Boeing [NYSE: BA] and Bell Textron Inc., a Textron Inc. (NYSE: TXT) company, delivered the first CMV-22B Osprey, which is the V-22 variant the U.S. Navy will use for transporting personnel and cargo to aircraft carriers at sea. “The CMV-22B brings expanded capabilities not only to the carrier onboard delivery mission, but to the high-end fight,” said U.S. Navy Captain Dewon Chaney, Commodore, Fleet Logistics Multi-Mission Wing. “We are anxious to get it to the fleet and show off its immense capabilities and agile flexibility.” The Navy selected the Bell Boeing V-22 Osprey to replace the C-2A Greyhound fleet. The CMV-22B, which first flew in December, carries up to 6,000 pounds for more than 1,150 nautical miles. It’s the only aircraft that can transport major components of the F-35C engine directly to a carrier flight deck, a critical capability for Navy logistics and support. “The Osprey will transform carrier fleet operations,” said Kristin Houston, vice president, Boeing Tiltrotor Programs and director, Bell Boeing V-22 Program. “We’ve brought together the best teams for aircraft design, training, and sustainment to ensure the Navy is ready for any mission from day one.” Navy aircrews and maintainers trained with the U.S. Marine Corps, which has employed the V-22 since 2007, to accelerate the transition. Mai putin romantic spus, un F-35 aflat in zbor isi poate folosi senzorii pentru a detecta si localiza tinte aeriene, comunicand mai apoi informatiile catre sistemele anti-aeriene cu baza la sol via IBCS. A aparut in presa franceza un articol foarte interesant despre dotarea aviatiei romane cu aparate F-16. Autorul explica care este situatia la zi (inclusiv ultima achizitie a cinci aparate F-16 MLU din Portugalia) si ne informeaza ca ar exista negocieri cu partea americana pentru achizitionarea a 36 de aparate F-16C/D Block 30/32 de catre Romania si a doua cisterne zburatoare KC-130T Hercules. Din informatiile jurnalistului francez, negocierile au la baza 30 de aparate F-16C si sase “duble” F-16D, avioane care au apartinut US Air Forces. Nu se cunoaste deocamdata daca se discuta si despre un pachet de modernizare si, daca da, in ce consta acesta. Nu stim nimic despre un eventual pachet de armament sau despre sumele implicate. Textron has reportedly been in talks for several weeks to buy Bombardier’s business jet unit, according to the Wall Street Journal, but a deal may never come to fruition. Talks between the two plane makers are parallel to discussions by Bombardier to potentially sell its transportation division to Alstom, which have stalled over valuation. “Those good old ‘people familiar with the matter’ leaked the story and sent shares of both companies shooting up in response,” said Robert Stallard, an equity analyst with Vertical Research Partners. Whether Bombardier should sell off the business jet division or the rail division, “Bombardier is still facing a monster $1.5 billion debt repayment next year,” Stallard said. On 21 April 2020, EDA will host a workshop on Cloud Computing Security, coorganised with the European Union Agency for Cybersecurity (ENISA), the European Union Agency for Law Enforcement Cooperation (Europol) and the Computer Emergency Response Team for the EU Institutions, Bodies and Agencies (CERT-EU). To prepare this workshop, EDA issued today a call for papers inviting industry to join the debate and provide input. The workshop will take into account the industry contributions which will help to determine the final programme and setting. Interested parties have until 23 March to submit their contributions. The papers should be no longer than 1,500 words and not contain commercially sensitive information. They should focus on one or more aspects of cloud computing security and assess security challenges based on the contributor’s experience and propose potential solutions to specific problems. The State Department has made a determination approving a possible Foreign Military Sale to India of an Integrated Air Defense Weapon System (IADWS) for an estimated cost of $1.867 billion. The Defense Security Cooperation Agency delivered the required certification notifying Congress of this possible sale on February 7, 2020. The Government of India has requested to buy an Integrated Air Defense Weapon System (IADWS) comprised of: five (5) AN/MPQ-64Fl Sentinel radar systems; one hundred eighteen (118) AMRAAM AIM-120C-7/C-8 missiles; three (3) AMRAAM Pagină 15 din 47
Guidance Sections; four (4) AMRAAM Control Sections; and one hundred thirty-four (134) Stinger FIM-92L missiles. Also included are thirty-two (32) M4A1 rifles; forty thousand three hundred twenty (40,320) M855 5.56mm cartridges; Fire Distribution Centers (FDC); Handheld Remote Terminals; Electrical Optical/Infrared (EO/IR) Sensor Systems; AMRAAM Non-Developmental Item-Airborne Instrumentation Units (NDIAIU); Multi-spectral Targeting System-Model A (MTS-A); Canister Launchers (CN); High Mobility Launchers (HML); Dual Mount Stinger (DMS) Air Defense Systems; Vehicle Mounted Stinger Rapid Ranger Air Defense Systems; communications equipment; tool kits; test equipment; range and test programs; support equipment; prime movers; generators; technical documentation; computer based training equipment; training equipment; training towers; ammunition storage; training and maintenance facilities; infrastructure improvements; U.S. Government and contractor technical support, engineering and logistics support services; warranty services; Systems and Integration Checkout (SICO); field office support; and other related elements of logistics and program support. The total estimated cost is $1.867 billion. This proposed sale will support the foreign policy and national security of the United States by helping to strengthen the U.S.-Indian strategic relationship and to improve the security of a major defensive partner, which continues to be an important force for political stability, peace, and economic progress in the Indo-Pacific and South Asia region. India intends to use these defense articles and services to modernize its armed forces, and to expand its existing air defense architecture to counter threats posed by air attack. This will contribute to India’s military goal to update its capability while further enhancing greater interoperability between India, the U.S., and other allies. India will have no difficulty absorbing these systems into its armed forces. The proposed sale of this equipment and support will not alter the basic military balance in the region. The principal contractors involved in this program are The Raytheon Corporation and Kongsberg Defense and Aerospace. There are no known offset agreements proposed in conjunction with this proposed sale; however, the purchaser typically requests offsets. Any offset agreement will be defined in negotiations between the Purchaser and the prime contractor(s). Implementation of this proposed sale will require 60 U.S. Government or contractor representatives to travel to India for a period of six weeks (non-concurrent). Activities will include de-processing/fielding, training, and technical/logistics support. There will be no adverse impact on U.S. defense readiness as a result of this proposed sale. This notice of a potential sale is required by law and does not mean the sale has been concluded.

The Deputy Secretary General also thanked Austria for the “long and substantial support to KFOR and for peace in the Western Balkans”, as well as for Austria’s contribution to NATO’s mission in Afghanistan. Mr. Geoană noted Austria’s role in backing strong ties between the EU and NATO and in hosting the OSCE. Thanking Austria for its support to UN peacekeeping operations and the protection of civilians as well as for UN resolution 1325 on Women, Peace and Security, the Deputy Secretary General said that Austria “is helping to keep our continent and our world a safer more secure place to live”. The Deputy Secretary General noted that the Declaration of Neutrality from 1955 is a central part of Austrian identity. He said that it is up to the people and the governments of free and democratic nations to decide the right security relationships for them and stressed that NATO stands firmly “for the sovereign right of nations to choose their own path”. He said that the Partnership for Peace Programme has provided a platform for deep cooperation between partners and a clear pathway to membership for those who seek it. “On this 25th anniversary of Austria’s participation, I congratulate all who have worked so hard to make our partnership such a success for a quarter of a century. Outside of the Agency, Mr.Ruutu has held various posts in his native Finland, most recently he served as Deputy National Armaments Director at the Ministry of Defence of Finland and Director of Materiel Unit at the Resource Policy Department. Ministerul Finanţelor Publice Ministerul Finanțelor Publice și Agenția Națională de Administrare Fiscală elaborează un formular simplificat pentru direcționarea, către entitățile non-profit sau unitățile de cult, a unei sume din impozitul de venit aferent anului 2019, care va fi publicat săptămâna viitoare și va putea fi utilizat, opțional, până la termenul de 25 mai, de către contribuabilii care nu și-au exprimat deja opțiunile. Noul formular vine în întâmpinarea cererilor exprimate de către o parte din societatea civilă și nu va afecta în niciun fel sumele deja direcționate prin cele două formulare alternative, care vor putea fi utilizate în continuare, în funcție de opțiunile fiecăruia. Întrucât, în cursul anului 2019, măsura privind susținerea entităților nonprofit, a unităților de cult sau pentru acordarea de burse private a fost modificată începând cu veniturile lunii aprilie 2019, persoanele fizice care optează pentru distribuirea sumelor din impozitul pe venit, utilizează, în prezent, cele douã formulare aferente: • perioadei 1 ianuarie - 31 martie 2019, formularul 230 aprobat prin Ordinul președintelui ANAF nr.50/2019. • perioadei 1 aprilie - 31 decembrie 2019, formularul 230, aprobat prin Ordinul președintelui ANAF nr.147/2020, care corespunde reglementărilor legale în vigoare în perioada menționată. Precizăm că cele două formulare se utilizează numai de contribuabilii care au realizat, în anul 2019, venituri din salarii și din pensii, precum și din activități independente realizate în baza contractelor de activitate sportivă. Pentru simplificarea mecanismului de distribuire a sumelor din impozitul pe venit aferent anului 2019, la nivelul MFP si ANAF, se află în curs de elaborare un formular unic care cuprinde cele două perioade, fără ca acesta să afecteze opțiunile deja exercitate prin utilizarea formularelor 230 existente până la data publicării noului formular simplificat. De asemenea, publicarea noului formular 230, nu exclude posibilitatea utilizării și depunerii la organul fiscal, în continuare a formularelor inițiale, dedicate celor două perioade aferente anului 2019. Astfel, opțiunea persoanelor fizice privind distribuirea sumelor din impozitul pe venit aferent anului 2019, poate fi exercitată pânã la data de 25 mai 2020, utilizând oricare dintre formulare, respectiv: a) formularele existente, dedicate celor două perioade, situație în care se utilizeazã câte un formular pentru fiecare perioadă, sau b) formularul unic simplificat, în care sunt cuprinse cele două perioade.

Un proiect în valoare de aproape 60 milioane de lei urmează să fie implementat în acest an la Aeroportul Internațional Iași. Contractul de finanțare pe fonduri europene a fost semnat în data de 30 ianuarie 2020 și presupune realizarea de noi căi de rulare, precum și extinderea platformei de staționare a aeronavelor. Tot în acest an, la Aeroport, urmează să fie pusă în funcțiune o investiție privată estimată la 10 milioane de euro. Numărul de pasageri care au tranzitat Aeroportul ieșean a înregistrat în 2019 un nou record – peste 1,3 milioane de persoane. În paralel, se caută cele mai bune soluții și surse de finanțare pentru continuarea investițiilor de la Aeroport. Consiliul Județean Iași continuă să atragă fonduri europene nerambursabile pentru dezvoltarea Aeroportului Internațional. Regia Autonomă Aeroportul Iași a semnat în data de 30 ianuarie 2020 un contract de finanțare pentru atragerea unei finanțări europene prin intermediul Programului Operațional de Infrastructură Mare (POIM). Valoarea totală a contractului se ridică 59.984.117,41 lei și presupune suplimentarea capacităților de operare pentru pista de decolare - aterizare și platforma de staționare a aeronavelor de la Aeroportul Iași. ”În ciuda tuturor manipulărilor din spațiul public, Aeroportul reprezintă un obiectiv esențial al Consiliului Județean și dezvoltarea lui se regăsește între prioritățile mele. Acesta este un proiect demarat încă din primul an din mandatul meu de președinte. Termenul de finalizare a lucrărilor este 25 octombrie 2020”, a menționat Maricel Popa, președintele Consiliului Județean Iași.
Concret, principalele obiective ale proiectului european sunt: - Extindere platformă de îmbarcare - debarcare: lungime 270 m, lățime 78,50 m/97 m și realizarea unui număr suplimentar de 5 standuri pentru aeronave; - Realizare cale de rulare suplimentară Delta, pe latura de Est a platformei, lungime 263 m, lățime (portant + acostament) 20,50 m + 7,50 m; - Realizare cale de rulare suplimentară Charlie, lungime 360 m, lățime (portant + acostament) 23,00 m + 2 x 7,50m; Prin realizarea acestei investiții va crește capacitatea de operare, va crește numărul de pasageri procesați, vor fi reduse emisiile aeronavelor, va crește capacitatea de operare a pistei cu 40%. Totodată, fondurile europene vor fi utilizate la construcția unui Pagină 31 din 47
bazin de retenție pentru colectarea apelor provenite din degivrarea/antigivrarea avioanelor și a unui separator de hidrocarburi pentru epurarea apelor înainte de a fi evacuate în emisarul natural. Tot în acest an va fi dată în folosință, la Aeroportul Internațional Iași, o investiție privată de aproximativ 10 milioane de euro. Hangarul unde va fi efectuată mentenanța aparatelor de zbor de tip Airbus 320 și Boing 737, destinate aviației civile, este construit de Aerostar Bacău. Societatea moldavă a concesionat de la Consiliul Județean o suprafață de 16.000 mp, pentru o perioadă de 49 de ani, și a început lucrările în vara anului 2019. Prin acest proiect, la Iași, vor fi create 150 de noi locuri de muncă. Este construcția pe structură metalică cu cea mai mare deschidere care se ridică în țara noastră. Potrivit datelor oficiale, Aeroportul Iași a încheiat anul 2019 cu un nou record de trafic, aerogara fiind tranzitată de 1.314.211 de pasageri. Comparativ cu anul 2016, primul al mandatului actualului președinte al Consiliului Județean Iași, în 2019 s-a înregistrat o creștere cu aproape 50% a numărului de pasageri. ”Aeroportul Internațional Iași a ajuns la capacitatea maximă de dezvoltare pe actuala organizare și are nevoie de o altă abordare. Este nevoie ca Aeroportul să intre într-o nouă etapă de dezvoltare, iar acest deziderat nu poate fi îndeplinit decât împreună cu toți ieșenii. Aeroportul nu este un obiectiv doar al Consiliului Județean, el aparține tuturor ieșenilor și, la acest moment, reprezintă principala poartă de intrare a Iașului. Am demarat deja o serie de dezbateri publice cu privire la viitorul Aerogării. Împreună, administrație publică, mediul de afaceri, mediul academic, societatea civilă, putem identifica soluțiile optime pentru viitorul aeroport regional al Moldovei. Este foarte important să asigurăm un cadru transparent și corect prin care ieșenii să fie informați despre acest demers și prin care să își poată exprima ideile, opiniile, temerile sau eventualele propuneri”, a declarat Maricel Popa, președintele Consiliului Județean Iași.

Deci, domnule director executiv, ce este PATROMIL-ul? Pe cine reprezintă și ce își dorește să realizeze pentru România în domeniul industriei de armament? Asociația Producătorilor de Tehnică Militară din România, PATROMIL – aceasta este denumirea oficială – a fost creată în anul 2001, pe scheletul Companiei Naționale ROMARM de la acea vreme, care avea 22 de filiale, persoane juridice distincte fiind, în primul rând, un ONG, organizație neguvernamentală nonprofit, fără activități economice. Noi apărăm și promovăm interesele membrilor noștri în relațiile cu instituțiile publice naționale, dar și cu instituțiile europene și euroatlantice de la Bruxelles. PATROMIL a apărut ca o necesitate, pentru că mare parte din Industria de Apărare, precum știți, angajează foști ofițeri din Ministerul Apărării, din Ministerul de Interne sau din Serviciile de Informații care s-au confruntat, în activitatea lor anterioară, cu tot felul de specificități în relațiile cu industria. Am învățat din aceste lucruri și am văzut că, la nivel european și euroatlantic, instituțiile oficiale au adoptat un mod de colaborare și de comunicare cu industriile naționale sau europene mult mai suplu și mai puțin consumator de resurse. În ce sens? Vedeți cum se întâmplă și la noi: dacă un ministru se întâlnește într-o zi cu patronul unei firme reprezentative, cu cifre de afaceri mari, cu impozite mari plătite la stat, apar imediat semne de întrebare. Dar cea discutat ministrul cu respectivul patron? Sau dacă ministrul se întâlnește cu respectivul patron 30 de minute, iar peste o lună se întâlnește cu un alt patron 60 de minute, problema este la fel de gravă. De ce cu unul din ei a stat 60 de minute, iar cu celălalt doar 30 de minute? Ei, având în vedere asemenea lucruri – nu mai vorbesc de presă care, bineînțeles, este și mai atentă la aceste mici detalii – instituțiile europene și euroatlantice (mă refer la Uniunea Europeană, Comisia Europeană și toate agențiile NATO), au adoptat un mod de colaborare și comunicare care elimină acest tip de complicații. Adică, ei au spus așa: Domnilor, noi suntem o instituție cu 200 de funcționari. Bine plătiți! Știm cu toții că la Bruxelles se plătește bine. Dar ăștia 200 de funcționari nu pot să se întâlnească și să comunice cu 200 de mii de firme, IMM-uri sau firme mari prim contractor, este imposibil, nu există timpul, nu există bani, nu este eficient. Și s-a recomandat ca industriile să se organizeze în asociații, iar aceste instituții despre care vă spuneam, europene, euroatlantice, stau de vorbă doar cu reprezentanții acestora. Lucrurile au funcționat și funcționează foarte bine, eu care, la vremea respectivă, lucram în Ministerul Apărării, și văzusem acest mod de Herald Insights recomandă interviurile din Vocea Românului. Aflați direct opiniile unor personalități din viața publică. Interviuri fără întreruperi, fără interpretări, fără scoateri din context. Constatați singuri plusurile și minusurile, abilitățile și stângăciile, certitudinile și îndoielile. 2

comunicare, bineînțeles că în momentul în care am trecut la industrie, respectiv am plecat din armată și m-am dus la ROMARM am spus șefilor mei din Ministerul Industriilor de la acea vreme că ar trebui să facem și noi un lucru similar pentru a eficientiza această comunicare. Așa am creat acest PATROMIL, care a plecat ca un ONG, ceea ce este și în ziua de astăzi, constituit, cum spuneam, pe scheletul ROMARM-ului, pentru că, din punct de vedere logistic, a fost foarte simplu să facem așa. Având 22 de filiale, le-am dat ordin, toată lumea a completat documentele de constituire, am înregistrat asociația la Registrul Comerțului și gata. Ei, între timp lucrurile au evoluat în sensul că, dacă la început eram 22 de membri, filiale ale PATROMIL-ului, deci toți cu capital integral de stat, în timp s-au afiliat și multe societăți cu capital privat. În momentul de față avem 50 de membri, dar treaba este foarte dinamică, să știți, pentru că unii vin, alții pleacă. Dar, în momentul de față, sunt 50, preponderent privați, deci cu capital majoritar privat. "It only takes one missing part to stop a line," said Mike Dunne, a consultant to the auto industry in Asia and the former head of GM's operations in Indonesia. He said there have been many examples in the past where problems like a fire or natural disaster shutting a single supplier plant can affect auto plants around the world. This could be far worse depending on how widespread the shutdown of plants due to the virus becomes. China is a major supplier of parts to auto plants around the world -- shipping nearly US$35 billion (A$52 billion) of parts in 2018, according to UN data. About US$20 billion (A$30 billion) of Chinese parts were exported to the United States alone in 2018, according to the Commerce Department's International Trade Administration. While some of those parts go to auto parts retail stores, a large percentage of them go to assembly lines and are to used to build cars.

And experts say the parts at risk are likely greater than that, since many Chinese parts, from computer chips down to screws and bolts, are not classified simply as auto parts the way a bumper or engine piston is classified that way. Also Chinese parts often end up being used in auto parts that are built in other countries. Finding replacements for all those parts is not practical if the supply continues to be disrupted, said Kristin Dziczek, vice president of the Centre for Automotive Research, a Michigan think tank. "It's difficult to say when it will start to bite here," she said. "I would expect to see a cascading global impact by the end of February if Chinese production doesn't come back [this week]. All automakers have a supply chain war room going on right now to determine what they can be doing. But China is so huge, there is no way they cannot be impacted."

So far most of the auto assembly plants in China are closed, and they're there to serve the Chinese market. Volkswagen announced it was keeping its Chinese auto plants shut partly due to travel restrictions there and partly due to the lack of parts. General Motors said it won't restart its Chinese plants until Feb. 15, partly due to problems with "supply chain readiness." But it has already started to spread to plants elsewhere. Hyundai has shut its assembly plants in South Korea, not because the disease itself has spread there but because it can't keep the plants operating without Chinese parts. Nissan said that its plant in Kyushu, Japan would have "production adjustments" due to a shortage of Chinese parts.

Experts say the global auto industry hasn't seen the full impact before now because the plants had been scheduled to closed for the lunar new year. So many assembly Pagină 37 din 47
plants had an extra inventory of parts going into the holiday. While the shutdown was extended by a week due to the outbreak, most plants haven't run out of Chinese parts yet. But that can't last. The prospect of widespread halts at global auto plants becomes a lot more likely if the plant shutdowns continue, said Simon MacAdam global economist at Capital Economics in London.

That's why there's such uncertainty about estimates." Even if the plants try to reopen, it's not clear if they'll be able to operate as normal due to potential labour shortages, or in the worst-case scenario, a further spreading of the disease, said Dunne. And getting the parts shipped won't be business as usual. "They're supposed to start getting back to work Monday," said Dunne. "But even then, it will be a start-stop.
