Even former skeptics spoke to the Brooksville City Council at the October 15, 2018 meeting, urging the council to vote against an ordinance that bans medical marijuana dispensaries within the city. The board voted unanimously against the ordinance, allowing dispensaries to be established and operate within Brooksville city limits. An ordinance placing a moratorium on medical marijuana dispensaries had been in
effect since January 2017 within the city. Hernando County commissioners repealed an ordinance regulating medical marijuana dispensing facilities in late 2017, but the city had remained a ‘hold-out’ until the Oct. 15 meeting. The official discussion and vote occurred later in the meeting, Citizen’s Comments was the unofficial opener. Two residents counted themselves as “once-skeptical,” including Brooksville doctor Scott Gebhardt, D.O. (Doctor of Osteopathy). Gebhardt once considered those seeking
medical cannabis as “a bunch of stoners … looking for an excuse to make cannabis legal.” After noticing that numerous patients in his practice reported they were using cannabis with good results, Gebhardt’s perspective changed and he is now one of seventeen medical providers in the county who is licensed to recommend cannabis. “We’ve got over 150 veterans that all come to us for PTSD (Post-Traumatic Stress Disorder) and it helps See DISPENSARIES, Page 6

Local author pays homage to Brooksville
Eddie Dexter Stewart's debut graphic novellette spotlights Brooksville BY SARAH NACHIN HERNANDO SUN WRITER
Eddie Dexter Stewart is a local writer and illustrator who has just published his first in a series of books. It’s entitled Noelle (Chapter 1.0, Welcome to Sunrise). This manga/graphic novelette is about a world famous teen supermodel from Japan whose family moves to the fictional town of Sunrise which is based on Brooksville. Although manga is not well-known in the United States, it is very popular in Japan and dates back to the late nineteenth century. Unlike comic books and graphic novels, manga’s illustrations are usually in black and white. Stewart who grew up in Brooksville and graduated from Hernando High School and Pasco-Hernando Community College ( PHCC - now Pasco-Hernando State College), describes his manga as a “Coming of Age story that eventually turns into a story of love and adventure.” He mentions and illustrates many familiar Hernando County landmarks (although under different names) in his novelette. For example, Coney Island Hot Dogs becomes Big Dawgs and Hernando High School becomes Sunrise High School. Stewart includes the stereotypical high school students – the jock, the geek, the new girl in town, along with many others. However, it’s important for his characters to be multi-dimensional and to undergo a change, even a somewhat unexpected one, during the course of the story. Eddie Dexter Stewart was born in Philadelphia, but his dad, James Carl Stewart, a police officer moved his family back to his hometown of Brooksville because of the increasing crime in Philly. The Dexter Family of six children, father James and mother, Earlene, lived on a farm on Byster Lake. “When I was a kid we grew up basically poor.
