Aerostar Bacău se ocupă de întreținerea celor două tipuri de avion, în urma contractului pe care l-a câștigat anul trecut. Da Parigi arriva il via libera formale alla Fase 1 per l'Fcas. I primi contratti riguardano lo sviluppo del dimostratore che dovrebbe volare entro il 2026. Resta strisciante il “complesso d'inferiorità” tedesco, riportato oggi dalla stampa transalpina. Anche in Spagna però restano alcune perplessità sulla partecipazione industriale Arrivano i contratti per il futuro caccia franco-tedesco. Questo giovedì, a Parigi, il ministro della Difesa francese Florence Parly (nella foto) ha accolto la collega tedesca Annegret Kramp Karrenbauer e il sottosegretario spagnolo Angel Olivares Ramirez. 10-year, $505 million contract will utilize GDIT’s expanding supercomputing capabilities to support NOAA’s weather and climate forecasting. FAIRFAX, Va. – General Dynamics Information Technology (GDIT) today announced it was awarded a new $505 million contract by the National Oceanic and Atmospheric Administration’s (NOAA) National Weather Service (NWS) to provide supercomputing resources as-a-service through NOAA’s Weather and Climate Operational Supercomputing System (WCOSS) contract. The systems will be designed, deployed and managed by GDIT and used to perform intense modeling of weather and climate patterns for use in generating forecast products supporting the National Weather Service. The single-award indefinite delivery, indefinite quantity (IDIQ) blanket purchase agreement (BPA) holds a total estimated value of $505 million. It includes a base period of eight years with one two-year option. Through this contract, GDIT will receive task orders related to high-performance computing (HPC) deliverables, including an initial task order of $150 million. “We are excited to expand our work with NOAA and support their critical weather forecasting mission through GDIT’s supercomputing and data center solutions,” said Vice President Kevin Connell, head of GDIT’s Science and Engineering Business Area. “Through this contract, the National Weather Service will expand their current computing power by more than 200 percent and continue to optimize their ability to provide accurate and timely weather forecasts. On behalf of GDIT’s company-wide High Performance Computing Center of Excellence, we look forward to supporting the National Weather Service’s numerical weather prediction and helping NOAA protect lives and property.” “This contract represents an important step in NOAA’s journey to foster even more precise weather forecasts,” said Senior Vice President Paul Nedzbala, head of GDIT’s Federal Civilian Division. “GDIT is proud to join NOAA and provide impressive innovations that support our federal customers and their important mission.” Through this contract, GDIT will deploy two HPC systems at two sites on separate electrical power grids to support the numerical weather prediction suite of models used in national weather forecasting. The contract will provide two equal computing systems with one serving as the operational system and the other primarily used for development when serving as the backup. This will ensure operational readiness in the event that one system goes down, enabling the immediate transition of operations from one site to the other within minutes. În cursa ei pentru consilidarea Forțelor Navale, Federația Rusă e conștientă de faptul că are nevoie de un nou portavion. Unicul portavion al Marinei ruse, Amiralul Kuznețov, care se află la chei de peste doi ani pentru lucrări de reparație, a luat foc la mijlocul lunii decembrie, anul trecut, dar rușii au planuri mari în ceea ce privește dezvoltarea de portavioane. Cel puțin pe hârtie. Rușii se pare că se gândesc să dezvolte un portavion nuclear, sau chiar unul catamaran. Dacă proiectul se va materializa, deși acest lucru pare foarte greu de crezut, noul portavion catamaran va avea două coci unite la nivel superior de puntea de decolare și ar reprezenta o premieră, fiind primul portavion din lume dezvoltat astfel. Însă o asemenea dezvoltare va reprezenta și o adevărată provocare pentru industria rusă.

Alors que le jeudi 19 février, la DGA a officiellement notifié les contrats de démonstrateurs aux industriels du programme SCAF, Airbus et MBDA ont détaillé l'organisation de leur collaboration sur le plan des Remote Carriers. Airbus, industriel principal sur le programme de démonstrateur des remote carriers, est venu préciser le 20 février la façon dont seront conduits les travaux de développement avec son partenaire MBDA. Chacun des industriels capitalisera sur son expérience afin de participer au projet remote carrier. “I am a professor at the University of Alabama at Birmingham, United States, and I have been a ground vehicle design engineer for over 30 years. I work on designing systems for self-capable autonomous and conventional vehicles able to take smart driving decisions. In hard operational conditions, these vehicles have greater mobility, manoeuvrability and energy efficiency. Imagine a self-driving military convoy delivering supplies without putting soldiers’ lives in danger. Each autonomous vehicle following the lead vehicle but experiencing a different terrain and each adapting to the road environment. This is the technology we are developing under the NATO Science for Peace and Security (SPS) Programme project “Agile Tire Mobility for Severe Terrain Environments”. The success of a convoy operation depends on the terrain mobility of every vehicle, and on the mobility of each wheel. To achieve this, you have to define how much power needs to be delivered to each wheel to provide maximum mobility. Also, if one vehicle gets stuck, other vehicles should have an autonomous capability and be able to avoid that obstacle. The wheel power distribution is critical in operational conditions that require agile, fast and precise manoeuvres of autonomous vehicles.” What is your biggest challenge? “To manage and mitigate hazards, autonomous vehicles should be able to rapidly change in speed, in acceleration or be able to dodge. By reducing the response time of the mobility control systems, we are improving the mobility and survivability of vehicles.” What are your most recent achievements? “Recently, we developed smart tires for electric vehicles using new sensors and artificial intelligence-based thinking to guide trucks safely over rough terrain. These agile tires can control the traction performance of a wheel before it starts spinning and before the vehicle begins losing its mobility on severe terrains. It can radically improve vehicle mobility performance and real-time manoeuvrability.” What is the value of the NATO SPS Programme in this area? “The NATO SPS Programme offers collaborative research and development opportunities, and provides support for solving cross-disciplinary technical problems. The complexity of technological challenges requires an integrative effort of NATO member and partner countries, and the NATO SPS Programme is an exclusive avenue to develop successful technological solutions.” What is the favourite part of your job? “One of the favourite aspects of my research work is a great feeling of professional satisfaction and happiness on the next day after completing a project milestone. I also enjoy discussing recent research accomplishments with young scientists and sharing newly discovered knowledge with them.” What do you like doing in your spare time? “During my high school years, I graduated from a music school and I used to play at a folk orchestra at the Belarusian National Technical University for 15 years. Today, I like listening and playing classical music. During occasional family gatherings, my wife, my daughter and I play piano. Our cats are always appreciative listeners. Președintele României, domnul Klaus Iohannis, a participat, în perioada 20-21 februarie a.c., la Bruxelles (Regatul Belgiei), la reuniunea extraordinară a Consiliului European dedicată negocierilor privind viitorul Cadru Financiar Multianual. Pagină 24 din 56
Discuțiile au avut ca bază propunerea revizuită de document de negociere (Negotiating-box), prezentată, în pregătirea reuniunii, de către Președintele Consiliului European, Charles Michel. Negocierile au fost intense, derulându-se, în runde succesive, atât în format plenar, cât și bilateral. În ciuda eforturilor susținute pentru avansarea către un acord final asupra viitorului buget, nu s-a putut ajunge la niciun rezultat în acest moment, pe fondul menținerii diferențelor de abordare dintre statele membre care solicită un volum total al bugetului de 1,00% din Venitul Național Brut (VNB) al UE27 și statele membre care pledează pentru un buget mai ambițios. Discuțiile vor fi reluate, la o dată ulterioară, în perspectiva atingerii, cât mai curând posibil, a unui acord politic. În cadrul discuțiilor, Președintele Klaus Iohannis a apreciat eforturile Președintelui Consiliului European de a lua în considerare așteptările și sensibilitățile statelor membre în raport cu elementele noului buget și a reiterat aspectele de interes prioritar pentru România. În egală măsură, a transmis disponibilitatea României de a contribui, de o manieră constructivă, la efortul comun de avansare în direcția unui acord. Președintele Klaus Iohannis a subliniat că volumul total al bugetului trebuie stabilit la un nivel suficient pentru a permite implementarea obiectivelor politice agreate la Summitul de la Sibiu și asumate de către toate statele membre prin Agenda Strategică. În acest context, Președintele României a pledat pentru o abordare echilibrată care să acomodeze, deopotrivă interesele specifice ale statelor membre, precum şi ale Uniunii în ansamblul său și care să permită demararea la timp a procesului de implementare. Din perspectiva României, Președintele Klaus Iohannis a subliniat importanța politicilor de coeziune și agricolă comună, argumentând rolul esențial al acestora pentru dezvoltarea și modernizarea întregii Uniuni. Președintele României a susținut că aceste două politici au o contribuție importantă la îndeplinirea noilor obiective asumate la nivel european, precum cele din domeniul digital și al schimbărilor climatice. Președintele Klaus Iohannis a insistat pe necesitatea asigurării finanțării corespunzătoare a celor două politici în noul buget european, în sprijinul eforturilor de recuperare a decalajului de dezvoltare față de media Uniunii Europene. Pornind de la acest obiectiv, Președintele României a argumentat că țara noastră trebuie să beneficieze de alocări naționale substanțiale pentru aceste două politici. În discuția bilaterală cu Președintele Consiliului European, Președintele Klaus Iohannis a reluat solicitările și argumentația aferentă pentru aspectele de interes pentru România, atât în termeni de alocări, cât și de condiții de implementare. În context, Președintele României a solicitat asigurarea unor condiții mai flexibile de implementare, care să faciliteze accesul la fondurile europene și, în același timp, să permită adaptarea finanțării la nevoile specifice de dezvoltare ale României. În acest sens, Președintele Klaus Iohannis a subliniat necesitatea unei flexibilități sporite a transferului între fondurile aferente Politicii de Coeziune, menținerea regulii de dezangajare actuale, precum și menținerea nivelului de cofinanțare din actuala perioadă de programare. Totodată, referitor la Politica Agricolă Comună, Președintele României a susținut continuarea procesului de convergență externă a plăților directe, precum și creșterea nivelului alocărilor pentru dezvoltare rurală. Pe parcursul derulării reuniunii extraordinare a Consiliului European, Președintele Klaus Iohannis a participat la o serie de reuniuni de coordonare, în diferite formate, respectiv cel al statelor membre susținătoare ale unei Europe ambițioase (statele prietene ale coeziunii), precum și la o reuniune cu grupul statelor membre netcontributoare la bugetul european.

Art. 1. - Începând cu data intrării în vigoare a prezentei decizii se constituie Comitetul interministerial de analiză și cooperare pentru aplicarea măsurilor normative de reducere a numărului mare de litigii similare generate de deficiențele de reglementare, denumit în continuare Comitetul, în vederea implementării proiectului "Eliminarea factorilor pentru inflația de cauze, identificarea elementelor normative și a tendințelor de aglomerare - EFICIENȚA - cod SIPOCA 752", având componența prevăzută în anexa care face parte integrantă din prezenta decizie. SNEF SA are ca obiect principal de activitate realizarea instalaţiilor electrice pentru sectoarele energetic, maritim, nuclear și telecomunicații. Comoserv SRL este o companie românească, care activează pe piața serviciilor de inginerie mecanică industrială. Ca urmare a evaluării efectelor acestei operațiuni, Consiliul Concurenţei a constatat că nu ridică obstacole semnificative în calea concurenţei efective pe piaţa romȃnească sau pe o parte substanţială a acesteia și că nu există îndoieli serioase privind compatibilitatea sa cu un mediu concurenţial normal.

The EU’s defence tools - Capability Development Plan (CDP), Coordinated Annual Review on Defence (CARD), Permanent Structured Cooperation (PESCO), European Defence Fund (EDF) - will only have the desired effect on enhancing the coherence of Europe’s defence landscape and boosting European defence cooperation if they are fully embedded and used by Member States in their national defence planning. This was the core message conveyed today in Brussels at a seminar co-organised by EDA and the Croatian EU Presidency. The objective of the event, which took place in the Agency’s premises, was to exchange views among government representatives on how to practically embed the EU defence initiatives into national defence planning processes and thereby maximise Pagină 36 din 56
their benefits in support of Member States’ efforts. It was the first time senior national defence planners met to discuss the conceptual and practical implications of the new EU defence initiatives on national defence planning processes and practices. In his opening statement, EDA’s acting Chief Executive Olli Ruutu said the implementation process of the initiatives was now at a key moment. “CARD is more than halfway through its first full cycle with a final report to be presented to Defence Ministers in November this year. PESCO is moving ahead with the third batch of projects approved and a strategic review also scheduled towards the end of this year. Preparations for the EDF are entering a decisive phase. Hence, this is the right moment for a check-up of what has been achieved so far and to listen to Member States’ views in order to maximise the benefits for them. Member States’ ownership through embedding the EU defence tools into their national defence planning processes is crucial for their success”, stated Mr Ruutu. Representing the Croatian EU Presidency, Dunja Bujan, the acting Defence Policy Director at the Croatian Ministry of Defence, stressed the need to increase the coherence between the EU defence initiatives and national defence planning. “In the foreseeable future, we will continue to pull our strength and ability to act from national armed forces and budgets. No EU defence initiative will be able to compensate that. The operational milestones, both in France and internationally, have all been met. Among the most striking illustrations, we are proud to have launched the Suffren, the first nextgeneration SSN, and to have cut the first metal sheet for the defence and intervention frigate (FDI), a digital frigate intended for the French Navy. Internationally, we have delivered the Khanderi to the Indian Navy but also signed the design contract for the Australian Future Submarine program. We are benefiting from a dynamic market situation and, despite increasingly fierce competition, we won bids for more than twenty ships in five new countries. We also play a pivotal role in European alliances and have set up Naviris, a joint company with Fincantieri, our long-standing Italian partner. Our operational and financial performance enables us to guarantee our ability to finance the future long-term growth of the company.” Frank Le Rebeller, Senior Executive Vice President Finance, Legal, Purchasing and Real Estate, added: “Order intake in 2019 reached record levels. which has shown a steady increase since 2015 and this year reached 7.6%. Consolidated net income (group share) amounts to nearly 190 million euros, thus raising our equity to 1.2 billion euros. These results are slightly over than our targets. They reflect a solid financial situation, more particularly characterised by levels of profitability in line with our targets and a robust level of equity that has been reconstituted over the past four years. We continued our overall investment efforts, which increased to nearly 480 million euros, in particular in innovation, R&D and digitisation. Our development is creating significant need for recruitment and in 2019 we welcomed 1,500 new colleagues.” Order intake: 5.3 billion euros (+44% vs 2018), including 3 billion internationally, raising the order book to 15 billion euros The order intake over the 2019 reporting period amounts to 5.3 billion euros, boosting the order book which now stands at 15 billion euros. Orders recorded in France and overseas for the 2019 reporting period benefited all sectors. In France, in new construction, the main notifications concerned the sixth nuclear-powered attack submarines (SSN) for the Barracuda program. The main contract awarded for new constructions internationally is the program for twelve minehunters and their toolboxes for the Belgian and Dutch navies. Finally, regarding services, several multi-year availability contracts were notified, notably the routine maintenance contract for the ballistic-missile submarines (SSBN) for 2020-2025, as well as the maintenance contract for the Egyptian Navy. For the year 2019, the book-to-bill ratio (order intake divided by sales), which measures the order book’s renewal rate, stands at 1.4, and at 1.2 for the past three years. Activity: increased sales The consolidated sales amount to 3,712 million euros. Its 3% increase over 2018 was driven by the major national programs, mainly the Barracuda program, the multimission frigates program and the defence and intervention frigates program. The Australian program also contributed to Naval Group sales. Finally, services represented a key component, with a 41% share. For France, they include in-service support for first rank surface ships and nuclear submarines of the French Navy. Internationally, they include the periodic docking for maintenance of the Malaysian submarines, as well as the adaptation and modernisation of the Bouchard corvette for the Argentinian Navy, delivered two months ahead of schedule. Profitability: significant growth of EBITA and operating profit EBITA (earnings before interest, tax and amortisation) totalled 282 million euros. Its progress compared to 2018 drives an increase in operating profitability, which has risen from 7.4% in 2018 to 7.6% in 2019, placing Naval Group as the leader of the naval defence sector in Europe. This progression shows the operational improvement of all naval programs and the effectiveness of the improvement plans undertaken for over five years. Group net income is 188.2 million euros, up by almost 10 million euros compared to 2018. This result increases the group’s consolidated equity to 1.2 billion euros. Strong prospects for 2020 In 2019, Naval Group hired more than 1,500 new staff, taking the group’s total workforce to more than 15,000, presenting an increase of nearly 10% compared to 2018 levels. This trend will continue thanks in particular to numerous initiatives such as the opening of the arrangement designer school on the Cherbourg site and the Naval Industries Campus, which has been launched last November by the French Minister for Education. Naval Group is also accelerating its investments, worth nearly 480 million euros, specifically targeting open and collaborative innovation, the development of international activities and trade relations, as well as industrial and IT equipment. Lastly, thanks to its increased capacity to invest, Naval Group will pursue the internationalisation of its activity. This deployment will more specifically be driven by Naviris, its joint-venture with Fincantieri, which will allow a joint response to some calls for tender and sharing of R&D activities for surface ships. The prospects for 2020 are robust, with expected sales growth of about 5% and a rise in consolidated net income (group share) of about 10%.

O aeronavă de tip C-27J Spartan aparținând Forțelor Aeriene Române a efectuat sâmbătă, 22 februarie, la solicitarea Departamentului pentru Situații de Urgență din Ministerul Afacerilor Interne, un zbor pe ruta București – Berlin și retur, pentru aducerea în țară a șase cetățeni români repatriați din Japonia. Cei șase cetățeni au fost transportați din Japonia în Germania cu zboruri de evacuare medicală desfășurate în cadrul Mecanismului de Protecție Civilă al Uniunii Europene. Aeronava, configurată pentru misiuni de evacuare medicală și având instalată o cameră specială de izolare, a fost operată de un echipaj condus de locotenentcomandorul Romeo Gârz și a avut la bord o echipă medicală aparținând SMURD București. Transportul a fost realizat cu respectarea întocmai a măsurilor pentru protecția personalului și a tehnicii, obligatorii în astfel de situații.
