A Message from the Hempfield Township Board of Supervisors: this year has been a challenging one. our community has been impacted by external forces, from a global pandemic to recent economic hardships; missed graduations and birthdays; and a constant uncertainty about what the "new normal" means for us. through it all the Hempfield community has pulled together to support one another. Hempfield township's oďŹƒces are open for all of our normal services. Whether you need a building permit, to report a concern, or to rent a ballfield or pavilion, we are open for you. Even during this challenging year, we continue to support our community by: l Reducing spending across the township to maintain our services l Extending the Real Estate tax Discount Period, and waiving the Penalty Period in 2020 l Waiving the temporary tent Permit Fees through the end of 2020 l Maintaining our parks & recreation services and facilities l Expanding our paving program to take advantage of historically low prices the township, like all of our residents, has felt the sting of 2020. the township's revenues are down significantly, while our expenses for cleaning and emergency services have risen. Since March, the Board of Supervisors have taken necessary actions to limit spending in 2020. these actions are meant to keep the burden o of our taxpayers. As always, we continue to commit to being fiscally prudent while meeting the needs of our community. As your Board of Supervisors, we urge you to keep up your community support. We are encouraged by new businesses opening like GetGo on Route 30, new homes being built, and the Live! Casino opening later this fall. Join us in shopping at our Hempfield businesses, dining-in or taking-out from our local restaurants, hiring a local tradesman, and playing local at our parks, playgrounds, and historic places. together we can continue to support our great community!

Coming Soon – The Hempfield Dog Park! After years of planning and fundraising, Hempfield Township is excited to be nearing completion on the Dog Park at Hempfield Park! The project is partially funded by a grant from the Land and Water Conservation Fund administered by the PA Department of Conservation and Natural Resources, and the Hempfield Parks & Recreation Fund.
The Dog Park will be ready for the Spring of 2021 after new landscaping and grass has been established. All dogs visiting the park must be licensed, healthy, and up-to-date on all vaccines. Additionally, all pets must be fully supervised at all times by pet owners. Be on the lookout for our grand opening celebration including vendors, pet information, and updates on future park projects! Check back for updates at www.hempfieldtwp.org

Over the past 5 years, Hempfield has actively sought state and federal grants, and solicited major gifts for improvements at Hempfield Park. The Township secured over $1.4 million dollars in funding, and is contributing over $400,000 in additional funds from the Hempfield Parks Fund.
Throughout 2020 we have been working on conceptual designs for two new parks in the central and western parts of the Township. The Code Department has implemented a new program to quickly notify property owners when they have a minor code violation on their property. If you receive a door hangar, please immediately correct the problems listed or if you have questions please contact the issuing code officer. The “courtesy notice” is to help you get your property into compliance. We will reinspect the property again after 5 days have elapsed. If you have taken corrective action, you can disregard the violation letter that was sent as a follow up, However, if the door hanger and the violation letter are ignored, further legal action may be taken against you.

2020 Census Deadline Moved Up to September 30 Did you know that the 2020 Census will determine how much federal funding goes into a community and for which programs that money is allocated? For example, if a community has had an increase in the senior population since the last census, more of the funding may go toward senior housing, programs, and healthcare. Or if a community has seen an economic downturn, more money may be put into programs for adult education and vocational rehabilitation. A community that has had a great deal of growth could receive more funding for infrastructure, like roads, housing, and community development.

October Is Fire Prevention Month As we approach the Fire Prevention Month of October there is some key information that we would like everyone to have. The top five causes of home fires and fire casualties are: • Cooking • Heating • Electrical distribution & lighting equipment • Intentional fire setting • Smoking materials

Cooking is the leading cause of fires, second leading cause of fire related deaths, leading cause among fire related injuries, and the second leading cause of direct property damage throughout the country. While cooking please “Cook with Caution” and be alert. What “Cooking with Caution” entails: • Be on alert! If you are sleepy or have consumed alcohol don’t use the stove or stovetop. • Stay in the kitchen while you are frying, boiling, grilling, or broiling food. If you leave the kitchen for even a short period of time, turn off the stove. • If you are simmering, baking, or roasting food, check it regularly, remain in the home while food is cooking, and use a timer to remind you that you are cooking. • Keep anything that can catch fire — oven mitts, wooden utensils, food packaging, towels or curtains — away from your stovetop. • Maintain three feet of clearance around you when handling or moving hot items from the stove

Working smoke detectors save lives! More than 38% of all home fire deaths result from fires in which no smoke alarms are present. • Smoke alarms should be installed in every sleeping room and outside of every sleeping area. • Interconnected smoke detectors provide the best advanced warning. • Smoke alarms should be tested on a regular basis, batteries should be replaced each time the clocks are changed, and smoke alarms should be replaced every ten years. • When purchasing smoke alarms, ensure the alarm has been endorsed and tested by the Underwriters Laboratories (UL) 8

Since the Coronavirus pandemic, the move to online transactions has seen surges in just about every sector of life, from online healthcare to shopping to remotely working from home.

Hempfield Area School District Message from the Superintendent Daily life for children has been disrupted as our schools closed with little warning, social opportunities were limited, and common practices, such as going to the grocery store, changed in many ways. Such change leads to concern and anxiety for many children. Therefore, preparations are in place to address the social and emotional needs of our children. Teachers and staff will welcome students and begin to build relationships which are important for students to feel safe and secure. The school counselors, school psychologists, and school social worker are available to support students, as necessary. The “Student Assistance Program” or SAP, continues to be available for students and their parents for concerns regarding mental health, behavioral concerns, and abuse of alcohol and/or drugs. Positive Behavioral Interventions and Supports (PBIS) has been implemented in all elementary and middle schools and provides a framework for promoting a positive school culture and behavior support. Additionally, all teachers will participate in “trauma informed care,” an organizational structure and treatment framework that involves recognizing, understanding, and responding to the effects of all types of trauma. While most students will have a smooth transition back to school, these tiered supports are in place for those who may be in need.

Do you remember seeing television footage showing empty streets and the very few individuals outdoors wearing facemasks in China? I recall thinking such scenes were so out of the ordinary. I remember later seeing an individual entering our local Sam’s Club wearing a facemask and rubber gloves and thinking this was unusual. It was only a few weeks later that I noticed a family with young children and the concern was apparent in their eyes as they looked at those of us wearing protective face coverings. Have you wondered how this pandemic has been viewed through the eyes of our children? How have they been impacted by the changes in so many aspects of their lives?
Every challenge is an opportunity. The disruption to the school environment has led to some positive changes which will extend beyond the pandemic. Virtual meetings have become the norm, supporting efficient collaboration in a safe manner. Technology is being used in new ways to promote student collaboration and engagement. Parents will find our online student registration, payment system, and document circulation for signatures to be helpful. Additionally, the Hempfield Area School District has extended the secondary cyber program to now include the elementary grade levels.
We are preparing for the opening of school in a way that mirrors no other time. Classrooms will not look the same as in past years. Social distancing will require using space and materials differently. Tables used for collaborative purposes have been replaced with individual desks in rows six feet apart. Plexiglass hangs from ceilings in the office areas and signs have been posted throughout the schools to guide children in which direction to walk the halls and where to stand while waiting in line. While these physical changes are necessary to promote the safety of all, our students will continue to find our schools to be warm, welcoming, and supportive environments.
Our world has changed. Hempfield Area School District is poised to leverage this change to implement practices that will support our students, families, and community. As we work together our goal will be for our children to see beyond facemasks, physical barriers, etc., and see a world that is full of possibility and hope.
We recognize that the pandemic has created the need for teachers and staff to be even more supportive and responsive to our children as they return. Many families are facing economic challenges with reduced or loss of employment.

On July 23, 2020, Governor Wolf signed Senate Bill 1125 that provides school districts the option to extend real estate property tax deadlines for the 2020-2021 school year. The purpose of this bill was to provide some relief for taxpayers impacted financially by COVID-19. The Hempfield Area School Board was informed of this new legislation along with procedural considerations and suggestions for implementation by our tax collectors. After review and discussion, a proposal was developed to keep the discount period at September 30, 2020, extend the face period from November 30, 2020 to December 31, 2020, and maintain the current installment program (September, October, November). The Hempfield Area School Board of Directors approved the proposal on Monday, August 17, 2020.

Hempfield Area School District Hempfield Area School District Proudly Welcomes Two New Members to the Administrative Team Dr. Mark Gross, former Assistant Superintendent of Secondary Education, resigned from the Hempfield Area School District in July to begin his role as Superintendent of Mars Area School District. With his departure, Dr. Matthew Conner, Assistant Superintendent of Elementary Education, assumed the Secondary role, leaving the Elementary position vacant. In August, the Hempfield Area School District Board of School Directors hired Dr. Kimberlie Rieffannacht as the Assistant Superintendent of Elementary Education.

Her leadership will be instrumental in achieving the District’s comprehensive planning goals. She brings knowledge and experience of PBIS (Positive Behavioral Interventions and Supports) as this was the topic of her doctoral thesis. Dr. Rieffannacht has been married to her husband, Nelson, for fourteen years. They have two children, Judah (7) and Ryker (3).
Dr. Rieffannacht’s career in education began as a high school math teacher prior to joining the State College Area School District as the Educational Record Manager. She served as both an Assistant Principal and Principal for the Huntingdon Area School District prior to becoming the Director of Education. Dr. Rieffannacht currently serves in the role of Director of Education, which includes responsibilities of an Assistant Superintendent. She earned her Bachelors of Science degree from Lock Haven University, Masters of Science degree from Wilkes University, and her Doctorate of Education from Liberty University in May of 2016. She has experience in higher education as an adjunct professor for both Wilkes University and Wilson College where she taught courses related to instructional technology and hybrid learning environments. This experience will certainly be valuable as she supports our work in developing elementary cyber programming. While her career began at the secondary level, Dr. Rieffannacht has extensive knowledge of early literacy and mathematical instructional practices as a result of her experiences. Mr. Brandon Rapp, hired as the new Director of Athletics in July, brings ten (10) years of interscholastic athletic experience to Hempfield Area School District. Mr. Rapp was previously employed by both Norwin and Derry Area School Districts as the Director of Athletics, in addition to serving as the Director of Transportation and Director of Facility Use at Norwin. He has previously served as an assistant football coach at Keystone High School before taking on the head football coaching position at Redbank Valley. Mr. Rapp graduated from Slippery Rock University with a Bachelor of Science Degree in Sports Management. He earned his Certified Athletic Administrator (CAA) and Registered Athletic Administrator (RAA) through the National Interscholastic Athletic Administrators Association (NIAAA). Mr. Rapp resides in North Huntingdon with his wife, Sheena, and two children, Logan (8) and Alivia (6). We welcome Dr. Rieffannacht and Mr. Rapp to Hempfield Area School District as they officially join the Spartan team!
Hempfield Area School District Learning Without Limits: Cyber Options To quote Field of Dreams, “If you build it; they will come.” The Hempfield Area School District’s cyber programs have taken shape over the past few months. The district now has a high quality cyber option for all students K-12. The planning for the addition of the Elementary Cyber Program began in February of 2020, before the closure of schools due to COVID-19. The district knew that a cyber option for all students would provide the flexibility today’s families need.
If the family chooses to return their children to a brick and mortar school building, a seamless transition will occur as our cyber curriculum models the brick and mortar curriculum. All students who participate in the district’s cyber program may participate in athletics and extracurricular activities. Additionally, upon completion of their education, they receive a Hempfield Area diploma that is based on a quality education.
The district’s program will provide families the same benefits which outside cyber programs use to attract families into their programs - and much more. Our new and exciting technology supports synchronous and asynchronous learning with instruction provided authentically by Hempfield Area teachers using district curriculum.
