State of the Office must continue to look for ways to improve efficiencies and effectiveness to stay competitive. While some of you may be thinking, “Who is the competitor of the HCTC Office?”

I believe we have several, yet our greatest threat is the Status Quo.

Like death and taxes, change in business is inevitable and often difficult to comprehend. However, it is necessary if your goal is to create a sustainable, competitive organization.

I want to thank you for taking the time to read through our 2014 Annual Report. The purpose of the Tax Commissioner’s Annual Report is to help fulfill our mission at the HCTC Office; Provide Henry County citizens excellent customer service by helping them understand and meet their responsibilities while applying the tax law with integrity.

While using trend analysis, we compile the data and compare it statistically to historical results. It is the goal of this office to see Continuous Improvement (CI) in EVERY aspect of this organization. To ensure CI, we

DID YOU KNOW?

Luella High School students, Haley and Hannah Keller, became the 2nd set of twins to graduate from Luella as valedictorian and salutatorian in the past four years.

Principal Jerry Smith’s first year at Luella High saw twins Brennan and Sheldon Scoggins graduate number one and two, and now his first full four year class has another set of twins at the top, Haley and Hannah.

With a class size of 390 students, Hannah graduated as the valedictorian with a 4.71 grade point average (GPA). Haley, who earned the salutatorian title, completed her school year with a 4.70 GPA. They both completed nine advanced placement courses during their time at Luella. They held leadership roles among various clubs and groups at the school including National Honor Society, History Club and Academic Team.

Their work was not limited to their school as they both had hundreds of volunteer hours in the community. From delivering Thanksgiving meals to delivering toys at Christmas time, both twins exemplify a servant’s heart and make us grateful they are Henry County citizens.

They will now go their separate ways as they head to college to pursue their dreams. Haley will be attending Covenant College and plans to study English with a Master in Arts of Teaching. Hannah will be going to Mercer University and plans to study history with a Doctorate in Medieval and Renaissance studies.

Kroger at 101 Fairview Rd. • Added personnel to cut down on wait time for title/tag Property taxes, motor vehicle taxes, mobile home taxes, registration timber taxes and heavy duty equipment taxes are collected • Implemented a new employee point system that encourages Employee Involvement/Recognition and disbursed. Additionally, this office collects excise taxes from the sale of alcohol, distribution of alcohol, hotel/motel rentals and Occupational Tax for businesses operating within the unincorporated area of the county.

Community in Action

One of the things that makes Henry County great is the people. Even though the county has grown nearly five percent from 2013 to 2014 it has not lost the feel of a close-knit community that helps those in need. This year, we want to highlight organizations that strive to help those in need in Henry County. Although spotlighting these organizations scratches the surface of all the hard work done in the county, we hope that by showcasing a few, it will inspire and encourage others. The work of these organizations is dependent on outside donors and volunteers. Without strong community support, they would not be able to fulfill their missions.

While we are spotlighting these three organizations and the work they do, there are hundreds of generous

people who deserve to share the spotlight with these organizations. From donating food, clothes, time and services, volunteers from our community have a big impact on the lives of the people being helped through a variety of organizations.

Again, there are many organizations in Henry County helping people, animals and the environment that we lack the time and space to talk about. We encourage you to find one of these wonderful organizations and support it. Whether it’s through money or time, you can make a difference. Even with these three charities, there will always be needs, but we believe that the great people of Henry County will continue to do as much as possible to help meet those needs.

Community in Action A FRIEND’S HOUSE

A Friend’s House, Inc. (AFH) opened nearly 17 years ago with the thought that all children deserve a home in order to provide a sense of security and unconditional love. Since then, it has been a beacon of hope for many Henry County children. In fact, more than 1,880 children have been through AFH since it was founded. AFH is a home for children in crisis, including some who are in the custody of the Department of Family and Children Services.

The success of A Friend’s House relies not only on

a great staff, but volunteers from the community as well.

During its last fiscal year, AFH saw 226 volunteers from the community donate a total of 5,323 hours!

These volunteer hours consisted of answering phones, greeting guests, providing weekend meals and sponsoring outings for the children such as trips to the movies, baseball & football games, bowling and roller skating. The volunteers are essential to helping AFH fulfill their mission.

A Friend’s House offers counseling, medical treatment, academic assistance and recreational opportunities to help meet the emotional and physical needs of the children. Henry County alone has over 2,000 cases of child abuse or neglect every year, making the services of AFH invaluable to the county. While the community has stepped up to volunteer, there is always a need. Whether it’s behind the scenes or directly involved with the children, your time can make a world of difference.

HAVEN HOUSE

Haven House is a domestic violence shelter and program that opened its doors in Henry County in 1990 and has been caring for women and children ever since.

They have totally redefined the images associated with what a shelter looks like and how it operates. Haven House helps shelter women and children of domestic violence while they are being guided through the process of finding legal protection and more permanent housing. Their newest

facility, opened in 2011, can house up to 50 residents at a time and includes a community living room, a lounge for teens and a playroom for younger children.

Community in Action measure because it is about more than just statistics.

Some of the highlights from 2014 are: sheltered 316 women and 301 children; assisted 915 new outreach clients; received 3,321 crisis calls on the 24-hour hotline; provided 2,989 rides to transport women and children to school, work, doctor appointments and other activities; filed 677 protection orders to keep families safe; relocated nine families for their safety; provided domestic violence support groups for 74 women; provided 2,649 hours of child care; financially assisted 50 families with deposits and rent for permanent housing; assisted 50 families at risk of being homeless with rent and utility payments.

For the past 25 years, Haven House has been

changing lives for the bettter by being a beacon of hope for those in need.

The citizens of Henry County continue to play a vital role in the success of Haven House. The community keeps the food pantry stocked, provides newborn gift baskets and school supplies. The largest role the community plays in giving back to HH is through the Haven House Hustle, which is a 5k run/walk. This year the event raised over $17,000!

PREGNANCY RESOURCE CENTER

needs. In 2014, the PRC had 2,438 appointment visits and performed 647 pregnancy tests, 413 limited medical ultrasounds, and 30 STD/STI tests.

The PRC runs on a small staff, relying heavily on their large group of volunteers from the community.

Volunteer roles include client advocate, class teacher, abstinence teacher and even a boutique organizer.

In addition to volunteering, the community helps through fundraising events held throughout the year. There is a 5k run/walk in the spring, Baby Bottle Boomerang – where baby bottles are distributed to local businesses for donations and returned to the PRC. There is also a fall fundraising banquet with an inspirational keynote speaker.

The Pregnancy Resource Center of Henry County fundraising and volunteering, the PRC reported that 42 has served Henry County for 22 years and is a faith-based, non-profit organization that relies on the support of the babies were saved in 2014!

New Kiosk in Ellenwood

Henry County became one of the first counties in Georgia to participate in the new MVD Self-Service Centers with not one, but two kiosks installed within the past year. With the new kiosks, citizens are able to renew their vehicle registration in as little as 60 seconds.

Our first kiosk was installed at the McDonough office, located just inside the lobby of the County Administration Building.

The second kiosk was installed in Ellenwood at the Fairview Road Kroger, which was the first Georgia kiosk installed at a retail location. Imagine being able to renew your tag and pick up a gallon of milk at the local grocery store!

A benefit of having a MVD SelfService Center is that citizens who live in one of the networked counties can use any of the participating kiosks, even the ones outside their county. So far, Carroll, Cobb, Rockdale and Walton counties have joined the network along with Henry.

Future plans for the kiosks include being able to renew IRP registrations, pay insurance lapse fees and have more of the surrounding counties join in the network with Henry County.

Our plans are to place at least two more kiosks in central locations in Henry County.

Business Profile: Atlanta Motor Speedway

Located on 887 acres in Hampton, Georgia, Atlanta Motor Speedway (AMS) is a 1.54-mile quad-oval track, located just 25 miles south of Atlanta. Since holding its first race in 1960, Atlanta Motor Speedway has become a premiere facility for multiple forms of racing, in addition to a wide range of other events which have included concerts, family gatherings, business conventions and the Georgia State Fair. Each year, Atlanta Motor Speedway plays host to approximately 100,000 race fans, as the NASCAR Sprint

Cup Series makes its annual stop at the storied track. A favorite among drivers, the worn-in surface makes for slick conditions and some of the most competitive racing on the circuit. The track pours hundreds of millions of dollars into the local economy annually, hosting major events throughout the year.

The hotel/motel tax is a levy on public accommodations, charges for promotion of tourism, conventions and trade shows. Amounts collected are based upon reports submitted by hotels and motels located in unincorporated Henry County each year.

TOURISM Henry County continues to see positive tax related benefits from the tourism and hospitality industries. Specifically, hotels generate sales taxes and accommodations taxes (commonly known as hotel-motel taxes), which are used by governments to fund operations that would otherwise be funded by ad valorem taxes. In 2014, revenue from the unincorporated Henry County hotels/motel tax increased by 4.3 percent.

While it is impossible to exactly quantify, the hospitality industry’s best estimates indicate that the average Henry County property owner benefited by a significant reduction in ad valorem taxes due to these activities. While the 2014 evaluations are not yet available, for 2013, the tax savings per Henry County household was approximately $223. In addition, these same sources generated several hundred thousand dollars of funds that were used exclusively to promote tourism in Henry County and its component cities. In addition to the direct jobs created by these activities, tourism and hospitality play an important role in the tax structure of Henry County.

ABOUT Alcohol 37%licenses are issued upon approval by the county to any person wishing to obtain a retail license for the sale of alcohol beverages. A three percent 49% sold by the excise tax is collected on distilled spirits drink. Wholesale fees are an excise tax levied on any person/business that sells beer, wine or distilled spirits to retail dealers or wholesale dealers.

Important Dates MOTOR VEHICLE REGISTRATION DATES

OCCUPATIONAL TAX/BUSINESS LICENSES

• Motor vehicle registration expires at midnight on the (first) titled owner’s birthday.

• Business or enterprise registrations expire at midnight on the last day of the month shown on the license plate or the decal.

• Leased vehicles are registered by the lessee’s birthday.

• January 1: Renewals are due.
