with an artistic twist Once again we’ve been wowed by the artistic talents of the borough’s primary school children in our annual seasonal card competition. Five of the borough’s budding young artists picked up prizes at a short ceremony at the Civic Ofﬁces following a judging process by Mayor of Hertsmere, Cllr Brenda Batten and the Mayor’s Consort, John Batten. Nine-year-old Inaaya Hayath, from Cowley Hill School in Borehamwood, is having her snowman image made up into our electronic greetings card. The Mayor’s card will be a patterned design featuring four triangles with

different seasonal scenes by Olivia MgBor, aged 10, from Ladbrooke JMI School in Potters Bar. Three more young people were also recognised: Lucy Watts, aged seven, from Shenley Primary School in Shenley; Iris Maltez Topalla, three, from Kenilworth Primary School in Borehamwood and Alex Cham, 10, from Haberdasher’s Aske’s Boys School in Elstree. Mayor Cllr Batten said: “So much hard work and creativity was on show when

John and I judged the entries and I was very impressed by the time and effort that had gone into the designs. It was such a pleasant mayoral duty to look at all of them! “Congratulations to the winners. I thoroughly enjoyed meeting them and their families. I’d also like to say a big thank you to all the children and schools that took part.”

It’s hard to believe that the festive season is nearly upon us once again as another busy year for everyone draws to a close.

Once again, in this edition you will find news and updates from across our service areas. In recent weeks, there’s been an intensive period of public engagement about potential sites for housing and employment in the borough that have been put forward by landowners and property developers as we continue working on our new Local Plan. More than 1,500 people took the time to attend one of our five exhibition events held across the borough during November – thank you for coming along. As you will read on pages 8 and 9, there is still time to have your say on this phase of the process so please have a look and send us your views and comments by 20 December. At this time, no decisions have been taken and, as we press on with finalising our new Local Plan, we will look for further opportunities to consult with you. The festive season is about enjoying time with friends and family. As the New Year

approaches our attention often turns to our physical and mental wellbeing. We have included lots of information about how to stay healthy and well. There are some exciting improvements taking place at our leisure centres in the borough and there’s more information about that, and various other health and fitness schemes, on pages 12 and 13. If the great outdoors is more your thing, we’ve got a round-up of all the improvements taking place in our parks on page 10. I hope you find this edition an interesting and informative read. I’d like to extend season’s greetings to you all and wish you a healthy and happy 2019.

Universal Credit Universal Credit is a single payment made to customers and replaces existing benefits, including: • Job Seekers Allowance (Income Based) • Employment Support Allowance (Income Related) • Incapacity Benefit • Severe Disablement Benefit • Income Support • Working Tax Credit • Child Tax Credit • Housing Benefit All working age customers who claim Housing Benefit will gradually transfer to Universal Credit. All new claims, with certain exceptions, for Housing Benefit will need to claim Universal Credit. Contact our

Customer Service team or visit our website www.hertsmere.gov.uk/ universalcredit for information on exceptions. For more information or to make a claim visit: www.gov.uk/universalcredit. If you cannot make the claim online, please contact our ofﬁces for information on how we might be able to help you. You must make the claim for Universal Credit straight away to make sure you do not miss out on money you would otherwise be entitled to. Once you have been awarded Universal Credit, it is your

responsibility to report any changes in your circumstances with the Universal Credit ofﬁce on 0345 6000 723 or 0845 6000 723. If you have been awarded Council Tax Support, you must also report changes in your circumstances to us. GETTING THE REGISTER RIGHT With whole council elections taking place in May 2019 – where all 39 borough council seats are up for election – it’s even more important to ensure you are registered to vote.

Did your polling station get your vote? We conducted a review of our polling stations to ensure that all voters have access to reasonable facilities before the next election. We currently use around 50 different locations across the borough as polling stations, including village and church halls, schools and community centres. Disabled groups, faith groups and residents were invited to comment on the proposals. We will consider the ﬁnal recommendations on 23 January and implementation of any changes to the existing scheme will take effect from 1 February 2019.

We sent forms to all 43,000 residential addresses in the borough to make sure the electoral register is up to date, identify any residents who are not registered and to encourage them to do so. During October and November our canvassers called at approximately 10,000 addresses to stress the importance of checking the form so that everyone is able to have their say at elections. Don’t worry, there’s still time to register. Community safety news

Hertsmere Community Safety Partnership (CSP) brings a range of organisations together to ensure a joined-up and strategic approach to tackling crime and disorder issues in the borough.

E-Safety Workshops More school children have participated in e-safety workshops to teach them about the dangers lurking online. The Hertsmere Schools Partnership ran sessions for 180 children in years 5 and 6 at schools across the borough. Changes that the pupils planned to make as a result of attending the workshops included respecting everyone and reporting bullies, checking what they say or text, not revealing as much online, using age appropriate apps, looking out for grooming and reporting anything suspicious.

Making it easier

We are improving our website – www.hertsmere.gov.uk – to make it more customer focused and easier for you to access our services online. We’ve set up a website testing panel, who see early versions of our webpages and services, and are invited to feedback on their content and design. If you’d like to be involved with the panel visit www.hertsmere.gov.uk/testourwebsite A lot of research to understand what’s good about our current site and where improvements can be made has been conducted through online surveys and speaking to our customers in reception. We are focusing on improving the accessibility of our website for users with disabilities, notably those with visual impairments, as well as ensuring our site is easy to use and simple to understand.

NO EXCUSE FOR ABUSE Each year more than 20 members of our staff are abused at work.

Our waste and recycling crews, customer service team, Civic Enforcement Ofﬁcers and other front line ofﬁce staff are most likely to face abuse. Staff have experienced people shouting, as well as swearing, namecalling and sometimes obscenities. We understand that sometimes you may be under pressure or at crisis and our staff do all they possibly can to help, but sometimes the outcome may not be what you wanted. We’re launching a campaign ‘no excuse for abuse’, which aims to make sure we’re clear about the services we offer, highlight the excellent work of our staff, and explain how – if you are

Planning for Growth

We won’t need to allocate all of the sites for development, so we are asking for your help in deciding which are the most appropriate locations that could be developed.

We’re planning for the future with a new Local Plan and have been asking for your help over recent weeks – and there’s still time for you to have your say in our latest phase of public engagement. Since the end of October, we’ve been asking for your views to help us choose where new development could take place to meet the estimated need for at least 500 homes per year for the next 15 or more years. You’ve been able to have your say about a number of potential sites for housing and employment which landowners and developers have put forward for consideration. During November we also held ﬁve drop-in public exhibitions across the borough which provided information about what sites have been put forward, the Local Plan process and the timescales involved. We ran a comprehensive publicity campaign which involved media engagement, social media posts, waste vehicle advertising and distribution of newsletters to households in the borough and some neighbouring areas.

PARKS ROUND UP Out of this world! Meadow Park offers an ‘out of this world’ play experience, thanks to recent improvements. The toddler park is fully accessible with key sensory elements to cater for a wide range of abilities. Inclusive equipment includes a roundabout, trampoline, spinning bowl, play panels, seesaw and basket swing, as well as wheelchair accessible picnic tables. The junior play zone features ‘planet Meadow Space Ship’ surrounded by a net bridge, tube slide and racing cableway. Other improvements include an outdoor ﬁtness zone, additional interactive equipment, and improvements to landscaping and entrances.

Award-winning parks Seven Hertsmere parks have received Green Flag Awards – a national standard highlighting quality green spaces – making them amongst the best in the UK. Mary Forsdyke Garden and Warren Lake, in the heart of Bushey Heath, has won the prestigious award for the ﬁrst year after extensive improvements. King George Recreation Ground in Bushey; Oakmere Park in Potters Bar; Aberford Park in

Borehamwood and Parkﬁeld in Potters Bar have maintained their Green Flag status. MEADOW PARK Fishers Field Nature Reserve in Bushey kept its special Green Flag Community Award in recognition of work carried out by local volunteers and Bushey Rose Garden’s historic features and conservation upheld the Green BUSHEY ROSE GARDEN Heritage Site accreditation.

Interactive kickabout Oakmere Park in Potters Bar opened the first interactive sports court in the country. The multi-purpose sports field has four goals and is controlled through a central game console. It takes all the best elements of outdoor team sports but adds a new dimension! We’ve also installed a new Crusader rope swing, which gives people aged five years and up the challenge of standing or sitting to create the swing motion.

Regulations

New rules for landlords New regulations have been introduced regarding Houses in Multiple Occupation (HMOs). The changes were introduced on October 1 and meant that private sector landlords who rent out properties or ﬂats occupied by ﬁve or more people in more than one household will have to apply for an HMO licence from us. Previously, only landlords with properties of three or more storeys needed a licence. Failure to have a licence could result in the landlord facing

criminal prosecution and a ﬁne of thousands of pounds. The new legislation also means anyone who has been convicted of offences such as burglary and stalking will be added to a national database of rogue landlords and barred from renting out properties. REDUCING FRAUD The Shared Anti-Fraud Service (SAFS) works in partnership with councils across the county to reduce fraud. The total loss to Council Tax discount fraud is estimated to be £133m per year, housing tenancy fraud causes losses to local councils of £845m per year and 20 per cent of blue badges are thought to be being misused with a potential loss in parking revenue of £46 million across England. In the ﬁrst two years of the SAFS over 1,500 allegations of fraud

were reported and fraud in excess of £5.5m was identiﬁed across its six partners including tenancy fraud, staff fraud, blue badge abuse, council tax fraud, contract fraud, and insurance fraud. To report fraud call 0300 123 4033 or visit www.hertfordshire.gov.uk/fraud

Keeping Hert We aim to promote good health and wellbeing for families, workplaces and communities.

Our new Health and Wellbeing Strategy sets out the vision for Hertsmere, to develop and support initiatives to address the causes of ill health and to promote healthy and active lifestyles for all residents, working in partnership with statutory and voluntary organisations and the private sector. Leisure improvements A series of exciting improvements are under way for some of our leisure facilities as part of a £5m investment programme by InspireAll, which was formerly known as Hertsmere Leisure.

Building and refurbishment work has been taking place at Bushey Grove and Potters Bar’s Furzefield Leisure Centre. Highlights include a new three-storey soft play zone and a 17-wall indoor climbing area at Furzefield, set to open at the start of December. All the fitness equipment at Bushey Grove and Furzefield has been replaced, along with new Immersiveexperience Spin studios and spas at both facilities. Other fitness studios are being refurbished and there will also be an extension to the gym at Bushey Grove. rtsmere healthy Inclusive sports With the help of funding from Sport England, we have set up a new sports club for children with disabilities providing a range of activities adapted to the needs of individuals. The Inclusive Sports Club takes place at Maxwell Park Community Centre in Borehamwood every Saturday between 10am and 11am. Activities on offer include archery, golf, dance, basketball, football, boccia and curling. The sessions are for young

people aged seven to 18 and are open to all abilities. A representative from the Herts Disability Sports Foundation will be at every session, with additional coaches from the Foundation, Watford Football Club and the Golf Trust leading activities.

Talking fluent football Primary school children from across Hertsmere learned the international language of football at a special event held at Arsenal’s training ground.

Almost 60 children from ﬁve primary schools in the borough had a coaching session, conducted partly in French, German and Spanish, to mark the International Day of Foreign Languages. The day, delivered by Arsenal in the Community coaches, is part of a highly successful community sports partnership between us and Arsenal. The winning team was Cowley Hill Primary School.

Signing up to good health If you’re a man aged between 18 and 65 with a Body Mass Index (BMI) of 30 or over join hundreds of men who have signed up to good health.

The 12-week programme includes an educational segment followed by 60 minutes of physical activity, to help develop a healthy relationship with food and change unhealthy behaviours and habits that cause weight gain. The free Shape Up weight management course, delivered by Watford FC’s Community Sports and Education Trust, is funded by the Premier League Charitable Fund, Professional Footballers’ Association, Hertfordshire County Council Public Health and Hertsmere Health and Wellbeing Partnership. A boxing initiative set up to tackle antisocial behaviour is continuing to go from strength to strength in Hertsmere. Box Cleva is for young people aged 14 to 19 with the aim to prevent participants engaging in anti-social behaviour. The sessions take place at Brookside Boys Club in Buckton Road, Borehamwood every Wednesday between 6.30pm and 7.30pm. Healthy eating and drug awareness talks are included as part of the programme. FALL PREVENTION

A third of over 65s who live at home will have at least one fall a year. However, there are simple measures you can take to reduce the risk of falling:

• Contact your community navigator to arrange a home visit to discuss practical solutions to reduce your risk and limit the impact if you do fall, such as a personal alarm system. Call 0300 123 4044. • Book a Safe and Well visit from Hertfordshire Fire and Rescue Service. They can identify potential hazards and help to alleviate fall risks within your home. Complete the online form at www.hertfordshire.gov.uk/safeandwell • Exchange your old slippers for new ones that offer a better grip and support your ankles. The library service hold Slipper Swap Socials where you can exchange your old slippers for a new pair. Call 0300 123 4049 to ﬁnd your nearest event. • Have a medication review every year with your pharmacist or GP. It is particularly important that your medicines are reviewed if you're taking four or more a day. • Attend a balance or exercise class. InspireAll provide speciﬁc exercise classes to prevent falls.
