,” he said.

The vacancy follows the resignation of Cr Darren Everard, which took effect from Wednesday 9 August 2023. As there is less than 12 months until the next local government election, the vacancy will be filled by inviting nominations rather than a by-election.

ENTRIES are now open for the 2023 Waste to Art Competition, where we challenge you to transform common waste items into stunning works of art!
Fraser Coast Mayor George Seymour said getting people to think about changing the way they look at waste and finding new ways to reuse or repurpose waste.
“Some of the ideas so far have included reusing plastic that would either have one use, such as straws or plastics that would have ended up in landfill, such as shopping bags and material offcuts.”
With $3,500 in prizemoney on offer, the Waste to Art competition attracts a wide range of entries.
“The competition is open to all budding artists and allows them to showcase their creations,” Cr Seymour said.
“The only catch is that the artworks must be made from recycled or re-purposed items or materials sourced from Fraser Coast Regional Council Reuse Markets, Fraser Coast op shops or second-hand shops.
“The competition is a chance for people to tap into their
creativity.
“In the past, entries have ranged from pieces of art of fully functional furniture made from repurposed items such as old TV sets made into bookshelves or fish tanks.
“The competition helps focus attention on recycling and repurposing items, showing

Entries for the Waste to Art Competition will be displayed at Gatakers Artspace from 17 November 2023 to 7 January 2024.
Cr Seymour thanked the sponsors who helped Council stage the competition: Cleanaway, Hyne Timber, Reuse & Recycle Group and NuGrow.
“These companies are interested in recycling, upcycling and repurposing materials which otherwise would be considered waste,” he said.
Because of the popularity of the competition, there have been some changes to the entry requirements, including a limit of one entry per person and schools limited to five entries per school.

Al Davies A good work ethic

ALAN Cleveland Davies was born in the heart of Sydney into a poor family. The family moved around until finally settling in Seven Hills, a suburb west of Sydney, which was predominately filled with housing commission houses.
Al’s childhood was marked by challenges and hardships. His mother, a devout Christian, provided a stable presence in his life while his father was an alcoholic. Al and his siblings grew up quickly, understanding the value of money and hard work from an early age.
At the age of fifteen, Al was sent to work in the bustling city of Sydney as a message boy for a diamond traders jewellery company. His sister was also sent to work, and together, they contributed to the family’s meagre income, holding the family of six
together during trying times. Though he loved his mother and had a close bond with his siblings, witnessing his mother’s struggles left a profound impact on him. This experience instilled in him strong work ethics that have remained with him throughout his life.
Music was not a prominent aspect of Al’s early life.
“We didn’t really have music in the home, but Mum played the piano at the church. She was the organist and loved playing that instrument. I was more into sports and other pursuits.
“Mum wanted her kids to learn music, so I took up the guitar by saving my pennies and bought three weeks of lessons, but then, just kept going”.
He then purchased his first guitar and still has it to this day.
Al later found his passion for music through his best friend, who played the guitar and the drums. This sparked Al’s curiosity, and he took up the guitar, eventually forming a band with his friend.
At the age of eighteen, to his mum’s dismay, Al moved out of his mother’s place to start his own life. At times Al and his friends resorted to busking to put food on the table. At this time, he had also scored an apprenticeship as a watchmaker and a diamond setter in Sydney, so put his guitar away and concentrated on his studies.
The guitar came out later with his Sydney band, Interface, which enjoyed some success.
Al held various jobs, including working as a clerk in an engineering company. In 2006, Al and his wife, Lorna, decided to settle in Hervey

Bay, where Al worked at Seabird Aviation for eight years before eventually retiring.
Not long after moving here, Al went to an acoustic club night at the Z-Pac Theatre and played his guitar on stage. Little did he know that one of the locals present that night was Trevor Franklin, a well-known figure in the area. Impressed with Al’s talent, Trevor offered him a gig at the old Irish Fiddler, and the rest is history.
Al appreciated the unique sound and resonance of the Cordoba guitar. After studying classical and Spanish guitar for several years and attending a workshop at the Brolga run by Andrew Veivers, he took up the instrument.
Al and Lorna have been together for thirty-five years, he attributes
the success of their relationship to honesty and an alignment in their future plans. Al’s childhood experiences also influenced his desire for financial security, and he worked very hard to achieve this.
Over the years, Al has been involved in local charities, including supporting Community Flights as one of the sponsors. Interestingly, Al has a notable familial connection, being related to the legendary Sir Donald Bradman, as they are fourth cousins. After seventeen years of calling Hervey Bay home, Al and Lorna continue to enjoy the relaxed lifestyle of Hervey Bay. Despite the challenges of his early life, Al has found fulfilment in both his professional and musical pursuits.

New chapel helps Xavier celebrate historic milestone
THE XAVIER Catholic College community has a new, dedicated space for prayer and worship following the official opening and blessing of the Saint Francis Xavier Chapel.
The chapel was officially opened during a special ceremony at the College on Wednesday, 26 July.
Fr Adrian Farrelly, together with Fr Jacob Kalu, led the official blessing of the chapel. Member for Hinkler Keith Pitt and Member for Hervey Bay Adrian Tantari were also among the dignitaries who joined Xavier Catholic College Principal Simon Dash, staff, students, representatives of Brisbane Catholic Education and the local community in celebrating the occasion.
The chapel is easily accessible and one of the first buildings visible when entering the College, providing a warm welcome to campus visitors. Contractors began working to restore the chapel in February this year after it was relocated from it original standing in Woolooga.
Formally the Saint Francis Xavier Catholic Church, the church was established in 1920 to service th small rural community north west of
Gympie.
However, a declining population saw Woolooga amalgamated into the Gympie Parish and the church was decommissioned in 2018.
Mr Dash said the chapel would now provide the Xavier Catholic College community with a dedicate space for prayer and worship.
“As a Catholic School in the Jesuit Tradition, it’s important that we have a place that provides focus for our spirituality. The chapel is also a very visible sign of our identity,” Mr Dash explained.
“Our Motto is ‘Finding Jesus in all Things’ which means our encounters with God happen everywhere and every day. However, in the busyness of everyday life, we can fail to recognise this.
“The chapel provides a quiet and sacred space where we can reflect on the many ways that God touches our lives and express our gratitude for God’s grace,” he said.
Mr Dash said it was a rollercoaster of emotions watching life being breathed back into the chapel.
“When it was first moved to the College, with its paint stripped and the roof
transported separately, I thought ‘What have I done?’ But now that it has been completely refurbished it looks fantastic.
“I think for the people of Woolooga there is a peace of mind that their decommissioned church will, once again, be used for prayers and liturgies. It’s also good for our students to have a sense of the building’s heritage. It’s a way to help them realise the practice of our faith connects us to generations of Christians,” Mr Dash said. The delivery and completion of the restoration project is also helping mark a major milestone in the history of Xavier Catholic College.
Xavier is celebrating 20 years of providing a quality Catholic education in Hervey Bay, with the College welcoming its first cohort of students in 2003.
Mr Dash said it was an exciting time for the entire community.
He said the milestone would also provide the school with an opportunity to reflect on the College; where it has come from, where it stands now and what impact it will have on the region’s future.

Humpbacks win the All Abilities Futsal challenge
IT MAY be whale watching season when we can expect Humpbacks, but Hervey Bay enjoyed another recent celebration of the famous whale species.
Last month, the Hervey Bay Humpbacks all abilities Futsal team played host to the only other all abilities futsal team in Queensland –Tag 5 from Brisbane visited Hervey Bay for the much anticipated match.
The match was a very close contest created with great spirit, humour and most importantly friendships were created that will last for many years. The match was eventually won by the Humpbacks 11-9.
Humpbacks Manager, Jimmy Hamilton, has been passionately pushing for this match and was really pleased with the result. “I am extremely proud of this team and can't wait for the next game.”
Jimmy was thankful for the sponsors that supported the team including ProMelius, Whalesong Cruises Hervey Bay, Advance Tree Works and Hervey Bay RSL which helps with the purchase of equipment for training and more player uniforms as their team continues to grow in numbers of players. The Community Support Fund, provided by the Department of Social Services, is an exciting $5M placebased community development opportunity and is the result of significant investment by the Hinkler region.
The Department of Social Services Local Service Plans have identified five key priority areas for our communities to develop cohesive partnerships where we all share in finding sustainable solutions to addressing social and economic problems.
We are looking for partnerships now. HBNC has a long history of driving social innovation for the region and will be the brokering organisation to support community members to co-design new initiatives to address the priority areas in the Local Services Plan.
The Social Shift will provide a platform for individuals, organisations and government agencies to work together in addressing our social challenges while also building resilient and vibrant communities. Emerging evidence and research support that complex social issues can only be tackled successfully at a local level, with whole-of-community involvement, prevention and early intervention the key success factors.
The Social Shift will provide immediate support for the social needs and aspirations of the Hinkler communities.
Community-led Ideas
Community change is challenging.
As an individual or organisational changemaker, we are often better at deploying program-based or focused strategies to solve simple problems than we are at shifting the systems which are holding the problem in place.
It is difficult to shift large and complex systems on our own. Even working in the context of a single organisation, scaling systems change is challenging given limitations on resources. Achieving deeper and more robust systems change, especially within communities, requires a new set of skills and mindsets that results in a different way of approaching and working through change.
HBNC will be delivering a number of workshops over the coming months to support capacity building for community members who have ideas on improving our community across the five priority areas in the Local Service Plans. These include: Mental health, Drug and Alcohol, Domestic Violence and Economic independence.
HBNC will also facilitate the Social Innovators Pitch Nights in October, however, you do not need to wait for this to get your application in.
Community-led change requires us to navigate our way across local and community dynamics. It embraces the diverse voices, while also pushes us to consider the whole system. It calls on us, as changemakers, to be courageous, ask challenging questions, to be patient and continue to move forward.

A NEW partnership will provide ongoing support for Comfort Kitchen, a much-loved, weekly nutritious meal, providing food and company for community members in need.

This ongoing support will help ensure Comfort Kitchen, which is run entirely on donations and volunteer time, continues to provide close to 100 meals per week to those in our community who are socially isolated or financially struggling.

Strategy to maintain healthy drinking water catchments
FRASER Coast Regional Council has adopted a new strategy to support and guide how the region’s drinking water catchments are managed over the next decade.
Cr Darren Everard said three separate catchments supplied the Fraser Coast with drinking water.
“Drinking water catchments are areas where the natural landscape collects rainwater which eventually flows via creeks, rivers and underground systems into drinking water storages, such as dams, weirs and barrages,” he said.
“The Fraser Coast’s drinking water catchment areas are along the Burrum River, the Mary River and Tinana Creek, and maintaining these catchments is vital for ensuring a safe water supply for our community.
“These catchments don’t just provide drinking water though. They also support various land uses, including agriculture, grazing, forestry and residential properties.
“In addition, our drinking water catchments are home to a range of species of plants and animals, provide opportunities for recreation such as boating, fishing and kayaking, and include culturally significant areas like the Wongi Waterholes.”
Cr Everard said the strategy was developed following extensive stakeholder and community consultation, with the community asked what land and water values
were most important to them.
