Happy holidays from our youngest artists!

Four children, aged 10 and under, from primary schools in the borough were presented with vouchers, certificates and printed cards of the designs they entered into our annual seasonal card competition last month.

The youngsters collected their awards from the Mayor of Hertsmere, Councillor Rabbi Alan Plancey, at a ceremony at the Civic Offices.

Seven-year-old Iris Archard, from Bushey Manor School, and 10-year-old Emma Brazil, from Ladbrooke JMI School, in Potters Bar, were named overall winners of this year’s contest. Emma’s design with a cheerful snowman and Christmas tree theme has been earmarked as the council’s corporate e-card, while Iris’s beautiful design of a robin will be the Mayor’s official card.

The two runners-up were announced as Clement Berlioz, 10, from Haberdashers’ Aske’s School for Boys who created a fantastic entry of a Chinese dragon. And seven-year-old Sophie Million from Saffron Green Primary in Borehamwood, who created a beautiful design with the perfect touch for Hertfordshire – a stag!

Mayor Cllr Plancey said: “The standard of entries is always high and the designs have included a wide variety of themes this year from all across the world – including our very own Chinese dragon to wish everyone not only a Happy Christmas but also a

Happy Chinese New Year!

"It was a difficult task to pick this year’s winners, but these four cards really caught my eye. There was something bright and cheerful about each one.

"I want to thank everyone who took part and submitted entries. We really appreciate the support this competition receives from schools and the local community each year. This is a wonderful way to involve children in the borough in helping to spread a message of seasonal goodwill and cheer."

Welcome Welcome to your winter edition of Hertsmere News.

You will be reading this shortly after the latest UK parliamentary elections have been held. Thank you to our Electoral Services team which has run this latest polling day with absolute professionalism and commitment.

On page four, you will read that we have declared a Climate Emergency. This means that we will be aiming to achieve net-zero emissions no later than 2050. A fund of £150,000 has been set aside and a cross-party member and officer working group has been set up to explore potential climate change initiatives.

If you’ve ever been injured or if you suffer from a long-term health condition, then Susan’s story on page six may have real resonance for you. It explains how our We Move, She Moves classes have really helped to get Susan more mobile after a road traffic accident left her on crutches. It’s an inspirational story.

For those looking forward to getting out and about in the warmer months, we’ve got great news about our parks on page 13.

Improvement work will be continuing at Meadow Park in Borehamwood next month. Among the additions there will be a new sports court, a multi-use games court and a splash park.

In addition, users of Moatfield Park in Bushey can now enjoy some new play equipment, designed to be inclusive and accessible for all. While in Potters Bar, a Super Zeppelin Tower Slide, commemorating the 1916 Zeppelin crash, will be landing at Oakmere Park soon.

And there’s still time to catch the BBC’s Holby City exhibition at Elstree and Borehamwood Museum.

The fun and interactive display takes you behind the surgical mask of some of the most compelling hospital drama on our screens.

Finally I would like to extend my thanks to Donald Graham, our longserving Chief Executive who left us earlier this year. Donald was responsible for many enterprising initiatives and I wish him the best in his future endeavours.

THUMBS UP We’re preparing to publish our draft Local Plan next year, which will act as a blueprint for future development in Hertsmere.

Since 2016, we’ve undertaken three rounds of public consultation asking for views on the best way to achieve growth and ensure the borough stays a great place to live and work. The draft Local Plan will set out the number of new homes and jobs that need to be created in the borough over the next 15 years, and where development should take place.

You will have a chance to comment on this draft plan during a six-week public engagement period next year, before it is assessed by a government-appointed inspector at a public examination.

In the meantime, you can find out about new potential sites which have been put forward following on from the last round of consultation. The new sites have been added to a long list of locations around the borough which are being considered for new development.

MAKE YOUR HEALTH A PRIORITY A new lifestyle initiative which aims to help connect people in Hertsmere with health services has launched.

Three Healthy Hubs have opened in different locations around the borough as part of a countywide scheme to improve residents’ health and wellbeing.

ACTIVE TOGETHER An activity class aimed at older adults has been proving such a success its participants have decided to keep it going after the original funding ended.

More than 20 people regularly attend a Tai Chi class at the Phillimore Community Centre in Radlett. When funding for the sessions stopped after 15 weeks, the group decided to keep it going by funding it themselves and one volunteer now acts as treasurer, keeping a register and collecting the money.

The class was set up a year ago through our Active Together initiative, run in partnership with Herts Sports Partnership and Clarion Housing. In addition, through the programme, members of the Sixty Plus Club in Potters Bar have been attending fortnightly sessions of strength and balance class Otago.

As well as improving mobility and helping to prevent falls, the classes can also boost confidence and self-esteem, and combat isolation.

Power of water A road crash survivor who was unable to walk without crutches has made an almost total recovery thanks to the power of water - despite the fact she can’t swim.

Social worker Susan Mukengezi was left with a compressed fracture of the spine when a car collided with her as she was walking near her home at the beginning of the year. The 49year-old was told by doctors that swimming or cycling could help her regain mobility.

Susan, who has never learnt to swim, was struggling until her neighbour convinced her to try Aqua Zumba at The Venue in Borehamwood. The class is offered through our award-winning We Move, She Moves programme for

women and girls. Six months later, the mother-of-one is almost pain-free.

Susan said: “I have had a second lease of life. When I went for the first class I walked in with crutches and managed to get myself in the swimming pool, but I couldn’t get out!

“Within three weeks, I wasn’t using crutches and I

was able to limp. I didn’t know water could do so much for somebody.”

Aqua Zumba classes are held at The Venue, Elstree Way on Tuesdays and at the Furzefield Leisure Centre in Potters Bar on Thursdays, term-time only.

CIL FUNDING PLAQUES Community and leisure facilities in Hertsmere have been among the first to benefit from an infrastructure fund which will eventually see more than £800,000 pumped into the borough.

Commemorative plaques have been presented to a range of organisations to mark the completion of important projects part-funded by our Community Infrastructure Fund (CIF). CIF is a pool of funding collected from a levy on certain types of new development that can be used for improving local facilities and services.

The projects recognised so far are: • Borehamwood Wellbeing Centre, which was awarded £7,500 to create a separate room for one-to-one sessions and small group work. As a result of the refurbishment, charity Herts Mind Network will be able to offer an extra 120 hours of one-to-one support per month from the site

• Reveley Lodge in Bushey, which was awarded £10,000 towards its new Stables Gallery. The money helped transform the former garage into a gallery and exhibition space available for the whole community • Dame Alice Owen’s School in Potters Bar received a £50,000 grant to refurbish its astroturf pitch. The facility is also used by local junior football clubs, such as Potters Bar United, Crusaders and Town, and hosts matches and training sessions for Potters Bar Hockey Club and Potters Bar Cricket Club • Wyllyotts Theatre in Potters Bar which received almost £50,000 towards a sliding

New stove or log burner?

The recent chill may have triggered thoughts of installing a new solid fuel stove or log burner. These appliances are controlled under building regulations because they can present health risks if not properly fitted.

A few tips for homeowners: • Use an installer who is registered to self-certify their work under the HETAS registration scheme. If you don’t use a HETAS installer then call Herts Building Control on 01438 879990 for advice • Make sure the stove you

choose is CE marked and has been independently tested and certified by a recognised organisation such as Kiwa • Get advice on the size of stove that will suit your room.

Factors like room size and the thermal performance of walls, ceilings and openings all need to be considered.

Museums Update Borehamwood Museum

The BBC’s Holby City has taken over the entire museum, from the hospital reception desk through to the operating theatre with weird and wonderful prosthetics, props and costumes to celebrate 20 years of one of the nation’s favourite medical dramas.

It’s an interesting, fun and interactive display that lifts the surgical screen and allows you to peak behind the camera! The free exhibition runs until 25 April.

Elstree and Borehamwood Museum is open four days a week, Tuesday to Thursday between midday and 6pm, and on Saturday from 10am to 3pm.

Bushey Museum and Art Gallery The street names of Bushey are many and various. Some are geographical, some reflect Bushey’s rural past, whilst others reflect their natural features. Many take the name of an artist with local connections. 'Up Your Street' commemorates Bushey artists.

The latest exhibition links the street names with the respective artist’s work and runs until 26 January 2020. The museum and art gallery is open Thursday to Sunday, from 11am to 4pm. Admission is free.

Potters Bar Museum Take a nostalgic trip back to the 1930s. The museum takes you on a pictorial journey from its village roots with a strong rural history to suburbia with new housing estates being built and the introduction of street lights.

There are beautiful images that will take you to scenes of horse drawn carriages, quiet country lanes and the quarry - may be hard for younger visitors to imagine!

The museum is situated within the Wyllyotts Centre in Darkes Lane. It is open Tuesday and Wednesday between 2.30pm and 4.30pm, and Saturday from 11am till 1pm. Admission is free.

Landlords face fines of up to £5,000 Landlords in Hertsmere seeking to rent out properties will face fines of up to £5,000 for homes that fail to meet the new minimum energy efficiency ratings.

These new guidelines - which come into force on 1 April 2020 - demand that all rental properties have an Energy Efficiency Certificate of E or higher.

The regulations apply to all domestic private-rented properties that are let on specific types of tenancy agreement or are legally required to have an Energy Performance Certificate.

There are just over 1000 homes in Hertsmere that fall below the E minimum and the regulations are a step in the right

direction to help ensure these homes become more energy efficient.

There is never a requirement for landlords to spend more than £3,500 (including VAT). Any higher costs mean eligibility to register for an exemption.

Landlords letting or planning to let a property covered by MEES (Domestic Minimum Energy Efficiency Standard) Regulations can get a rating on their property. And if a property has had an assessment before, it can be viewed at: www.epcregister.com.

Funding boost for Hertsmere elderly groups Older people’s groups in Hertsmere were awarded around £2,500 for events to celebrate Older People’s Day and Silver Sunday this year.

Those groups for the over 65s given awards include: InspireAll, Visually Impaired Club, Monday Club and Sixty Plus.

Q&A BECKIE NUDDS Beckie Nudds is a recent addition to our Planning Policy team. She was brought up in the borough and remembers attending our Environmental Health Christmas Fair as a primary school pupil.

We asked about her memories of that time and her thoughts about her role now.

Q

You’re relatively new to the council. Can you say a little bit about your job role?

A

I’m a planning officer and am responsible for overseeing the collection and spend of monies that we receive from developer contributions, which helps to fund infrastructure improvements in the area. See page eight for the kinds of projects we have supported in this way.

Q

What is it about working in the planning policy department that you enjoy?

A

screaming in the noise booth when learning about noise pollution; washing my hands under the UV light to recognise the importance of personal hygiene; the talks we had about the emergency services; receiving fruit to promote healthy eating and there was also a display on road safety where we collected reflectors and ‘Spike’ the hedgehog stickers (for those who remember the television advert).

I enjoy working with people who are passionate about planning. You can gain something from everyone and I’m learning and absorbing as much as possible. I also enjoy the fact that my job is very varied on a day-to-day basis.

Did you ever think ‘when I grow up, I want to work at the council?’

So tell me about what you remember of your experiences as a child coming to our Environmental Health Fair?

A

Every year when I was at St Teresa’s Primary School, the Environmental Health Fair was a fun event where we could learn how environmental health impacts our daily lives. It provided an opportunity to understand important topics but in a fun and interactive way. I remember

It’s not necessarily a career goal that someone might have as a child or teenager, as many are unaware of all the different professions across the council. However, if like me, you expand your job search outside of what you ‘think’ you want to do – you may just find what you love doing.

Did you attend the recent Environmental Health Fair and have a go in the sound booth?

A

I popped in again this year and yes, the sound booth is a firm favourite. Who doesn’t want to know if they can scream as loudly as a fire engine or an aeroplane?

Q

Is there any advice you’d give to a young person in the borough who is thinking about a career in planning?

A

Obtain as much relevant planning experience as possible and sometimes temporary work can become permanent if you really commit and be proactive. Your career is in your hands and the knowledge and connections you make will benefit you indefinitely.

What are your plans for the future?

I have a genuine desire to learn and grow and have recently started my master’s degree in Town Planning.

Once this is completed, I then hope to receive my full professional accreditation and continue to do the best I can, at a job I am passionate about.

Check festive lights are safe and CE marked.

Don’t leave lit candles unattended and place tea lights in a holder.

The nights are longer, giving criminals an easier environment to commit crime.

With presents under the tree and Christmas shopping loaded in car boots, the festive period can be a prevalent time for thieves. Read our advice to avoid the Grinch!

The risk of accidents, especially in the kitchen, increases when alcohol has been consumed.

Don’t drink and cook!

Keep all doors locked when you’re out or go to bed.

Never leave spare keys near your home, for example under a plant pot or mat – it’s the first place a burglar will look!

Avoid walking home alone at night. Ask somebody to accompany you or use a registered taxi.

Never leave your car unattended with the keys in the ignition, even when defrosting car windows.

Opportunist thieves can strike at any time.

Make it look like someone is at home when you go out for the evening.

Leave timer lights on and close curtains. If you have a burglar alarm, set it.

Never drink and drive. Ring a taxi or arrange a lift before your Christmas celebrations begin.

Never leave your house or car keys near your front or back door, keep them out of sight.

If you are in danger or an emergency situation call 999.

Hertsmere project wins problem-solving award Hertsmere CSP has been recognised for their problem-solving skills.

Hertfordshire Constabulary’s annual Mick Fogarty Problem Solving Award recognises the best projects in the county that reduce crime or anti-social behaviour affecting our communities.

A panel of experts awarded the prize to Hertsmere CSP for its response to an anti-social behaviour-related issue in

Borehamwood. Their response coordinated across a number of organisations and ensured the right help was given to all involved.

Following the intervention, reports of anti-social behaviour stopped and the overall result has been improved quality of life for everyone in the area.

The Moatfield

Wash Lane Common Drivers stopping at motorway services in South Mimms can relax and refuel in beautiful surroundings, thanks to a recent transformation.

A striking new entrance feature, picnic benches along a stream and a surfaced path make the green space a welcome spot to relax.

The project, managed by Countryside Management Service (CMS), was made possible thanks to a £25,000 grant from the Tarmac Landfill Communities Fund, with additional funding from us.

Thanks to the CMS Tuesday volunteer group, who carried out scrub clearance, and the installation of benches and an interpretation panel.

The improvements create a more interesting play space that draws on the park’s heritage, with the history of the 1916 shooting down of the Super Zeppelin included in the design.

Meadow Park Exciting improvements to Meadow Park have been approved, with the work scheduled to start next year.

These include the installation of a splash park, additional car parking, sports court and a multi-use games court.

New play equipment, designed to be inclusive, accessible and to cater for a wide range of abilities, has been added to the current play area at The Moatfield Recreation Ground in Bushey.

A ground level trampoline, seated carousel and a pendulum rope swing and new swings have been installed.

New fences have also been installed around the toddler area at the request of local users of the park.

Christmas trees It was a pleasure to light up three beautiful Christmas trees across the borough. The trees in Oakmere Park, Borehamwood Town Centre Garden and Mary Forsdyke Garden were lit up in different colours to celebrate the festive season.

Parenting courses More parenting courses will be available for families in Hertsmere from next month.

Our Environmental Health team regularly offers short courses and one-day workshops on a host of food safety and public health issues.

Among the most recent have been a course aimed at home caterers and a Safer Food Better Business workshop, as well as Level 2 and 3 Award in Food

Safety training from our Civic Offices in Borehamwood or inhouse for businesses with a minimum of 10 candidates.

It was announced earlier this year that InspireAll, which is commissioned by Hertfordshire County Council to provide family support services in the borough, had been awarded National Lottery Community Funding to help fund additional courses.

The courses on offer will include ‘Parenting Puzzle’, ‘Families Feeling Safe’, ‘About Me’ and ‘Family Toolkit’. They aim to help families with children from birth until 11 years of age develop parenting skills and emotional well-being so they are better equipped to deal with challenging behaviour that can affect day to day life.
