APPEAL FOR SITES Around 300 landowners, developers and agents have been contacted as part of the next steps in a major piece of work on the borough’s future development.

Letters or emails were sent to a range of contacts inviting them to submit for consideration any sites they know of with potential for development. To be eligible for consideration, sites should have the potential to accommodate five or more homes or have 500m2 of floorspace or 0.25ha available for economic development. Sites which could accommodate pitches for gypsies and travellers could also be submitted The appeal has been issued as part of preparation work for the new Local Plan.

The plan will guide development and influence how the borough changes over the next 15 years. Current estimates are that land for 9,000 new homes and the same number of jobs will have to be found in the borough over the next two decades in order to meet existing and future need.

Responses can still be submitted to the initial consultation for the new Local Plan.

So far, around 350 responses have been submitted on a wide range of topics including housing, jobs, community

facilities, open spaces and travel and transport issues. Respondents have until the end of March to submit their views.

All comments will be used to help set out potential development options and issues in a follow-up document to be published later this year.

Cash boost for projects

A whole host of local projects have received a much-needed boost thanks to financial contributions from borough councillors.

Our Ward Improvement Initiative Scheme (WIIS) gives each of our 39 councillors £500 to spend on local projects throughout the year.

Among the beneficiaries were Elstree Lawn Tennis Club and Yavneh Primary School who received funding from councillors for defibrillators as part of an on-going town council campaign to site the life-saving machines in prime locations across Elstree and Borehamwood.

Meanwhile, Sixty Plus, a lunch club for the over 60s in Potters Bar and South Mimms, will be dining out in style thanks to a £235 grant for new dinner plates.

Welcome We’re delighted to update you in this edition on the fantastic improvement schemes under way at several of our parks in the borough. The popular but outdated paddling pool in Bushey’s King George Recreation Ground is being transformed into a new splash park with an exciting tropical design, which I’m sure will be widely welcomed by families with young children.

Our We Move She Moves programme for women and girls puts on a whole host of indoor and outdoor activity sessions and we hear more about the scheme from community sports and health intern, Courtenay. We also find out what inspires 86-year-old Edna to keep things moving to Bruno Mars and Wham at the weekly Popdance classes!

It will be a real pleasure to see the BBC’s Antiques Roadshow team in Hertsmere in late July, when they record a special programme at Borehamwood’s Eastenders set. I met the team recently to find out more about their plans and to discuss how we can support them. There’s such a long and rich television and film heritage here in Hertsmere so it’ll be fascinating to see what objects are brought along on the day, to listen to the accompanying anecdotes and to try to guess the value. There’s more information about how you can get involved on page 6.

We also provide an update about council tax for the year from April 2017, where we explain more about how the money collected is spent. For the second year running, we have applied an average £5 increase to our portion of the bill. We’re seeing continued reductions in support from central government by way of funding so we’ve decided that this small increase is required to enable us to continue to protect the services valued by our residents. On page 10, we explain that many of you took part in an independent survey to help guide our financial strategy, which provided some very valuable input.

We’re also taking an enterprising approach to generating income wherever appropriate to offset the reductions in government support.

Pages 10 and 11 give some information about a number of services and projects that are aiming to provide us with income streams that should both minimise council tax increases in the future and help us to continue to deliver high quality key services.

Small increase in council tax You will pay around £5 per year more for our services this year (April 2017 to March 2018), the same increase as last year. This is a rise of less than 10 pence per week per household.

A resident in a Band D property will pay, on average, just over £167 to the borough council for the year – just over £3 a week.

Hertsmere collects council tax every year on behalf of other

local bodies so we don’t get the whole amount you pay each month, we get approximately 10 per cent of it. The rest is allocated to other organisations as below.

Keep us informed of changes Your annual council tax bill will be with you by the middle of March, so it’s time for a quick reminder to check your bill for any reductions you’re no longer entitled to.

Flytipping campaign takes to the streets An ongoing campaign highlighting the dangers of employing unlicensed waste carriers is being taken direct to Hertsmere householders in a bid to tackle rising cases of flytipping.

GETTING A DISCOUNT? Does your bill show you are receiving a Single Adult Discount despite more than one adult being resident in your household?

Has a student ended their studies whilst your bill still shows a student discount or exemption? If so, please tell us.

CLAIMING BENEFITS? DON’T COMMIT FRAUD If you don’t tell us about a change and we find out about it later, not only will you have to repay the money, you may be investigated for fraud which potentially will lead to a criminal record, a prison sentence and/or a fine.

If you suspect that someone is claiming discount fraudulently, please report them to the Shared Anti-Fraud Service at www.hertfordshire.gov.uk/fraud or call 0300 123 4033.

Police Community Support Officers and council officers have been giving advice and distributing Could this be yours? leaflets to homeowners and builders who are undertaking renovation work in the borough. The leaflets explain what simple steps can be taken to keep waste safe and warn that those involved in larger-scale flytipping incidents, including homeowners who have passed waste to unlicensed carriers, could face criminal prosecution and an unlimited fine.

Meanwhile, since January, individuals found guilty of smaller-scale flytipping face a new £300 fine. The fine, discounted to £200 if paid within 10 days, will be issued to anyone responsible for illegally dumping a few bags of waste or one or two unwanted items of furniture.

We launched our Could this be yours? campaign last year to tackle rising incidents of flytipping.

Since 2010, the number of incidents of flytipping has almost doubled in the borough, from 368 in 2010-11 to 658 in 2015-16. As well as leaflets, Could this be yours? banners are currently displayed on the sides of our waste vehicles.

A couple have admitted their role in a flytipping spree which saw one Bushey lane targeted 10 times in less than three weeks. The case was heard at St Albans Magistrates Court in January and was brought by us with significant help from Hertfordshire Constabulary. The pair were due to be sentenced as Hertsmere News went to press.

Antiques Roadshow wheels into Walford BBC One’s Antiques Roadshow is coming to the EastEnders set in Borehamwood for a special entertainment programme.

As part of its 40th series, Antiques Roadshow is producing an episode devoted to stories from the world of stage, screen and music. Over the years, items with a celebrity connection have turned up on the programme now and then, but never has a whole programme been devoted to them.

Highlights over recent years have included diamond jewellery owned by Rita Hayworth, Marc Bolan’s guitar and clothing, a ring worn by Jimi Hendrix, photographs of a meeting with The Beatles and even a brooch worn by Ingrid Bergman, but there are so many more objects out there with fascinating back-stories waiting to be told.

Antiques Roadshow is filming the special invitation-only programme on the EastEnders set at BBC Elstree in Borehamwood in the summer. The stories and items filmed will be chosen from submissions received by the production team in advance. Knowing of the rich film and television heritage of the area, they’d like to encourage the residents of Elstree and Borehamwood to get in touch. So, if you have a story and memorabilia connected with stars of music, film, theatre or television now is the time to let them know.

A time to reflect Around 200 people gathered in Radlett for a candlelit parade and ceremony to mark Holocaust Memorial Day at the end of January.

The Mayor of Hertsmere, Councillor Pete Rutledge, led the parade from along Watling Street to the Radlett Centre, where a ceremony took place.

Members of the Hertsmere Bosnian community took part in the ceremony, along with the Borehamwood Community Choir.

The Hertsmere Volunteer Police Cadets and local cubs and scouts helped out with the smooth running of the event.

Mayor Cllr Rutledge said: "Holocaust Memorial Day enables us to bring together the diverse strands of our communities here in Hertsmere to demonstrate how the lessons of the past can inform our lives today and ensure everyone works together to create a safer, better future.”

Holocaust Memorial Day is commemorated on 27 January each year as this is the anniversary of the day in 1945 when the Soviet Army liberated the largest Nazi concentration camp, Auschwitz-Birkenau.

MUSEUMS UPDATE From village to town ‘From village to town: celebrating a century of migration’ is displaying at Elstree and Borehamwood Museum on the top floor of the community hub at 96 Shenley Road, until 8 July.

The exhibition, put together by volunteers, includes interviews with more than 50 local residents on their recollections and memories of coming to the borough.

At the heart of the exhibition are audio posts where visitors can listen on traditional telephones to excerpts from some of the interviews. Personal objects tell the stories of their moving and settling in the borough.

Cuppa and a catch up A free monthly reminiscence ‘Going down to the Village’ group for the over 60s in Elstree and Borehamwood Museum is a chance for people to get together over a cup of tea to talk about growing up in the borough.

The next group, on Thursday 6 April, will talk about music and on Thursday 4 May the topic is organisations.

All meetings take place between 10.30am and 11.30am at 96 Shenley Road in Borehamwood.

George Michael There’s ‘a different corner’ at Bushey Museum, with the introduction of a George Michael tribute exhibition.

It was at Bushey Meads School on Coldharbour Lane, that George met his future Wham! partner Andrew Ridgeley, which ultimately changed the course of his life.

QUESTION TIME

COURTENAY MOSLEY

As our new community sports and health intern, Courtenay Mosley’s role is all about helping people to keep moving. The 22-year-old has already made a big impact by setting up a Facebook page for our We Move, She Moves programme. She talks to us about why it’s so important to get active and stay healthy.

Where were you before you came to Hertsmere?

I’d just finished my degree in (BSc) Sport and Exercise Science at the University of Hertfordshire and also had a part time job working for Holland and Barrett in Harlow.

What does your job involve?

My job involves promoting both sport and health in the borough.

Within the sport section of my job, I help organise sessions and promote the We Move, She Moves programme, especially through our new Facebook page. I also have recently taken on the duties of looking after the satellite clubs in schools around Hertsmere.

Through satellite clubs, children can access specialised coaching provided by outside sports clubs that may not be available through the school activity curriculum such as cheerleading and basketball.

On the health side, I help with the commissioning and promoting of projects in the borough. In addition, I support health awareness campaigns, such as smoking cessation.

What is We Move, She Moves, and how can people find out more?

We Move She Moves is a project for the women and girls in Hertsmere, to increase their physical activity and/or exercise levels at a reduced cost in a friendly environment. The project has been running for three years and received money from Sport England.

What have been the highlights of your role so far?

It’s the variety of organisations and people I’ve had the chance to meet. Hertsmere really does have strong local partnerships, particularly within health and sport. Also, the response to the We Move She Moves Facebook page has been great and getting the chance to try some of the activities too, especially the Learn to Run course. I love sport but was never fond of road-running and this is the perfect way for me to ease into it.

Why do you think it’s important to keep active?

I believe that keeping active genuinely makes you feel happier.

Most of us dread going to the gym and some dread playing sport.

However, from personal experience, whenever I’ve dragged myself to the gym, I feel so much better for doing it! I also believe keeping active can prevent problems later on in life. My grandparents are both in their 80s, in great health and still go for their daily walks and my grandad plays rounds of golf during the week.

What sort of things do you do to stay active?

At the moment I’m just getting back into the gym and then I do the Learn to Run course once a week as well. Dancing has also been my favourite activity since I was little, so I go to a dance class local to home once a week. I try to do the little things that keep me fit such as walking my dogs or walking to my local shops.

If there’s one We Move She Moves activity you’d like to try, what would it be and why?

I would definitely say Yoga. Yoga has always been an activity I would like to try because I always hear really good things about it.

Our We Move She Moves yoga sessions usually move outside to local parks or gardens in the summer so I definitely think I’ll wait to try a class then!

Parks roundup Splashing around We’re making a splash this spring, thanks to a new facility coming to Bushey’s King George Recreation Ground.

The new splash park's 'tropical island' design will include designated areas suitable for families with young children.

It can cater for three times more people than the outdated paddling pool and will be open in time for the May Bank Holiday weekend. The splash park will cost approximately £250,000 and will be fully funded by section 106 money, which is money given to the council through the planning process for local development.

Spring into colour A park in the heart of Bushey Heath is undergoing extensive improvements in time for spring.

Mary Forsdyke Garden and Warren Lake closed in February to allow for improvements to be made to planting, footpaths, signage, lake and tree works, as well as the introduction of a wildflower meadow and permanent Christmas tree for the town. We would like to reassure people that dogs are very much welcome to the park.

We hope you and your dog enjoy exploring the park and seeing all the improvements made.

Park improvements to connect people Improvements have been made to the greenways through four Borehamwood parks - Aberford Park; Leeming Park; Brook Meadow and Haggerston Park, and Finch Way in Bushey, as part of a borough-wide project to connect people to facilities and open spaces.

Greenways are a network of largely car-free off-road routes connecting people across our towns and countryside. They encourage walking and cycling on safe routes that cater for all needs, linking schools, work and leisure, as well as offering a sustainable transport alternative.

Hertsmere has 11 miles of greenways and the improvement work will ensure the greenways remain accessible pathways for people across Borehamwood and Bushey.

A great-grandmother from Borehamwood is proving it’s never too late to feel the rhythm and get moving.

Edna Jones has been showing how age is no barrier to getting fit and having fun. The 86year-old is a regular attendee of Popdance classes at Maxwell Community Centre run through our award-winning programme We Move, She Moves. The hour-long class involves high-energy dance routines to pop favourites from Bruno Mars and Taylor Swift to Kylie Minogue and Wham.

The retired secretary has no difficulty negotiating the moves even though she has a false hip and pacemaker. Now she is encouraging more women to try a new activity.

Edna said: “After dancing, you feel good and happy and healthy as well, so I recommend dancing to everybody.

“I’ve always loved dancing. I used to dance a

lot as a child, then the war came and I stopped.

I come to Popdancing because it’s exercise and dance routines, which I like.

"Keep moving that’s the important thing. If you move, you'll go on moving."

Edna, who has five children, six grandchildren and a four-year-old great grandson, adds that her family are supportive of all her activities.

She said: “My children think I’m mad anyway.

They just take it for granted that mum is going to do something like that. It would be nice if I can keep dancing until 90.”

Handing over the keys Two building projects welcomed new families earlier this year.

Two semi-detached, two-bedroomed houses have been built in Hackney Close, Borehamwood. The homes, built on a derelict children’s playground, will be used as temporary accommodation for people in housing need.

And a terrace of three, twobedroomed houses and a threebedroomed home has been built in

Buckingham Road, Borehamwood on a disused garage site which we own.

The architecturally innovative homes are in a quiet cul-de-sac with private roof gardens.

The income generated from the private rental market will pay back our investment and create an income stream for the council in the future, benefiting Hertsmere residents.

Residents’ opinions guiding financial planning

The opinions of residents on a range of services have been gathered by independent researchers and the information is being used to guide our financial planning.

A 'participatory budgeting exercise', conducted at the end of 2016 with a representative selection of the borough's residents, has provided valuable data that is guiding financial strategy in both the short and medium term.

Residents were asked by independent researchers about their preferences regarding how savings could be made across a whole host of different services that we offer, either through service cost reduction or increased income.

Based on the information gathered from the participants, proposals were agreed that will generate savings and efficiencies of more than £200,000 per year starting with the 2017/18 budget, with further possible options to be considered in due course for longer term financial savings.

Feedback from the researchers showed that residents' preferences were to increase charges, such as for on and off street parking, rather than to cut back on services. It was clear that residents did not want to see cuts to the funding support we provide for Police Community Support Officers and the grant for Community Transport, followed closely by the funding for Citizens Advice Bureau and the debt advisor.

Update on Newberries proposals We’re continuing to refine plans to develop a hotel and premium food retail store on the site of the council-owned Radlett’s Newberries Car Park.

Both Marks and Spencer and Travelodge have confirmed they wish to operate from the proposed development, subject to legal agreement.

Two public exhibitions were held at the Radlett Centre in October last year, providing an opportunity for more than 400 local residents and interested parties to see the plans, to speak to the architects and project managers and to comment on the scheme.

E-safety gets Commissioner’s thumbs-up

Working in partnership for a safer Hertsmere

A programme to help primary school pupils in Hertsmere stay safe off and online has been backed by the Police and Crime Commissioner.

Hertsmere Community Safety Partnership (CSP) and Hertsmere Schools’ Partnership were told last month that their Community Fund bid for a new programme which aims to raise awareness among youngsters of the risks and consequences of using social media had been successful.

As part of the programme, youngsters will present their learning to parents and carers so they can support their children to stay safe while on the web.

The Commissioner’s Community Fund provides financial support to innovative schemes that aim to make communities safer.

Hertsmere’s Community Safety Manager

Valerie Kane said: “Most young people have a social media profile but many don’t know the risks involved or how the law works to protect them.

“Our workshops will aim to make students aware of the dangers of grooming, cyberbullying and sexting, and how their behaviour now can affect their future.”

Hertsmere CSP is made up of local organisations that work together to reduce crime and disorder to make the borough an even safer place to live, work and visit.

Hertsmere Schools’ Partnership is a group of 26 schools in Potters Bar, Borehamwood and Rural Hatfield which works to improve achievement.

Inspirational talk by former drug addict A promising young footballer whose life spiralled into disarray after being introduced to drugs at secondary school spoke to pupils in Borehamwood about his experiences and how he turned himself around.

Paul Hannaford gave a brutally honest account of his descent from smoking cannabis with friends in year nine to heroin and crack cocaine addiction and prison by his mid-20s to more than 600 youngsters at Hertswood Academy and The Park Education Support Centre at the end of January.

Mr Hannaford, who almost lost a leg because of infections caused by drug use, now tours the country giving drug awareness talks.

His workshops, organised as part of our community safety programme, covered drug addiction, alcohol misuse, gun and knife crime and issues around joint enterprise - when someone commits a

crime as part of a group. The workshops were delivered to youngsters from years nine, 10, 12 and 13 at Hertswood and years 10 and 11 at The Park.

Among the tweets and comments from pupils after the workshops were: "Paul Hannaford is an inspiration, he shows all of the stuff that drugs do to you and is able to change perspective for teenagers."

“An amazing assembly, it taught me a lot about the impact of drugs on someone's life; it was amazing to have someone with a real life experience to tell us what could happen if we were to go down a similar path.”

Getting recycling right We’re hoping our new paper recycling campaign will stick with you!

Stickers were placed on more than 40,000 bins in February to remind residents to put their paper waste in the blue box.

Last year 2,280 tonnes of paper were correctly recycled, but unfortunately 580 tonnes of paper were put in the black residual bin and 25 tonnes of paper were placed in the mixed recycling brown bin.

This means that approximately 500 bins are contaminated by paper each week, so are either not collected or diverted to landfill.

In addition to the stickers, we are sending out weekly reminders about collections through our free e-alerts ‘News for You’, as well as on our social media channels.

Village neighbourhood plans on course

Parking changes plan for Radlett

Moves to put Shenley and Radlett in the driving seat by creating local neighbourhood plans for both villages have taken a step forward.

Residents will be asked for their views on proposed changes to parking in Radlett.

A period of consultation will be undertaken later this year into plans to amend on-street parking near Newberries Primary School and along Watling Street, as well as some other roads where a need for some changes to existing restrictions have been identified.

This follows a targeted, informal consultation carried out last year.

All the proposals have been drawn up in accordance with our Parking Management Strategy.

Shenley Parish Council’s application for the designation of the parish, including the cricket ground, as a neighbourhood area and Aldenham Parish Council’s application for changes to a previously approved neighbourhood area for Radlett were agreed by our Executive committee in January. It means both parish councils can begin drafting separate neighbourhood plans in consultation with local residents and businesses.

A neighbourhood plan can help the community to shape the future of the area where they live and work, including where new homes are built.

Once adopted, the neighbourhood plan will form part of the set of statutory documents that we use to assess planning applications and will be used to influence the type of development allowed in the local area and how it looks. Any proposal in the neighbourhood plan must fit within our overarching Local Plan for the borough.

Payphone closure plea Objections to proposals to remove four public payphones in Hertsmere have been submitted to BT after concerns were raised because of their use as emergency lifelines.

Plans to scrap the kiosks on The Green, Letchmore Heath; High Road, Bushey Heath; Gateshead Road, Borehamwood and London Road, Shenley, along with 21 others were announced by BT Telecommunications PLC last year.

Following a public consultation, we’ve written to the Secretary of State for the Department of Culture, Media and Sport and BT calling for the four payphones to be retained. Campaigners in Letchmore Heath say the public payphone is the ‘only means of emergency communication’ for elderly people living in the village.

They say residents face a long walk

to the next payphone. The phone was used 33 times in the past year.

The payphone in Shenley was used 158 times in the last 12 months; the Bushey Heath phone was used 230 times and the Borehamwood payphone 40 times.

BT announced the plans to scrap the payphones in October. They cited the rise of mobile phone use and improved network coverage for the reasons behind the move.

Two periods of public consultation were run by the council between November and January. A decision will be made by BT later this year.
