Have your say on local policing You can have your say on how local policing is run by voting at the Police and Crime Commissioner elections on 5 May. At Hertsmere Borough Council we’ll be co-ordinating the poll administration for these elections on behalf of the whole of Hertfordshire.

5 May decide the amount of council tax that is charged for the police and keep residents updated on what the local police are doing to keep the area safe. The deadline for applying to register to vote is Monday 18 April. You can register online. Visit www.hertsmere.gov.uk/ registertovote and follow the link. Police and Crime Commissioners (PCCs) are elected representatives across England and Wales who are responsible for ensuring that the police meet the needs of their local communities. The first PCCs were elected in 2012, replacing the now abolished police authorities. The next election for PCCs takes place on 5 May 2016. By voting at the election you can have your say on which candidate carries out this important post. The successful candidate in the Hertfordshire PCC election will oversee how the county is policed; set the police budget;

Spring has sprung! Hopefully this will provide more chances to get out and about in the fresh air, so we focus in this edition on how we can all take pride in Hertsmere and help to keep our borough safe, clean and green. The Clean for the Queen nationwide campaign has also given us an opportunity to involve local schoolchildren and community groups in sprucing up various areas of the borough by taking part in litter picks. Thanks to everyone who took part. There’s more about this on pages eight and nine and a short interview with one of the council’s scarab drivers, Anthony, who tells us more about his job and what motivates him. You’ll also find useful information here about how you can seek help and advice for all sorts of issues, from fly tipping and graffiti to noise complaints and anti-social behaviour. There is also lots of news about how to stay healthy and active in Hertsmere. The DJ booth and interactive dancefloor in Aberford Park and Meadow Park have been a huge boost since they were installed at the end of last year and have been really well used,

despite us being in the midst of the winter months. For the first time in seven years, we’ve decided to raise our share of the council tax bill slightly for 2016/17, equating to an increase of an average £5 per household for the year. We’ll be seeing continuing reductions in support from central government by way of funding in the next three or four years so we have decided that this small increase is prudent if we are to continue to protect the services valued by our residents. Here’s to some good weather and a chance to enjoy our beautiful, award-winning parks across the borough.

Small rise in council tax You will pay around £5 per year more for services provided by Hertsmere Borough Council in 2016/17 with the first increase in our share of council tax in seven years. The increase equates to under 10 pence per week per household. This means a resident in a Band D property will pay, on average, just over £162 to the borough council for the year – just over £3 a week. Hertsmere collects council tax every year on behalf of other local

authorities so we don’t get the whole amount you pay each month, we get approximately 11 per cent of it. The rest is allocated to other organisations as below.

Lottery boost for woodlands project An exciting new council project to improve a woodlands area in Borehamwood and to restore wildlife habitats has received vital lottery funding. The Heritage Lottery Fund (HLF) has provided funding of £62,600 towards the Scene Change at Studio Way initiative. We are contributing £30,000 and will deliver the project alongside the Countryside Management Service (CMS). Watling Chase Community Forest has provided a further £2,000. Scene Change at Studio Way aims to improve access, restore wildlife habitats and interpret the area's long history of film making. Improvements due to take place over the coming 18 months include: • Opening up and resurfacing footpaths and linking routes around the site • Restoring wildlife habitats by carrying out woodland management;

Housing hope for families

A walk to remember Around 200 people from across Hertsmere joined a candlelit parade and ceremony through Potters Bar to mark Holocaust Memorial Day at the end of January.

The Mayor of Hertsmere, Councillor Martin Worster, led the procession from Manor Road, Potters Bar to the Wyllyotts Centre where a two minute silence and ceremony were held. He said: "The event gave us the opportunity to remember the millions of lives lost, and to show our respects to the families who have been affected by the Holocaust, Nazi Persecution and in

restoration of old hedgerows; planting of native oak trees and removal of invasive species • Creating entrances to the park with welcome signs and a main entrance feature • Installing interpretative information around the site highlighting its wildlife and heritage • Engaging volunteers and local people on practical tasks and guided walks.

Two properties which will provide accommodation for homeless Hertsmere families have been unveiled following extensive work to bring them back into use.

Holocaust Memorial Day is commemorated on 27 January each year, the anniversary of the day in 1945 that saw the liberation of the largest Nazi concentration camp, Auschwitz-Birkenau.

The buildings, originally part of Shenley Hospital, have been transformed using a £100,000 government grant and funding from us into two three-bedroom homes. Hertsmere Deputy Mayor, Councillor Peter Rutledge was joined by council officers, members of the Shenley Park Trust and Shenley Parish Council at their official opening. The homes will provide temporary accommodation for families who live in the borough and are facing homelessness. Demand for temporary accommodation is high in Hertsmere as pressure continues to build on the housing market.

Young people across Hertsmere are having their say about issues that matter to them. In 2011 Hertfordshire's Members of Youth Parliament (MYPs) thought young people in the county needed a bigger voice and a way to be heard. The result of this was the creation of Herts1125, a group for young people between the ages of 11 and 25 who live, work or are educated in the county. Supported by Youth Connexions Hertfordshire, young people are now voting for their top three Herts1125 issues from a list put together by young people themselves. The top five across the county will form the 2016 Hertfordshire Young People’s Manifesto. Along with voting for their top priorities, young people can also vote for their Member of Youth Parliament (MYP) in the Hertfordshire UK Youth Parliament elections. Leon, 15, from Bushey Meads, is standing as the candidate to represent Hertsmere District as an MYP. Dance to the beat Get down to Borehamwood for a dance-off with family or challenge your friends to a DJ battle! In Meadow Park a new interactive dancefloor tracks your movements and tests your dance skills on a motion camera. In just a month, the dance equipment has been used for almost a hundred hours – working out over two hours every day. We expect more dancing when the weather warms up, so get practising! Aberford Park has a new urban hangout close to the skatepark. The DJ booth means

you can mix and create music from your own smartphone playlists, so grab some friends and get the party started. The new equipment has been funded by Section 106 money – which is money given to the council through the planning process for local development – along with £10,000 Public Health funding from Hertfordshire County Council.

Leading the field for women’s sport Our innovative and ambitious women’s sports project, We Move, She Moves has been recognised for its work in the community with a prestigious accolade. Community Sports Officer Helen Hopkins, along with ‘Movers’ Vicki Brooks and Jenny Ames collected the award for Community Project of the Year at the Service to Sports awards ceremony, held at the University of Hertfordshire, Hatfield. We Move, She Moves aims to encourage women and girls aged 14 and over to participate in sport and activity across Hertsmere. From tennis and trampolining to badminton and boxercise, there’s something for everyone and all abilities are catered for.

And as we approach June, voluntary organisations have an opportunity to apply for up to £300 council funding to lay on their own celebration event such as tea dances or street parties to mark this historic occasion.

With Her Majesty the Queen’s 90th birthday coming up in June, there’s been an ideal opportunity to focus efforts and spruce up Hertsmere even more with the Clean for the Queen campaign. A number of schools and community groups participated in litter picks in the run-up to and including the national clear-up weekend which took place between 4 and 6 March. Among the hot spot areas tackled were Farriers Way in Borehamwood and a stretch of the A41 in Bushey, which the Bhaktivedanta Manor School supported.

Question Time Anthony King lives in Stevenage with his wife of 13 years, Helen, and his two sons Harry, aged 12 and James, who’s nine. He is part of our Street Cleansing team and drives a scarab sweeper in Bushey which involves cleansing gullies, jet washing pavement areas and clearing leaves amongst other duties. We caught up with him to find out more.

How long have you worked for Hertsmere? Twenty-two years. I started when the service was out-sourced and we shared a depot with Watford Borough Council. My dad worked ‘on the dust’ so I joined one Christmas to help clear leaves and have been here ever since. What’s the most rewarding part of your job? If you’re driving along and on the off chance you spy somewhere that normally has loads of cars parked but is clear, you can get in, give it a clean and suck it all up. It looks really good when it’s complete and satisfying to drive past and think ‘I did that’. What’s the worst part of your job? Cleaning the vehicle itself. In the winter it gets really muddy and wet and you have to clean out the grates so it all goes up

your arms and in your hair. In the summer there’s loads of dust so you have to wash your hair every day! But my mantra is ‘clean sweeper, clean mind’. Do you have a nickname for your scarab? I collect model cars – I’m a kid of the 80s so I’ve got models of the DeLorean, Ecto 1 – and as Knight Rider was one of my favourites I like to think of my vehicle as K.I.T.T. If you could tell the residents of Hertsmere one thing to make your job easier, what would it be? To have a bit more patience when I’m cleansing the gullies and need to manoeuvre. Also some people are really helpful and even move their cars when

Recycling event plugged You can dispose responsibly of your old or unwanted domestic electrical equipment at a recycling event in April. From irons, toasters and laptops to washing machines and fridge freezers, bring them along to the Electrical Reuse and Recycling Event at The Venue car park in Borehamwood on Saturday 16 April between 10am and 3pm. Literally anything that uses batteries or has a plug will be accepted. Fluorescent tubes cannot be accepted. The event is being organised by

WasteAware in partnership with WEEE (Waste Electronic Electrical Equipment) Stop. Around 20 per cent of the items are refurbished or repaired and the rest are dismantled, shredded and the materials are separated for recycling at the company’s

depot in Milton Keynes. There will also be lots of advice and information on recycling and how to increase the lifespan of electrical items.

Update your housing benefit claim to avoid facing any penalties Has something changed? If you claim housing benefit and your circumstances have changed, tell us. Housing zone support The council is one of 19 authorities to receive grant funding from the government to help deliver a Housing Zone.

The £277,000 of grant funding to Hertsmere is to help deliver the Elstree Way Corridor (EWC) Housing Zone. This is funding that we can spend on project management, planning, design, legal matters and any other costs and is separate to the £3m funding secured as a loan to help fund infrastructure associated with the new homes being delivered. We adopted an Area Action Plan for the corridor last July which will see up to a thousand additional new homes delivered in the centre of Borehamwood. The EWC is an important gateway into Borehamwood town centre and the area designated runs from the double mini-roundabout on Elstree Way up to the Tesco roundabout on Shenley Road. Green light for Radlett scheme We have made an 'in principle' decision to press ahead with plans to develop an 80-bedroom hotel and retail store on the site of a Radlett car park, whilst retaining the current level of parking spaces. Approval was given for the Newberries car park plans at a full council meeting in January, enabling the scheme to move from the outline design to the planning application stage. The proposed development will bring much needed revenue to the council and

promote economic regeneration through the creation of jobs within the borough and boost the local economy in Radlett. Residents and interested parties will have an opportunity to comment on the proposed scheme when it is put forward for planning permission

If planning permission is obtained, the council has agreed to progress to tender and award stage, subject to an ‘agreement to lease’ being in place with proposed operators.

Working in partnership, tackling local issues You can find out what your local Community Safety Partnership (CSP) is doing to improve your quality of life and community by attending the regular meetings held in your area. Hertsmere’s CSP holds meetings with residents, businesses and interested parties to discuss and raise local issues. Cold calling and doorstep crime If in doubt, keep them out! The CSP is working to drive down doorstep crime. You can help by following this advice: • Don’t let unknown callers into your home • Find a way to communicate through the door, without opening it • If you think a rogue trader is at the door call the police on 999 • If you have arranged an appointment with someone, check their ID first before you let them in • Never consider having work done on your house or garden by anyone who knocks on your door • If the services offered cost over £42, the trader must advise you that you have 14 days to cancel the contract and must not start work until after this period, unless you sign a notice agreeing to waive this right.

Stepping safely into springtime With spring upon us, here are some timely reminders to keep your home safe and secure as the weather gets warmer and the days get longer.

• Keep your shed locked using a strong padlock. Ensure your garage is locked and shut securely when keeping valuable items like tools and bikes in them, as these items are extremely desirable to thieves

• Remember to lock all doors before going out or going to bed and ensure all windows are secure before leaving your home
