Judge Daniel Merritt is presiding over the human trafficking case involving the nine named suspects, reported on last week. The State Attorney’s Office made a motion for pre-trial detention for all the defendants. Each motion filed for pre-trial detention was denied

by Judge Merritt on the basis of the motions being factually insufficient. Judge Merritt lowered several of the bond requirements from a total of $650,000 to $25,000. Kaladeen Latchman’s bond was not decreased, while bond for Shawn Henson and Joseph Easton was set to a total of $11,000 ($5,000 CT 1--$5,000 CT 2---$1,000 CT 3-- Release on own Recognizance (ROR) CT 4.)

Judge Merritt set ROR for count 4 in all bond reductions, stating that the court finds no probable cause.

There are other restrictions on possession of obscene material, possessing firearms and using dangerous substances.

The next hearings are scheduled for June 11 starting at 9am.

Doyle’s attorney filed a motion to modify the pretrial release conditions on 5/23. He is seeking the ability to have contact with his minor child and minor grandchild as well as have travel to Pasco to meet with his attorney.

Latchman, Kaladeen Latchman is on ICE Hold as of 5/23/19. Latchman’s attorney filed a motion for bond reduction which was denied. He remains at no bond status for count 1, $500,000 bond for count 2, $50,000 for count 3, $100,000 for count 4.

Barile, Luigi The motion for bond reduction was granted. Bond was set at $10,000 CT 1--$10,000 CT 2---$5,000 CT 3-- ROR CT 4.

Posted $25,000 in surety bonds.

Attorney filed a motion to modify the pretrial release conditions so that Barile could travel in Central Florida for work and have a flip phone to take business calls.

Hancock, William Posted $25,000 in surety bonds.

Must stay in Palm Beach County until next hearing on June 11.

Raulerson, Jason Posted $25,000 in surety bonds.

The defendant is allowed contact with own child. He was granted permission to travel to several other counties. Hearing is scheduled for May 30 at 9am in addition to June 11.

Easton, Joseph Easton’s bonds were reduced to $11,000. ($5,000 CT 1--$5,000 CT 2---$1,000 CT 3-- ROR CT 4) He is required to stay in Citrus County with the exception of court appearances.

Giguere, Bryan Joseph Bonds were set at $25,000 with bond conditions per arrest warrant except he is allowed contact with his own children and he must stay in Florida. Giguere posted the bonds through Absolute Bail Bonds. The hearings are scheduled for May 30, 2019 and June 11, 2019.

The awards were announced as Space Florida, the state’s aerospace-business arm, and the Israel Space Agency signed a memorandum of understanding intended to increase collaboration in scientific programs.

“We’re thrilled with the extension of this program because it’s been highly successful, but more so to the possibility of bringing an additional range of technologies that can benefit both countries,”

The grants included $250,000 for the Harris Corp. and Nano Dimension Israel to develop 3D printing materials that can survive in the harshness of space, a proposal expected to lower the manufacturing cost of small-satellites; $265,000 grant for Cadw Therapeutics LLC, The Moffitt Cancer Center and Research Institute and SpacePharma R&D Israel to test human stress and the impact of space on human DNA; $250,000 for Semplastics EHC LLC of Oviedo, and Polymertal LTD Israel to develop “a novel class of hybrid materials, suitable for aviation, and space applica-

tions, ranging from structural parts to electronic assemblies.” DiBello said a fourth award, pending final approval, is to go to a partnership between Lockheed Martin Space Systems and StemRad, Ltd. Israel to complete development of AstroRad, a wearable astronaut radiation shield. The radiation shield is scheduled to be sent to the International Space Station in July for testing. The grant is worth $250,000. All four grants were among 12 finalists approved by the Space Florida Board of Directors on May 15.

State releases third grade reading scores HCSD NEWS RELEASE

BROOKSVILLE – The Florida Standards Assessment (FSA) scores for third grade students have been released by the Florida Dept. of Education. For the first time in 3 years, Hernando County scores dipped below the state’s average. The percentage of third graders performing at level 3 or higher averaged 58% statewide and 57% in HCSD. Winding Waters K8 had the greatest gains with a 10% leap in the percent-

age of students earning a Level 3 or higher from last year. Moton Elementary also saw scores improve by posting a 3% gain over 2018.

Chocachatti, Deltona, Moton, Westside and Winding Waters K8 were schools that showed success in reducing the percentage of students earning Level 1 with Deltona and Westside Elementary showing the largest drop in Level 1 scores.

“The scores are surprising. But our principals, teachers, and reading

coaches will do what they do every year. They will closely analyze the data, find areas that need attention and develop an action plan. These scores are data and they tell one part of the overall story of the student’s academic story,” Gina Michalicka, Executive Director of Academic Services said.

DAOUST, JASON R YOB: 1985 CHARGES: KNOWINGLY DRIVE WHILE LICC SUSPENDED/REVOKED Arrested at: 05/21/2019 20:19 7410 BROAD ST, BROOKSVILLE, FL, 34601 Arrest Summary: On May 21, 20191 observed a black 1995 Mercedes 4S traveling southbound on Broad Street passing the Cortez Boulevard intersection having an unreadable temporary tag. I conducted a traffic stop at 7410 Broad Street, Brooksville, FL, 34601, at approximately 1958 hours.

When I approached the driver, later Identified as Jason Ray Daoust (hereafter, “the defendant”) he stated, “I don’t have a

URANGA, MARION ANISE YOB: 1977 CHARGES: BATTERY ON LEO/OTHER OFFICER, CRIMINAL MISCHIEF, RESIST/OBSTR OFFICER W/O VIOL Arrested at: 05/22/2019 23:55 6337 AIRMONT DR, SPRING HILL, FL, 34606 Arrest Summary: On 5/22/2019, I responded to the residence 6337 Airmont Drive in reference to a suspicious 911 hang up where an unknown female subject, later identified as Marion Anise Uranga, the defendant, was called back by this agency’s Telecommunicator, after she initially hung up the phone.

The defendant stated that everything was fine, then she hung up on the Telecommunicator again. The Telecommunicator once again called the defendant back and she again stated that everything was fine, but also refused to give her location due to the fact that we did not need that information.

I arrived at 6337 Airmont Drive and observed a male and female drinking alcoholic beverages on the couch in the living room, through the opened living room window. I then knocked on the front door in which the defendant answered. I observed multiple fresh blood spots on the defendant’s white pants, multi-colored blouse, and her feet. I then observed multiple fresh blood puddles behind her on the tiled floor and the wall. I also observed multiple pieces of a broken candle holder lying all over the floor right behind where the defendant was standing.

I then asked the defendant if everything was ok and she replied, “Yep everything is good. You can go now.” I then advised the defendant that she was covered in fresh blood and that there was fresh blood puddles on the floor in the area she was standing, to include the wall. The

Elderly Woman Airlifted After Dog Attack and UPDATE HCSO Media Release A Brooksville woman attacked early Monday morning by three pit bulls remains hospitalized at a local trauma center.

The woman, who is not being identified at this time, sustained non-life-threatening injuries in the attack on Church Road.

The owner of the dogs, Ralph Hughes B/M DOB/12-0363, was cited as follows: - Public Nuisance Animal – Second Offense (3 counts) -- $900 - Unrestrained Animal (3 counts) -- $1,200.

On 01-30-19 Hughes was previously cited for unvaccinated Dog, Unlicensed Animal and Public Nuisance Animal for the same three dogs after they displayed aggression toward a citizen. Hughes was fined $1,500 at that time.

All three dogs remain housed at the Hernando County Animal Services facility in Brooksville.

Original Information On 05-27-19 just after 7:30 a.m., a call was received in the Emergency Communications Center regarding an elderly female who had just been attacked by three dogs.

Operators immediately dispatched Hernando County Fire Rescue (HCFR), a patrol deputy, and an animal enforcement officer to the scene.

The caller had placed the victim in a black pickup truck and was waiting alongside Spring Lake Highway for first responders to arrive. As they waited, the caller performed basic first aid on the victim’s wounds. The victim was suffering from severe dog bites to both of her legs.

The caller told operators that the three dogs that attacked the victim, described at pit-bulls, were still running loose in the area.

Due to the severity of the injuries, the victim was treated on scene by HCFR and then airlifted to a trauma See DOG ATTACK, Page 6

defendant then advised, “Oh that was my dog, she bit me. But you don’t need to worry about it, so you should go.”

Due to the defendant’s demeanor and my observations of the blood and the other occupant of the residence, I now feared that a possible domestic crime may have just occurred or possibly was occurring in my presence.

The defendant then attempted to close the door, in which I prevented her in doing so, while advising her that I was now conducting a possible criminal investigation due to the totality of the circumstances. The defendant then physically replied by pushing this affiant in my chest, which caused this affidavit to temporarily lose balance. Now fearing another follow up attack, I grasped the defendant by her wrists and placed her into handcuffs.

The defendant was now placed under arrest for battery on a Law Enforcement Officer.

The defendant attempted multiple times to pull away from me as I attempted to walk her to my patrol vehicle. The defendant also planted her feet into the ground to prevent me from walking her to my patrol vehicle. I was then able to sit the defendant in my patrol vehicle, but the defendant kept her legs in the door frame to prevent me from shutting the door.

I was then able to safely put the defendant’s feet inside the vehicle to secure the door.

As I was outside of my patrol vehicle observing another Deputy conversing with the other subject, I heard a “crack” noise coming from inside the patrol vehicle. I then investigated the noise and observed the defendant with only her right wrist handcuffed and not her left wrist. I also observed my patrol vehicle emergency light, which is located internally on the right rear passenger side door, where the defendant was sitting, to be hanging off the light mount.

It should be known that I conducted an inspection of the back seat of my patrol vehicle every tour of duty and that emergency light was not broken as of the beginning of my tour.

ANTHONY TYLER YOB: 2000 CHARGES: DOMESTIC BATTERY Arrested at: 05/23/2019 15:50 MORVEN DR, SPRING HILL, FL, 34609 Arrest Summary: On 5/23/2019, at approximately 1501 hours, I was dispatched to the residence on Morven Drive in reference to a battery. Upon arrival, I made contact with the victim, who advised he was battered by his stepson, Michael Anthony Barrientos Jr. (defendant).

The victim explained a verbal altercation ensued over the defendant spending “too much time” playing video games instead of looking for further employment. The victim advised he and the defendant were located in the living room, verbally arguing with each other, when the defendant became extremely frustrated and upset. He advised the defendant approached him in an aggressive manner, while yelling profanities and appearing to prepare to invoke physical harm. The victim advised the defendant to “back up” and the defendant refused.

The victim stated at this time, the defendant was “in my face” and still acting aggressive. Due to the

corroborating this. He admitted to being “very upset” and approaching the victim, which is when the victim used his hand to prevent the defendant from walking into him. He stated he then pushed the victim backwards because the victim “pushed me first.” He then advised his step-father removed his headset, at which time, he (defendant) grasped the victim with both arms. The defendant did not sustain any visible physical injuries.

Based on the statements provided and my observations of the injuries, the defendant was arrested for domestic battery. He was transported to the Hernando County Detention Center without incident.

The defendant was placed on a “no bond” status due to these charges being domestic in nature. He was given a misdemeanor court date of 6/14/2019 at 0900 hours in courtroom “C” at the Hernando County Courthouse. A victim notification was completed. It is noted, it does not appear that drugs or alcohol were a factor in this incident.

The victim feared the defendant would use this as a weapon, therefore he grasped the headphones, at which time the defendant wrapped both of his arms around the victim and attempted to re-direct him to the ground, however he was unsuccessful.

The victim sustained a minor abrasion to the inside of his right bicep, where he stated the defendant aggressively grasped him.

Contact was made with the defendant, who post Miranda, advised he was in a verbal altercation with his step-father over him playing video games.

He stated his step-father “pushed” him first, however he did not have any visible physical injuries

ZAMORANO-GORDILLO, JULIO CESAR YOB: 1992 CHARGES: DRIVERS LICENSE Arrested at: 05121/2019 10:05 CORTEZ BLVD & SHERMAN HILLS BLVD, BROOKSVILLE, FL, 34602 Arrest Summary: On 05/21/2019 at approximately 0952 hours, while conducting traffic enforcement, I observed a yellow Nissan Xterra bearing Florida License plate DVPG75 traveling westbound on Cortez Boulevard near the intersection of Sherman Hills Boulevard. The vehicle was traveling at a high rate of speed. I activated my agency issued radar and achieved a vehicle speed of 71 MPH in a posted 55 MPH zone.

I conducted a traffic stop on Iha vehicle for unlawful speed in violation of FSS 316.187(2)(C) and made contact with Iha driver, Julio Zamorano-Gordillo. I Informed him of the reason for the stop and requested his driver’s license. Julio stated that he did not have a driver’s license and provided me with Mexican Identification card.

A records check revealed that Julio has Florida ID number assigned to him, but he does not have a valid Florida driver’s license or ID card.

Julio was placed under arrest and transported him to Hernando County Jail without incident. Julio was issued criminal traffic citation # ABWVOGE for no driver’s license. He was booked into the Hernando County Jail where he is being held on $1 ,000 bond.

The defendant was given a felony court data of June 21, 2019 at 0830 hours in Courtroom E. A transmittal form was completed and left with Booking Intake. The defendant was negative for wants and warrants.

Airport Advisory Committee Update

At the Airport Advisory Committee meeting on May 21, 2019, Senior Project Manager Michael Ullven and Airport Manager Kevin Daugherty updated the committee on several projects that have been planned for the last few years.

T-hangar redevelopment Ullven reported that T-hangar redevelopment is complete. The project, which consisted of three hangars with taxi lanes and removal of one block building was budgeted at $218,000 came in below budget by $3,493.02.

Airport Manager Kevin Daugherty added, “What’s important about this project is that it opens that ramp up for FBO (Fixed Base Operator) expansion, which is starting to happen right now. They’ve already constructed two storage buildings over there for their miscellaneous parts.

They also have a corporate hangar that’s under design right now by Proud Pelican construction. So what we wanted to happen is starting to happen, according to the Master Plan. There’s one more component that’s leftover, and that’s the shade hangar relocation. Then we’ve fulfilled the requirements of the Master Plan.”

Self-Fueling Facility Ullven next reported on the self-fueling facility, located on the southeast side of the airport. It’s expected to be completed on October 4, 2019. The site is currently ready for asphalt paving. The oil/ water separator and drainage has been installed.

Next week, the concrete slabs for the fueling areas are to be installed.

Daugherty followed with, “The Board of County Commissioners has indicated that they want a third party to run this facility which is actually in the best interest of the airport. So we have to put out an RFP (Request for Proposal) for a management agreement, and the RFP is going to require an evaluation committee and Mr. Chairman, we’d like to have someone from this committee that has FBO experience on our evaluation committee to review the proposals.”

Chairman Frank Morsani recommended Ray Fuqua for the spot on the committee. No one opposed.

Taxiway ‘A’ Rehabilitation Bids were due on May 22, 2019 for the Taxiway ‘A’ Rehabilitation. The timeline for completion vary as the project is broken into several “schedules” or phases, each dependent on completion of the former. Schedule A involves the removal of the unused pavement on the west portion of the runway, and the addition of a taxiway A7.

Schedule B addresses improvements taxiway ‘A’ east, congruent to to the portion that is under Schedule A.

Schedule D decouples the terminus of runway 321 from Taxiway A. Daugherty reported that he’s anticipating state funding for this project.

“This is going to be a great project for this airport. Right now the FAA (Federal Aviation Administration) has indicated that they have money for Schedule A, but ideally, depending on where the bids are at … they want to fund the whole project, and just get it done in one phase.” Daugherty said, “Once it’s awarded, it will go quick.” The expected timeline is 210 days. The anticipated FAA grant is for $8-million.

Sgt. Lea Mills Blvd.

Restoration The next project is the Sgt. Lea Mills Blvd. restoration. Located on the southern part of the airport, the project aims to remove 1,500 linear feet of distressed roadway at a cost of $190,000. The roadway will be closed during the restoration.

This project has not been presented for a bid yet.

After its restoration, Sgt. Lea Mills Blvd. will be maintained by the Department of Public Works. “(The airport) needs to get out of the roadway business.” Daugherty said.

In addition to keeping rate hikes well below state and national averages, Becker was responsible for bringing in nearly $3 million in profit sharing rebates to the school district. She is President-Elect for the Florida Educational Risk Management Association, a member of Florida Educational Negotiators and sits on the board for the Hernando County Education Foundation.

In addition to 17 years as a school administrator, Pinder serves as a lead principal for school leaders in the District and is a of the HCSD bargaining team and served as Chief Negotiator this year. Regarded for his signature initiative as a trainer in the 7 Habits for Highly Effective People framework, Pinder is credited with promoting student-centered leadership through the Leader In Me program at Fox Chapel Middle.

Chamber of Commerce Student Recognition Banquet

On Thursday, May 23, 2019, the Greater Hernando County Chamber of Commerce (GHCCC) hosted its 45th annual Student Recognition Banquet, held in the Heritage Pines Country Clubhouse, located in Hudson, Florida.

The event, the longest-running in the Greater Hernando County area, aims to recognize and award students across Hernando County from various public and private high schools for their outstanding performance and achievements in several key categories: the arts, leadership, entrepreneurship, community service, career & technical, and academics. In order to attend, students had to be nominated by their respective high schools into one aforementioned category and be reviewed by the board members of the Chamber of Commerce.

Once accepted, they had the opportunity to apply for and the chance to win scholarships ranging from $500 to $1,500 presented by various sponsors throughout Hernando County. This year, $16,000 total was awarded to stu-

dents in scholarships.

The evening began around 6 p.m. as students walked into the clubhouse and were greeted with a flowered pin, a program with each person’s name and nomination listed on it, and a nametag they would be wearing for the rest of the night. For an hour, “social time” consisted of walking around, making new acquaintances, catching up with old ones, and eating a delicious assortment of food provided by the Chamber and the sponsors of the event. At 7:00pm students and family members were ushered into the ballroom, where recognition was to take place. Slides had been set up on a projector screen showcasing each student’s name, their school, nomination category, and future career goals. Several key speakers from around the county, including GHCCC Chairman of the Board Marilyn Pearson-Adams and Honorable Judge Don Barbee, Jr., welcomed everybody, provided some insight to the event, and then commenced the ceremony.

Every student was called up on stage according to their nominated category, presented with a certificate, and photographed.

Once everybody had been recognized, the awarding of the scholarships began.

Out of 48 students, 23 received scholarships. The decision of who received scholarships was based largely upon an admissions essay submitted by each student, that was scored and evaluated by three separate members of the Chamber of Commerce board according to a rubric.

They ranged from Silver to Presidential level, and were handed out by their respective sponsors. The night ended with a long and well-deserved round of applause for all the students there and their supportive family and friends that came with them.

Students that attended the banquet - quoted “the best of the best” – all shared similar characteristics and impressive resumes that answered any question of why they were there. They all held high grade point averages, had volunteered around the community, carried bountiful letters of recommendation from people they were well-respected and admired by, were confident in their future career endeavors, and showed a strong passion for the subject area of their chosen category.

These students demonstrated the above-and-beyond excellency and well-roundedness that the Chamber of Commerce and the citizens of Hernando County were eager to acknowledge and reward. To everybody in the room that night, this event was more than just kids graduating high school – it was an investment for the future and a hope that these kids could change it.

Ullven reported that currently, the Florida Department of Transportation (DOT) has plans to extend County Line Road eastward to connect with Ayers Road. When this transpires, the county plan is to connect Corporate Blvd. at its connection with Sgt. Lea Mills Blvd. to County Line Road. This future project does not yet have a cost estimate. Right of way still needs to be negotiated with DOT.

Railroad Spur Rehabilitation This project was completed on May 15, 2019 at a final cost of $29,991.

The rehab included replacing railroad ties and replacement of a bad switching mechanism.

Ullven reports that these repairs clears the track of any deficiency. The rail spur serves the rail park tenants on the east side of BKV, which is 84 Lumber at present, with the potential for additional tenants in the future.

Looking to the Future “We’re never going to be a Fort Lauderdale Executive Airport, we’re never going to be a Naples Airport...” said Daugherty. As that BKV grows at its own pace, it is still a self-sufficient source of economic development.

Technology Dr. / Telecom Dr. Road Network This project involves the resurfacing of the existing portion of Technology drive, and it’s extension south to connect with Telecom Drive, which will provide access to BKV via an old runway.

Expected cost ranges from $48,000 - $57,000.

County Administrator Jeff Rogers spoke during the final minutes, and reported that the committee may soon have a voice in the possibility of a Vocational / Technical (Vo-Tech) school becoming part of the BKV landscape. According to Rogers, Governor Ron DeSantis’ signature on the pending budget will put that plan into motion.

The witnesses, include the occupants of the vehicle, were not cooperative with investigators – Investigation Active. o Disorderly Intoxication/ Resisting Without Violence – 7-Eleven/4710 Commercial Way/ Spring Hill – An individual was outside of the store was causing a disturbance. When deputies arrived they noted he appeared intoxicated. The suspect pulled away from deputies and began to run. He was eventually taken into custody – Arrest/Male. o Aggravated Battery/Stabbing – 278 Mariner Boulevard/Spring Hill – Deputies responded to an individual lying in the parking lot of 260 Mariner Boulevard.

The victim said he had been attacked by three individuals and one had stabbed him. The victim was treated at an area trauma center. The victim is expected to make full recovery. There are no suspects at this time – Investigation Active. o Grand Theft – Lighthouse Bar/5025 Treiman Boulevard/ Dade City – The victim entered the bar for a drink. When he exited the bar he found his single-axle trailer with a zero-turn mower on it had been taken – Investigation Active. o Possession of Methamphetamine/Deprive Officer of Means of Protection/Resisting without Violence/Unlawful Possession of Personal Identification – 7185 Holiday Drive/Spring Hill -- While on proactive patrol deputies spotted an individual with active warrants. Deputies located 4.3 grams of crystal methamphetamine in her possession. She attempted to pull away from deputies and briefly grabbed hold of a deputy’s PR-24. She was immediately taken into custody. Another individual at the house was also arrested on active warrants – Arrest/1 Female and 1 Male. o Sex Offense – Spring Hill – Investigation Active. o Grand Theft Auto – 1485 Commercial Way/Spring Hill – The victim parked his 2001 orange custom Ultra Acquisition motorcycle in the parking lot at Walmart. When the owner returned an hour later the motorcycle was gone – Investigation Active. o Agency Assist – 7331 High Corner Road/Brooksville – Deputies were assisting in locating a stolen Toyota Landcruiser out of Zephyrhills. Deputies attempted to make contact with a suspect who proceeded to flee by ramming an unoccupied patrol vehicle.

Ricardo Design Fine Art, Print Gallery opens

For gifts, collectables and nice finds, Hernando art lovers and collectors will enjoy visiting Ricardo Design, Fine Art and Print Gallery on Spring Hill Drive. The gallery has etchings, sculptures, paintings and art pieces created or collected by Ricardo Rivera, who has been an artist all of his life.

Rivera, a Long Island native, moved to Florida many years ago. In Hudson, in 1995, he established American Car Crafts,

manufacturing high quality car and truck accessories for late model sports and muscle cars and trucks, using stainless steel, carbon fiber and custom vinyl graphics. Because of the internet, American Car Craft attracted customers from all over the world. In the course of providing his clientele with whatever accessory they could imagine, Rivera and his staff at ACC created prototypes that earned him over 250 patents.

Recently, Rivera’s son bought him out of American Car Crafts,

allowing him to realize another dream – to open his own art gallery. Ricardo Design is filled with art collected over the years. Of his new art gallery, Ricardo Rivera says, “It is my mission to seek out and find undiscovered artists with real talent.”

Initiative increases access to healthy food for SNAP recipients

Brooksville Farmers Market is now participating in Feeding Florida’s Fresh Access Bucks (FAB), an initiative that increases access to healthy, local, fresh produce for Supplemental Nutrition Assistance Program (SNAP) recipients.

FAB is a statewide incentive program designed to encourage SNAP recipients to redeem their benefits at farmers markets to purchase fresh, healthy foods directly from Florida farmers through farmers markets, as well as in the retail space with a focus on the local corner store to ensure all food insecure individuals have access to affordable, fresh, locally-sourced produce in their community.

At participating farmers markets, FAB matches what a SNAP cardholder spends with FREE Fresh Access Bucks - up to $40, every market day. Customers can use them right away or later on to buy Florida grown fruits and vegetables.

For example, a SNAP shopper who spends $10 of their SNAP benefits at a participating farmers market receives an additional $10 to purchase fresh, local produce. Currently there are 28 farmers markets and two CSAs participating in Fresh Access Bucks throughout the state.

Increasing the affordability and accessibility of healthy foods and nutrition education efforts, such as cooking demos at FAB markets, is integral to increasing the purchase and consumption of fresh, local produce.

“The Hernando County Growers Association, Inc. is privileged to now offer the Fresh Access Bucks program at the Brooksville Farmers’ Market,” said Angela Okrasinski, Director of Membership and Vendor Manager for Brooksville Farmers’ Market. “Our mission is improving food access in our community and building an agricultural economy for Hernando County. Providing an opportunity for everyone to access fresh local produce through FAB enables us to build a healthy community and sustainable farms.”

Brooksville Farmers’ Market is the first Hernando County-based market to participate in FAB. “Our Farmers’ Cooperative, The Hernando County Growers’ Association is committed to building agriculture in Hernando County and improving access to the very best fresh food for our community. Since our beginning in 2017, bringing the FAB program to Hernando County has been one of our leading objectives and we are proud to have the opportunity to offer this very special program,” added Okrasinski.

In 1989, Chicago’s Look Away and Bobby Brown’s My Prerogative topped the pop charts, Batman dominated the box office and the Germans began tearing down the Belin Wall.

In Hernando County, news was being made as well with the opening of the Hernando County YMCA at 1300 Mariner Boulevard in Spring Hill.

To mark its 30th anniversary, the Hernando County YMCA invites the community to take part in a free Open House celebration on Monday, June 3 – the same day it opened its doors for the first time in 1989. The Open House will take place all day (from 5AM-10PM) and will include music, games, snacks and more.

The facility is open from 5am-10pm on weekdays.

“In Hernando County, the Y is more than a gym, it’s a place of community,”

says Executive Director Amber Slusser. “As the needs of the community have shifted, our mission has shifted as well. Today we work to ensure everyone has the tools they need to reach their full potential — whether that’s through a swimming lesson, a chronic disease prevention class or mentoring

program — we’re here for you and your family.”

When the Hernando County YMCA opened in 1989, they welcomed over 910 individuals and families during the first year, and offered summer camp, afterschool care, softball and, of course (being that it was 1989), aerobics classes. Since then, the Hernando Y has

seen its membership grow to 13,000 individuals and has increased its programming to include a Y Diabetes Prevention Program which helps adults reduce their risk of developing type 2 diabetes, Enhance®Fitness to help those battling arthritis gain increased strength, as well as foster youth programming and family events.

EASY CROCKPOT BEEF STEW

Ingredients 1 Onion, (finely chopped) 2 Celery stalks (finely chopped) 2 lbs Beef Stew meat (cut bite sized pieces) 1 tsp each Salt and Pepper 3 cloves garlic, minced 6 oz. Tomato Paste 32 oz Beef Broth 2 Table spoons Worcestershire Sauce 2 cups Baby Carrots 6 small red potatoes (cut bite sized pieces) 1 tablespoon parsley 1 tsp Oregano 1 cup each frozen Peas and Corn ¼ cup flour ¼ cup water

Directions Use 6-8 Qt Crockpot. Combine all your ingredients except frozen peas,corn,flour and water.

Cook on Low for about 10 hrs or on High 6-7 hrs.

I always cook on low for 10 hrs by choice. Thirty minutes before serving add your peas and corn, mix well. To thicken your gravy, mix in small bowl your water and flour, once mixed well add it to your beef stew and mix in well and cook an additional thirty minutes and serve.

Live Oak Theatre to Hold Orientation and How To Audition Class Live Oak Theatre company announces that it will conduct an “Orientation to Live Oak Theatre and How to Audition for Us” program. The orientation program will be held at its new Morsani Center for the Arts, located at 21030 Cortez Boulevard, Brooksville, FL 34601.

Completion of this program is a requirement for non-LOT members - children, adults, and parents of children - who wish to audition for Live Oak Theatre’s repertory company. Children who have attended previous summer camps, members of the company, and individuals who have already participated in orientation need not attend. (Members of the company have already been instructed on how to submit call-back requests.

The instructor for this class is Vince Vanni with a special presentation for parents by Eric Kessel.

Mr. Vanni’s students currently appear throughout the area in both amateur and professional venues. There is no tuition for these classes.

Those who complete the program will be able to audition for Live Oak Theatre Company and it’s 2019-2020 season..

PHSC TRUSTEES TO REVIEW PROPOSED COURSE-RELATED FEE ADJUSTMENTS Pasco-Hernando State College’s District Board of Trustees (DBOT) will consider approving proposed adjusted course-related fees at its June 18, 2019 board meeting, to be held at 6 p.m. at the North Campus in Brooksville, 11415 Ponce de Leon Blvd.

Fee adjustment proposals are reviewed and approved for DBOT consideration by PHSC’s Council of Academic Affairs, a committee that includes representation by administrators, deans, academic department chairs, program directors, faculty and staff.

Announcing the Formation of the Tampa Bay Literary Society and Its Hernando Chapter Pariksith Singh, MD, founder of Access Health Care, announces his own personal initiative, the formation of the Tampa Bay Literary Society and the initiation of its Hernando Chapter (The HeArT). The Bucks of Summer I think about deer and turkey hunting during all parts of the year. Even when I can’t hunt them, and as hot as it is, you can bet I’m still out in the woods studying and learning all that I can. For me, Summertime is a great time to spend out on the water snatching shellcrackers off their beds, but it’s primarily the time when I begin thinking about early season scouting.

The antlers on this year’s crop of bucks are about seventy percent grown and now is the time to begin inventorying your herd for the upcoming season.

As shadows lengthen and evenings cool, bucks begin to feed heavily to bulk up their body mass in anticipation of the fall breeding season. Now is a great time to spot bachelor groups of velvet antlered bucks out in the open, enjoying whatever browse they can glean. Fresh mowed hay fields are always a good bet to spot a feeding buck as are clear cuts and any other open areas with good grazing.

Electronic trail cameras are a great way to keep an eye on what’s going on in your hunting area, but they are not the only way. I personally enjoy some good old-fashioned sitting and watching with a quality set of binoculars…. Nothing else will gain you a better education about your local herd.

Summertime is also the time of year when big bucks seem less aware that humans mean danger. They are out and about because they haven’t been pressured in months and they are feeling the need to feed, but they will shut down to nocturnal feeding patterns if pressured. The key to Summertime scouting is to keep your distance and scout low impact.

There are no guarantees that the deer you watch now will be there in September, but one thing’s for sure, they will be on the feed for the next couple of months, affording you the opportunity to watch them grow and develop into the trophy you’ll wish to target later.

Weeki Wachee Hornets For Weeki Wachee, the Hornets recently have been introduced to new head coach Chris Cook, formerly the Offensive Coordinator from Moore Haven Middle High School.

Coach Cook depends on his 21 years of experience to brand, motivate, and design the Hornets for the 2019-2020 season.

“The first thing I want to do is establish a good positive culture over teaching these young athletes to be productive citizens, in general, good men of character,” Head Football Coach Chris Cook.

The Hornets faced Clearwater’s Christian Calvary Thursday night.

Despite a 42-0 loss, Cook gains some answers he needs to build a foundation from the bottom up.

Lady Leopards Softball Fall 6-1; Finish 27-4 Hernando Sun Staff

The Lady Leopards’ magical season came to an end at the State Tournament in Vero Beach on Thursday May 23, 2019. With the final score of 6-1, the Lady Leopards fell to 4-time defending champion, Coral Springs Charter. “Coral Springs, which has four players signed to D1 scholarships, is now 28-1 on the season. Hernando held a 1-0 lead in the 3rd inning before giving up five runs.

The Lady Leopards finished with a record of 27-4 and had a season many will never forget. Great season ladies,” said Mark Lee, HHS Athletic Director.

I absolutely love watching them spindly-legged spotted babies following along behind their mommas.

However, often, while mom is out actively feeding, she will nest her baby down in a patch of weeds or tall grass and leave him unattended for a while. Far too often, while hiking or working out in the fields or forests, people come across these little guys who remain still and bedded. I suppose it’s a natural assumption to the less wildlife educated folks to think that these fawns have been abandoned. They have not, so please, take your pictures,

revel in the beauty of the tiny critter and move along. Momma won’t be far off and as soon as the threat (people) clears the area, she will gather the fawn up and leave the area.

Shred a Thon event raises funds for rescue boat Just Poets enjoy the art of writing poems and sharing them with others. The group meets at the West Hernando Branch Library located at 6335 Blackbird Ave. Meetings are the second Thursday of each month at 3 pm.

Just Poets exhibit their poems in The Uptown Art Gallery at Brooksville City Hall. New members are always welcome at Just Poets. The club thanks the HERNANDO SUN for the opportunity to share our writings with you.

On Saturday a Shred-athon was held at the Towne Square Mall to help people and businesses get rid of their unwanted financial documents. This helps to prevent identity theft and other types of financial crimes.

A mobile shredding truck from Shred Quick was on hand to shred unwanted documents. The papers were put into a garbage can and lifted into the truck.

Donations at the event were accepted for outfitting the new rescue boat for Hernando Beach Fire Station.

There were several firefighters on hand including Jim Billotte Division Chief Operations, Brian Burback Captain, and the crew of the Hernando Beach Engine. Towne Square Mall presented a $500 check to the fire department to start off the event. Another $242 was raised from public donations during the event and Towne Square Mall matched the $242, bringing the total donations to $1000.

If you missed the event there will be more shredding events held in Hernando County, so stay tuned.

Campbell and Company will be hosting a shred event in early June.

HURRICANE PREPAREDNESS Be Ready For the Storm

T

he 2019 hurricane season upon us, NOAA’s Climate Prediction Center is forecasting a near-normal Atlantic hurricane season will be likely this year. The outlook predicts a 40 percent chance of a near-normal season, a 30 percent chance of an above-normal season and a 30 percent chance of a below-normal season.

For 2019, the likelihood is from 9 to 15 named storms, of which 4 to 8 could become

hurricanes, including 2 to 4 major hurricanes. NOAA its predicting these ranges with 70 percent confidence.

An average hurricane season produces 12 named storms, of which 6 become hurricanes, including 3 major hurricanes.

Last year, the season produced 15 named storms, of which six were hurricanes and two major hurricanes (Category 3 or above). Northwest Florida bore the brunt of the state's hurricane damage, with two major storms (Al-

berto and Michael) making landfall.

Have we in the Tampa Bay area just been lucky or is the Florida Adventure Coast next on the hit list?

The Atlantic hurricane season begins in just a few days and runs from June 1 to Nov. 30, with the peak occurring between mid-August and late October.

Here are some helpful tips The Hernando Sun has out together to keep you prepared.

AN EMERGENCY TOILET

Hurricanes can be unpredictable. As the storm approaches, stay tuned for the latest weather updates on local stations and on NOAA Weather Radio.

• Know your evacuation plan. Prevent panic and confusion by making sure everyone knows where to go and what to do in an emergency, whether at home or at work.

• Help your neighbours with disabilities or in poor health (mentally or physically) who are without any support.

• Refill prescriptions.

Maintain at least a two-week supply of medications during hurricane season. Prepare an up-to-date list of family medicines and dosages, along with doctor and pharmacy phone numbers, and a twoweek supply of prescription medicines.

• Get cash. Banks and ATMs will not operate during power outages. Few stores will be able to accept credit cards or personal checks.

• Emergency charger for cell phones and other devices (consider a solar powered alternative) • Protect your windows and glass doors with plywood or storm shutters. Brace double entry and garage doors at the top and bottom.

• Fill your car’s gas tank and check oil, fluids, and tires.

Gas pumps will not operate without electricity.

• Turn refrigerator and freezer dials to the coldest settings and avoid opening the doors to help keep perishable food during a power outage.

• Store lawn furniture, potted plants, bicycles, trash cans, and other potential airborne missiles. Leave the swimming pool filled and super-chlorinated. Cover the filtration system.

• Clean and fill bathtubs and sinks before a storm so you will have extra clean water.

• In case of flooding, move important items such as electronics, antiques, and furniture off the floor.

Stock up now (or a little at a time) and store where you can get to them quickly.

• Enough non-perishable food to feed your family and pets for three to seven days. Special dietary foods or baby food and formula, if needed. Replenish every six months.

• Toilet paper, paper towels, and pre-moistened towelettes or baby wipes • Reserve one gallon of drinking water per person, per day, plus water for cooking and washing (minimum seven days). Stock up on a few cases of bottled waters at your home and/or workplace in the event that there is a “boil water” order.

• Folding chairs, lawn chairs, or cots • Infant items (medicine, sterile water, diapers, ready formula, bottles), if needed.

Personal care needs (toothbrush, toothpaste, deodorant, tampons.)

• First aid kit including bandages, antiseptic, tape, compresses, aspirin and aspirin-free pain reliever, anti-diarrhea medication, antacid, and important phone numbers • Important papers and irreplaceable keepsakes (driver’s license, special medical information, insurance policies, property inventories, photographs, etc.)

• Flashlights and batteries for each family member Portable radio and batteries • Non-electric can opener • Fire extinguisher (small canister, ABC type) • Whistle and/or distress flag • Mosquito repellent • Sunscreen • Plastic tarp, screening, tools, and nails, etc. for after the storm • Water purification kit (tablets, chlorine (plain) and iodine) • Plastic trash bags • Ice chest/cooler and ice .

IF YOU EVACUATE YOUR HOME, DO NOT LEAVE YOUR PETS BEHIND! Pets cannot survive on their own; and if they do, it might not be possible to locate them when you return. Never leave a pet chained outdoors. Plan in advance for shelter alternatives that will work for both you and your pets.

IF YOU DECIDE TO STAY AT HOME If you are staying home to ride out the storm, keep your pets inside before, during and after the storm and make them as comfortable as possible.

Keep your pet in an enclosed space or on a leash so that they feel safe and calm.

Have an adequate supply of food and water.

Make sure pets are wearing ID tags with your current contact information.

Consider getting a microchip.

Supplies include two x 5-gallon buckets (one with a tight-fitting lid), a camping toilet seat, a pack of heavy duty trash bags and several bags of kitty litter.

• Take the 5-gallon bucket and line it with a trash bag.

Cinch kit tightly to the top pushing all the air out so it hugs the side of the bucket.

• Place the camping toilet seat on top and place in a private, well-ventilated place.

• In the separate bucket, empty all your kitty litter and place nearby your portable toilet.

• When you’ve done your business, cover up with scoops of kitty litter.

• Best to keep toilet rolls and hand sanitizer nearby.

Traveling

Make sure to take what your pets will need. This should include about 3 or 4 days worth of food, bottled water, a can opener if the food is canned, a sturdy carrier, leash or harness, and litter and litter box for cats.

Medicine, and medical records for your pet should all be placed in waterproof containers. Bring an extra leash and a picture of your pet in case you get separated in the storm.

Tags and/or microchipping will also make it easier to locate a pet if he or she gets lost.

Bring along a collar with identification, a favorite towel or blanket and a two-week supply of water and food.

Shelters

Register with a pet-friendly shelter well in advance of the storm. Be prepared to show proof you live in a mandatory evacuation zone or mobile home in the county.

Going to a shelter can be very stressful for animals so remember to take some loved toys or blankets with familiar scents.

Recommended items for your pet survival kit include: • A crate or carrier large enough for the animal to stand and turn around in •Leashes and collars •Water and food •Emergency phone numbers for your vet, animal-friendly shelters and friends/relatives •Veterinary records with rabies certificate •Sanitation supplies.Your pet will not be able to go outside during the storm.

•Take a photo of you and your pet together (to prove ownership), and for identification.

Hernando County Commission Chairman Jeff Holcomb was called back to his Navy post in 2016.

After his deployment, he returned to serve on the Board of County Commissioners.

Senior Prom: Not just for high schoolers...

On Thursday, May 23, 2019 the Enrichment Center held their Senior Prom at the Glen Lakes Country Club. As with many proms, a king and the queen were chosen they were John and Debbie Druzbick. Enrichment

Center Director Debbie Druzbick is retiring and the Senior prom was a wonderful sendoff. After a photo op, a new Prom King and Queen were chosen at random.

The incoming director Dell O. Barnes, Sr. impressed the gathering with his skills on the saxophone. There was dancing and camaraderie.

The Enrichment Center is a nonprofit serving adults in the local community. They work with adults of all ages including individuals with special needs. Their goal is to help their members live a healthier, more fulfilling life. Check out their activity calendars on page 15.

ESSAY BY AMANDA BATES

My first day as a freshman student in Hernando High School, my elective credits consisted of Improvisation, Graphic Design and AP Human Geography. Needless to say, raising swine or working in a veterinary clinic were not hobbies that had ever crossed my mind.

However, fate has a way of working in mysterious ways, and after having decided to drop my AP class, I got thrust into one of the only classes available, Veterinary Assisting. I remember walking into the classroom and being bombarded with a torrent of blue and gold. The classroom and everyone in it resonated with a passion I had never felt before in any other classroom. Now as a junior, I can honestly say that switching out of AP Human Geography was undoubtedly the best decision I ever made. Truth be told, my GPA could have been a little bit higher right now if I had stayed in AP Human Geography, but no number on a report card can replace the real life skills and lessons FFA has taught me. I wouldn’t trade the path I’ve taken and the lessons I’ve learned through FFA for the world.

Having now spent three years of my high school career in the AG building, I have since my freshman year learned that FFA is so much more than just the typically thought of swine raising, cattle working, corn farmers that people seem to think about whenever it is explained that FFA is an acronym for the Future Farmers of America. FFA has cultivated in me the passionate, hardworking, dedicated attitude I have about everything today. Through working on CDE’s, raising livestock for the fair, and carrying out my duties as an officer

for my chapter, I have been thrown out of my comfort zone countless times and taken on responsibilities I did not think I could handle. FFA has taught me more real life lessons and leadership skills than I have ever learned in school. FFA creates America’s next leaders through throwing them out of their comfort zone, educating them on the importance of earnest work and being a person of character in their community, no matter what their occupation may end up being.

Through FFA I have made countless memories and connections, and learned the value of friendship, hard work and dedication in a way no other class could have possibly taught me. The responsibility of representing our chapter in academic and speaking competitions, planning non-profit activities for the chapter, and taking a leadership position in the FFA, is an experience that has changed me into the determined, passionate, American I am today.

FFA has taught me to be independent, hardworking, truthful and trustworthy, which are skills I carry with me in everything I do.

FFA members are the leaders of tomorrow. When we zip up those hot, blue, corduroy jackets, we are doing much more than just putting on our FFA official dress; we are personifying a long-held tradition. We are representing the past, present and future of agriculture, with a faith born not of words but of deeds. This love for tradition and hard work is the lifeblood of FFA. This is what FFA has come to mean to me.

Weeki Wachee Angler of the Month

Club recognizes Angler of the Month: At its May meeting, the Weeki Wachee Anglers, Inc., a family-oriented fishing and social club, recognized Roxie Ellis as the Saltwater Angler of the Month for April. D#10315666 – Julie Booty is an adorable white and brown female Terrier mix, approximately 7 years old and weighs 51 lbs.  She was found wandering in a Brooksville neighborhood and her microchip was traced back to her owner. Unfortunately, the owner moved and was unable to claim the dog, so she is now up for adoption.  Julie Booty was impounded with scars on her head and limbs and was extremely dirty. She’s since been cleaned up and is ready to meet her new best friend!

She’s looking for a safe, loving home to call her own, so please consider giving this senior gal the family she is so deserving of. Â Julie Booty is spayed, micro-chipped, vaccinated, heartworm tested and will have a 1-yr county animal license at the time of adoption.

Four counties joined together and organized a "waived adoption fee" event to give over 300 dogs and cats a new environment surrounded by love and companionship.

The event began on Friday, May 17 and by Sunday, the last day of the event, only a hand full of dogs and five cats were left without a new home.

"We are all in the same boat together," said Jen Finch, shelter coordinator for Hernando County Animal Services. "When all the counties can come together and work for the same cause, and that is getting animals adopted, it's a win-win for everybody. It's a win for the animals; it's a win for the community; it's a win for the shelter."

Organizations from Hillsborough, Pasco, Polk and Citrus counties joined Hernando County for the event that was sponsored by Best Friends Animal Society and Pet Resources Foundation, Inc. Pet Resources from Hillsborough brought 54 dogs and adopted out 43, Pasco Animal brought in 48 dogs and adopted

out 30.

"It was a fantastic event and a lot of hard work," Jen said. "We all worked together as a team, and that's really what it is about because it takes all of us to be able to get these animals to a new home."

The Humane Society of the Nature Coast brought 17 dogs and 69 cats to the event, only having five cats not adopted. "We are expanding our shelter in the next couple of weeks and breaking ground on a 4800 square building that will triple our cat capacity, so it's great that we can control our intake right now," Susana Ameson, Director of Development, said. "This is kind of a godsend for usgetting some adoptable animals out that have been with us for awhile."

Luna, a cottage cat currently under the care of The Humane Society of the Nature Coast, was an owner surrender. She was one of the three cats that was unfortunately not adopted during the event.

Jen Finch, the Shelter Coordinator for Hernando County Animal Services, gets some sweet loving kisses from Dudley. Dudley was one of the four dogs not adopted.

Hernando Animal Services adopted out 30 dogs and 25 cats during the Tampa Bay Regional Mega Adoption.

Tips on identifying, preventing pernicious fungal pest

Lilly is a nice, quiet dog who was impounded with flea allergy Dermatitis over her rump resulting in patchy hair loss. Her medical issue has been treated by staff. She is patiently waiting for a new home to call her own, and is hoping her friendly nature will win you over! Lilly is spayed, micro-chipped, vaccinated, heartworm tested and will have a 1-yr county animal license at the time of adoption.

D#10319730- Mick is an adorable black & white Terrier mix, approximately 6 years old and weighs 62 lbs. He was found wandering in a Spring Hill neighborhood when he was brought into shelter care.

Mick is very friendly, but a bit timid and shy. He was impounded with flea allergy dermatitis and has some patchy hair loss on his rump.

He also came in with a very painful ear infection which has been treated. Just look at that face! How can you not love this precious boy!

SUSTAINABLE AGRICULTURE AND FOOD SYSTEMS AGENT

Florida weather is democratizing in a way; whether you’ve lived here your whole life or just arrived, it can always surprise you. Case in point: this has been a very wet spring for a narrow band stretching from Brooksville to the Cape, and this consistent moisture combined with cool nighttime temperatures explains why I’ve been seeing quite a few outbreaks of one of the nastier pest fungi out there: downy mildew. Downy mildew is a water mold, which is a very special type of fungus that is actually able to swim to find its host. Symptoms tend to first show up in new growth. Sections of the leaf between the veins will begin to turn a lighter shade of green, and if you shine a flashlight behind the leaf you’ll see the thinning sections of the leaf clearly. Overall it’ll be a mosaic pattern, resembling lighter-stained sections of a stained glass window. On the underside of the leaf, the light spots may appear to be water-soaked and a light fuzzy material may be apparent. Eventually, these sections of leaf will turn brown and die and the plant will follow suit without intervention.

To prevent the conditions in which downy mildew thrives, we need to take a few steps.

First, when planting, ensure that plants aren’t crowded. Crowding minimizes airflow and increases humidity and, since both fungi and bacteria love humid conditions, this is one reason why over-planting can decrease yields.

Second, avoid overhead irrigation. Downy mildew reproduces using spores which can use the splashing drops to move between plants. These spores can also hitch a ride on your pruning shears so be sure to clean and disinfect your tools between plants (a 10%

bleach solution will suffice). Last but certainly not least is plant selection. Choose resistant varieties, but also don’t plant the same thing in the same place if you had an infection last year.

Downy mildew is plant host specific, meaning each plant, or family of plants, has a specific strain of downy mildew that attacks it. For example, hop downy mildew only attacks hops and cucurbit downy mildew only attacks cucurbits (cucumber, watermelon, ect.). Florida’s winters are warm enough for the fungus to survive into the next planting season, so unless you’re confident that you disposed of all infected plant material from last season, consider planting something new this year.

As homeowners, the best way to tackle downy mildew is prevention and, despite some misconceptions, smart preventative fungicide use is a key part of an integrated pest management strategy.

As a homeowner, you are mainly limited to fungicides containing copper or chlorothalonil.

These will not cure the fungus but they will help prevent it gaining a foothold or spreading if it’s already arrived.

Keep an eye on the weather forecast and spray according to the label when conditions look favorable for fungal development. The label will also instruct you on how often you need to rotate into another fungicide. While it may seem tempting to only buy one product, downy mildew is quite capable of developing fungicide resistance, which is great for the fungus and terrible for your harvest dinner plans. At the end of the day, if you take the time to create an environment which is beneficial to the plants you want and hostile to pests, you can focus your energy on more pressing matters, like what to do with a certain cable channel subscription now that winter’s long gone.

Scott Harrison Baddeley passed away peacefully surrounded by family and friends on May 26, 2019. Scott was born on June 1, 1953 to Beverly Raisbeck Baddeley and Thomas Wellman Baddeley both deceased. His older brother Reid Baddeley is also deceased.

He is survived by his two Sons Cory Thomas Baddeley and Kyle Harrison Baddeley, daughter -in-law Fae and sister Denise (Tweedy) Tufts and brother-in-law Arthur Woodman Tufts. Also surviving are his nieces and nephew.

Scott never met a person he didn’t make a friend. He had four special friends in his life Gary Etheridge, Karen Davis, and Lisa Geldard. His fourth special friend was his brother-in-law Arthur Tufts.

Scott worked as a Respiratory Therapist at Bayfront Brooksville for over 30 years.

Scott was loved and will be sorely missed by his family, friends, and co-workers.

Permitting is an arbitrary process but great revenue source Regulation on American business has been shown to significantly drive up the cost of a product. Trump’s executive order to negate many regulations has been a boon to the business sector. Every government mandate that regulates how the business should be run adds additional cost. Government does not know what is better for a business than the businessman, but local government bureaucrats are empowered to enforce regulations to slow down too rapid growth and maximize revenue for the government.

The same need to control growth and increase revenue has afflicted our home building market. The prices notably rise even during low demand.

A major factor for this increase was attributed to expenditures to meet building codes and an increase in the bureaucratic army of the local building department.

Not only are there specifications for every building material put in the home but how that item has to be installed.

Our homes used to be our castles as far back as the Middle Ages. Currently the popular sentiment has shifted with the assistance of government propaganda from the family’s private property to the local government’s need to protect them and others from “safety” hazards they arbitrarily feel might happen in the future.

The government continues to creep even into the sanctity of our “castles” supposedly to protect citizens from improving this significant asset, their homestead for their own good and “safety.”

In the recent past in unpopulated areas people did not have to get permission to add to their home, renovate the interior or even paint. Government required permits were very limited in scope until local government realized the potential revenue source of permitting every aspect of people’s homes. The permitting department like many others expanded under the guise of public safety. Presently the mandated codes and building requirements conflict and have little legitimate justification.

Some counties have created their own local codes while others use state and national ones.

An example is seen in something as simple as doors. A front door with steps must swing inward while a state hurricane mandate requires the outside doors swing out, which is exactly the opposite. In the first case the person is supposed to be able to see the steps while the second example the doorjamb will prevent the door from being blown in.

Another contradictory regulation is that all doors that separate a garage from the interior of the home need to have a self-closing hinge to prevent fumes from entering the interior of the house. However, this requirement caused an uproar after being implemented. The practical problem is that the family cannot easily carry in groceries or other objects from the garage as the door constantly closes between trips. Two different rationales for the same garage door results in frustration.

Making the building regulation process more confusing is when two government entities have contradictory requirements. A local city historical requirement to any buyer is to keep an older house in the exact style of a certain time period, while the county bureaucrats in the building department demand updating the house to modern standards.

What does the homeowner do?

Put in an old-fashioned jalousie window or hurricane impact ones? These determinations should be hammered out clearly before any citizen has to face this “Catch 22.”

Self Propelled

For the last five years at Old House I had a self-propelled mower. It worked great for the front lawn and westside strip of grass. I simply walked behind it, and I often felt pulled. But it was not as good for the eastside of dog fencing and the AC unit, or my wife’s garden in the back.

For those areas I had to teach myself to release the second handle so I could maneuver it in other ways without digging little trenches with the motorized wheels.

My front lawn at New House is so thick it’s like walking in snow: you have to lift your feet up. I don’t understand it and I don’t like it. And the S-P mower wouldn’t work like it was supposed to; I had to lean into it with stiff arms. I thought maybe the belt was loose, so I looked online and found a video about it. According to that, my brand of mower was an easy fix: the front cover could be removed simply by pulling the left and right sides off of clips, and the belt could be tightened with a wrench. Not so my model.

Mine had nine bolts, two on top, and seven underneath, and after many breaks I was finally able to examine the workings but couldn’t discover how to tighten it. In desperation I followed the cord up to see if I needed to unhook it, and found a dial on the handle. That was my finest DUH moment ever (though it is subject to change in the future and from new memories of the past). I turned the dial as far is it would go to make it tauter, but still I had to shove.

And somewhere along

the way, I permanently misplaced the bag for the S-P. The one thing a thick lawn doesn’t need is more mulching, so I got a regular mower, a 21-inch push.

I’m astonished at how light-weight it is, and I can roll it backwards without it turning into a tiller.

Most happily I can swing it around my wife’s New Garden, which is not as labyrinthine as the old one, but she’s working on it.

However, this isn’t just about mowers. One day at Exwork an Assmag wanted to know what my motivation was, and I told him I was self-propelled. Sure, I had just hung up some S-Ps for display so it was on my mind, but since then that’s been my euphemism for self-motivated.

When I was little, my mother was my motivation, what propelled me. She got me up, told me what to do, and put me to bed. She also used to nod at me to make me start nodding so I would agree to whatever she was saying. Occasionally she’d shake her head as she explained why I didn’t want to do something, and I mimicked her in total acceptance that it shouldn’t be done. (An anchor on MSNBC does something similar, mainly shaking her head, and is why I can’t watch Morning Joe.) I think I was six or seven when I realized what Mom was doing, and one day when she was nodding, I shook my head and argued my case about not

wanting to do whatever it was. I don’t remember the circumstances, but I do recall the revelation that it was a trick, and thereafter I sometimes disagreed with her even when it was something I agreed with.

Not long later she stopped doing that. Oh, she still told me what to do, but she was never sneaky about it.

And I had asserted myself.

I was self-propelled in high school, pretty much, but I think that was mainly from numbing repetition.

I was more self-propelled in the military because the threat of getting in a whole lot of adult trouble if I didn’t show up reinforced my motivation, or “propelation” (new word alert!)

My finest time was at Exwork. There was always so much to do, and I had learned do so much of it that no two days were the same, and sometimes no two hours were the same.

It was easy to propel myself.

Now? It takes no propelation at all to watch TV. So I propelavate (verb of new word) by writing and hanging out with my friend, Senor Cargador.

When we visit Exwork and people ask us what we do now that we’re “retired,” I tell them, “First we have coffee at Wawa. Then we have coffee at his house. A little later we have coffee at Exwork, often with Frauline Alles-Uberal.

Then after lunch we have coffee at my house. And after that we head over to Circle K for coffee.

There’s a lot of smoking.”

That’s an exaggeration of our daily routine, but it’s an accurate description of what happens weekly. It’s how I stay self-propelled.

When it comes to FEMA regulations many are arbitrary and left to interpretation by a FEMA representative and the local building department.

The choice of the flood map in a particular area determines the classification of the property.

The capriciousness in the interpretation of the map creates an issue. Changing department heads, supervisors, or a rogue inspector who makes bizarre interpretations of the statute can drive a new homeowner crazy.

Home ownership and

upgrading one’s home instead of being encouraged have become a nightmare. Our local, state and federal regulatory agencies need to be accountable to the people they serve. The permitting department’s army should not be used to build a bureaucratic kingdom for their political advancement and for increasing their authority, salary or retirement package.

It is time to reevaluate building and upgrading a home. Home buyer, builders, government officials,

concerned and affected citizens should have an open forum to simplify and discard non-sensible, ineffective or conflicting regulations. The red tape of the government bureaucracy should be reduced by attrition and the return of freedom to property owners. Government workers should assist homeowners not place obstacles to impede their freedom to improve their own property.

Bureaucrats, keep your hands off the sanctity of a person’s home. It is our human right.

Do you have God’s joy in your heart?

Do you remember that old song in vacation Bible School that said, “I’ve got the joy, joy, joy, joy, down in my heart? Well, I do agree that humanity is searching as hard as they can to find contentment and desperately longs to discover peace, but rebellion and the lack of knowledge is preventing them from having it. What type of knowledge are you talking about? Spiritual understanding and holy wisdom about God and His instructions. In the first part of Hosea 4:6, the Lord declares, “My people are destroyed for lack of knowledge:” and He continues to talk about how the masses reject His truth. We notice God uses the word “destroyed” because without knowing about the divine realities of absolute truth, we will not comprehend the danger of living and dying without spiritual security. Oh sure, people can be moral and even somewhat religious, but many have never experienced a real encounter with the one that created them. On the outside they might seem to be normal but spiritually they are not building from the blueprint that God has planned for them to become.

One reason why people are not filled with joy is because they do not understand God’s plan for them and when left to controlling their own destiny, they become dirty on the inside. Another reason is that since their spiritual eyes have not been opened, they cannot understand how happy they would be if they would surrender their old life and accept God’s new way of living. This passage actually reveals how much He loves all people and wants them to realize what the meaning of life really is.

He is waiting for someone to ask Him for this knowledge and He will graciously give them all they want.

There is no limit to how far we can go with God or how close we can be to Him. When we begin to have a vision of this revelation, we realize how crucially important joy is within the life of the believer. It’s not an option where we can pass on it or try and struggle through life without it. If being filled with God’s joy makes our spirit strong and fills our mind with confidence, then we must conclude that being empty of joy causes us to be spiritually weak, lukewarm, and generally miserable.

Let us observe three important steps toward becoming filled with joy. Joy is spiritual strength, joy is easily accessible and joy is our responsibility to maintain. Let us look at the first one in Nehemiah 8:10, “Then he said unto them, go your way, eat the fat, and drink the sweet and send portions unto them for whom nothing is prepared: for this day is holy unto our Lord: neither be sorry; for the joy of the Lord is your strength.” Scholars agree this verse is probably Nehemiah telling the people to enjoy themselves on this day and be happy as they celebrate the abundance of God’s blessings.

He also reminds them that sharing and blessing others is a vital part of our Christian demonstration of love. Let us consider the last part of this verse which refers to joy being associated with our ability to stand strong in our faith. There are also several commentaries which reveal the original language to be, “Delight in Jehovah as a strong refuge or stronghold” which makes wonderful sense and continues to bring an emphasis to having confidence in God’s Word and to know that He desires for us to be filled with His Spirit.

But how does joy transform into strength? Well, this is an excellent question. I think we could sum it up by saying that we cannot be saturated with joy and sin at the same time. Joy and purity go hand in hand and it goes all the way to back to when we were innocent children. When we were young we did not have evil motives or hidden secrets and generally speaking we were happy. Good news! We can have this clear conscience again as an adult if living holy is at the top of our priority list. A consistent prayer life will make sure that we are on the right path as it keeps us in constant communication with God and the awareness of His presence. It is possible to live with a clear conscience and wouldn’t be wonderful if we could sing that old song again?

The colored areas on the map are vulnerable to storm surge. Storm surge is produced by water being pushed towards the shore by the force of the winds moving around the storm.

Storm surge creates a path of destruction, wiping out structures as it rapidly surges inland and then recedes. This is a life threatening situation for anyone who ignores mandatory evacuation orders and stays in vulnerable areas. Hurricanes are categorized on a scale of 1 to 5, depending on wind strength and destructive power. The evacuation zones are color-coded to designate the level of storm surge likely to occur.

If you live in an area ordered to evacuate, gather your family/pets and emergency supplies, secure your home, and leave immediately. Failure to obey a mandatory evacuation order is a violation of state and local laws.

NOTE: All persons living in mobile homes/RVs must evacuate for all mandatory evacuation orders, regardless of where you are located in the county, due to threat of tornado or high velocity winds.

EVACUATION SHELTERS WHAT TO EXPECT Evacuation shelters are opened for the single purpose of protecting life.

We open them based on the ability of that facility to withstand the forecasted wind effects and storm surge.

Evacuation shelters do not have generators and offer no services other than a very basic food provision, water, and a limited amount of floor Citrus County space per person. It is a public environment where there are large numbers of people in close proximity to each other. There are no cots, Hernando County pillows or blankets provided. Evacuees must bring their own bedding and supplies.
