Election results Thanks to everyone who voted in the General Election and local elections in May, whether in person or by post – 68.3 per cent of Hertsmere’s electorate voted in the General Election, up from 65 per cent in 2010. Oliver Dowden, pictured above, from The Conservative Party was elected as Member of Parliament for the Hertsmere constituency. The make-up of the council has changed as a result of the borough council elections. Hertsmere has 39 councillors in total, of which there are now:

Who does what? Do you know the difference between the borough and county council? Although Hertsmere works in partnership with Hertfordshire County Council, the two authorities are completely separate with different responsibilities, staff and councillors. Hertsmere Borough Council is responsible for providing services including benefits, car parking, community safety, elections, environmental health, housing needs, leisure and parks, licensing, planning, street cleaning and kerbside waste and recycling collections.

Hertfordshire County Council is responsible for providing services including adoption and fostering, early years’ childcare, fire and rescue, health and social care, household waste recycling centres, libraries, public transport, registry, roads, schools, street lights, trading standards and youth provision across the 10 districts of Hertfordshire. And did you know, while you may pay all your council tax to Hertsmere, we only get 11 per cent of it? – the equivalent of

Welcome Summer is here and what better time to get out and about and enjoy the wonderful, award-winning parks across the borough? What’s more, there are numerous organised classes and activities to choose from to help keep you fit and well, such as yoga sessions in Bushey Rose Garden which feature on our front cover. We’re taking a lead with certain health initiatives thanks to external funding and doing all we can to encourage and support residents to lead a healthier lifestyle. You’ll find more information about different classes and sessions for all ages and abilities on pages 8 and 9. Our independent residents’ survey, which was published in February this year, showed that generally people feel safe and secure in the borough. We focus more on the work of our Community Safety Partnership on page 13, where there’s more information about how you can get involved through schemes such as Neighbourhood Watch. May was a very busy month with the General Election and local elections

taking place and it was positive to see that turnout was up from 2010. Despite it being our first ‘whole council’ election, with all borough council wards up for re-election, everything went smoothly thanks in no small part to the hard work of our staff. We’ve also welcomed a new Mayor to the borough, see page 7, and I wish Councillor Martin Worster every success in the role for the next year. As ever, if you’d like to get in touch please do. Safety’s our priority Our civil enforcement officers (CEOs) have started to wear video cameras on their uniform to help improve their personal safety, reduce crime and save us time and money when dealing with complaints and appeals. Unfortunately, CEOs, formerly known as parking attendants, are occasionally subject to verbal and physical abuse, so the main purpose of the cameras is to act as a visible deterrent. The recordings will provide evidence of a situation and help clear up any disputes and challenges that are made against the issuing of tickets. The brightly-coloured ‘video badges’ are worn on the chest and will be turned on by an officer to record both visual and audio when they issue a ticket or speak to a member of the public. It is clearly stated

on the device that recording is in process so people are aware. Similar equipment has been successfully used by several other local authorities including London boroughs. The video footage is operated in accordance with strict data protection guidelines for CCTV recording. Each frame is stamped with the date and time, held securely for a set time and is only used in appeal cases or if requested by the police.

Eastenders at 30 EastEnders has been in our manor for 30 years, so Elstree & Borehamwood Museum is all set to mark this anniversary with an exhibition dedicated to the programme. The exhibition has been organised jointly by us and the BBC and will feature an array of artefacts from the soap, including the iconic Queen Victoria bust, along with items from the ‘Live Week’ in February when Lucy Beale’s killer was finally revealed. Visitors will also be able to learn how the production of EastEnders has evolved over the course of the 30 years and find out more about the BBC’s plans for the future of their studios site at BBC Elstree Centre in Clarendon Road, where the programme is filmed. ‘EastEnders at 30, In Our Manor’ opens on 14 July at the museum on the top floor of the community hub at 96 Shenley Road. It will run until the end of the year and will be updated throughout the six months.

A bit of extra time There’s now a 10-minute grace period for motorists who are using council car parks or other on-street, designated parking spaces, following a recent change in the law. Penalty charge notices are no longer issued to vehicles within the first 10 minutes of them remaining in a parking space beyond the permitted period. This change applies to time restricted on-street, free parking bays and to pay and display on-street parking bays and car parks. The grace period does not apply where a road has a restriction, such as a single yellow line or a prohibition, such as double yellow lines.

You WILL get caught Benefit cheats and fraudsters beware. If you think you’ll get away with it, you probably won’t. The way fraud is investigated in Hertsmere has changed, which means improved sharing of intelligence across the county.

Housing hope for families To help meet the demand for accommodation in the borough, four three-bedroom terraced houses have been built in Grove Road, Borehamwood.

The Department for Work and Pensions (DWP) now investigates housing benefit fraud, such as failing to disclose information when claiming benefits or not reporting a change in circumstances after making a claim.

If someone is or has in the past fraudulently claimed any state benefits, you can report them to the Department for Work and Pensions on their website - www.gov.uk/reportbenefit-fraud - or by calling the DWP Fraud Hotline 0800 584 440 (Textphone users call 0800 328 0512). The Hertfordshire Shared AntiFraud Service (SAFS) is responsible for all non-benefits related fraud, such as council tax support, housing tenancy, homelessness, business rates, parking permits, blue badges, false invoices or insurance.

We commissioned BTS (Building and Technical Services), a trading arm of Luton Borough Council, to build the houses on council land that had previously been derelict. The council’s Chief Executive, Donald Graham (pictured above, far right), said: “These homes are providing

accommodation for families in housing need. We’ve funded these properties using money from the sale of a redeveloped home in Bushey, also on council land, along with local Section 106 contributions from developers.”

Learning new skills Bricklaying, cupcake decorating and milking an artificial cow were among the eclectic array of skills and activities laid on for visitors to try at an event staged in Borehamwood in early May The ‘Have a Go’ Day, hosted jointly by Oaklands College and the council, was held at the community hub at 96 Shenley Road and was attended by the former Mayor of Hertsmere, Cllr Carey Keates and his wife Shirley, as well as dozens of visitors from across the borough. The college’s Animal Care Department was on hand to help younger visitors cuddle some friendly rabbits.

Former Mayor Cllr Keates said: “I was delighted to attend the event and see for myself the wide range of vocational courses that Oaklands offers. As a council, we have a key role to play in supporting the development of skills which was why we worked with Oaklands to organise this event.”

And the winners are… The great and the good of Hertsmere were commended at a special award ceremony in March as part of the council’s annual Civic Dinner.

Nine people collected awards from former Mayor, Councillor Carey Keates. He said: “It was a wonderful evening, providing a fantastic opportunity to say thank you to a special group of people who do so much to benefit others in Hertsmere. “I hope their example inspires other volunteers to come forward and help make the borough an even safer, happier place to live and work.” Seven volunteers from across Hertsmere collected a Civic Award for their outstanding contribution to the local community from the former Mayor. They were Kristan Payne for her work with Borehamwood Foodbank. District Commissioner of Watford South Scouts, Christine Wright, was recognised for her contribution to scouting in Bushey. Rights of Way developer, Dr Phil Wadey, received an award for his work improving the public rights of way and bridle paths in the borough. Bushey Museum researcher, Dianne Payne, was acknowledged for her work on the exhibition ‘Bushey and the Great War – A village remembers’. Ann and Norman Shuker received an award for their

community commitment for allowing their home, Schopwick Place in High Street, Elstree, to be used by many local groups and organisations. Chair of Radlett Festival, Vivienne Charrett, was also recognised for her hard work in organising the event over 10 years. John Godfrey, Chair of Potters Bar, Ridge, Shenley and South Mimms Community Safety Partnership received the Dave Rankin Award for Community Safety, whilst Reece Browne MYP received the first Youth Civic Award for his work with Herts UK Youth Parliament representing young people in the borough, and Hertfordshire more widely.

Councillor cash

Every Hertsmere borough councillor has £500 to spend on local projects this year – can you help them spend it? Each councillor is allocated this pot of money to spend in their ward or they can pool their money with other councillors to support local causes in the borough. Money can be spent on equipment, repairs to premises and to fund special projects. Last year various organisations benefited including scout groups, sports clubs and local charities. The mayoral chains have been passed on to Cllr Martin Worster who becomes Hertsmere's Mayor for the year. Cllr Worster takes over the role from Cllr Carey Keates and was inaugurated at the annual council meeting in May. The new Deputy Mayor, Peter Rutledge, was also welcomed. Cllr Rutledge serves the Bushey St James ward. Cllr Keates, of Bushey St James ward, raised funds for the Kidney Research UK and Hertsmere Mencap during his year as Mayor. Among his fundraising activities, he organised a football tournament at the Arsenal training ground in Shenley in which eight teams took part. He also held a quiz night and garden party,

and attended more than 200 engagements. He said: “I’ve thoroughly enjoyed every minute of my time as Mayor. It has been a pleasure and an honour to work on behalf of Hertsmere residents, understanding their concerns and

supporting all their hard work. “I’m delighted with the generous response we received and want to thank everyone who contributed towards these two causes. Hopefully, thanks to the money raised fewer people will struggle with chronic kidney disease and support for people with learning disabilities will be even stronger in the borough.” Cllr Worster is looking forward to his year as Mayor, during which he will be raising money for the Alzheimer’s Society and Great Ormond Street Hospital Children’s Charity. Cllr Worster served as deputy mayor last year and represents Potters Bar Furzefield ward. He said: “Both these charities are fantastic causes and I’m already planning a number of exciting activities which will help generate funds and raise awareness. My time as Deputy Mayor has been hugely rewarding and I look forward to the year ahead to continue and expand my civic duties.”

Lesson in democracy Nearly 80 pupils from schools across Hertsmere attended the council's annual Youth Conference at the Civic Offices in March. The young people, all aged between 10 and 13, took part in an interactive quiz and show 'I'm in a democracy, get me out of here' and had the chance to meet and quiz borough councillors about their policies and principles during a 'speed dating' style event, before voting for their favourite. One 10-year-old student from Hartsbourne Primary School, said they enjoyed the discussions the most: "It felt like we were actually in a debate. We all had our own opinions about all the different topics." A 13-year-old student from Bushey Meads added: "Only elect people that you think can make a difference," as the most important thing they took from the day. The new five-year agreement will see the football club continuing to deliver an extensive programme which has been a huge success and has received lots of positive feedback from parents, teachers and participants since its inception seven years ago. The programme includes curriculum coaching, soccer schools and Double Clubs. A Double Club is a programme which combines football and education in two halves of 45 minutes. These sessions can be delivered in curriculum time or as an after school club. Arsenal also makes its training ground in Shenley available for school and club visits, as well as football festivals and competitions. The agreement came about due to a planning application from the club to extend its training facilities.

Thousands of women get moving More than 1,000 women and girls across Hertsmere have taken part in We Move, She Moves activities – have you?

There’s a range of activities for women and girls to get involved in from boxercise to yoga in Bushey Rose Garden (main picture), popdance to roller skating, trampolining to self-defence and many more. So, grab a friend and get moving! If you’re on your own you’ll soon get chatting, so don’t worry about coming. All the sessions are friendly and great fun. A film friendly borough Leader of the Council, Councillor Morris Bright (pictured far left) was among those who attended the recent launch of a new 'Film Friendly Charter' for Hertfordshire.

The borough has excellent connections with film and television production and a proud heritage, with the industry playing a huge part in the local community and contributing to the economy overall. The countywide charter aims to build on Hertfordshire's excellent reputation as a destination for film and television production. The launch event was held at Elstree Film Studios and was attended by representatives from Creative England, Hertfordshire County Council and the borough and district councils across the county.

Making Hertsmere a better place for business If you own or run a business in Hertsmere or are just starting up, did you know that you can get help and support from your local chamber of commerce? We helped set up Hertsmere Connect to make the borough an even better place to do business. Hertsmere Connect has set up a number of forums in the past few months, working with business leaders from across the borough to understand the opportunities and challenges they face. The forums aim to identify what action and support can be put in place to promote growth, attract further investment and keep businesses in the borough.

The three forums are focused in turn on the borough’s creative industries, larger businesses and smaller enterprises. Each forum will run two to three times a year. Hertsmere Connect also recently joined forces with Exemplas to run two fullyfunded, three-day management courses for local small and medium enterprises from across the county. The courses were attended by 20 people, 12 of whom were from Hertsmere-based businesses.

Change at the top of CAB Hertsmere’s Citizens Advice Bureau (CAB) is under new leadership following Heather Day’s retirement as Chief Executive after 10 years. Carolyn Buller (pictured, left) has taken over the role at the helm of the service which provides free, independent, confidential and impartial advice to the borough’s residents from its offices in Bushey, Elstree & Borehamwood and Potters Bar. We support the CAB with funding to the

tune of £250,000 per year to assist with both their core service and the specialist money advice team.

Expert advice at the click of a mouse button Hertsmere residents will now be able to access professional business advice online thanks to a new business support service. The council has partnered with My Incubator Ventures (MIV) to offer local residents access to a live chat portal free of charge. From start-up advice to support for an existing small business, MIV's experienced and professional mentors will be on hand to help.

The MIV website also contains a wealth of business information including useful articles and templates which can be downloaded. MIV users can also keep up-to-date with the latest news and events happening in the small business world.

Community safety Our recent independent survey of Hertsmere residents showed some positive findings about how safe people feel in the borough. So what did the survey tell us and how does the council work with other agencies and communities across Hertsmere to keep the borough safe and to act on concerns raised by residents? The results of our survey, which is carried out every three years with a random but representational sample of residents, were published in February and showed that 99 per cent of residents surveyed feel safe in their local area when outside during the day. This mirrored the findings from our last survey which was conducted in 2011. Encouragingly, 80 per cent said they feel safe when outside after dark, representing a significant increase of five per cent from 2011. Three quarters of residents agreed that the police and other local public services are successfully dealing with issues in their local area.

Whilst these results are welcomed, Hertsmere’s Community Safety Partnership (CSP) continues to listen to residents and strives to reduce crime and disorder and to make the area an even safer place to live, work and visit. The CSP comprises the council, police and other organisations such as housing associations and the fire and rescue service, working together to address community safety issues. You can play your part too by joining a Neighbourhood Watch, registering with OWL or attending your local Community Safety Partnership meeting.

Raise community safety issues at local groups Did you know there are local groups that meet regularly to talk about neighbourhood issues such as antisocial behaviour, local crime figures and community safety initiatives?

Are you signed up to your local Neighbourhood Watch scheme? Hertsmere’s Community Safety Partnership actively supports these schemes which help make the borough a more hostile environment for criminals and a safer place for residents and businesses. Crime is often lower where there’s an active watch scheme.

Housing Zone Status for Elstree Way Corridor The Elstree Way Corridor (EWC) is one of 20 areas outside London to have been designated as a 'housing zone'. This follows our bid for £3m investment support from the Homes and Community Agency (HCA) to fund infrastructure requirements arising from our EWC Area Action Plan. The loan aims to ensure faster and more co-ordinated development. The EWC is known as the gateway into Borehamwood town centre and runs from the A1(M), along Elstree Way, up to the Tesco roundabout. Its Area Action Plan has recently been considered by the Secretary of State after an

independent examination last October and has been passed as sound subject to the modifications that were consulted upon after the examination. The government's housing zones scheme aims to encourage the redevelopment of brownfield sites in order to meet the need to increase housing supply.
