BtB Marine General Manager Chris Hough SLEEPING underwater on the Great Barrier Reef will soon be a reality, thanks in part to an innovative Hervey Bay boat builder. BtB Marine, based in Hervey Bay, has been involved in building a marine tourism masterpiece that will soon be wowing thousands of visitors to the Southern Great Barrier Reef for a unique experience. The 35 metre long Lady Musgrave Experience “Lady Musgrave HQ” reef pontoon will provide overnight glamping accommodation above deck for 16 guests and accommodation for 20 guests underwater in a glass-walled observatory. It will also be a base for snorkelling and scuba diving. BtB Marine built the 14.5 metre long underwater observatory, 20m swim platform and observatory access staircases in their Hervey Bay workshop last year.

The pontoon was then assembled, launched and fitted out in the Port of Bundaberg Guests will be able to sleep in the underwater observatory, enjoying the sights and sounds of the Great Barrier Reef at night. According to BtB Marine General Manager Chris Hough, “We're very excited that the massive underwater observatory and pontoon platforms we built for the Lady Musgrave HQ in our Hervey Bay workshop is now moored in the Lady Musgrave Island lagoon. The three-level pontoon features the most sustainable and eco-friendly build in the world. Above the waterline, the innovative zero-impact design is entirely solar and windpowered. Below the waves, coral cultivation and Citizen Science programs give back to the world’s natural treasure.

The sustainable tourism experience will have no footprint, with all waste going into holding tanks for transport back to the mainland. “BtB Marine has always come from a philosophy of looking at innovative ways to build and operate ecologically sustainable vessels,” said Mr Hough. BtB Marine’s innovation skills and boat building capability were recognised by the Australian Marine industry in 2020, with the company winning both ‘The Australian Marine Industry Award for Innovation’ and also taking out the AusMarine award for the ‘Best Multi-Purpose Workboat’. Lady Musgrave HQ pontoon is nestled in the sheltered waters of Lady Musgrave Island Lagoon and is set to change guest experiences on the Southern Great Barrier Reef.

Bayside roadwork proposal blitz

Member for Hervey Bay Adrian Tantari said, “As part of our planning, we want to hear from the community about the proposed treatment option. “A design layout is being provided to directly impacted stakeholders over the coming weeks.” Assistant Regional Roads Minister Bruce Saunders said, “The roundabout will help control movements through the intersection and keeping traffic flowing,” Mr Saunders said. “Pedestrian and bike facilities will also be improved, with signalised crossings and shared pathways included in the design. Mr Tantari said safety is a top priority outcome for this upgrade which is why the Walkers Road access onto Boundary Road is being closed. “A cul-de-sac will be installed at the end of Walkers Road and

Boundary Rd extension WORK on the Boundary Road extension in Hervey Bay will start within months after Council awarded the $20 million construction contract to local company SGQ. Cr Denis Chapman said the long-awaited project would fill in the missing link between Urraween Road and Boundary Road with a 1.9km, four lane, dual carriage way road to create a second east-west connection through Hervey Bay. The project includes new traffic lights at the intersections at

Camp Road. Concrete shared pathways will be provided on both sides of Boundary Road with on-road cycle lanes also being included. “This is a massive road project that will provide a significant boost to the local economy, generating employment for 89 people during its construction. “With the region’s population forecast to reach 150,000 within 20 years, an improved east-west connection will cater for growth, reduce traffic congestion and take pressure off Boat Harbour Drive, Hervey Bay’s primary east-west link. The Boundary Road extension has been planned since the 1980s, with most of the road reserve for the project dedicated in the 1990s. The project is being funded by the Australian Government ($7.7 million) as part of the Hinkler Regional Deal initiative, the Queensland Government through the Transport Infrastructure Development Scheme ($3,147,687) and Fraser Coast Regional Council.

Intersection upgrades THREE busy intersections in Hervey Bay and Maryborough have been approved to improve traffic flow over a ten year plan. Cr Denis Chapman said, “The projects are all in our 10-year capital works plan. By approving the concept designs, we can move forward with public consultation, land acquisitions and start work on the detailed designs,” he said. Under the plan, a section of Denmans Camp Road, from Torquay Road to Totness Street, will become one-way with right turns from Denmans Camp Road into Torquay Road prohibited.

Literary win for acclaimed Butchulla writer and artist A BOOK reclaiming the history of how Aboriginal workers were once paid in opium has taken out one of Australia’s richest literary prizes at this year’s Queensland Literary Awards. Butchulla (Badtjala) author and artist Dr Fiona Foley took out the $25,000 Queensland Premier's Award for a work of State Significance for Biting the Clouds: A Badtjala perspective on the Aboriginals Protection and Restriction of the Sale of Opium Act, 1897 (University of Queensland Press). Biting the Clouds is a confronting analysis of the little-known colonial-era practice of paying Indigenous workers in opium, with the aim of making Aboriginals a compliant source of labour and the 'solution' of displacing them to K’gari. Premier Annastacia Palaszczuk commended the internationally recognised artist, “Dr Foley’s prizewinning book, Biting the Clouds puts a spotlight on a terrible part of Queensland’s history when Aboriginal workers were paid their wages in opium,” the Premier said. “This significant truth telling account will play an important role in building a more inclusive and respectful future for Queensland.” Minister for the Arts Leeanne Enoch also acknowledged Dr Fiona as a worthy winner for telling this compelling story of First Nations people through a combination of visual art, cultural truths and history. Dr Fiona Foley is internationally recognised for her powerful work and her public commissions feature in Brisbane, Sydney and Melbourne, spanning nearly forty years. She is known for her unflinching examinations of Australia’s past. Presenting work with uncompromising titles such as No shades of White and Lick my Black Art, she traces the significance of Australian colonial history on Indigenous people and its legacy within the present. In a 2009 interview, Dr Foley recounted a telling childhood anecdote of looking over to K’gari from Urangan asking her grandmother why there weren’t Aboriginal people living on Fraser Island; her grandmother got gruff with her. It became Dr Foley’s mission to explore and reveal the truth through art, research and writing. The Queensland Literary Awards recognises important Queensland and national

Deputy Mayor Darren Everard said it was a great day with great people. “It was a truly incredible day to bring everyone together and celebrating after last year’s event where in a digital format,” he said.

Cr Jade Wellings said it was an honour to MC the ceremony. “It is so inspiring to hear about the amazing work and interesting initiatives that are happening here on the Fraser Coast as well as the leaps being made by those living with a disability in our community,” she said. “I encourage everyone to keep these awards in mind for next year and if you come across anyone deserving nominate them for next year.” The award recipients are:

Michael has been a member of Sporting Wheelies and Disabled Sport and Recreation Association since 2003. He has helped many people with a disability work towards their sports, fitness, health and mobility goals. He has led the introduction of wheelchair basketball to the Fraser Coast, helping people with a disability wanting to play a team sport. His passion and commitment to overcome the challenges of providing Wheelchair Basketball programs on the Fraser Coast is an example of his persistence. Michael has a tendency of not taking no for an answer, when challenges with the lack of access and suitable facilities saw the program begin on a squash court. Michael takes a lead role in improving awareness and advocating for inclusive communities.

Sport and Recreation Award - EMERALD WILMHURST When Emerald started to play wheelchair basketball in 2019 she took to it like a fish to water. In the past two years she has excelled in the sport and encouraged others to get involved. She has also been heavily involved in community activities like fundraising at basketball events and the Dunga Derby. Emerald has a Facebook page ‘Me and my life with Cerebral Palsy’.

He is very social in the community; he always has great conversations with those around him. Blake loves being involved in the community and helping people which has led him to be Mayor for a day in 2019 and spend time with emergency services.

Community Organisation Award - FRASER COASTERS WHEELCHAIR BASKETBALL CLUB Being part of a wheelchair basketball team gives people with and without a disability the unique opportunity to play together. The organisation runs a weekly competition and have teams that cater for men, women, mixed, masters and juniors. They have advocated for improved access and facilities, and have successfully advocated for accessible parking, ambulant toilet handrails and improved pathways at Maryborough Basketball Stadium and for basketball equipment at Maryborough Recreation Centre.

The Community Spirit Award - REBECCA GREENSHIELDS Whalesong Cruises was built with accessibility in mind but owners, Rebecca and Doug have taken that to the next level. They provide priority seating areas for those in wheelchairs/walkers, accepting companion cards for carers, catering to dietary needs and ensuring the other passengers on the cruise are informed to respect assistance animals onboard. After hearing that many residents couldn’t physically come out to see the whales, the ‘Whales for Everyone’ program was born. It is a 360-degree virtual reality experience which can be taken to aged-care facilities or disabled residents. It allows those with physical, cognitive, and psychological disabilities to take a break from their everyday and enter a virtual reality of whale watching, which can be a truly touching experience.

Face off with a magpie MAGPIE swooping season is upon us, much to the dread of cyclists, joggers and pedestrians. These protective birds nest between July and December, with peak swooping season when they’re breeding around September and October. Male magpies are very protective of their babies and defend the nests. However, according to Birdlife Australia, only ten per cent of male magpies swoop. The feathers on the back of male neck tends to be white, and the females have light grey. Magpies are not the only bird that swoops in Australia; peewees, butcherbirds and plovers do too, although magpies are more common. Swooping can include simply flying over head as a warning or have physical contact from the bird's beak or claws. In extreme cases, swooping can lead to injuries or fatal accidents in extreme tragedies. Magpies are very intelligent, and research has shown they have an excellent recall for faces and long memories. Some magpies see humans as a threat – and for a good reason. From hitting them with cars and felling the trees they call home to leaving out poison for “pests”, humans cause infinitely more harm to birds than vice versa. Magpies can live between 25 and 30 years and are territorial, staying in the same area for almost their whole lives. They will not swoop if they

Sightings to save iconic sawfish RESEARCHERS are seeking new and old photos of sawfish – one of the world’s most distinctive and endangered rays – in a bid to better understand how to protect them. The shark-like ray, with a unique saw-like snout (rostrum) that can extend up to 1.8 metres, is the focus of a collaborative study by Fraser Coast USC PhD student Nikki Biskis and Sharks And Rays Australia (SARA), which began a campaign to collect sightings from the public in early 2019. With sawfishes having lost over half of their habitat worldwide, and largely disappearing from the entire east coast of Australia, the study will build on ongoing research by SARA to fill in the gaps in information about the ray’s ecology, biology and distribution. “Without our help they will very likely vanish quietly,” said Ms Biskis who had been collecting data on the rays while working with SARA for the past two years before starting her PhD at USC Fraser Coast this year under the supervision of USC marine biologist Dr Kathy Townsend. “A lack of good historical data means no-one is really sure when the sawfish began to decline or to what extent,” she said. Ms Biskis said the research aims to compare historic and current distributions of sawfish through previously untapped sources, such as family fishing photos or old ‘saws’ stored in

people’s collections, museum collections and newspaper articles. “We want to involve everyone in data collection on these magnificent species,” she said. “If you have seen or accidentally caught a sawfish, no matter how long ago, or have photos or ‘saws’, we would like to know.” The ongoing sighting submission campaign by Sharks And Rays Australia has already uncovered a historic breeding ground for freshwater sawfish in the Brisbane River. SARA principal scientist Dr Barbara Wueringer said photos dating back to the

1950s and 60s at Tweed Heads and Baffle Creek in the Bundaberg region were among the last photographed sightings of sawfish in south-east Queensland. “While we’ve had many leads about recent sightings at locations such as the Sunshine Coast and Moreton May, no submissions can be confirmed without photographs and specific GPS data,” Dr Wueringer said. “Any photograph of sawfish capture south of Cairns is extremely useful to this study and sawfish conservation in general.” Sightings and images can be submitted to www.

cytags.com Dr Townsend, who leads global citizen science projects for manta rays and sea turtles, said the sawfish study highlighted the valuable role people could play in scientific research. Australia is considered a ‘life-boat’ for four of the world’s five species of sawfish, which were once widely distributed in Northern Australia, including Australia's east coastline down to Sydney Harbour. All four species of sawfish – freshwater (largetooth), green, narrow and dwarf – have been protected in Australian waters since 2009, and a national recovery plan for these unique rays was released in 2015. “This study can tell us where sawfish are still found in healthy numbers and assess how much populations are shrinking, which is critical data to identify the areas that are most important to species recovery, such as nurseries and migration zones.” Ms Biskis was awarded a Destination Australia Scholarship to complete her PhD at USC’s Fraser Coast campus. The research project is also partly funded through a Queensland Citizen Science Grant to SARA by the Office of the Queensland Chief Scientist, and a Save Our Seas Foundation Small Grant.

Wandering Teapot received a $20,000 top-up through the Government’s Community Social Enterprise Development Grants program. The topic for the Wildlife Library Talk in October will be of great interest to those who are eager to learn about traditional burning practices. The catastrophic Black Summer of 2019 / 2020, left 1.8 million hectares of bushland destroyed and three billion animals dead. To assist the community in learning an entirely different approach, the Fraser Coast Branch of Wildlife Queensland has invited two indigenous rangers from Queensland Parks and Wildlife Service to speak in the Hervey Bay Library on October 15 and in the Maryborough Library on October 29. Senior Ranger Boyd Blackman and Ranger Conway Burns will be explaining the practice of “cool burning” in which animals, birds and insects have time to escape when a “low” fire is ignited in the understory, as well as creating enough smoke to drift within the canopy, enabling seed germination. Now we have turned full circle and are enabling First Nations’ People to show us the wisdom of a method thousands of years old. Talks commence at 1PM and run till 2PM. Seaweed project

The Australian Government is funding a new project under the Securing Raw Materials Program to grow seaweed in tanks for food products, nutraceuticals, cosmeceuticals and compostable plastics in Hervey Bay. Minister for Regionalisation, Regional Communications and Regional Education, Senator the Hon Bridget McKenzie, said such projects in regional Australia are integral to securing and strengthening the supply of improved raw materials to vital industries. Federal Member for Hinkler Keith Pitt said the Government will provide $850,000 to AlgOz Solutions Pty Ltd, in partnership with the University of the Sunshine Coast for the project. “Hervey Bay is the perfect coastal environment for this project and has close ties to the leading university in the area of seaweed cultivation,” Mr Pitt said. No barriers to Get Active LOCAL dynamic athletics duo Ethan Parry and his coach Daniel (Stix) Parker are well on their way to educate Queenslanders on inclusion in sports for people with intellectual disability. Both Ethan and Stix have been chosen to represent the Get Active program as coach and athlete ambassadors. Get Active is an education program for local sport and activity providers to increase their capability to deliver accessible, inclusive programs that meet the needs of people with Down syndrome and other intellectual disabilities. “Both Ethan and Stix add so much value to this program as they prove that anyone, anywhere can achieve their dreams,” said Get Active Program Coordinator Liz Willis. Ethan began his athletic career at the age of eight. With the guidance of Stix and support from his family and friends, Ethan has transformed from a shy kid to a confident young man. He’s a national champion who finishes his races with his trademark style – a dab, Usain Bolt or flexing his muscles, travelling with his athletic teams and working at Hervey Bay hot spot EAT. Public Holidays What are they, and how do we get more of them?

With Queens’ Birthday holiday having just passed and Christmas on the way, it got us thinking about how public holidays came about and how we can get more of them! Did you know that Cambodia has 28 public holidays? That is more than one a fortnight… In Queensland, we have 11 public holidays (+ one part-day, being Christmas Eve from 6pm to midnight). Each of the States determine their own public holidays, which is why it can vary from State to State. Queensland has the Holidays Act 1983, which sets out the public holidays and gives the Minister power to change public holidays by way of a Gazette Notice. Under the Act the Minister can publish notice in the Gazette appointing a day or a part-day to be a holiday either throughout the State or within a District. The Minister can only declare a public holiday in a specific District if a request has come through from the Local Government Authority signed by the Chief Executive Officer. The Minister can make the holiday on the date requested by the

CEO or can make it on another day as they see fit. However, they cannot make the holiday without a request. The list of holidays in Queensland is contained in the Schedule of Public Holidays. The last amendment to the Legislation was on 9 September 2021. This was to substitute the date of the Ekka holiday from 11 August 2021 to 29 October 2021 for Brisbane, Moreton Bay and Scenic Rim Districts as a result of the Covid-19 Emergency Response Act declaration. So, if we want more public holidays here in Hervey Bay, we need to Petition our Local Government and get the CEO to make a request to the Minister. After a bit of debate in the office, we think a K’gari Long weekend public holiday for the Fraser Coast Local Government Area would be great for one Friday somewhere between June and September (where we currently have no public holidays). It would be a great chance for locals to head over on the barge and spend some time exploring our recently renamed local wonder! What do you think?

Tougher water restrictions loom

Hervey Bay residents may soon face level three water restrictions that would ban or severely restrict outdoor water use. Deputy Mayor Darren Everard said not enough rain had fallen in the region’s dam catchment over the past 16 months with Lenthall’s Dam now only about half full. “While our region has had some rainfall in recent months, not enough has flowed into our dam. That’s why we are now making preparations for the potential introduction of level three water restrictions in Hervey Bay by early November,” he said. “If we don’t get significant rain in the right places and Lenthall’s Dam drops to 45 per cent, level three water restrictions will be introduced in Hervey Bay and the surrounding areas stretching from Burrum Heads and Howard across to River Heads. “Teddington Weir’s storage levels are in better shape, so water restrictions for Maryborough and Tiaro are likely to remain at level two for the foreseeable future in these areas. “Council will continue to monitor dam levels and water use with a final decision on level three water restrictions likely to be made by mid-

October.” Cr Everard said the aim of level three water restrictions, if introduced, would be to reduce daily water use in Hervey Bay and surrounding areas by at least 20 per cent. “Under level three water restrictions, outdoor water usage could be banned or significantly restricted, with watering gardens with sprinklers or irrigation systems not allowed, watering established lawns banned, and cars and boats to only be washed using a bucket,” he said. “We encourage Fraser Coast residents to continue to watch their water use, particularly outdoors, to help slow down the depletion of our dams and delay the need for tougher water restrictions. Level Two water restrictions include: • Hand held hoses are permitted between 4pm and 8am the next day but must have a water efficient trigger nozzle (changing to between 6pm and 8am from 30 September 2021); • Irrigation systems (sprinklers, drippers, soaker hoses) are permitted on Wednesdays, Saturdays and Sundays between 6pm and 8am the next day; • Washing windows and cleaning paved or concrete surfaces, external walls or public facilities is permitted at any time but only with a water efficient, high pressure device (eg gerni);

• Boat motor and trailer flushing is permitted at any time for a maximum of five minutes at a low water flow; • Filling of swimming pools, spas and water features is only permitted between 6pm and 8am and must be monitored at all times; • Vehicle and boat cleaning is permitted at any time with handheld hoses (fitted with a water efficient trigger nozzle) and • Water tanks connected to or topped up by drinking water supply are subject to the current water restrictions. Croquet tournament hits ball out of the park DESPITE border closures and the threat of lockdowns, the Ricochet and Association tournament hosted by the Hervey Bay Croquet Club recently proved to be a very successful event. Organisers and players alike faced many challenges and difficulties leading up to the tournament's commencement; however, the weather was glorious, the lawns were in top condition, and the games were well played with a high degree of sportsmanship. “Entries may have been a little lower than usual for such a tournament but apart from local Club members, the tournament attracted players from Bundaberg, Point Lookout (Maryborough), Caloundra, Toowoomba, Childers and Twin Rivers,” said Hervey Bay Croquet Club Secretary Coral Deeth. “In recent years, Golf Croquet has become very popular, and it is a tournament such as the one just held which helps to encourage and promote Ricochet and Association.” There’s general agreement that the game of croquet emerged from Ireland circa 1850, where it was known as ‘crooky’. This could be one of the most significant documents that will shape the look and feel of Hervey Bay over the next 20 years, but like most public consultations the majority of the public don’t get involved, which is a shame. The masterplan will finally acknowledge that the Pialba CBD will be called ‘Hervey Bay City Centre’ which is a major marketing change in itself and finally gives Hervey Bay a CBD identity it has so long desired. The document shows the vision to 2041 and divides the CBD into precincts like commercial, education and community, together with residential and green open space.

It will also decide build form, heights, streetscapes and public spaces. The CBD masterplan will take into consideration our aging population with indications 36% of us will be over 65 years of age, by 2041. It will bring the Fraser Coast Regional Council Chambers back into the CBD which is crucial for business and will bring hundreds of staff with it, to stimulate the retail and hospitality sectors. The plan will also provide connectivity between our foreshore and the CBD to create a friendly walking and parking solutions. For me however, one of the biggest issues that needs addressing is the traffic flow and how we circulate vehicles through this new CBD. Do we

want a walking friendly CBD with traffic calming or flow through cars? Perhaps some one-way streets should be considered, such as Main Street with traffic calming and more car-parking available. These are all the things the public should give feedback on, so please have your say and get involved in shaping our future.
