TO BE THE FOUNDATION FOR A
IBRANT, I NNOVATIVE, C ONNECTED & E XCEPTIONAL COMMUNITY.

Jonathon “J.P.” Penn DirectorExecutive Director

Leisure & Public Services
Henry County Parks and Recreation is guided by a simple but powerful belief: a community where everyone belongs doesn’t just happen - it’s created with intention, vision, and a commitment to what comes next. Each year, we challenge ourselves to imagine more for Henry County and turn that vision into meaningful progress.
Over the past year, we’ve taken significant steps forward. Thanks to the SPLOST program, we opened the North Mt. Carmel Recreation Center, a state-of-the-art facility designed to keep us at the forefront of innovation and meet the evolving needs of our residents. And looking ahead, we are preparing to open a region-leading Aquatic Center and Waterpark in Summer 2026 - an amenity that will set a new standard for recreation in our area.
But our progress is measured by more than new facilities. It’s measured in people. This year, our team led the state in training, development, and professional growth - a reflection of their dedication to the field and to every resident we serve. We expanded therapeutic recreation programs to the JP Moseley Recreation Center, increasing opportunities for individuals with special needs to learn, grow, and connect. We launched more than 40 new programs and hosted 41 free events, removing barriers and ensuring that everyone in Henry County has the opportunity to participate, belong, and thrive.
These achievements are a testament to a department striving to be better each day and a community that continues to dream bigger. None of this would be possible without our exceptional staff, your support, your involvement, and your belief in what Henry County can become.
As we enter a new season, we do so with gratitude for all we’ve accomplished together and excitement for the future we are building. Henry County is becoming more vibrant, innovative, connected, and exceptional. A place that will serve generations today, tomorrow, and beyond.
Thank you for being part of this journey.
