Welcome to the summer edition of Welcome

This edition highlights some of the projects and initiatives helping shape Hertsmere’s future. You’ll find an update on our Local Plan which will help shape how Hertsmere develops over the coming years.

We continue to deliver for local residents including building much needed new homes and investing in parks and open spaces. Giving residents opportunities to shape the future of the borough is a priority – a good example of this is the Community Governance Review for Potters Bar.

We have recently launched our new street cleaning patrols as part of our increased investment in ‘Pride in our Places’.

Community remains at the heart of everything we do. Celebrations such as Holi, Easter and Pride, and community gatherings have once again demonstrated the strength, diversity and inclusivity that define Hertsmere.

Change is on the horizon for local government, but our focus remains firmly on delivering for residents and supporting our communities.

Your new Mayor

The borough’s mayoral chains have been passed on to Hertsmere Borough Councillor Parveen Rani, following her inauguration on 14 May.

Having been elected to Hertsmere Borough Council in May 2023, Cllr Rani has since served as Cabinet Member for Streetscene, Parks, Leisure and Culture, and Deputy Mayor of Hertsmere.

Cllr Rani is passionate about community service, education, culture and bringing people together across all backgrounds and generations. Over many years, Cllr Rani has supported initiatives that promote inclusion, heritage, youth engagement and

community cohesion across the borough. Her chosen charities are Hatzola Herts and Akshaya Patra UK.

The new Mayor will be supported by Deputy Mayor, Cllr Morris Bright who was first elected as a Conservative councillor for Elstree Ward in 1999. He served as Leader of Hertsmere Borough Council for 16 years, from 2007 to 2023. In 2018, he was awarded an MBE in Her late Majesty Queen Elizabeth II’s New Year Honours for services to local government.

Local Government Reorganisation

By the time this edition reaches residents, the Government may have announced its preferred option for the future structure of local government in Hertfordshire.

The aim of Local Government Reorganisation is to simplify services, improve efficiency and create councils that are financially sustainable for the future. The new unitary authorities will bring together both borough and county council services under one roof.

Bushey Grove, The Venue and Furzefield Leisure Centres have plenty on offer to get active, with a wide range of no contract membership options to suit you.

‘Getting the Right Job’ is a two-day workshop designed to help you create or improve your CV, build confidence for interviews and pick up tips to impress prospective employers

‘IT Skills for Work’ is a two-day course that helps you build confidence with computers. You’ll learn basic IT skills, including how to create simple documents, use email and understand internet basics.

Local heroes recognised in Civic awards

Inspiring heroes were recognised for their devotion and positive contributions to the local community at the Mayor of Hertsmere’s Civic Awards Ceremony 2025/2026.

The annual awards recognise the outstanding performance, activities and dedication of people and groups living and working in our local communities, who voluntarily give their time to improve the lives of Hertsmere residents.

Former Mayor, Councillor Alpha Bird Collins, presented eight awards to worthy winners from across the borough at a glittering ceremony on Sunday 19 April at the DoubleTree by Hilton London Elstree.

Keeping the faith Community

The first half of the year has seen communities across Hertsmere come together to celebrate a number of important religious and cultural festivals including Eid, Passover, Holi, Purim and Easter.

These occasions have provided opportunities for residents to celebrate with family and friends. They also reflect the rich diversity that makes Hertsmere a welcoming and vibrant borough.

The council continues to work closely with our Faith Leaders across the borough and all faith communities to promote understanding and respect.

Pride Month

We marked the start of Pride month on 1 June by raising the Progress Pride Flag outside the Civic Offices in Borehamwood.

The Mayor of Hertsmere, Cllr Parveen Rani, was joined by councillors, council staff and

representatives from local organisations and partners to show support for the borough’s LGBTQ+ communities.

The council is sponsoring Herts Pride which is taking place at Cassiobury Park, Watford on Saturday, 22 August – we hope to see you there!

Hertsmere Community Safety Partnership (CSP) brings a range of organisations together to ensure a joined-up and strategic approach to tackling crime and disorder issues in the borough.

From food scraps to green energy

Hertsmere’s food waste recycling facility

What really happens to the contents of your silver food waste bin once it leaves your home?

During a fascinating visit to the Anaerobic Digestion (AD) facility in March, a group of residents, councillors and council staff were given the chance to find out where all of Hertsmere's collected food waste is taken for processing.

Despite a day of wind, rain, sun and even sleet making an appearance, the visit offered a valuable behind-the-scenes look at how food waste is transformed into something useful.

One of the most talked-about topics of the day was what residents

should use to line their kitchen caddies. Compostable liners or ordinary plastic bags?

The answer: both are accepted!

At the start of the recycling process, specialist “depackaging” machinery separates the food waste from any packaging or bags. In fact, site operatives explained that plastic bags often separate more easily than compostable ones. Residents are therefore encouraged to reuse items such as carrier bags, bread bags and salad bags for food waste collection.

The only restriction is that bags larger than a standard carrier bag or black bags should not be used.

That's the equivalent weight of the 2,746 tonnes of food waste recycled by residents since April 2025. Thank you for making a difference!

Turning waste into something valuable

Instead of being sent to an Energy from Waste facility, the food waste at an AD plant is broken down naturally to create biogas.

This biogas is then converted on site into electricity and sent via the national grid as a renewable fuel source, helping reduce reliance on fossil fuels.

The process also produces a nutrient-rich liquid fertiliser known as digestate, which is used on local farmland as an alternative to some synthetic fertilisers.

Importantly, anaerobic digestion also helps tackle climate change. By capturing

and using this methane as energy, the AD process significantly reduces harmful emissions.

The facility supports not only environmental goals, but also local communities, farmers and the wider green energy sector.

It is an eye-opening reminder that even small actions at home, like using the food waste bin, can make a real difference.

Continued investment in our parks

The council is continuing its programme of significant investment in parks across the borough. In previous years this has included new play areas in Millbrook Green, Bushey, Oakmere Park, Potters Bar and Composers Park Elstree. We also have major investment planned in our strategic parks.

At King Georges Recreation Ground, Bushey we have completed the new splash park and most recently installed new children’s play equipment (pictured). We have more improvements planned to the ball court and older play equipment for older children, and will also replace the café, which is suffering from subsidence.

We will finalise our works at Meadow Park by improving the car park and installing a new café. These works are being phased alongside works by Boreham Wood Football

Club to avoid too much impact on park users and residents.

At Aberford Park, we are beginning an exciting investment programme totalling about £2million, to improve the lake and brook (pictured), upgrade the play facilities and enhance the park as a space where residents can enjoy the green open space and wildlife. We have already begun replacing the bridges across the brook with more improvements phased over the next 18 months.

WITH CIVIC KEEPER

CONRAD SMITH

Conrad joined the Hertsmere Borough Council team in 2000, and for the past 26 years he has looked after the Civic Offices in Borehamwood – both the building and its people. The word ‘keeper’ refers to the responsibility for the upkeep of a public building.

QWhat does the role involve?

AIt’s a facilities management and security role and it’s really wide-ranging. It includes everything from doing safety checks – testing fire alarms/ exits – to water testing temperature checks for Legionella, room bookings, supporting the Customer Service team who are on reception and generally helping out with any issues that arise.

I’m also on call every other weekend in case of alarm activations – it doesn’t happen very often, maybe about four times a year and it’s mostly due to a glitch in the system.

Q What sort of hours do you work?

There are two shifts –early and late. I do the early one and the late one is covered by a security company. I tend to get in around 6am and work through to 1.30pm.

The worst part of the job is the early morning starts in winter – de-icing the car at 5am!

Q Any strange stories along the way?

Back in 2005, I think it was Christmas time – late at night. On one of the floors there was one of those ‘Billy Bass singing fish plaques’ on the wall. I was walking past, but not close to the fish, and it just started singing! Even more strange was that when I told the staff the following day they said “Well, that shouldn’t have happened – there are no batteries in it”. That spooked me out a bit!

Q What’s the best part of the job?

A The people! You get to see everybody from all departments and also colleagues from the police and the NHS who are also based here now. I’m often the first point of contact for them if they need help, so everyone knows me and says hello which is really nice. People here are so friendly.

A After leaving school I did various labouring jobs and then joined the RAF as an engineer, including three years stationed in Germany. After 12 years I left and

A I can retire in 18 months and the best thing about that is that I will be able to spend much more time with my grandkids – I have six. I’m really looking forward to that – it will certainly keep me busy!

Strong community engagement in Local Plan consultation

Over 6,000 residents, businesses and community groups from across the borough took part in Hertsmere Borough Council’s recent Regulation 18 consultation on initial proposals for the borough’s new Local Plan.

Residents, businesses, community groups and other stakeholders took part in the consultation through a range of channels. Those attending public information events were able to speak directly with council officers and Councillor Nik Oakley, Portfolio Holder for Planning, Infrastructure and Transport, while others engaged by reviewing the consultation materials and submitting

responses through the online consultation platform, by email or by letter. This flexible approach helped ensure that as many people as possible had the opportunity to have their say.

The Local Plan is one of the most important documents produced by the council and will help guide decisions on future housing, employment, infrastructure, community facilities, environmental protection and other development across Hertsmere.

Council officers are now reviewing and analysing all responses received. Feedback from the consultation will be considered alongside the council’s evidence base, national planning policy and other relevant

information to help inform the next stage of plan preparation. Following further technical work, the council expects to publish the proposed submission version of the Local Plan later this year. This next stage, known as Regulation 19, is a formal publication stage where residents and stakeholders may make representations on the soundness of the plan, before the plan is submitted for independent examination.

Hertsmere Visions

Residents help shape the future of Borehamwood, Bushey, Potters Bar and Radlett.

Hertsmere Borough Council would like to thank everyone who took part in the recent Hertsmere Visions consultation, which invited residents, businesses and visitors to share their views on the future of Borehamwood, Bushey, Potters Bar and Radlett.

The consultation, which ran throughout spring, generated strong engagement from across the borough, with residents providing valuable feedback on what makes each town unique, the challenges they face and their aspirations for the future. The feedback will help shape a set of ‘Place Visions’ for each settlement, informing future planning, infrastructure and public realm improvements and supporting the emerging Local Plan.

Award-winning affordable homes completed in Borehamwood

Three new family homes providing affordable, accessible and energy-efficient accommodation have been officially completed in Borehamwood, marking another milestone in Hertsmere Borough Council’s programme to deliver muchneeded housing for local residents.

The new development at Caishowe Road was formally opened during a ceremony attended by councillors and project partners. The scheme provides three four-bedroom homes, two of which have been fully adapted for wheelchair users, helping to address the growing need for accessible housing in the borough.

Designed with sustainability and inclusion at their heart, the homes offer modern, energy-efficient accommodation that supports independent living, while helping residents reduce their energy costs.

The quality of the development has also been recognised beyond the borough. Caishowe Road has been awarded Gold in the Best New Social Housing (Small Scale) category at the Hertfordshire Building Control Awards 2026. The awards celebrate excellence in construction, sustainability, accessibility and design across Hertfordshire and are judged by an independent panel of industry experts.

The project was delivered through a partnership between Hertsmere Borough Council construction partners Ermine and Pellings, and Hertsmere Living Limited.

The Caishowe Road development forms part of the council’s wider commitment to increasing the supply of affordable and accessible homes across Hertsmere.

Pride in our places

Residents across Hertsmere will see a new and enhanced street cleaning service in action, as more staff and equipment begin work across the borough.

The enhanced street cleaning service will provide more frequent cleansing operations, including regular pavement washing in high streets, repainting street furniture where needed, washing out graffiti on service boxes and more litter patrols.

The council has also invested in its community enforcement programme, with more red vested officers increasing patrols,

strengthening frontline teams and enhancing the council’s ability to tackle littering and fly-tipping.

The investment is part of the council’s commitment to ensuring residents can enjoy cleaner, safer and more welcoming neighbourhoods.

Cllr Jeremy Newmark, Leader of the Council said:

“We have been clear about our commitment to increasing pride in our place, and pride in our neighbourhoods.

“That is why we have invested over half a million pounds in the street cleaning team and community enforcement officers to deliver cleaner streets, safer communities and visible improvements that residents, businesses and visitors can see right across Hertsmere.”

Potters Bar Community Governance review

A Community Governance Review is underway in Potters Bar following a petition from local electors seeking consideration of a civil parish and parish council.

The review gives residents and stakeholders the opportunity to have their say on local governance arrangements. The first

consultation concluded on 8 June and draft recommendations will be published in July, followed by a further period of public consultation.

The responses to all consultations will shape the final recommendations and will be considered by the council in September.

Helping with debt struggles from rising cost of living

If you are struggling financially, act as early as possible. Make a list of all your debts and respond promptly to any contact from creditors, as they are often more willing to help when you engage with them.

Consider where you may be able to reduce spending and whether creating a budget could help you stay on track.

Prioritise debts where non-payment can have serious consequences, including rent or mortgage arrears, gas and electricity bills, council tax, court fines, maintenance payments, income tax, VAT, and TV licence payments. However, seek advice before making preference payments to one creditor over others, as this could

affect eligibility for certain formal debt solutions.

Do not ignore court letters or forms, as strict deadlines may apply. Seeking money advice early can help you manage your debts more effectively and prevent problems from escalating. Contact Citizens Advice if you have an urgent debt problem, for example if bailiffs are due to visit, you are facing eviction because of rent or mortgage arrears, court action has been started against you for a debt, or your gas or electricity supplier is threatening disconnection. Funding secured to support renters and landlords

Hertsmere Borough Council has secured £60,000 of government funding to help support new protections for private renters being introduced through the Renters’ Rights Act.

The funding will be used to provide information, guidance and advice to residents and landlords, helping them understand the changes and what they mean in practice.

The new legislation will introduce a number of reforms across the private rented sector, including ending ‘no-fault’ evictions, updating tenancy arrangements and introducing new rules on rent increases. The council will use the funding to ensure renters understand their rights, landlords are clear about their responsibilities, and both know where to access support and further information.

Residents and landlords can find guidance on the Renters’ Rights Act on the council’s website under Housing Strategies and Policies.

Remembering Councillor Shailain Shah

The council was deeply saddened by the passing of Cllr Shah in April.

A long-term Bushey resident and borough councillor, Cllr Shah was widely respected for his dedication to public service and commitment to the local community. He served as Chair of the Audit Committee and Chair of the Hertsmere Shareholders and Investment Committee, bringing extensive professional experience and knowledge to the role. Our thoughts remain with his family and friends.

Celebrating with Boreham Wood FC

Councillors joined players, sponsors, supporters and guests at Boreham Wood FC’s annual end-of-season Gala Presentation Dinner to celebrate the club’s achievements during the 2025/26 season.

The evening recognised a successful season for Boreham Wood FC, who won the National League Cup in March. They finished fourth in the league and secured a place in the play offs, reaching the National League play off final only to narrowly lose out. We look forward to following their progress next season!

Elstree and Borehamwood Museum

Ribbon of Dreams: Celebrating 100 Years of Elstree Studios

A fantastic new exhibition opens on 2 June and showcases props and costumes associated with Elstree Studios over the years. The star attraction is a working model of Indiana Jones and the Temple of Doom where you can experience the nailbiting runaway mine car chase in miniature!

Open Tuesday to Thursday between midday and 6pm, and Saturday from 10am to 3pm.

Potters Bar Museum

The Railway comes to Potters Bar Celebrating 175 years of the railway, this running exhibition features historic artefacts, posters, archival footage and period accurate model trains.

Open Tuesday and Wednesday 2.30pm to 4.30pm and Saturday 11am to 1pm.

Radlett and District Museum

Radlett and the Railway Exhibition on the impact of the London Midland Railway on Radlett and district.

In the Radlett Centre until March, they are also re-running their display on local place names and pictures of the High Street.
